You can cut the wefts ahead of time and apply a drop of glue to the cut end if you know the length of weft you need. If you want to cut hand-tied wefts, you have to glue them at first. Apply a clear-drying, fabric glue and let the glue cure for 8 hours before using. You can also fold and sew wefts. If the folded end is too thick, you should be very careful.
