‘Not In My Backyard!’ Versus ‘No Big Deal!’

Low-income housing likely won’t affect your property’s value – here’s why

any homeowners fret about affordable housing in their neck of the woods, worrying th3at new subsidized rental housing construction earmarked for low-income tenants will depreciate property values and gradually bring down the neighborhood. But a new report by Trulia indicates that those fears are unfounded and irrational. Trulia recently studied more than 3,000 low-income rental housing projects, from 1996 to 2006, funded through the Low-Income Housing Tax Credit (LIHTC) program administered by the U.S. Department of the Treasury and located within the country’s 20 least affordable markets. Only two of those markets – Boston and Cambridge, Mass. – experienced a negative pricing effect on homes near affordable housing projects; 17 other markets were not affected by low-income residential projects, and one market – Denver – actually showed an increase in values for properties located near low-income rental housing. “Given the prevailing narrative coming from those opposing affordable housing, we were surprised to find such resounding evidence that lowincome housing development did not have an effect on nearby home values,” says Cheryl Young, senior economist for Trulia in San Francisco. “While a number of academic studies have made similar arguments, we were excited to

use Trulia’s unique price data to bring these findings to a broader audience. In general, we found that the development of a project with below market-rate apartments simply isn’t enough to bring down local home values.” J. Keith Baker, program coordinator for Mortgage Banking & Financial Services and faculty member at North Lake College in Irving, Texas, says NIMBYs (local residents who hold fast to a “not in my back yard” attitude) often mistakenly worry that affordable housing will bring in more large families to their neighborhood, straining limited resources for schools and roads, providing less funding to the local tax base, and overloading the local property tax system. “In areas with lower levels of illegal immigrant populations, the U.S. Census Bureau has shown that rental apartments have fewer children per unit, on average, than owner-occupied units. Several state and city studies also reveal that multi-family housing developments did not increase school costs and that more affordable housing near jobs actually decreased the number of cars owned and miles driven compared to residents of market-rate homes,” Baker says. What’s more, “research has shown that the effective tax rate – property tax paid relative to the market value – for affordable housing family complexes is

significantly higher than for single-family homes and that affordable multi-family complexes more often generated a profit for local governments due to the greater efficiency in use of public services and infrastructure,” Baker adds. Anand Kannan, president of Irvine, Calif.-based Community Preservation Partners – an affordable housing rehabilitation company – agrees that NIMBYs often are misinformed on this issue. “There seems to be a hesitance in accepting low-income neighbors due to a fear of crime or drugs or some other public disruption,” Kannan says. “However, the reality is that affordable housing commonly attracts tenants who are working professionals, families and seniors. They want a nice place to live, raise a family, and give back to the community. And often, there is less resident turnover in affordable housing communities because residents do not move out due to cost issues, which allows them to build roots in the community and have a greater stake in contributing to it.” Kannan’s advice? “Homeowners should be openminded and introduce themselves to affordable housing residents – they might be surprised how much they have in common,” Kannan says. of real estate at Fordham University Graduate School of Business in New York City, recommends that homeowners concerned about a low-income housing development being built near them should contact the project’s developer and learn more about what is planned: find out the facts, but avoid overreacting based on fears and assumptions. “Later, if you identify a credible problem linked to the affordable housing project, such as increased crime, take action, engage with your neighbors, and try to make the neighborhood a better place for everyone that positively contributes to it, regardless of income, race, or social background.” Likewise, if you are shopping for a home in a neighborhood where subsidized rental housing exists or is planned, try to factor every relevant criteria into your decision and avoid overvaluing any effect that affordable housing may have on the current or future worth of the home you are considering. “Prospective buyers should take the time to look not only for the right house, but the right neighborhood and the amenities that matter most to them – such as good school districts, walkable shops, and low crime,” Young says. “But they need not be overly concerned about a low-income housing project located nearby.”

Bad Close Question:

I went to a closing recently and it was a miserable experience. I expected a 3.5 percent rate but wound up with 4 percent. The lender asked for the same paperwork two and three times. I did not seem to get any benefit from a credit score that was well above 800. Lastly, my mortgage was sold to a major lender I greatly dislike. How can I do better with my next home purchase?

Answer:

Some of the problems you describe are actually resolvable, but some are not. Let’s take a look: First, your interest rate rose because it was not locked in. Unfortunately it appears you applied for a mortgage during the first major interest rate hike in years. The rate for fixed-rate 30-year prime loans went from 3.42 percent on

September 22nd to 4.30 percent on December 22nd according to Freddie Mac. That’s a relatively huge increase in a short period. Second, lenders asking for the same paperwork several times seems to come up with some frequency. My guess is lenders are checking and rechecking to avoid errors and the possible financial penalties mistakes can generate. Laurie Goodman with the Urban Institute explains that, “Only the best borrowers are getting loans today and these loans are so thoroughly scrubbed and cleaned before they’re made that hardly any of them end up going into default.” Third, your credit standing was a huge benefit, a part of the reason you paid 4 percent for mortgage financing and not something higher. For instance, a score below 760 , which itself is a very good score, might raise your rate by .25 percent. Lastly, your loan was sold and you dislike your new mortgage servicer. The good news is this: The new lender cannot change any terms of the mortgage agreement. Moreover, it’s very possible your loan will be sold and re-sold several times

during the life of the mortgage, so perhaps it will end up in the portfolio of a lender more to your liking. In each case the mortgage is an asset owned by a lender. The lender can keep the loan or sell it to raise new capital. Loan sales are deals between mortgage owners and mortgage buyers – borrowers are bystanders. As a borrower you have a number of protections, which require the new mortgage owner to meet certain standards in terms of when to credit your payment, maintaining an escrow account, etc. The next time you buy a home, consider locking-in rates if you think interest rates will rise and keep copies of all the documents sent to the mortgage processor – just in case they ask for them more than once.

Newly released study shows home appraisal values are lagging behind owner estimates

F

or the second month in a row, homeowners found a gap between their estimates for their homes’ value and appraiser’s opinions. Numbers from Quicken Loans’ National Home Price Perception Index showed average appraisals were 1.47 percent lower than homeowner estimates in January. Even though the overall values dropped, different regions of the country experienced variations. In western cities, many appraisals actually were higher than expected. For example, Denver appraisers valued homes 2.98 percent higher than homeowner estimates. Eastern cities, on the other hand, saw many homeowners overestimating their homes worth. In Philadelphia, appraisals were 2.94 percent below expectations. “Having a good understanding of the conditions in their local housing market can be a valuable tool for consumers as they prepare for the home buying or mortgage process,” says Bob Walters, chief economist, Quicken Loans. “Accurate expectations at the onset of the mortgage process not only makes it smoother, but can prevent unexpected

changes in the amount of funds to bring to the closing table if the appraised value comes in lower than initially estimated.” While the gap between homeowner expectations and appraised value did widen, the appraisal values themselves stayed mostly flat in January, dropping only 0.34 percent from the previous month’s value. When viewed year-over-year, however, home appraisals continue to rise, and have increased 3.93 percent over the same time last year. The same regional variations could be observed in the average appraisal values. Northeast values dropped the most month over month, while homes in the West saw larger growth. The Midwest sat in the middle. “Tight inventory has been a key contributing factor to the year-over-year growth in home values,” Walters says. “This steady growth could very well lead to more availability, driving homeowners to consider cashing in on their growing equity by putting their home on the market. When this happens, it will open up new opportunities for eager buyers.”
