Certain people definitely the majority are allowed to live on it. It also prevents factory owners from paying more wages, than is strictly necessary. Ultimately, this is what European taxpayers pay. At best, it is still paid by taxpayers from the rest of Germany. The people in the region don't pay it, because the federal tax refunds are just enough to finance city and local governments.

Why do we write this so clearly, and also angrily? Because every independent enterprise is in competition with this free money.
