CITY HALL Santa Monicans are used to seeing developers come before the Planning Commission and ask for the sky, or possibly a tower that scrapes it. Wednesday night’s meeting, however, showed a sharp role reversal, with the developer at the podium requesting the ability to shrink their own project in response to community opposition. Greg Ames of Trammell Crow, a Texasbased developer, requested a zoning change for the company’s property at 3402 Pico Blvd., dubbed the Grammys building for a previous tenant, that would sync up with the zoning code changes planned for early next year. The switch would allow the company to build more parking on the site and fix up the building to make it suitable for office space. If approved, the developer would drop plans to wipe the buildings out and replace them with a 260-unit apartment complex. That proposal met stiff resistance from residents, scientists and elected officials concerned about the proximity to Interstate 10 and the impact that pollution might have on the health of families living in the complex. “We would have loved to have had the apartment building,” said Brad Cox, senior managing director with the company. “We

‘Monsters’ beat zombies, Superman at movie theaters SANDY COHEN AP Entertainment Writer

LOS ANGELES Turns out zombies and Superman are no match for monsters. Disney’s “Monsters University” is the weekend box-office winner, according to studio estimates released Sunday. The animated family film, which reunites stars Billy Crystal and John Goodman and their characters from the 2001 hit “Monsters, Inc.,” debuted in first place with $82 million, beating out swarming zombies in “World War Z” and Superman himself in “Man of Steel.” “The diversity of this weekend is part of what makes this business so great,” said Dave Hollis, Disney’s head of distribution. “It’s a really extraordinary weekend for the industry.” Especially for “Monsters University,” Pixar’s 14th consecutive film to open in first place. Such expectations of excellence put a “healthy pressure” on filmmakers, Hollis said: “To deliver that kind of quality consistently is a differentiator in the marketplace.” Still, the film exceeded studio expectations with its domestic totals, he said. Paramount’s Brad Pitt zombie romp overcame critical advance publicity to open in second place with $66 million. Media reports months ahead of the film’s opening chronicled its problems, including a revamped ending that delayed its release. Rewrites and reshoots sent the film over budget. It ended up reportedly costing more than $200 million to make, but early reviews were positive. “What ‘World War Z’ proves is that all the negative backstory that can be thrown at a movie doesn’t matter if the movie’s good,” said Paul Dergarabedian of box-office tracker Hollywood.com. “I don’t think the audience cares one lick if they had to reshoot the ending if they like the ending and like the movie.” The success of the film means it could be a franchise in the making. Paramount’s president of domestic distribution, Don Harris, called the opening “spectacular.” “It’s the biggest live-action original opening since ‘Avatar,’” he said. “(It’s) Brad Pitt’s biggest opening ever, and in terms of Paramount’s recent history, it ranks behind ‘Iron Man’ and ‘Transformers’ as the third largest potential franchise opening in the SEE BOX OFFICE PAGE 9

LOS ANGELES The famous smile is intact. But there’s a glint of gray in the hair, a hint of melancholy in the voice and a collection of wrinkles he didn’t bring with him when he became mayor of Los Angeles eight years ago. Antonio Villaraigosa makes his exit July 1 after a seesaw run that saw him celebrated as the city’s first Hispanic mayor since 1872, praised for bulking up the police department and transit services, but often mocked, fairly or not, as a party boy who cared more about nightlife than his day job at City Hall. Through most of it, he struggled with a sour economy not of his making. Now 60 and talking again about running for governor, the Democrat looks back and ponders how a former labor organizer ended up chopping thousands of government jobs to

keep the books in balance, pushed municipal workers for the first time to pay toward their pensions and health care and clashed with the teachers union that once employed him. What has he learned? “You have to be able to say no to your friends,” Villaraigosa said during an interview at his soon-to-be former office. “You are making decisions that will have an impact far into the future. Don’t worry about what people say right now.” As for complaints, he’s heard an earful. As with any big-city mayor, there’s no pleasing everyone, particularly in a city of nearly 4 million people. And the work is never done. He can fairly claim a string of wins, including historically low crime rates, new rail lines in a metropolis strangled by cars and a citywide move away from polluting, coal-fired power. But those gains get tempered by longstanding gripes that he

starts more than he finishes and ignores potholes, cracked sidewalks and other basics while globe-trotting and preening for TV cameras. He promised to transform the city when he was elected in 2005, but proved a shapeshifter himself. At different times he’s presented himself as the education mayor, the green mayor, the transportation mayor, the law-and-order mayor. He had plenty of setbacks — his plan to seize control of schools flopped, for example — but he also proved resilient, using his political skills to push school improvements even if he wasn’t directly in charge. “He was slow on deciding which of those maybe five or seven dream points, visionary points, he was going to realistically try to tackle,” notes Jaime Regalado, former executive director of the Pat Brown Institute of Public Affairs SEE MAYOR PAGE 10

What about the parents? Editor:

Just like the [Pico Youth & Family Center], their intentions sound great if they’d ever work (”New fund to address community violence,” June 19, page 1). How many youth centers are needed? Oscar de la Torre’s youth center has been in operation for over 10 years at a big cost to the tax payers. I live and own income property within a block of his youth center. I see and observe the people that frequent the center. It’s a worthless money pit/sham. The only people that benefit are the employees of the center, judging by the very nice cars they drive. When I read about a new youth program that has a policy saying “whatever it takes” it sounds like another sham. Now if it’s solely privately funded unlike Oscars, great have at it, just leave my tax money alone. The root of these modern day youth problems needs to be dealt with by the parents of these troubled youths. And yes, there’s mental health issues that need to be dealt with by professionals, no doubt. It’s a sad day when society depends on others to raise their kids. Start holding the parents accountable and jail them if needed. The kids in the Pico Neighborhood run wild. I see it daily. They’re always trespassing on my property for the purpose of getting high on whatever they get their hands on. Sure the parents have to work, but when one decides to have kids they need to take that into consideration. But today’s parents around the Pico Neighborhood seem to feel that it’s society’s job to raise and mentor their kids at others’ cost. We already have fine organizations like PAL run by the police which seem to be the only ones that really help or make a difference. Then you have organizations like Oscar’s that are always bad mouthing and butting heads with the police. They are basically indirectly teaching the kids that peace officers are your enemy or problem. How sad. Or if there’s any problems with their funding they play the race card. Woe is me. I’m under privileged because by parents decided to be irresponsible and it’s society’s obligation to pay/fund our needs. There needs would be better served by a higher education and parents being parents.

Have anti-Fairmont forces gone bonkers? IT SEEMS THAT IN THE ZEAL TO WAGE A

public relations war against the renovation of the Fairmont Miramar Hotel at Ocean Avenue and Wilshire Boulevard, anything goes. I understand why the key opponents of the renovation, the owners of the 17-floor Huntley House Hotel across Second Street are upset. They claim a proposed 21-story Fairmont tower will block views. I understand why they don’t want lowincome housing next to their “three-star” hotel. A 40-unit affordable project is one of a number of benefits being provided by Ocean Avenue, LLC/MSD Capital (subsidiaries in computer entrepreneur Michael Dell’s financial empire) that own the Fairmont Miramar. I understand why Sue Burnside of Burnside and Associates, a major Los Angeles-based political consultancy hired by Huntley owners, would form anti-Fairmont “neighborhood groups” such as Santa Monicans Against the Miramar Expansion (SMAME) and Save Santa Monica. Forming neighborhood groups to create the appearance of massive public support is PR 101. I understand why residents of the 17floor condominium (often described as one of the ugliest buildings in Santa Monica) on California and Ocean avenues behind the Fairmont Miramar property are involved. They don’t want their views blocked, either. Add those who just hate high rises and voila, a coalition of haters. Like previous so-called “neighborhood groups” formed by special interests such as Santa Monicans for Sensible Priorities and Santa Monicans for Quality Government, the Huntley PR machine claims a thousand community members. Members like a friend who went to a SMAME meeting a year ago “out of curiosity,” didn’t like what he heard and never went back. Of course, he’s still listed as a member and routinely receives e-mails and calls from this and similar organizations supported by Huntley interests. Last year, Burnside and others on Huntley’s PR payroll were behind a coup to take over the Wilshire-Montana Neighborhood Association (Wilmont). Why? The Wilmont board of directors supported the Miramar project. After much political turmoil, Huntley-backed sympathizers took over the Wilmont board and immediately voted to oppose the project. Then came the attack on Michael Dell and Ocean Avenue, LLC., for using legal loopholes in the state property tax laws to avoid paying millions of dollars in property taxes. The Huntley PR machine went into overdrive about how low and underhanded this was. Unfortunately, it did nothing to further discussion on the Fairmont renovation. I’m wondering how many Huntley employees, PR guns and anti-Fairmont activists are going to turn in their Apple computers, iPhones or iPads now that Apple, Inc., has been accused of using every loophole and sneaky trick imaginable to avoid paying taxes, not only in the USA, but worldwide. The latest ill-advised PR stunt by

Huntley’s PR consultants was written up in last Tuesday’s Daily Press (“Race card played in Miramar Hotel fight,” June 18, page 1) The article described the response to a flyer distributed the previous week by Ocean Avenue, LLC. Huntley’s PR machine quickly branded it as “racist.” They accused Miramar owners of being “openly racist” and waging “unjust attacks” because their flyer featured a grainy photo of Sohrab Sassounian, identified him as the Huntley House owner and described him as a “greedy Beverly Hills millionaire.” It also accused Sassounian of enriching himself by using the same tax loopholes for his Huntley property as Dell used on his. Rohnda Ammouri, a political coordinator working for the Service Employees International Union (SEIU) sent out e-mails to people on Huntley mailing lists and asked them to respond to the Miramar flyer. By the way, it was Ammouri who had previously raised the issue of Dell’s property taxes. Ammouri’s then sent an e-mail to antiFairmont activist Suzy Rabuchino asking her to send a “specific statement” to the local media and post it on social networking websites. Although Rabuchino said her statement was her own feelings, she told the Lookout News that she had lost her own written statement and sent out one prepared by Ammouri. Ammouri later changed her story again by claiming she “helped her to draft what ... she wanted to say.” Ammouri worked for Burnside before she was employed by the SEIU, so it would appear her involvement is more than that of a concerned citizen. Coincidentally, the Fairmont Miramar is one of a handful of local hotels with a current union contract and is represented by Unite HERE!, an SEIU competitor. Members of various Huntley-backed groups opposed to the Fairmont plan were quick to jump on the bandwagon. Many said that Dell’s people deliberately made Sassounion’s image in the flyer appear as a “dark, Arab guy with creepy eyes” and “was obviously racist.” Reader comments about the flyer posted on the smdp.com website by anti-Fairmont activists range from, “MSD and Michael Dell … is trying to stop real citizens of this city from exercising their constitutional rights to protest or address concerns” to “ Dell is a disgusting human being who makes garbage computers …” I hope not. I just bought a Dell. The anti-Fairmont effort appears to be in the hands of extremists or incompetents who are so desperate that they’ve resorted to lying, name calling and now, race baiting. The Fairmont Miramar is going to be redeveloped in any case. But, instead of engaging in debate about the substantive issues concerning that development, Huntley management and its bumbling PR lackeys have stooped to grasping at irrelevant straws. Anti-Fairmont activists have shot themselves in the foot. Worse yet, the public is now discounting them as “bonkers.”

LAS VEGAS Wildlife experts in California and Nevada are sounding the alarm about a deadly disease that is claiming the lives of a growing number of desert bighorn sheep in the Mojave National Preserve about 100 miles southwest of Las Vegas. Officials for the National Park Service and California Department of Fish and Game say they may have to resort to killing some bighorns to prevent the outbreak from spreading through the largest herd in the 1.6 million-acre preserve. Park Service spokeswoman Linda Slater said at least 20 dead sheep have been found the past month on Old Dad Mountain, about 15 miles southeast of Baker, Calif. Tests confirmed that at least some of them died from a strain of pneumonia generally transmitted by domestic sheep and goats that typically is fatal to bighorns. “It’s really kind of a grim situation to be perfectly honest with you,” Slater told the Las Vegas Review-Journal (http://tinyurl.com/n4wx8aj). Game wardens now are considering whether to hunt down sheep showing signs of sickness. But even that might not be enough to halt the spread. “To really get rid of the disease, you have to kill every animal, but that’s not practical or likely to happen,” Slater said. “There are no good management options.” Wildlife officials in Nevada are watching the situation anxiously, hoping the sick animals can be contained somehow before they come into contact with sheep in the Silver State. The diseased herd is “only a 45-mile trip as the crow flies” from mountains that harbor desert bighorn at the southern edge of Clark County, said Doug Nielsen, spokesman for the Nevada Department of Wildlife. “We do have some right down there close to the state line. So it’s a concern, and it’s something that needs to be monitored,” he said. Slater said the afflicted animals are part of what she called “the biggest and healthiest herd” in Southern California. Transplants from the group have been used in the past to bolster struggling herds elsewhere in California, she said. Bighorn have no natural resistance to pneumonia and tend to die at a high rate. Those that survive become carriers, infecting newborn lambs in a cycle that can ravage the herd for up to a decade.

Biologists may never know for certain how the isolated herd of 200 to 300 sheep was exposed to the disease, but they have their suspicions. Slater said a domestic goat turned up in the area about six months ago, but the animal showed no signs of pneumonia. However, tests for the disease are not always reliable, she said. Biologists and veterinarians “seem really pessimistic that anything can be done” to keep the entire herd from being exposed, Slater said. The worry now is that the disease will spread to one of four other herds in the preserve, possibly by a ram sent wandering when rutting season gets under way in the coming weeks. Volunteers from the Sierra Club and the Society for the Conservation of Bighorn Sheep assisted with the initial search for sick and dead animals. A lack of resources and the remote, rugged location of the herd have hampered efforts so far to address the outbreak, Slater said. Back in Nevada, wildlife officials are hoping that hot, dry weather this summer will keep the affected herd close to the water sources in its home range and away from other herds. Beyond that, Nielsen said, there isn’t much that can be done from the Nevada side of the state line but to wait and watch what happens. Bighorn sheep once roamed nearly every mountain range in Nevada, but their numbers began to decline in the mid-1800s as settlers and prospectors swept into the region, mostly in the north. By 1960, disease, unregulated hunting and habitat loss had reduced Nevada’s bighorn population to about 1,200 animals in a handful of ranges, none of them north of Ely or west of Hawthorne. Wildlife officials launched the Bighorn Sheep Release Program in 1967 to return the official state animal to its former glory. Today, Nevada is home to more bighorn sheep than any other state — over 10,000 adult animals in at least 60 different mountain ranges. But disease always looms as a threat to those gains. In 2010, pneumonia nearly wiped out a herd of Rocky Mountain bighorn sheep in the Ruby Mountains near Elko. The most recent outbreak in Southern Nevada struck in 2002 in the Specter Range, along U.S. Highway 95 about 75 miles northwest of Las Vegas. After several years of what Nielsen called “very low lamb survival,” the herd’s numbers finally began to rebound in 2009.

The big boom for American uranium mining was in the late 1940s and early 1950s, and the U.S. remained the world’s leading producer of the radioactive element for many years until 1980 when U.S. production fell off dramatically due to dropping uranium prices as other countries stepped up mining of their own sources. Today American miners turn out only about 10 percent of what they were producing in 1980. But that may all change as several deeppocketed mining interests have turned up the heat on lawmakers to allow them to explore and open up new sources of uranium across the American West and elsewhere. The non-profit Natural Resources Defense Council reports that the timing is no coincidence since the program that has been supplying a large portion of U.S. uranium needs in recent years-Russia’s surplus weapons uranium stockpile-is ending this year. This restriction of supply is predicted to drive prices up. Mining interests are pushing hard to open up promising sites to their drills while keeping many existing uranium mining sites open but inactive in hopes they get the green light to ramp up extraction. The dark sides of uranium mining are well documented by now, though workers in the industry during its heyday had no idea how hazardous the element would be. Indeed, uranium miners have experienced high rates of cancer, heart disease and birth defects. Stronger regulations have since been put in place to protect mine workers, but increased cancer rates still remain an issue for current and former mine workers. As for risk to the public, uranium mining releases radon from the ground into the atmosphere, thus posing a slight risk to sur-

rounding populations. Radon and other pollutants can also make their way into streams, springs and other bodies of water and can contaminate drinking water in surrounding communities. According to a report by the National Academy of Sciences (NAS), uncontrolled releases as a result of natural disasters like floods, fires or earthquakes can also be an issue for those around uranium mines, with even a single minor incident potentially leading to dramatic and lasting effects. In addition to its direct human health impacts, uranium mining can jeopardize the health of ecosystems. Radioactive materials can pollute air, water and the soils near a mine. And the waste products produced from uranium mining, known as tailings, remain potentially hazardous for thousands of years and must be disposed of in specially designed, hugely expensive disposal sites. No one can be sure how effective these disposal sites will be after hundreds of years or longer. Meanwhile, decommissioning uranium mining and disposal facilities to make affected areas safe for other activities remains overwhelming; the process can take centuries, is expensive and can be dangerous for workers and the surrounding environment. The issues surrounding uranium mining underscore the importance of developing cleaner, greener sources of energy. But even though the 2011 tsunami and ensuing nuclear disaster in Japan should have served as a wake-up call regarding the dangers of nuclear energy, many of politicians and policymakers in the U.S. and elsewhere still push for the expansion of nuclear powerand increased uranium mining. Kerry: U.S., India need to tackle global warming DEB RIECHMANN Associated Press

NEW DELHI U.S. Secretary of State John Kerry on Sunday urged fast-growing India to work with the United States on global warming before it’s too late. “The irreversible climate challenge is speeding towards us, crying out for a global solution, “ he said. Kerry spoke on climate change in a speech in New Delhi, the second stop on his two-week swing through the Mideast and Asia, just two days before President Barack Obama is to unveil his long-awaited plan for the United States on the issue. “The world’s largest democracy and its oldest one must do more together, uniting not as a threat to anyone, not as a counterweight to a region or some other countries, but as partners building a strong, smart future in a critical age,” Kerry said in a reference to how India is often viewed as a counterbalance to China. People consulting with White House officials on Obama’s plan say they expect the president to put forth regulations on heattrapping gases emitted by coal-fired power plants that are already running. Environmental groups have been pleading with Obama to take that step, but the administration has said it’s focused first on controls on new power plants. More than half of India’s power comes from coal and while the U.S. has emission issues of its own, it wants to see India and other nations in the region rely less on old, coal generation facilities. The U.S. is backing a Turkmenistan-Afghanistan-Pakistan-India pipeline that would bring energy to a powerstarved region. Speaking at a convention center to a crowd of several hundred businessmen, students and others, Kerry noted that federal scientists in May reported that the concentration of carbon dioxide in the atmosphere passed 400 parts per million — a level never before experienced by man. “When the desert is creeping into East Africa, and ever more scarce resources push farmers and herders into deadly conflict ... then this is a matter of shared security for all of us. ... When the Himalayan glaciers are receding, threatening the very supply of water to almost a billion people, we all need to do better,” he said. During his first trip to India as secretary of state, the top U.S. diplomat was expected to discuss a myriad of other topics, including enhancing security in the region and

prospects for finding a political resolution to the war in Afghanistan. As NATO troops leave, India fears the country could fall into the hands of a Taliban-led regime, endangering many of India’s interests there. Kerry reassured India, which has invested more than $2 billion to reconstruct Afghanistan, that the U.S. commitment to the Afghan people will not end at the close of next year when NATO-led combat troops complete their withdrawal. In meetings before Kerry heads to Saudi Arabia on Tuesday, the U.S. expects Indian officials will want to query Kerry about prospects for peace talks with the Taliban. U.S. talks were scheduled to begin in coming days, but a last-minute diplomatic rift over how the Taliban rolled out their new political office in Doha, Qatar, has threatened to scuttle the talks. “Obviously, we are very realistic about the difficulties of making progress. Making peace is never easy, and a final settlement may be long in coming,” he said. “And let me be clear: Any political settlement must result in the Taliban breaking ties with al-Qaida, renouncing violence and accepting the Afghan constitution, including its protections for all Afghans, women and men. Afghanistan cannot again become a safe haven for international terrorism.” Kerry also spoke about India’s archrival, Pakistan. There is widespread hope that Pakistan’s new President Nawaz Sharif will try to improve relations with its Indian neighbor, thus reducing the chance of a fourth major war between the nuclear-armed foes. But India has been frustrated by Pakistan’s failure to crack down on Islamic extremists, which have strong historical links with Pakistani intelligence. Kerry called on Pakistan to continue normalizing trade relations with Pakistan. “Just last year, bilateral trade increased 21 percent,” he said. Washington wants New Delhi to speed up economic reform to increase U.S. business and trade opportunities with India. In the past decade, bilateral trade has increased five-fold, but Kerry is expected to share the concerns of the U.S. business community about trade and about other problems American businessmen are facing in India. More than 150 U.S. lawmakers teamed up with American business groups last week to press the Obama administration to further press India to ease policies they claim are bad for American exports, jobs and innovation.

Santa Monica Pier: Renewal Project The city of Santa Monica is rejuvenating the structure of the Santa Monica Pier. The original structure was built in the early 1900s and has been through several remodels over its 100-plus year life. The pier renewal will upgrade a significant portion of the pier stretching from the edge of the sand to approximately 365 feet westward over the Pacific Ocean, providing increased structural soundness and extending the pier’s service life. While at the helm, Trimborn watched as the business and technology of flight evolved, causing a dramatic shift in use at the airport from small planes to private jets that waned as the economy weakened. With the changing times came tension with nearby residents, some of whom live within 300 feet of the airport’s runway and, depending on which side of the airport they live, have fears of toxic jet pollution, constant noise and the very real possibility that a plane might fall out of the sky and onto houses. And, although the airport is best recognized by the airplanes that take off and land each day, it remains one of the largest stretches of lightly developed land in Santa Monica, 40 acres of which supports a diverse ecosystem of businesses, restaurants, educational spaces and art, all of which fell under Trimborn’s purview. It was a balancing act that Trimborn carried out with skill, said Rod Gould, Santa Monica’s city manager. “The city owes him a debt of gratitude,” Gould said. A love of aviation grew in Trimborn from an early age when his father took 4-year-old Bob to see planes flying. Trimborn got the chance to pilot an aircraft on his own at the age of 14 when he went to Hawthorne Municipal Airport with $5 and a coupon in his hand. He would go on to manage that airport for nearly 10 years and establish events that introduced tens of thousands of people with no connection to aviation to the wonder that Trimborn had for flight and how it progressed over its short, 100-year existence. In the mid-1990s, Trimborn came to Santa Monica Airport, a site with a rich aviation history that he would endeavor to show the world. Pioneers of flight like Amelia Earhart and Bessie Coleman flew from its runway, and the predecessor of the modern jet built by Santa Monica-based Douglas Aircraft was constructed there. Trimborn’s passion for the story behind SMO and the innovations in flight that occurred there became the driving force behind efforts to install a monument to Douglas Aircraft in the form of one of its early innovations, the DC-3. A plane, donated by the Museum of Flying, was mounted as though in midflight, immediately in front of where the reopened museum would take shape in 2012 after a 10-year closure necessitated by economic hardship. The monument and the museum remain two of Trimborn’s favorite things about his time at SMO. “If I leave my thumbprint on this airport, I hope this is it,” Trimborn said last week as young children from a science and technolo-

When SMO opened in 1917, it was surrounded by empty land. Nearly 100 years later, Santa Monica transformed into a town of over 90,000 people with an easterly neighbor with almost 3.8 million more, and those who lived nearest to the airport began to question its place in the densely populated area. “Keeping the airport safe and compliant while being compatible within this highly urbanized environment is what I’ve been trying to do my entire career,” Trimborn said. Many have loudly said that it wasn’t enough, and those voices have only gotten more prevalent in recent years as 2015 approaches. That’s the date that many believe City Hall will gain more control over aviation uses at the airport, and some hope that it will give officials the ability to close the facility or make it so difficult to use that air traffic will ultimately die out on its own. Many of the same voices question why Trimborn and other city officials have not done more to protect them from the conditions created by SMO, what they describe as constant noise and danger from planes zipping by overhead. Airport Commission meetings can draw a capacity crowd of angry residents, both from Santa Monica and the surrounding communities. Trimborn did what he could within the framework of local and federal law, and handled the criticism with grace, said Ofer Grossman, a former airport commissioner. “Bob was a good airport manager, who spearheaded many initiatives that were aimed at improving conditions at the Santa Monica Airport,” Grossman said. “Although he was often maligned by some community members, in my experience, he conducted himself with integrity and even temper.” City Hall will continue to grapple with the future of the airport in Trimborn’s absence, and his operations manager, Stelios Makrides, will take over as interim director until a full replacement process can get underway. City officials will push forward with the process in his absence, although his knowledge of aviation has been valuable, said City Councilmember Terry O’Day. “Bob’s experience and knowledge will be missed as he will be personally, but we’re all very engaged and I don’t think you’re going to see changes in direction as a result of his departure,” O’Day said. As to why he’s leaving now, Trimborn would say only that “it is time,” although he has no intention of leaving the aviation community for good. “I’m not going to sit back and watch soaps,” he said. ashley@smdp.com

All that being said, the neighborhood opposed that development, and there was a large group that was opposed. “We listened, heard and decided to move forward with something else.” Under the new proposal, the company would be able to expand a surface parking lot by 57 spaces. The current configuration provides parking through an 18-year lease with the California Department of Transportation, but the state agency has the freedom to cancel the agreement on 30 days notice. “Any business that goes in there has to recognize that in 30 days, they could lose their parking,” Ames said. “No business has been willing to accept that as a business risk.” Although planning commissioners have an oft-stated aversion to granting new parking, they gave in on this one, approving the request unanimously. The situation may not be ideal, but compared to apartments 19 feet from the Interstate 10, it was a winner, said Commissioner Richard McKinnon. “Right from the outset, you knew that the

We have you covered freeway was a killer of the property,” he said Wednesday. “It was almost undevelopable under those conditions. This is a neat way of getting out of a difficult situation.” Cox still plans to use visibility from the freeway as a selling point to future tenants, and believes that easy access to the freeway will prevent people from using the neighborhood as a shortcut to anywhere. Neighbors opposed to additional apartments near the site may not be totally out of the woods yet — there’s already a building set back slightly further from the freeway that has 12 apartments. There’s no application to build housing on that property, Cox said. If approved by the City Council, the zoning change will mean one less development agreement in a staggering line up that some residents calculate will provide nearly all of the development proposed in the 2010 Land Use and Circulation Element, or LUCE. While the developments have scared residents, some of whom have asked for a moratorium on development until a new zoning ordinance is approved, planning officials took the influx of development agreements with the belief that some would either not be approved or never be built. Regalado considers Villaraigosa the most successful mayor since Tom Bradley, who landed the 1984 Olympics and helped shape the city’s modern skyline, but adds that Villaraigosa “dreamed large and delivered far less.” Don’t tell that to the mayor. “There was a lot more than got done than didn’t. In spades,” Villaraigosa says. The outline of Villaraigosa’s life is well etched. Son of a Mexican immigrant, barrio tough and high-school dropout, he lifted himself up and eventually became speaker of the California Assembly, city councilman and in 2005, mayor of the nation’s secondmost populous city. His best-known traits remain his energy, charm and quick smile, but those were overmatched during a recession and housing crisis that destroyed jobs and chopped into tax revenues. City Hall shed jobs, many streets were left cracked and pocked, library hours were cut. Unemployment continues to hover around double-digits, lagging the national recovery. Even with new contributions from workers, a growing bill for pensions and retiree health care threatens money needed for street paving and other services. The freeways remain among the most congested roads in the nation. Villaraigosa is ready for critics who say the only thing he leaves behind is an empty suit. He’s distributing a glossy, 61page magazine documenting the city’s safe streets, gains against smog, new park space and his efforts to rescue some of the

city’s worst-performing schools. His photo appears more than a dozen times inside. But you’d have to look elsewhere for details on less flattering episodes, the affair with the newscaster that ended his marriage, the record ethics fine for failing to disclose free tickets to Los Angeles Lakers games and other events and the photo of him with the hard-partying Charlie Sheen in Mexico that surfaced as the mayor’s name was being mentioned for a possible Obama administration job. Later, Villaraigosa said he wasn’t interested in going to Washington. The outgoing mayor’s future isn’t clear, though he expects to hook up with a university or think tank and bank some money with paid speeches, a typical route for a celebrity politician. During the interview he waxed about bucking convention and putting the lie to those who have underestimated him over the years. He’s single, his divorce was quietly settled after a messy split, with four children ranging in age from 38 to 20, the two youngest with his former wife Corina. “How you are perceived is over a continuum of time,” Villaraigosa said. “So I just keep on working. The past few years have seen a number of technological breakthroughs targeting disabled consumers. Apple, for example, is incorporating technologies such as voice recognition and screen readers, which can synthesize text into speech, into all of their products, rather than offering them as addons. Applications such as GoTalk NOW and TapSpeak Sequence allow users to combine text, pictures and symbols with audio programs that put voice to thoughts and ideas. Someone who can’t speak clearly can touch a picture of a hand, then a book, and the tablet will say: “Please pass me the book.” Blind people can take notes using voice-recognition programs, and listen to emails or “read” a website with screen readers. People with attention deficit disorder can use apps that remind them to stay focused by announcing appointments with lights and sounds. And those with spinal cord injuries share tips on forums such as apparelyzed.com for how to go hands-free on digital tablets using mouth sticks like those mounted on wheelchairs. “High-tech advances are starting to help level the playing field, opening the door for so many people,” said Therese Willkomm of the Institute on Disability at the University of New Hampshire. Kathleen Martinez, an assistant secretary

at the U.S. Department of Labor overseeing disability employment policy, said these advances have translated into higher numbers of disabled people being able to land jobs. “In the professional careers, technology has helped increase the employment rate immensely. It’s actually allowed us to participate in office careers more than ever before,” said Martinez, who has been blind since birth. The unemployment rate last year was 13.4 percent for the 28 million Americans who are deaf, blind or have serious physical, mental or emotional conditions, compared with a 7.9 percent rate for people without disabilities. But a Labor Department survey released earlier this month showed that the number of employed disabled adults jumped close to 4 percent over the past two years, more than the 3 percent gains among nondisabled people. Meanwhile, unemployment rates among the disabled dropped 1.6 points in a year, a bigger decrease than what was seen among able-bodied workers. Another factor in the increasing job rates is that baby boomers are retiring later, and today half of the people working over age 65 have a disability, said John D. Kemp, president of the disability advocate nonprofit The Viscardi Center. “Many people have aged into a disability and are in denial,” said Kemp. “But they can’t hear as well, can’t see as well, and they’re using an immense number of assistive devices aimed at retaining valued employees.” The technological advances are a massive upgrade over older, disability-specific clunky devices. Swedish firm Tobii, for example, has developed eye-tracking programs that make it possible for people who

can’t use their hands to navigate on computers. Instead of moving a mouse, users look into a box that uses a camera and infrared light to track what they’re looking at when they blink, triggering a cursor to move. And Google Glass — a tiny eyeglassesmounted device capable of shooting photos, filming video and surfing the Internet — has a built-in camera and voice-command capability, meaning disabled wearers could read what people are saying to them or control wheelchairs with their gaze or voices. The U.S. market for assistive technologies is projected to grow from $39.5 billion in 2010 to $55 billion in 2016, according to analysts at market forecasters BCC Research. And in the past few years, large high-tech firms, including Facebook, have added teams focused exclusively on how disabled clients can use their products. “Most organizations want to bring their technology and experiences to as many people as possible, so it makes sense to address this,” said Jeffrey Wieland, who became Facebook’s project manager of accessibility a year ago. The company has even brought visually impaired users to its campus in Menlo Park, Calif., to work with accessibility engineers. Earlier this month, Rocklin, Calif.-based Purple Communications nationally rolled out a new, upgraded videophone that allows deaf people to communicate using Video Relay Service on high-definition televisions. A live sign language interpreter works remotely to convey messages in realtime via video and audio feeds that transmit into landline phones, cellphones or tablets. This is Bella’s system, which includes features such as lights that flash when someone

calls him. Bella, who was born deaf and whose mother and father are both deaf, remembers as a child his parents having to go to a neighbor’s house with a note to accomplish tasks such as making a doctor’s appointment. Today, he talks defensive strategy, makes restaurant reservations and has telemeetings through his television. “For many deaf people, using the phone is new for them, but now, in 2013, the job opportunities are endless,” Bella said. He can also communicate with his family — his wife and two of his three children are deaf — using their smartphones. Instead of talking to each other, they sign to each other via video. Such advances have forever changed the lives of people like Bella and Eric LeGrand, a former Rutgers University defensive tackle who suffered a career-ending spinal cord injury in a game versus Army in October 2010. LeGrand remembers clearly the first time an aide clamped an iPhone near his mouth. Using voice recognition software, LeGrand, a quadriplegic, suddenly could write emails, listen to messages and send texts with ease. “I was like, ‘Oh man, hallelujah! I can control my phone!’” said LeGrand, who lives in Camden, N.J., and is finishing a degree in labor studies and hopes to launch a career in sports broadcasting. He’s already covering some college games. “I can’t move my arms, but I’m going to school and the sky is the limit for me,” he said. “I can open and close the doors to my house through a home security app. I can control my wheelchair. I text message, go on Twitter and Facebook. I don’t have to sit there like a vegetable all the time. Technology can take care of it.”

WASHINGTON Admitted leaker Edward Snowden took flight Sunday in evasion of U.S. authorities, seeking asylum in Ecuador and leaving the Obama administration scrambling to determine its next step in what became a game of diplomatic cat-andmouse. The former National Security Agency contractor and CIA technician fled Hong Kong and arrived at the Moscow airport, where he planned to spend the night before boarding an Aeroflot flight to Cuba. Ecuador’s Foreign Minister Ricardo Patino said his government received an asylum request from Snowden, and the anti-secrecy group WikiLeaks said it would help him. “He goes to the very countries that have, at best, very tense relationships with the United States,” said Rep. Ileana RosLehtinen, R-Fla., adding that she feared Snowden would trade more U.S. secrets for asylum. “This is not going to play out well for the national security interests of the United States.” The move left the U.S. with limited options as Snowden’s itinerary took him on a tour of what many see as anti-American capitals. Ecuador in particular has rejected the United States’ previous efforts at cooperation, and has been helping WikiLeaks founder, Julian Assange, avoid prosecution by allowing him to stay at its embassy in London. Snowden helped The Guardian and The Washington Post disclose U.S. surveillance programs that collects vast amounts of phone records and online data in the name of foreign intelligence, but often sweeping up information on American citizens. Officials have the ability to collect phone and Internet information broadly but need a warrant to examine specific cases where they believe terrorism is involved. Snowden has been in hiding for several weeks in Hong Kong, a former British colony with a high degree of autonomy from mainland China. The United States formally sought Snowden’s extradition from Hong Kong but was rebuffed; Hong Kong officials said the U.S. request did not fully comply with their laws. The Justice Department rejected that

claim, saying its request met all of the requirements of the extradition treaty between the U.S. and Hong Kong. During conversations last week, including a phone call Wednesday between Attorney General Eric Holder and Hong Kong Secretary for Justice Rimsky Yuen, Hong Kong officials never raised any issues regarding sufficiency of the U.S. request, a Justice spokesperson said. A State Department official said the United States was in touch through diplomatic and law enforcement channels with countries that Snowden could travel through or to, reminding them that Snowden is wanted on criminal charges and reiterating Washington’s position that Snowden should only be permitted to travel back to the U.S. The Justice Department said it would “pursue relevant law enforcement cooperation with other countries where Mr. Snowden may be attempting to travel.” The White House would only say that President Barack Obama had been briefed on the developments by his national security advisers. Russia’s state ITAR-Tass news agency and Interfax cited an unnamed Aeroflot airline official as saying Snowden was on the plane that landed Sunday afternoon in Moscow. Upon his arrival, Snowden did not leave Moscow’s Sheremetyevo Airport. One explanation could be that he wasn’t allowed; a U.S. official said Snowden’s passport had been revoked, and special permission from Russian authorities would have been needed. “It’s almost hopeless unless we find some ways to lean on them,” said Rep. Peter King, R-N.Y. The Russian media report said Snowden intended to fly to Cuba on Monday and then on to Caracas, Venezuela. U.S. lawmakers scoffed. “The freedom trail is not exactly China-Russia-CubaVenezuela, so I hope we’ll chase him to the ends of the earth, bring him to justice and let the Russians know there’ll be consequences if they harbor this guy,” said Sen. Lindsey Graham, R-S.C. With each suspected flight, efforts to secure Snowden’s return to the United States appeared more complicated if not impossible. The United States does not have an extradition treaty with Russia, but does with
