LOCK IN YOUR RATES Question: Interest rates rose during May and June. If I want a mortgage today, how do I lock in the rate and how long will it last? Should I lock in a rate?
Answer: Generally, you can lock in a rate at no additional cost for 30 days. After 30 days, the lender may want a lock-in fee. Since lender policies can differ on this issue, be sure to shop around. The terms of the lock-in are shown in the Good Faith Estimate (GFE), a document given to borrowers by lenders within three business days of application. Look on the first page under “important dates” to see if you have a lock-in and when closing must be completed. You must take lockin deadlines seriously. Be certain to respond to lender document requests 4
immediately, keep records showing when items have been requested and when they were sent. Check with lenders to assure materials have been received. Why? If closing is delayed – or you do not lock in your rate – you could face different loan costs. The interest rate, some loan origination expenses and the monthly payment could all change. Should you lock in rates? If you think rates are rising, the answer is yes. If you think rates are falling, then allowing your rate to “float” is the choice for you. Be aware that some lenders have a one-time “rate relock” policy – if you lock in your rate today and interest levels fall before closing, then under certain conditions they may allow you to re-lock at a lower rate. Speak with lenders for specifics. Most borrowers are best served by locking in rates at the time of application. That way you know your rate and monthly costs with certainty, a real comfort when interest levels are changing.
All’s Not Fair in Housing Report calls for strengthened Fair Housing Act to protect families and individuals A recent report shows an increase in housing discrimination complaints in 2012, in addition to a “marked spike” in harassment complaints. In light of these findings, the National Fair Housing Alliance is calling upon the federal government to amend the Fair Housing Act to prohibit housing discrimination against individuals based on gender, sexual orientation, marital status and source of income. “It’s unbelievable how many states you can be discriminated against in housing for being gay, transgender, or because of your marital status or lawful source of income,” says Jorge Soto, policy associate at NFHA, a Washington-based group working to end housing discrimination. That means if an individual or family qualifies for and can pay for an apartment, landlords can still deny their applications based on discriminatory practices. Today, it is legal to discriminate based on source of income in 37 states, because of sexual orientation in 38 states, and because of gender identity in 44 states. The report also showed an increase in harassment complaints by 35 percent, and almost 30,000 housing discrimination complaints nationwide in 2012. The NFHA states that the number of complaints represents a tiny percentage of the actual number of acts of housing discrimination each year – up to four million, according to the report. There is also an overall increase in housing discrimination compared to last year. Soto says that this increase is mostly represented in an increase in complaints investigated by private fair housing organizations, though there was a decrease in complaints investigated by state and local fair housing organizations. “We also saw an increase of 38 percent in complaints based on source of income, 43 percent increase in sexual orientation complaints, and an increase of 63 percent for complaints based on marital status,” Soto says. It remains important for those who experience discrimination to report it to authorities and explore their options of recourse. “If you feel like you have been discriminated against, you can call [Department of Housing and Urban Development] and/or the National Fair Housing Alliance,” Soto recommends.

Find Your Fixer-Upper
With more distressed properties on the market, home rehabbers can find the perfect home to make anew
A diamond in the rough may not look like much at first, but polish it up and it can reveal a breathtaking sparkle. The same can be said of homes with tarnished appeal: Devote extra money and effort into rehabbing one, and you can either save or reap tens of thousands of dollars, depending on if you plan to occupy it or flip it. Distressed home deals and “handyman specials” can be found in virtually any market, provided you know where to look. But a recent report by RealtyTrac ranked 15 cities in particular as the best locations (in order) for buying fixer-upper bargains. Those cities are Detroit; Chicago; Cleveland; St. Louis; Cincinnati; Philadelphia; Milwaukee; Phoenix; Toledo, Ohio; Birmingham, Ala.; Dayton, Ohio; Columbus, Ohio; Jacksonville, Fla.; Indianapolis; and Lansing, Mich. They are chosen based on how many bank-owned homes built before 1960 – each with estimated values below $100,000 – were in supply within those markets. While homebuyers across the country are finding that inventory on available homes for sale is tightening, those willing to buy a fixer-upper could find an easier path to purchasing and recouping the investment if they’re prepared to renovate and do their homework, real estate experts say.

However, just because values are low doesn’t mean that the flawed home you have your eye on is a good investment, says Jameson Tyler Drew, broker and president, Anubis Properties, Inc., Los Angeles. “Buying [a fixer-upper] takes all sorts of research into local economic development, demographics and levels of personal and property crime,” he says. “These will all affect your return on investment whether you’re flipping or buying for the long-term.” With the exception of Indianapolis, Dayton and Columbus, Drew says, he would think twice about purchasing properties in any of the 15 cities listed by RealtyTrac. “All those [other markets] have serious issues that must be addressed… These are a mixture of Sunbelt and Midwest towns that never truly had high property values to begin with, and most had huge residential expansions in the last 10 years that outpaced industrial and commercial capacity.”
In addition to researching the local market carefully, it’s also important to crunch the rehab numbers before committing to a fixer-upper, says Colby Sambrotto, CEO/founder of USRealty.com in New York City.
