I

t’s often taken for granted and easy to overlook – literally. If you’re lucky enough to have a basement, however, it can be a bonus space blessing that, once finished, can expand your living space and increase your home’s resale value. Today, most basements that are included in new construction homes are unfinished, and many resale residences also feature unfinished lower levels. The reason often is that “building in the U.S. is relatively inexpensive, and most homes can be overbuilt with large footprints, as relatively few areas outside of urban environments have zoning that limits size,” says Andrew Franz, principal of Andrew Franz Architect in New York City. Additionally, builders have little incentive to finish basements, as the added cost can be a deal-breaker to many buyers on a tight budget, and it’s a risk to assume that the majority of home shoppers plan to use finished basement space in the same way. But investing extra funds to complete a basement –for example, by paneling walls, carpeting floors, adding a drop ceiling, installing plumbing for a downstairs bathroom, and/or implementing walls for an extra bedroom – can pay dividends, if planned and budgeted properly. “A finished basement can be used for many purposes—a TV or media room, a playroom for children, or a rec room for teenagers,” says Connie Mogull, licensed real estate agent with Houlihan Lawrence in Westchester, New York. Lillian Montalto, a broker in Andover, Massachusetts, says this space can also be “perfect for an in-law suite, wine cellar, home office, fitness room or dance studio. The primary benefit is to the homeowner’s enjoyment versus resale value.” Indeed, the return on investment for a finished basement project can vary, depending on your market. According to Montalto, builders and remodeling contractors often charge as little as $35 per square foot to more than $60 per square foot for the work (equating to a project that can cost as little as $10,000 to one that can exceed $100,000). Yet appraisers often place less of a value on lower-level space – from $15 to $50 per square foot. “Appraisers in Denver will tell you that valuation calculations (for basements) are half of what they are for above grade (living space), no matter how the basement is finished,” says Heidi Finn,

But in most cases, with homes priced under $500,000, there is less than a 10-percent difference between a finished versus an unfinished basement.” The takeaway: Only consider finishing a basement if you plan to use that finished space for your own enjoyment, and don’t anticipate recouping all or even most of the investment dollars when it’s time to sell your home. “I think money can be spent elsewhere for a better return on investment, with the kitchen being the most important room in the house and the master bath the second,” Finn says. “Systems upgrades, a new roof and new windows are other areas where money is also better spent.” Additionally, finishing a basement isn’t a prerequisite investment for the purpose of attracting buyers if you’re planning to sell your home. “Homeowners should consult with a Realtor to find out what, if any, changes can be made to make their homes more salable,” says Sonia Brenner, relocation and luxury homes specialist with RE/MAX Premier in Warren, New Jersey. If you’re determined to spiff out the lower level, get bids from at least three reputable contractors (you can get referrals from real estate agents and friends). Be sure the one you pick is licensed, bonded, and insured, and rated favorably by the Better Business Bureau. Ask for a few references of former clients and if they are able to obtain the necessary permits to do the job in your municipality.

A recent Supreme Court decision invalidates a Skagit Basin Instream Flow rule passed in 2006. The "2006 Rule" explicitly provided water supply for those parts of Skagit and Snohomish Counties that cannot obtain water from existing water systems such as cities, water districts, or public utility districts. With this decision, the water rule governing the Skagit Basin is now the original rule adopted by Ecology in 2001 ("2001 Rule"). The effects of the decision are still being evaluated by Ecology and it is unclear how Ecology, counties, or others will address situations involving homes lawfully built using water supply from the 2006 Rule.
