People, Planet and Profit

T

he notion of corporate social responsibility (csr) is more and more prominent in the world. Today, private companies are expected to take responsibility. It usually means that companies aim at offsetting their negative social or environmental impacts by initiating add-on development projects in regions, or giving contributions to existing projects or organisations. More sophisticated measures address a company’s own operations and values in an effort to minimise negative, or even enhance positive impacts. SIPU International is quite different from most other companies as our primary business is directly related to societal development. In this report we present some of the assignments and projects we have carried out in 2011. In our international training programmes we train local officials to manage their environmental problems, to respect gender and human rights (p. 8). Our work in Mauritius will hopefully lead to less congestion, fewer emissions and improved quality of life for commuters (p. 15). In Zimbabwe we have worked very tangibly to enhance skills among opposition politicians and thereby at least increased the chances of a democratic development (p. 14). In Bosnia-Herzegovina, our work with small enterprises includes gender and social inclusion issues (p. 13). Making budgeting and public spending more efficient in Ukraine will be absolutely essential for any social development in that country (p. 12). So how does a development consulting company relate to csr? Like all other private enterprises, we must make a profit to survive, but an exclusive focus on profit can be harmful for our social and environmental context. Like all other private enterprises, our need for profit must be balanced with the needs of people and the planet. In our case, it would seem that rather than developing add-ons, we should focus on our

main business. While we subscribe fully to our donor clients’ development goals and objectives, we also need to affirm our own values and moral/ethical compass. SIPU is sometimes in a position to influence strategic shifts in government policy. Such shifts can affect a great many people and it is our responsibility to anticipate both positive and negative side effects in advance and make them known in our advice. We also have to maintain the courage to say no to poorly planned or otherwise misguided projects which risk doing more harm than good. In 2012, it is 20 years since SIPU International was founded. For the last 10 years our motto has been »We work with people for people« which in many ways sums up our values. It means involving stakeholders in the design, implementation and/or evaluation of assignments in order to empower them and ensure sustainable results. In the years to come, we will continue to work with people, including our own staff and the many external experts and consultants we engage. We will also continue to minimise our planetary footprint, especially in terms of air travel. If we are successful, it will, in all likelihood, also lead to a healthy profit. SIPU International is Scandinavia’s leading consultancy and training organisation specialising in public sector development. Our clients include national, regional and local governments, parliaments as well as private companies and non-governmental organizations. Our assignments and projects are commissioned by donor organizations such as Sida, the European Union, the World Bank, and others. As development consultants we allow for the clients’ experiences, competencies and values to determine our role. Whether it will be advisory, change management, or the role of the hands-on expert, »getting things done« will depend on our clients’ needs and priorities. We will adjust our assistance to their own path to improve knowledge, skills and capacity. Having expertise in-house for our core areas is our warranty for quality. Our training events take place in Sweden with Swedes, or abroad with multinational groups. We are known for our innovative and dynamic approach to training. We recognize that every participant has his or her own knowledge and experience. By working with different participatory techniques for problem solving and training we tap the diversity of personal perspectives and resources to enhance learning and development. SIPU International employs close to 40 staff in headquarters and another 50 in project offices abroad. We also have an extensive international network of experienced and senior short-term experts and partner organisations in all areas of public sector development and related fields. Currently operating in more than 20 countries, SIPU has lent its expertise to over 70 countries across the globe.

At SIPU International, best practice experience meets insightful knowledge and respect for the local context to form a valuable partner in development. We specialise in capacity development of individuals and organisations and aim at contributing to societal change in countries worldwide. On pages 8 – 15 we present examples of our work that highlight some of the following fields in which we provide services: Civil Society Development Civil society organisations offer an opportunity for citizens to join forces in an attempt to influence or monitor the performance of public institutions, contribute to decision-making processes as well as organise the production of services to meet needs not catered to by the public sector and private enterprise initiatives. SIPU International is engaged in strengthening the role and the capacity of civil society organisations and in developing the interaction/interface between the state and civil society.

Market Development Market development or private sector development is a cornerstone of poverty reduction strategies and programmes. An enabling environment for economic activity coupled with improvements in financial markets and pro-poor trade policies will contribute towards sustained growth and development. SIPU International has expertise in a broad range of private sector development related areas including financial services, labour market development and trade. Our services include project design, project implementation, training and evaluation.

Evaluation and Project Cycle Management Demonstrating results of aid programmes and approaches is at the core of today’s international development co-operation. This has given evaluation a central role. Evaluation and efficient project cycle management are promoted and advanced as key tools for development effectiveness, transparency and accountability in policy-making, social and organisational learning. SIPU International has expertise in a wide variety of evaluation approaches and methodologies. Our evaluations are independent, reliable and provide evidence-based conclusions and recommendations. We also offer services related to project cycle management, such as project design and the formulation of results frameworks and theory of change. Through such services more meaningful project evaluations can be made, and learning can be enriched.

Public Finance Management Public Finance Management (PFM) is about ensuring that public resources are used effectively. A sound PFM system is a precondition for longterm and sustainable poverty reduction. It enables a country to manage its own development and is a prerequisite for a well-informed and transparent allocation of public resources. SIPU International possesses significant in-house expertise, as well as an extensive network of experts in most specialisations relating to PFM. In addition, we collaborate with several state bodies that are crucial for Sweden’s PFM system, thereby being able to offer peer-to-peer learning and experience sharing to developing countries.

Local Government and Urban Development More than half the world’s population now lives in urban centres. In many countries the rate of urbanisation continues to outpace the capacity of local authorities to provide land, serviced or not, at a rate and cost to meet the need. As a result, informal settlements continue to be a regular feature in cities around the world. With competence in institutional and human resource development, financial management, integrated and strategic planning, local environmental management and community development, SIPU International offers services such as needs assessment, participatory project formulation and implementation management.

International Training Programmes International Training Programmes (ITPs) are financed by the Swedish International Development Co-operation Agency (Sida), as part of its bilateral development assistance. The programmes are designed for key individuals qualified to participate in important reform processes of in their home countries. By organising ITP programmes, SIPU International supports and strengthens the participants’ home institutions in their efforts for change at organizsational and sector levels. In all training related services, we apply a highly participative approach where all participants contribute their respective experience and knowledge.

Swedish Professional Training An efficient public administration requires continuous training and capacity development of its staff. National and local administrations need to stay up-to-date on administrative rules and regulations, but also in inter-related areas such as project and personnel management, public procurement and office administration. SIPU International offers a comprehensive selection of professional courses focused on improving and sustaining an efficient public administration. Clients may send personnel to our open courses or contract us for tailor made training in their own premises. This provides the clients an opportunity to receive training tuned to their unique needs.

Gender Equality SIPU International relates gender to the economic, social and cultural attributes and opportunities associated with being female or male in a specific context. Gender is defined by socialization processes and the nature of relations between women and men, including the ideas of what it means to be a woman or a man. While SIPU International carries out assignments with gender equality as the main objective, pragmatic and effective gender-approaches are a natural part of all our services. When working with gender in sector programmes, we regularly work in teams combining sector specific knowledge with a gender approach methodology.

Good Governance and Public Administration Reform Good governance is vital in a democratic society. Public administration reform aims at improving the institutional and legal frameworks of public administration entities, their roles and interactions, structures and organisation, management and staffing, as well as their competence and capacity. A well-functioning public administration is a condition of good governance. Successful reform requires realistic strategies and enabling frameworks that are translated into real changes in specific organisations. SIPU International works with a variety of concrete tools and approaches such as functional analysis, organisational development and result-based management in this area.

Natural Resource and Environmental Management Soaring raw material prices and climate change impacts remind us regularly of the need to manage our natural resources and environment sustainably. The importance of ecosystems, both to underpin and protect our lifestyles, is becoming increasingly apparent. Sustainability has become a central concept when working in this area. SIPU International provides many services in both urban and rural settings in this area. Services include the provision of training in local environmental management, undertaking sustainability assessments and supporting the work in adaptation to the impacts of climate change.

Learning and Change – SIPU’s International Training Programmes SIPU International is a major contractor of Sida’s Advanced International Training Programmes (ITPs). These programmes are a central part of the bilateral development assistance, and of strategic importance to the social and economic development in the participants’ countries.

At present SIPU International manages five International Training Programmes covering the areas of 44Gender Equality and Human Rights; 44Local Democracy; 44Private sector development; and 44Local Environmental Management. itps are based on the assumption that participating countries wish to carry out changes and are willing to invest their own resources to achieve them. In the longterm perspective, the programmes should contribute to institutional strengthening and capacity development in the co-operating countries. The itps are specifically designed for persons qualified to participate in reform

processes of strategic importance on different levels and holding positions in home organisations with mandates to manage processes of change. In the itp framework, SIPU International has supported and coached more than 500 such change agents all over the world, which together have implemented hundreds of change projects, and contributed to striking results. SIPU is also expanding its catalogue of open training courses to include a number of English language globally oriented courses. The first of these courses will be launched in 2012. Already, SIPU is involved in a fee-based Masters Programme in Public Management in Vietnam, in co-operation with Uppsala University and University of Economic and Business in Hanoi.

Advanced International Training Programmes in Private Sector Development The world is rapidly changing and business leaders are at the sharp edge of this transformation. New technology, changing consumer preferences and globalisation of markets are creating challenges and opportunities for businesses everywhere.

Private Sector Growth targets key public officials of the national private sector development authorities and Strategic Business Management is for business leaders. The training programmes are interlinked, running parallel with joint sessions opening up for dialogue between the two groups.

The unique and wide range of courses tailored to officials within central government and the municipal sector make SIPU one of the leading training providers for the public sector in Sweden. A SIPU course always meets our participants’ demands for high quality and up-to-date content and will provide participants with new knowledge combined with practical tools to use in their own operations. The comprehensive training operation offers public courses as well as tailor made training. Some of the areas in which SIPU offers training are public procurement, public administration management, leadership skills, eu-courses and finance. Last year’s effort developing new courses has given clear results. A good example of this is the development of new training programmes in the field of municipal technical management, in which we now offer a broad array of courses. SIPU believes that training is an important

component for change and development, and we want to provide a learning experience that will make a difference. SIPU hires only the best and most qualified trainers in their respective fields. The open courses are carried out either in SIPU’s own premises in Stockholm or at an external conference venue. The tailor made courses give our customers the opportunity to receive training based on their unique needs. Here one can adjust the training in both content and scope and to combine with consultant assistance. Customized training is almost always on site. SIPU’s experienced instructors are experts at understanding clients’ needs and customize a training thereafter.

Human Rights and Improved Health for LGBT Persons in South Asia SIPU recently carried out a review of the regional programme for co-operation between the Swedish Association for Sexuality Education (RFSU) and its partner organisations in South Asia.

with the purpose of deepening the understanding among all stakeholders (Sida, rfsu and the network organisations) regarding the degree to which the network has been a relevant, effective and efficient approach for developing the capacity of the 15 participating organisations. The assignment included field visits to Bangladesh, India, Nepal, Pakistan and Sri Lanka. Recommendations were provided to rfsu, the organisations and Sida for making adjustments for the remaining time of the programme.

The overall objective of the project is to improve the human rights and health for lgbt (Lesbian, Gay, Bisexual, Transgender) persons in South Asia. Improving human rights will increase the possibilities for lgbt persons in the region to access healthcare and information (including hiv/Aids), earn a livelihood, be less discriminated against and in general enjoy a higher standard of living and improved quality of life. The programme is focused on creating an alliance of strong and effective civil society organisations working for lgbt health and rights in South Asia. By being part of a regional network, the individual organisation will get the opportunity to strengthen its capacities to respond to health issues of the lgbt community, get improved skills in working for lgbt legal rights, enhance its organisational capacities and be better equipped with effective advocacy tools. Learning from the Neighbours

SIPU International currently implements several reform projects in Ukraine, the largest being the Budget and Aid Management project (BAM). This Sida financed project is key in a larger reform effort of the financial management of the Ukrainian state administration.

In particular, the project has contributed to an intensified discussion between the Presidential Administration, the Ministry of Economy and the Ministry of Finance about the coordination of strategic and operational planning. bam’s consultants are experts with backgrounds from relevant state bodies in Ukraine, Lithuania, Latvia, Poland and Sweden. The bam project supports the Ministry of Finance to allocate public funding in a more targeted and efficient way. In concrete terms, the project covers components of the state budget process such as strategic and operational planning, macro-economic forecasting, gender budgeting and the establishment of a Medium Term Expenditure Framework (mtef ). Moreover, the project supports the Ministry’s work to manage and coordinate foreign aid. With the help of the project, a database of technical assistance to the pfm sector has been established, a tool which is now in use at the relevant Ministry department. Whereas the Ministry of Finance is the main counterpart, the bam project

Fostering Small and Medium Enterprises in Bosnia-Herzegovina Bosnia – Herzegovina aims to develop its private sector to be competitive with the rest of Europe as well as harmonised with the standards of the EU. Since 2009, SIPU International has implemented the project Fostering Interventions for Rapid Market Advancement (firma) together with Cardno Emerging Markets Group (lead). The objective is to support Bosnia-Herzegovina’s (bih) trajectory towards eu accession by fostering a rapid market advancement of bih Small and Medium Enterprises (smes) as well as a strong institutional framework to support them. Working with promising sectors of the bih economy, the ambition is to substantially increase sales, employment, and investment as well as promoting a capacity to cope with the competitive pressures and market forces from within the European common market by the time firma ends in 2014.

Moving towards Democracy in Zimbabwe The democratic opposition in Zimbabwe won a landslide victory in urban areas in the local government elections in 2008. New politicians with no previous experience of local government work were elected to office. By strengthening the skills of councillors a competent democratic opposition in Zimbabwe can develop. Training of these politicians was considered a priority by the donor community.

conducted in late 2011 showed that the urban councillors had significantly changed their mindset and acquired new knowledge and skills after they had participated in the Capacity Building Programme.

The programme entitled Capacity Building Programme for Urban Councillors in Zimbabwe started in November 2009, initiated and financed by Sida. The consultancy services have been implemented by sipu International and skl International* together with Best Practices Ltd in Zimbabwe, and the counterpart of the programme was the Urban Council’s Association in Zimbabwe (ucaz). Over 300 urban councillors were trained in the programme during 20102011. The contents of the programme included such topics as good governance, the role of a councillor and work in council committees. The result of the programme is not only 300 trained urban councillors but also a training package covering the basics of local government work. The pool of local trainers is also available for future training of councillors after the next elections. photo

In the councillors’ own evaluations it was expressed that the courses were »an eye opener for all, very informative and educative, inspired talks, effective, the programme was viewed positively by all councillors, relevant and necessary.« An outcome assessment conducted in late 2011 showed that the urban councillors had significantly changed their mind-set and acquired new knowledge and skills after they had participated in the Capacity Building Programme. It stated further that »participants were more constructive and team-work oriented, participants were more responsible and accountable to citizens, they had better dialogue with constituencies and meetings were shortened with more realistic resolutions passed.« *skl International is the international consulting arm of the Swedish Association of Local Authorities and Regions.

Setting up a Land Transport Authority in Mauritius Hard work, discipline, and determination have, in the words of the President of Mauritius, transformed this small but densely populated island nation of 1,3 million people into one of the most successful economies in Africa in recent decades.

currently existing entities into a new unified organization that can effectively address the closely linked road development, public transport and road safety and transport management challenges facing Mauritius. Under World Bank funding a team of SIPU consultants recently completed a seven-month assignment to help the Government design the new organization, structures and staffing, as well as to prepare in practical detail the migration and start-up of the new Mauritius Land Transport Authority. This has involved working hand-in-hand with Ministry and agency officials at all levels as well as with the staff unions in a consultative and participatory manner.

Over the last 30 years gdp per capita has increased more than tenfold. About one million tourists visit Mauritius each year. All this puts great strain on the transport system. Traffic jams are becoming ever more intractable as private vehicle use has expanded. Although great efforts have been made to expand the road system as well as public transport, the impact of these efforts has been hampered by lack of co-ordination and multi-modal transport planning and implementation. Conscious of the need to take a holistic approach, the Government decided to set up a Land Transport Authority. This new authority brings together three separate
