Getting Renters Off the Fence

What it will take to turn renters into buyers

espite rising rent prices nationwide, mortgage interest rates remaining at near historical lows and positive job growth numbers, many renters aren’t buying into the American dream of homeownership – at least for now. A new survey by the National Association of Realtors (NAR) suggests that elevated home-price growth and low housing supply are resulting in slightly weakened confidence among renters as to whether or not now is a good time to buy a home: among the respondents polled between July and September, 78 percent of homeowners and 60 percent of renters (down from 82 percent and 62 percent in March, respectively) indicated that now is a favorable time to purchase a home. Experts say the aforementioned findings are understandable, considering current market conditions. “Facing their own price inflation through rising rents, many renters are having a hard time saving for a 4

down payment. For those ready to transition to homeownership, lack of supply and rising home prices are dimming their confidence,” says Adam DeSanctis, economic issues media manager for the NAR. “And despite job creation picking up in recent years, homebuilding hasn’t kept pace. The lack of new construction means fewer homes available for sale and more buyers competing for shrinking existing inventory.” Todd Huettner, president of Huettner Capitol in Denver, says the survey’s results don’t surprise him. “Renters are worried that they will get caught buying a home at the top of the market, and many get slapped in the face by the reality of the home buying process – from trying to qualify for a loan, finding an agent and searching for a home,” Huettner says. “It seems easy in theory, but actually trying to buy a home involves far more effort and stress than many renters realize. The result is that renters

started this year (2016) as excited and confident prospective buyers and became frustrated and lacking in confidence by the end of the summer. Plus, the election noise sowed uncertainty about the economy and jobs, which could also have an impact on their confidence.” For renters to feel more positive about purchasing, “a much-needed boost in new home construction for both move-up buyers and first-time buyers is required to alleviate price growth and preserve affordability,” DeSanctis says. Matt Murphy, CEO of Chime, a real estate marketing firm in Palo Alto, Calif., believes renters should get off the fence and strongly consider purchasing before the end of winter. “The winter season is a great time to buy a home, as the amount of buyers decreases and sellers are usually under pressure to sell,” says Murphy, who adds that continued low

interest rates may not remain this low for much longer. “Now is as good a time to buy as any if the situation is right for the person’s specific situation,” Huettner says. “If a renter will be in their home for several years to cover the transaction costs, and they have a strong financial plan to put them in a position to succeed as a homeowner, they should look at buying. They should also look at their rent compared to the cost of buying.” In many cases, owning a home is usually cheaper than renting, says Andrew Saltman, principal broker of Carbon Capitol in Jacksonville, Fla. “For example, I was working with a client paying $5,000 a month in rent who had an opportunity to purchase what would be an even nicer residence and pay only $3,000 a month for a mortgage,” Saltman says.

Rent to Own OK? Question:

We pay $1,200 a month for rent and have been considering a rent-to-own program. How much more would we have to pay per month to qualify?

Answer:

Rent-to-own programs are designed for buyers that do not have the cash or credit to purchase at this time. Fannie Mae explains such programs this way: “Rent credit for option to purchase is an acceptable source of funds toward the down payment or minimum borrower contribution. Credit for the down payment is determined by calculating the difference between the market rent and the actual rent paid for the last 12 months. The market rent is determined by the appraiser in the appraisal for the subject property.” In practice a rent-to-own program might work this way: The fair market rent for the property is $1,200 a month. The tenant/buyer pays $1,500 a month. The additional $300 above the fair market rental is a credit to the purchaser. The sale price is established at the start of the rent-to-own lease, meaning that

the price is locked-in. While such programs may seem attractive in theory, in practice they raise a number of questions: * If you’re in a market with strong appreciation, an owner has little reason to enter into a lease/ purchase program because the property can be easily sold in the open market. Also, if the local market is strong, the option price could be significantly higher than the current fair market value. * The extra payment – $300 a month in this example – is only a credit if the tenant actually buys the property. If the tenant does not buy, the money is simply extra rent. * At the end of the option period the tenant may not be qualified to purchase. * If the tenant misses a single larger monthly payment, they can lose the option and the extra payments. * Proper paperwork is a must. Lenders will want a copy of the rental/purchase agreement, the agreement must be for at least 12 months under Fannie Mae rules, the rent must be at a fair market level as determined by an appraiser and – importantly – buyers must have checks or money order receipts to prove that the rental payments actually were made. * At the end of the option period home prices

may have declined, meaning that if the option is exercised, the tenant may pay more than the property is worth. Given that lenders will only finance properties on the basis of their sale price or appraised value, whichever is less, financing can be a problem. * The tenants may find another home they like more. Rather than a rent-to-own agreement, buyers might want to consider a simple alternative: Take the extra payment and stick it into a savings account every month. Work with a local brokers and lenders and ask if you qualify for any down payment assistance programs – there are more than 2,000 nationwide. Check your credit report to see if it contains factual errors or items that are out-of-date. If you find problems, contact the credit-reporting agency to get the erroneous material off your report – even small dings can impact credit scores. And, of course, make bill payments in full and on time.

2017 to See Modest Sale Growth Affordability pressures are expected to dampen—but not extinguish­— buyer enthusiasm in the coming year

W

hile existing-home sales are expected to rise slightly in 2017, such gains are expected to be small due to rising mortgage rates and low consumer confidence. Those are the findings of a new consumer survey and 2017 housing forecast from the National Association of Realtors. In the Housing Opportunities and Market Experience (HOME) survey, respondents were asked about their confidence in the overall economy and their expectations for 2017. Lawrence Yun, the National Association of Realtors’ chief economist, believes that declines in affordability are behind the weakening morale. “Rents and home prices outpacing incomes and scant supply in the affordable price range has been a prominent headwind for many prospective buyers this year,” Yun says. “Making matters worse, the unwelcoming reality of higher mortgage rates since the election is likely further holding back confidence. Younger households, renters and those living in the costlier West region — where prices have soared in recent months — are the least optimistic about buying.” Even still, roughly two-thirds (62 percent) of current homebuyers think it’s a good time to sell. Respondents living west of the Mississippi were most likely to share that opinion. Nearly all surveyed (91 percent) do not expect an increase in their community over the next six months. Those most likely to expect such an increase were people living in suburban areas, renters and those living in the West.
