For eight years, the Santa Monica resident has documented daily the story of his city — landmarks, people and events both big and small, from folk art shows to lawn bowling games to Santa Monica Pier sunsets. “I’m just interested in the beauty of Santa Monica, and plus, that’s what people want to see,” Lewkowicz said. “I want people to look at the pictures, kind of make them jealous and wish they were here.” For several years, Lewkowicz said he felt the same way. He was raised hundreds of miles away from the Pacific Ocean in the city of El Paso, Texas, and said he fell in love with the California coast even before moving here, having just seen it on TV. After moving to Santa Monica, Lewkowicz fixed himself into the community, not only doing street photography for his blog but also taking photos of Santa Monica for several newspapers, including the Santa Monica Daily Press. He has also served on many community boards, organizations like the Police Activities League and the Santa Monica Convention and Visitors Bureau.

The Labor Department said Thursday that the less volatile four-week average fell 4,000 to 332,000, the fewest since November 2007 and the fifth straight decline. Companies are laying off fewer workers, a trend that has lowered applications for unemployment benefits 14 percent this year. But hiring is still sluggish, resulting in only modest net job growth.

At the depth of the recession in March 2009, weekly applications for unemployment benefits numbered 670,000. They have fallen steadily ever since. “The underlying story in jobless claims is one of a continued improvement,” Yelena Shulyatyeva, an economist at BNP Paribas, wrote in a note to clients. But “we need to see the pace of hiring pick up in order for pay-

Starring Forest Whitaker as a longtime White House butler and Oprah Winfrey as his boozy wife, the Weinstein Co. biopic debuted in the top spot with $25 million, according to studio estimates Sunday. But the weekend’s three other major new releases, including the action romp “Kick-Ass 2,” failed to find traction with fans. “We expected to do well, but we didn’t expect to do this well,” said Erik Lomis, president of distribution and home entertainment for Weinstein Co., adding that “The Butler” is the company’s first No. 1 debut since 2009’s “Inglourious Basterds.” Even with a full slate of newcomers, last week’s top movies claimed the second and third spots in the box-office race. in American journalism is a throwback: a new daily newspaper to compete against an established one in a big city. With Monday’s debut of the Long Beach Register, the ambitious owners of the Orange County Register are expanding their bet that consumers will reward an investment in news inked on paper and delivered to their doorsteps. The competition is the Long Beach PressTelegram, which was founded more than a century ago and maintains an average weekday circulation of about 55,000. As a result of the budding newspaper battle, this city of 468,000 is joining the likes of Chicago, Philadelphia and Boston as what has become a rarity in 21st century America — the two newspaper town. Never mind shrinking circulations and online news migration. “We believe that a city with the size and vibrancy of Long Beach should be happy to support a great newspaper of the variety we want to provide,” said Aaron Kushner, who since buying the Orange County Register a year ago with a partner has surprised industry watchers by expanding reporting staff and page counts. “If it is, we’ll make healthy money. If it’s not, that’ll be unfortunate for everyone. But we believe we’ll be successful.” By launching the Long Beach Register, Kushner, publisher of the Register and CEO of Freedom Communications, is taking his contrarian instincts outside of Orange County. Media business analyst Rick Edmonds said the last time he can recall a major U.S. city adding a new daily paper was around World War II, when Chicago got the SunTimes and New York got Newsday. There have been scattered other instances in smaller cities, but since newspapers entered their recent troubles, the creation of a new rivalry is itself news. A brewing newspaper war in New Orleans between that city’s TimesPicayune and a challenger based about 80 miles away in Baton Rouge, La., is the closest to what’s unfolding in Long Beach. “How will it play out?” asked Edmonds, SEE PAPERS PAGE 9

Give it another go, Gehr y Editor: As Ron Goldman recently pointed out in a letter (”Development done right,” Letters to the Editor, Aug. 10), excessive focus on questions of height and density can easily distract attention from more significant considerations when proposals for a building are under review. Exactly this appears to have occurred when the Architectural Review Board recently considered the [Frank] Gehry hotel project. Preoccupied with an abstract discussion of height limits, did the ARB ignore the most evident weakness of the current proposal? “School of Gehry” architecture is often characterized by the use of a pedestal-type base for an innovative “sculptural” building form (as in the Gehry Partners’ Novartis Campus, Basil, Switzerland, 2009, illus. in the MOCA catalog, A New Sculpturalism, 2013, p. 56). Drawing on precedents in early and mid-20thcentury cubist-inspired table sculptures, these bases are normally tucked under the buildings they support, do not draw attention to themselves, and tend to be transparent. The two-story, white outdoor mall-style base currently proposed lacks these features. Nor does it actively engage with the sculptural hotel structure above it. As a result, the vertical element appears to be plopped on top of a conventional “pedestal” that is too evident and too wide. The current base has been defended as necessary to protect against excessive massing and verticality, but Gehry has shown elsewhere that he can fashion a hotel that does not block sight lines, light and atmosphere. Why not encourage him to propose an innovative base (and base-tower relation), then let the designers accommodate the proposed luxury retail on the ground floors to the spaces available within the envelope of the pedestal?

something right. During last Tuesday’s meeting, they voted against studying environmental impacts of new buildings over 84 feet in Downtown. Officials had asked for approval to study buildings as high as 135 feet at eight designated “opportunity sites” mentioned in the proposed Downtown Specific Plan (DSP). The DSP (when approved by City Council) will mandate new standards for new building heights, sizes and shapes in the Downtown area from Lincoln Boulevard to Ocean Avenue and Wilshire Boulevard to the I-10 Freeway. If an 84 feet maximum height limit is eventually adopted, developers desiring to build higher — such as the developers of the proposed renovated Fairmont, Frank Gehry’s new hotel and new Wyndham hotel on Ocean Avenue — would have to complete their own environmental impact reports (EIR) and be granted a DSP amendment by the City Council. The owners of the Miramar are already working on their EIR. The three proposed hotel developments contain elements with heights ranging from 195 feet (the Wyndham) to over 300 feet (the Miramar). The proposed height limitation will also impact the proposed 148-foot-tall “Plaza at Santa Monica” bounded by Fourth and Fifth streets and Arizona Avenue on city-owned property. The council’s decision makes sense because anything taller than 84 feet would have to stand on its own merits. Maybe that’s why there was not a great deal of opposition to the height limitation by developers. Lest you think that certain pro-development council members have suddenly turned a new leaf and are listening to the public, be aware that nothing much has changed. As with all things developmental in Santa Monica, the devil is in the details. Council also voted to increase building density by increasing a building’s total usable floor area in relation to its parcel size in most sections of Downtown. Called a floor area ratio or FAR, it generally determines a building’s size and density. Factors such as adding a floor or two of housing within a commercial development would allow for a higher floor area ratio or an overall larger building than could be built without housing. Additional community benefits might also open the door for more size and density bonuses. Concerned citizens will need to make sure that streets, such as the Third Street Promenade where the prevailing building height is a very comfortable one or two floor floors do not become urban canyons like Lincoln Boulevard is projected to be within the next few years with wall-to-wall, five and six floor housing/retail developments between Wilshire and Olympic boulevards. By the way, recommended new FAR’s will mean that developers can build to 84 feet — the same height as the Water Garden — virtually the entire length of Colorado Avenue from Ocean to Lincoln including the Denny’s Restaurant site which is now zoned for 45 feet.

Many of you are aware that Southern California Edison (SCE) which supplies electrical power to Santa Monica residents and businesses is looking for a way to pay off a $4.1 billion debt that occurred when it permanently closed its San Onofre nuclear generating plant. Edison is looking at any all sources of revenue including ratepayers (that’s us), stockholders, equipment manufacturers and insurance companies to pick up the tab after problems developed with plumbing in San Onofre’s recently replaced steam generating equipment. Edison officials have determined that repairs to keep the plant operating would be too costly. After decades of paying for nuclear power that promised to be “cheap, safe and would insure a steady and reliable source of cheap energy,” we’re again being asked to pay for costs that should be borne by SCE’s investors. Edison executives wrote in a media letter that if “a utility asset must be retired before the end of its expected life, the utility recovers from customers its reasonable investment costs.” Because San Onofre was shut down more than a decade prematurely, only a portion of San Onofre’s costs have been recovered. Now, we’re expected to pony up the rest. Edison will also ask us to invest in replacement generating capacity. With uncertainty over the amount to be recovered, there are no estimates on the size of rate increases Edison will seek. Estimates are it’ll cost an additional $200 from each of Edison’s five million residential and business customers to pay off each billion dollars in debt. Ultimately, federal and state agencies such as the California Public Utilities Commission will have to “OK” plans to permanently shutter San Onofre as well as any debt payment scheme. Ratepayers are not stockholders. We have no say in Edison’s management decisions. Because of SCE’s monopoly, we must purchase electricity from SCE. We can’t go somewhere else. It’s like asking us to pay more for tonight’s movie ticket because last week’s film at the theater bombed. Isn’t Edison management responsible for the problems and oversights at San Onofre? Shouldn’t corporate shareholders be required to pay for losses incurred as a result of inept management decisions? Unfortunately, we’re already paying for SCE’s poor management. The Los Angeles Times reported Aug. 12, that much of the cost of the debacle has already been paid by customers. “About $2.7 billion in ratepayer money has accumulated in a special Edison decommissioning trust fund as of March 31 …,” the Times reported. We all should keep an eye on this and make sure the California PUC knows that we shouldn’t be ripped off by SCE with misdirected future rate increases. Bill can be reached at mr.bilbau@gmail.com.

Justine and Brian Denison say they adhere to all the growing practices required for organic certification, yet if they label their beans and tomatoes “organic” at the farmer’s market, they could face federal charges and $20,000 or more in fines. Because the Denisons chose not to seek organic certification by the U.S. Department of Agriculture, the Denison Farm, which has been under organic management for more than 20 years, is banned from using that term. So they and hundreds of other small direct-marketing farms across the country have adopted an alternative label: Certified Naturally Grown. Started by a group of organic farmers in New York’s mid-Hudson Valley as a backlash against federal takeover of the organic program in 2002, Certified Naturally Grown has expanded over the past decade to include more than 700 farms in 47 states, executive director Alice Varon said. “Certified Naturally Grown is tailored for direct-market farmers producing food without any synthetic chemicals specifically for their local communities,” Varon said.“It’s a particular niche of the agricultural world. It’s not in direct competition with the national organic program.” Many small farmers previously certified organic by an independent organization have declined to participate in the federal program. They voice a variety of objections: extensive record-keeping requirements; fees that can amount to 6 percent of a small farm’s gross sales; and philosophical objections to joining a monolithic governmentrun program that also certifies huge operations that ship produce across the country. “We have noticed over time that more and more farmers — often, younger farmers — who appear to be following organic practices don’t bother to get certified,” said Jack Kittredge, co-owner of a certified organic farm in Barre, Mass., and editor of “The Natural Farmer,” journal of the Northeast Organic Farming Association. “My major concern is that sometimes, unless you’re certified you’re not even aware of some of the problems,” such as calling livestock organic even though the animals eat feed containing genetically modified crops. Atina Diffley, an organic farming consultant and author in Farmington, Minn., said alternative labels create confusion for customers. She said there are only about 13,000 USDA certified organic farms out of 2.2 million farms, and more organic farms are needed to bolster the movement’s impact on national farm policy. “When farms have an alternative certification, they’re not counted,” she said. Sam Jones, spokesman for USDA’s organ-

ic certification program, said the agency doesn’t comment on guidelines other than its own and doesn’t take a position on whether alternative labels cause confusion. But he noted that growers are required by law to get federal certification if they want to sell their product as organic. Jones said USDA has a new program called “Sound and Sensible,” aimed at reducing paperwork and other burdensome aspects of certification. Ryan Voilland, co-owner of the certified organic Red Fire Farm in Granby, Mass., said the certification fees and paperwork aren’t a big burden. He grows 100 acres of produce and has gross sales of about $2 million, and pays $2,000 a year for certification, of which $750 is returned in a federal rebate program. The premium price for organic produce far outweighs the fee, he said. But farmers who opt for labels like Certified Naturally Grown and The Farmer’s Pledge, sponsored by the Northeast Organic Farming Association of New York, say there’s room for all the labels; some farms even boast several alternative labels in addition to USDA organic. “The Farmer’s Pledge is a better program for direct-sales farmers like me, who find the national organic program too burdensome,” said Mark Dunau, who farms five acres in the Delaware County town of Hancock. About 130 farmers in New York and Connecticut have signed The Farmers Pledge, a commitment to a broad set of farming principles that address labor issues, organic production practices, community values and marketing. Farmers who participate in Certified Naturally Grown rely on peer inspection by other farmers to ensure they follow organic practices, such as avoiding synthetic pesticides and fertilizers and using cover crops and rotation for healthy soil. While critics say peer review rather than USDA-certified inspectors could lead to cutting corners, Varon said that’s unlikely. “It’s a different mindset that people bring to Certified Naturally Grown,” Varon said. “They believe in farming in harmony with nature as an expression of their values. It’s not something they do to get a premium in the marketplace.” Denison agrees. She and her husband operated a conventional farm in Maine before they bought the 164-acre farm in Schaghticoke, 20 miles northeast of Albany, in 2005. They switched to organic farming because they and their two daughters had developed illnesses they believed were caused by exposure to agricultural chemicals. “We were one sick family,” Denison said. “We were close to 50 when we bought this farm, but we were ready to change course and make a commitment to Certified Naturally Grown.”

Starting at the bottom for the sake of the Earth Dear EarthTalk: I understand that there are many internships available at environmental organizations, some involving working outdoors, some year-round with expenses paid. Where do I find these?

Internships can provide professional experience and on-the-job training for individuals looking to enter the environmental field. There are numerous opportunities and the key is to know where to look. Many businesses, non-profits and governmental organizations offer internships that are environmentally focused and can range from office work in many different departments to working outdoors, some year-round and some short term. Compensation also varies significantly and can range from unpaid (but earning college credit) to salaried and/or all-expenses-paid. A good place to start is the Student Conservation Association (SCA), which places over 2,000 interns a year and focuses on expense paid year round internships, many of which are outdoors. They partner with public and private organizations along with federal agencies and prescreen applicants to create a national pool of candidates for organizations to select from to bring in for interviews. Internships through SCA can offer anywhere from $75$300 per week in living expenses, plus housing, travel and medical costs. In addition, an Americorps education award may be available to interns at the completion of their internship. The Environmental Careers Organization (ECO) is also a well known

resource for finding internships for bachelors, masters and doctoral students and recent graduates. This program partners with the U.S. Environmental Protection Agency (EPA) and through paid internships has turned out professionals in the environmental field for over 30 years. ECO selects 500 associates each year for 12-week to two-year internships. Sponsoring organizations offer internships in research and training programs in addition to office, laboratory and field work assignments. Associates earn between $400 and $800 per week and may also be compensated for relocation costs, housing, travel, and career development. A few other places to look are EcoEmploy and Internmatch. EcoEmploy is a database of hundreds of non-profits, governmental agencies and companies whose work is in the environmental field. This comprehensive list, organized by state, offers a way to find organizations that may offer jobs or internships. Internmatch posts internships in several categories throughout the country and has a section dedicated to environmental internships. They range from summer to year round and paid to non-paid. In addition to these resources, environmental departments within universities often post internship opportunities for students as well as other tips for finding and researching potential internships. Crews rush to clean up former nuclear laboratory ALICIA CHANG AP Science Writer

SIMI VALLEY, Calif. The sun was barely up at a former Cold War rocket test site when crews in hard hats, neon vests and steel-toe boots collected jars of dirt as part of a massive effort to clean up from a partial nuclear meltdown a half century ago. Parties that inherited the toxic mess face a 2017 deadline to restore the sprawling hilltop complex on the outskirts of Los Angeles to its condition before chemical and radioactive wastes leached into the soil and groundwater. For residents living downhill from the Santa Susana Field Laboratory, it would seem like a conclusion to a protracted fight. But many remain dissatisfied that a large portion of the land won’t be cleaned to the highest standards. “I don’t care how long it takes, I just want it cleaned,” said 62-year-old Holly Huff, whose family moved into the area a month before the 1959 nuclear accident. The road to decontamination has been long and costly, as winding as the two-lane path to the lab entrance 30 miles northwest of downtown LA. Decades in the works, the cleanup has been complicated by the web of owners and responsible parties at the nearly 2,900-acre site. Environmentalists and homeowners three years ago cheered when the U.S. Energy Department and NASA agreed to clean their parcels to background levels — the most stringent standard — essentially returning the land to its natural state. But Boeing Co., which owns the lion’s share, opted to follow cleanup rules drawn up in a 2007 pact requiring the site to be scrubbed to a lesser standard. Despite the lower bar, Boeing said it’s complying with cleanup expectations typical of Superfund sites. The defense contractor wants to transform its tainted section into a park and says it’s doing more than necessary to meet that goal. “We want to make planes, and that’s our mission. We want to get this site cleaned up as quickly and as safely as possible,” said Boeing project manager Art Lenox. On a recent July morning, loud drills echoed from the Boeing section where workers fetched soil samples that were then transferred to stainless steel containers and placed in a cooler for later analysis. In the area of the nuclear meltdown, another team used shovels to dig into the dirt like archaeologists. The goal: determine the amount of volatile organics, heavy metals and other possible carcinogens left from the rocket testing and nuclear age. The work, expected to continue through the end of the year, is the prelude by the three parties to sketch out their final cleanup script, which should begin in 2016.

“We’re doing everything we can to keep to a 2017 schedule. It will be a hard push,” said Mark Malinowski of the California Department of Toxic Substances Control, which oversees the cleanup. Meanwhile, state regulators are hoping Boeing will commit to a stricter cleanup standard by appealing a judge’s decision that sided with the company. Before Santa Susana became known as a polluted eyesore, it roared with the noise and glow of engine tests. Founded in 1947 by North American Aviation, Santa Susana quickly became an aerospace hub. For four decades, workers tested thousands of rocket engines that later flew on missions that included Apollo. The site also hummed with nuclear research and was once home to 10 reactors. In 1959, a reactor partially melted, belching radioactive gases. The reactor was shut down but later restarted. The government at the time said there was no dangerous radioactive release. Full details of the meltdown were not made public until two decades later by a group of University of California, Los Angeles, students. In 1996, Boeing acquired the site when it bought Rockwell International Corp., which had merged with North American Aviation decades earlier. By the time the lab closed, it had left a noxious legacy. Since the 1980s, NASA has spent about $100 million on cleanup and estimated it would cost another $250 million to $300 million to fully restore its section. The Energy Department has spent about $90 million in the past decade. Boeing declined to disclose its costs. Some residents who have developed leukemia, breast cancer or serious thyroid conditions blame their health problems on their proximity to Santa Susana. University of California, Santa Cruz lecturer and activist Dan Hirsch said residents want Boeing to clean its portion to the highest standards. “This is not like trying to get to the moon,” he said. “It’s shovel work.” Earlier this month, Hirsch and other environmentalists sued the state, claiming that Boeing buildings were demolished and improperly shipped to landfills that were not licensed to take radioactive waste. The state has maintained that none of the torn-down buildings posed a threat. Even if the bulk of contaminated soil is scooped up and hauled away, the groundwater problem persists. The state estimates it would take many decades to complete that part of the cleanup. For residents like Huff, who was diagnosed with leukemia in 2009, the cleanup has dragged so long that she hopes there’s no more drama. “To be honest, sometimes I try not to think about it,” she said. “It’s just depressing.”

The library has been a long time coming. Martin Pastucha, director of public works, said the City Council had been looking to provide one for the neighborhood for a long time. The money for the library comes from the General Fund, which supports basic city services and amenities, Pastucha added. When construction is completed in January, library staff will move in to add books and install the systems and computers. As the library is being built, the library’s staff will start moving in furniture, books and setting up the public service area, Susan Annett, acting city librarian, said. The library is also looking to hire positions ranging from a branch manager, library assistants, a librarian and pages, or people who shelve the materials and assist with checking out books. There will be 25,000 items in the library including 19,278 books, of which 10,390 books are for adults, and 8,888 books are for children and teens. There are also 4,436 media items including music CDs, audiobooks and language learning CDs. “It’s going to be a brand new collection,” Annett, who is also principal librarian for public and branch services, said. “It’s the first new neighborhood branch in 54 years.”

The new library is going to try something new. The Pico Branch Library will be hiring student workers or youth from the local neighborhood, Annett said, something that isn’t being done at other branch libraries. The part-time student workers will come from the community, which voiced a desire for employment opportunities for its youth, Annett said. “If students workers work out really well for employment opportunities at the Pico Branch, we’ll use them for employment opportunities for other branches as well,” Annett said. The library will also work closely with the nearby Virginia Avenue Teen Center, and provide afterschool programs for tweens, Annett said. Other library programs will include early literacy programs, pre-school story hours and more. The Pico Neighborhood was the only one in Santa Monica that didn’t have an accessible public library, Oscar de la Torre, newlyelected co-chair of the Pico Neighborhood Association and school board member. de la Torre said the library will have a “positive impact” on the population in the area. “We hope the library will serve as a cultural space to tell the story of the diversity for the Pico Neighborhood that is quickly being lost,” de la Torre said. “The library is positioned to have a major impact on expanding academic and educational opportunities for those youth who need it the most ... living in the 90404.” ameera@smdp.com

PHILADELPHIA Ryne Sandberg’s first win as a major league manager came with some help from the opposition. Carlos Ruiz had four hits and the Philadelphia Phillies benefited from two ninth-inning errors by shortstop Hanley Ramirez to beat the Dodgers 3-2 on Sunday, giving Sandberg his first victory and ending Los Angeles’ 10-game winning streak. Sandberg took over as interim manager Friday when Charlie Manuel, the winningest skipper in club history, was fired. “We capitalized on a couple of miscues by the Dodgers,” said Sandberg, who is going to save the lineup card. “We’ll take it right now and hopefully build from that. Hopefully it will give us momentum for the rest of the homestand.” Philadelphia certainly could use some. Shut out by the Dodgers in each of Sandberg’s first two games, the Phillies snapped a four-game skid and won for only the fifth time in 26 games. Darin Ruf homered to begin Philadelphia’s comeback from a two-run deficit. “It’s nice to get a win, in general,” Ruf said. “Hopefully we can get rolling and get (Sandberg) a few more as well.” Andre Ethier went deep for the Dodgers, who have lost just nine of their last 51. Brandon League (6-4) relieved Paco Rodriguez with one out in the ninth and nobody on. After Casper Wells reached on Ramirez’s throwing error, Ruiz singled to right to put runners on first and third. League intentionally walked pinch-hitter Jimmy Rollins to load the bases for pinchhitter Michael Young. He grounded sharply to Ramirez, who bobbled a potential doubleplay ball as Wells scored to end the Dodgers’ streak of 12 straight victories in one-run games. “It’s tough to explain,” Ramirez said. “We had Young running, we would’ve turned (a double play). We don’t think about negative stuff. We just move on. It’s definitely tough, but games like this will happen.” It was just the second loss in the last 21 road games for the Dodgers. “I really don’t think we did enough to win,” manager Don Mattingly said. “We only scored two runs and we couldn’t add on. Obviously you don’t want to make errors. If we make plays in the ninth, the game is still

going. But we had nine innings to get an extra run. “After we get dressed and start on our way home, we’ll digest that we won the first two and had an opportunity to win this one. It’s a tough way to lose, but in a sense we didn’t do enough to tack on runs.” Jonathan Papelbon (3-1) pitched a scoreless ninth, striking out two. The Phillies snapped a scoreless streak of 21 2-3 innings when Ruf homered with two outs in the fourth to pull them to 2-1. Philadelphia tied it in the sixth on Cody Asche’s groundout. Los Angeles jumped out to a 1-0 lead on Ethier’s homer leading off the second and added a run in the fourth on Jerry Hairston Jr.’s RBI single. But the Dodgers didn’t have much more success against Cole Hamels, who left after allowing seven hits in seven innings with eight strikeouts and no walks. The left-hander has yielded two earned runs or less in eight of his last nine starts but continued his hard-luck trend of 2013. It was the ninth no-decision for Hamels, who entered with the fifth-worst run support (3.33 runs per game) among starters in the majors. “It’s unfortunate I wasn’t able to do it earlier,” Hamels said of his recent form. “It’s kind of what I expect of myself. You have to keep pushing yourself, preparing for the next game and expect to do things well. “This is a good start, getting a win — especially against a great team,” he added. “It gives us a place to start from.” Ricky Nolasco had won his last three starts for the Dodgers but took a no-decision after lasting six innings. He allowed two runs on five hits with five strikeouts and one walk. “We played well all day,” Nolasco said, before addressing the winning streak. “All good things come to an end. We’ll try and start another one tomorrow.” NOTES: The Dodgers are 25-4 since the All-Star break; the Phillies are 6-21 over the same stretch. ...
