The Future of Western Lane Ambulance District From May 19th through May 25th we celebrate EMS week and acknowledge members of Emergency Medical Services teams that provide life saving medical care to those in need 24 hours a day, seven days a week. On behalf of our board of directors, we recognize and applaud the outstanding services provided by our team at Western Lane Ambulance District. We believe the services provided by our local team to be among the best services provided in the state of Oregon! Looking ahead to the next several years, our District faces several challenges as our call volume continues to increase while our population both grows and ages. Last year we exceeded 3,600 calls, a volume that was more than twice the call volume we had in the late 1990’s. At the same time, reimbursements from commercial insurance, Medicare and Medicaid are not keeping up with volume increases and with the inflationary increases in cost in general. This coupled with our low tax base makes it very important that we work to get the most from the resources we have in order to balance our budget and provide resources for replacement of equipment including ambulances. We are committed to continue to operate efficiently and effectively. We will do this is by continuing to hire and retain quality employees, those that know their jobs, and know the area. We will also continue to partner with other agencies to better utilize our combined resources. To that end, Western Lane Ambulance District has partnered with Siuslaw Valley Fire and Rescue to share administrative services for both Districts. We
are hopeful this model will create efficiencies in our operations, but the longterm benefits to the community will also include i m p r o v e d coordination of services and cross training for emergency responses. We have also partnered with Peace Health and Peace Harbor Medical Center Foundation to create the new Mobile Integrated Health provider service. Mobile Integrated healthcare aims to deliver high quality and more cost-effective medical care by coordinating resources among emergency medical services providers, hospitals, in-home care providers and insurance companies. Regardless of the challenges we face, the vision for the Western Lane Ambulance District continues to be to “provide superior and compassionate services to each and every community member through a forward thinking, highly trained team of professionals”. A note from the Operations Chief “To provide quick, efficient, professional emergency medical services, transport, and community education with the highest standards of excellence.” This has been Western Lane Ambulance District mission statement for over four decades. Realizing that we will never be perfect, it is the pursuit of perfection that drives our organization to excellence for our community. Western Lane Ambulance District currently has 15 full time Medics to provide care, of those 15 employees, 13 are critically care trained to give an even higher level of care versus the standard certified Medics. Critical Care Paramedics are trained in hemodynamic monitoring, ventilator management, expanded IV medication infusions, as well as a more education in human pathophysiology. The dedication and training that goes into this is an intense undertaking. To further our patient care, the District has always strived to have the best medical equipment and ambulances available. We have been fortunate enough to add one additional ambulance over the past year. To date, our fleet consists of two Advanced Life Support transfer ambulances, three Advanced Life Support first line ambulances, and a Rescue vehicle for sand dune patient extrications. Western Lane Ambulance District Public Education programs were again very active over the previous year educating the community and visited several community groups. Our Public education
programs were busy educating to Stroke Prevention, Fall Prevention, Stop the Bleed, and Heart Prevention. We continued to offer monthly CPR classes at the cost of materials. We assisted new family members with child safety restraint devices. Public education continues to be a priority for the District for a healthier community. Lastly, an update on the Mobile Integrated Healthcare (MIH) Program. We continue to collaborate with PeaceHarbor PeaceHealth with this project. The MIH employee continues to grow the program within the target areas of preventing 30-day readmissions, Emergency Room and EMS high utilizers and has recently taken on more Palliative care work to assist. Letter from Matt Danigelis, MD I have been an emergency physician in Florence since 2003 and the medical director of the Western Lane Ambulance district since 2008. Working in these roles, I have had numerous opportunities to observe the EMTs and paramedics. These providers consistently demonstrate competence, efficiency, and a caring empathetic approach to patient care. I have witnessed the dedication of the ambulance crew, whether in maintaining quality assurance/quality improvement measures, community education, or in pursuing a higher level of training. Florence has a large retirement community and, as such, its residents often have a medical complexity that is not suggested by the small size of the town. Many of the patients serviced by the district are critically ill and will eventually require transfer to a facility with more specialty services. Almost all the paramedics at WLAD have become critical care certified. This
certification requires intensive training in the evaluation and treatment of the most seriously ill patients. Having paramedics with these skills has been invaluable in best serving the needs of the district. The district has also recently initiated a mobile integrated healthcare program, informally known as a “community paramedic.” This new position has greatly improved the care of patients in our community who may not require an ambulance or hospitalization but often have limitations regarding their ability to access medical care for nonemergent conditions. Western Lane Ambulance District has a knowledgeable, committed, and compassionate group of EMTs and paramedics. Chief Michael Schick is the new Fire Chief and oversees both Siuslaw Valley Fire and Rescue and Western Lane Ambulance. He is coming to us from Washington and has a plethora of experience in the Fire Service as well as EMS.
I have been with Western Lane Ambulance District for 20 years, starting as a part-time employee to recently being promoted to Operations Manager. Having been in every facet of the District has given me a great perspective of past, current, and into the future for Western Lane Ambulance District. Most importantly, I have the pleasure of sharing life with Melissa, my lovely wife. For the past 18 years she has stood by my side and encouraged my professional growth and has been my biggest supporter.
A native Oregonian, I moved to Florence 17 years ago with my husband Jim and son Ryan. I started working for SVFR and WLAD in March 2018. Prior to that, I worked for Three Rivers Casino and the Port of Siuslaw. I’m a Florence Master Recycler, and in my spare time I enjoy gardening and travel.
I have lived in Florence, OR for eight years. I work as an Administrative Assistant for Western Lane Ambulance and Siuslaw Valley Fire & Rescue. When I’m off the clock, you can often find me studying for by bachelor’s degree in business or responding to calls as a volunteer Firefighter/ EMT. I try to stay active in my community and enjoy spending time with my husband, taking hikes with my dog, and working out at the gym with friends.

I love being a part of an organization that works together for our community. I work full time as one of the administrative assistants. In my spare time, I love to spend time with my family and friends, my kids & grand kids, are my Life. I love to kayak, paddle board and go hiking. I also enjoy sunsets and walks on the beach.
I joined the Admin team of SVFR/WLAD in February 2018 and enjoy serving this community and its friendly people. In my spare time my husband and I love to go out into nature, walk in the woods, search the beaches for shells and unusual rocks, paddle kayaks in the lakes or ride through town on bikes. My daughter, who I visit when I can, still lives in the San Francisco Bay Area where she was raised and now has her own growing family.
I graduated college from the University of Portland with a degree in accounting and worked as a CPA in Portland for five years at an international CPA firm. My wife Jane and I moved to Florence in 1982 and I was a partner at the CPA firm of Davis, Yecny and McCulloch in Florence and Reedsport for 18 years when I changed career path and was hired as the Chief Financial Officer for Peace Harbor Medical Center. I eventually became the Chief Executive Officer/Chief Administrative Officer at Peace Harbor until retiring from Health Care in January of 2018. I now work part time as a CPA at Holloway and Associates, LLC in Florence. I am also a Board Member at Oregon Pacific Banking Company and Board Member and Treasurer for the Friends of Florence cancer van transportation services.
After growing up in Corvallis and completing my formal education at Oregon State University, I moved to Florence to take the opportunity to manage the local Sprouse Reitz store. It was in Florence that I met my wife Jana. We have two wonderful children, three grandchildren, a dog, many cats and a bird. Currently I work as a Commercial Relationship Manager with Oregon Pacific Bank. I’ve been with the bank since 1998. In my spare time I enjoy cycling, running, golf and bowling. I have served on the board of Western Lane Ambulance District since 2005. Prior to that I served on their strategic planning and budget committee and budget committees. I have also filled the District’s seat on the Florence Urban Renewal Committee. I have served on that committee since 2007.

15-year resident of Florence. He is a Navy veteran of the submarine service, and a graduate of San Diego State. He went on to become a Special Agent with the Naval Investigative Service (Now NCIS), retiring after 26 years. Dick has been an active volunteer in Florence. Over the years he has worked with the Humane Society, Oregon State Police, the Step Group, and is currently involved with the Habitat for Humanity Restore, the hospital, Heceta Water District and as a Board Member for Western Lane Ambulance District.
I have been a nurse for over 40 years. I also run two businesses from my home. I have learned greatly in this position, Director on the Board for Western Lane Ambulance District, over the last four years. I have held high my knowledge that we have GREAT Ambulance District and that the service that is provided to this community is unsurpassed. I strive to uphold that standard for our community through serving on the board. WLAD is something to be very proud of. Honesty and Integrity are the most important standards that I hold for myself, and the people and organizations that I work with.
Larry was elected to the Board of Directors in 2017. He is currently a Boeing 787 Captain flying international routes for United Airlines. Larry previously worked in Hospital Financial Administration and has an MBA from Pepperdine University. He is married to Crystal and they have four adult children and 15 grandchildren. Larry and Crystal own and operate Heceta Self Storage. He enjoys flying, hiking, camping, travel, scuba diving, riding motorcycles, and other fun outdoor activities that he hopes will never require any emergency response from the excellent Paramedics and EMS responders at Western Lane Ambulance District.
I started part time with Western Lane Ambulance in March 1984 as an EMT 1. I became an EMT 2 and in March of 1988 became a full-time medic for WLAD. In early 1990’s I went to school and became an EMT 3 to Paramedic. I have been a paramedic for over 20 years now. I am married to a wonderful wife of 38 years; we have been together for 44 years and have 3 kids and 7 grandkids.

Happily married for 26 years to my best friend. We have two daughters who turn 21 and 18 this summer. Spending time together is what we love to do the most. I also volunteer for two organizations at different times during the year: South Willamette Valley Honor Flight, which takes veterans back to Washington DC to visit their memorials, and The Concord Blue Devils Drum and Bugle Corps as a medical support to its staff and members during their summer tour across the country. I am so pleased to have found a career I absolutely love. It is especially great serving this district with an amazing staff and having incredible public support.

Tom Kozlowski has worked in Fire/EMS since 2012 when he started as a volunteer firefighter with Lane Fire Authority. He started with WLA in January 2017 as a part time employee and was brought on full time with B shift in May 2017. He also works as a lab instructor with the Lane Community College Paramedicine program and brings experience from the Oregon Army National Guard where he serves as a Combat Medic NCO with 1-82 Cavalry Squadron based in Bend, Or. Tom is married to an amazing woman and they have three brilliant and beautiful teenage daughters.
I am a critical care paramedic and I enjoy helping people in their time of need. It has been my mission to ensure that our community has received the best care possible. I also enjoy being outdoors and exploring the United States. I have been with Western Lane Ambulance for over a year, first hired as the MIH employee and now as a full time Paramedic.
I have worked in Florence full or part time since 2011, shortly after getting my Paramedic at Lane Community College. I am honored and excited to serve the Western Lane community as part of the MIH program. When I am not at work you can find me hiking in the mountains, knitting on top of a mountain, or plotting what knitting to take on my next hike.

I am married to Craig since 1992, we have 1 son Joshua, 1 dog, 1 cat. We enjoy fishing, ATV riding, long hikes with the dog. I am loving what I get to do, and doing what I love. By being a part of such a professional, educated, talented team is such a pleasure. Enjoying all the training and continued education. I also enjoy working at Western Lane Ambulance with a program, Safe Kids Northwest to provide a safe ride for all children, by providing education, instruction, and yes, some car seats, to assure the car seats are installed safely, and the child’s fit is correct. When I am not at WLAD, you may find me working in the Emergency Department at Peace Harbor Hospital, or working/volunteering at Siuslaw Valley Fire & Rescue, were I am a Captain and a Duty Chief. Together we are making a difference. I have been with Western Lane Ambulance for four years.
Along with working at Western Lane Ambulance, I work as a Career Firefighter/EMT at Siuslaw Valley Fire & Rescue. I believe that working for both entities helps me to perform as well rounded employee. I have been involved in Fire & EMS since 2010 prior to graduating high school from Siuslaw High School in 2011. Since joining the ranks of public service I have received significant amount of training including technical vehicle rescue and graduating from the Washington State Fire Training Academy in 2018. In addition to working two jobs I am also a part time student at Southwestern Oregon Community College. When I’m not working or going to school I enjoy spending time in the outdoors with my dog, and my lovely girlfriend. I also enjoy competitive physical activities such as CrossFit, charity stair climbs, and other competitions. I love to travel and I’m a huge sports fan.
I am a proud father of 4, part-time student pursuing a degree in Paramedicine. I am an avid outdoorsman, I enjoy hiking, kayaking, bush craft and riding my motorcycle.
I graduated from Elmira High School in 2015. Afterwards, I moved to Florence where I am currently a resident at Siuslaw Valley Fire and Rescue and work part time as an EMT for Western Lane Ambulance district. Being a resident at Siuslaw Valley Fire and Rescue allows me to continue my educational venture of completing my Associates Degree in Paramedicine. I plan on being in the Paramedic program soon.

I’m 28yrs old and live with my wife, dog, and 2 cats. I work part-time for WLAD and enjoy the chance to work with such a talented crew, especially so early in my EMS career. When I’m not working with WLAD or at my full-time job I like to mountain bike, camp, shoot, play video games, and go hiking with my wife. But, more often than not I end up working on my house.
I started out in emergency services in 2016 when i joined Siuslaw Valley Fire & Rescue. Since then I have found a love for firefighting and EMS. I obtained my EMT-B license in 2018 and am currently in school for my paramedic. I currently work at Western Lane Ambulance as an EMT, the fire department as a Resident Firefighter/EMT, and Peace Harbor as a Patient Access Representative. In my free time, I love to go hiking, work out, build computers and hang out with the other guys at the station. My goal is to become a career Firefighter/Paramedic.
I am originally from Pollock Pines, Ca. I moved here with my girlfriend of 6 years last summer to be closer to family. I’m currently working at WLAD part time as an EMT and plan on furthering my career by going to school for an associate degree in paramedicine next year. When I’m not at work, I spend my time with my girlfriend Carissa or in the garage working on projects.
I recently graduated and received my Paramedic license from Lane Community College in Eugene and have been working with Western Lane for about 5 months now. I grew up in Bend, OR before moving to Eugene to pursue what I initially believed would be a four-year degree, before becoming inspired to become a Paramedic. I am also a certified Divemaster and spend my free time in the water whenever I can, whether diving for fun or helping teach U of O students how to dive. It has been an honor and humbling experience to reach my goals and begin my career here in Florence. I look forward to continuing to serve this amazing community alongside the crews that helped to shape my skills and abilities.

Salute to Western Lane Ambulance District CST Members
The Community Support Team responds to the scene of various emergencies in the greater Florence community (including upriver communities like Mapleton and SwissHome-Deadwood). We offer support and guidance to community members who find themselves faced with unexpected traumatic situations. We provide emotional support, transportation if needed, as well as community resources and follow up to help our community members navigate their way through difficult and unfortunate times. Some of our written resources, including booklets on grief, children’s grief, community resources and first responder stress, are available here on the website for the general public. Lori Severance title
Lori is a Licensed Clinical Social Worker. She retired after 26 years as an Emergency Department social worker in a large urban trauma center in California, working with trauma as well as psychiatric patients. She is currently the Coordinator of the Community Support Team at SVFR/WLAD. Lori loves exploring the Oregon beaches and forests with her silly mutt, Marley.

Shannon has been a SVFR firefighter for the past 9 years and has been a wildland firefighter since 1989. He is also a volunteer with the SVFR/WLAD Community Support Team. Shannon is an Air Force veteran who has worked in the field of drug and alcohol recovery for 10 years. He recently completed coursework towards his Certified Alcohol Drug Counselor (CADC) certification.
Bianca is a volunteer with the SVFR/WLAD Community Support Team. She is a state Certified Alcohol and Drug Counselor (CADC) and has been working as CADC for the past 19 years. She is also involved with NAMI (National Alliance on Mental Illness) as a family to family teacher. Bianca is bilingual.
Ed joined SVFR in June of 2018, as a volunteer with the SVFR/ WLAD Community Support Team. Many years ago, Ed was an EMT/Firefighter in Indiana. He and his spouse Laurie live in the Greentrees community. Ed came to Oregon in 2000 for its salmon fishing and enjoys it every fall. That and the Midwest snow shoveling was losing its appeal.
Dixie joined SVFR in June of 2018, as a volunteer with the SVFR/ WLAD Community Support Team. Dixie is a veteran of the U.S. Navy. She has a Bachelors degree in Psychology and is currently pursuing a Master’s degree in Counseling. She has experience working in home health, child welfare, and with mentally and physically disabled adults. She moved to Florence with family to enjoy the ocean and the great outdoors.
