Bidding Wars Believe it or not, some markets are so hot that multiple bids are the norm. How do you handle a purchase when competition is stiff?

The U.S. housing market isn’t roaring back into action yet, but healthy rebounds in some regions have elicited bidding wars and evoked memories of the glory days of 2007. “Some of the bidding wars are on ‘move-in ready’ homes on the market,” says Kathy Conley, a housing specialist with GreenPath Debt Solutions, nonprofit debt counseling company. “Most consumers want a ready-to-movein home or at least one that only needs cosmetic changes.” The phenomenon has touched both coasts and some markets in between. “Bidding wars break out because there simply aren’t enough homes for sale,” says Rachel Musiker, spokeswoman for Redfin, online real estate brokerage. These hot zones include parts of California; Seattle; Washington, D.C.; Denver; Phoenix; and Austin, Texas, Musiker says. According to Redfin data, more than one in four homes that were listed during the first 3.5 weeks in June 2012 sold within 14 days of their debut. “In areas where supply is low, like southern California, the Bay Area, Seattle and [Washington] D.C., homes that are priced well and in good condition are going under contract within a few days, often having received several offers,” Musiker says. Most sellers in these areas prefer cash buyers, because they fear appraisals coming in low and want to avoid any stress with the lender, she says. With rents skyrocketing and mortgage rates hitting record lows, buyers are once again lining up to make that purchase of a lifetime. In the week ending July 13, 30-year fixed mortgage rates plummeted to a record low of 3.39 percent. That’s the lowest since real estate listing website Zillow began tracking the data in 2008. And the rates aren’t expected to climb any time soon, experts say. The low rates are enticing buyers who realize that their monthly mortgage payments could be more affordable than rent, Musiker says. According to a May 2012 Redfin survey, 63 percent of homebuyers said that low interest rates were a reason they wanted to buy. But, while rates are enticing, prices in these hot markets are rising. For instance, in April, home prices climbed in nearly all major cities, according to the Standard & Poor’s Case-Shiller Home Price Index. The biggest increases were in San Francisco, Phoenix and Washington, D.C. Prices in the San Francisco metro area, which includes the San Francisco, San

In a tight market where bidding is again becoming the name of the game, here’s what buyers should do for an edge over competitors. • Hire an expert: “Working with a seasoned Realtor who can provide the consumer with comparables in the area can help. [They know] the activity on the home, such as viewings and possible feedback from those viewings,” Conley of GreenPath Debt Solutions says. Make sure your agent is tech savvy. You should get to know of new listings and price reductions through electronic alerts that can be set up on cell phones and computers. • Prepare a budget: As a buyer, you should always know what you can afford. Work up a budget and look up financing options. Know market value and average sales-to-list-price ratios for the neighborhood, Musiker says. This protects from over-paying in a competitive situation and will let the buyer know when it is OK to offer above the list price. • Strike up a rapport with the seller: If you meet the owners of your future home, try getting to know them. Most homeowners have personal memories attached to their homes. Sometimes assuring them that you would retain some of original fixtures or style could clinch the deal for you. “Work with the seller,” Musiker says. Letting the seller retain possession for two days after closing could make the difference on whether you win the contract or not. • Make a no-condition offer: Nobody likes to spend money. This would definitely put you ahead of the pack. Sellers like it if they don’t have to incur repair costs prior to handing over the house. • Get pre-qualified: You will be a strong contender if you can show you have the money. Conley says to approach the seller after you have talked with a mortgage lender, authorized credit report checks and you have been tentatively approved for a mortgage amount. Having a 20 percent or higher down payment is a bonus. • Last but most important, walk away if the bidding war blows your budget: Before even looking for a home to purchase, consumers should know their limits, Conley says. If you can, complete a free pre-purchase counseling with a HUD-approved housing counseling agency. Always stick to your budget.

Form & Function New insight into how people use their homes shows where to invest time and money What’s your dream home? Plenty of inspiration is available from shelter magazines and home-centric television shows, but it’s more important to look at the way your own family lives, says Anthony Graesch. Graesch worked with a team of researchers at the Center on Everyday Lives of Families at the University of California, Los Angeles, to complete an exhaustive study of how 32 middleclass, dual-income Los Angeles-area families with kids live in their homes. The CELF study’s findings are documented in a new book, “Life at Home in the Twenty-First Century” (Cotsen Institute of Archaeology, 2012). What emerges is valuable insight on what can make homes more functional. Graesch, who is now an assistant professor of anthropology at Connecticut College, says that the CELF findings are important to people who plan to buy new homes or improve their current homes. While the information focuses on one type of family, demographic groups that differ from the study can use the same methods to glean personal insights.

Kitchen Wisdom By now, it’s common knowledge that the kitchen is the heart of the home. But what is surprising, notes Graesch, is that families spend 68 percent of waking time in the kitchen or in adjacent areas. Many of the homes in the CELF study were built before 1970, Graesch says, and kitchens in the past were used strictly for meal preparation. As a consequence, many families indicated that if they were to remodel, they would open up the kitchen to adjoining rooms, better to hear and see all family members. Paul Foresman of the Omaha, Neb., firm, Design Basics, says that many types of families can relate to the CELF findings. Kitchen design keeps innovating to respond to the evolution of the area as an activity hub, Foresman says. Since computers and televisions are usually used in this space, for example, island counters are larger with one flat surface, and they are equipped with outlets for charging and storing electronics.

This garage clutter raised tension amongst many of the women, as measured by saliva tests for stress hormones, when

Walk-in pantries are also becoming a frequent kitchen feature to store bulk supplies, Foresman says.

Yard Waste Annual surveys of common home features conducted by the American Institute of Architects find that owners are investing in outdoor spaces, putting in patios, cooking equipment and similar amenities, says Kermit Baker, AIA economist. Even though the yards of the CELF families contained amenities like pools and patios, researchers found parents spent less than 15 minutes weekly in the yard, and kids just 40 minutes. A new study shows that buying is better than renting in more than 75 percent of cities Renting or purchasing a home: Which is the better deal today? In most areas, buying is more cost-effective, according to the results of a recent study conducted by real estate listing site Zillow. While the upfront costs of buying may be steeper, the break-even point (when ownership costs, such as taxes, fees and earnest money, match the costs of renting) is three years or less in more than 75 percent of the 200 metro areas and 7,500 cities analyzed by Zillow. That includes large markets like Chicago, Denver, Las Vegas, St. Louis, Miami, Phoenix, Detroit, Dallas, Baltimore and Minneapolis. Renting still appears to be the better bargain in certain areas, however, including Honolulu, San Francisco and San Jose, Calif. Zillow’s survey compared rental costs to all major homeownership costs, including down payments, closing fees, mortgage payments, utilities, maintenance costs and property taxes. The data also factored in estimated home price appreciation and rent increases along with inflation and tax deductions. “Across most of the country, historic levels of affordability make buying a home a better decision than ever, especially considering rents have risen more than 5 percent over the past year,” says Stan Humphries, Zillow’s chief economist. Christy Budnik, broker with Prudential Network Realty, Jacksonville, Fla., says buying today is appealing because of low interest rates. Additionally, rental rates have escalated in many markets due to lack of rental

Available rentals have declined because of an increase in the number of renters over the last five years, largely due to credit issues resulting from job loss, short sales and foreclosures. “Buying is a better deal,” Budnik says, “but the buyer must be credit worthy, intend to remain in the home for at least three years, and be selective in working with a Realtor who can show them homes in areas of high growth and with low days on the market and high list-to-sell ratios.” An ideal renter, on the other hand, is someone who has credit issues and is “just beginning their career and doesn’t have the savings built up yet or does not feel that their job will stick,” Budnik says. — Erik J. Loan Approval Leverage QUESTION: If I get a pre-approval letter from a lender, doesn’t that tell a seller how much I can really afford and undermine my bargaining position?

ANSWER: Maybe, but there are several considerations. First, you want a seller to know that you’re qualified to purchase the property, otherwise the owner has no incentive to accept an offer that may not reach closing. Second, you don’t have to tell the seller the absolute maximum loan amount you can afford, just that you can pay the amount you’re

prepared to offer. Here’s an example: A lender reviews your paperwork and feels you can afford a $250,000 mortgage. That’s great, but you don’t have to borrow that much. Then you find a property that will require a $190,000 mortgage. The lender gives you a letter saying you can afford a $190,000 loan. That’s a statement that is entirely true, and yet does not say you could possibly bid more.

QUESTION: I own a property in California and lived there for three years. I then rented the property for a year, and now I plan to sell it. Will I be subject to capital gains?

ANSWER: In general, if you sell a personal residence, you can protect as much as $500,000 in

capital gains if you’re married, $250,000 if you’re single. A big question here is whether the property is a principal residence or an investment for tax purposes. You may be able to avoid capital gains from the sale of a property. The IRS website indicates that “if you used and owned the property as your principal residence for 2 years of the 5 year period ending on the date of sale, you have met the ownership and use tests for the exclusion,” even if the property was rental property (for a maximum of 3 years) before the date of the sale.
