EXPERIENCE IN THE SECTORS
FCG International and SIPU International are both part of the FCG Finnish Consulting Group Ltd. FCG International (formerly HCG) formed part of the group in 2005 and SIPU joined the group in 2007. The companies complement and strengthen each others competencies. Combining the forces has also meant an extension and strengthening of our global network. We now have local units operating in many of our key regions, and are constantly working to build this network even further. Being close to the client will enable us to offer services more efficiently and with a better understanding of the local needs and operational environment. We have local representation in Estonia, Romania, Russia, Ukranie, Turkey and New Zealand. Project Offices in Latin America are situated in Brazil, Peru and Honduras. Environment
OUR APPROACH:
As consultants in needs-based development and change, we cooperate with organizations at different stages of development. We form partnerships with clients with diverse experiences, professional competencies, values and preferences. In every case we wish to help our client analyze a situation, find appropriate solutions to problems, learn how to harness opportunities and improve work practices. We have the capacity to take on a mentoring role and to be a sounding board for the client. We test and develop new models and adopt new techniques, including methods of measurement and evaluation of results. The Quality System of the companies is based on Documented Work Guidelines covering all the phases of the project. Our aim is to develop learning organizations. Learning organizations are characterized by an open working environment in which employees are encouraged to enhance their skills and abilities and where work experiences are used to promote learning and change. We use techniques for problem solving and learning in groups to bring about change, development and growth for individuals, teams and organizations.
FCG International FCG International Ltd has been operating for over 30 years and has experience of carrying out over 500 projects in around 100 countries worldwide. FCG’s core areas are: - Education; - Environment & Natural Resources; - Agriculture & Rural development; - Management Development; - Local & Regional Development; and - Infrastructural engineering. In these areas, FCG deal with policy analyses and advice, organization and human resources development, and training. In infrastructural engineering, the services are provided by FCG Plancenter Ltd. SIPU INTERNATIONAL SIPU International AB is a Swedish consultancy and training organisation specialising in public service development and reform. The company has four main business areas: - Democratic Governance; - Public Finance Management; - Local & Regional Governance; and - Training Programs. The core areas of competence include for example Public Service and Administration Reform, Democracy and Human Rights, Gender Equality, Human Resouces Management, Capacity Building, Institutional and Organizational Development, Urban Development, Environment, and project related assignments such as LFA, pre-studies, assessments, monitoring, and evaluations.
It is a challenge to integrate environmental issues into sectoral strategies and development processes. It requires an integrated and environmentally conscious approach to natural resource management and conservation. We use modern planning, monitoring and evaluation techniques and tools, including environmental assessments (EAs), beneficiary assessments (Bas) and Geographical Information System (GIS) applications. We have worked with environmental issues in Central America since the late 80’s, implementing forestry and watershed management and institutional capacity building projects in the environmental sector. The regional forestry project, PROCAFOR, covering the whole Central America improved the capacities both at the ministry and the local level.
EDUCATION We aim at providing tailor-made consulting services in the education sector world- wide. We have expertise related to the different levels of education, including primary and secondary education, higher education, and vocational education. Our core areas of services include strategy and policy analysis and formulation, education management and development of information systems (EMIS), curriculum and textbook development, evaluation and assessment development and information technology. Our work in Latin America includes for example “Support Programme to the Education Sector in Nicaragua” (funded by EC).
Public sector development Public Sector Development has a focus on transparency, which is essential to achieve effectiveness and efficiency in public services. it is difficult to evaluate the productivity and impact of public services and to provide a reliable basis for informed decisions on priorities and resource allocation. Within this sector we work with Human Resource Management, Local Governance, Management of Change and Gender Equity. We have been active in the public sector in Latin America since 2001. In El Salvador we have cooperated with The Supreme Court of Justice, the Prosecutors Office, the Municipality of San Salvador and the Ombudsman for Human Rights. We have also cooperated with different public institutions all over Latin America.
training We are known for our original and dynamic training approach, applying action learning, facilitation, coaching, participative techniques, case studies and similar modern training methods, with supporting materials tailored to local conditions and requirements. Since 2005 we have offered representatives from public institutions and the civil society in Latin America to participate in the international training program “Democratic Institutions and Participative Democracy”. The program takes place in Sweden twice a year and is carried out in Spanish . The goal is to transmit the Swedish know-how and give the participants the tools to adapt them and put them into practice in their own realities, through their own project of change.
