Jet crashes at SMO, all aboard feared dead BY DANIEL ARCHULETA Managing Editor

SMO A small, eight-seat twin-engine jet crashed after landing at Santa Monica Airport on Sunday evening, possibly killing all passengers aboard, according to media reports. The plane was on approach from Idaho when the Cessna Citation veered off the runway and crashed into a hangar. No information was made available about possible victims on the ground, a Federal Aviation Administration spokesman said. Smoke could be seen billowing above the airport with several Santa Monica Fire Department vehicles responding to the incident at presstime. daniela@smdp.com

Valencia came into the game with a fourgame winning streak over Samohi and continued that dominance, sending Samohi to 2-2 on the season. Things don’t get easier for Samohi next week as they host Hart. The game will be the third straight against a Southern California powerhouse. Last week saw the Vikings lose to Mater Dei. I was amazed by the apathy that exists. All those wages should be cut by two-thirds and they still would be overpaid (”Breakdown of highest-paid employees,” Sept. 15, 2013). It does not take into account their health and pension benefits, which I am sure are very lucrative. It also does not mention the number of Santa Monica employees per population. The figure is two or three times more than most small cities. We thought Bell was bad. This whole thing stinks. I am grateful your paper printed this information. Keep up the good work. City, county and state employees are milking us blind.

“The Meaning of Lila” is my favorite part of SMDP (”Not thinking,” Letters to the Editor, Sept. 27, 2013). The characters speak stupidity. It’s funny. What the characters say is not what the writer or SMDP believes. Does political correctness cause readers to be incapable of that distinction? On the other hand, columnists supposedly believe what they say. But some regularly insult those they disagree with by mischaracterizing their positions. Now that’s offensive.

Airport park won’t fly YOU CAN NEVER HAVE TOO MANY

citizen groups, so another organization has popped up. This one is promoting turning Santa Monica Airport (SMO) into a 227acre green park. Airport2park.org believes the public wants SMO to become a free public park with hiking, walking and biking trails, playgrounds for kids, athletic fields, artwork, gardens and activities for seniors. The group would convert the current buildings on Airport Avenue into arts and cultural facilities. It’s a wonderful idea but it ain’t going to happen in a million years. We’ll see unicorns fly before some of the best and most desirable real estate in Southern California is turned into a public park that generates zero revenue or income and would likely become a financial drain as well as a major liability for the city of Santa Monica. At issue here is Santa Monica Airport, itself. In 2015, agreements between City Hall and the Federal Aviation Agency (FAA) are due to expire. It is unclear whether the FAA will abandon the airport and turn control of the facility back to the city of Santa Monica, extend the agreements and maintain the status quo or allow any operational changes. I don’t see SMO closing. It’s been a site of aviation activity for nearly 100 years. The FAA needs to be able to direct small aircraft away from LAX to other regional airfields. SMO is an important business center and a key asset for emergency medical transport operations, national security, disaster preparedness and disaster response While neighbors immediately adjacent to the airport complain, and righteously so, about noise, fumes, and exhaust pollution from planes, especially jets, most Sunset Park folks I talk to tell me that the airport isn’t a big concern for them. Nevertheless, many close airport neighbors want to see it shut down for good and have started a dialog about possible future uses for the property. Being that a high percentage of the airport-haters are from Mar Vista and West Los Angeles, they’d love to see a 227-acre park on their doorstep.

When new soccer fields and a dog park opened on Airport Avenue a few years ago, residents complained that people from L.A. were monopolizing these facilities and crowding out Santa Monicans — even though Santa Monica paid for it. Does City Hall need to spend tens of millions of dollars to build an airport park to serve Angelenos? I say, “Absolutely not.” “What if ” the FAA pulls out, thus opening the door for a phase out of most, if not all, airport operations? The current SMO property value would be determined by “development rights” or what can be built there. Recreational space or a golf course would have “less than zero value” but a large commercial center with big box retailers, mixeduse office complexes, and high-end apartments and condos could make the land worth hundreds of millions of dollars — depending on the size and scale of the projects. City Hall could promote lots of “affordable” housing on the site, too. An “Airport Transit Village Center,” as it were, would generate huge revenues for City Hall’s housing initiative, schools, social programs and the arts. The availability of this prime acreage will attract multi-national mega-developers and real estate consortiums. The mega-investment money will try to buy influence to support their projects and the money-hungry City Hall bureaucracy will fall right in step.

Zoning variances and development agreements will facilitate development at the airport. Whatever happens there will be no different than City Hall’s embrace of the flawed Bergamot plan and other unpopular large developments that have come before them. Remember, they can’t say “no.” Of course, there would be a few acres of neighborhood-friendly green space to make the area more desirable. Turning the whole kit and caboodle into a park? Can you say, “pipe dream?”

The Big Blue Bus is seriously considering eliminating transfers from one bus to another as a cost-saving measure and to raise more revenue by having riders purchase $4 day passes. The transfers currently cost 50 cents. Last fiscal year, 661,000 transfers were issued but the elimination will impact only 3.8 percent of BBB riders, transit officials said.

have agreed to make it easier to import each other’s organic products, the latest step in a global effort that could give consumers access to more — and cheaper — organic food. The Agriculture Department announced an agreement Thursday between the United States and Japan that will allow organic products to be certified in one of the countries and be sold as organic in both. The agreement will allow producers to sell their products in both countries without going through the lengthy process of getting certified twice. The agreement is similar to a 2009 deal with Canada and a 2012 deal with the European Union. Agriculture officials say they are looking at agreements with other countries — South Korea, and possibly India, Brazil and Mexico down the road — that could also make it easier for U.S. organic farmers to sell abroad. The result could be a flow of new products to the U.S. market and higher profits for U.S. organic producers. According to USDA, the most popular organic imports from Japan are green tea, organic sakes and organic mushrooms. The department said the Canadian agreement has increased exported organic grains to the United States, and the European pact has increased sales of their organic wines and olive oils in the U.S. The United States exports many more organics to Japan than it imports from the country, and officials say the agreement will be a boost for the burgeoning U.S. industry, one of the fastest-growing sectors of agriculture. Organics have seen sales rise around 4 percent to 5 percent a year and now account for more than $30 billion in annual sales. Japan imports a wide variety of organics from the United States, including soybeans, specialty crops like cauliflower and nuts, and processed products like frozen meals. Under the agreement, U.S. organic products sold there will now carry the USDA organic seal. Annual organic sales to Japan from the United States now total around $80 million,

and the USDA estimates the new agreement could more than triple that amount to $250 million a year over the next 10 years. Agriculture Secretary Tom Vilsack said the agreement will create “good jobs for Americans across the organic supply chain.” For consumers, the agreement with Japan also should lead to lower prices and more variety, said Laura Batcha of the Organic Trade Association. Companies that have had to pay for certification twice will no longer have to pass those costs on to consumers. Batcha said the industry is hopeful that the United States will work toward other such deals as foreign countries gradually adopt stricter standards for organics. Steve Crider, international Sales Manager for Amy’s Kitchen, a California-based organic company that sells frozen entrees and canned soups, said his company’s sales have increased “dramatically” since the European Union market was opened up last year. Crider said his company had not been selling very many products to Japan because it would have had to certify that every single one of the many ingredients in its products are up to Japan’s standards. “Japan loves American products,” he said. “But it was a backwater for us because of those constraints.” In agreeing to the deal, Japan dropped its objections to two substances allowed in U.S. organic foods that are not allowed in Japanese organic foods. While most of the two countries’ organic standards are the same, Japan has not allowed its organics to be produced with lignin sulfonate, a substance used in post-harvest fruit production, or alkali-extracted humic acid, a fertilizer used to help grow a variety of organic crops. The United States allows those substances. Vilsack said agreements like this one are aimed at helping revitalize rural areas in the United States that have seen a decline in young people. While commercial-size farming can be intimidating to young and beginning farmers, Vilsack said, many have shown interest in organics, which require less acreage, less equipment and less capital to get started.

The production of sugar has indeed taken a huge environmental toll. “Sugar has arguably had as great an impact on the environment as any other agricultural commodity,” reports the World Wildlife Fund (WWF), citing biodiversity loss as a result of the “wholesale conversion of habitat on tropical islands and on coastal areas” to grow sugar. WWF adds that the cultivation of sugar has also resulted in considerable soil erosion and degradation and the use of large amounts of chemicals across the tropics and beyond. Some natural food markets now carry sustainably harvested sugar that does not fit this profile, though sugar’s ugly history has led many eco-conscious consumers to look elsewhere to satiate their sweet teeth. Fortunately there are several natural and artificial options that are safe to eat and relatively benign for the environment. Perhaps the most popular choice is stevia, a sustainably harvested herb from Latin America that is 30 times sweeter than table sugar but without calories. Other natural alternatives include coconut palm sugar, barley malt syrup, brown rice syrup, agave nectar, maple syrup and raw honey. These choices may not save on calories like stevia, but they do sweeten without environmental guilt. As for synthetic sugar alternatives, there has been considerable talk of how dangerous they may be for our health, but little evidence of harm has actually come forth and their environmental impacts may be more reason for concern. Aspartame, for example, used in Equal and also in diet sodas, is made

by fermenting corn and soy, the two biggest genetically engineered crops in the U.S. Environmentalists are concerned that such tinkering with nature could have unexpected and potentially disastrous results down the road. Another common sugar alternative, sucralose (trade name Splenda) has its issues, too. A study released in 2013 by researchers from the University of North Carolina (UNC) found that the majority of Splenda used around the world ends up in the Gulf Stream, the fast-moving ocean current that starts in the Gulf of Mexico and flows into the Atlantic Ocean and beyond into the coastal waters of Europe and Africa. “Sucralose cannot be effectively broken down by the bacteria in the human digestive tract,” reports UNC. “As a result, the body absorbs little or no calories and 90 percent of the chemical compound leaves the body through human waste and enters sewage systems.” Since this sucralose cannot be broken down by most water treatment systems, it ends up in the oceans, where the long-term effects remain unknown. Saccharin (trade name Sweet’N Low) got a bad rap in the 1970s when rats exposed to large amounts got bladder cancer, but it has since been vindicated: The Food & Drug Administration removed warning labels in 2000 and the Environmental Protection Agency removed it from its lists of hazardous constituents and commercial chemical products in 2010. Nonetheless, saccharin can cause problems for pregnant women and infants who consume large amounts, and also gets a veto as a petroleum derivative. Climate panel: Warming ‘extremely likely’ a man-made phenomenon KARL RITTER Associated Press

STOCKHOLM Scientists can now say with extreme confidence that human activity is the dominant cause of the global warming observed since the 1950s, a new report by an international scientific group said Friday. Calling man-made warming “extremely likely,” the Intergovernmental Panel on Climate Change used the strongest words yet on the issue as it adopted its assessment on the state of the climate system. In its previous assessment, in 2007, the U.N.-sponsored panel said it was “very likely” that global warming was man-made. One of the most controversial subjects in the report was how to deal with a purported slowdown in warming in the past 15 years. Climate skeptics say this “hiatus” casts doubt on the scientific consensus on climate change. Many governments had objections over how the issue was treated in earlier drafts and some had called for it to be deleted altogether. In the end, the IPCC made only a brief mention of the issue in the summary for policymakers, stressing that short-term records are sensitive to natural variability and don’t in general reflect long-term trends. “An old rule says that climate-relevant trends should not be calculated for periods less than around 30 years,” said Thomas Stocker, co-chair of the group that wrote the report. Many scientists say the purported slowdown reflects random climate fluctuations and an unusually hot year, 1998, picked as a starting point for charting temperatures. Another leading hypothesis is that heat is settling temporarily in the oceans, but that wasn’t included in the summary. Stocker said there wasn’t enough literature on “this emerging question.” The IPCC said the evidence of climate change has grown thanks to more and better observations, a clearer understanding of the climate system and improved models to analyze the impact of rising temperatures. “Our assessment of the science finds that the atmosphere and ocean have warmed, the amount of snow and ice has diminished, the global mean sea level has risen and the concentrations of greenhouse gases have increased,” said Qin Dahe, co-chair of the working group that wrote the report. The full 2,000-page report isn’t going to be released until Monday, but the summary for policymakers with the key findings was published Friday. It contained few surprises

as many of the findings had been leaked in advance. As expected, the IPCC raised its projections of the rise in sea levels to 10-32 inches (26-82 centimeters) by the end of the century. The previous report predicted a rise of 723 inches (18-59 centimeters). But it also changed its estimate of how sensitive the climate is to an increase in CO2 concentrations, lowering the lower end of a range given in the previous report. In 2007, the IPCC said that a doubling of CO2 concentrations would likely result in 2-4.5 C (3.6-8.1 F) degrees of warming. This time it restored the lower end of that range to what it was in previous reports, 1.5 C (2.7 F). The IPCC assessments are important because they form the scientific basis of U.N. negotiations on a new climate deal. Governments are supposed to finish that agreement in 2015, but it’s unclear whether they will commit to the emissions cuts that scientists say will be necessary to keep the temperature below a limit at which the worst effects of climate change can be avoided. Using four scenarios with different emissions controls, the report projected that global average temperatures would rise by 0.3 to 4.8 degrees C by the end of the century. That’s 0.5-8.6 F. Only the lowest scenario, which was based on major cuts in CO2 emissions and is considered unlikely, came in below the 2degree C (3.6 F) limit that countries have set as their target in the climate talks to avoid the worst impacts of warming. “This is yet another wakeup call: Those who deny the science or choose excuses over action are playing with fire,” U.S. Secretary of State John Kerry said in a statement. “Once again, the science grows clearer, the case grows more compelling, and the costs of inaction grow beyond anything that anyone with conscience or common sense should be willing to even contemplate.” At this point, emissions keep rising mainly due to rapid growth in China and other emerging economies. They say rich countries should take the lead on emissions cuts because they’ve pumped carbon into the atmosphere for longer. Climate activists said the report should spur governments to action. “There are few surprises in this report but the increase in the confidence around many observations just validates what we are seeing happening around us,” said Samantha Smith, of the World Wildlife Fund. The report adopted Friday deals with the physical science of climate change. Next year, the IPCC will adopt reports on the impacts of global warming, strategies to fight it and a synthesis of all three reports.

That didn’t come easy. “In 1986, we held our very first show; it was Memorial Day weekend and my research was not very good,” said Roy Helms, creator of the Contemporary Crafts Market, during a phone interview last week from his home in Hawaii. “It turns out, the city empties out. It’s dead. Nobody came. It was a lesson, but we learned our lesson … kept persisting and became successful by nurturing an audience.” Helms figured it took about three years before the market caught on. Being able to use the 3,000-seat civic year after year certainly helped. But now that landmarked structure, which is seismically unsafe and in need of modernization, has been shuttered, the victim of the termination of redevelopment agencies across the state, Helms had to pack up his operation and take it to the Pasadena Convention Center. The market is slated for the first weekend in November and Helms is somewhat concerned about the turnout. He’s built a database of some 20,000 former attendees and his staff has been reaching out to them. They’re also offering some free passes. “I think that our previous customers will be excited to see the new home,” he said. “Pasadena has been very welcoming. I think they’ve received a big gift from Santa Monica.” As city officials begin the long process of formulating a plan for the future of the civic, devising a working group comprised of residents and experts in event management, something they should keep in mind is what will happen to those who have relied on the civic for so long. Will they come back if the civic is reborn? Will the ancillary spending by attendees and exhibitors — the lunches, hotel stays, car rentals and shopping sprees — return? If not, does it even matter? Will Santa Monica survive and attract others as it always has? The civic closed for business at the end of June, the City Council deciding that mothballing it at an estimated cost of $185,000 a year was better than the approximately $2 million it required in General Fund subsidies to keep it open even with its normal slate of bookings that included gem and bead expos, a cat show and community symphonies. (Councilman Kevin McKeown cast the lone no vote). At the time of the council’s decision, the economy was still dragging and there were fears of wasting much-needed taxpayer money.

Originally, City Hall slated some $50 million of Redevelopment Agency money for upgrades, an estimated $8 to $10 million going to the most fundamental safety improvements. Then the Legislature and Gov. Jerry Brown moved to dissolve some 400 RDAs throughout California, redirecting millions in property tax revenue that normally funded the creation of affordable housing in Santa Monica, as well as pay for upgrades to infrastructure or create new public facilities. City Hall lobbied elected officials in Sacramento and joined efforts to reverse the budgeting maneuver to no avail. Some residents and private companies called for the council to make the minimum investment and keep it open. “The economic loss is significant for Santa Monica businesses, ... a loss for residents of Santa Monica who enjoyed going to the shows and events at the Civic Center,” said Brian Fischer, marketing director for the International Gem & Jewelry Show, which booked the civic for nearly 30 years. It will now be held at the Los Angeles Convention Center later this week. “It’s unfortunate that it’s just sitting there empty.” Jessica Cusick, Cultural Affairs director for City Hall, said the goal is to not let the civic remain dormant. The council is expected to select members for the working group near the end of October. The panel will surely vet a set of recommendations by the independent Urban Land Institute, which called for the renovation and modernization of the venue with significant financial support through private development on surrounding land that would help nurture an arts community. The institute suggested a multi-pronged approach to financing, including selling the naming rights or floating a bond to be paid for by property owners. In the meantime, City Hall is trying to leverage the adjacent parking lot, recently using the space to host the AltCar Expo, which featured the latest makes and models of plug-ins, hybrids and all-electric autos. “We never want to see an event leave, but at the same time we really didn’t have an option,” Cusick said. “It isn’t safe. We are trying to accommodate events in the parking lot. I think there are other venues in Santa Monica, but what this illustrates is the need to get this venue back online. That’s going to take a big infusion of cash and it won’t happen overnight.” That’s not what exhibitors like Helms want to hear. He has to shell out more money to host the crafts market in Pasadena, but he believes the new venue offers many SEE EVENTS PAGE 11

Still, it is a gamble to move events that have a foothold in one area, particularly moving to the other side of Los Angeles County, where traffic often dictates people’s decisions to venture out of their comfort zones. “There is always anxiety about moving a show from one location to another,” said Laurie Reluzco, who works with Fischer on the International Gem & Jewelry Show. “People are creatures of habit. They might get the flyer, but not look twice at it and show up; not realizing the civic’s closed until they get there. We’re still getting calls from people who ask when we’re coming. They think the civic is still open.” Until the year’s sales tax numbers are released, and even then, it will be difficult to determine if the loss of the civic will hit City Hall’s coffers. Companies that supply catering and booths for the expos have reported seeing a slight dip, but local hotels seem to be doing just fine. Studies project a healthy average hotel occupancy rate of 83

There is a calmness within the recently-retired and softspoken chaplain of the Santa Monica Police Department. And for 35 years, Crites has maintained that calmness when working with police officers and people in the Santa Monica community under the Chaplaincy Program he founded in the early 1980s. Crites felt that it was a calling from a higher power prompting him to become a chaplain. In 1979, he moved to Santa Monica after working as a pastor at a church in downtown Los Angeles for four years. Previously, he worked as a school administrator in Florida after graduating from Olivet Nazarene College (now University), but felt compelled to work at a youth ministry in Bakersfield, Calif. He would move to L.A. after receiving a call from a pastor and eventually would be called to be senior pastor in Santa Monica by the district superintendent of the Church of the Nazarene. Upon moving to Santa Monica, Crites saw the city changing. Crime was on the rise and he started a neighborhood watch program through his church and put the assistant pastor, Wally Johnston, in charge. At the same time the neighborhood watch ministry was established, a local pastor informed Crites about police officers needing spiritual guidance. It was then that he helped found the Chaplaincy Program with permission from then-police chief James Kean. Assistant pastor Johnston was the police chaplain for two years until moving back to his hometown in Indiana. After Johnston left, Crites devoted his time to the job full time. “The idea of being a chaplain was to interact with the officers to help them cope with their issues,” said Crites. As chaplain, Crites has helped officers come to peace with their issues. There were

times when he would talk to officers who were injured in the line of duty or injured to the point where they thought they would never return to work. Crites, with his evercalm demeanor, would do his very best to help them get back on their feet and heal. But one incident greatly affected the chaplain and it was one that didn’t involve a cop. It involved a little girl whose parents died in a murder-suicide. The chaplain received a call from the watch commander that they brought in a little girl who was in the sixth grade. The girl had run to her neighbors after she witnessed her father shoot and kill her mother. The father reloaded his gun and tried to find the girl, but could not. The father ended up shooting himself. “My job as chaplain was to tell her that her parents had died,” Crites said. He had learned that the girl and her parents immigrated from Pakistan to the United States. As Crites told the victim the horrible news, she told him that she did not want to grow up an orphan. “That, to me, was the most heart-wrenching moment I’ve had while working in the chaplain ministry,” he said. In addition, along with the emotion and the hardship that Crites had seen through the people he helped, being the police chaplain was often a busy job. He was the sole chaplain counseling police workers and people of the community. It was then that he was responsible for expanding the chaplaincy to include ministries of other faiths and religions. In an e-mail, Santa Monica Department Police Chief Jacqueline Seabrooks wrote that the “Chaplain Program is one of several options we have for addressing our community’s need and desire for guidance and comfort, particularly during difficult times.” The chief also commented that Crites has “unselfishly volunteered his time in service of this community and our police department” and that “his quiet professionalism, dedicated service, and humbleness are testaments to his faith.”

Dodgers fan stabbed to death after a San Francisco Giants game last week asked on Sunday for witnesses who may have captured the chaotic melee on mobile devices to come forward. Robert Preece, his voice quavering at times, spoke in front of AT&T Park’s iconic Willie Mays statue before the Giants played the San Diego Padres. He was flanked by family members who handed out fliers to fans streaming into the stadium. “We need your help,” one flier stated, “that can help bring forth the truth.” The fight Wednesday night ended with the death of his 24-year-old son, Jonathan Denver and the arrest of Michael Montgomery, 21. “Losing a child is a heartache no parent should have to endure,” Preece said in his plea for witnesses to the fight. Montgomery was released from jail on Friday after the district attorney said police have not yet collected enough evidence to warrant criminal charges. Montgomery’s father has told other media outlets that his son says Denver hit him over the head with a chair and he stabbed him in self-defense. Preece, who is a Los Angeles Dodgers security guard, was with his son when the fight broke out. Preece said Sunday that he saw bystanders with mobile devices and believes they were recording the incident. “The Montgomery family is likely suffering as well,” Preece said. “I am making a plea to the public asking that anyone who may have witnessed the incident to come forth so that both families can have some measure of closure. I believe that someone may have videotaped the incident so we can discover the truth.” Preece declined to discuss anything other than his call for witnesses. Denver lived in Fort Bragg, a Northern California city about 170 miles north of San Francisco. Police have said Denver’s group, many wearing Dodgers garb, left AT&T Park after the eighth inning to head to a nearby bar. At some point, they got into a shouting match over the Dodgers with Montgomery and a few friends who were bar-hopping in the trendy South of Market area. At least one was wearing a Giants cap. “The back and forth, ‘Go Dodgers!’ ‘Go Giants!’” Police Chief Greg Suhr said. “And it deteriorated from there.” Suhr said Montgomery made “incriminating statements” that led to his booking the night after the stabbing. Montgomery’s father told the Lodi NewsSentinel that his son was jumped during the fight, and he stabbed Denver in self-defense after Denver and others yelled “Giants suck.” The father told the News-Sentinel that his son said Denver hit him over the head with a chair during the fight a few blocks from the stadium. A second suspect was questioned and released by police Friday. Two others were being sought. The stabbing was the latest incident over the years stemming from one of the most passionate rivalries in sports. Two years ago, Giants fan Bryan Stow suffered permanent brain damage when he was attacked in Los Angeles.
