The Market

Looking optimistically to the future as consumer confidence increases, real estate experts expect housing gains to follow

Real estate experts are looking with optimism to the future. Despite expectations that existing-home sales will drop slightly from 2013, from 5.1 million to 4.9 million this year, the numbers are forecasted to increase to 5.3 million sales next year and up to 5.4 million in 2016, according to the National Association of Realtors. NAR Chief Economist Lawrence Yun, speaking last week at the 2014 Realtors Conference and Expo in New Orleans, said he also expects the national median existinghome price to rise 4 percent each of the next two years. “The improving job market has consumers feeling more confident, and the rebound in home prices is building household wealth for homeowners and giving them the ability to sell after waiting the last few years,” Yun said. Yet, inventory shortages in parts of the country and tight lending standings have slightly tamped consumer confidence. Yun cited single-family housing starts trailing multi-family starts. “Single-family construction still needs 4

to increase to alleviate supply shortages and keep up with pent-up demand,” he said. Housing starts are forecast to hit 1 million in 2014 and 1.3 million in 2015, still well below the underlying demand of 1.5 million. According to a recent report, 53 percent of Americans think home prices will go up over the next 12 months. Just 8 percent expect prices to decline. “Housing, like the stock market, is something consumers look to as an indicator for whether things are headed in the right direction,” said Greg McBride, a financial analyst. “The expectation of continued home price increases underscores an expectation for continued improvement in the job market, household finances and the overall economy. According to a September Financial Security Index, 26 percent of Americans felt more secure in their jobs than a year ago, and 27 percent of Americans reported higher net worth than the year prior.

RENT OR BUY IN RETIREMENT? Question: We’re selling our home and buying in an independent-living retirement community, but what is the best way to buy? Duplexes have two bedrooms, two bathrooms, a laundry room and a two-car garage. The services include all utilities except phone and Internet, housekeeping (4 hours per month), complete home maintenance, lawn care, snow removal, activity programs, real estate taxes, property insurance and transportation. You can get breakfast free, but lunch and dinner are extra. You can rent for $2,513 month or you can buy. If you buy, the cost is $164,000 and when you leave 90 percent of the selling price will be refunded in 120 days. If you buy they also charge $1,200 a month for the same services listed above.

Answer: Regardless of how you buy, the property and services are the same. The options are a $2,513 rental rate or $1,200 per month if you buy. If you buy you pay $164,000, and when you leave you get back $147,600. This arrangement raises three points: 1. If you buy you save $1,313 per month, or $15,756 per year. In effect, the rate of return on your $164,000 investment is 9.6 percent, but because there’s no income tax on a “savings,” the real rate of return after taxes is actually higher. In today’s world this is an exceptional return.

However, you need to ask: Is there something better you can do with the $164,000 purchase price? Invest elsewhere, help family members, buy a business, etc? 2. You’re not really a real estate buyer, or an “investor.” If the value of the property goes up you can never benefit from the higher price and greater equity, but then you also have a downside protection if values fall. No matter what happens you will lose $16,400 ($164,000 less $147,600) when the property is returned to the community. In an ideal world you don’t want to lose anything. In this case the trick is longevity. If you live in the property for at least 13 months, your unit savings – $1,313 per month – will equal the built-in loss. After 13 months your $164,000 investment will begin to generate a real return. 3. The investment money will be returned within 120 days. Why 120 days? Because the retirement community hopes to fix-up and repair your unit and re-sell it within that time frame. With any luck, the new renter/buyer will bring enough cash to cover the $147,000 owed to your account. If the new folks rent that’s fine, too, because their monthly fee will more than off-set the income you now represent. Is there anything “wrong” with this arrangement? No, it’s simply the mechanics of the deal. To go further you at least need a will and a living will, and you want to look at tax and estate issues. For specifics, please speak with an attorney who specializes in elder law as well as a fee-only financial planner.

Want to take control of your health simply by living your everyday life? Try moving to a walkable community. An increasing number of studies are showing that walkable communities boost physical activity on a daily basis. In fact, the American Diabetes Association even reported this year that people who live in neighborhoods that encourage walking experienced a substantially lower rate of obesity, being overweight and diabetes than those who lived in more neighborhoods that depended on the use of cars. The Journal of Transport & Health also noted that residents in compact communities experienced lower rates of obesity, diabetes, high blood pressure, heart disease, and asthma compared to residents in more densely built neighborhoods. “We’re finally turning a corner as a nation in understanding how our collective housing affects public heath,” says Kevin Sloan, an architect in Dallas and an expert on metropolitan urbanism. Moving beyond the new urbanism of the 1990s that inspired pedestrian-friendly communities with mixed uses and designated public spaces, walkable communities are successful in giving people a sense of place and reason to walk. “The urbanism movement initially captured a sense of nostalgia and celebrated the feel of small-town America,” Sloan notes. “What we are seeing now is that researchers are finding real health benefits in

Trends: Walkability everyday lives.” Architects also are more aware of their role in helping to improve the nation’s heath system. Sloan says there is more discussion how to make urban areas more walkable to promote health and social contact. The most recent American Institute of Architects survey on housing trends notes that 63 percent of residential architects report growing interest in neighborhoods that are more walkable, offer more recreational activities integrated into the community and provide more opportunities for multigenerational living. Residents of these neighborhoods are less dependent on their cars, thus producing less carbon. They’re healthier because they walk more. They’re more connected to their neighbors and to their overall community. But as experts uncover more benefits of walkable communities, some industry leaders worry that these ideal neighborhoods may be priced too high for many people. To be sure, walkable communities have been touted as a great investment. Studies repeatedly have shown that real estate values increase as neighborhoods became more walkable. “As these communities become more popular, we see the danger of many people being priced out of them,” says Tony Dang, deputy director of California Walks, a nonprofit that serves as a statewide voice for pedestrian safety and walkable communities.

Dang says organizations are working to ensure that residents of all socio-economic brackets can enjoy walkable communities by focusing on rehabilitating existing neighborhoods, among other measures. For the general public to enjoy walkable communities, individuals must widen their scope and understanding of these, he notes. The online resource Walkable Communities (walkable.org) offers a checklist of characteristics of these neighborhoods, which include: • An intact town center with a pleasant main street and a healthy set of stores and shops that are open at least eight hours per day • A mix of residential densities, mixed income and mixed use, with higher densities near the town center and in appropriate concentrations further out. • Granny flats, design studios, and other affordable housing options. • Public spaces to gather, play and socialize. The best neighborhoods have welcoming public space within 1/8th mile (700 feet) of all homes. • A universal design with a healthy respect for people of all abilities and with appropriate ramps, medians, refuges, crossings of driveways, sidewalks on all streets where needed, benches, shade, and other basic amenities to make walking feasible and enjoyable for everyone. • Key streets are speed controlled with traffic moves on main streets and in neighborhoods at safe speeds.
