Helping homeless veterans remains a challenge BY AMEERA BUTT Daily Press Staff Writer
CITYWIDE During a mental health summit organized by the VA Greater Los Angeles Healthcare System last week, groups met to discuss what can be done to help homeless
veterans and their mental health needs. Santa Monica is home to many vets who have become homeless because of lack of treatment, inability to find a job after coming home from serving in war, and mental issues stemming from wartime experiences. On any given day, there are about 1,000
homeless veterans on the streets in the West Los Angeles area, which includes Santa Monica, according to 2011 numbers from the Greater Los Angeles Point in Time Count, said Michelle Wildy, chief of community care for the VA Greater Los Angeles Healthcare System.
Local officials are trying to learn from past mistakes and continue to offer services for vets who have experienced wars in Iraq, Afghanistan and Vietnam. The federal government also committed to ending homeSEE VETS PAGE 11
Doctors who tried experimental treatment resign ASSOCIATED PRESS SACRAMENTO, Calif. Two California neurosurgeons who infected brain-cancer patients with bowel bacteria in an effort to save their lives have resigned their positions at the University of California, Davis, after officials concluded their actions violated the school’s code of conduct. Dr. J. Paul Muizelaar and Dr. Rudolph J. Schrot told The Sacramento Bee they strongly disagree with the university’s findings but believe an appeal would be pointless. “I lost confidence, if you will, in the ability of the university administration to fairly handle it,” Schrot told the newspaper. The physicians had the permission of the three patients to try the injections, but university officials concluded they failed to get the required prior approval from either the school or the federal Food and Drug Administration for such an experimental treatment that had not been tested on animals. The three patients, two middle-aged women and a man, each had been diagnosed with glioblastoma, a highly malignant brain tumor. The doctors hoped that injecting the patients with live bowel bacteria would stimulate their immune systems and prolong their lives. The first patient died a little more than a month after the treatment, but the second lived for more than a year, giving the doctors hope that the treatment was working. ‘The Butler’ stays on top with $17 million JAKE COYLE AP Entertainment Writer
NEW YORK “Lee Daniels’ The Butler” served up a second helping at the box office, topping the weekend with $17 million according to studio estimates Sunday. That was enough to lead all films on a late August weekend known as a dumping ground for studios following their summer blockbusters and before the start of the fall movie-going season. Daniels’ historical drama about a long-serving White House butler, starring Forest Whitaker and Oprah Winfrey, last weekend opened with $24.6 million for the Weinstein Co. Three new releases failed to catch on. The teen fantasy “Mortal Instruments: City of Bones,” adapted from the popular young adult book series, opened tepidly in third with $9.3 million on the weekend and $14 million since opening Wednesday. With franchise hopes, Sony Screen Gems has already started production on a sequel, again starring Lily Collins as a New York teenager who discovers she has mystical powers. Edgar Wright’s pub-crawl-gone-wrong comedy “The World’s End” opened with $8.9 million for Focus Features. That was a better start for “The World’s End,” which stars Simon Pegg, than Wright’s last film with the actor: 2007’s “Hot Fuzz.” It opened with $5.8 million. Playing in 1,549 theaters, “The World’s End” did its business in less than half the theaters of “The Butler” or “Mortal Instruments.” Despite good reviews, Lionsgate’s homeinvasion horror flick “You’re Next” opened weakly with $7.1 million. With a cumulative total of $52.3 million, “The Butler” is headed for a domestic haul of $100 million. It has followed the release pattern of another movie about race and domestic service: the 2011 drama “The Help,” also released in August. The Weinstein Co. hopes that “The Butler” will similarly lead to Oscar nominations. Paul Dergarabedian, analyst for boxoffice tracker Hollywood.com, attributed the success of “The Butler” particularly to the marketing power of Winfrey and a savvy choice of a release date with little competition. “This is a film that you wouldn’t want to open in June or July,” said Dergarabedian. Wells Fargo, three other banks and even the Federal Housing Finance Agency think otherwise.

The banks have filed two lawsuits alleging that the plan is an illegal abuse of eminent domain, which allows governments to seize private property for public use — like a house in the path of a new highway or a piece of land needed for a new park. The banks argue the plan would “severely disrupt the United States mortgage industry” because many other cities would likely adopt the same program to help homeowners who owe more on their mortgages than their houses are worth.

Planning Commission approved “on consent” the granting of a conditional use permit to allow Taberna Arros Y Vi, a new restaurant at 1403 Second St. (formerly the Tudor House), to obtain a full bar or a type 47 alcohol license. The Tudor House had a type 41 alcohol CUP/California Alcoholic Beverage Control license which permitted only beer and wine service. The owners asked to expand seating from 49 to 126 seats, increase the operating hours from 5:30 p.m. to 11:00 p.m. daily to 10 a.m. to 2 a.m. daily and add live entertainment. A request for 12 additional seats outside in front was previously nixed because the space is a public sidewalk, not private property. The Tudor House was a quaint, low-key, British-themed, gift shop/cafe that appealed to tourists, especially from the U. K., and an older, gentler crowd. Taberna Arros Y Vi portends to be a swinging place with lots of people having a good time ‘til two in the morning. I’d probably recommend it to my friends if I could pronounce its name. With Ye Olde Kings Head around the corner, it appears that this relatively subdued part of Downtown will soon become a lively extension of the Third Street Promenade. It’s exactly what Downtown Santa Monica, Inc., the Convention and Visitors Bureau and the Chamber of Commerce want. I think that operations such as Taberna Arros Y Vi will proliferate in the city center. Because of all the hotel and residential developments planned, “food and drink” businesses will be drawn to Downtown like a magnet. This will lead to more traffic and congestion. It’s like a chain reaction. As sure as God made little green appletinis, there’s going to be more and bigger tapas bars, eateries and watering holes in Downtown Santa Monica’s future. But, what about neighborhood compatibility? While the Downtown business and tourism interests and city officials view it as a fun center and a money machine, someone needs to keep in mind that it will be filling up with hundreds of residents moving into the numerous, new, mixed-use buildings now on the drawing boards. The growth and development being foisted upon us is not limited to hotels and stucco and glass apartment buildings, it’ll also include ramped-up businesses and activities to serve hoards of new, young and hip Downtowners — as well as a growing tourist population. The big question is, “How are these new residents going to deal with the noise from bars and restaurants until late into the night” — especially if they have young children? It all reminds me of a hotel I stayed at in Paris a few years ago. With all the nearby bars and eateries on the adjacent Rue du Faubourg-Montmartre, it was noisy and loud until dawn. Then the street sweepers showed up. Fun to visit, but I wouldn’t want to live there.
When festive gathering spots became popular, they often turn into neighborhood nuisances. Santa Monica’s history of problems with popular watering holes show that City Hall is slow to react to and learn from bad experiences. In a few months, the owners of Palihouse on Third Street at Washington Avenue will be before the Planning Commission to request a CUP for alcohol service. The former Embassy Hotel and Apartments was recently purchased by a corporation that owns another Palihouse (hotel for hipsters) in West Hollywood. I can’t wait to see how the Planning Commission and City Council will handle the application for alcohol by owners of this non-conforming use (with virtually no onsite parking) smack-dab in the center of a residential neighborhood and across the street from a nursing home.

A number of readers of late have questioned where I stand on development, asking if I’ve “gone over to the dark side?” I’ll break it down for you. There will always be development. We each have our own ideas about what is “too big” or undesirable and the types of development we should encourage or reign in. When I ran for City Council in 2004, I shocked a Chamber of Commerce committee when asked whether I would support high-rise development in Downtown. “I see nothing wrong with a 20-story building if it was well designed and appropriate for the site,” I said. I still feel that way. The Miramar renovation, the proposed Frank Gehry-designed hotel and new Wyndham don’t bother me for a number of reasons. I don’t generally go Downtown and I don’t mind tall buildings. These three projects will provide jobs and bring revenue into the community. Even so, I don’t want to see any more high-rise developers lining up. After these three projects, it’s time for City Hall to close the queue for good. The real dirty deeds are on street level. Example: City Council’s recent recommendation to increase height limits on Colorado Avenue west of Lincoln Boulevard from 45 feet to 84 feet. This will allow much taller, denser buildings — something that will turn Colorado into a canyon of badly-designed, wall-to-wall apartment buildings. And, some 30 other housing developments are pending citywide for a total of nearly 4,000 new (voter based) rental units in the next few years. LAS VEGAS For decades, the vulnerable desert tortoise has led a sheltered existence. Developers have taken pains to keep the animal safe. It’s been protected from meddlesome hikers by the threat of prison time. And wildlife officials have set the species up on a sprawling conservation reserve outside Las Vegas. But the pampered desert dweller now faces a threat from the very people who have nurtured it. Federal funds are running out at the Desert Tortoise Conservation Center and officials plan to close the site and euthanize hundreds of the tortoises they’ve been caring for since the animals were added to the endangered species list in 1990. “It’s the lesser of two evils, but it’s still evil,” said U.S. Fish and Wildlife Service desert tortoise recovery coordinator Roy Averill-Murray during a visit to the soon-tobe-shuttered reserve at the southern edge of the Las Vegas Valley last week. Biologists went about their work examining tortoises for signs of disease as AverillMurray walked among the reptile pens. But the scrubby 220-acre refuge area will stop taking new animals in the coming months. Most that arrive in the fall will simply be put down, late-emerging victims of budget problems that came from the same housing bubble that put a neighborhood of McMansions at the edge of the once-remote site. The Bureau of Land Management has paid for the holding and research facility with fees imposed on developers who disturb tortoise habitat on public land. As the housing boom swept through southern Nevada in the 2000s, the tortoise budget swelled. But when the recession hit, the housing market contracted, and the bureau and its local government partners began struggling to meet the center’s $1 million annual budget. Housing never fully recovered, and the federal mitigation fee that developers pay has brought in just $290,000 during the past 11 months. Local partners, which collect their own tortoise fees, have pulled out of the project. “With the money going down and more
and more tortoises coming in, it never would have added up,” said BLM spokeswoman Hillerie Patton. Back at the conservation center, a large refrigerator labeled “carcass freezer” hummed in the desert sun as scientists examined the facility’s 1,400 inhabitants to find those hearty enough to release into the wild. Officials expect to euthanize more than half the animals in the coming months in preparation for closure at the end of 2014. The desert tortoise is a survivor that has toddled around the Southwest for 200 million years. But ecologists say the loss of the conservation center represents a harmful blow in southern Nevada for an animal that has held onto some unfortunate evolutionary quirks that impede its coexistence with strip malls, new homes and solar plants. Laws to protect the panicky plodders ban hikers from picking them up, since the animals are likely dehydrate themselves by voiding a year’s worth of stored water when handled. When they’re moved, they nearly always attempt to trudge back to their burrows, foiling attempts to keep them out of harm’s way. They’re also beset by respiratory infections and other illnesses. No more than 100,000 tortoises are thought to survive in the habitat where millions once burrowed across parts of Utah, California, Arizona and Nevada. The animals were once so abundant that tourists would scoop them up as souvenirs. Many quickly realized the shy grass-eaters don’t make ideal pets. (For one thing, they can live for 100 years.) And once the species was classified as threatened on the endangered species list, people rushed to give them back. Former pets make up the majority of the tortoises at the conservation center, where they spend their days staring down jackrabbits and ducking out of the sun into protective PVC piping tucked into the rocky desert floor. Most of these animals are not suitable for release, either infected with disease or otherwise too feeble to survive. Averill-Murray looks as world-weary as the animals he studies. He wants to save at least the research function of the center and is looking for alternative funding sources. “It’s not the most desirable model to fund recovery — on the back of tortoise habitat,” he said.

resource with great potential for generating energy. Some one third of all food produced around the world gets discarded uneaten, and environmentalists, energy analysts and entrepreneurs are beginning to take notice. Diverting even just a portion of this waste to so-called waste-to-energy (WTE) systems could free up large amounts of landfill space while powering our vehicles and heating our homes, and thus putting a significant dent in our collective carbon footprint. Perhaps that’s why WTE is one of the fastest growing segments of the world’s quickly diversifying energy sector. Currently there are some 800 industrialscale WTE plants in more than three dozen countries around the world, and likely thousands of smaller systems at individual sites. Most employ anaerobic digesters, which make use of microorganisms to break down and convert organic waste into a fuel such as biogas, biodiesel or ethanol. With some 70 percent of food waste around the world still going into landfills, there is a lot of potential feedstock to keep this environmentally friendly carbon neutral fuel source coming. “Waste-to-energy doesn’t involve drilling, fracking, or mining, and it doesn’t rely on scarce and politically-charged resources like oil,” reports RWL Water Group, an international company that installs water, wastewater and waste-to-energy systems. The waste from small slaughterhouses, breweries, dairy farms and coffee shops can power hundreds of typical homes each day if the infrastructure is in place to sort, collect
and process the flow of organic material. Navigant Research, which produced the 2012 report “Waste-to-Energy Technology Markets, which analyzes the global market opportunity for WTE, expects waste-toenergy to grow from its current market size of $6.2 billion to $29.2 billion by 2022. “With many countries facing dramatic population growth, rapid urbanization, rising levels of affluence, and resource scarcity, waste-toenergy is re-establishing itself as an attractive technology option to promote low carbon growth in the crowded renewable energy landscape,” says Navigant’s Mackinnon Lawrence. “China is already in the midst of scaling up capacity, and growth there is expected to shift the center of the WTE universe away from Europe to Asia Pacific.” The question is whether governments and individuals will make the effort to support diversion of waste into yet another separate stream. In areas where such systems are working, individuals are incentivized to separate out their organic and food waste because it saves them money on their trash pick-up bills. And bakeries, restaurants, farms, grocers and other big producers of organic or food waste provide an endless source of feedstock for WTE systems as well. “We’re barely scratching the surface of this potential-dumping over 70 percent of the world’s food waste into landfills, rather than harnessing it for fuel and electricity,” reports RWL. “Over the next 25 years, global energy demand will grow by 50 percent, while global oil supply dwindles at a rapid pace. Fracking health project puts numbers to debate KEVIN BEGOS Associated Press
PITTSBURGH A project examining the local health impacts from natural gas drilling is providing some of the first preliminary numbers about people who may be affected, and the results challenge the industry position that no one suffers but also suggest the problems may not be as widespread as some critics claim. The Southwest Pennsylvania Environmental Health Project has been trying to help people who feel they’ve been sickened by natural gas drilling or processing for about 18 months in one county south of Pittsburgh. The work is potentially important because it’s one of the first long-term attempts to monitor drilling-related health impacts, and it could help other groups identify possible symptoms. The project found 27 cases where people in Washington County believe they were hurt by nearby drilling — seven cases of skin rashes, four of eye irritation, 13 of breathing problems and three of headaches and dizziness. The skin exposures were from water and the other cases were from air. The numbers don’t represent a full survey of the area, just cases so far with plausible exposures. The EHP group is trying to help those who have been exposed to drilling-related air or water pollution, toxicologist David Brown told The Associated Press, adding that they’re finding “an array of symptoms” in some people who live close to either wells or processing stations. There are some surprises: Air pollution seems to be more of a threat than water pollution, and the huge processing stations that push gas into national pipelines may be more of a problem than the drilling sites themselves. The processing stations can handle large volumes of gas from hundreds of wells. Washington County has a population of about 200,000, and about 700 natural gas wells have been drilled there in the past six years. It’s also home to large gas processing operations. Some experts not involved with the findings praised the general program but said the debate over fracking and health often neglects a crucial point. “There’s a strong case that people in the U.S. are already leading longer lives as a consequence of the fracking revolution,” said Michael Greenstone, a professor of environmental economics at the Massachusetts Institute of Technology. That’s because many power plants have stopped burning coal and switched to natural gas, which emits far less fine soot, nitrous oxide and sulfur dioxide. “Obviously, that has to be counterbalanced against the local effects of the drilling,” and that makes for a complicated decision, said Greenstone, formerly one of
President Barack Obama’s chief economic advisers. Obama has expressed strong support for the natural gas drilling boom and has said it can be done safely. Greenstone said more work needs to be done to confirm that Washington County residents were affected by natural gas activity and not by other factors, but he called the project an “important start.” The EHP group only counted cases where symptoms began after natural gas activity started, where there was a plausible source of exposure and where the individual didn’t have an underlying medical condition that was likely to have caused the symptoms. Brown said the project team is aware more work needs to be done on links between natural gas activities and health impacts. He said the work has been “a lot harder than I thought it was going to be,” but they’ve made substantial progress. The work is preliminary, but there are other independent signs of problems related to the gas industry in Washington County. John Poister, spokesman for the Departmental of Environmental Protection, said last week that the agency has ordered natural gas company MarkWest Energy Partners to submit a pollution control plan for one plant and would like to see the improvements “sooner rather than later.” MarkWest environmental manager Nathan Wheldon said that protecting the environment of communities is a top priority and that the company operations meet or exceed all applicable state and federal regulations. MarkWest, based in Denver, operates large natural gas facilities. A previous DEP report found some of the state’s highest levels of gas drilling air pollution in Washington County, including toxic compounds such as benzene, toluene and formaldehyde. Other gas drilling firms and companies operate in the area, too. Long-term exposure to benzene can affect the immune system and cause cancer, while toluene can cause excessive sleepiness, confusion and, with long-term exposure, brain damage. Patrick Creighton, a spokesman for the Marcellus Shale Coalition, an energy industry group, said, “Air quality across our region, and the nation, is sharply improving thanks to expanded natural gas use.” Brown said one of the most worrying findings was the extremely high levels of air pollution found inside two homes that are about 1,000 feet from a gas processing station. Western Pennsylvania tends to have high levels of air pollution, but the levels found in the two homes were up to four times higher than the local average. Brown said the group is collecting more data and pushing ahead to refine ways to advise people who are worried about nearby natural gas activity.

Newark, N.J., North Las Vegas, Nev., El Monte, Calif., and Seattle are considering similar plans, according to Wells Fargo’s lawsuit. While the housing industry is recovering slowly, Richmond, a city of roughly 100,000 people, is in the middle of a housing crisis, as plummeting home values and rising crime has left many worried that an era of urban blight is upon them. McLaughlin said cities are considering the program because they are desperate. Nearly half the mortgages in Richmond, for example, are “underwater,” the owner owes more than the house is worth. The plan is the brainchild of Cornell University law school professor Robert Hockett and here’s how it works: “The fact of the matter is that underwater loans do default at massive rates,” Hockett said. “Underwater loans are a major drag on the economic recovery. We have got to do something.” Richmond, working with San Franciscobased Mortgage Resolution Partners, offers $150,000 to buy a $300,000 bank loan on a house that is now worth $200,000 and is in danger of foreclosure. If the bank agrees, the city and the company then obtain the loan at $150,000. Richmond and the company then offer the homeowner a new loan of $190,000, which, if accepted, lowers the monthly payments and improves the owners’ chances of staying. In such transactions, the company receives $4,500 for each completed sale and splits any additional profits with the city. If the bank refuses to sell the loan to

The Federal Housing Finance Agency said plans to seize loans “present a clear threat to the safe and sound operations Fannie Mae, Freddie Mac and the Federal Home Loan Banks.” Tim Cameron, a Washington, D.C., lobbyist with the Securities Industry and Financial Markets Association, said there is more at play than a single person’s underwater loan. Cameron said pension funds, banks and other groups that made loans in Richmond stand to lose millions if the city is allowed to use eminent domain to force lenders into accepting less than the original terms of the loan. He also predicted that cities using eminent domain will make lenders wary of doing business there. “There’s a domino effect in play here,” he said.

To accomplish this lofty goal, the government gave Los Angeles County, in addition to other nearby counties, $54 million to serve homeless vets for 2012-13, Wildy said. Margaret Willis, human services coordinator for City Hall, said officials share the federal government’s commitment. City Hall is continuing to advocate for more housing for homeless veterans. She said homeless vets are a population that has been largely ignored for the past 20 to 30 years. “Given the numbers of new veterans discharged, it's a lesson learned,” Willis said. “It’s saying, ‘look we got to do better this time and not fail people like we did in the past.’” Officials said they have to provide a system and a safety net to handle each unique situation that a homeless veteran might be in. “Our goal is to meet vets where they’re at,” Wildy said. Homeless vets can get assistance with mental needs and medical services at the VA’s West Los Angeles campus, Wildy said. For example, there are individual treatment services such as therapy groups for those suffering from schizophrenia or bipolar disorder. In order to be eligible for healthcare benefits at the VA, a homeless veteran needs to be honorably discharged or have a minimum of 24 consecutive months of service, said Nikki Baker, associate chief of public affairs at the VA. “If someone isn’t eligible for services, we just don’t want to turn them away,” Baker said. “They will be evaluated based on their needs, and if deemed appropriate, we will see them and provide them services. We seem them on a case-by-case basis.” Homeless vets have a few options around town to get help at places like OPPC, Step Up on Second, Inc., and St. Joseph Center in Venice. At Step Up on Second, there are showers, laundry facilities, specialization groups, supportive employment and case management for homeless vets, Tod Lipka, CEO, said. Homeless vets have access to all the services OPPC provides in terms of housing, medical care, and medical healthcare, said John Maceri, executive director for OPCC, Santa Monica’s leading homeless services provider. Joseph Center and San Fernando Valley Community Mental Health Center, partnered together to form a pilot program called Project 60, which was aimed at helping 60 chronically homeless veterans into supportive, permanent housing. The project was funded by federal and county money. The partners met their goal in one year and expanded the project to help 120 chronically and mentally ill veterans, Wildy said. The project, which is very close to reaching its 120 person goal, targets Santa Monica, Venice, Hollywood and the San Fernando Valley. Homeless veterans, who are part of the project, can get assistance at the two OPCC centers: the access center on Olympic Boulevard and the Cloverfield Boulevard location, Maceri said. To be eligible for veteran benefits in the project, homeless veterans need to be honorably discharged, need to be chronically homeless or have a disabling condition like a mental illness or chronic health issue, Maceri said. “The ultimate goal is to get them into supportive housing,” Maceri said. Homeless veterans can experience different mental health problems than people who are homeless, officials said. Veterans tend to experience post traumatic stress disorder after they come back from war and have been exposed to repeated trauma for a long period of time, sometimes going undiagnosed, Maceri said. Some veterans have simple needs such as becoming housed and living in a safe place to begin the process of getting a job. “The ultimate goal is to get them into permanent housing and reintegrate them back into the community they want to live in,” Wildy said. Officials boasted the subterranean vault would become a model for preserving scarce supplies and combatting droughts, not just in California but globally. Instead, clusters of wells and skeletal metal piping stand as a cautionary and costly reminder that the promise of water, the fuel of California’s economy and growth, can be as permanent as a mirage. “They had a great vision,” said Reddy Pakala, who as Ventura County’s water director was expecting to benefit from the 18-mile-long trough running below orchards, tree farms and ranches. “It doesn’t work the way they told us it would work.” The Las Posas Basin Aquifer Storage and Recovery Project, about 50 miles northwest of Los Angeles, illustrates the risks of what’s known as groundwater banking — warehousing water below ground in aquifers to pump out during dry spells or emergencies. Imagine a bathtub beneath the earth. If geologic conditions are right, water can be added to such a basin, supplementing naturally occurring groundwater and creating a reserve for future use, much like a water tank. But at Las Posas, water instead disappeared. The project, now owned solely by wholesaler Calleguas Municipal Water District in Ventura County, promised to raise local groundwater levels up to 300 feet. Yet groundwater levels dropped steeply when the system went into operation, potentially threatening supplies for nearby residents, ranches and businesses that also draw water from the basin. “The teacup appears to have a leak in it,” said Robert Eranio, general manager of the nearby Crestview Mutual Water Co., a

Muizelaar, who headed the university’s neurosurgery department, also left in June. Schrot plans to leave at the end of the month. The doctors told the Bee they weren’t trying to do unapproved research or create a treatment they could profit from. They said they only wanted to give their patients a lastditch chance at survival, Muizelaar adding that the treatment had been suggested by a colleague. “I was simply thinking that I could help patients,” Muizelaar said. “My whole medical practice is guided by actually only one principle, namely: What would I do for my mother, my son, myself?” Calleguas buyer that pipes water to homes. An Associated Press review of government documents, along with dozens of interviews, found that the venture was marred by insufficient research, poor judgment and hollow assurances — all with a hefty price tag for ratepayers. The cost, estimated in 1995 at $47 million, has gradually tripled to about $150 million. More than $56 million in long-term debt remains. Calleguas touted the project in the fall of 2010 as a “resounding success” that raised groundwater levels. And yet a year earlier, the company knew the aquifer wasn’t working properly. Not long after the declaration of “success,” the primary financial backer pulled out after Calleguas didn’t deliver promised water. Where once officials projected the basin could hold nearly 100 billion gallons — ready for distribution with the flip of a pump switch — the reserve is now only about one-tenth of that, according to officials. “What was known about the basin wasn’t the whole picture,” said Calleguas general manager Susan Mulligan. “It doesn’t work for a drought. The basin doesn’t store it.” The project was announced formally in 1991 with the promise that the reservoir could hold enough for a roughly three-year supply for the more than 600,000 people who use Calleguas’ water, which is sold to cities, local agencies and companies that in turn provide water for residents, ranches and businesses. According to company documents, Calleguas boasted that the project would “virtually drought-proof ” its service area. The basin also was meant to resolve a vulnerability for the company: Almost all of Calleguas’ water is imported through a single pipeline, meaning customers could be left dry if an earthquake or other disaster caused serious damage.
