We live in an area where home values are rising. It’s not uncommon for a property to have multiple offers. Our broker says there’s an inventory shortage. Given rising prices, why don’t more owners want to sell?
ANSWER:
Real estate brokers like to see a goodly number of homes on the market so that buyers have a wide selection of choices. In August, according to the National Association of Realtors (NAR), 1.86 million existing homes were available for sale, about a 4.1 month supply. For context, NAR tells this column that during the period from August 2010 through August 2019, there were typically 2.16 million homes for sale, a 5.3-month supply. Whether a given volume is “good” or “bad” depends on your perspective. If you’re a seller, less inventory is a bonus. With less supply, buyers are likely to bid up prices. If you’re a buyer, more inventory means lots of houses, no

need to hurry, fewer multiple bids, and less pressure to push up values. The real question is whether a lot more inventory will soon enter the market. The answer is likely to be no. First, the national inventory figures are a convenient way to consider national real estate patterns. But, real estate is a local commodity. You can expect to see little available inventory in hot markets and gobs of homes for sale in slow areas. Second, more than 5.2 million homes were at least 25 percent underwater as of May. The owners of such properties can’t sell because they will not get enough money at closing to pay off their existing mortgages. Inventory levels are being held down as a result. Third, rising home prices cuts both ways. NAR reports that the average existing-home price in September was $272,100, up 5.9 percent from a year earlier. “September’s price increase marks 91 straight months of year-over-year gains,” said NAR. Owners who sell today may be forced to pay an equal or

higher price for a replacement property. Add in the cost of new financing, closings, and moving expenses and some owners, no doubt, are happy to stay in place. Fourth, we can increase inventory with more new home construction. However, significant new development is unlikely. NAR says the typical existing home sold for $272,100. According to the Census Bureau, the median new home was priced at $299,400 during the same month. If affordability is an issue for existing homes, it’s a greater issue for new homes and their higher prices. A related problem stalling new home construction is a simple lack of workers. There were more than 375,000 construction job openings as of August, according to the National Association of Home Builders. During the last decade’s housing crisis, large investment firms started buying and renovating distressed homes to rent. With rental demand staying strong, firms are still buying and are even constructing new homes to rent, some in rental-only subdivisions. These join the long-time stock of single-family rentals held by “Mom and Pop” landlords. Ironically, says Jeffrey Fagan, president of the Orlando [Fl.] Realtors Association, “With today’s low-interest-rate and high-rental rate environment, homeownership is the less expensive long-term option.” Industry observers say some would buy, but don’t have a down payment. Homes rent for a median of $2000 monthly in many areas, according to Todd Teta, of ATTOM Data Solutions, leaving families “paying close to – or more – than they would as owners.” The newly built or recently renovated rental houses owned by

investment firms are concentrated in states like Florida, Texas, and Georgia, with strong population and job growth, says Gary Beasley, CEO of Roofstock. Beasley and Fagan offer these tips to find affordable rentals: Ask a real estate agent to send new rental listings as soon as they appear. An agent may also help you negotiate rental contracts. If you’re eyeing a few rental communities or homes, call the listed property management and tell them of your interest. Keep pay stubs and W-2 ready. Monthly income usually needs to be three times rent. Have references ready – use professional contacts, not just family or friends. If you can pay a few months’ rent in advance, you might negotiate a lower rate. Just like mortgage lenders, property managers look at credit scores; know what’s in yours. Your cash-out refi clock is ticking R esetting your mortgage to lower your interest rate is a popular option among homeowners these days. In fact, as of this writing, mortgage refinancing represented nearly 60 percent of all mortgage applications, per the Mortgage Bankers Association. And among those opting to refinance, a whopping 76.6 percent choose to also take cash out at closing – better known as a cash-out refi – according to a study by Refi Guide. This strategy allows you to pull out a portion of the equity your home has accrued and convert it to cash that can be used for goals like remodeling your home, paying for a wedding, or funding exorbitant medical expenses. A cash-out refi can be a smart way to get a large lump sum of money for a relatively low interest rate (consider that the 30-year fixed interest mortgage rate remains near historic lows –under 4 percent lately). Why now may be a great time to tap into your equity via a mortgage refinance
record highs (CoreLogic reports that the typical homeowner with a mortgage enjoyed $4,900 in home equity gains over the past year), plenty of homeowners qualify for this option. “There are two factors that make now a particularly good time for many homeowners to consider a refinance,” says Sean Murphy, assistant vice president of Equity Lending for Navy Federal Credit Union headquartered in Vienna, Virginia. “First, homeowners who secure new loans through a refinance may and up saving thousands of dollars in interest in the long-term. Second, Americans today have around $17 trillion in home equity – the most since the early 2000s. These two factors make cash-out refinancing a great option for owners who want a lower rate and are also looking to finance a major home renovation proj-
ect or college tuition.” Many homeowners are feeling the pressure to pull the trigger on a cash-out refi sooner versus later. That’s because interest rates probably won’t get much lower, and there’s always the risk they could rise. But just because the rate climate is favorable doesn’t mean refinancing and taking cash out is the right move for you. Brian Davis, director of education for Philadelphiaheadquartered SparkRental, says there are many good reasons to pursue a cashout refi besides those mentioned above. “It can be used to consolidate higher-interest debt, pay for a child’s tuition, or even go toward the down payment of an investment property – all options that could make financial sense,” says Davis. Investing the cash into home improvements can be par-
ticularly rewarding. “Here, you are not only putting that money back into your property, which can repay you at resale, but you can also get a tax break at tax time for interest deductions,” adds Murphy. But if you want the cash to take a lavish vacation, buy a fancy car, or make nonessential upgrades to your home, think twice. “In these scenarios, a cashout refinance simply represents more debt you have to pay back,” Davis cautions. Remember: A major drawback to refinancing is that it restarts your mortgage’s amortization schedule. “At the beginning of your mortgage loan, nearly all of your monthly payment goes toward interest. As years go by, gradually more of it starts going toward paying down your principal balance,” notes Davis. “This is why lenders are so eager to refinance you as soon as you have enough equity in your property; they want to restart the clock on amorti-
