Trends: Debt Dip Spells Housing Gain
As household debt declines, prospective homeowners have a better shot at obtaining the mortgage they want No wonder the housing market hasn’t made a really robust recovery: There’s a $11.38-trillion weight in the way. Collectively, American households owed $11.38 trillion in student loan debt, credit card balances, auto loans, mortgages and equity loans in the second quarter of this year, according to the Federal Reserve Bank of New York’s Quarterly Report on Household Debt and Credit. To be sure, that’s a big number, but it’s down $1.3 trillion since the peak of indebtedness in the third quarter of 2008. “The fact that overall debt is trending downward is a good omen for the future,” says Scott Hoyt, senior director of consumer economics at Moody’s Analytics. “If we don’t borrow today, we have more to spend tomorrow,” he explains. Many, however, don’t borrow today because they simply can’t. Case in point: A Federal Reserve study released at the beginning of this year finds that 9 percent of 29- to 34-year-olds got a first-time mortgage from 2009 Although federal loans offer repayment plans that can ease the monththrough 2011, compared with 17 percent ten years earlier. FHA Covers Condos New FHA financing rules could help boost multi-family housing market
H
ere’s some good news for first-time homeowners and condominium associations. A revised Federal Housing Authority rule now allows FHA-insured mortgage loans for first-time buyers, if a condominium community meets certain guidelines. It also encourages and allows condo associations to get certified more easily so members can qualify for the low rates. For new buyers, that means a better chance at a low mortgage rate. Condominiums are often the gateway to homeownership, according to the Community Association Institute, a trade group that was actively advocating for the changes. Condo sales, like other segments in the housing sector, suffered a big blow because of the economic downturn, rising unemployment and strict lending practices. “The revised standards will permit the sale of more homes, many of them vacant from foreclosures or people just walking away from their mortgages and their condominium assessments,” says Frank Rathbun, vice president of communications at CAI. “This shortfall has put a serious financial strain on countless condominium associations.” Without this important financing, condo associations have difficulty attracting new buyers and members.
