Along the way they will rely on campgrounds, social networks and the kindness of strangers to keep within a meager budget. “If we didn’t go now, we weren’t going to do it,” Horn said.

SAN FRANCISCO Majorities in every California county voted last fall to scale back the state’s Three Strikes law so thousands of inmates serving life sentences for relatively minor third offenses would have the chance to be set free. Five months later, there is no such unanimity among counties when it comes to carrying out the voters’ wishes. Whether a third-strike felon eventually will gain freedom varies greatly depending on the county that sent him away, according to an Associated Press analysis of California Department of Corrections and Rehabilitation data. In San Bernardino County, which has the second highest number of eligible inmates, 33 percent of the 291 Three Strikes inmates have been granted release under Proposition 36. But in Los Angeles and San Diego counties, just 6 percent of the nearly 1,300 eligible inmates have had their sentences reduced so far. Statewide, 16 percent of 2,847 eligible inmates have been resentenced. Defense attorneys blame prosecutors in some counties for opposing inmate petitions for resentencing even in cases where the prisoner clearly qualifies for early release under the language of Proposition 36. Those oppositions require time-consuming court hearings and written arguments. “We are frustrated that some DAs are stubbornly refusing to follow the law,” said Michael Romano, who authored Proposition 36 and runs the Three Strikes Project at Stanford Law School. The project represents about 20 inmates seeking resentencing. Prosecutors say a decision to set repeat felons free should not be made in haste. “These people aren’t doing life sentences because they are nice people,” said San Diego County Deputy District Attorney Greg Walden, who handles the petitions for his office. “I don’t want to make a mistake and then later have to apologize to a family later victimized by one of these people let out.” Proposition 36 was backed by 68 percent of voters. It modified the state’s 1996 Three Strikes law that stipulated a life sentence for a third felony conviction even if it was for a

DOWNTOWN Post-collegiate road trips are the stuff of cinema classics and novels, pitting the restlessness of youth against the endless open road to create a journey replete with beautiful scenery and usually a life lesson or two. Those stories tend to involve cars, however. Santa Monica High alumni and recent college graduates Rachel Horn and Owen Gorman, both 23, embarked Saturday on a different route, taking

their touring bicycles and 45 pounds of personal possessions from San Francisco to New York City in a nearly three-month trek across the country. Their continuing mission: To spread the good word of biking local and sustainable menstrual products and generally to have a good time doing it. Gorman and Horn are, in a word, activists. In this trip they saw a unique opportunity to blend their personal passion about sustainability with an equally-noble desire to hit the road for a few months before the real world chained them to jobs and other respon-

Beach bonfire spat gets hot in Southern California GILLIAN FLACCUS Associated Press

HUNTINGTON BEACH, Calif. Anna Abderhalden and her siblings woke before dawn to stake a claim to a coveted beachfront spot where bonfires blaze each night as a rite of summer in this surf-crazy Southern California city. More than 12 hours later, Abderhalden’s toes were tucked in the sand as an orange

sun dipped below the horizon and flames warmed her family. “This is a unique place,” she said as her sister-in-law skewered a marshmallow. “You’re by nature, you’ve got the ocean right there and we’ve got our feet in the sand.” The glow of a tradition dating back decades could soon be dimmed if air quality regulators vote to ban wood burning across miles of beaches in Los Angeles and Orange counties.

The proposition has sparked a bitter dispute between those who see the bonfires as a treasured slice of California coastal culture and those who say they are a smoky health hazard for millions. More immediately, the debate has fueled an increasingly personal spat between residents of two neighboring beach cities known worldwide for their luxurious stretches of sand, surfing and sunkissed weather. The affluent coastal city of Newport

Beach first considered extinguishing its 60 fire pits last year, after beachfront residents complained about exposure to wood smoke from bonfires just yards from their homes. The city applied to the California Coastal Commission to snuff the pits, but the commission — which is charged with protecting public access to the coast — slammed the idea in a staff report and postponed its vote. LOS ANGELES Iron Man reigns as the standard-bearer of Hollywood superheroes with a $175.3 million domestic opening weekend for his latest sequel and an overseas haul of a half-billion dollars in less than two weeks. According to studio estimates Sunday, “Iron Man 3” has raced to a worldwide total of $680.1 million. That includes $175.9 million in its second weekend overseas, where the film has rung up $504.8 million so far. No other solo superhero — not even Batman or Spider-Man — has managed this kind of business. Yet the future of Marvel Studios’ flagship franchise is in the hands of a mortal man with no metal armor, gadgets or special powers, other than his ability to rebound from Hollywood pariah to hottest star on the planet. “Iron Man 3” hints that Robert Downey Jr.’s Tony Stark might hang up his high-tech suits and live a normal life from now on. As the centerpiece behind not only the “Iron Man” flicks but also Marvel’s superhero ensemble “The Avengers,” Downey seems crucial to this comic-book world. Could Disney’s Marvel Studios conjure anywhere near the same magic if it relaunched “Iron Man” with another actor? Without Downey, would the upcoming “Avengers” sequel have quite the same appeal as last year’s record-grossing first installment? “Your guess is as good as mine,” said Dave Hollis, head of distribution for Disney. “Marvel has found a way to tell interesting stories with a variety of characters over time, and it will continue to do so.” “Iron Man 3” had the second-biggest domestic debut ever, behind the $207.4 million start over the same weekend last year for

“The Avengers,” which teamed Downey’s Stark with other Marvel Comics heroes. The new sequel surpassed the $169.2 million opening for 2011’s “Harry Potter” finale, the previous second-place debut. In just nine days, the film shot past the $312 million international total for “Iron Man 2” in its entire theatrical run. Among the overseas totals so far: $63.5 million in China, $42.6 million in South Korea, $38.3 million in Great Britain and $35.8 million in Mexico. Domestically, “Iron Man 3” far outpaced the franchise’s first two movies. “Iron Man” launched the series with a $98.6 million domestic debut in 2008, while 2010’s “Iron Man 2” opened with $128.1 million. The film also opened higher than last year’s Batman finale “The Dark Knight Rises” ($160.9 million) and the biggest of the Spider-Man movies ($151.1 million for “Spider-Man 3”). If Downey doesn’t sign on for more, it would leave a gaping hole in the expanding superhero universe Marvel is taking to the big-screen. “I honestly don’t know how you can go on with that character without Downey,” said Paul Dergarabedian, an analyst with box-office tracker Hollywood.com. “I think he’s as important to this franchise and to Marvel as any actor is to any character.” Downey seems just as vital to “The Avengers.” That ensemble probably could thrive without him, given how the first film and previous solo superhero adventures have established a team that includes Chris Hemsworth’s Thor, Chris Evans’ Captain America, Scarlett Johansson’s Black Widow and Mark Ruffalo’s Hulk.

Getting the recall ball rolling Editor:

Well, I’ve been doing some research. I intend to pursue the recall effort (”Calling for a recall,” Letters to the Editor, April 25). However, the process is not simple. So, anyone who wishes to help me start the petition and fulfill the requirements for actually beginning a recall of the four prominently pro-development City Council members — Terry O’Day, Gleam Davis, Robert Holbrook and Pam O’Connor — should note the following: Before we can begin a petition, we must serve a notice of intention (signed by 10 certified voters) by certified mail or personal delivery on each officer we wish to recall, file notice along with an affidavit of the time and manner of service within seven days with the “appropriate elections official,” which I assume is the Santa Monica City Clerk. The process gets even more complicated after that, so I guess I’m asking the editor of the SMDP to get the word out. Perhaps the Santa Monica Coalition for a Livable City would initiate a meeting at a public place to begin the process. Let’s get involved! Anna Sklar Santa Monica

Flying in the face of controversy SANTA MONICA AIRPORT IS STILL making big news. Those opposed to the airport smell blood in the water and are circling like sharks. The anti-airport groups are based in Santa Monica’s Sunset Park and in West Los Angeles near the airport and include Concerned Residents Against Airport Pollution (CRAAP), Community Against Santa Monica Airport Traffic (CASMAT) and Sunset Park Anti-Airport, Inc. (SPAA). Airport activism, both pro and con, had risen to a fevered pitch. With the City Council reviewing the status of future airport operations and exploring remedies to make it a better neighbor at last Tuesday’s council meeting, both supporters and opposing forces were invigorated and ready for a fight. SMO neighbors complain, and justifiability so, about aircraft noise, air safety and pollution. They’re especially hopeful that City Hall comes to an agreement with the feds for operational changes that would mitigate adverse aviation activity impacts on airport neighbors. So am I. Recent incidents involving three aircraft out of SMO have ratcheted up anti-airport fervor. Last Monday afternoon, a mid-air collision between two single engine Cessna airplanes occurred near Malibu. One plane carrying two people crashed above Malibu leaving two dead. The second plane had three people aboard who suffered minor injuries when it plopped down on the West Lake Village Golf Course. Another Santa Monica-based Cessna hard-landed at Van Nuys Airport Saturday, April 27 when its landing gear malfunctioned. The pilot/owner of the plane, my hero, Dr. Bernard Harris, wasn’t injured. Dr. Harris has flown hundreds, possibly thousands, of Angel’s Flight and other medical emergency missions in and out of SMO on his own dime over the decades and has saved countless lives. It’s pathetic that CASMAT and other SMO-haters felt compelled to exploit the tragic air collision for their own political purposes before the victims of last week’s mid-air collision were even cold. Following their line of thought, maybe all airports should be closed because planes do crash. While we’re at it, shut down all streets and freeways because some auto accidents result in fatalities. Closing airports because of an infinitesimal chance of a plane crash is a pointless argument and harms rational discourse. But, it does illustrate how emotional the subject of airports in urban areas has become. Many of SMO’s neighbors are looking forward to July of 2015 when the “1984 Agreement” between City Hall and the federal government outlining federal grant conditions involving airport operation, leases and other legal issues expires. However, the agreement’s expiration may not end aviation activity. When the City Council adopted an ordinance restricting operation of larger and faster business jet aircraft at SMO in March 2008, the Federal Aviation Agency quickly issued an “Order to Show Cause” mandating that City Hall explain how its ordinance didn’t violate existing federal grant assurances.

The FAA followed up with a “Cease and desist” order to prevent enforcement of the ordinance and issued a restraining order. Ultimately, City Hall lost its case in the courts. A May 27, 2008, FAA director’s determination restated the fed’s position with City Hall on three key points, leaving the issue even more up in the air. It said the airport is obligated until 2023 because of federal Airport Improvement Program (AIP) grants, the Surplus Property Act obligates the airport in perpetuity and the FAA could (through the Department of Transportation) withhold all of Santa Monica’s federal transportation funding if obligations aren’t met. The feds have invested nearly $10 million in grants at SMO. The FAA and airport supporters, including the Aircraft Owners and Pilots Association (AOPA), consider the airport to be surplus federal property which may require its operation as an airport, indefinitely Expect arguments and legal wrangling to rage on well after 2015. Even staff admits that completely closing SMO, “would entail a long and costly legal battle of uncertain outcome.”

The leadership of the Santa Monica Coalition for a Livable City (SMCLC) reports that City Hall staff and its consultants have excluded residents as “stakeholders” in the planning process for the Downtown Specific Plan. They say the plan has been shaped by development-friendly consultants, Downtown property owners and business interests and developers working hand-inglove with City Hall staff. Surprised? Sounds like the framing of the Land Use and Circulation Element (LUCE) element a couple years ago. Although most of the planning has already been done, residents can still weigh in on projected heights, densities and traffic circulation at a town hall meeting at the Santa Monica Civic Auditorium at 6 p.m., tonight. A proposed 84 foot general height limit (eight floors) for Downtown — which has traditionally seen two- and three-floor developments — is particularly controversial. “Opportunity sites,” where developers would set their own standards for height and density open the door for “anything goes.” There are other issues and City Hall politicians and staff would be wise to listen to the people carefully. I’d personally like for SMCLC and other groups favoring a slower growth model to turn their talk into an activism that results in pro-development council persons being ousted from the dais. I’m worried that those who want a lowerkey Downtown and friendlier SMO, lack the political clout to terminate politicians they oppose and elect candidates who favor their cause. Voting the rascals out, my friends, is the only way to control Santa Monica’s future. If they can’t flex enough political muscle and deliver a knock-out punch, it’s like a stage play full of “Sturm und Drang” that sounds good but accomplishes nothing. revolution over the past decade — just not the one we expected. By now, cars were supposed to be running on fuel made from plant waste or algae — or powered by hydrogen or cheap batteries that burned nothing at all. Electricity would be generated with solar panels and wind turbines. When the sun didn’t shine or the wind didn’t blow, power would flow out of batteries the size of tractor-trailers. Fossil fuels? They were going to be expensive and scarce, relics of an earlier, dirtier age. But in the race to conquer energy technology, Old Energy is winning. Oil companies big and small have used technology to find a bounty of oil and natural gas so large that worries about running out have melted away. New imaging technologies let drillers find oil and gas trapped miles underground and undersea. Oil rigs “walk” from one drill site to the next. And engineers in Houston use remote-controlled equipment to drill for gas in Pennsylvania. The result is an abundance that has put the United States on track to become the world’s largest producer of oil and gas in a few years. As domestic production has soared, oil imports have fallen to a 17-year low, the U.S. government reported Thursday. The gushers aren’t limited to Texas, North Dakota and the deep waters of the Gulf of Mexico. Overseas, enormous reserves have been found in East and West Africa, Australia, South America and the Mediterranean. “Suddenly, out of nowhere, the world seems to be awash in hydrocarbons,” says Michael Greenstone, an environmental economics professor at the Massachusetts Institute of Technology. The consequences are enormous. A looming energy crisis has turned into a boom. These additional fossil fuels are intensifying the threat to the earth’s climate. And for renewable energy sources, the sunny forecast of last decade has turned overcast. This is the story of how technological advances drove a revolution no one in the energy industry expected. One that is just beginning.

Climate scientists showed that reliance on fossil fuels was causing troubling changes to the environment. “The general belief was that the end of the oil era was at hand,” says Daniel Yergin, an energy historian and author of “The Quest: Energy, Security and the Remaking of the Modern World.” As a result, Wall Street, Silicon Valley and governments were pouring money into new companies developing alternative forms of energy that promised to supply the world’s needs without polluting. Even oil and gas companies got in the game. BP had adopted the slogan “beyond petroleum” in 2000 and threw millions into its solar division. Shell partnered with another company to fire up a plant to convert agricultural waste into ethanol. So strong was the lure of alternative energy that veterans of the oil patch began fleeing for startups. In 23 years at Shell, David Aldous helped develop projections that showed a booming world population and rising energy demand. He also saw how hard it was for big oil companies to find enough oil every year to replace all they sold. He left Shell to join Range Fuels, a company that promised to turn wood chips into ethanol, in 2008. “I felt we needed faster innovation,” he says.

But while the national focus was on alternatives, the oil and gas industry was innovating too. New technology allowed drillers to do two crucial things: find more places where oil and gas is hidden and bring it to the surface economically. Large oil companies such as Exxon, Chevron, Shell and BP turned up huge discoveries offshore in ultra-deep water with the help of better sensors and faster computers that allowed them to see once-hidden oil deposits. Onshore, small drillers learned how to pull oil and gas out of previously inaccessible underground rock formations. For most of the oil age, drillers have looked for large underground pools of oil and gas that were easy to tap. These pools had grown over millions of years as oil and gas oozed out of what is known as source rock. Source rock is a wide, thin layer of sedimentary rock — like frosting in the middle of a layer cake — that is interspersed with oil and gas.

Brewing for a cause Dear EarthTalk: I heard that a number of beer brewing companies have banded together to support the Clean Water Act. Can you enlighten?

In April 2013 the non-profit Natural Resources Defense Council (NRDC) brought together two dozen nationally respected craft beer brewers to launch the Brewers for Clean Water Campaign, which aims to leverage the economic growth of the craft brewing sector into a powerful voice for bolstering clean water protection in the United States. “Whether brewers are creating ales, pilsners, porters, wits or stouts, one ingredient must go into every batch: clean water,” says Karen Hobbs, a senior policy analyst at NRDC. “Craft brewers need clean water to make great beer.” While hops, malt and the brewing process itself are also clearly important, water just may be the secret ingredient that gives a specific beer its distinctive flavor. “Beer is about 90 percent water, making local water supply quality and its characteristics, such as pH and mineral content, critical to beer brewing and the flavor of many classic brews,” reports NRDC. “For example, the unusually soft water of Pilsen, from the Czech Republic, helped create what is considered the original gold standard of pilsner beers. The clarity and hoppiness of England’s finest India Pale Ales, brewed since the 1700s in Burton-onTrent, result from relatively high levels of calcium in local water.” Brewers can replicate the flavors of beers like these and others by sourcing freshwater with similar features or by starting with neutral water and adding minerals and salts accordingly to bring out certain desired characteristics. Of course, clean water is essential to more than great-tasting beer. “It’s critical for pub-

lic health and the health of a wide range of industries,” adds NRDC. “Now our streams, wetlands and water supply need our help. Without strong legal protections, they are under threat from pollution like sewage, agricultural waste, and oil spills.” The popularity of craft brewers’ “microbrews” in recent years is another reason why NRDC has hitched its clean water wagon to the industry. “Craft brewers are closely tied to their communities with a very real understanding of the impacts bad policy can have on regional water sources,” reports the group. “While the participants in the campaign include brewing operations large and small, all have demonstrated a commitment to sustainability in their operations and beer development.” By taking part in the campaign, New Belgium, Sierra Nevada, Allagash, Short’s, Temperance, Arbor, DryHop, Finch’s, Revolution, Flossmoor, Cranker’s, Wild Onion, Right Brain, Half Acre, Goose Island and other craft brewers are helping spread the word in a way that hits home with consumers. For its part, NRDC is urging beer lovers (and other concerned environmentalists) to use the form on its website to e-mail the White House encouraging President Obama to finalize guidelines recently created by the Army Corps of Engineers and the U.S. Environmental Protection Agency that call for greater protections for streams and wetlands in important headwaters regions from coast to coast. And consumers should be glad to know that for once drinking beer can actually be good for the environment. So bottoms up! ENERGY FROM PAGE 5 An engineer named George Mitchell and his company, Mitchell Energy, spent years searching for a way to free natural gas from this source rock. He finally succeeded when he figured how to drill horizontally, into and then along a layer of source rock. That allowed him to access the gas throughout a layer of source rock with a single well. Then he used a process known as hydraulic fracturing, or “fracking” to create tiny cracks in the rock that would allow natural gas to flow into and up the well. The United States, which was facing a gas shortage five years ago, now has such enormous supplies it is looking to export the fuel in large volumes for the first time. The common wisdom in the industry was that the process Mitchell had invented for natural gas wouldn’t work for oil. Oil molecules are bigger and stickier than gas molecules, so petroleum engineers believed it would be impossible to get them to flow from source rock, even if the rock were cracked by fracking. But Mark Papa, the CEO of a small oil and gas company called EOG Resources, didn’t accept that. “The numbers were too intriguing, the prize was so big,” he remembered. He thought there could be as much as a billion barrels of oil within reach in Texas, North Dakota and elsewhere — if only he could squeeze it out. In 2003, he had a “eureka!” moment while poring over pictures of rock. Sections of a 40-foot-long column of source rock had been run through a CT scanner, the same type used to peer into the human body. He saw something in the source rock sections the rest of the industry didn’t know was there: a network of passageways big enough for oil molecules to pass through. Papa believed the passageways could act like rural roads for the oil to travel through. Fracking could then create superhighways for the oil to gather and feed into a pipe and up to the surface. EOG began drilling test wells, and in 2005, Papa got some results from one in North Dakota that made him realize oil could flow fast enough to pay off. “It was kind of like holy cow,” he says. “My first thought was we need to replicate this, make sure it’s not a freak result.” It wasn’t. EOG snapped up land in a similar formation in South Texas known as the Eagle Ford Shale for $400 an acre when his competition thought it would never produce much oil. That land now goes for $30,000 per acre. Papa thought the Eagle Ford might hold 500,000 barrels of oil. The Department of Energy now predicts it holds 3.4 billion. Some even expect 10 billion, which would make it the biggest oil field in U.S. history. SMART DRILLS, RIGS THAT CAN WALK

But even after drillers figured out how to find oil and gas deep offshore and in onshore source rock, they still needed to develop technology that would make it economical. At the tip of every oil or gas drill is a

rotating mouth of sharp teeth that chews through rock. In the past, these drill bits could only dig straight down. Now they are agile enough to find and follow narrow horizontal seams of rock. The drilling-services company Baker Hughes has designed a bit that can change directions underground, without having to be drawn back up to the surface, reducing drilling time by as much as 40 percent. Behind the drill bit, attached to a long line of steel known as the “drill string,” is an array of sensors. The sensors bombard rock with subatomic particles and measure the gamma radiation that bounces back. They assess how easily electricity flows through the rock and underground fluids. They analyze the magnetism of the rock and how it vibrates — both up and down and side to side — while drilling. “To the layman, it looks like dumb iron, but you’d be shocked about what’s inside,” says Art Soucy, president of global products and services at Baker Hughes. All this information is sent to engineers via fiber-optic cables. They run the information through supercomputers as powerful as 30,000 laptops to create a picture of the earth thousands of feet below the surface. The people analyzing this data — and even directing the drill bits — are often sitting hundreds of miles away. Shell’s Pennsylvania drilling operations are directed from a center in Houston, where experienced drillers monitor the progress at several sites across the country from a single room. And when the drilling is done, the rig itself can “walk” a hundred feet or so to another location and start drilling again. In the past, rigs had to be taken down and reassembled, which could take days. New rigs are built on sliding “shoes” that allow hydraulic lifts to shuffle the rig forward in short steps. “It has made possible things that were unthinkable 10 years ago,” says Claudi Santiago, managing director at First Reserve Corp., a private-equity firm that invests in energy companies. Now, drillers are finding oil faster than the world is using it. At the end of 2001, the industry had enough “proved oil reserves” to satisfy world demand for 45 years, according to BP’s annual statistical review, a closely watched study. By the end of 2011 that had grown to 51 years — even though a decade’s worth of oil had been used and daily demand had grown 14 percent. And “proved reserves” refers to oil that can be economically tapped using today’s technology. Tomorrow’s methods could yield even more. This is good news for a global economy that remains dependent on fossil fuels, but it’s terrifying to climate scientists. “If we’re willing to go down this road of squeezing whatever petroleum we can out of the earth, we can easily get carbon dioxide levels up to unfathomable levels and put in motion what would be dramatic or catastrophic changes in our climate system,” says Michael E. Mann, a geophysicist and director of the Earth System Science Center at Penn State University.

Santa Monica Pier: Renewal Project The city of Santa Monica is rejuvenating the structure of the Santa Monica Pier. Gorman plans to document Safe Routes To School, a federal program that promotes walking, bicycling and other means to get students from home to campus and back again. After all, Santa Monica’s City Hall has embarked on a Safe Routes to School program of its own, as has the city of Los Angeles, two cities in which Gorman interned. As Gorman inspires people to take to the streets on two wheels, Horn will make pit stops at college campuses and women’s health clinics to spark conversations about periods in an attempt to break down the stigma of discussing a process natural to half of the global population. She also comes armed with product — 90 Diva Cups, reusable silicon cups worn internally to catch menstruation that eliminate the need for wasteful feminine hygiene products like pads and tampons. Women don’t consider the chemicals that they put so close to their bodies, Horn said, and the amount of material tossed during each cycle is huge. If the entrance of Diva Cups into the story surprises, it may be worth noting that the little cups actually inspired the trip from its inception. Horn had long wanted to bike across country, and she stumbled upon the story of Toni Craige and Sarah Konner, two feminist activists who founded the nonprofit Sustainable Cycles. The pair met at a dance festival and in 2011 embarked on a bicycle trip down the West Coast, stopping along the way to engage in conversation about their periods. They found some creative methods, including the “Handsome Young Man” project, in which they conscripted handsome young men to approach women and talk flow. Horn approached Craige and Konner for help with her own trip, proposing a similar style of grassroots activism and community engagement. Sustainable Cycles helped her with a $200 check and access to its website for her blog about the journey as well as the listserv to help raise the funds needed to get through. Craige and Konner managed their adventure on a $1,400

She raised $2,000 for the journey, $600 of which has already gone to equipment like new bicycle racks and bags needed to hold food, clothes and — most importantly — water. Horn went to Gorman in December with her idea. The pair had known each other at Samohi, where they’d participated in separate sustainability-oriented clubs that created the predecessor of what is now a district-wide Bike it! Walk it! Day, for which club leadership received a presidential commendation just two years ago. They’d kept in touch throughout college, and despite the risks inherent in spending three months with anybody under such conditions, Gorman was an easy sell. He began researching routes, plotting them out on an online map down to the last twist and turn. The front pouch on his bicycle, donated by the Santa Monica Bike Center for the journey, is stuffed with a packet of maps in the off chance that cell service is poor in the middle of the mountains. There was a little extra room in there, however. “It’s a nose flute,” Gorman said, receiving only confused stares in return. The blue plastic device, buried underneath the maps and a small rear view mirror that attaches to glasses, hooks into the mouth and nose to create a kazoo-esque sound that’s about half as funny as the visual that goes with it. The rest of their supplies, packed into four other bags at the front and back of the bicycles, weighs no more than 45 pounds. Along with their bicycles, the pair will be pushing 80 pounds of gear between 30 and 90 miles a day, with the intent to average 60. They’ve gone on a number of practice rides, and took every opportunity they could while in town to travel by bicycle in an attempt to prepare for what promises to be an arduous experience, not only for their legs, but for their minds. Horn will have her books on tape and Gorman his iPod, but for three months, they will really only have each other. “We know we’re taking a gamble,” Gorman said. The kids will probably be alright. Downey said that was a testament to the groundwork laid years earlier in “Iron Man,” which “when we were shooting it, this kind of became the heart of several franchises.” “So you know we’re having a nice time,” Downey said, sidestepping comment on whether he might return for more “Iron Man” and “Avengers” sequels. “Iron Man 3” did four times the domestic business of every other movie out there; the combined total of all other releases was $43.7 million, according to Hollywood.com. While it was a huge weekend for Marvel and Disney, the overall industry continued to slump, thanks to the record start for “The Avengers” over the same weekend a year ago. Domestic revenues this weekend totaled $219 million, down 15 percent from the $258.1 million during that “Avengers” weekend last year. Hollywood’s domestic revenue this year is at $3.14 billion, off 11 percent from 2012’s pace, according to Hollywood.com. The percentage of felons sentenced to a third strike has varied by county, in large part because of the different philosophies among local prosecutors. Nevertheless, the Three Strikes law contributed to soaring prison costs and overcrowding that led to federal takeover of the state system. The nonpartisan Legislative Analyst’s Office said Proposition 36 could save the state $70 million to $90 million a year. Under the new law, inmates file applications for early release in the counties where they committed their last crime. Some are representing themselves, filling out legal forms in pencil, while others are getting help from public defenders, law school students and law firms that have agreed to handle the petitions for free. Dale Curtis Gaines is an example of those who can benefit from Proposition 36. A twotime convicted burglar, he was destined to spend the rest of his life in prison after he was caught with computer equipment stolen from the American Cancer Society and sentenced in 1998. His lawyers, who say Gaines is physically

FIRE FROM PAGE 3 The controversy, however, prompted regional air quality regulators to take a closer look and propose a sweeping ban that has inflamed passions in nearby Huntington Beach, aka Surf City USA. The town, known for its laid back surf culture and 10 miles of beaches, stands to lose almost $1 million a year in parking revenue alone from a fire pit ban, not counting losses to local businesses and hotels. The state parks system also has more than a half-million dollars at stake and worries that the proposal’s broad wording could eventually lead to a similar ban at campsites with beach access. Huntington Beach and its supporters launched a campaign — “Keep Your Mitts Off Our Pits” — and spearheaded an online petition with nearly 8,500 signatures so far. State and local politicians have also waded into an escalating war of words that is increasingly being cast as a showdown between NIMBY-happy residents of Newport Beach and the scrappier middleclass surf haven to its north. “It’s God, mom, hot apple pie and fire rings,” said Steve Bone, president of the Huntington Beach Marketing and Visitors Bureau. “We do respect our neighbor and if they would like to get rid of them that’s fine. But we don’t think we should be put in the same category.” Newport Beach did not intend to jeopardize the region’s fire rings and, in a recent letter to Huntington Beach Mayor Connie Boardman, proposed allowing individual cities to decide the matter themselves. City Manager David Kiff did not respond to further request for comment beyond providing the letter to the AP. In a sign of the mounting tension, the chairman of the regional air quality board was pilloried by fire pit supporters after he angrily compared the smoke from Newport Beach’s bonfires to “carpet bombing” during the Vietnam War during a public hearing. The South Coast Air Quality Management District board votes on the ban next month. Newport Beach residents say smoke drifting up the bougainvillea-covered bluffs is thick enough to trigger fire alarms and coat patio furniture and cars in soot. One homeowner in the gated Breakers Drive community just yards from Corona

and mentally disabled, filed a resentencing application after the initiative passed. He was set free in March from the state’s medical prison in Vacaville after the Sonoma County district attorney dropped objections that the 55-year-old remains a threat to society. Local prosecutors decide how aggressively to oppose the applications for reduced sentences, and judges make their decisions based on a variety of factors, including an inmate’s disciplinary record while in prison. Inmates with violent prison records who would otherwise qualify for early release can be kept behind bars if a judge finds they are still a risk to public safety. The result is an uneven application of the law, as illustrated by two similar counties in the San Joaquin Valley: Stanislaus County has resentenced just two of 50 eligible threestrikers, while Tulare County has resentenced 67 percent of its 42 eligible inmates. “A lot of these inmates weren’t told the whole story,” said Los Angeles County Superior Court Judge William Ryan, who is assigned to decide the more than 1,000 petitions filed in that court, where just 62 have been granted resentencing so far. “A lot of inmates thought the prison doors would automatically open. But it’s a process, and I want to be very careful.” del Mar State Beach, which has 27 fire rings, said he had to extinguish burning embers that drifted onto his deck. In Huntington Beach, by contrast, there are no homes anywhere near the beach, which is mostly state park land. “People say, ‘You knew they were there when you moved here, so too bad for you,’” said Barbara Peters, who said the fires could be to blame for respiratory problems and other illnesses experienced by residents. “We did know they were here. We just didn’t know, as did a lot of people, how bad it was. Now people are learning.” The fate of the fire rings is part of a larger effort to reduce regional air pollution by cracking down on open burning. Of greatest concern are microscopic soot particles that can lodge in the lungs and, in some cases, pass through cell linings to the bloodstream and reach other organs, said Sam Atwood, an air district spokesman. The agency has found elevated levels of these tiny pollutants downwind from the fire pits and is conducting testing in the two beach towns to quantify it. The agency estimates the region’s 840 pits generate up to a quarter-ton of particle pollution each summer day. Pollution risk wasn’t even a consideration for Abderhalden and her kin as they relaxed around their fire on a recent Saturday night. The family had arrived at 7:30 a.m. to score a first-come, first-served fire pit at Bolsa Chica State Beach. A steady wind blew off the ocean and the strong smell of wood smoke drifted across the parking lot and onto a roadway. “It’s a pleasure to see the fire burn and it makes you relax. I think it’s ridiculous to take them away from the people. They’ve been here forever,” said her brother-in-law Jim Bleemers, who was warming himself after surf fishing until dusk. “It draws people together.” Yet the issue has become so contentious in Southern California recently that even those who don’t live near the sand and don’t use the fire pits have an opinion — and not all of them are drawn to the flames. Arnold Van Sprew, who visits Newport Beach twice a month from the landlocked city of Cypress, was soaking in the sun and watching dozens of boats launch for the annual Newport to Ensenada Yacht Race. “If I had a $6 million home right here, I wouldn’t want the smoke coming in all day long either,” he said, gesturing to the impeccably manicured bluff-top houses. “Why have no smoking on the beach and allow fire pits? It just doesn’t make sense.”

With the Dow Jones industrial average breaking through 15,000, it’s natural to worry that stocks have gone up too far. But higher priced stocks aren’t necessarily overpriced. They may still be a good deal if corporate earnings are rising fast, and you think that trend is likely to continue. A solid April jobs report on Friday is a sign the economy is strengthening. That could lead to higher profits. What’s more, many of the traditional threats to bull markets — rising inflation and interest rates, a possible recession — don’t seem likely soon. That said, stocks are no bargain. Buy them only if you’re willing to ride the inevitable ups and downs and hold on for a while. A look at some forces that could push stocks higher in the coming months: • HIGHER EARNINGS: Stock investors cheered when employers added 165,000 jobs in April and unemployment fell to a fouryear low. More people working means more money flowing into the economy. That could help companies extend a remarkable streak of ever-higher profits. Companies in the Standard and Poor’s 500 index posted a record $102.83 earnings per share last year, or 17 percent higher than in 2007, when stocks were last near this level before the financial crisis. How do stock prices compare with those earnings? To answer that, experts look at what’s called price-earnings ratios, or P/Es. Low P/Es signal that stocks are cheap relative to a company’s earnings; high ones signal they are expensive. P/Es are calculated by dividing the price of each share by annual earnings per share. So a $100 stock of a company that earns $10 per share trades at 10 times. The lower the P/E, the cheaper the stock. There are various P/Es. Some use past earnings and other future earnings. They give a mixed picture, but together suggest that stocks are reasonably priced. If you look at earnings from the past year, the S&P 500 is trading at 15.6. That is slightly lower, or cheaper, than the 17.2 average for this P/E since World War II, according to S&P Capital IQ. Using forecast earnings for the next 12 months, you get a P/E of 14.2, the same as the average over 10 years, according to FactSet, a provider of financial data. Another measure shows stocks are somewhat expensive, however. Some investors think you should look at annual earnings averaged over 10 years instead of just one year. This eliminates any surge or fall due to changes in the business cycle. Dividing stock prices by a 10-year average of earnings yields a P/E of 23 times. That is higher, or more expensive, than the average 18.3 since WWII. A word of warning: You shouldn’t invest just by looking at P/Es. They are more guide than gospel. There have been long periods when stocks traded at lower or higher P/Es than the averages. • ECONOMIC EXPANSION: With Friday’s job report, the odds for continued expansion got better. The economy has created an average of 208,000 jobs a month

from November through April, above the 138,000 average for the previous six months. The report follows news that the pace of economic growth picked up in the first three months of this year, home prices rose at the fastest pace in nearly seven years and automakers had their highest sales for April since the recession. Tally it up, and financial analysts see earnings for the S&P 500 rising 12 percent in the last three months of the year, a big jump from an estimated 4.8 percent gain in the first three months. There’s plenty of reason for caution, though. For starters, analysts tend to overestimate earnings several quarters in the future, and may be doing that again. Early last year, they expected a 13-percent jump in earnings in the last three months of the year. They got 4 percent instead. And some experts believe Wall Street is underestimating how much the sweeping federal spending cuts that kicked in March 1 are going to slow the economy, as government workers are furloughed and contractors lose business. If they’re right, that could erode earnings. Investors also have to keep an eye overseas. Half of revenues at big U.S. companies are abroad and some key economies are slowing or contracting. This can hit stocks hard, as General Electric shows. Last month, when GE reported a 17 percent fall in revenue from Europe, its stock dropped 4 percent in a day. Many European countries are mired in recession, and the outlook has only gotten worse. Unemployment in the eurozone just rose to an all-time high of 12.1 percent. China has put investors on edge, too. On April 15, news that it grew more slowly than expected in the first three month of this year helped push the Dow down 266 points, the biggest drop for the year. Nervous yet? One thing to keep in mind is that big, sustained drops in stocks — ones that end bull markets — are most often caused by U.S. recessions, and that doesn’t appear likely soon. Four of the past five bull markets ended as investors dumped stocks before the start of a recession. They sold stocks two months before the start of the Great Recession in December 2007 and a year before the March 2001 recession. The U.S. economy has grown between 1 and 2.5 percent in the past three years. That’s pitiful compared with the long-term average of 3 percent. Still, it’s growth. • LOW INTEREST RATES: If recessions cause stocks to plummet, what causes recessions? In most cases it’s the Federal Reserve raising short-term interest rates because it fears high inflation from an overheated economy. Fed hikes were the trigger for three of the past four recessions. But today, the greater fear is too little inflation, not too much. The Fed’s preferred measure of inflation rose only 1 percent in the year through March. The Fed’s target is 2 percent. What’s more, the Fed has said it would keep key short-term rates nearly zero until unemployment falls to at least 6.5 percent. It is 7.5 percent now.
