MAIN LIBRARY As Los Angeles struggles to decide what to do with its medical marijuana dispensaries, Santa Monica city officials embarked Thursday on the complex process of deciding whether or not to allow them at all, and if so how to regulate them. Unfortunately, very few people bothered to attend the first public meeting of its kind. About a dozen people, many of whom owned dispensaries in Los Angeles and West Hollywood, showed up at the Main Library to express their opinions. And while the ideas varied when it came to regulating them, one thing was clear: The majority favored allowing dispensaries to set up shop in Santa Monica. Filmmaker Len Richmond, who produced the documentary “What if Cannabis Cured Cancer?” was one of them. The Santa Monica resident said he is disabled and can’t drive to other areas where dispensaries are already in operation. He needs to get his medical marijuana closer to home to provide relief for the pain he suffers because of kidney stones and shingles. He also said that only a certain strain of marijuana works and without a professional to help guide him, he would have to hit the streets and take his chances. “Without dispensaries in Santa Monica, you are making it very prohibitive for me,” he said. City officials presented a list of policyoriented questions to guide the night, beginning with the most critical: Is there a need for medical marijuana in Santa Monica? If the answer to that is “yes,” City Hall needs to lay down other guidelines, including how many facilities should be allowed; the placement of those in relation to schools, playgrounds and other community sites; and whether or not proprietors should be allowed to grow or process marijuana on SEE MARIJUANA PAGE 8

LOS ANGELES — “Identity Thief ” has turned out to be the real thing at the North American box office. The comedy starring Jason Bateman and Melissa McCarthy debuted at No. 1 with a $36.6 million opening weekend, according to studio estimates Sunday. “Identity Thief ” opened solidly despite the winter storm that buried much of the U.S. Northeast. Distributor Universal Pictures estimates the storm might have choked off as much as 10 percent of the

movie’s business. “It took such a chunk out of the business this weekend. But we can’t control Mother Nature,” said Nikki Rocco, Universal’s head of distribution. “We probably could have hit $40 million if it weren’t for the weather this weekend.” The previous weekend’s top movie, the zombie romance “Warm Bodies,” fell to No. 2 with $11.5 million. That raises its domestic total to $36.7 million. The weekend’s other new wide release, Steven Soderbergh’s thriller “Side Effects,” had a modest opening of $10 million, coming in at No. 3.

Tom Cruise’s 1986 hit “Top Gun” took flight again in theaters with a 3-D reissue that pulled in $1.9 million in narrow release of 300 theaters. Santa Monica lost one of its active seniors when Arlene Wagner died on Feb. 3, at age 75. Wagner, a native Canadian, graduated nursing school in 1957 and got a medical technician job at a Santa Monica hospital in 1958. Although retired since 2002, Wagner’s life was never starved for fun or excitement. The 75-year-old loved competition and led a bowling team to nationals for 35 straight years, friends said. Wagner was very involved in local sports, and even pitched in an adult softball league just weeks before her passing. “I can’t remember her ever striking out,” said Barbara Hornak, a league umpire. “Tough as nails, she would pitch, and take a line drive on the shin, and still try to make the play to first.” Wagner remained an active member in her community, delivering food as a Meals on Wheels driver until her sudden death. For a Santa Monican who loved to bake, make quilts, drive seniors to doctor appointments, and always ran to first base the journey of life has ended. — HENRY CRUMBLISH

Building toward a problem Editor:

Here they go again. The Santa Monicans for Renters’ Rights-controlled City Council wants to give city staff authority to approve development of a 50-unit low- and extremely-low-income rental housing project with no citizen input. This proposal is clearly to implement SMRR’s election platform for “environmental justice.” The proposed ordinance recognizes that a disproportionate burden has been placed on the Pico Neighborhood, i.e. there is a low-income housing project on almost every block, 200 low-income housing units surrounding Edison Elementary School, and shootings and drug use close to the projects. By over concentrating the low-income rental housing projects in the Pico Neighborhood the city has violated the right of equality of minorities by denying them better housing opportunities between Wilshire and San Vicente boulevards. The ordinance will provide the city a method of desegregating the Montana Avenue elementary schools. The SMRR platform exempts 100 percent low-income housing projects from height and density restrictions. Let’s desegregate the area between Wilshire and San Vicente by developing hundreds of high-density, low-income rental housing units there. Please attend the council meeting on Feb. 12 and voice your approval for this proposal.

City officials dropping ball on Saint John’s parking problem PARKING HAS ALWAYS BEEN AN ISSUE

in the Mid-City neighborhood around Saint John’s Health Center. Demand for space for hospital employees, patients and visitors far outstrips the available parking at the medical campus. Hospital staff and visitors alike park on the surrounding, mostly residential streets 24 hours a day. A 1998 development agreement (DA) that allowed Saint John’s to build a new hospital required the construction of a 442-stall subterranean parking garage. Because they didn’t want to spend an estimated $25 million to build the garage, Saint John’s management asked City Hall for permission to amend its 1998 DA to allow them instead to lease 450 excess parking spaces at the Colorado (formerly Yahoo!) Center two blocks away. There was just one problem: Saint John’s had been leasing parking space since 2009 in violation of the Yahoo! Center’s 1981 DA, which did not permit it to lease parking space to non-tenants. On June 28, 2011, both an amended 1981 Yahoo! Center DA and the 1998 St. John’s DA were approved on second reading by the City Council. The amendments allowed Colorado Center to legally lease 450 spaces in its garage to Saint John’s. In reviewing the 10-year parking license agreement (PLA) between Saint John’s and Colorado Center a few days ago, local attorney Stanley Epstein noticed it was dated June, 10, 2011 — 18 days before the parties received City Hall’s permission. Epstein also informed me that the PLA has a provision that if the 1981 Yahoo! DA were not amended by Dec. 31, 2011 to permit non-tenant parking leases, an earlier 2009 license agreement with Saint John’s that allowed it to lease parking would be reinstated. In other words, City Hall gave its blessings to a clear violation of the Colorado Center’s 1981 development agreement. City staff had reviewed the PLA but apparently never informed council or the public of the provision that allowed a twoyear violation to continue, even if the leased parking arrangements in the amended DAs weren’t officially approved by year end, 2011. By knowingly allowing these significant violations, how can we expect City Hall to enforce any other DAs — plus variances — or to do what’s right for the community? The record once again shows we can’t trust City Hall to look out for our interests. To make things worse, the PLA allowed the Colorado Center to terminate Saint John’s license with 120 days written notice if space was needed for tenant parking. Saint John’s informed City Hall last December that it had received notice of license termination effective March 31, 2013. I had written in these pages on June 13, 2011 that the Colorado Center’s owners boasted that there’s enough parking available in their garage that “they could lease out 1,053 stalls to non-tenants and still provide sufficient tenant parking.” If the center were to fully lease all its office/retail space (one third was unoccu-

pied at the time), its owners claimed, that “even at full tenant occupancy at peak periods they would have parking space left over.” It appears that everyone was fed a pack of lies because the Colorado Center garage has gone from “way overbuilt” to “inadequate” in just 18 months. Did the Colorado Center owners fib in June, 2011 when they claimed that there would be sufficient parking even if the building were fully leased? Or, did they send a possibly invalid termination notice by falsely “claiming” that all 450 leased spaces were needed for tenants? What’s next? Ultimately, Saint John’s management is faced with making new shared-parking arrangements or conjuring up a whole new scheme by the end of March to replace its lost parking. The amended Saint John’s DA states that if the PLA is terminated and if an acceptable traffic and parking management plan is not thereafter promulgated, City Hall can force Saint John’s to build the parking garage as required by its original 1998 DA — something that should have been done to begin with. It appears that City’s Hall’s willingness to waffle and obfuscate on Saint John’s parking obligations has encouraged hospital decision makers to avoid providing adequate and permanent parking for all concerned. It’s an unfortunate course of action that negatively impacts thousands of neighbors, hospital employees and guests. Even if Saint John’s is eventually forced to build the garage, construction would take years. In the meantime, parking and traffic woes in the Mid-City area will worsen and everyone exposed to this debacle will continue to be poorly served. There’s a lesson in this for all those “car and parking lot haters” who want City Hall to reduce parking requirements for new developments. There’s never enough parking.

Tuesday night the City Council will take action on a new plan that would make it easier for developers to get approval for projects with up to 50 apartments if they are willing to build more low-income apartments into the projects. The proposal would exempt these fairly large, four- or five-floor housing developments — already permitted in most areas of the city — from public review if 25 percent of the units are for low and very low income tenants. Review and approvals would be handled internally by city planners. Any proposal that bypasses public input and replaces it with a “behind closed doors” process is a bad idea. for sparkling solar panels are lured by ads filled with images of pristine landscapes and bright sunshine, and words about the technology’s benefits for the environment — and the wallet. What customers may not know is that there’s a dirtier side. While solar is a far less polluting energy source than coal or natural gas, many panel makers are nevertheless grappling with a hazardous waste problem. Fueled partly by billions in government incentives, the industry is creating millions of solar panels each year and, in the process, millions of pounds of polluted sludge and contaminated water. To dispose of the material, the companies must transport it by truck or rail far from their own plants to waste facilities hundreds and, in some cases, thousands of miles away. The fossil fuels used to transport that waste, experts say, is not typically considered in calculating solar’s carbon footprint, giving scientists and consumers who use the measurement to gauge a product’s impact on global warming the impression that solar is cleaner than it is. After installing a solar panel, “it would take one to three months of generating electricity to pay off the energy invested in driving those hazardous waste emissions out of state,” said Dustin Mulvaney, a San Jose State University environmental studies professor who conducts carbon footprint analyses of solar, biofuel and natural gas production. The waste from manufacturing has raised concerns within the industry, which fears that the problem, if left unchecked, could undermine solar’s green image at a time when companies are facing stiff competition from each other and from low-cost panel manufacturers from China and elsewhere. “We want to take the lessons learned from electronics and semiconductor industries (about pollution) and get ahead of some of these problems,” said John Smirnow, vice president for trade and competitiveness at the nearly 500-member Solar Energy Industries Association. The increase in solar hazardous waste is directly related to the industry’s fast growth over the past five years — even with solar business moving to China rapidly, the U.S. was a net exporter of solar products by $2 billion in 2010, the last year of data available. The nation was even a net exporter to China. New companies often send hazardous

waste out of their plants because they have not yet invested in on-site treatment equipment, which allows them to recycle some waste. Nowhere is the waste issue more evident than in California, where landmark regulations approved in the 1970s require industrial plants like solar panel makers to report the amount of hazardous materials they produce, and where they send it. California leads the consumer solar market in the U.S. — which doubled overall both in 2010 and 2011. The Associated Press compiled a list of 41 solar makers in the state, which included the top companies based on market data, and startups. In response to an AP records request, the California Department of Toxic Substances Control provided data that showed 17 of them reported waste, while the remaining did not. The same level of federal data does not exist. The state records show the 17 companies, which had 44 manufacturing facilities in California, produced 46.5 million pounds of sludge and contaminated water from 2007 through the first half of 2011. Roughly 97 percent of it was taken to hazardous waste facilities throughout the state, but more than 1.4 million pounds were transported to nine other states: Arkansas, Minnesota, Nebraska, Rhode Island, Nevada, Washington, Utah, New Mexico and Arizona. Several solar energy experts said they have not calculated the industry’s total waste and were surprised at what the records showed. Solyndra, the now-defunct solar company that received $535 million in guaranteed federal loans, reported producing about 12.5 million pounds of hazardous waste, much of it carcinogenic cadmium-contaminated water, which was sent to waste facilities from 2007 through mid-2011. Before the company went bankrupt, leading to increased scrutiny of the solar industry and political fallout for President Barack Obama’s administration, Solyndra said it created 100 megawatts-worth of solar panels, enough to power 100,000 homes. The records also show several other Silicon Valley solar facilities created millions of pounds of toxic waste without selling a single solar panel, while they were developing their technology or fine-tuning their production. While much of the waste produced is considered toxic, there was no evidence it has harmed human health.

NEW ORDER: By throwing the planet’s climate out of whack, global warming is likely to cause more extreme weather events — and not just rain, snow and flooding but more droughts and wildfires, too, sometimes within the same regions that at other times experience extreme wet weather.

A burning question Dear EarthTalk: How are droughts and wildfires caused by global warming? I thought warming mostly brought on wet and flooded conditions.

By throwing the planet’s climate regulation systems out of whack, global warming is likely to cause more extreme weather events of every kind, including additional precipitation and flooding in some cases and more drying and drought in others-sometimes within the same region. According to the Union of Concerned Scientists (UCS), a leading non-profit, increased temperatures on the Earth’s surface due to global warming accelerates evapotranspiration, an otherwise natural process that takes moisture from land, plants and water bodies and moves it skyward into the atmosphere. “In drier regions, evapotranspiration may produce periods of drought-defined as below-normal levels of rivers, lakes and groundwater, and lack of enough soil moisture in agricultural areas,” reports UCS. “Precipitation has declined in the tropics and subtropics since 1970. Southern Africa, the Sahel region of Africa, southern Asia, the Mediterranean, and the U.S. Southwest, for example, are getting drier.” Even areas that are typically wet, says the group, can experience long, dry spells between extreme rainy periods. This drying trend is expected to continue through mid-century as the amount of land affected by drought grows significantly. Water resources in affected areas are predicted to decline by as much as 30 percent. “These changes occur partly because of an expanding atmospheric circulation pattern known as the Hadley Cell-in which warm air in the tropics rises, loses moisture to tropical thunderstorms, and descends in the subtropics as dry air,” adds UCS. “As jet streams continue to shift to higher latitudes, and

storm patterns shift along with them, semiarid and desert areas are expected to expand.” The National Wildlife Federation (NWF) adds that the sea level rise expected to accompany global warming (as the polar ice caps melt) could further complicate matters for water-constrained areas by contaminating critical inland underground freshwater reserves with salt (so-called “saltwater intrusion”). Another effect of unmitigated global warming will be a increased frequency of large wildfires and an expansion of burned over areas in already fire-prone regions like much of the Western U.S. NWF reports that researchers there are already noticing longer fire seasons, drier conditions persisting later into the year, and an increased frequency of lightning as thunderstorms are becoming more frequent and severe. The group adds that forest fires are expected to burn over twice as much of today’s affected areas across 11 western states by later this century if conservative predictions about warming come true. So what can be done? NWF stresses that every one of us can play a role by cutting back on our fossil fuel use (less driving and flying, less home heating and cooling, more efficient appliances, etc.). Another way to help is to take into account our own water use and making a concerted effort to cut back and conserve this most vital of all natural resources. NWF also wants land managers and policymakers to consider global warming when choosing water management strategies to meet multiple demands and to work to protect natural forest and wetland systems that absorb flood waters and provide efficient water storage. Civic Center Parks Through March of 2013 the majority of Town Square (front yard of City Hall) will be closed so the contractor can continue construction activities. site. Hours of operation, security and even limits on how much medicine can be sold at individual sites are also topics to be addressed. Several in attendance seemed to agree that restrictions on where the shops could operate are needed. One man suggested creating a buffer around schools and places of worship. When the idea of 24-hour security was floated, most were opposed, saying security was only needed during operating hours. Jon Mann, a perennial City Council candidate, lobbied hard for City Hall to take sole control over dispensaries by setting up a cultivation operation at the Santa Monica Airport and one dispensary to be run by city employees. That way Santa Monica taxpayers could receive all the profits and city officials could ensure that the dispensary is run properly. That idea fell mostly flat. Some raised concerns that since marijuana is still considered an illegal drug by the federal government, if City Hall were to sell it, city-owned property like the airport could be confiscated. Others in the group supported a freemarket solution in which dispensaries would be able to operate under specific rules dictating hours of operation, security, signage and other factors. Many pointed to West Hollywood, one of the first and most successful cities to adopt medical marijuana regulations. Officials there put strict controls on marijuana dispensaries, allowing only four locations at any given time, and the businesses can only be located along specific transit corridors set away from neighborhoods. Locations must be at least 1,000 feet away from other dispensaries and 500 feet from parks, schools, churches and similar facilities. West Hollywood also bars applicants or property owners from opening dispensaries if they had a similar license revoked or denied for good cause within two years of having applied. Applicants also have to pass a background check by the Los Angeles County Sheriff ’s Department. Those who attended the Thursday meeting said such restrictions may need to be eased because Santa Monica is more dense

We have you covered than West Hollywood, leaving very few places that would be suitable and not come in conflict. Santa Monica city planners addressed some of those issues in a 2007 study commissioned by the City Council when the question of medical marijuana dispensaries first arose. The report came in response to a request to open a dispensary on Main Street. The use was not explicitly prohibited by local rules, but no provisions for dispensaries existed in the zoning code. Since that time, at least 15 inquiries about medical marijuana dispensaries and one actual business license request have showed up at Santa Monica City Hall. The intensity of interest in the subject caused city officials to recently bring an emergency 45-day moratorium on dispensaries to the City Council to give planners breathing room to craft a comprehensive policy. That was later extended by at least 10 months. It is expected to expire in the fall. Thursday’s community meeting was part of the ordinance-drafting process. City officials have no specific date when they must report back to the City Council. More community meetings and outreach are expected. BACKGROUND

Santa Monica residents have been permissive of even the recreational use of marijuana in the past. Voters made the act of an adult smoking marijuana in the home the lowest possible police priority in 2006. That means police have to respond to complaints about barking dogs before a report of someone lighting up a joint. At that time the Marijuana Policy Project, which sponsored the measure, polled residents and found that 91 percent favored medical marijuana for those with a valid prescription. Santa Monica voters solidly support much broader marijuana policy reform. Nearly two-thirds voted in favor of Prop. 19 in 2010, which would have made marijuana legal for adults’ use and allowed its sales to be regulated by cities, according to an analysis of the election results conducted by the group. kevinh@smdp.com

Authorities have been working to protect dozens of families considered targets based on Christopher Dorner’s Facebook rant against those he held responsible for ending his career with the Los Angeles Police Department five years ago. Among those the 33-year-old Dorner is suspected of killing is a Riverside police officer, and on the fourth day of the manhunt, authorities put up a $1 million reward for information leading to his capture. “We will not tolerate this reign of terror,” said LA Mayor Antonio Villaraigosa. After days without resolution, Dorner’s fugitive status caused concern among some and downright fear among others in the upscale community that the FBI consistently ranks among the safest cities in the U.S. “If he did come around this corner, what could happen? We’re in the crossfire, with the cops right there,” said Irvine resident Joe Palacio, who lives down the street from the home surrounded by authorities protecting a police captain mentioned in Dorner’s posting. “I do think about where I would put my family,” he said. “Would we call 911? Would we hide in the closet?” The neighborhood has been flooded with authorities since Wednesday. Residents have seen police helicopters circle and cruisers stake out schools. Some have responded by keeping their children home. Others no longer walk their dogs at night. Dorner’s background added to the anxiety. The former LAPD officer also served in the Navy, earning a rifle marksman ribbon and a pistol expert medal. He was assigned to a naval undersea warfare unit and various aviation training units, according to military records. In his online post, Dorner vowed to use “every bit of small arms training, demolition, ordnance and survival training I’ve been given” to bring “warfare” to the LAPD and its families. As tense Irvine residents went on with their lives, police looked into a taunting phone call to the father of the woman they believe Dorner killed last week. Two law enforcement officers who requested anonymity because of the ongoing investigation told The Associated Press they are trying to determine whether Dorner made the call telling retired police Capt. Randal Quan that he should have done a better job protecting his daughter. The bodies of Monica Quan and her fiance were found shot dead last Sunday in Irvine, marking the start of the high-profile case. Things escalated early Thursday morning, when police say Dorner got into a shootout with police in Corona, grazing an LAPD officer’s head with a bullet before escaping. Authorities believe he then used a rifle to ambush two Riverside police officers,

killing one and seriously wounding the other. About 65 miles away, the manhunt continued in the San Bernardino mountains near the ski resort town of Big Bear, where authorities found Dorner’s burned out pickup truck Thursday. Police have since said they discovered weapons and camping gear inside the vehicle. The search scaled down as the weekend went on, but a helicopter with heat-seeking technology scanned the area as twodozen officers went back to some of the 600 cabins they earlier visited door to door. With little apparent evidence pointing to Dorner’s whereabouts, worrisome questions emerged: How long could the intense search be sustained? And, if Dorner counties to evade capture, how do authorities protect dozens of former police colleagues whom he has publicly targeted? LAPD Cmdr. Andrew Smith said the department has deployed 50 protection details to guard officers and their families who are deemed targets in Dorner’s manifesto. “It can’t be one guy with a gun in a living room,” Smith said, suggesting that more officers would be necessary to keep families safe. The department, however, is looking for alternatives if the search for Dorner stretches on, whether it’s reducing the numbers of officers or something else, he said. There were no plans to reduce protections until Dorner was in custody, said Los Angeles police Sgt. Rudy Lopez. As long as Dorner’s whereabouts are unknown, the police department must provide protection to those named in his rant, said Chuck Drago, a Florida-based police consultant. “We realize it costs money and it gets expensive, but this is as clear of a threat as you can get,” he said. “We know that if he’s able to get to these targets then he’s probably able to hurt them. The money is always an issue but not when it’s somebody’s life at stake.” If the search drags on, the LAPD will likely find safe houses for the targeted individuals, much as they would for witness protection participants, instead of posting officers outside their homes, Drago said. LAPD remains on modified tactical alert, responding only to priority calls and not to those for lesser issues such as public intoxication or business disputes. Authorities Sunday morning had six cars protecting Capt. Phil Tingirides, who chaired a disciplinary panel that stripped Dorner of his badge. Black and white police cruisers were posted on each end of his street and four more were parked outside his home. At least a half-dozen officers were visibly standing guard. Meanwhile Palacio, who has to navigate the heavy police presence to get to and from his home, said his family is trying to keep routines normal. “Life goes on,” he said, “and we’re doing our thing.”

ater seats and concession sales. He and those who took part in its creation believe it could save lives. For the past three years, Dumas has been following the struggles of engaged citizens and homeless veterans as they try to tell the story of the West L.A. VA campus, a 387-acre plot of land home to public parks and commercial laundry facilities, but not many homeless veterans. The VA itself reports that 8,000 veterans live on the streets of Los Angeles, the highest concentration of homeless veterans in the United States. The government touts figures showing that number has dropped 22 percent in 2012, but activists like Santa Monica's own Bobby Shriver, a former Santa Monica mayor, feel that not enough is being done to support veterans, many of whom are mentally ill and need more support than access to medical prescriptions. Dumas got hooked by Bob Rosebrock, a spunky 70-year-old who organizes protests outside of the VA campus at Wilshire and San Vicente boulevards every Sunday, and has done so for the last four years. Although the two would eventually part ways over differences in vision for the documentary, Rosebrock made crucial introductions that got the film going, and allowed Dumas to see the complex web of relationships that he feels has shut the VA's door to homeless veterans for years. The West L.A. VA campus is in Brentwood, one of the wealthiest communities in Los Angeles County. Senator John P. Jones and Arcadia B. de Baker donated 300 acres of property in 1888 to the National Home for Disabled Volunteer Soldiers, an organization created by Congress in 1865, for the purpose of creating a permanent home for veterans at the site. According to a lawsuit filed by the American Civil Liberties Union of Southern California, the property was used to house over 1,000 veterans until the 1960s and 1970s when it appears that the U.S. Department of Veterans Affairs — an evolution of the National Home — stopped accepting new residents. Since, the property has been used primarily for medical care and for leases by the VA to private, for-profit and nonprofit organizations, like a commercial laundry business that services the Marriott hotel chain or a private school that built sports facilities on the site. Buildings once used to house veterans have fallen into disrepair, the documentary states, and Brentwood community members have worked hard to create a public park on the property in the name of veterans, but seem less willing to have them as neighbors. “They don't want ... veterans there,” said John Keaveney, the founder of the nonprofit New Directions, which provides services to homeless veterans. Keaveney is currently not on the staff or Board of Directors of New Directions. It means that the VA is an excellent place for veterans to get medical care, but not much else, said Terence Lyons, a Vietnamera veteran who appears in the documentary and helps produce the Strawberry Gazette, a publication dedicated to documenting the VA response to homeless veterans. “One of my principal differences with the VA is that they've turned the whole place into a medical care facility,” Lyons said Friday. “Under the deed of 1888, it was given to be a home for veterans. The VA simply

In one scene, Billingslea struggles with over 20 bottles of prescription medications given to him by the VA, each stored in the shopping cart that he uses to collect bottles and cans to feed himself and help his mother and grandson. The VA is making progress on the homeless front, as evidenced by the reduction of homeless veterans on the street and the recent groundbreaking at Building 209, which is expected to house 65 of the most-needy veterans and provide them access to services on the campus. There are also plans to rehabilitate two more buildings — 205 and 208, respectively — and ramp up efforts of direct intervention, moving homeless veterans into apartments and using transitional housing to meet the nationwide goal of ending veteran homelessness by 2015, said Bill Daniels, chief of Mental Health at the VA of Greater Los Angeles Heath Care System. “We continue to work diligently with the community to expand all areas of service through various methods including outreach with our community partners. All of our long-term housing is geared toward having the veterans live in the community. This is what our veterans have told us; this is what our veterans like,” Daniels said. Many activists believe that changes have only come because of the pressure applied to the government agency through protests, the very public ACLU lawsuit and things like Dumas' documentary. Otherwise, the history of the West L.A. VA campus remains a mystery to most, Dumas said. “In fact most people don't even know what that is,” he said. “They say, 'Oh, I've driven by that place on Wilshire.' They aren't even aware of the VA property, let alone the issues and land use.” To encourage real progress at the site, that has to change. Dumas is a one-man-band with his low-definition Sony camera, a hardy piece of equipment that has served him as he tailed Ron Paul through his unsuccessful presidential bid and now through a hike in the Hollywood Hills with nonprofit volunteers to meet the Godfather, a vet in the film who has lived above the Hollywood Bowl with his dog for the past 16 years. He finished editing the footage roughly six months ago, but wasn't able to premiere the piece until Feb. 1 at Beyond Baroque, an independent arts center in Venice that supports literary and cultural production and community building. There just wasn't the money to do it, Dumas said, and that means that knowledge of the issue remains relegated to a committed few, unless he finds other ways to get the documentary out to the public. He's in the process of burning DVDs for people to provide funding for the project, and is considering putting the film up on Vimeo or another streaming site to try to get it out to a wider audience. Lyons participated in a panel discussion after the Beyond Baroque premiere. People seemed genuinely concerned by the issues raised, and asked what they could do about it, Lyons said.
