would be longer than most working actors, many of whom live or work in the city itself. Be it Pacific Park’s Ferris wheel in the 2011 action movie “Battle: Los Angeles” or the Santa Monica Airport in disaster film “2012,” the city by the sea has been the face
of and home to a number of the entertainment industry’s most recognizable film shoots, but like so many big Hollywood stars, the city has something of a reputation as a diva. Santa Monica may look good on film, but

MIAMI Duna Lopez started school in Miami last fall not knowing a single word of English. The 8-year-old girl from Barcelona, Spain, with dark blond hair was placed in the Coral Way Bilingual K-8 Center, the nation’s oldest bilingual school. For half the day, she receives classes in Spanish; it’s English for the rest. During language arts, she gets pulled out with three other new arrivals for extra help on grammar and phonics. After seven months, she’s one of the most active participants in class. “In five months, like that, I learned it,” she said. Duna’s success is exceptional, but the language challenge she faced is increasingly common across the U.S. educational map. Nationwide, nonwhites are expected to become a majority of the population within a generation, and schools are at the cutting edge of that historic shift. School-age children who speak a language other than English at home are one of the fastest-growing populations. Their numbers doubled between 1980 and 2009, and they now make up 21 percent of school-age kids. There were 4.7 million students classified as “English language learners” — those who have not yet achieved proficiency in English — in the 2009-10 school year, or about 10 percent of children enrolled, according to the most recent figures available from the U.S. Department of Education.

adopted resolutions on Sunday affirming many of their biggest political goals, including changing California’s landmark property tax limitation law, Proposition 13, supporting more gun control legislation and imposing a moratorium on hydraulic fracturing for oil. Delegates to the party’s annual convention also urged President Barack Obama to reject the Keystone XL pipeline from Canada and affirmed their support for California’s environmental quality law, known as CEQA. Gov. Jerry Brown, a fellow Democrat, and the state’s legislative leaders have said they want to make changes to the four decade-old law this year. The Democratic resolution on CEQA said “there have been recent attacks on the integrity of this law that would compromise, dilute and diminish its effectiveness.” Critics say the law intended to protect habitat and reduce air pollution is being used well beyond its intended purpose and instead is employed by unions, activist groups and even rival developers to delay or stop projects they don’t like, often at great legal expense to developers. The law has been amended virtually every year since it was signed in 1970. Brown has called reforming CEQA “the Lord’s work.” He is on a trade mission in China and did not attend the convention or record a message to the more than 2,000 delegates who met to plan the party’s agenda for the coming year. In some cases, Boucher said, the orders may have sent known pedophiles to work in the archdiocese in the same way that the larger church has been accused of shuffling around problem priests. J. Michael Hennigan, an archdiocese attorney representing more than a dozen orders involved in Tuesday’s hearing, said the orders operate as separate entities from the archdiocese in financial and disciplinary matters. “I don’t think even practicing Catholics
in Hollywood, while another American institution — Tom Cruise — has delivered his latest hit overseas. The Jackie Robinson tale “42” took in $27.3 million to claim the weekend boxoffice championship domestically, according to studio estimates Sunday. The film has yet to open overseas, where the sport is a harder sell. But Cruise knocked it out of the park with a $61.1 million international launch in 52 countries for his sci-fi thriller “Oblivion.” That bodes well for the domestic debut of “Oblivion” next Friday. The film stars Cruise as a workman on a devastated future Earth who lands in a battle with aliens. If “Oblivion” packs in comparable domestic crowds, it will help maintain the action-star momentum Cruise regained with 2011’s “Mission: Impossible — Ghost Protocol.” That return to box-office luster came after some fitful years that followed odd turns in his personal life, culminating with the breakup of his marriage to Katie Holmes last year. Released by Warner Bros., “42” easily beat the domestic start of an established franchise in “Scary Movie 5.” The Weinstein Co. sequel opened in second-place with $15.2 million, the smallest debut for the horror-comedy series. Three of the previous four “Scary Movie” installments had debuts of $40 million or more. On the other hand, “42” outdid the usual expectations for baseball movies, which usually do modest business at best. Box-office trackers had expected “42” to pull in less than $20 million. The previous weekend’s top draw, Sony’s horror remake “Evil Dead,” tumbled to No. 5 with $9.5 million, raising its domestic haul to $41.5 million. The $27.3 million opening for “42” is a record for a baseball flick in terms of straight dollars, topping the $19.5 million debut of “Moneyball” in 2011. Factoring in higher ticket prices, the $13.7 million debut of 1992’s “A League of Their Own” would have been on par with “42” in terms of inflationadjusted dollars. LOS ANGELES When the Rev. John Anthony Salazar arrived in Tulia, Texas, in 1991, he was warmly welcomed by the Roman Catholic community tucked in the Texas Panhandle. What his new parishioners didn’t know was he’d been hired out of a treatment program for pedophile priests — and that he’d been convicted for child molestation and banned from the Archdiocese of Los Angeles for life. Over the next 11 years, Salazar would be accused of abusing four more children and young men in Texas, including an 18-yearold parishioner who suffered teeth marks on his genitals. Today he awaits trial on one molestation charge, while his accusers and former followers seek a way to move forward. Many details of Salazar’s past are contained in a confidential personnel file that was among 120 such files the Archdiocese of Los Angeles made public this year after a
legal battle with abuse victims. But those records tell only part of the story. On Tuesday, attorneys return to court to argue over the release of records for about 80 priests, including Salazar, who belonged to Roman Catholic religious orders that kept their own personnel files on accused clergymen. The hearing will address in what form and when those files will be made public, and involves orders such as the Jesuits, Salesians, Vincentians and Dominicans. The documents are critical to understanding the full scope of the clergy abuse scandal, said Ray Boucher, who represents Los Angeles-area victims. As part of a separate settlement, the Franciscans were forced last year to release confidential records on their members who’d been accused of molestation. The papers revealed a culture of abuse that affected generations of students at the seminary dedicated to training future Franciscans. Among the documents was a “sexual autobiography” penned by one priest as part of a therapy

Regarding yet another development agreement (Village Trailer Park), the city’s planning director states, “We are asking developers to provide roads and connections we’re seeking, and it doesn’t make sense to also penalize them for ceding their property” and adding “that the calculation was a common one used in previous development agreements.” (”Trailer park redevelopment passes split council,” April 11, page 1.) Yet at the same time the city is giving the developer a $2.3 million community benefit credit, an additional 65,000 square feet of residential density, and 34,400 square feet of “free” parking area below the “public street.” All this additional use while the city has an ongoing obligation of maintenance and liability for these street easements. The majority of this circulation is needed to serve the property. The developer is no longer obligated to build and maintain his own access and driveway circulation which would have taken up easily one half of the public street easement area, while at the same time, he is gaining density, parking area, and a $2.3 million community benefit. As a developer and architect I’ll take that trade any day. Yes, the city is benefiting from the continuity of an overall circulation system but the developer is gaining much, much more. And the community should understand that the day this development agreement was approved, the city handed the developer a $25 million profit in increased land value alone, in addition to still more profits to be realized in the future from its development after he sells the package to an institutional developer. As seems to be the case with all these development agreements, this “trade off process” is truly a sick, expensive, dense and traffic congestion joke on the citizens of Santa Monica.

It’s time for Obama to exhibit restraint from his war practices in Afghanistan, Libya, and sending killer drones around places like Pakistan, Yemen and Somalia. Imagine a country that stood for and acted for peace — not war. Now that’s something one could believe in.

cram onto an acre of land? As many as it wants to. Last Tuesday, “the pro-development majority on City Council” finally sealed the deal on a massive 341,290-square-foot, megadevelopment that is one of the worst developments ever approved in Santa Monica. The East Village, a 377-unit mixed-use project, will replace the aging Village Trailer Park at 2930 Colorado Ave. Developer Marc Luzzatto bought the 3.8-acre mobile home park some six years ago and proposed replacing it with a mix of creative office space, market rate condominiums, apartments and retail uses. Major opposition came from the trailer park’s residents. Six years of wrangling ensued over the development’s size and scale, relocation settlements for residents and the amount of low-income housing in the project. City Council approved a development agreement last November. Within weeks they reversed themselves when, after second thoughts, they decided they wanted more low-income units then were previously agreed upon. The project went back to the drawing board and Luzzatto filed a $50 million lawsuit against City Hall in January claiming the council’s reversal was illegal. Ultimately, a plan was worked out with the developer agreeing to build all 377 housing units as apartments and restricting 38 of them for very/extremely low-income tenants. The agreement included retaining 10 mobile home spaces for current residents for 10 years and relocation payoffs for residents willing to leave. Major problems such as density, massing, intensification of use, traffic generation and overall architectural unattractiveness were largely ignored by staff and politicians alike who focused on low-income housing and remedies for those displaced. Of course, East Village will also have the usual so-called “community benefits” including a recycling policy, transportation demand management program, underground parking for up to 799 vehicles, Colorado-fronting retail spaces, child care and senior contributions, pedestrian and bicycle friendly streets, wide sidewalks, landscaping, transit subsidies and a local hiring program for construction workers. Whoopee. Despite promises of wall articulation and variable roof lines to break up building mass, the project is extremely dense and cramped with three, 57-foot-high (five floor) buildings. The project will generate an estimated 2,000 daily car trips. Any similarities between East Village and tenements constructed at the beginning of the last century or the infamous early 1950s Pruitt-Igoe housing project in St. Louis, Mo. are purely coincidental. The failed Pruitt-Igoe urban renewal project went into decline soon after it was opened and within 20 years, it had become a center for crime, grinding poverty and racial/economic segregation. Synonymous with incompetent planning and failed public policy, it was demolished in the ‘70s. So, you’re asking, “Hey Bill, is Luzzatto’s development really going to turn into PruittIgoe West?” Only time will tell but the ingredients are there.
For the record, Kevin McKeown, Tony Vazquez and Ted Winterer voted against it. Gleam Davis, Bob Holbrook, Terry O’Day and Mayor Pam O’Connor supported the development agreement. It’s interesting to note how Davis has flip-flopped on voting for developments the last few months. How else is she going to keep those political contributions coming? RENTS ARE GOING UP, WAY UP
A troubling report issued by City Hall’s Rent Control Administration indicates that when older apartments are voluntarily vacated, their rent levels dramatically increase. What was the once the backbone of the city’s affordable housing stock is fast becoming out of reach for even moderate income folks. For example, the monthly average rent (MAR) — excluding add-ons such as school or college tax and bond expense, rent control and other fees — for one-bedroom units jumped from $1,000 a month in 1999 to around $1,600 per month by 2012. Two bedroom apartments that were $1,500 in 1999 were $2,700 per month in 2012. Three bedrooms units that rented around $1,750 in 1991 rose to more than $3,000 per month by 2012. A 1999 state law (Costa-Hawkins), backed by landlords and real estate interests, mandated that voluntarily vacated apartments could be rented at market rates. Costa-Hawkins nullified a Santa Monica ordinance that kept vacated units at lower, rent-controlled rates. Since then, over 63 percent of Santa Monica’s rental units have had market rate increases at least once — increases that have far outpaced inflation. The report states that households of $100,000 or more in annual income constituted 23.6 percent of renters in 2000 and one-third of renters in 2012. The real estate and development blog Curbed L.A. highlighted the problem in an April 4 post about the “exuberant Streamline Moderne” Voss Apartments at 947-953 11th St. Curbed noted that “Santa Monica’s historic Voss Apartments were built in 1937. The 15-unit complex was owned by the same family for 75 years, but recently changed ownership.” It continues, “Perhaps coincidentally, a couple of apartments also recently became available; one, a studio, appears to have already been rented, but still up for grabs is a first-floor one-bedroom.” “Sadly, the Craigslist posting for the apartment is begrudging with both photos and details, saying only that the unit is ‘bright, clean & quiet with southern exposure, dining room, hardwood floors with beautiful interior details like curved ceilings and wall niches.’ Monthly rent for the apartment, located two blocks south of Montana Avenue, is $2,395.” Are speculators buying up apartment buildings all over town, again? Are longtime, rent control tenants being bought out (or harassed out) for new, well-to-do tenants willing to pay triple the previous rents? WASHINGTON China, the world’s largest producer of carbon dioxide, is directly feeling the man-made heat of global warming, scientists conclude in the first study to link the burning of fossil fuels to one country’s rise in its daily temperature spikes. China emits more of the greenhouse gas than the next two biggest carbon polluters — the U.S. and India — combined. And its emissions keep soaring by about 10 percent per year. While other studies have linked averagedout temperature increases in China and other countries to greenhouse gases, this research is the first to link the warmer daily hottest and coldest readings, or spikes. Those spikes, which often occur in late afternoon and the early morning, are what scientists say most affect people’s health, plants and animals. People don’t notice changes in averages, but they feel it when the daily high is hotter or when it doesn’t cool off at night to let them recover from a sweltering day. The study by Chinese and Canadian researchers found that just because of greenhouse gases, daytime highs rose 0.9 degree Celsius (1.7 degrees Fahrenheit) in the 46 years up to 2007. At night it was even worse: Because of greenhouse gases, the daily lows went up about 1.7 degrees Celsius (3 degrees Fahrenheit). China is the world’s biggest producer and consumer of coal, which is the largest source of man-made carbon dioxide emissions. While the country has made huge investments in alternative energy such as wind, solar and nuclear in recent years, its heavy reliance on coal is unlikely to change any time soon. About 90 percent of the temperature rise seen by the researchers could be traced directly to man-made greenhouse gases, the study said. Man-made greenhouse gases also include methane and nitrous oxide, but carbon dioxide is considered by far the biggest factor. The study appeared online in late March in the peer-reviewed journal Geophysical Research Letters. The study uses the accepted and traditional method that climate scientists employ to attribute a specific trend to man-made global warming or to rule it out as a cause. Researchers ran computer simulations trying to replicate the observed increase in daily and nighttime high temperatures in China between 1961 and 2007. They first
plugged in only natural forces — including solar variation — to try to get the heat increase. That didn’t produce it. The only way the computer simulations came up with the increase in daily high and low temperatures that occurred was when the actual amounts of atmospheric heattrapping greenhouse gases were included. “It is way above what you would expect from normal fluctuations of climate,” study author Xuebin Zhang of the climate research division of Canada’s environmental agency said in a telephone interview. “It is quite clear and can be attributed to greenhouse gases.” China did not become the largest emitter of greenhouse gases until 2007; for much of the period studied, it had a smaller economy. Because carbon dioxide stays in the atmosphere for about a century, China and its defenders maintain that the U.S. and other developed nations bear more responsibility for climate change. Outside experts praised the research as using proper methods and making sense. An earlier study didn’t formally blame the proliferation of U.S. heat records to a rise in greenhouse gases but noted that they were increasing substantially with carbon dioxide pollution. “The study is important because it formalizes what many scientists have been sensing as a gut instinct: that the increase in extreme heat that we’ve witnessed in recent decades, and especially in recent years, really cannot be dismissed as the vagaries of weather,” said Pennsylvania State University climate scientist Michael Mann. China has rapidly grown from a nation of subsistence farmers at the end of the 1970s into the world’s second-largest economy behind the U.S., and the environmental costs of such change are often visible. Beijing is no longer dominated by bicycles but by cars, and the skyline is barely visible at times because of thick pollution. More people are living in cities, buying air conditioners and other energy-hungry home electronics and consuming more energy for transportation and heating. China passed the United States as the No. 1 carbon dioxide emitter about six years ago and “the gap is widening, it’s huge,” said Appalachian State University professor Gregg Marland, who helps track worldwide emissions for the U.S. Energy Department. When developed countries around the world in 1997 agreed to limit their greenhouse gas emissions, developing countries, including China, were exempted.

Getting kids away from computer and TV screens and outside into the fresh air is an increasing challenge for parents everywhere. Researchers have found that U.S. children today spend about half as much time outdoors as their counterparts did 20 years ago. The Kaiser Family Foundation reports that kids aged eight to 18 spend on average more than seven and a half hours a day-or some 53+ hours per week-engaging with so-called entertainment media. Meanwhile, the Children & Nature Network (C&NN), a non-profit founded by writers and educators concerned about “nature deficit disorder,” finds that, in a typical week, only six percent of American kids aged nine to 13 plays outside on their own. According to Richard Louv, a founding board member of C&NN and author of the book, Last Child in the Woods, kids who stay inside too much can suffer from “nature deficit disorder” which can contribute to a range of behavioral problems including attention disorders, depression and declining creativity as well as physical problems like obesity. Louv blames parental paranoia about potential dangers lurking outdoors and restricted access to natural areas-combined with the lure of video games, websites and TV. Of course, one of the keys to getting kids to appreciate nature is for parents to lead by example by getting off the couch and into the outdoors themselves. Since kids love being with their parents, why not take the fun outside? For those kids who need a little extra prodding beyond following a parent’s good example, the National Wildlife Federation (NWF), a leading national nonprofit dedicated to preserving and appreciat-
ing wildlife, offers lots of suggestions and other resources through its Be Out There campaign. One tip is to pack an “explorer’s kit”-complete with a magnifying glass, binoculars, containers for collecting, field guides, a notebook, bug repellent and band-aids-into a backpack and leave it by the door to facilitate spontaneous outdoor adventures. Another idea is to set aside one hour each day as “green hour,” during which kids go outside exploring, discovering and learning about the natural world. NWF’s online Activity Finder helps parents discover fun outdoor activities segmented by age. Examples include going on a Conifer Quest and making a board displaying the different types of evergreen trees in the neighborhood, turning an old soda bottle into a terrarium and building a wildlife brush shelter. Another great source of inspiration is C&NN which, during the month of April, is encouraging people of all ages to spend more time outdoors at various familyfriendly events as part of its nationwide Let’s Get Outside initiative. Visitors to the C&NN website can scroll through dozens of events within driving distance of most Americansand anyone can register an appropriate event there as well. WHO official: Beijing bird flu case not too surprising ASSOCIATED PRESS BEIJING A World Health Organization official said Sunday that it wasn’t surprising that a new strain of bird flu had spread to China’s capital after sickening dozens of people in the eastern part of the country. Up until Saturday, when Beijing officials reported the capital’s first case of H7N9, all cases had been in Shanghai and other areas of eastern China. On Sunday, officials announced the first two cases in central Henan province, which is next to Beijing. It’s not the case that everyone confirmed to be infected with H7N9 was “clustered in one small area with the same source of exposure,” said Michael O’Leary, head of WHO’s office in China. “So we’ve been expecting new cases to occur. ... Furthermore, we still expect that there will be other cases.” A 7-year-old girl was Beijing’s first confirmed case of H7N9. Four more cases were reported Sunday in eastern Zhejiang province and two more in Jiangsu, bringing to 57 the number of people sickened from the virus. Eleven of the victims have died. Health officials believe the virus, which was first spotted in humans last month, is spreading through direct contact with infected fowl. O’Leary said “the good news” was that
there was still no evidence that humans had passed on the virus to other humans. “As far as we know, all the cases are individually infected in a sporadic and not connected way,” he said, adding that the source of infection was still being investigated. The girl, whose parents are in the live poultry trade, was admitted to a hospital Thursday with symptoms of fever, sore throat, coughing and headache, the Beijing Health Bureau said. O’Leary said early treatment can be effective, as demonstrated by the girl, who was in stable condition. In the only other reported cases outside of eastern China, health officials in Henan province said tests on two men Thursday had later revealed they had the virus. They said a 34-year-old restaurant chef who had displayed flu symptoms for about a week was in critical condition in a hospital, while a 65-year-old farmer who was in frequent contact with poultry was in stable condition after receiving treatment. They said 19 people who had been in close contact with the two men did not show any flu symptoms. China has been more open in its response to the new virus than it was a decade ago with an outbreak of SARS, when authorities were highly criticized for not releasing information.
Graffiti forces closure of Joshua Tree park sites ASSOCIATED PRESS JOSHUA TREE NATIONAL PARK, Calif. — Acts of graffiti have become so pervasive at Joshua Tree National Park’s most popular hiking spots that officials have had to close them to the public, and they blame the big bump in vandalism on social media. Rangers said they’ve found graffiti spray painted on 17 sites, including the famous rock formations and historic Native American sites, at the Southern California park’s Rattlesnake Canyon. They put historic Barker Dam off limits after vandals carved their names into the cement of the Old West landmark. National Parks officials said the graffiti started with just a few markings, but quickly spread. They blame vandals who posted pictures of their handiwork on social media sites such as Facebook, which enticed others to the same spot and leave their own illicit marks. “I’ve worked at six national parks, and this is the most extensive I’ve seen in 20 years,” ranger Pat Pilcher told reporters this week during a tour of some of the damage.
For visitors who cherish the isolation of this harsh desert terrain about 140 miles east of downtown Los Angeles, the graffiti are an unwelcome reminder of city blight. “You kind of feel like you’re alone. In ancient times. There’s nothing like this place,” Butch Wood, 51, a visitor from North Aurora, Ill. Told the Los Angeles Times (http://lat.ms/12TCNU8). “You don’t like to see the modern world intruding on history. It’s a shame.” Pilcher said park service law enforcement officers are investigating the vandalism. If caught and convicted, vandals could face up to $5,000 in fines and six months in jail. He said the penalty could be stiffer for those convicted of defacing a historic Native American site. Meanwhile, the San Bernardino County Sun reports (http://bit.ly/ZTjZN6 ) that officials are closing 308 acres of the canyon until April 30 while volunteers from the Urban School of San Francisco help scrub the graffiti off the giant granite boulders. The resolution called for maintaining the current exemption for homeowners. “Proposition 13 has forced the state to rely on more volatile revenue sources than the property tax, like income taxes and sales taxes paid by working families that move in tandem with economic cycles, causing deficits and requiring cuts to vital services that grow our economy and thereby worsening economic downturns,” the resolution said.

FROM PAGE 1 “This is part of a new reality that our public schools are facing,” said Robert Linquanti, an expert in English learner students for WestEd, an education research agency based in San Francisco. “It’s been coming for a long time but now it’s hitting a tipping point.” Of all the challenges facing minority students and their schools, English learners are arguably the most disadvantaged. It’s hard to find enough teachers who are qualified to instruct them, and there’s little consistency in the programs used to educate them. The country is divided over the best way to educate them, with bilingual programs gathering steam but also provoking a sometimes heated debate with those who favor an English-only approach. English learner students are more likely to be in poor, overcrowded schools and in many places represent an added cost to already cash-strapped school districts. The longer these students stay in special language programs, the further they fall behind in other subjects. In several states, their graduation rates are at less than 60 percent, and as low as 29 percent in Nevada, according to federal data. Just 7 percent of fourth-grade and 3 percent of eighth-grade English learners scored “proficient” or above in a nationwide reading exam, and thousands languish for years in ineffective English-as-a-second-language programs. On a scale of one to 10, the education of the nation’s English learners is “below five,” said Gary Cook, a specialist with the Wisconsin Center for Education Research. “Their success is our success,” Cook said.“If they really can’t meet the educational expectations of what’s coming — that is, the need to be knowledge workers, not necessarily physical workers — then we’re in a world of hurt.” The vast majority of English learners, more than two-thirds at the elementary school level, were born in the United States. They represent many different languages and ethnicities, but the majority is Hispanic. Overall, 38 percent of Hispanic fourth-grade students were identified as English learners, as well as 20 percent of Hispanic eighth-grade students, according to the 2011 National Assessment of Education Progress math test. Latino students overall have some of the highest dropout rates and the lowest share of the population with a bachelor’s degree. The language barrier does not affect the majority, but for those who enter school as English learners the challenges are even greater. Asian students represent the second largest group of English learners. States such as California, Texas, New Mexico and Nevada have some of the largest proportions of English learners in their school-age populations. They also are widely concentrated in low-income, urban schools. A study by the Urban Institute found that 70 percent are educated in 5,000 elementary schools, just 10 percent of the nation’s schools. The segregation of these students is reflective of both neighborhood segregation

and a decision on the part of some districts to group these students together in order to provide them with qualified teachers and bilingual programs that are scarce, said Richard Fry, a senior research associate for the Pew Hispanic Center. But the schools they attend also tend to have the highest rates of poverty, larger pupil-teacher ratios and bigger schools. “They are clearly at risk,” said Fry. An English learner’s entrance into the public school system usually starts with a home language survey, which asks whether another language is used at home and which language the child speaks most frequently. The questions can vary significantly from state to state, and in some places there’s been criticism for including questions that identify children as being in need of language services when they are not. In Miami, for example, one of the questions is what’s the student’s first language. But as Coral Way’s principal, Josephine Otero, pointed out, that doesn’t necessarily mean a child isn’t fluent in his or her second language. How best to teach English learners is under debate. The research is inconclusive, though there has been recent momentum for bilingual education programs such as the one at Coral Way, which has been at it longer than most schools. The school adopted a bilingual program for all students, regardless of language proficiency, in the 1960s after receiving a wave of Cuban immigrants fleeing the 1959 communist revolution. Believing they’d eventually return to Cuba, many families wanted to make sure their children didn’t lose their Spanish. Most never returned to the island, but the duallanguage program remained and the school has consistently been given an “A” by the state Virginia Collier and Wayne Thomas from George Mason University in Virginia studied more than 6 million student records and found that full-immersion bilingual programs in which native and nonnative students are given instruction in both languages are the most effective. They studied bilingual programs in the Houston Independent School District and found that native-Spanish speakers were at or above grade level in English and Spanish in first grade through fifth grade. “This is a program that is spreading all throughout the United States very, very fast,” Collier said. In some of the programs, students are taught half their subjects in English and the other half in Spanish, or they start with more time in the dominant language until becoming equally fluent in both. One problem is that it’s not always easy to find teachers who not only speak Spanish but also can teach and explain it academically as well. It’s a challenge even in Miami, where speaking Spanish is practically a requirement for everyday life. A 1997 study found that only 2.5 percent of English-as-asecond-language teachers had a degree in bilingual or English language education. “It’s not in all cases bilingual education works better,” Linquanti said. “It depends on quality of instruction, material and support for the community.” “Think of what a tribute that is for what he accomplished. Every player wearing 42 on his back.” With generally good reviews, “42” drew in older crowds, with 83 percent of the audience over 25, Fellman said. “Scary Movie 5” was the franchise’s first installment in seven years and had the same lukewarm reception as another Weinstein series that returned after a long lag. In 2011, “Scream 4” opened 11 years after the franchise’s last movie and took in just $18.7 million, a fraction of the $30 million-plus debuts for the previous two sequels.

FILMING FROM PAGE 1 City Hall logged 750 film permits in the 2011-12 fiscal year and collected roughly $1 million in revenues from fees including the permit applications, special site fees and the cost paid by film companies for on-site public safety personnel, according to a recent staff report. Those figures could double if restrictions on filming were loosened, some believe, bringing in more revenue from permit fees and indirect spending in local grocery stores to furnish supplies for the craft service tables, money to private people or businesses to rent a film location or many other incidental purchases required to keep stars happy and a production running smoothly. That could win Santa Monica a bigger piece of a very rich pie — according to the Los Angeles County Economic Development Corporation, the entertainment industry is directly and indirectly responsible for 586,000 jobs and is directly responsible for $47 billion in value added to the local economy. Miles Henley, for one, is hesitant to film in Santa Monica unless it’s necessary. Henley is a location manager for a major film company. He’s responsible for hunting down that perfect street to recreate a neighborhood from the 1960s, or transforming a church into a school for a graduation scene, but he says that although Santa Monica has a number of great locations outside of the pier and Downtown, industry folks don’t find them welcoming. Filming in Santa Monica presents a number of logistical challenges, Henley said, because the city has extremely short filming hours and expensive public safety personnel.
We have you covered To extend those hours, the crew must get signatures from 90 to 100 percent of people or business owners within 250 feet of a shoot to prove that they’re on board with the disruption. The hours can make it difficult or impossible to shoot at all, and the signatures can lead to extreme requests from neighbors who try to get film companies to make it worth their while. People interested in filming in Santa Monica have a relatively brief window to get it done. Hours run from 8 a.m. to 8 p.m., three hours shorter than nearby Los Angeles which runs from 7 a.m. to 10 p.m. Those three hours make all the difference, Henley said, because it gives a film crew the time it needs to set up and break down shoots while still clocking a full 12hours of actual filming. When a crew has only 12 hours to work with, it makes it more difficult, particularly if they plan to use the same location over the course of multiple days. “It stops us from shooting a full day at a full location. If I have to do a full company move at 8 a.m. and a few hours of filming, I have to figure a location into that,” Henley said. “If it’s a house we’re at for multiple days, I’m shot in the foot.” Filming in Santa Monica is also more expensive than Los Angeles. Santa Monica requires that film companies pay over $100 an hour for supervision from on-duty police officers, whereas Los Angeles allows crews to hire retired police officers from the Los Angeles Police Department for half that much. Companies also have to get far fewer signatures in Los Angeles for special shooting conditions, which gives flexibility to avoid those who would otherwise hold up the shoot. “We can deal with any owner as long as

we know we have the city behind us, and know what the laws are,” Henley said. City Hall adopted its filming guidelines in February 2012 after a long process involving city departments and private organizations like Downtown Santa Monica Inc., a private organization that manages the Downtown for City Hall, and the Santa Monica Pier Corporation. It was part of a move to centralize film permit approval and streamline the process, said Martin Pastucha, director of the Public Works Department. City Hall took another step in that process Tuesday when the City Council approved an agreement with Film L.A. to take over the responsibility of coordinating film permits from department officials. Film L.A. is a private non-profit that coordinates
film permits for 11 other cities in the Los Angeles area, keeping track of local requirements and providing on-site monitoring. Although municipal personnel will still need to give final approval to any film permit, Film L.A. will be able to walk filmmakers through the application process, removing the responsibility from Santa Monica employees and giving industry officials an easy way to include Santa Monica in film shoots that involve multiple locations. Audley also expects his company to shorten turn-around time on permit applications. Right now, filmmakers are confined to City Hall’s hours, roughly 8 a.m. to 5 p.m. It’s also closed every other Friday. That, alongside a requirement to give several days notice before filming begins, makes it difficult to get applications approved on time to begin a shoot early in the week. Film L.A. usually averages 48 to 72 hour approvals, Audley said, and already works with other municipalities with schedules similar to Santa Monica’s. “It shouldn’t impact it a lot,” Audley said. “We have access, and if we know what their schedules are we can back it up and move

Salazar belonged to the Piarist Fathers, a tiny order that focuses on educating poor children and administers several parishes in East Los Angeles. The order, Boucher said, still has records on Salazar that could fill in holes in his archdiocese file, which begins in 1986 when Salazar first was charged with abuse. The priest was assigned to work in the archdiocese two years earlier. Salazar was accused of molesting children from East LA parishes, sometimes during camping trips and at a Piarist residential house, according to notes in his archdiocese file. After Salazar was arrested, the Piarists solicited character letters from his fellow priests and contacted an attorney who had helped another accused priest strike a deal to serve part of his sentence in a residential facility. The Piarists did not return calls and emails to their LA parish or their headquarters in Miami. Salazar pleaded guilty in 1987 to one count of oral copulation and one count of lewd or lascivious acts with a child for molesting two altar boys, ages 13 and 14. He served three years of a six-year prison term before being sent in 1990 to a residential program in New Mexico that treated pedophile priests. He was also required to register as a sex offender. One year later, the Diocese of Amarillo hired Salazar and assigned him to a vast, rural parish in the Panhandle while he was still on parole. Los Angeles Cardinal Roger Mahony, who has been criticized for not doing more to stop abuse when he led the archdiocese, acted swiftly with Salazar. He revoked the priest’s right to work within the archdiocese in 1986, the same day he learned of molestation accusations. However, Mahony was unable to prevent Salazar’s transfer to Texas because he belonged to the Piarists and ultimately fell outside of the cardinal’s authority. Mahony did write Bishop Leroy Matthiesen in Amarillo to warn him of Salazar’s conviction but couldn’t dissuade his colleague. “You must think I don’t screen applicants well. I assure you I do, and that I have rejected a number of them,” Matthiesen wrote Mahony in a Jan. 28, 1992, letter contained in Salazar’s archdiocese file. “The Diocese of Amarillo has 38 parish priests and 38,000 registered Catholics. ... I am able to keep careful tabs on all our priests.” Matthiesen died in 2010, but in an autobiography he defended his decision to hire
forward more quickly.” Film L.A. will also take a look at Santa Monica’s filming policies and make recommendations about how they can be more “film friendly.” “Santa Monica has some of the more difficult restrictions for filming,” Audley said. “We will spend time in the system working it, and it is part of our job to go back and provide advice to the City Council to improve it from the city’s point of view and for filmmakers.” Those recommendations will come out within the first year that Film L.A. works in Santa Monica. How successful that is and what the outcome will be for filming in Santa Monica depends on one thing, Henley said. “It all narrows down to whether the city and bureaucracy wants to embrace filming and support filming in the community and to what level they’ll go,” Henley said. ashley@smdp.com
molesting priests from the aftercare program, saying they had “repented, paid the price, were rehabilitated, stayed within the boundaries laid out for them.” “These are the types of priests I accepted into the diocese,” he wrote. “I have no regrets for having done so.” While not mentioning Salazar specifically, Matthiesen said he took in problem priests from three dioceses, as well as several other “self-admitted” molesters. A spokesman for the Amarillo diocese did not return a phone message. Salazar also declined comment. In Texas, Salazar served as pastor of the Church of The Holy Spirit in Tulia, a cattle and cotton farming community of about 5,000 people in Swisher County, and also oversaw Catholic missions in the nearby towns of Kress and Silverton. A religious figure serves an important role in such places, said Kirk Williams, criminal investigator for the county attorney. “In these small towns, you don’t have the money for psychiatrists, marriage counselors and things that a priest and a preacher could take care of,” he said. Four parishioners have accused Salazar of molesting them in Texas. A civil lawsuit filed by three victims dates the earliest abuse to 1991, not long after Salazar’s arrival. The claims, which were settled confidentially in 2006 and 2007, allege Salazar molested two boys in the Tulia church rectory. The third plaintiff ’s allegations, made after Salazar had been removed from active ministry in 2002, were tried criminally. In 2005, Salazar was convicted of sexually assaulting the 18-year-old man at a wedding in Dallas County. Salazar denied the claim, but the man got a hospital rape exam and had bite marks and bruises on his genitals. Salazar was sentenced to life in prison and, soon after, was defrocked by the Vatican. In 2011, that conviction was overturned on appeal because prosecutors failed to properly disclose information about the victim’s involvement in the civil case. Salazar then accepted a plea deal and was sentenced to eight years in prison. Because he’d already served six years — and with time off for good behavior — Salazar was freed last October. Prosecutors in Swisher County have now charged him once more: In the 2001 abuse of a fourth boy, who claims that Salazar molested him multiple times in Tulia and on trips to the nearby missions. Salazar posted $20,000 bail on a charge of indecency with a child earlier this year and remains free while awaiting an August trial. “We thought it was over — everybody thought it was over — and it raises its ugly head again,” said Williams, the county’s criminal investigator.

SAN DIEGO San Diego Padres slugger Carlos Quentin on Sunday dropped his appeal and began serving an eight-game suspension for rushing the mound and inciting a brawl in which Los Angeles Dodgers pitcher Zack Greinke broke his left collarbone. With the suspension starting with Sunday’s game against Colorado, Quentin will miss the Padres’ three-game series at Dodger Stadium beginning Monday night. “There’s been many different ideas and thoughts and concerns out there,” Quentin said Sunday. “Let me say this as far as the Dodgers series: Obviously I will miss the upcoming one but I will be a part of the rest. We play them many times.” Quentin charged the mound after he was hit in the upper left arm by a pitch from Greinke. The two players lowered their shoulders and Quentin slammed into Greinke, who broke his left collarbone in the wild fight that ensued. Quentin has said he felt justified rushing the mound because Greinke hit him with pitches during the 2008 and 2009 seasons, when they played in the AL. Going into Thursday night’s game, Quentin had hit
three home runs in 24 at-bats against Greinke, who signed a $147 million contract with the Dodgers in the offseason. “Its’ very difficult,” Quentin said of the suspension. “It’s unfortunate that someone got hurt in this instance. But I do believe that I had to protect myself. And I will stand by that statement and at the same time I will begin my suspension.” Quentin, Greinke, Jerry Hairston Jr. and Matt Kemp were ejected. Hairston was given a one-game suspension. No discipline has been announced for Greinke and Kemp. Greinke underwent surgery Saturday to repair his broken collarbone. The Dodgers said Greinke is expected to return to play in eight weeks. Manager Bud Black said he doesn’t think there will be any carryover when the Padres play at Dodger Stadium this week. “I think the underlying thing was let’s get this behind us,” Black said. “Let’s start playing baseball. Let’s get this distraction away from our club as quickly as possible. That’s something that’s been talked about for the last four days.” Quentin also was fined $3,000. Also, the Padres recalled infielder-outfielder Kyle Blanks and optioned right-hander Thad Weber to Triple-A Tucson.

After initial failures to convince immigration officials, reported the Milwaukee Journal Sentinel in March, Munoz's lawyer succeeded -- by submitting Munoz's Xbox Live records, documenting that his computer's Wisconsin location had been accessing video games, day after day, for years. ■ Among the lingering costs of U.S. wars are disability payments and compensation to veterans' families, which can continue decades after hostilities end. An Associated Press analysis of federal payment records, released in March, even found two current recipients of Civil War benefits. Vietnam war payments are still about $22 billion a year, World War II, $5 billion, World War I, $20 million, and the 1898 Spanish-American war, about $1,700.
