FHA: “BACK TO WORK” Question: We did a short sale on our home in May 2012. We then bought a house with cash in October 2012. Can we get a new mortgage on our current home?
Answer: A short sale is a situation where a home has been sold for less than the mortgage debt, meaning the lender has taken a loss. As you can imagine, this is not a result that thrills lenders. Unfortunately, there are several factors that will prevent an instant refinancing in your situation. But, the good news is that it may be possible to get a new loan in a few months.
First, because you had a short sale, your last loan is seen as a “not paid as agreed” account for credit-scoring purposes. This will lower your credit as much as a deed-in-lieu of foreclosure or an outright foreclosure. For many lenders, this is a huge red flag and an instant turnoff. Second, your short sale took place less than a year ago. You have not had enough time to re-establish your credit as far as the lender’s concerned. Third, what you want is cash-out refinancing. You’re not seeking a new loan to get a new rate or convert from adjustable-rate financing to fixed. This is another red flag for lenders. So, what’s the good news? In August, the Department of Housing and Urban Development announced a new FHA mortgage plan, which, in some cases, can allow troubled borrowers to get financing in as few as 12 months. Under the FHA “Back to Work” program, the government will insure loans

for those who have had a negative “economic event,” such as a loss of income or a bout of unemployment. Prospective borrowers must show that the hard times they encountered were for reasons beyond their control, that their finances have recovered and that they will take an HUD-approved counseling course. The FHA “Back to Work” program is an opportunity for people hurt by economic events to get mortgage financing again. However, it’s not a free pass. Expect lenders to review mortgage applications with incredible zeal before giving the OK to applicants with a recent history of financial stress.

Ethnic Minority Groups are Disproportionately Barred from Homeownership; New Study examines the Consequences A recent report by real estate listing website Zillow.com reveals that minorities face unequal access to housing. Results show that different races have different experiences when seeking a mortgage, buying a house and owning a home. The report, “A House Divided: How Race Colors the Path to Homeownership,” details the issues of low minority homeownership and its impact on society. Since people of black and Hispanic descent, on average, have lower incomes and credit scores than their white counterparts, they tend to put down smaller down payments, and they are more likely to be denied for mortgage loans than whites. This leads to low homeownership rates in black and Hispanic communities. Despite comprising 12.1 percent and 17.3 percent of the American population respectively, blacks and Hispanics only make up 2 percent and 4.5 percent of the successful mortgage applications, the report shows. After the housing bust, Hispanic minority communities were hardest hit. Svenja Gudell, director of economic research at Zillow.com, says, “If home values in certain minority-dominated areas are slower to recover, it will take longer to build the equity necessary to make improvement to the housing stock and reinvest in the local community.” 4
This could keep certain neighborhoods in a vicious cycle, since plunging house values are followed by low rates of homeownership. For those in poor financial shape, Gudell suggests they seek out mortgages with lower down payments, such as FHA loans. FHA loans require 3 to 5 percent down payments, in comparison to most conventional loans with at least 20 percent down. Minority homeowners also can look for government assistance programs that help them to understand how to increase their credit scores, Gudell says. Renting could be a smarter choice until a homebuyer is financially comfortable and able to afford the cost of homeownership. Those who rush into buying can be left stretched too thin, he says. However, there is a silver lining behind the severe collapse of the housing bubble. Hispanic communities have seen the fastest recovery compared to other ethnicities. In addition, they are forecasted to see the best home-value growth over the next year. Also, recently the conventional loan market has allowed more access for homebuyers with lower down payments. This trend will provide more options for minority homebuyers, Gudell says.

Why a Good Video Can Help You Buy or Sell a Home Faster A picture may tell a thousand words, but a well-produced, marketed video of a home for sale can lead to a faster sale worth thousands more. That’s the belief among many real estate professionals who continue to urge their clients to use the power of video to help buy or sell a property. Consider that 92 percent of homebuyers today use the Internet in their home searches, according to a recent poll by the National Association of Realtors. Now consider how popular videos for real estate listings have become: RKS Marketing reports that 70 percent of homebuyers look for a video either on a website, Facebook or YouTube, and a study published by Google and the NAR last year revealed that 51 percent of homebuyers watched a video as part of their research before buying. “Buyers often are previewing homes on the Internet prior to their initial contact with a real estate agent,” says Debra Kroon, real estate agent with Yosemite West Real Estate, Inc., Oakhurst, CA. “They’re looking for good, representative visuals of the home, which includes virtual tours and videos.” A video can increase the number of people willing to invest time in a physical tour of the home. Kroon adds: “It will also eliminate in advance those who do not care for particular aspects of the home.” Scott Gray, agent with Rossetto Realty, LLC, Milwaukee, says consumers today have higher expectations when it comes to buying higher-cost items like a residence. “Video offers an effective way to offer consumers a sneak peek of a property before they step foot inside of it,” Gray says. Previewing homes via video beforehand can help narrow down choices and allow the buyer to make a faster decision. Home-for-sale videos today are typically shot and created by the real estate agent, a member of his or her team or a professional service outsourced by the real estate agency. “There are several different approaches to videoing a home. You can have your agent’s photographer come out and take professional pictures that only show the home’s best features, and then they piece the pictures together and move them around to look like a video,” says Anna Marie Barnard, principal and broker with Sand and Sea Realty, San Diego. Another method is to take footage while driving up to the February 7, 2014
property and walking into the home, accompanied by either verbal or subtitled narration. “This way, the buyer feels like they just walked through an open house,” she says. Another technique is to conduct an on-camera Q&A between the agent and client. “Authenticity sells, and so does sincerity. To be most believable, the agent should discuss the possibility of featuring the homeowner in an interview-style video, as first-hand testimonials are a powerful way to connect with potential buyers,” Gray says. Experts say the video should always include the living or great room, kitchen, bathroom, bedroom, exterior views of the front and yard and special features such as a fireplace, ornamental windows and architectural features. While you should leave the marketing and distribution of the video to your real estate professional, posting the video on your own social media accounts and sharing the links with friends and family doesn’t hurt, says Ellen Mitchel, owner and agent with RE/MAX Executive Realty, Hollywood, Fla. “Casting a wide net is key, as you never know what resource your buyer will originate from,” says Mitchel, who adds that it’s important to select an agent who has experience in creating and marketing home-for-sale videos.
