Homemade Financial Help For households struggling to save for a home, consulting with a housing counseling agency could prove helpful.

H

ome sweet home. Ever since the housing-led financial collapse, this old adage has new meaning: A home that one can comfortably afford underlies a sweet sense of financial security. Now, several years post-crisis, many Americans still find that either establishing savings or affording a home impossible, according to several studies. One of the latest surveys released in early April by the nonprofit group NeighborWorks America found 29 percent of respondents reported no emergency savings. It’s more difficult – but not impossible – for lower-income households to save, with 52 percent of respondents earning less than $40,000 having no reserves. Along with the survey, NeighborWorks America reported that it conducted a “financial capability demonstration project” showing that 57 percent of participants who had no savings were able to establish a fund. The savings prescription, explains NeighborWorks spokesman Doug Robinson, is for a trained professional to review all a consumer’s spending – including minor outlays of just a dollar or two, as well as the major expenses like rent. Then, “a counselor could recommend where savings could be found,” Robinson says. Hundreds of similar non-profits – listed at www.hud.gov – exist to provide counseling on how to get in position to buy a home. But many of these agencies also will provide counseling on budgeting and saving, whether or not the client hopes to buy, says Robinson.

Housing counseling agencies, whose services are often free, are distinct from credit counseling organizations. The latter, while also often nonprofits, are aimed at helping consumers solve another prevalent obstacle to establishing savings and buying a home, namely credit card debt. On its Website, www.consumerfinance.gov, the Consumer Financial Protection Bureau has questions under the “Ask CFPB” section dealing with what organizations do to help, as well as advice on a wide variety of financial topics, says Sam Gilford, a CFPB spokesman.

lenders can charge prepayment penalties for “qualified mortgages” – but no more than 2 percent of the loan amount the first year, 2 percent the second year, 1 percent in the third year and nothing thereafter. However, since most qualified mortgages are FHA, VA and conventional loans, and since the three aforementioned loans do not allow prepayment penalties, only those borrowers who finance with “portfolio” loans – qualified mortgages kept by the lender – will potentially face such costs. However, the FHA – and the FHA alone – has something that is called a “post-settlement interest charge.” This charge is the outgrowth of a HUD policy that allows lenders to collect interest for the last full month of a loan. If you pay off your loan on the 5th of the month by selling your home or refinancing, you must pay interest as though the loan continues until the last day of the month. Seen another way, you are being forced to pay interest on money that you have paid back. Is this a big deal? You bet. HUD says that

Now, however, HUD is proposing to end the post-settlement interest charge by January of next year and perhaps much sooner. The reason is to conform to the requirements of Wall Street reform. Lenders should be able to collect interest as long as their principal is outstanding. However, paying interest on money that has been repaid always has been grossly unfair to FHA borrowers. An end to post-settlement interest charges is not only overdue, it’s a policy that should never have been started.

Savings Habits & the Housing Market

Americans are saving less than they were coming out of the recession, which could put them in a precarious spot when it comes to affording a home. What’s ahead for housing? etrics like the supply of homes listed for sale versus the average number of homes sold monthly in a particular market or the increases or decreases in selling prices in past months are commonly used to predict future price and sales activity. But other statistics – not as obviously tied to housing – can provide insight into the housing outlook. Consider, for instance, a recent Bankrate survey that found only 51 percent of Americans have more emergency savings than credit card debt, the lowest percentage since the financial site began tracking this issue in 2011. Indeed, when the country fell into a deep recession several years ago, shaken Americans began reforming poor savings habits, but that newfound thrift has been slipping of late. A survey released earlier this year from the Consumer Federation of America and the American Savings Education Council found that 68 percent of Americans are spending less than they earn and saving the difference. While that may seem impressive, that’s down from 73 percent in 2010.

Savings Matter Especially in the post-financial crisis era of stricter lending rules, too many bills and too little savings will disqualify mortgage applicants. “There’s no question that it’s much harder to get a conventional mortgage with a down payment that’s less than 5 percent [of the purchase price of the home],” says Barry Zigas, director of housing policy at CFA. Saving money is a struggle for many, but research shows that setting a goal to build a down payment fund “facilitates savings, especially when one sets a dedicated account for it,” says Meir Statman, a finance professor at the Leavey School of Business at Santa Clara University. The U.S. Department of Housing and Urban Development lists non-profit counseling agencies on its Website, www.hud. gov, which help would-be homeowners set realistic saving plans, see more on this below, “Home-Made Financial Help”. First-Timers Needed Like a game of dominoes, the housing market is fueled from the bottom with first-time buyers purchasing from moveuppers, and so on. Since the recession, the share of first-time buyers has been below its historic average of about 40 percent of all purchasers, according to statistics from the National Association of Realtors. In January of this year, for instance, first-time buyers accounted for 26 percent of all purchases. Debt – both credit card and student loan – “appear to be contributing factors in suppressed entry-level activity, but it is difficult to discern to what extent,” notes Walter Molony, an NAR spokesman. As the economy improves, adding jobs and boosting incomes, first-time buyers should return, notes Celia Chen, a housing economist for Moody’s Analytics. But the reappearance of first-timers will be slow. “Young adults have had a hard time striking out on their own. Some 1.5 million millennials were unable to form their own households because of poor job opportunities,” Chen says. “With latestarting careers, the path to homeownership will be slower than it was for their parents.” Lessons Learned Just about everyone – including the professionals who counsel home buyers and homeowners in financial difficulty– think about savings and debt differently than they did before the recession, says Doug Robinson, a spokesperson for NeighborWorks America, a housing and community development organization. “Two-thirds of the people who faced foreclosure didn’t have any emergency savings,” Robinson says. “It is clear that a lot of Americans have a tough time saving money, but particularly if you are a homeowner it is important to have some cushion. We really stress that it’s important not to buy a home at the top of your budget.” Current homeowners who are baffled by budgeting can tap professional counselors, whose services are often free from HUD-approved agencies, Robinson adds.
