A year and a half after a total overhaul to City Hall’s parking meters — including increased rates, changed time limits, and the introduction of a credit card payment option — revenues are way up, with a majority of the revenue coming from credit purchases not quarters. In 2013, City Hall’s average monthly revenue from parking meters was $1,065,000 up from $625,000 before the changes were made, said Don Patterson, assistant director of finance. About 65 percent of the total revenue comes from credit cards, he said. The work, which was completed between July of 2011 and June of 2012, cost taxpayers about $4.5 million, Patterson said. Operating costs are up, too, from virtually nothing to just under a $1 million a year. It costs City Hall about 26 cents, plus a fee for the transfer of data, every time you pay with a credit card, Patterson said. The credit card fees are worth it for City Hall, with the average amount paid being $2 compared to the 60 cents that people spend when using change, Patterson said. “I always just put in just an hour if I use the card, but if I put in a quarter then I’ll run to where I’m going and try to run back,” Patterson said. Meter-related parking tickets are down slightly since the introduction of the new meters, he said. While the Finance Department does have some leeway to adjust rates, they haven’t made any changes since the initial increases,

LOS ANGELES “Lone Survivor” triumphed at the weekend box office. The patriotic Navy SEAL drama starring Mark Wahlberg, Taylor Kitsch, Emile Hirsch and Ben Foster smashed expectations to earn $38.5 million domestically in its first weekend in wide release, according to studio estimates Sunday. The Universal film directed by “Friday Night Lights” and “Battleship” filmmaker Peter Berg is based on Marcus Luttrell’s memoir about a dangerous mission his Navy SEAL team embarked on in Afghanistan in 2005. “We’re thrilled for us, the filmmakers and Marcus, who — as brave as a man as he is — continues to be brave in telling this true story,” said Nikki Rocco, head of distribution for Universal. “It’s an amazing result. Health care website frustrates Spanish speakers KELLI KENNEDY RUSSELL CONTRERAS Associated Press

ALBUQUERQUE, N.M. Mirroring problems with the federal health care website, people around the nation attempting to navigate the Spanish version have discovered their own set of difficulties. The site, CuidadoDeSalud.gov, launched more than two months late. A Web page with Spanish instructions linked users to an English form. And the translations were so clunky and full of grammatical mistakes that critics say they must have been computer-generated — the name of the site itself can literally be read “for the caution of health.” “When you get into the details of the plans, it’s not all written in Spanish. It’s written in Spanglish, so we end up having to translate it for them,” said Adrian Madriz, a health care navigator who helps with enrollment in Miami. The issues with the site underscore the halting efforts across the nation to get Spanish-speakers enrolled under the federal health care law. Critics say that as a result of various problems, including those related to the website, many people whom the law was designed to help have been left out of the

first wave of coverage. Federal officials say they have been working to make the site better and plan further improvements soon. Also, administrators say they welcome feedback and try to fix typos or other errors quickly. “We launched consumer-friendly Spanish online enrollment tools on CuidadoDeSalud.gov in December which represents one more way for Latinos to enroll in Marketplace plans,” said Health and Human Services Department spokesman Richard Olague in an email to The Associated Press. “Since the soft-launch, we continue to work closely with key stakeholders to get feedback in order to improve the experience for those consumers that use the website.” Still, efforts to enroll Spanish-speakers have fallen short in several states with large Hispanic populations, and critics say the translated version of HealthCare.gov could have helped boost those numbers. In California, officials have acknowledged the need for improvements, saying fewer than 5,500 people signed up for health care in Spanish in October and November, the most recent period for which records are available. About 4.3 million California residents speak only Spanish, according to census data. It’s not clear how many of these residents are without health insurance, but

observers say few groups are more vulnerable. “Spanish speakers are typically the ones who need to sign up for health insurance,” said Veronica Plaza, a professor who teaches medical Spanish at the University of New Mexico. “They are the ones who could use the support.” In New Mexico, the state with the nation’s highest percentage of Latino residents and where more than 20 percent of the state’s population goes without health insurance, fewer than 1,000 people total signed up for coverage in October and November. In Florida, federal health officials have not said how many of the state’s nearly 18,000 enrollees for October and November were Latino, but that group accounts for about one-third of the roughly 3.5 million uninsured people in the state. About 1.2 million people in the state speak only Spanish. Across the U.S., about 12 percent of the 317 million people in the country speak only Spanish, but federal officials have said less than 4 percent of calls to a national hotline were Spanish-only as of last month. Many blame at least some of the enrollment problems on the trouble-plagued site. “In my opinion, the website doesn’t work,” said Grettl Diaz, a 37-year-old Miami gas station cashier who is originally from Cuba.

Diaz said she tried to sign up at home using CuidadoDeSalud.gov. After she couldn’t get the website to accept a scanned document, she called the government’s Spanish hotline seeking help. However, she was repeatedly told to call back because the site was down. She got through days later and waited over an hour for an operator before she was ultimately disconnected. “I’m very frustrated,” she said through a translator this month. “I’ve spent at least one week on the phone, and I couldn’t get it done.” Diaz, who speaks very little English, finally went to a counselor for help and is now waiting for an email from health officials saying she can proceed with her application. Diaz hasn’t had insurance since moving to Florida two years ago. She will likely qualify for a tax subsidy to help pay her monthly premiums and has said she wants insurance mostly for peace of mind. “Now, I am healthy,” she said. “But I don’t know what will happen tomorrow.” Such stories have frustrated Latino advocates, especially since the problems with the site come after an unprecedented collaboration between competing Spanish-language media outlets and Latino businesses, urging members of their communities to sign up SEE HEALTH PAGE 6

Double talk on ‘Chain Reaction’ Editor:

It never ceases to amaze me that the council members and management are the only creatures on this planet able to talk out of both sides of their mouths and say opposite things at the same time. The debate over the “Chain Reaction” structure has been a long and laborious one where it has met an impasse with the public of what to do about it. It has about as much reverie as Dr. Doolittle’s Pushme-Pullyu. We have a college in this city that offers a wide curriculum of degrees in fields that the students are focused on to begin their careers with. Why not have the engineering and art department students work together in solving the dilemma of the problem of “Chain Reaction?” This is a golden opportunity to gain experience toward their careers and be creative while doing something good for the community. Who knows what a bright group of students could do? They can easily be supervised by a teacher or two who is already on salary. Working within the budget of $90,000 would be challenging yet, not impossible to do to make the art work sound and aesthetically preserved. Grants could subsidize some of their efforts as well as major companies all the way to the Army Corp of Engineers ready to give sage advice to them on the project. The students will gain the experience needed for life after college in their selected careers while maybe creating something revolutionary no one has ever thought of before as inspiration is a very powerful tool in one’s mind. Thomas Alva Edison, Marie Curie and Alexander Graham Bell would agree. Where to move “Chain Reaction?” A reader once stated in the letters to the editor that the perfect place for it would be at the Museum of Flying at the Santa Monica Airport. Santa Monica College also has a satellite campus there as well as city owned property especially where Briles Wing and Helicopter used to be. This is a great idea to place it at the museum as the delivery vehicles for the two atomic bombs were Boeing B29’s. Docents could explain the mechanical workings of the B-29, their crews, why the bomb was used, their devastating effect and why we should never, ever use nuclear weapons again. Moving “Chain Reaction” would not be a Herculean feat. The city has crews and machinery that could easily and slowly, place the structure on the back of a flat bed truck (I’m sure the city has one of those), secure it and transport the structure in the middle of the night to avoid impeding daytime traffic to the airport facility. If the Druids can build Stonehenge, the Egyptians the pyramids, the Mayans their temples and if modern man can move a space shuttle from LAX to downtown L.A. this can be done. Since the city’s workers are already being paid to work, this wouldn’t cost anything out of the city’s pocket.

important meetings of the year will take place Wednesday evening. The Planning Commission will review proposed changes to the zoning ordinance to bring it more in line with the revised Land Use and Circulation Element (LUCE.) This is where the pedal hits the metal as this meeting will deal with zoning changes for commercial properties along Santa Monica’s major boulevards. Proposals for increased heights, densities, building mass and shape will be on the table as well as permitted uses, parking requirements, number of bedrooms in mixed use commercial/residential buildings and other conditions that will have major impacts on both multifamily and single family-adjacent residential neighborhoods. In a nutshell, overall increases in height and density are being recommended and they, along with other parameters, may vary from street to street or from one part of town to another. Along Lincoln Boulevard, for example, new zoning would allow a doubling of density (floor area ratio) for new construction that contains affordable housing. Imagine what that’ll do for traffic! Developers want to be able to build higher and denser for greater profitability in exchange for community benefits such as environmentally friendly construction, extra units of low income and workforce (or socalled affordable) housing, contributions for childcare services, transportation impact fees and more. The question is: Do these community benefits offset a project’s impact on our quality of life? For example, because updated zoning may reduce parking requirements or eliminate it all together, new developments along main thoroughfares could exacerbate parking problems in adjoining neighborhoods. One issue that needs to be cleared up is the designation of residential “A” lots documented in the LUCE as commercial properties. Over the years, residential lots adjacent to or directly behind commercial properties were bought up, their housing was removed and replaced by parking for adjoining businesses. The current codes require that if the use on the lot changes or when new construction occurs, an “A” lot must revert back to residential use or become parkland. When board members of the Northeast Neighbors neighborhood group were researching the development agreement applied for by Century West Partners, the developer of 3032 Wilshire Blvd. at Berkeley Street, they discovered plans for a massive 100-unit, five floor, mixed-use development to be built in part on an “A” lot now used by Bank of America for parking. They were stunned to find that this and other “A” lots citywide were labeled as commercial properties on LUCE maps. City Hall leaders, including City Manager Rod Gould, said it was a mistake that would be corrected. In the meantime, there’s been no explanation as to how the properties were mislabeled to begin with. And, the fun and games don’t just end at Wilshire and Berkeley. Despite the city manager’s promise that all would be made right, it turns out that city planners are proposing a special “A” lot deal for

auto dealerships by allowing them to expand their facilities and build subterranean parking under the lots behind their showrooms. Whether by accident or a calculated dirty trick, the designation of residential “A” lots as commercial is a gross violation of LUCE’s promise to conserve neighborhoods. However, it’s a huge benefit to growing car dealerships and other developers who want to build massive, overly large developments that directly encroach on adjacent residential homes and families. Such unexplained errors favoring developers have refueled charges of dupery and accusations of developer-friendly/anti-resident shenanigans by City Hall planners throughout the LUCE process. Residents also aren’t pleased about the raising of public review thresholds for projects proposed, citywide. City staff recently reduced many thresholds for what can be built by right, without public input and with approval by administrators behind closed doors. On Montana Avenue, a proposed 10,000square-foot threshold in the updated zoning has been scaled back to 5,000 square feet. This will still result in larger, out of scale structures and businesses — and substantial acceleration of commercial activity. Coupled with a proposed reduction in onsite parking that will allow restaurants to provide two-thirds less than is currently required, the code changes will lead to massive parking and traffic problems on nearby residential blocks already experiencing severe traffic congestion and critical parking shortages. Allowing larger and denser development on major streets while making it more difficult for the public to be involved is just not acceptable. In Montana Avenue’s case, it could turn it into a hot, trendy destination street such as Main Street with horrendous unattended effects for neighbors. The same is true for the eastern half of Wilshire Boulevard where current zoning imposes a review threshold of 7,500 square feet. Any project above that must be approved by the Planning Commission. The newly proposed codes call for the threshold to balloon up to 20,000 square feet. This cannot be allowed if adjacent residential neighborhoods are to be protected and only administrative hearings are required for new neighborhood adjacent commercial developments. Stricter limitations on the size of everything from day care centers and general markets, to medical and dental clinics and car dealerships must be implemented in the new codes. It’s important for residents speak up. Go to City Hall Wednesday at 6 p.m. or write, call or e-mail the commission. Presidential Memorandum in April 2010 establishing the America’s Great Outdoors Initiative to promote and support innovative community-level efforts to conserve outdoor spaces and reconnect Americans to the outdoors. The Memorandum calls for collaboration among the Departments of Interior and Agriculture as well as the Environmental Protection Agency and the White House’s own Council on Environmental Quality in leading the initiative. Eight other federal agencies play a supporting role-and literally thousands of other partners from state, local and tribal governments, non-profits and the private sector are involved as well. Getting young people, especially city kids, into the outdoors to experience our country’s unique natural heritage is a top priority of America’s Great Outdoors. Before pursuing any specific strategies, initiative leaders solicited feedback from everyday Americans as to what mattered most to them regarding conservation and access to the outdoors. Some 105,000 written comments and many more spoken ones from “listening sessions” held coast to coast streamed in and were crucial to the development of programs. Public feedback continues to shape the initiative’s agenda. Some of the programs that fall under the umbrella of America’s Great Outdoors include: the Veterans Fire Corps, which employs veterans in forest fire management; the National Oceanic and Atmospheric Administration’s program providing technical training and work opportunities for underserved youth in habitat restoration and fisheries monitoring; and the establishment of a new network of “water trails” coast to coast to increase everyone’s access to the outdoors. America’s Great Outdoors was in the

news recently when Interior Secretary Sally Jewell announced the launch of 21st Century Conservation Service Corps as part of the program. “21CSC,” as Jewell calls it, aims to be a modern incarnation of the Civilian Conservation Corps (CCC) that President Franklin Roosevelt used to help put Americans back to work during the Great Depression. Jewell envisions a 100,000 person strong “CCC 2.0” that will provide opportunities for thousands of young Americans-6.7 million of whom are currently unemployed or not in school-and veterans transitioning back to civilian life to serve their country, feel proud of what they are accomplishing and improve their own lives and the lives of others around them. Part of what makes America’s Great Outdoors unique is that partners from every sector of American society-not just the federal government-are encouraged to help. 21CSC is partially funded by a $1 million dollar donation from clothing retailer American Eagle Outfitters, and Jewell is in search of another $19 million from other private sector partners to turn the program into a potent force for reducing youth and veteran unemployment while giving our endangered lands and waterways some much-needed attention. Environmentalists may be disappointed that the Obama administration hasn’t been able to muscle through mandatory greenhouse gas emissions cuts and put sustainability concerns at the forefront of the policymaking process, but getting unprecedented numbers of Americans involved in conservation projects that protect the nation’s treasured natural heritage is a worthy conservation legacy in its own right. The program is sure to positively impact generations of Americans for decades to come.

Nini Hadwen, a health care navigator, said she also prefers to use the English website even when she’s enrolling Spanish-language applicants. CuidadoDeSalud.gov “doesn’t navigate as smoothly from page to page,” she said. “It takes longer.” Also, navigators say Spanish-language applicants must provide income and immigration documentation. Frequently, appli-

cants are required to scan and fax supplemental documents, which can also be challenging, as Diaz’s case shows. However, Jane Delgado, president and CEO of the National Alliance for Hispanic Health in Washington, D.C., defends the site, saying Friday that delays were merely “part of the process” and that she was confident federal officials would get it running better soon. “Insurance is way complicated. It’s not like paying for a cellphone,” she said. “Technology is only part of the answer.” Overall, Delgado said Spanish-speaking Latinos will benefit from the federal overhaul in the long-term because the population is less likely to be insured compared with other groups. Still, Gabriel Sanchez, a political science professor at the University of New Mexico, said the problems hurt the credibility of federal officials and reinforce the belief held by some that authorities are indifferent to the plight of Latinos. Sanchez said, “They will look at this, and think, ‘Man, they really don’t care about us.’”

decisions would reduce school suspensions, expulsions and absences, increase parent involvement, and boost student achievement in areas such as standardized testing and college readiness. The plans, subject to state approval, must be prepared with community input and include annual goals. Mary Lou Fulton, a senior program manager with The California Endowment, said the initial framework goes a long way toward fulfilling the governor’s objective of redistributing the billions of dollars the state annually earmarks for education in a way that addresses income inequality and the resulting student achievement gap.

Bowling Over Hunger SANTA MONICA - Once again the Westside Shelter & Hunger Coalition (WSHC) is hosting its annual FUNdraiser, the SuperBowl-A-Thon on January 31. Although individual agencies have the ability to provide separate services for people in need, the efforts of the WSHC help coordinate all services on the Westside in order to provide a true continuum of care for the community. Members work together to provide services that include initial intake and service referrals; showers, food and clothing; on-going case management; emergency,transitional and permanent housing; medical care; mental health treatment; HIV medical and social services; job training and placement and substance abuse treatment. The Coalition is unique in its mission to unite agencies together that have a like-minded dedication to serving the most vulnerable people in our community. WSHC meets monthly to discuss

issues of concern, to educate agencies about policy changes and to inspire them to continue doing the good work that they are doing. Generally, member agencies do not house individuals on the Westside as single organizations or entities; it is done as a collaborative effort. They have been tweaking time limits. “There were some meters where the time limit had been set because of some prior use so businesses would have a 15 or 30 minute time limit in front of, for examples, a nail salon,” Patterson said. “I don’t get my nails done but apparently it always takes more than 30 minutes. We worked with the adjacent businesses to make sure the time limit tried to take care of their average customer needs.” Between the time changes, the increased rates, and the new weight sensors, which make feeding the meter nearly impossible, some drivers who previously parked at meters all day were frustrated with the changes. City Hall tried to curb the frustration by introducing lower rates for long-term park-

ing areas near Main Street and Downtown. One big advantage of the weight sensors is that it allows City Hall to collect and disseminate data about how people use parking spaces and where they are available. Traffic is created when drivers circle the blocks looking for parking. The sensors are in the process of making that better, Patterson said. “Even during the busiest times, there’s generally parking available within a block of where you want to be,” he said. City Hall already has a parking smartphone app, and city officials hope to link parking data with navigation systems and informational signs on the streets. As these new systems roll out over the next couple years, Patterson said, the weight sensors will be the gift that keeps on giving. “You’ll just be able to find that parking is always available but you’ve got to know where it is,” he said. dave@smdp.com

BULGER FROM PAGE 1 few months. Prosecutors in U.S. Attorney Carmen Ortiz’s office are now trying to decide which of Bulger’s belongings should be auctioned. They are trying to balance their desire to compensate relatives of Bulger’s murder victims with avoiding glamorizing Bulger or his crimes and staying within the boundaries of good taste. “We want to certainly be able to obtain funds to go back to the victims who were harmed by Bulger, but we don’t want to do that in a way that glorifies Bulger or potentially causes some offense to the victims or others who have been impacted by Bulger,” said Assistant U.S. Attorney Mary Murrane. Bulger was convicted in August of orchestrating or participating in 11 killings during his reign as leader of the Winter Hill Gang. He was sentenced to two life terms plus five years in prison. The cash and proceeds from the auction will be split among the estates of murder victims who choose to participate and several extortion victims. There are a few things likely to bring in a substantial amount of money, including a gold and diamond claddagh ring with an estimated appraised value of $48,000, a replica of a 1986 Stanley Cup championship ring and a 40-inch flat-screen TV. But most of the items found in the apartment Bulger shared with Catherine Greig are ordinary things that have no intrinsic value. Authorities are hoping they could appeal to crime memorabilia collectors or other buyers. There’s a rat-shaped cup used to hold pens and scissors, a collection of books about the mob and Bulger’s gang, an assortment of cat figurines and “Soldier of Fortune” magazines. There are also Valentine’s Day and Christmas cards Greig sent to Bulger. Authorities haven’t yet decided whether personal items should be auctioned, Murrane said. “It’s looking at those items that on their own don’t have value and which of those would be appropriate to auction, knowing that they would sell only because of who owned them,” she said. “It’s definitely a

question of balance.” Families of Bulger’s victims have mixed feelings about the upcoming auction. Bulger was convicted of gunning down Patricia Donahue’s husband, Michael, in 1982 while targeting a different man who offered him a ride home that night. She said she isn’t opposed to the auction. “I can’t imagine anybody wanting his things, but if they can sell them and make money and give the money to the victims, I think that’s great. I’m sure a lot of the victims can use the money,” she said. But Steve Davis said he doesn’t like the idea of an auction. The jury was unable to reach a decision on whether Bulger was responsible for his sister Debra Davis’ death. “I wish they would burn everything right in front of all of us,” Davis said. “They should just destroy everything. That would kill the memories we have of him.” Thomas J. Abernathy, assistant chief inspector of the asset forfeiture division of the U.S. Marshals Service, said the program has two goals: to compensate victims and to deter future criminal activity. “It’s a very important piece of the law enforcement process. Compensating victims is paramount in our program,” he said. Auctions in other high-profile cases have brought in millions. The U.S. Marshals Service, which is responsible for selling seized and forfeited properties, raised $232,000 through a 2011 online auction of Ted Kaczynski’s belongings, including 20 personal journals and the hooded sweatshirt and sunglasses depicted in his famous FBI sketch. A two-day auction in Miami in 2011 brought in $3.2 million in the case of convicted financier Bernard Madoff to compensate victims of his $65 billion Ponzi scheme. The sales included fine jewelry, coins and even 14 pairs of Madoff ’s underwear. Rich Kroll, an online retailer who bought some of Madoff ’s clothing at the auction, said he thought Madoff ’s status would attract buyers, but he doesn’t expect Bulger’s possessions to draw much interest. “Madoff was more of a celebrity. Bulger was a downright killer,” he said. “I don’t even want anything of his.” Bulger, now 84, fled Boston in 1994 after being tipped by a former FBI agent that he was about to be indicted. He was finally captured with Greig in 2011.
