The Proposal Introduction My work based project is to create a website for Tywyn Town Council, based in Midwest Wales. The council currently do not have a website, or anything available online with information about themselves or possible ways to contact them, at the moment the only way to find information on the council is to head to their office on Tywyn High Street or to call them.
Career Plan I would like to become a website designer on the completion of this course, either freelance or within a company.
Skills Required To become a website designer to a professional standard I will need skills in:
XHTML/CSS Design Sense JavaScript and Ajax PHP, ASP, Java, Perl or C++ MySQL database Flash SEO Knowledge Web Server Administration Project Management
Current Skills I feel that the skills I currently have which will help me progress towards my career choice are my skills in Project Management, and Design sense – I feel these are my strongest skills at the moment, as I have had to do a lot of project management, in this course and also previous courses, and have also had to use my design skills. I have however been using XHTML and CSS throughout the course so far. I do need to improve my programming skills, and SEO knowledge, as at the moment I only have the knowledge and skills I have picked up from doing this course. From the first year of my course I gained skills in creating suitable websites that met the usability and validation criteria, to make sure that websites will be accessible for all users, we looked in to colour schemes, acceptable fonts and layouts.

Skills Development and Project Benefits I need to further develop all my current skills in web design, as at the moment they aren’t at a level that could help me become a professional website designer. This work based project for Tywyn Town Council helps to develop my skills further as I will have do a lot of programming, and my knowledge of XHTML and CSS will increase as I will be designing a whole website from scratch, I will also gain new skills in MySQL databases, as I have never used these before, and will hopefully be programming my own database to link to the website as well as creating a content management system for the client. My current skills in programming aren’t at a level where I feel confident enough to program a database without some supervision, so on conclusion of this project; I am hoping that my confidence in programming will have increased to a suitable level, as well as my confidence in databases. Also by doing this work based project I will be able to extend my current knowledge of Search Engine Optimisation (SEO) as I will have to put this in to practise.
Outline of Proposal Tywyn Town Council has asked me to create a website that is:
Simple for the public to use Simple for the client to update and maintain A website that has the ability to store agendas/minutes and council news etc. A website that is also mobile compatible Bilingual throughout
The council do not currently have a website, so as the client they have asked for a simple but professional looking website that meets all their needs, but is easy to use as they are not as computer literate as the younger generation. Having looked at what the client requires, I have yet to sit down with the client to discuss their needs further but I can see at the moment that they require:
A content management system – I have had a look at open source software available online, but have decided that I will be programming the content management so I will using Visual Studio and programming in C#. I will be creating a database using Access, as the client would like to be able to store PDF documents and images online in order for the users to be able to access information, agendas and minutes online. Mobile compatibility – I will need to ensure that throughout the project that the content is mobile friendly, I can use such tools as Google’s service ‘Howtogomo’ where I can find tutorials and an emulator to check that the website is mobile-compatible.
Kathryn Slaney
Tywyn Town Council January 1, 2013 There will be images on the website, and these will be provided by the client. I have arranged a meeting with the client, to sit down with them, to discuss layouts, colour schemes and content.
Compatibility with my Career Plan Doing this project will improve all my skills immensely this year, and will take me a lot closer to achieving my chosen career, as I will have to use all my current skills and knowledge from my first year and expand on them further this year and obtain new skills, such as programming my own content management system, a database and ensuring I create mobile compatible websites for the future.

Aims and Objectives These are the aims and objectives that I wish to achieve during my work based project, laying them out using the S.M.A.R.T technique I will then be able to see at the end of my project if I have met these objectives. Specific
Aim: A modern and simple to use website Objectives: To establish what makes an effective and modern website, that is easy to use and to do this I will compare other similar websites in the initial planning stage and take the good components from the websites and incorporate them in to the website.
Time
Realistic
Measurable
Achievable Figure 1: S.M.A.R.T Goals
Aim: To complete my project by the end of January Objectives: To ensure I meet this aim, I will devise a Gantt chart which will be broken down in to main tasks, and then subtasks within that in order to complete the tasks at the scheduled time.
Aim: To ensure that the client can use the website competently Objectives: To make sure I achieve this aim, I will be making a basic user manual for the client, and also offering them an hour or so hands on training session so they can use the website and understand it while I am there to help answer any questions.

Action Plan This is my initial plan and tools I will use, before I can progress any further with my project.
Project Tools 5Ws and H – a project tool that asks basic questions that is useful for all stages of problem solving. Although this is established in the proposal, I would like to keep a second record of this with me as a reminder. Task Breakdown chart – a logical approach to identifying the tasks involved within my project, I can then use it to help make my Gantt chart more detailed and cover all the tasks I need to ensure my project is successful. Communications Matrix – I will use this mainly as a reminder of who I need to contact at each stage of my project. Risk Analysis/Problem Recognition – I will create this at the beginning of my project so it can help me predict any future problems, if any arise. Gantt chart – this will be the main project tool that I will use, as this will help me keep on top of my schedule, and I can make any amendments I need to as I go along. Handover Checklist – this is a closure list that I will create at the end of my project that will be a list of all the tasks throughout the project, to ensure they are all complete, and also with this I will include a small user manual for the client and I will also include a small teaching package, so I can spend an hour or so with the client to ensure they know how to use the website.
The Planning Stage
Prepare Gantt chart Research Tywyn online Look at similar websites online and compare (see page 12) Establish main user requirements (established in the Proposal page 2) Prepare a basic storyboard Prepare agenda for the initial meeting with the client Prepare a copy of the proposal for the client to read and sign Agree a time scale and software needed (established in the Proposal page 2)

Work Journal Planning & Research – Comparing Websites Once the proposal had been agreed upon with the client, I started looking in to and comparing other websites that were providing the same as what the client had asked for. I prepared a comparison table so I could look at the sites in more detail; I made my comparison table technical as well as commenting on the design of every site. I made the comparison table so I could look at the good and bad aspects from each site, and bring these together to make the Tywyn Town Council website. When I was looking in to the websites I didn’t just look at the layout and the design, I looked at what code it was written in, their Alexa Ranking, and the number of backlinks. The Alexa Traffic Rank will show how popular the site is compared to others, including Reach, Page views and more. It also can show you the kind of audience that a site is attracting. Unfortunately the three sites I compared have no Alexa Ranking – this is mainly due to the people who view these websites not having the Alexa Ranking tool bar installed on their browser. I then looked at the backlinks to see how many sites linked through to the sites I was comparing, to see how many would be likely to generate an audience for the sites in question. Out of the three sites it was the Aberystwyth site that had the most backlinks, this is understandable as it a larger place and is more likely to have more information on it than such smaller towns in the surrounding area. I looked at the layout of the websites, their colour schemes and chosen images. comparing all three I personally felt that discoverdolgellau.com was a more modern looking and looked a lot more professional, and along the lines of what the client is looking for, however the content was a lot less relevant compared to the other two websites, as the
After
Dolgellau website is mainly a tourist Figure 2: www.discoverdolgellau.com Homepage information site, and the town council information is well hidden in numerous page clicks. The layout is a very clean looking one, and makes it easier to find information as a tourist, but looking for information on the town council, unless I typed in to www.google.co.uk what it was I was actually looking for, I couldn’t locate on the site, so having noticed this I want to make sure that the clients website is easy to navigate, and the information is very easy to find especially as the audience who will be using the website, will not have time or want to spend a lot of time looking for information. I then went on to look at the content on all three of websites to see
Kathryn Slaney
Tywyn Town Council January 1, 2013 what was available on each. Although all the websites aim to deliver the same information to its user, the way they do this is very different. As the Aberystwyth website covers a larger area its content is more detailed and there is more available. The Dolgellau and Barmouth websites cover small towns so just have the information and content relevant to these towns – as Tywyn is a small town it will only need content that is relevant to the town its self and the smaller villages around it and possibly links to larger pages, and the Gwynedd Council website.
Figure 3: www.abersystwyth.gov.uk - Policies & Procedures
The Aberystwyth website has a lot of information on it, however it isn’t as well laid out as what it could be, there is a basic table layout with the name of the policy with the date it was released/created with the option to click it and open it in to a PDF. I feel that having this set up doesn’t make the site look as professional or as clean cut as it should for such a large place, I feel it makes the website look amateur. I do like how the website is very easy to navigate and all the links work as they are supposed to and everything is easily found, and it is also very obvious on how to switch to the welsh version of the site, as the welsh flag is in plain view at all times.
Kathryn Slaney
Tywyn Town Council January 1, 2013
Figure 4: www.barmouthtowncouncil.gov.uk - Services
There is a very similar layout to the Barmouth website when I compare the Aberystwyth website and the Barmouth one, the also both have similar gateways to enter the website, so it looks like the designer for the Barmouth website took their inspiration from this site and similar sites. Small differences between the sites are items such as the navigation bar, images and the colour scheme. On to the final website I looked at, the Barmouth Town Council one, as I mentioned previously it is very similar to the Aberystwyth website in regards to its entry on to the site, the layout of several of the pages. Looking at the navigation bar, on the Barmouth website it is horizontal and as you hover over the text, it highlights yellow, personally I didn’t like the navigation bar not being tabbed, and having the yellow hover didn’t really suit the colour scheme of the website itself. However I do think that the sliding gallery that you get on every page is a very nice idea, although there aren’t many pictures to look at. I also noticed while scrolling through the website that the font changes, looking back at the usability standards for it to be accessible for all audiences a particular type of font should be used at a particular size, and I noticed that there were 3 different kinds of fonts, and at different sizes. Looking at the content on all three websites especially the Aberystwyth and Barmouth sites, when looking at the councillor’s information – I felt that there was too much information available, personal addresses and personal numbers. As it is the client’s choice as to what is available to be viewed on the website I will discuss with them the issues concerning having too much personal information available online for the public to see. Overall all of the websites have different good points and different bad points; the next step is to compile a list of all the good points from all three websites, to discuss with the client so we can design a modern website that meets all the needs of the client and the websites users.

Meeting the Client Once the comparison of the websites was completed, after several emails had been exchanged, a meeting was arranged with one of the council members, where we would discuss the proposal the website in detail, I prepared an agenda to make sure that I covered everything that was needed about the website and what the client requires, as this needs to be established before I can progress forward with the website.
Figure 6: Mock Up Homepage - Horizontal Menu
Before the meeting I prepared some basic storyboards for the client to see and for us to discuss in more detail during the meetings. The storyboards were designed to show the layout options for the navigation bar (menu) and possible page layouts. The page layout is based on a news page, giving the user the option to look at four pictures, have small amount of text and the option to carry the user on to a different page to continue reading the story, and with the option for administration to log in at the bottom of the page, and the option to change languages at the top right corner.
Figure 5: Mock Up Homepage - Vertical Menu
Kathryn Slaney
Tywyn Town Council January 1, 2013 I designed two basic screens for the client to see, with the same options on both but just different menu bar layouts. I met with my client from the town council at the college on the 16th of November 2012. In the meeting I introduced myself and explained the course, my project and then we went on to discuss the website and the client’s needs. During the meeting, I established exactly what it was that the client required, and how they would like me to go about meeting their requirements, these are documented in more detail in the Meeting Minutes. Majority of the correspondence between myself and the client was over email, as it was a more convenient way to keep updated on the project and the development due to the client working their day job, and going back to report progress to the town council members at the meetings.
The Meetings Date 16/11/2012
Subject First initial meeting with client to discuss requirements of the website and possible content for the website.

Research Domain Names After the first meeting with the client I set out to look at suitable domain names and hosting for the website, as the client had originally not considered this. During the meeting the client wasn’t sure whether Gwynedd Council had policies about town council’s setting up websites. I looked to see if there were any policies in place that would stop Tywyn Town Council having a website, I did telephone the main office in Caernarfon but they did not seem aware of any policies, however they did say they would find out and return my call on a few occasions but never did. I continued to research in to the cost of a server and domain name. The client did not specify what kind of domain name they would like so I took it upon myself to focus on 3, these are the 3 that I have chosen, reason being there is an English version of the name, a Welsh one and a mixture of them both:
www.tywyncouncil.co.uk www.cyngortywyn.co.uk www.cyngortywyncouncil.co.uk
Firstly I looked at the cost of just the domain name itself before I looked at hosting and complete packages. At this stage I had looked at several domain sites and choose 6 to look at for the names and pricing. I only focused on looking for available domain names with .co.uk on the end as I wasn’t sure on the criteria for a .gov.uk address and wanted to discuss with the client whether they would like me to look in to this option.
Research of .gov.uk The .gov.uk domain name is subject to strict eligibility rules that are set by the UKERNA (United Kingdom Education and Research Networking Association). To be eligible for this domain name there is a criterion that the Cabinet Office (eGovernment Unit) has set. It is limited to:
local and regional government bodies (including properly constituted town, parish and community councils) UK government and devolved administration departments and agencies Executive and advisory non-departmental public bodies and appropriate projects
The .gov.uk domain name is not to be to promote material, printed material or other media until it has correctly been applied for and approved by the Domain Naming and Approvals Committee. To apply for a .gov.uk domain name, an application form has to be filled in, and submitted; I found an application form on www.hcidata.co.uk/register-dot-gov-dot-uk.htm this will cost around £109 for 2 years (as of 1st of February 2013). As it will be used for an individual Town Council, it says that unless the full ‘towncouncil’ is use then a suffix is required with the hyphen ‘-tc’, in the client’s case they have the option:
www.tywyntowncouncil.gov.uk www.tywyn-tc.gov.uk
Kathryn Slaney
Tywyn Town Council January 1, 2013 As the domain names are issued on a first come, first served basis by the Committee upon the approval of the application form, I looked online to see if any of the domain names I had mentioned previously with the .gov.uk had already been taken and as it is at the moment (January 2013) they are currently still available, and as I am making a user manual for my client, I will include information about the domain names and available hosting options.
Hosting and Complete Packages Having looked at domain names and individual costing, it was appropriate that I looked at hosting costs and what each package consists of. First of all I looked at what the client would need in the terms of hosting:
Access to a MySQL database to store documents and content on the site. Sufficient storage space as there will be up to a year’s worth of documents needing to be stored on the database, so it can be accessed by the public. Possibly an email account linked to the website although the client already has an email address. Relatively large monthly bandwidth allocation Ability to upload PHP pages
Once I knew what it was that the client was looking for, I then started to look at different hosting packages and prices, as there is a variety of different companies offering the same or similar packages; I selected a handful of websites that I felt would provide the right package for my client.

Creating the Website After the meeting with the client, with everything agreed upon I started to create the website. I first looked at suitable backgrounds, as the colour scheme was chosen as Green; I wanted to give the website a fresh look, but still professional with the layout chosen by the client. Initially I started looking at green backgrounds; I had already chosen the type of navigation bar that would be used based on the requirements given by the client. I designed the background and once put all together I felt that it was just too much, and didn’t provide the website with a professional look that I had hoped to achieve. Figure 7: Version 1 of Tywyn Website
I looked at free backgrounds online to see what options would be suitable enough to provide my website with the professional look I want to achieve after looking on various websites, I found a dark grey background with black spots that would give the white content box the slick and clean look of a more modern website. It was decided early on in the meetings with the client that the navigation bar would be horizontal and green, we discussed what the navigation bar would contain, and we decided it would have:
Home – takes the user directly back to the homepage at any point during using the website. Town History – this page will continue some brief history of the town itself. Meet the Councillors – this page will contain a list of the councillors, their duties and contact email address. Council Minutes – this page will store about a year’s worth of agendas and minutes of meetings that the town council has/will have. Policies & Procedures – this will be similar to the Council Minutes, but it will hold PDF documents of application forms/ information that is relevant to the town, that is dealt with by the town council itself, with the option to view, download of save. Ynysmaengwyn Trust – history about the Ynysmaengwyn building and gardens which are under the control of the town council. Events – Local Events in the area, dates and times. Local Clubs & Services – external links to other information and clubs, services that are offered in and around the area. Contact Us – an online form to contact the council, a number to contact the office, and an integrated Google map.
Kathryn Slaney
Tywyn Town Council January 1, 2013 The Homepage
The homepage is set out like a newspaper with a small article and picture, with the ability to have 4 of the latest stories in the area on this page; there is also an events box to the right of majority of the pages this displays up and coming events in the area for the next 5 months. All the pages have the same header which consists of the town council crest, a bilingual title and a picture of daffodils, there is also the option to change the website to welsh on the navigation bar. The client wanted this layout as they felt it would be the best way to layout information and news about the town and surrounding areas, with a summary of events coming up. The client specified that they only wanted the homepage to have 4 boxes of text, as they didn’t want to overcrowd the page or cause the users to have to scroll down a lot. This page is exactly the same layout as the welsh homepage, with the same information and pictures.
Kathryn Slaney
Tywyn Town Council January 1, 2013 When this page is in the edit mode there is the option for the Admin to have a picture or not, and the option for the length of text is also changeable. To make the edit page easier once Administration has logged in and clicked on the ‘Edit Homepage’ button there are edit buttons above each block of text, in order to edit that section the user then clicks the ‘Edit Text Block’ a pop up page then appears with the ability to edit both the Welsh and English in the same area, and to select a suitable picture once the administration has done this and selected update all, both the English and Welsh pages will be updated with the picture and relevant text.

Tywyn Town Council January 1, 2013 Town History
The client said they would like a page with a brief history of Tywyn as there wasn’t much available online and having looked at the other town council websites in the area, all of them have a little bit about the town itself on there. The client couldn’t provide the information at the time of creating the page so I found some information online on a historical website and a tourist information site, the information was limited. This page is editable in the same way as the homepage, is, although this page will probably only need updating when the client puts their information on to the website for the first, as history can’t exactly be changed, although they may want to change at some point what kind of history about the town is displayed.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Town Councillors
As I was unable to get information from the client about the councillors and couldn’t find the information online, so for testing purposes I invented some names for the table for demonstration purposes. The clients decided as a group that it would be more appropriate to only have the names, roles and contact email addresses available to the public, as on some of the other town council websites, there are personal home telephone numbers and addresses. The edit page for this page, is a single pop out page, with an editable table on it, which will be able to edit existing council members details and add more, or if needed to delete the record. All this information will be stored in the MySQL database.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Council Minutes
This page is where the Councils agendas and minutes will be kept. The client and I decided that it would be practical for the page to store a year’s worth of agendas and minutes and if the public required older ones then they could contact the clerk and request this. These documents will be stored on the server in PDF/Word format, and will be downloadable, printable and also viewable online. This page is editable in a similar way to the Councillors page; however there will be an upload link so the admin can upload the document on to the server.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Policies & Procedures
This page is where the policies and procedures for this year will be kept. The client and I decided that there would only be documents that were applied to the town and surrounding area that the town council had knowledge on, in order for the council to be able to help the public with queries on the documents if they had any This page is editable in a similar way to the Council Minutes page; there will be an upload link so the admin can upload the document on to the server. When a link is clicked a PDF page opens: (The document shown was used for testing purposes only and to demonstrate what would be shown if the links are clicked)

Tywyn Town Council January 1, 2013 Ynysmaengwyn Trust
The client said they would like a page with a brief history of the Ynysmaengwyn Trust as there wasn’t much available online. The client didn’t provide the information at the time of creating the page so for testing purposes; I found some information online and used it to demonstrate what the page could look like. This page is editable in the same way as the town history, is, although this page will probably only need updating when the client puts their information on to the website themselves.

Tywyn Town Council January 1, 2013 Events
When this page was first created there was going to be an interactive calendar, and to keep costs low the client suggested that we looked at free calendars to integrate in to the site. The client wanted the website as simple as possible and I found with integrated calendars that in order to update the calendar the client would have to log in to the external site input the details and it would then update the calendar on the website. As the client wanted it simple, I felt that having to go to a different website and then back to the Tywyn Town Council website, would be tedious so I felt that a simple easy to update table would be better and clearer to read. This page is editable like the Councillors page; both Welsh and English are entered in to the same table, as much detail or as little detail as the client wants can be entered in to each event, however this will make the page scroll down more.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Local Clubs & Services
During our meeting the client said that they would like a page with external links to relevant pages in the area, such as local clubs and services. As the client hasn’t given me any content for this page, I just found some local attractions in the area that could be used as an example for testing purposes. To edit this page, the admin would need to take the same procedure as they would to edit the homepage, and on the pop out screen there is a description box and link box, for the user to input the information, once its saved the information will update the table on the local clubs and services page.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Contact Us
The Contact Us page has an integrated Google map that I did but putting in the location of the town council office, and embedding the html code in to my website. Although the town council have their contact email address, I have integrated a PHP contact form on the page, that requires the user to fill in all the boxes, and this email will be sent to the town council, although at present it currently goes to the Spam folder, I am working on changing this. I have input a profanity filter on to the contact form, so any emails with particular words will not get sent to the client, this also prevents spam being sent.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Administration Login
In order to access the administration side of the website, there is the option at any time at the bottom of the white content box to login in, at the moment for testing purposes it is set with a simple username and password. The username/password is changeable in the MySQL database, and the client will be able to do this when they have the completed website. Once the login button has been clicked, the user is then taken to the login page.
Once here the user will have to input their username and password, it was suggested to the client that it would be an idea to have two users with different logins so that if one left, or was unable to update the website then there would be another person available to do this. If the username and password are correct they will be able to enter the administration page, if they are wrong, they are taken to another page that states that the password or username is wrong.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Once in to the adminstration page the user gets the option to edit all the pages, with similar edit boxes to the one seen on the homepage. The page is bilingual in order to make it easier for the client to update the relevant pages all in one place instead of having to go to the Welsh and English versions of each page.
Kathryn Slaney
Tywyn Town Council January 1, 2013 Welsh and English As the client is a local Town Council the ability to have the website changing from Welsh to English and vice versa is vital, and in order to achieve this I have made a button on the navigation bar. If the user clicks the Welsh Flag at any time they will be taken to the welsh version of the website, and the same with the British flag, however when the user first accesses the site it is English, the information contained on both the Welsh and English versions of the website are exactly the same just translated. I have made the Meeting Minutes, Meet the Councillors, Local Clubs & Services and Policies & Procedures pages bilingual as the information on these can’t be changed and will be readily available in both languages, I thought it would save the Administration time, by just putting the information on once in one place, instead of in two different places. Programming the CMS and MySQL When it came to choosing the Content Management System, I was originally going to look for open source software, because the client mentioned that they would like to keep all the costs at a minimum. I looked at possible options before deciding to program the CMS myself using PHP.
Drupal - Drupal is a free software package that allows you to easily organize, manage and publish your content, with an endless variety of customization.
Concrete5 - an editing toolbar gives you all the controls you need to update your website. No intimidating manuals, no complicated administration interfaces - just point and click.
Joomla – enables you to build Web sites and powerful online applications. Many aspects, including its ease-of-use and extensibility, have made Joomla the most popular Web site software available. Best of all, Joomla is an open source solution that is freely available to everyone.
Having looked at the open source content management systems available online, I then decided that it would be better to program the CMS myself, as this would be more personal towards the client’s needs. I also looked at adding WYSIWYG editors (an acronym for "what you see is what you get"). WYSIWYG implies a user interface that allows the user to view something very similar to the end result while the document is being created. PHP (recursive acronym for PHP: Hypertext Pre-processor) is a widely-used open source generalpurpose scripting language that is especially well-matched for web development and can be embedded into HTML. I hadn’t used PHP before, and found that it was extremely simple and offers many advanced features for more professional programming. With PHP, you can connect to manipulate databases.
Kathryn Slaney
Tywyn Town Council January 1, 2013 MySQL is the most popular database system used with PHP. MySQL is a database system used on the web, it runs on a server. MySQL is ideal for both small and large applications and is very fast, reliable and easy to use. The data in MySQL is stored in tables; a table is a collection of related data that consists of columns and rows. Databases are very useful when storing information categorically. The tables used in my MySQL are related to the page names, the tables contain all the content that is on the website, and can be changed using the editable pages, which are coded with PHP in order to update the database with the new content:

Tywyn Town Council January 1, 2013
Powerful Site Manager and transfer queue Bookmarks Drag & drop support Configurable transfer speed limits Filename filters Directory comparison Network configuration wizard Remote file editing Keep-alive HTTP/1.1, SOCKS5 and FTP-Proxy support Logging to file Synchronized directory browsing Remote file search (Found on www.filezilla-project.org/client_features.php, March 2013)
To upload my website on to the testing server I used filezilla, because it is an open source program and is easy accessible. In order for me to do this I had to input the host address, the username allocated to me and the password, once I had access to the server I then transferred all the PHP pages, CSS pages, images and documents that will be available online, I did consider putting these in to folders but as there wasn’t many I thought I would leave it as it would make it easier to locate them instead of having to find the files pathname etc.

Conclusion Overall I feel the project went well, Tywyn Town Council had asked me to create a website that was:
Simple for the public to use Simple for the client to update and maintain A website that has the ability to store agendas/minutes and council news etc. A website that is also mobile compatible Bilingual throughout
I believe I have achieved majority of their requirements, apart from the mobile compatible requirement as I discussed with the client that it would be a costly process to get this done properly, however, the website is still viewable on all current smart phones, as I demonstrated this to them on my IPhone 5 – they then decided that this was not a priority. The Client At the beginning of the project, I was getting full cooperation from the client, and exchanging emails on a regular basis, however this soon ended as the client began to lose interest, mainly due to their own commitments in their own lives, but this meant it was harder for me to get information from them. I do believe that if the client had been fully involved that the website would be at a better standard than what it is currently at, because I had to do a lot of the finding content and layout myself and hoped that I was still within the original brief set by the client. Although the client was not completely involved towards the end, I shouldn’t have left the workload as much as I did, as I felt I couldn’t continue with the project without their input, I know now that to stick to a strict schedule I have to carry on, with or with out the client. Personal Outcomes I have learnt a lot from this project, mainly about new programming language PHP, MySQL and how to integrate them in to the development of my website but also about time management and how crucial this is to have a successful project at the end. I also am now aware that I need to research more about the new techniques I have learnt so I can develop on them for future projects. My professional skills have also developed as I had to meet with my client and exchange emails, overall I feel this has been a major learning experience and stepping stone towards my future career choice. If I could do this differently I would make sure that I didn’t leave the programming of the CMS until the last few weeks, as it was a lot more stressful and it took majority of the time, however in the future I may consider using CMS that is open source rather than progrmming it, it was definitely a learning curve.

Tywyn Town Council January 1, 2013
Hello Kate, I have been in touch with Graham Hall about the possibility of an IT project to involve setting up a website for the Town Council, at Tywyn, Meirionydd. Graham has seen I think a draft site I set up some years ago, but it may be better to start afresh with your ideas. I am sure you are more familiar with what technology can do now compared to 8 years ago ; or at least you should be by the end of the course! I can write in HTML, but my coding is rather outdated. I also use Wordperfect to design pages, then it's translation facility to convert it to .html. This does not always work perfectly, but it's a good short-cut. I think Word can do something similar, but I don't like Word. I use it at work, but not at home. There are other wordprocessing and translation programs of course. I myself have been a Councillor at Tywyn for just over 8 years now. I spoke to the Clerc (Elwyn Evans) yesterday, and we agreed it would be reasonable to let you create a website as a draft, and then seek Councillors' approval before it goes 'live'. I am sure the Mayor will agree. If all agree then, the project will be to create a suitable website, find a suitable server to 'park' it, and handover to the Clerc how to update it. This will probably involve liaising with Council, Councillors, Council employees, server service provider, and discussing and choosing suitable format, policies on document and personal information publication, and presentation to Council at least once on the project. We cannot guarantee that Council will adopt it at the end of the day, however good it is, but I think they should see it as necessary for progress it the modern world. What I can guarantee is that there will be some explaining to do to the less computer-literate Councillors, and maybe some difficult questions to answer. We need something simple to look after, and also simple for people to use. If it can be suitable for download not only to PCs, but also to other mobile devices, this might be useful. It will need to consider how easy it is to update. There may be legislation we have to follow. I can obtain advice from legal department at Gwynedd County Council and One Voice Wales, the association of local councils, where this is needed. You will need to look at a variety of other Council's websites, and choose the best bits of all. My background is as a GP at Machynlleth, where I set up the Practice' Intranet site, although the public website was designed and controlled by the server provider's programmer. I have set up a personal website at Geocities.com in 19995/6, and a Moonfruit website for Tywyn Model Rail Club about 2 years ago. I have never used facebook, twitter, etc, and my mobile phone does not receive texts or messages, but is now less than 5cm thick (the previous one wasn't). I am currently working Wednesday to Fridays at Machynlleth Health Centre, and have Mondays and Tuesdays when I can by arrangement be free or travel up to Coleg Dolgellau. Council meetings are on the second Wednesday of each month except August, and Elwyn works usually Monday to Thursdays 10 am to 3pm at the Council offices in Tywyn. 01654 712411. You can usually find me at home evenings after seven on 01654 712739, or mobile 07990 522353. The weekends I may be hard to find Saturdays as I am usually sailing at Bala. Sunday often have the phone on at times even if I am out. Mondays/Tuesdays I usually carry mobile, but often out of range as coverage down here is interrupted by the hills, although I will not be home much at all until term starts about 4th September. I have had a variety of short teaching/supervising appointments over the years, so I don't mind if you ask questions! We look forward to working with you. Best wishes, David Church Councillor, Tywyn, Meirionydd. :-)
Kathryn Slaney
Tywyn Town Council January 1, 2013 Hi David I was wondering if it would be possible to set up a meeting, when you are next available in order to discuss the website requirements in a bit more detail. I am normally available in the college on a Tuesday afternoon, but if this isn't convenient for you, I could travel to Tywyn on one of the days you are available. Thanks
I can come up to college Tuesday afternoon 23rd october. I believe it's the college site in Dolgellau on the north side of the bypass? However, I have never been inside the college or even onto the site, so will need some directions. Would this be okay? Otherwise, you are welcome at our house in Tywyn, or we could meet up at the Council Office, and you can also meet Elwyn the Clerk. Council Office is on Tywyn High Street, between Baptist Church and Leisure Centre/Swimming Pool. Opposite the Post Office. and NOT in the 'Institute'. David :-) Hi Kate, sorry I had a diary accident. Turned 2 pages at once. I can come up to Dolgellau tuesday 23rd October, OR I can come to Dolgellau Tuesday afternoon 16th Octbober if that's better. likewise, me and the Clerk are available Tuesday 16th in Tywyn if you want to come here. David Church
Hi I'm sorry for not getting in touch sooner, we've all been unwell so I haven't checked my emails. Is it still possible for you to come to Dolgellau on Tuesday? Thanks
Kathryn Slaney
Tywyn Town Council January 1, 2013
Sorry to hear you were poorly. Hope all well again, if not, I'll bring the Doctor with me! Tuesday 23rd is fine. If you can let me know best time and where to meet.
I have also been rooting in the attic for something, and we have some old equipment in working order if it is of use to anyone: 1 - SCSI scanner, HP Scanjet ADF, with SCSI port and OLD (square) USB port (not the flat one), but no software. 2 - Paper roll printer, Panasonic KX-P2023, with spare new ink ribbon, 24-pin head, and 36 pin flat printer socket (no USB at all). It uses rolls or flat-folded pads of continuous paper with punched borders, but used to be able to print single pages by hand too - I haven't tried it, but was working when we put it away. No paper or software for this either. If either are useful to anyone at the computing department, (or the electronics spares department!) let them know they can have them for free.
David Church :-)
Hi I'm available after 1pm on Tuesday, and if you can come to the college campus I will meet you at the reception. Thanks
OK, will be there about 1ish. Lots of road-works, hopefully no hold ups. David Church

Minutes First Official Meeting Minutes November 16, 2012 The meeting was called to order by Kathryn Slaney at 1pm In attendance David Church Kathryn Slaney Approval of Minutes None Budget Still to be arranged New Business Introduction It was discussed that what the Work Based Project, what Kathryn Slaney would gain from doing the project and also what the client (Tywyn Town Council) would gain. Purpose of the Website It was decided that the website would be used for the council, with a page of links to external sites for the tourist information for Tywyn Layouts for the website/colours and menu options Storyboards were brought to the meeting by Kathryn Slaney to show David Church in order to discuss the layout and colour options. Kathryn Slaney prepared storyboards with both a vertical and horizontal menu showing David Church the advantages and disadvantages of both options. It was discussed that greens would be a good colour pallet to use, as the countryside around Tywyn and Wales itself. The layout for majority of pages would be in a 4 block basis, with optional picture next to each block of text, with an events column on each page to see the latest up and coming events. The rest was left to Kathryn Slaney to decide upon, but stick to the brief provided by the client.
Kathryn Slaney
Tywyn Town Council January 1, 2013
Content of the website The content of the website would be council related content, but it wasn’t discussed in depth at this point, as David Church would approach the council members at a later date with regards to what information they would like on the site, and what personal information about the councillors should be available on the website. The content of the website needs to be all council related, with links to external sites such as Gwynedd Council and local clubs. It was also brought to attention that an area available to access and download PDF’s would be required for the download/printing of meeting minutes and application forms for the public. Content management, and MySQL database David Church enquired as to how the Council would keep the website updated once Kathryn Slaney had completed it. Kathryn Slaney then went on to explain that there would be a content management and MySQL database linked to the website in order to store information and update the website. David Church brought to light that this feature would need to be simple to use as it would be the Clerk of the town council responsible for the upkeep of the website once it was complete and that it would also require a secure login feature, Kathryn Suggested that a simple wizzywig editor was integrated preferably open source, or there was the option of having one created specifically for the website, that would require programming in PHP. David Church was more than happy to go with either suggestion, and left this decision to Kathryn to make. Other Issues During the meeting it was mentioned about domain names and hosting, David Church pointed out that the council had not considered this and would like if Kathryn Slaney could research this, and also look at possible policies that Gwynedd Council had in place for making town council websites.
Next Meeting December 18, 2012 Adjourned at 2.30pm by Kathryn Slaney.
