Now give us the skills to influence history. Faculty/Staff/Administration: Lord, give them all the courage to acknowledge our inadequacies and to rely on You for strength to act justly. Graduates: Give us wisdom to understand and to act, to use our diverse talents faithfully—not for personal advancement but for ministering to our fractured homes and communities. The Adrian T. Westney Award for Excellence in Community Service Dr. Adrian T. Westney (1927-2009), an exemplary pastor and educator, was a 1962 graduate of Washington Adventist University and is listed in an online article as one of its outstanding graduates. Born on the island of Jamaica and receiving his initial education there, Dr. Westney worked on two continents (North and South America), various islands of the Caribbean Sea (including Jamaica, Trinidad & Tobago, and Barbados), and several states in the United States of America. He served the Church at various levels, including district pastor, teacher, dean of men, academy principal, local conference departmental director, and union conference departmental director. He had a long and distinguished career in ministry exemplified by service in and dedication to education, educational administration, religious liberty, pastoral care, and broadcasting. Dr. Westney was a mentor to many, a confidant to more than a few, an inspiration to thousands, a leader of leaders, a guide and nurturer of many troubled souls, and a beloved chaplain to many veterans and sick or needy persons. A visionary leader, he performed selfless service and saw innovation through the founding of churches, schools, homes for the aged, and innovative programs. He brought the phrase “religious liberty” into the homes and vocabulary of thousands of people in the Washington, D.C., area through his weekly WGTS 91.9 radio program “Talking About Freedom.” He was truly a diplomatic trailblazer who gave yeoman’s service to God, society, and “the least of these.” A quote from his biographical tribute reads: “The life of Adrian Westney can be characterized as untiring service to mankind. In addition to his official work, Adrian gave of his time and talents, and established needed support systems for his church and community. . .” The Adrian T. Westney Award for Excellence in Community Service is a reminder of what Dr. Westney stood for—unparalleled dedication, unmatched performance, inspirational service that goes “above and beyond”. Each of the recipients, in his or her own way, demonstrates the essence of what Dr. Westney saw as the special and challenging responsibility of comprehensive and empathic service.

Speaker Biographies JENNIE C. HUNTER-CEVERA, PH.D. Acting Secretary, Maryland Higher Education Commission (MHEC) Jennie Hunter-Cevera, Ph.D., Acting Secretary of the Maryland Higher Education Commission (MHEC), was appointed by Governor Larry C. Hogan on January 21, 2015. As chief executive of Maryland’s postsecondary education coordinating agency, Dr. Hunter-Cevera advises the Governor, MHEC Commission, and legislators on policies, initiatives, and issues pertaining to higher education. She provides policy leadership for 55 colleges and universities, eight regional higher education centers, and 143 private career schools within the state; oversees the agency budget, including the State’s Financial Aid and Grants programs; and oversees the approval process of new academic programs. Other responsibilities include deciding on institutions seeking to operate in Maryland, overseeing the implementation of the State Plan for Postsecondary Education, and providing leadership to the Commission staff. Acting Secretary Hunter-Cevera works collaboratively with advisory councils, established by law to study and make recommendations to the MHEC Commission. Councils include the Financial Assistance Advisory Council, comprised of statewide financial aid directors; the Segmental Advisory Council, which includes leaders of the University System of Maryland; community colleges; independent institutions including Morgan State University, St. Mary’s College of Maryland, and private career schools; the Faculty Advisory Council, comprised of faculty representatives from various institutions; and the Student Advisory Council, comprised of a representative from each degree-granting institution in Maryland. These groups help to formulate Maryland’s education policies in partnership with the Acting Secretary and the MHEC Commission. Prior to her appointment, Dr. Jennie Hunter-Cevera was the founder of Hunter and Associates, a consulting firm focusing on finding integrative solutions to complex problems in the life sciences arena that include sustainability issues. Her 22 years of experience in the pharmaceutical and biotechnology industries include work with E. R. Squibb and Sons, Cetus Corporation, GeoBiotics, and Universal Foods. She founded both The Biotic Network and Blue Sky Laboratory and spent five years as the head of the Center for Environmental Biotechnology at the E.O. Lawrence Berkeley National Laboratory. In addition, she served for ten years as the president of the University of Maryland Biotechnology Institute. From 2009-2012, she was the Executive Vice President of Discovery and Analytical Sciences, Government Relations, Public Relations and Corporate Development at RTI International, a non-profit government contract research institution. Jennie C. Hunter-Cevera, Ph.D. (continued) Dr. Hunter-Cevera holds 15 patents in the area of natural products. She is the author of many scientific papers and has presented many keynote lectures and served as both moderator and panelist on various aspects of biotechnology both in the national and international arenas. She has also served as president of the Society for Industrial Microbiology (SIM), the International Marine Biotechnology Association, and the United States Federation of Culture Collections. Most recently, she was Chair of the National Research Council’s committee on large-scale production of biofuels from algae. She has chaired two other NRC committees and served as Senior Editor of the Journal of Industrial Microbiology and Biotechnology for ten years. She currently is on the editorial board of Industrial Biotechnology and was the guest editor for the October 2014 issue. Dr. Hunter-Cevera served on the Maryland Industrial Partnerships Advisory Board, MDBio’s Board of Directors, MDBio Foundation, and BioIT Coalition. In addition, she sat on the Executive Committee of Governor Erhlich’s transition team and his committee on science, technology, engineering, and math. She was the technology representative for Governor Glendening to the Southern Governor’s Association and served and chaired the Maryland Technology Economic Development Corporation Board of Directors. She currently is the Chair of the Board of Directors for the Center for Policy on Emerging Technologies. She is the recipient of several awards and honors, including Maryland’s Top 50 Influential People and Top 100 Women. She received the Porter Award from the American Society for Microbiology (ASM) for distinguished research in microbial systematics and taxonomy. She was also elected as a SIM fellow, a member of the ASM Academy of Microbiology, and an American Association for the Advancement of Science fellow. Dr. Hunter-Cevera completed a Bachelor’s in Biology and a Master’s in Microbial Ecology from West Virginia University. Having received her Doctorate in Microbial Physiology and Biochemistry from Rutgers University, she was named a WVU Distinguished Alumni, Nath Lecturer, and presented with an Honorary Doctorate Degree from the Eberly College of Arts and Sciences in May 2012.

Speaker Biographies PASTOR PAUL GRAHAM Pastor Paul Graham is a native of Brooklyn, New York, where he was raised by God-fearing parents. He attended Oakwood College, where he graduated with a B.A. in Theology, and subsequently attended Andrews University, where he received his Master’s in Divinity. After Divinity School he spent 13 years doing ministry in the New York area, where he has been engaged in youth and young adult ministries. He presents each message with the intention of motivating his listeners to prepare themselves for the soon coming of Christ and to work in His vineyard. In 2002, Full Circle Ministries was developed to empower youth and young adults to participate in evangelism and wholesome activities, reaching both churched and unchurched people. This ministry has reached across the country and abroad with God’s leading. Ordained to the gospel ministry, he has worked as a pastor for five congregations in the Northeastern Conference of Seventh-day Adventists, serving there as youth pastor and as a counselor and chaplain to the schools assigned to the Youth Advisory Committee. He has also served on the ministerial board. Pastor Graham loves teaching the Word of God and helping as many as possible gain a better understanding of the Gospel and stronger walk with the Master. Through much prayer, he accepted the call to Potomac Conference at The Bowie Project, which is now Restoration Praise Center. Pastor Graham enjoys teaching as an adjunct in Religion at Washington Adventist University. He believes he can do all things through Christ. He is married to Windy Spence-Graham and has two beautiful children, Zenovia and Spencer, who take up all of his spare time.

Speaker Biographies PASTOR BRENDA LANGFORD-BILLINGY Senior Pastor of the Metropolitan Seventh-day Adventist Church It was on the tropical twin-island paradise of Trinidad & Tobago, where a soft breeze caresses the air, that Pastor Brenda LangfordBillingy began her journey, each step being ordered by God. It was there she met, and later married, her lifetime partner of 38 years, Edsel Billingy, son of Pastor T. T. Billingy. God blessed this union with two talented children, Rhonda, a graduate of Columbia University, and Shana, a graduate of the University of Baltimore Law School. Pastor Billingy’s educational pursuits earned her two Bachelor of Arts degrees - one in Religion and another in Psychology from Columbia Union College. She is also a graduate of Howard University, with a Master of Arts degree in Education and Counseling. With a love for God and obedience to his leading, Pastor Billingy developed a passion for creative writing and public speaking that afforded her countless opportunities to minister to audiences throughout the United States, Canada, Australia, New Zealand, Africa, and the Caribbean. Through these means, God prepared and equipped her for His call into fulltime pastoral ministry. In September 2000 Pastor Billingy became the Associate Pastor of the Metropolitan Seventhday Adventist Church in Hyattsville, Maryland. In 2004, she was commissioned by the Allegheny East Conference and assigned to serve the Bladensburg Seventh-day Adventist church in Bladensburg, Maryland as its Pastor. In 2008 she was installed as the Senior Pastor of the Metropolitan Seventh-day Adventist Church in Hyattsville. In 2013 she was given an additional assignment to serve as the Associate Ministerial Director for the North American Division of Seventh-day Adventists, recruiting and mentoring women into pastoral ministry. Pastor Billingy gives God all the glory for what He has done in her life, and she would like to be known as “a humble vessel willing to be used by God.”

Academic Regalia The black caps and gowns worn by the students, faculty, and staff in the academic procession have been the traditional costume of scholars since medieval times. In the United States, it is more commonly referred to as academic regalia. Most colleges and universities in the United States have adopted the uniform code for costumes drafted by an intercollegiate commission in 1893 and later formally adopted by the American Council on Education in 1959. Each of the three academic degrees—bachelor, master, and doctoral—has its own distinctive gown and hood. The bachelor’s gown is distinguished by its long, pointed sleeve. The master’s gown has a longer, narrower closed sleeve extending below the knee; the arm fits through a slit at the elbow. The doctor’s gown has a full, bell-shaped sleeve trimmed with three bars of velvet. The velvet trim on the gown can be black or a color indicating the wearer’s general field of learning—for example, green for medicine or purple for law. The doctor’s hood is the largest, and the bachelor’s hood is the smallest. Silk lining of various colors in the center of the hood indicates the college or university that conferred the degree. Consistent for all degrees is the cap, or mortar board, which has a tassel of black or another color indicating the field of learning. The tassel of the doctor’s cap can be gold. Some institutions of higher learning include cords or stoles as a component of the academic costume to represent certain achievements and honors.
