Buying vs. Renting Rents on the Rise

Buying now is twice as affordable as renting, but that doesn’t mean it’s any easier for young buyers to get into the market

A

s it’s gotten more affordable to own a home, the exact opposite has taken hold for renters. American homebuyers making the national median income and purchasing the typical U.S. home spend just more than 15 percent of their income on their monthly housing payment, down from a historical norm of around 22 percent during the pre-bubble years between 1985 and 1999, according to a Zillow analysis of third-quarter 2014 income and home-value data. Renters, on the other hand, now spend nearly 30 percent of their monthly income on rent, up from around 25 percent historically. Rents are expected to grow around 3.5 percent in 2015, according to Zillow. But while the increase in monthly costs may drive some renters toward the buying market, according to Dr. Stan Humphries, Zillow’s chief economist, it also may make it more difficult for first-time buyers to save for a down payment. Younger buyers – often earning less and making smaller down payments, should expect to spend slightly more

(17.4 percent vs. 15.3 percent) on their mortgage payments. Continued low mortgage rates and increasing inventory should see more young buyers enter the market in the coming year. “Roughly 42 percent of millennials say they want to buy a home in the next one to five years, compared to just 31 percent of Generation X,” Zillow’s Humpries said in a statement. “The lack of home-buying activity from millennials thus far is decidedly not because this generation isn’t interested in home ownership but instead because younger Americans have been delaying getting married and having children, two key drivers in the decision to buy that first home.” According to Zillow, the best markets for first-time buyers in 2015 are: 1. INHERITING A TAX BURDEN? Question: My mother has reached great age and is very concerned about the future of her home. She has several children but would like to leave the property to me. We’re not rich, but she worries that I may face a large estate tax, a problem because as the result of a severe accident my income is limited. Would it make sense to put my name on the home before she dies?

Answer: The overwhelming probability is that there will be no estate tax. The IRS reports that in 2012 there were 9,412 cases where the payment of an estate tax was required. That same year there were 2,543,279 deaths according to the National Center for Health Statistics, meaning that 2,533,867 estates – 99.63

percent – did not pay a dime in federal taxes. The reason so few estates are taxed is very simple: You need a lot of net worth before an estate tax is due, $5,340,000 in 2014. This threshold means that virtually no one pays the federal estate tax. What about putting your name on the deed? Most probably that’s a step you want to avoid because of – you guessed it – taxes. When you inherit a property your cost basis is the value of the property at the time of passing. If the house was bought for $100,000 and was worth $250,000 at the time of your mother’s death, the “stepped up” tax basis is $250,000. This is good news because you will not have to pay a capital gains tax on the new and higher value, the difference between the acquisition price ($100,000) and the value at the time of death ($250,000), a total in this example of $150,000. Alternatively, if your name is on the deed and the property is sold then you can face a large capital gains tax bill. The rules for your state and perhaps even your locality may differ from federal standards. For this reason it’s best to get advice from an attorney

Agents Who Go the Distance

You live – or want to live – in a specific area. Your agent works in another. Here’s what you should ask to make sure they’re in the know on your neighborhood

Y

ou’re hoping to buy in a neighborhood you’ve long loved. Or, you want to sell your home fast, and at a better price than the home a block away that looks like yours but doesn’t have a patio or eat-in kitchen. According to surveys from the National Association of Realtors, buyers and sellers often find an agent based on a recommendation from a friend or relative. But what if that highly touted agent doesn’t work in the immediate area where you live or hope to live? For sellers, one academic study suggests that chances for a quicker, higher-priced transaction increase if their agent concentrates their listings in a defined area. That’s because geographic specialization gives increased “efficiencies” to the listing agent, explains Bernie Waller, professor of finance and real estate at Longwood University in Farmville, Virginia, and co-author of a study that examined 8,085 home sales from July 1999 until May 2009 in southern Virginia. The study found that that sale prices average 1.71 percent more when listed by agents active within a certain perimeter. A specialized area can’t be easily defined, acknowledges Waller, with rural locales perhaps stretching over square miles, while urban concentrations may total just several blocks. While the study didn’t look at buyers’ experiences, Waller believes agent specialization could benefit them, too, because the agent has more market knowledge and a better networking pool than agents outside the immediate area. In our unscientific poll of several agents, we found that some think localized specialization isn’t strictly necessary. Indeed, John Bolos, broker in Columbia, South Carolina, notes that transferees often depend on one agent to show all the homes in a wide area. “Any good agent should learn the territory,” says Bolos, “whether its 2 miles away or 25.” Here, agents suggest questions buyers and sellers should ask to ensure that distance isn’t a detriment:

“Sometimes one townhome has a bigger garage or a better layout than another,” Bauer adds. Are You Plugged into the Real Estate Network? Waller believe the more concentrated an agent is, the more intimate the service that could be provided. Close relationships with community residents, for example, might mean that a plugged-in agent can alert a buyer that a home he would like will be coming on the market. “By being the hometown expert, more sellers are going to reach out to you to give them a market evaluation for their home,” says Frank Isoldi, broker in Westfield, New Jersey. If they aren’t prepared to list their home, they will often give you an exclusive which gives you an opportunity to reach out to your buyers before the home hits the [multiple listing service].” How Accessible Will You Be? Buyers and sellers should ask an out-of-area agent whether he’ll be available within a certain time frame to show a home. An agent should “feel comfortable driving that distance on a regular basis,” Bolos says. Probe, too, about how responsive agents are to calls from other agents, suggests Tony Geraci, broker in Highland Heights, Ohio. Some agents “might be so busy that they don’t have time for the client or other agents with offers,” she concludes.

What Is Life Like Here? Locally active agents are more apt to know what buyers will experience living in a particular property, says Mark Zipperer, broker in Chicago. “I work with a lot of transferees who ask me, ‘What are your favorite buildings?’” relates Zipperer, who lives and works in Chicago’s Lakeview neighborhood. His list includes specifics, like condo complexes with restrictions on smoking. Even if they don’t live in the area, agents should be able to talk as if they do, offering details like why two seemingly comparable properties are worth different prices, says Cynthia Bauer of realtor in Chicago.
