Welcome to Sedro-Woolley
I
n 2019, I quoted Bob Dylan. I wrote about how things have changed. That was before the COVID-19 pandemic happened. What businesses have survived the 2020 Pandemic? What has the year been like for restaurants? How will 2021 play out? Can we have outdoor concerts? The chamber started out the year adding 10 new members, whereas in 2020 we only added three all year. However, we also had to purge our rolls of businesses that did not survive.
The City is working on its parks. Pat’s Playfield at Janicki Fields will make for accessible playgrounds for young kids. Also, Olmsted Park is being constructed at the SWIFT Center, in conjunction with the City and the Port. Regarded as the founder of American landscape architecture, Frederick Law Olmsted (1822–1903) is best known for designing the grounds of New York City’s Central Park, the U.S. Capitol in Washington, D.C., the Biltmore Estate in North Carolina and the 1893 World’s Columbian Exposition in Chicago. During the pandemic, we learned about our own cultural biases. What are the five unconscious biases? Below are the most common types of unconscious bias that we should be aware of in a workplace setting to ensure workplace decisions aren’t being guided by them. • Affinity Bias • Ageism • Attribution Bias

• Beauty Bias • Confirmation Bias • Conformity Bias • The Contrast Effect • Gender Bias We believe in respecting others and that all persons deserve respect too. Affinity bias, for example, is the unconscious tendency to get along with others who are like us. It is easy to socialize and spend time with others who are not different. It requires more effort to bridge differences when diversity is present. Conformity bias is when people seem to be more comfortable mimicking others, even regarding ethical matters. For example, studies show that people are more likely to act in a prosocial manner, such as contributing to charity or conserving water, if they see or hear that others are doing it too. There are lots of exciting things happening around Sedro-Woolley. We are very excited to have the new library; it is a major asset and people are so excited to be able to use the new facility. We are also glad to see the Woolley Market evolve thanks to Rob Seyler for providing a place to dine indoors. ith a population of nearly 12,000, we have maintained and treasure our Central Business District that warms and welcomes all with its friendly merchants and Americana feel. Our rich history and common goal to continue building and maintain a livable, sustainable, and beautiful natural environment makes Sedro-Woolley unique. There are not too many communities that have access to trails, outdoor activities, and parks, all while protecting the natural resources, which are highly valued in our community. Sedro-Woolley may be known for its Loggerodeo™, but there are festivals that occur throughout the year. Still, like everyone else, we have experienced the disruption brought on by the COVID-19 pandemic. The 4th of July has been celebrated in Sedro-Woolley for what will be 122 years, with our Loggerodeo™ the longest running celebration in the State of Washington. From the chainsaw carving, log show and carnival, to the parade and climactic fireworks, Loggerodeo™ offers something for everyone. However, last year saw a sad, yet necessary mark in our history when we, along with all cities in Skagit County, were mandated to cancel all events that encouraged large crowds. This year will also be different, however the Loggerodeo™ Committee and Sedro-Woolley Chamber of Commerce are working to creatively provide a few of our traditional 4th of July activities while staying COVID safe. If all goes according to plan, we will have our fireworks and wood carving event, along with a few other activities. For us, it is important that we do all we can to keep everyone safe, so please pardon the limited activities that will also emphasize COVID practices. We hope to be back to normal activities come spring and summer of 2022 and invite you to join us as we celebrate Woodfest, Blast from the Past, Founder’s Day, and the Christmas Parade and Tree Lighting event. We enjoy sharing our heritage with visitors. We have maintained that hometown feel and community spirit that is probably experienced more during Loggerodeo™ than any other event. As we celebrate our 122nd birthday this year, we continue to emphasize our unique heritage and the attributes that make us a great place to live, work, and raise a family. Sedro-Woolley is innovative and progressive, achieving success in development while maintaining our small-town Americana feel. There is much to be proud of and celebrate here in SedroWoolley. I love and cherish the community I live in, and I am honored to have this opportunity to serve my hometown as Sedro-Woolley’s Mayor. Stay safe and I hope to see you around town. What Makes Sedro-Woolley Unique? Sedro-Woolley offers a high quality of life with a small-town atmosphere. The community is brought together with year-round destination events hosted in the city’s charming, historic downtown, the Sedro-Woolley Rodeo Grounds and at Riverfront Park. The city is continuing its evolution from timber to tech, which has brought a younger, more modern feel to the downtown scene. A brand-new library is just waiting to be opened to the public. The Sedro-Woolley Chamber of Commerce is working on an online diversity series to help people recognize their own unconscious biases. Speakers include the director of EDASC and other people of color as well as those who are physically and mentally challenged. Sedro-Woolley has much lower housing and land costs compared to surrounding areas. In a recent survey, across the County homes sold in Sedro-Woolley were more affordable than those of comparable size and amenities in other cities in Skagit County. Sedro-Woolley continues to grow and thrive, with 52 residential units being completed and 184 multi-family units permits currently under review. The city of Sedro-Woolley continues to maintain four multi-units that provide affordable housing. Many residents enjoy the easy access to beautiful parks, fishing, skiing, the San Juan Islands and over 100 miles of trails. The city’s well-rated school district has built a reputation for strong public-private partnerships that serve the community and local businesses. SedroWoolley is simply a great place to come visit and stay!
Skagit Tribe The 84-acre Upper Skagit Reservation, which sits east of Sedro-Woolley, is home to a tribe with 504 enrolled members; descendants of a tribe that once inhabited 10 The City of Sedro-Woolley is nestled between the scenic Cascade Loop drive to the east and Puget Sounds’ villages on the Upper Skagit and Sauk Rivers. Murals and Wood Carvings Tourists come to see the beautiful wood carvings and murals spread through the downtown area of the city, mostly along Metcalf Street. The carvings come from the annual chainsaw carving competition - part of the Loggerodeo™ festivities. Many of the painted murals were inspired by world-famous photographer Darius Kinsey, who had a photo-studio in Sedro-Woolley in the late 1890s. He was known for his emphasis on Western scenery, logging and railroads.
Community Demographic and Economic Profile In terms of population, Sedro-Woolley is one of the fastest growing cities in Skagit County. In 2018, SedroWoolley had a population of 11,600 people with a median age of 34.3 and a median household income of $54,887. Between 2017 and 2018, the population of Sedro-Woolley grew from 11,360 to 11,579, a 1.93% increase, and its median household income grew from $47,602 to $54,887, a 15.3% increase. The five largest ethnic groups in Sedro-Woolley are White (Non-Hispanic) (78.4%), Other (Hispanic)

Transportation Sedro-Woolley is served by the Skagit Regional Airport in Burlington (owned and operated by the Port of Skagit, it offers corporate, business and recreational

flying services), the Burlington Northern Santa Fe and Union Pacific freight rail lines, Amtrak passenger rail service and a regional transit system. The city is also a half hour drive to the Bellingham International Airport and a one-and-a-half-hour drive to the Sea-Tac International Airport. With city growth expected to occur mostly north of SR20, the Jones/John Liner Trail Road Corridor Projects will provide important east-west corridor relieving traffic congestion on SR20. The projects will also provide pedestrian and non-motorized facilities to enhance connections between neighborhoods.

I
t is no secret that Covid-19 restrictions have been very tough for businesses. In particular, the leisure and tourism industry as well as restaurants and bars were extremely hard hit. While many businesses received financial assistance, much of the funds have been depleted. A survey of 1,050 business leaders and employees in the Pacific Northwest about the current business climate and the effects of Covid-19 on local businesses was shared by EDASC in the spring. Three out of four business leaders said Covid-19 has had a negative effect on their company. Sadly, Sedro-Woolley has lost some businesses and others are facing uncertain futures. On the other hand, many businesses are thriving and some new businesses have opened too! Woolley Market, with its cedar tap wall, is thriving and the city gained a new meat market called Laura’s Carniceria & Mexican Store. There is also a new grocery store named Pioneer Marketplace and the Oliver-Hammer Clothes Shop will celebrate its 100year anniversary this fall! The greatest community challenge has been food insecurity for those who lost jobs or had reduced hours because of the pandemic. The Helping Hands Food Bank has stepped up in a major way but can always use more donations.

Parks & Recreation
T
he Sedro-Woolley Public Works Operations Division has been working hard on our city’s parks in the last year with many exciting new features ready to use and a park and playground in the planning phases. Sedro-Woolley city parks, playgrounds, sports courts and restrooms are currently open for day use but city picnic shelters and rental facilities have been closed during Covid-19. Please visit www. ci.sedro-woolley.wa.us/departments/parks_and_recreation/ facilities.php for updates. The public works operation team works hard to maintain the city’s park system, Union Cemetery and other open spaces. The department also takes care of the flower baskets, provides maintenance and custodial services for the city’s buildings, and roadside mowing within city limits. The Public Works Operations Supervisor is Nathan Salseina and the Parks and Facilities Lead is Kevin Kesti.

Riverfront Park is located on the
south side of town at 1001 River Rd. In 2020, the park became even more inclusive when a wheelchair accessible swing was installed thanks to generous donations by the Helgeson Family and the Sedro-Woolley Rotary Club. Other park amenities include a river boat launch, an amphitheater, covered picnic areas, the Rotary shelter, small and large shelters with barbeque pits, an RV park, more than 50 picnic tables (many with barbeque pits), little kids’
and older kids’ playgrounds, and a zipline.
Future parks: Pat’s Playground will be located at Janicki Fields on Cook Road. It is a Sedro-Woolley School district facil-
ity and is currently under construction by the Sedro-Woolley Rotary Club. The goal is to create play structures for the little kids to play on while older siblings participate in sports at the park. Reed Street Park will be built at
205 North Reed St. on a 2.6-acre property acquired by the city in 2014. The zoning was changed to public use in 2020 and the city is currently in the planning stage for the future city park. There is currently no estimated time for park development.

Hiking Trails Sedro-Woolley is home to over 100-miles of trails. The Northern State Recreation Area (NSRA) is a 726-acre portion
of the former Northern State Hospital located on the eastern edge of the urban growth area of Sedro-Woolley in the foothills of the Cascade Mountains - north of Highway 20 on Helmick Road. Hike or bird along the shores and in the forest; there are several wood duck boxes along the oxbow pond. It is located at 34183 South Skagit Hwy. The Pacific Northwest National Scenic Trail is an impressive 1,200 miles; it is ranked among the most scenic trails in the world. The trail crosses three national parks and seven national forests. Fishing On the ocean, saltwater species include lingcod, halibut and salmon. All five species of salmon – Chinook, Coho, Sockeye, Chum and Pink – can be caught in local rivers and bays. Trout species such as steelhead, rainbow, cutthroat, brown and brook can be fished in numerous lakes and rivers, while warm water species, including large and small-mouth bass, perch, crappie and bluegill can also be found. Sedro-Woolley Museum highlights one of our major local industries, as well as Northern State Hospital and tributes to the military and the town “Founders, Movers, and Shakers.” In honor of the 100-year anniversary of our fire department, the fire/police department exhibit has been refreshed with new pictures and uniforms.
or 29 years, the Sedro-Woolley Museum has been a cherished resource for both Sedro-Woolley residents and visitors from around the country and the world. The museum is operated by an all-volunteer staff of residents of Sedro-Woolley and most exhibits were built with materials donated by members of the community. Twenty-six-year museum volunteer Dale Robertson took over as president in October 2018, while long-time president, Carolyn Freeman, continues her work supporting the museum from home as needed. The Sedro-Woolley Museum celebrates the city’s growth from the frontier era to more recent times. Museum volunteers took the opportunity that Covid-19 closures pro-

vided to revamp and update every single exhibit in the museum. There will even be a new entrance with a faux-house front and the dream theater now has a front façade. The museum was able to salvage the Carnegie light pillars and other memorabilia from the old library and it is now proudly displayed in the museum entryway. Refreshed exhibits include the Cokedale Mine and the replica of a frontier town, with a barn, blacksmith shop and school house. More businesses have been added to the town throughout the museum. The Main Street exhibit with a post office, jail, saloon, bank, and newspaper office is better than ever. Exhibits feature railroads, logging and the Skagit Steel gallery that
