Published by The Lake County Child Care Planning Council, an agency of the Lake County Office of Education. This guide is intended as a quick reference for families. It does not seek to promote or endorse the organizations or services mentioned.

Finding the best child care for your family, is one of the most important decisions you will make for your child. What are some elements of a high quality program? What should you look for?
High Quality RESEARCH Research reveals that children who attend high quality early childhood programs are happier, more confident and successful the rest of their lives. These children enter kindergarten more focused, more comfortable in a school setting, and ready to learn. It is often easier for them to form friendships, cooperate, resolve conflict and express themselves clearly and more effectively. In addition, they are more likely to graduate from high school, earn higher salaries and avoid juvenile delinquency.
STAFFING Are there enough adults for the number of children?
ENVIRONMENT Is the environment orderly and organized into interesting activity areas? Are there enough developmentally appropriate materials and equipment available throughout the day (both indoors and outdoors)? Do the children seem involved in constructive activities? Do the children have opportunities to choose their own activities, play, introduce new concepts and experiences?
HEALTH AND SAFETY THE CHILD CARE PROVIDER/ TEACHER Look for someone who is warm and caring, attentive to and respectful of children’s individual needs. Does the teacher seem to enjoy being with children? Is the provider culturally sensitive and accepting of differences? Are children redirected/disciplined in positive ways rather than blamed, criticized or punished? Are positive social behavior and conflict resolution encouraged? Does the provider understand child development, and excite children about learning? Does the teacher provide a print-rich environment and often read to the children? What specific training or education does the provider possess?
Are the indoor and outdoor areas clean, safe and free from hazards? Are teachers trained in CPR and first aid? Are healthy meals and snacks served? What is the health policy?
PARENT INVOLVEMENT Are parents welcome to drop in and visit the center at any time? Does the staff respect the parent’s role as first teacher and most important person in the child’s life? Do parents feel comfortable talking with staff, asking questions and expressing concerns?

The Child Development Division of Lake County Office of Education offers both preschool and after school programs, located on elementary school campuses. All programs focus on academics which align with the normal school day. Children are prepared for entering kindergarten by using a curriculum that focuses on skill development in phonological awareness, vocabulary building, alphabetic knowledge and print awareness. The after school programs support homework and provide enrichment opportunities for children through several clubs in each program.

FYI! North Coast Opportunities Head Start Head Start is a comprehensive, family-focused, child enrichment program serving families from pregnancy through kindergarten eligibility. Center-based services are provided to preschool aged children and their families in five locations in Lake County. Services are provided at no cost to eligible families. Eligibility is based on Federal Poverty Guidelines and/or special needs.

Child Care Programs, Providers and Assistance continued Resource and Referral North Coast Opportunities Rural Communities Child Care Early Head Start Lake Family Resource Center 707-279-0563 Lake Family Resource Center’s Early Head Start program is a federally funded program that provides low-income families with children 0-3 and expectant mothers many services and resources. Lake Family Resource Center welcomes children from all cultural backgrounds to participate, including families that have children with special needs. Early Head Start’s number one objective is to assist families of children 0-3 with special needs in identifying and utilizing services that meet the needs of their children and family. Families with children age 0-3 can also benefit from Lake Family Resource Center’s Prevention Resource and Referral Services program, a state-wide, no-cost service to parents and caregivers with children 0-3 who may benefit from special needs services. Advocates provide information and strategies to help promote the child’s growth and development.
Offers referrals to licensed family child care homes, preschools, and after school programs. We offer child care education, and we have subsidies for income-eligible families to pay for child care while working or getting education. The CA Personal Responsibility Education Program provides pregnancy prevention education including HIV/STD awareness and is designed to empower adolescents to change their behavior in ways that will reduce their risk of becoming (or getting) someone pregnant, and becoming infected with STD or HIV. The curriculum advocates postponing sexual activity and emphasizes that abstinence is the only way to completely eliminate the risk of pregnancy, STDs and HIV. Lake Family Resource Center’s Adolescent Family Life Program serves pregnant and parenting teens living in Lake County. The program improves the health, social and financial well-being of teen parents and their children and enhances educational opportunities. As a strategy for reducing teen pregnancy rates and long-term welfare dependency, the Cal-Learn program was designed to assist teen parents receiving CalWORKs. The program helps pregnant and parenting teens to attend and graduate from high school or its equivalent. The program was designed to help teens become self-sufficient adults and responsible parents. Lake Family Resource Center’s Be Fresh program’s primary focus is to increase physical activity and the intake of fruits, vegetables, and whole grains. With a combination of food demonstrations and home visits, participants are provided tips and recipes that the whole family will love.
My Strength Groups serve to assist in the development of young men and women, by engaging students in discussionbased activities that encourage social awareness. The goals of the program include increasing students’ capacity for healthy relationships, leadership skills, and personal responsibility. The theme of the campaign is “My Strength is Not for Hurting.” Behavioral Health Services Lake Family Resource Center
Ongoing support can offer hope to individuals struggling to overcome difficult life experiences. At Lake Family Resource Center therapy is available by appointment for those who qualify. We also offer counseling for private pay clients. Children 0-18 who have witnessed or been victims of violence may qualify for free counseling services through Lake Family Resource Center’s Child Abuse Treatment Program. Differential Response Lake Family Resource Center
The program works with families that have been reported to Child Welfare Services but do not meet the criteria that would result in an open case. Advocates assist families with finding resources, supports and to develop coping strategies. The development of a family goal assessment and care plan are structured around the protective factors.

Lake Family Resource Center’s Freedom House Dom estic Violence Shelter is the only domestic violence shelter in Lake County. The shelter houses men, women, and children who have been the target of intimate partner violence. Residents of the shelter are provided with a variety of group and individual activities designed to help with the journey from victim to survivor.

Safe Schools — Healthy Students Program Lakeport Unified Healthy Start Program suggests children develop early routines. Going to bed and getting up in the morning can be challenging. Set a schedule for your child including a designated spot for backpack and lunch bag, homework completed the night before school, choose outfit before going to bed, and be to school or child care on time. It will make a difference in setting habits that can last a lifetime.

Lake County Literacy Task Force Initiative #1 – The Big Read The Big Read is a grant funded program of the National Endowment for the Arts designed to restore reading and the role of literature in American Culture. Initiative #2 – Lake County Reads Modeled after the successful Kelseyville Sunrise Rotary Club Reading Program, The long term vision for this initiative is that every elementary school in Lake County has a sponsored Lake County Reads program! The Literacy Task Force, established in 2011, represents educators, business and community leaders and is focused on supporting county-wide literacy activities and initiatives. The Task Force welcomes participation from anyone who shares their vision that everyone in the county, not only be able to read, but desire to read. The Task Force views literacy as a fundam ental foundation of freedom, democracy, personal satisfaction, and a contribution to one’s society and personal life, and believes that everyone who has a desire to read should have, in Lake County, an avenue to become literate and celebrate literacy.
Initiative #3 – Schools of Hope This pilot program partners with Lakeport Unified School District and United Way. Volunteers are trained and then spend 30 minutes in the elementary school classroom each week tutoring students throughout the school year. Quality Child Care Checklist Take this checklist with you when you interview prospective caregivers and programs for your child! The importance of quality care in your child’s development cannot be overstated.

Can the provider supply references?
What is the adult to child ratio? Does the center have a high staff
(Be sure to check them) Is the provider licensed? Are providers patient with parents who find it difficult to be separated from their children? Does the provider enjoy being with children? Does he or she hug, rock, cradle, talk and sing to the children? Is the provider knowledgeable about child development stages and trained in early childhood education? Does the provider regularly inform you about how your child is doing? Are you comfortable communicating with the provider about your child’s needs?
The Environment Is the home or facility clean and safe? Is the home or facility cheerful and interesting but not over-stimulating?
Are there separate areas for resting, diapering, sleeping, and exploring?
Is there adequate indoor and outdoor play space for children?
Ask the following questions if your child is or will be in a family child care home: Are firearms kept in the house? If so are they kept in a safe place away from children? Are medications and cleaning supplies locked in a high cupboard? If the provider has a swimming pool, is there a four-sided fence with a locking gate?

Are there plenty of materials and a variety of items for your child to play with? When applicable, how does the provider accommodate children with special needs?
About Your Child’s Progress After you select a provider, drop in unannounced or call to find out how things are going. Consider the following: Ask your child about his or her day. Is he or she happy and adjusting well? Does your child look forward to being with the provider? Are you visiting at different times throughout the day, and do you feel comfortable with the routines?
