SAMOHI Santa Monica High School boys’ basketball notched their second straight Ocean League win against the Culver City Centaurs Friday night, 78-52. Coming off a close win against the Inglewood Sentinels last Wednesday, the Vikings were in control from the opening tip, jumping out to an 11-4 lead with the help of a quick start from forward Chris Smith. The first quarter ended with a 23-14 Santa Monica lead. By the end of the half, the Vikings had blown the game open, leading by 19.

“The guys came off the bench and provided a lot of spark for us,” head coach James Hecht said of what helped the Vikings pull away from the Centaurs in the second quarter. “That was the key.” The second half was just as dominant for Santa Monica as they scored seven straight points out of the locker room. Culver City went on an 8-0 run after an early time-out, but their turnovers translated to easy points in transition for the Vikings, and they eventually fell, 78-52, keeping them winless in league. Despite the wide margin, Samohi guard Jordan Mathews felt his team didn’t perform up to its fullest potential. “We didn’t play the way we normally

SACRAMENTO, Calif. Gov. Jerry Brown says he’s firmly committed to making national health care reform work in California, but he also is wary of potential costs that could affect state spending for years to come. In releasing his budget for the coming fiscal year last week, Brown pledged to be a reliable partner in implementing the federal Affordable Care Act by expanding Medicaid coverage for low-income Californians. Brown said he wants to move cautiously so the state can run a sustainable program that will not burden taxpayers with new expenses. LOS ANGELES “Zero Dark Thirty” hunted down the top spot at the box office — and easily won it.

Sony Pictures’ controversial Osama bin Laden raid drama nabbed first place with $24 million in its first weekend in wide release, according to studio estimates Sunday. The film, which opened in a limited run

last month, earned five Oscar nominations last week, including best picture, original screenplay and actress for Jessica Chastain as a dogged CIA operative. Open Road Films’ horror parody “A Haunted House” starring Marlon Wayans debuted in second place with a solid $18.8 million. The Warner Bros. mobster drama “Gangster Squad,” starring Josh Brolin and Ryan Gosling as off-the-books police officers battling a mob boss played by Sean Penn, opened below expectations in third place with $16.7 million. After earning Oscar nominations last week, several Academy Awards contenders benefited at the box office. The Academy of Motion Picture Arts and Sciences moved up the unveiling of the Oscar nominations to Thursday, three days ahead of Sunday’s Golden Globes, Hollywood’s second-biggest awards ceremony organized by the Hollywood Foreign Press Association. “The timing is great because there are a host of these awards contenders still out there,” said Paul Dergarabedian, box office analyst at Hollywood.com. “’Django Unchained,’ ‘Les Miserables,’ ‘Lincoln,’ ‘Silver Linings Playbook’ and a few others are still out there. Which movies win tonight at the Golden Globes will definitely receive a boost going forward.” At the Golden Globes, “Zero Dark Thirty” will be up against “Argo,” “Django

Unchained,” “Life of Pi” and “Lincoln” in the best motion picture drama category. It’s also competing against those films for the best picture prize at the Oscars ceremony on Feb. 24, as well as “Amour,” “Beasts of the Southern Wild,” “Les Miserables” and “Silver Linings Playbook.” Controversies surrounding “Zero Dark Thirty,” which depicts waterboarding and other harsh interrogation methods, may have helped create buzz for the film. Several lawmakers accused the CIA of misleading “Zero Dark Thirty” filmmakers by allegedly telling them such interrogation methods helped track down terrorist mastermind bin Laden in 2011. “There are so many facets of ‘Zero Dark Thirty’ that have created interest in it,” said Rory Bruer, head of distribution at Sony. “Ultimately, it’s a great film. That’s the piece that you really need to have to get this great of a result. I think it’s a film that’s not only going to do well in the marketplace but also be talked about for years to come.” The weekend’s third place finisher, “Gangster Squad,” similarly attracted controversy last year after the mass shooting at an Aurora, Colo., movie theater left 12 dead. scoring big not with cash, jewels or cars, but empty milk crates. Southern California is seeing a boom in the theft of crates, pallets, and other easy-tosteal hunks of plastic that are chopped up and sold to recycling centers for totals that investigators estimate at some $5 million annually, the Orange County Register reported Sunday. A task force headed by the Los Angeles County sheriff ’s department and funded by the city of Industry has exposed at least 50 underground recycling operations since its Sept. 2011 formation. The busts included a recovery of $115,000 worth of stolen plastic from El Monte and Lynwood in January, and the arrest of four people and recovery of $450,000 of stolen plastics in Anaheim in July. The key for these thieves is convenience. “These plastics are easier to steal under

law enforcement’s nose,” said Sgt. Nabeel Mitry, the head of the task force. “The average street cop could see it and not really realize it’s a crime.” Milk crates cost businesses about $3.50 apiece, and plastic pallets $75. Bill Kroese, the director of safety and loss prevention at local dairy Rockview Farms, said the company spent $1.4 million a year to replace missing milk crates in 2012. “Customers leave the crates lying around,” he said. “We’re now offering incentives to customers who return more crates than they previously have.” Thieves render their hot items unrecognizable by passing them through a grinding machine that resembles a wood chipper, then bagging the raw plastic that comes out of it. “The scavengers who steal the plastic only make, let’s say, $3 per pallet because the grinder has to make money and the seller has to make money,” Mitry said. “But if you steal 300, 400, 500 of those a day you can make a profit.”

It was nice to read the article about the Santa Monica Boys & Girls Club opening another facility in Santa Monica at no cost to taxpayers (”Match made in heaven,” Jan. 11, 2013, page 1), unlike the recent turmoil about the Pico Youth Center, which is funded primarily by Santa Monica taxpayers with little to show for it (”City Council funds youth center through June,” Jan. 10, 2013, page 1). The Santa Monica Boys & Girls Club has a long history of success in helping Santa Monica youth. The City Council should reevaluate its funding and put “our” money where it will do the most good.

Downtown Specific Plan: Disaster in the works? LAST MONDAY, I MENTIONED THAT THE

Planning Commission would be reviewing and commenting on work done to date on the Downtown Specific Plan (DSP) on Wednesday, Jan. 9. I urged readers to attend the meeting and comment. Because the staff report was late last week, there wasn’t adequate time to review it. So, at the request of numerous neighborhood activists, the DSP review has been rescheduled for this coming Wednesday, Jan.16. Five public meetings have been held so far and there’s more ahead. This plan is a work in progress and your input is needed. The final DSP will determine the fate of the entire Downtown Santa Monica area. The DSP is inspired by the new Land Use and Circulation Element (LUCE) that envisions “a thriving, mixed-use urban environment that provides multiple opportunities for living, working, entertainment and enrichment,” says the staff report. The DSP is supposed to compliment the design, land use and traffic planning parameters in LUCE, which defines City Hall’s basic planning philosophy for the next 25 to 30 years, citywide. The report says there’s a considerable demand for working, living, shopping and entertainment space, Downtown. Estimates are that 1,400 to 2,000 new apartments and 300 to 500 new condos will be needed over the next 15 years. And, even more retail space like grocery stores will be needed to serve new residents moving into the area. A trio of new hotels approved (but not yet under construction) will provide 560 new hotel rooms. But, staff estimates that’s about 1,000 rooms short of what will be needed by 2020. At least 100,000 to 200,000 square feet of new retail space will be required just to handle the projected five percent annual increase in tourism. Sheesh! LUCE sees a Downtown that integrates all modes of transportation including the incoming Expo Light Rail, preserves the area’s unique character and maintains and enhances a vibrant commercial and residential life — in an environmentally friendly and sustainable manner. Mobility is a major element in both the LUCE and DSP. Therefore, links to the Civic Center to the south and the Santa Monica Pier to the west, accommodating all form of transportation — from private vehicles, to bus and mass transit, walking and bicycling — are mandatory says the report. The DSP must embrace a multitude of uses including retail, housing, entertainment and culture. Physically, the Downtown area must provide open space or mini-parks, adequate public parking, preservation of historic resources as well as provide other public benefits. In other words, Downtown must be suitable for living, working, shopping, dining and entertaining all at the same time. It’s a tall order. The staff report notes that the expansion of housing Downtown over the last 15 years has brought in 2,500 new residents. A total of 5,000 residents in all now “contribute to the vibrancy of the area.” The report attributes specific “character” to various Downtown streets. It suggests that

“underutilized” properties such as surface parking lots can “accommodate additional mixed-use projects and smaller office uses.” And, the open spaces replaced by “infill” developments can be replaced by small pocket parks, elsewhere. But, it isn’t the same thing or better. The eastern edge of “Downtown” — Lincoln Boulevard — is facing the biggest changes. Nearly a dozen new, mixed-use, four and five floor developments are proposed between Wilshire Boulevard and the I-10 Freeway. When fully occupied, they will contribute substantially to traffic congestion on one of the city’s most heavily traveled corridors. An important goal of the DSP is to provide more walkability to the area, but with more traffic, how can that be achieved without more gridlock and impassable streets? And, don’t forget bicycles. Add Expo trains crossing Lincoln 24 times an hour during morning and even rush hours and the potential for complete gridlock is assured by this example of incoherent urban planning. Southern Downtown edge sites adjacent to the (light rail) station and the freeway lend themselves to transit-oriented development opportunities where additional height has minimal impact, states the report. Therefore, height increases of between 28 and 39 feet over present code are recommended in this area. Some eight “opportunity” sites in the same sector, mostly along Colorado and Ocean avenues, could provide public benefits such as larger parking lots, cultural institutions, parks or “architecturally significant” buildings. Overall, additional cultural amenities including live theater, a museum, art galleries and movie theaters are desired. It’s too bad the Civic Center Specific Plan was so badly botched because “the arts” would be better served in the Civic Center. Cultural amenities could have (should have) been located near the Civic Auditorium which would have opened a world of circulation opportunities, expanded the Downtown experience and spread out services and its impacts, both good and bad. Alas, kiss that idea good-bye thanks to bad planning courtesy of an incompetent Civic Center Specific Plan. The devil is in the details. There’s a lot left to be done and my fear is that planning staff and its consultant, Neal Payton, are adding way too many ingredients to this stew. Most of my friends and I avoid “Downtown Santa Monica.” It’s already too crowded, too congested, inconvenient and user-unfriendly. Parking’s a nightmare. Pricey retail stores and trendy eateries offer nothing unique. So far, the DSP seems to offer more of the same and even bigger problems — over a wider area. developers working on the flanks of an ancient Oregon volcano say they have taken an important technological step toward expanding geothermal energy from a small niche into a potential major source of homegrown power, but more work needs to be done. AltaRock Energy, Inc., of Seattle, says the data is still being analyzed, but they are confident they have created three geothermal reservoirs from a single well where none existed before. The breakthrough solves two problems holding back the next level of geothermal development, known as Enhanced Geothermal Systems, or EGS: creating reservoirs big enough for commercial production in places they don’t occur naturally, and holding down costs. The project is at Newberry Crater, the remains of an ancient volcano in central Oregon’s Cascade Range. The site has plenty of heat in rocks deep below the surface to boil water into steam, but none of the cracks and fissures in the rock needed to serve as a steam reservoir for a geothermal power plant. Last fall, engineers pumped cold water into the ground, cracking open fissures in the deep rock, a process known as hydroshearing. They then sealed one reservoir from the other using a new technology. They injected ground-up recycled plastic bottles, which plugged up the cracks in one reservoir while millions of gallons of cold water were being pumped in to create another. Then the plastic diffused, leaving behind three reservoirs. Company president Susan Petty said in an email that more analysis and testing are needed to show if the reservoirs are good enough for commercial power production in the future — which would be achieved by using steam from the reservoirs to spin turbines to generate electricity. The U.S. Department of Energy, which is covering half the $43.8 million cost of the Newberry project, says if the initial indications hold up, the Newberry project would mark the first time in the world that multiple geothermal reservoirs have been created on purpose from a single well in a new area. “So far, things are looking really exciting,” said Lauren Boyd, acting team leader for enhanced geothermal systems at Energy. Heat in the Earth’s crust has been used to generate power for more than a century. Hot water or steam that bubbles near the surface is tapped to spin turbines that create electricity. Most of the obvious areas where the three key elements come together — hot rocks, cracks in the rocks, and water — have been exploited. The new frontier is places with hot rocks, but no cracks in the rocks to

deliver the steam. That’s where EGS comes in. It creates the cracks in the rocks. Creating multiple reservoirs from a single well is key to making EGS economical, because drilling each well is so expensive, said Nicholas C. Davatzes, assistant professor of earth and environmental science at Temple University, who helped develop a computer model describing the structure of the rock before it was fractured. “The big impact Newberry has right now is that they appear to have stimulated multiple distinct zones,” he said. Hydroshearing is similar to the process known as hydraulic fracturing, used to free natural gas from shale formations. But fracking uses chemical-laden fluids, and creates huge fractures, too big for geothermal power. In another recent EGS breakthrough, Calpine Corp. connected two depleted wells to create a new source of power at the nation’s largest natural steam resource, the Geysers in Northern California, Boyd said. Multiple reservoirs have also been created from one well by accident in Europe. The Newberry project followed a new international protocol designed to avoid the kinds of induced earthquakes that shut down an EGS project in downtown Basel, Switzerland. The Newberry project is one of 230 funded by Department of Energy to create a pathway for private industry to develop geothermal energy into a major source of homegrown power, said Doug Hollette, program manager for the Geothermal Technologies Office at Energy. The effort is similar to one started by the department in the 1970s, which is now bearing fruit with cheap natural gas from shale deposits, he said. Commercial production with EGS is still a long way off, because it depends on developing new technologies, he said. In the near term, the department is developing maps of potential new areas to develop conventional geothermal power, including areas that show no signs on the surface. They are expected to be ready in a few years. In the medium term, the DOE is financing development of lowtemperature geothermal, and tapping abandoned oil and gas wells for their heat.

Fighting for Your Unemployment Benefits I

n these tough economic times many people are finding themselves out of work, sometimes for the first time in their lives. More than three million Americans are fired each year. After the initial shock of being fired has worn off, the practicalities of having to navigate the unemployment insurance system come into sharp focus. Generally, you are entitled to unemployment benefits if you are unemployed through no fault of your own, for example, if you were laid off, fired for a reason other than misconduct, or quit your job for good reason. Once the Employment Development Department (EDD) has received your application for benefits, it usually conducts a telephone interview with you, and also with your employer, to find out why you were fired. Unfortunately, some unscrupulous employers challenge their former employee’s application for benefits even when that employee was fired through no fault of his or her own. In this case, the employer usually claims that the employee was fired for misconduct. If your application for benefits is denied, you have 20 days to file an appeal. If you believe that your benefits were unfairly denied, it is very important that you file a timely appeal. You will receive a hearing date about 4-6 weeks later. Sometimes, the employer does not even bother to show up to the appeal hearing; they were counting on the fact that you wouldn’t fight the denial of your benefits. The hearing is your chance to explain your side of the story to an Administrative Law Judge. It is natural to feel nervous before the hearing, but you will feel better if you are properly prepared to present your case. You should ask to review the EDD’s file on your case, which will include the interview notes with your employer. This means you will get a chance to see what your employer said about why you were fired. You can also send a written request to your employer asking to inspect your personnel file pursuant to Labor Code Section 1198.5. You can ask witnesses who can corroborate your version of events to come with you to the hearing. If they can’t come, you can ask them to give you a written statement to take along with you. You

can also ask the EDD to subpoena witnesses for you. Finally, you should familiarize yourself with the law that applies to your case. A good starting place is the “Benefit Determination Guide” on the EDD website: http://www.edd.ca.gov/UIBDG/default.htm. You don’t have to bring an attorney with you to the hearing, although you may feel more confident with the support of an attorney experienced in this area. The Legal Grind can put you in touch with an attorney who can help you through the process, from advice on preparation to representation at your appeal hearing. Depending on the circumstances of your termination, you may also wish to seek legal advice to determine whether you have any legal claims arising out of your discharge. Although most workers in California are “at will” employees, which means they can be fired for any reason or for no reason at all, even “at will” employees cannot be fired in certain circumstances. For example, an employer cannot fire its employee for a discriminatory reason; or because s/he made a health and safety complaint; or because she took time off to perform jury duty. This is a complex area of the law, and an attorney can advise you on whether you may have grounds for a wrongful discharge suit. Upon investigation of the circumstances of your termination, an attorney may also identify violations which took place during your employment. For example, you may have an overtime claim if your employer did not pay overtime pay (time and a half) for all hours over eight in a day, and forty in a week, or a claim for meal period premium pay if you were unable to take an uninterrupted 30 minute meal break per five hours worked. Exploring potential claims with an attorney may help to give you some peace of mind in this difficult time.

The white movement Dear EarthTalk: I’ve heard that simply painting your roof white can reduce household electricity bills by 40 percent. Is this something any of us can do? Susan Pierson, Sumter, SC

Yes anyone can do it-and the benefits can be significant, especially for those in warmer climates who expend a lot of energy keeping cool. But most of the world’s roofs, including on some 90 percent of buildings in the U.S., are dark-colored. Dark colored roofs absorb more heat from the sun’s rays than light colored ones, and as such get much hotter. A black roof exposed to full sun can increase in temperature by as much as 90 °F (50 °C), meaning the air conditioning inside has to work that much harder to compensate for the added heat load. But a white or reflective roof typically increases temperatures only 10-25 °F (5-14 °C) above ambient air temperatures during the day. This translates into a savings of up to 15 percent on air conditioning energy use over a year for a typical one-story residence, according to the U.S. Department of Energy (DOE). The upshot of this energy savings is not only cost savings for the consumerannual energy bill savings of 20-40 percent aren’t uncommon for single story homes in America’s Sun Belt-but also reduced air pollution and greenhouse gas emissions generated in the production of electricity. A white roof also helps keep buildings and houses without air conditioning cooler in the summer than they would otherwise be. And it also helps mitigate the “urban heat island effect” whereby a city can be 6-8 °F warmer than its surrounding areas on warm summer days.

The non-profit White Roof Project promotes the concept across the U.S. and last year painted some 30 buildings, helping hundreds of families lower their energy bills in the process. “A white roof project is low cost, easy to implement, relieves stress on the power grid, cuts down on smog, and creates tangible change for individuals, our communities, and even globally,” reports the group, which is looking to expand its work across the country significantly in 2013 and expand internationally in 2014. The White Roof Projects gives away instructions (via a free downloadable “DIY Packet”) to help do-it-yourselfers paint their own roofs white without hiring a painter or roofer. All it takes is a few painting supplies, a couple of cans of highly reflective elastomeric white paint, and a plan for how to cover all relevant surfaces properly and safely. Those who would rather hire someone to do the ladder climbing and paint application can hire any local painter or roofer. While green roofs may be preferable from a strictly environmental perspective in that they contain plants that filter pollutants and reduce run-off, white roofs may indeed provide more overall environmental benefit for the cost of a couple of cans of special white paint. Indeed, painting the roof white might be the best energy efficiency improvement you can make to your building or house. With almonds’ rising revenues, land values soar across state GOSIA WOZNIACKA Associated Press

FRESNO, Calif. Bill Enns, a central California real estate agent specializing in farmland, fields dozens of calls every week from potential buyers. Many want almond, pistachio or walnut orchards — or any land suitable for growing nut trees. This summer in Merced County, Enns brokered the sale of 1,200 acres of open ground lacking a good source of water. Listed at $12,500 per acre, the land attracted dozens of buyers and sold within a month for a whopping $15,000 per acre. The buyer will plant it with almond trees, a notably water-intensive crop. “It was one of the highest sales per acre that we’ve seen for that kind of land,” said Enns, vice president of the Farm Lands Department at Pearson Realty. “We’ve seen some numbers that would just blow your mind.” In recent years, farmers in California’s Central Valley have seen record-high revenues, buoyed by high demand for fruits, nuts and vegetables in the U.S. and abroad. Investors both foreign and domestic have taken notice, buying up farmland and driving up agricultural land values in a region with some of the highest residential foreclosure rates. California’s almond industry, which grows about 80 percent of the global almond supply and 100 percent of the domestic supply, saw the most dramatic growth — powered by strong demand from new moneyspending middle classes in India and China. The growth has prompted a rush for almond-growing land and pushed almond land values through the roof. Farmland prices have been mostly rising for the past decade throughout the U.S., according to the U.S. Department of Agriculture. But over the past three years, despite the recession, they reached record highs. “A lot of people thought values in farmland would drop like the values in housing,” said Allan Barros, a Fresno-area appraiser. “But the sellers ... sat on their properties and farmland values didn’t budge. Everybody gave a sigh of relief.” Then land values went sharply up, Barros said, pushed by rising agricultural revenues. In this region with the highest farm receipts in the nation, prices for most commodities rose dramatically. Revenues for almonds and walnuts increased by 30 percent between 2010 and 2011, and revenues for grapes rose by 20 percent, according to the USDA. California’s agricultural exports during that time grew by more than $3 billion. In 2011, for the first time, the value of California’s almond crop surpassed the state’s iconic grape industry to move into second place, behind dairy, as the state’s top commodity. Almond producers increased their productivity and their orchard sizes, and shipments more than doubled over the past 10 years, according to the California Almond Board. During the 2011-2012 crop year, California farmers brought in $3.9 billion in revenue. Almonds also became the top export, outpacing dairy and wine, mostly due to increased demand from Asia and a weak dollar, almond producers say. Two-thirds of the almonds produced today are shipped overseas.

Real estate experts say farmers and other investors wanting to cash in on that growth quickly cleared the inventories of available nut land. With little else to buy, they ripped out vineyards and other crops to plant almond orchards. Almonds — which grow from Red Bluff to Bakersfield — increased by over 100,000 acres since 2008, to 760,000 total bearing acres today, according to the Almond Board. Scarcity of available almond land is also pushing some investors to plant trees in areas with a poorer water supply or less appropriate soil. Since nut trees take several years to mature, time will tell whether the risks were worth taking, said Barros, the appraiser. New investors range from local farmers trying to expand their orchards to international companies seeking high returns on prime almond farmland, experts say. Pension funds, insurance companies and retirement funds also are investing portions of their portfolios into agriculture. Olam International, a Singapore-based commodities supplier, farms 7,000 acres of almonds in California. Nut land — almond, pistachio and walnut — is now the highest valued type in every county throughout the valley, according to the American Society of Farm Managers and Rural Appraisers’ California chapter. In Fresno County, almond land was valued at up to $18,000 per acre in 2012, and pistachio land at up to $25,000 per acre. That’s higher than citrus, grape, or tree fruit land —and much higher than the $7,200 average per acre farm real estate value in California last year, according to the USDA. Putting money in farmland pays off, said Biff Ourso, portfolio manager at the New York-based financial services firm TIAACREF, because it can generate an income and appreciate over time. But it also brings much-needed diversification. “Farmland doesn’t behave in the same pattern as other traditional asset classes,” Ourso said, which means it reduces the risk for investors in case of a market downturn. Investing in agriculture is attractive in the long term, he said, because of the growing world population, expanding middle classes and the fact that farmland is a finite resource. The company — which manages about 140,000 acres of farmland in the U.S., including almonds in California — leases its farm properties to farmers. Local almond operators say heightened interest from investors spells out a bright outlook. “There’s lots of excitement in the industry,” said Jim Crecelius, CEO of Montavista Farming Company based in Hanford. Crecelius, an almond farmer, also processes the nuts for investors throughout the Valley and markets them in Asia. “We have never been able to completely supply every almond that our customers need,” he said. Some worry that the almond investment boom could lead to overproduction and hurt local farmers. “Everybody in the industry is continually asking: are we in a bubble or is this a change of economies?” said Chuck Nichols, who farms over 1,000 acres of almonds and pistachios in Tulare and Kings counties. “We don’t know the answer to that.”

The program is called Medi-Cal in California. While the health insurance exchange is designed to be self-sustaining, Brown said he is concerned about expanding Medi-Cal because the program already consumes 20 percent of the state’s $97.6 billion general fund, even as the state splits roughly half the cost with the federal government. It serves about 8 million adults and children, nearly one out of every five residents. Under the expansion, the state would cover an estimated 1.4 million more Californians who make up to 138 percent of the federal poverty line, or about $15,400 a year for an individual, according to a joint report released Monday by the University of California Berkeley Center for Labor Research and Education and the UCLA Center for Health Policy Research. The study said another 240,000 to 510,000 people who already are eligible but not yet enrolled are expected to join because of the federal law’s individual mandate and a simplified enrollment process. The Obama administration is encouraging states to expand their Medicaid programs by offering more money. The federal government will pay all medical costs for newly eligible enrollees for the first three years, with funding decreasing to 90 percent by 2020. It marks the third weekend in a row for Hollywood when business has been up over last year. budget proposes to include some funding for Medi-Cal expansion in the first half of 2014, but said true costs are not known. “I think there are as many estimates as there are estimators,” she said. The expansion is projected to cost California $6.3 billion over 10 years, but that would be just 1.7 percent more than what the state would spend on MediCal without the expansion, according to the Kaiser Family Foundation. With so many unanswered questions, Brown has proposed two options for sharing some of the cost with California’s 58 counties. One option would be to expand the state Medi-Cal program and ask counties to take on more responsibility for providing social services, such as child care. The other asks each county to run its own expansion program because many of them already have begun increasing coverage in anticipation of the health care reform law. County officials and health advocates say the governor could be overreacting. “It has been hard to really pin down on where the administration believes these hidden costs come from,” said Vanessa Cajina of the Western Center on Law and Poverty, which advocates for the poor. “This is a very fiscally conservative governor, and any kind of expansion of services that aren’t totally federally mandated, they’re going to be going through with a fine-tooth comb.” In a statement, Los Angeles County Chief Executive Officer William Fujioka said, “It is unclear why the state needs county money to implement a Medicaid expansion that is paid for 100 percent by the federal government for the first three years.”

The property has been vacant for almost seven years except for her and a number of other transients, causing problems for the neighbors, three of whom stand in a small bunch near the property. They and other members of the Borderline Neighborhood have been concerned about the property for years, but calls to the police have been largely fruitless. It took a fallen wall to bring in the big guns. Jerry Tucker and Keith Warren, two of Santa Monica’s 10 Code Compliance officers, rolled out to the property. A retaining wall had fallen outward, possibly the result of someone’s attempt to climb over it. Now, the cinderblock structure was leaning against one of the new solar-powered lights installed on Longfellow as part of an effort to make it a more sustainable street. Two hours and a hand from members of Santa Monica Fire Department’s Urban Search and Rescue Team was all it took to clear the fallen wall and slap yellow tags on every side of the property, a warning that the property is not safe to enter. It also gives the police the right to arrest anyone who enters in violation of the “stay clear” order. The neighbors, needless to say, were relieved. “We’ve all called the police so many times, we were at a standstill,” said Ellen

Cooper, a neighbor who lives across from the property. “I’m so glad.” It’s all in a day’s work for code enforcement officers, who bounce from case to case, often without the benefit of meals. The schedule became more hectic within the last year when City Hall redefined what it meant to be in Code Compliance and took it out from under the Building and Safety Division. When Code Compliance was under Building and Safety, its officials stuck mainly to problem properties and, as one might imagine, safety issues. Things have changed, said Joe Trujillo, the new Code Compliance manager. “We’re enforcing everything in the municipal code,” Trujillo said. Now, the division’s 10 officers in tan are tackling a panoply of different issues including enforcement of the two-year-old taxi cab franchise system, business licenses and sidewalk sales. They expect to take on more duties soon. At the same time, the budget shot up from $1,420 spent in the 2010-11 fiscal year to $1,620,932 in 2012-13, according to budget documents. The goal is to take responsibilities currently covered by individuals in a variety of different departments and bring them in house. That takes pressure off of almost every department including the police, which will get to spend more time enforcing criminal laws rather than municipal ones under the new system. Like double. “I come in in the morning and think, ‘This is what I need to do today,’” Tucker said. It rarely works out that way, he said. “You don’t know what the next radio call is going to be,” he said. After the house call was cleared, Tucker and Warren were scheduled to head out to target “bandit cabs” — taxis without permission to pick up passengers in Santa Monica — and then to court to defend a previous compliance action. If variety is the spice of life, a career in Code Compliance is downright zesty, something Trujillo has been working on with his troops. “We’re the clearing house for issues when people don’t know who else to call,” Trujillo said. That’s good news for the residents of the Borderline Neighborhood, who exhausted every resource to get the problem house dealt with. Not all issues have been resolved so quickly, if you can call seven years quick. Madelyn Tarfman, a landlord who owns a property on the east side of town, has been dealing with a problem property of her own on Yale Street for almost two decades. She succeeded in getting it knocked down, but fencing that protected the vacant lot has since been taken away. That’s caused problems for her and her tenants, and Tarfman is afraid that what once was a vacant lot will turn into a garbage dump. “It’s frustrating,” Tarfman said. “After 18 years, I would say they didn’t move fast enough.” Although Trujillo couldn’t speak directly to the case of the vacant lot, he hopes Tarfman will contact the new and improved Code Compliance office. “Since I’ve been here, one of our mottos is that once we have our teeth in a case, we don’t let go until there’s compliance at the property,” Trujillo said. ashley@smdp.com

Did your kids moan that winter break was way too short as you got them ready for the first day back in school? They might get their wish of more holiday time off under proposals catching on around the country to lengthen the school year. But there’s a catch: a much shorter summer vacation. Education Secretary Arne Duncan, a chief proponent of the longer school year, says American students have fallen behind the world academically. “Whether educators have more time to enrich instruction or students have more time to learn how to play an instrument and write computer code, adding meaningful inschool hours is a critical investment that better prepares children to be successful in the 21st century,” he said in December when five states announced they would add at least 300 hours to the academic calendar in some schools beginning this year. The three-year pilot project will affect about 20,000 students in 40 schools in Colorado, Connecticut, Massachusetts, New York and Tennessee. Proponents argue that too much knowledge is lost while American kids wile away the summer months apart from their lessons. The National Summer Learning Association cites decades of research that shows students’ test scores are higher in the same subjects at the beginning of the summer than at the end. “The research is very clear about that,” said Charles Ballinger, executive director emeritus of the National Association for Year-Round School in San Diego. “The only ones who don’t lose are the upper 10 to 15 percent of the student body. Those tend to be gifted, college-bound, they’re natural learners who will learn wherever they are.” Supporters also say a longer school year would give poor children more access to school-provided healthy meals. Yet the movement has plenty of detractors — so many that Ballinger sometimes feels like the Grinch trying to steal Christmas. “I had a parent at one meeting say, ‘I want my child to lie on his back in the grass watching the clouds in the sky during the day and the moon and stars at night,’” Ballinger recalled. “I thought, ‘Oh, my. Most kids do that for two, three, maybe four days, then say, ‘What’s next?”” But opponents aren’t simply dreamy romantics. Besides the outdoor opportunities for pent up youngsters, they say families already are beholden to the school calendar for three seasons out of four. Summer breaks, they say, are needed to provide an academic respite for students’ overwrought minds, and to provide time with family and the flexibility to travel and study favorite subjects in more depth. They note that advocates of year-round school cannot point to any evidence that it brings appreciable academic benefits. “I do believe that if children have not mastered a subject that, within a week, personally, I see a slide in my own child,” said Tina Bruno, executive director of the Coalition for a Traditional School Calendar. “That’s where the idea of parental involvement and parental responsibility in education comes in, because our children cannot and should not be in school seven days a week, 365 days a year.”

Bruno is part of a “Save Our Summers” alliance of parents, grandparents, educational professionals and some summer-time recreation providers fighting year-round school. Local chapters carry names such as Georgians Need Summers, Texans for a Traditional School Year and Save Alabama Summers. Camps, hotel operators and other summer-specific industries raise red flags about the potential economic effect. The debate has divided parents and educators. School days shorter than work days and summer breaks that extend to as many as 12 weeks in some areas run up against increasing political pressure from working households — 30 percent of which are headed by women. These families must fill the gaps with afterschool programs, day care, babysitters and camps. “Particularly where there are single parents or where both parents are working, they prefer to provide care for three weeks at a time rather than three months at a time,” Ballinger said. The National Center on Time & Learning has estimated that about 1,000 districts have adopted longer school days or years. Some places that have tried the yearround calendar, including Salt Lake City, Las Vegas and parts of California, have returned to the traditional approach. Strapped budgets and parental dissatisfaction were among reasons. School years are extended based on three basic models: —stretching the traditional 180 days of school across the whole calendar year by lengthening spring and winter breaks and shortening the one in the summer. —adding 20 to 30 actual days of instruction to the 180-day calendar. —dividing students and staff into groups, typically four, and rotating three through at a time, with one on vacation, throughout the calendar year. At the heart of the debate is nothing less than the ability of America’s workforce to compete globally. The U.S. remains in the top dozen or so countries in all tested subjects. But even where U.S. student scores have improved, many other nations have improved much faster, leaving American students far behind peers in Asia and Europe. Still, data are far from clear that more hours behind a desk can help. A Center for Public Education review found that students in India and China — countries Duncan has pointed to as giving children more classroom time than the U.S. — don’t actually spend more time in school than American kids, when disparate data are converted to apples-to-apples comparisons. The center, an initiative of the National School Boards Association, found 42 U.S. states require more than 800 instructional hours a year for their youngest students, and that’s more than India does. Opponents of extended school point out that states such as Minnesota and Massachusetts steadily shine on standardized achievement tests while preserving their summer break with a post-Labor Day school start. “It makes sense that more time is going to equate to more learning, but then you have to equate that to more professional development for teachers — will that get more bang for the buck?” said Patte Barth, the center’s director.

AUSTIN, Texas Out for a Sunday morning jog in bright sunshine, Lance Armstrong hardly looked like a man about to finally confront the doping scandal that has shadowed his storied career like an angry storm cloud. “I’m calm, I’m at ease and ready to speak candidly,” Armstrong told The Associated Press, referring to his interview Monday with Oprah Winfrey. In what’s been billed as a “no-holds barred” session, the cyclist is expected to reverse course after a decade of denials and apologize for doping, as well as offer a limited confession about his role at the head of a long-running scheme to dominate the Tour de France with the aid of performanceenhancing drugs. Armstrong was stripped of all seven tour titles last year in the wake of a voluminous U.S. Anti-Doping Agency report that portrayed him as a ruthless competitor, willing to go to any lengths to win the prestigious race. “The most sophisticated, professionalized and successful doping program that sport has ever seen,” is how USADA chief executive Travis Tygart labeled the doping regimen allegedly carried out by the U.S. Postal Service team that Armstrong once led. Yet if any of that was weighing on Armstrong’s mind, he didn’t show it early in the day. Wearing a red jersey and black shorts, sunglasses and a white baseball cap pulled down to his eyes, he was training by himself and about a mile from his home when he talked to the AP. Armstrong ran for about an hour as his team of lawyers and advisors began arriving one-by-one at his house. Leaning into a reporter’s car on the shoulder of a busy Austin road, he also seemed unfazed by the international news crews gathering at the gates of his home. He cracked a few jokes about all the attention the interview with Winfrey had already drawn, then added, “But now I want to finish my run” and took off down the road. The interview, which will take place at his home and broadcast Thursday on the Oprah Winfrey Network, will be Armstrong first public response to the USADA report. A per-

son with knowledge of the situation told the AP a day earlier that Armstrong will give a limited confession and apologize. He is not expected to provide a detailed account about his involvement, nor address in depth many of the specific allegations in the more than 1,000-page USADA report. In a text to the AP on Saturday, Armstrong said: “I told her (Winfrey) to go wherever she wants and I’ll answer the questions directly, honestly and candidly. That’s all I can say.” A confession would be a stunning reversal after years of public statements, interviews and court battles from Austin to Europe that Armstrong waged while zealously protecting his reputation. After a federal investigation of the cyclist was dropped without charges being brought last year, USADA stepped in with an investigation of its own. The agency deposed nearly a dozen former teammates and accused Armstrong of masterminding a complex and brazen drug program that included steroids, blood boosters and a range of other performance-enhancers. Armstrong had remained defiant, tweeting a picture of himself on a couch at home with all seven of the yellow leader’s jerseys on display in frames behind him. But the preponderance of evidence in the USADA report and pending legal challenges on several fronts apparently forced him to change tactics dramatically. A federal whistle-blower lawsuit brought by former teammate Floyd Landis, who himself was stripped of the 2006 Tour de France title, accuses Armstrong of defrauding the U.S. Postal Service. The Justice Department has yet to announce whether it will join the case. The London-based Sunday Times is also suing Armstrong to recover about $500,000 it paid him to settle a libel lawsuit, and Dallas-based SCA Promotions has threatened to bring yet another lawsuit against Armstrong to recover more than $7.5 million an arbitration panel awarded him as a bonus for winning the Tour de France. The lawsuit most likely to be influenced by a confession might be the Sunday Times case. Potential perjury charges stemming from his sworn testimony in the 2005 arbitration fight would not apply because of the statute of limitations. Armstrong was not
