Transit projects nothing new for Santa Monica BY DAVID MARK SIMPSON Daily Press Staff Writer
BACK IN THE DAY Residents debated heartily over the direction of the city’s newest approved project — one that would undoubtedly bring more people from Los
Angeles to Santa Monica than ever before — forming coalitions, passing out buttons and pennants, and soliciting city officials. Political disputes kept the project on ice for three years, but following City Council approval the mayor said, “Nothing can now prevent the consummation of the work.”
With funds already set aside and construction underway (being called “as high a class of work as has ever been done in the West”) but completion a long ways off, every city meeting circled back to the project. This is not the Expo Light Rail line, a new development, or even October 2013. This

California have been mapped over the past two decades despite an ambitious campaign launched in the early 1970s to help scientists learn more about the state’s seismic activity. Only 23 maps have been drawn since 1991 and there haven’t been any between 2004 and 2011 because of budget cuts, the Los Angeles Times reported Sunday. More than 500 maps were published over a 20year period beginning in 1971. State officials estimate there are roughly 300 maps to draw and even more to revise, which accounts for about 2,000 miles of faults statewide. Public safety may be affected because a ban on new construction atop faults is enforced only for those formally mapped by the state. New buildings located near faults that have been mapped are required by law to perform extensive testing to ensure the structures aren’t on top of the fissures. The issue has arisen lately because of several new developments planned along the Hollywood fault, which has not been officially mapped, even though the state has known about its existence for decades. State officials hope to complete mapping the Hollywood fault by 2014. The state geologist’s budget has dropped from $9.1 million in 2001 to $2.9 million for the current fiscal year. State geologist John Parrish said enough funding has been found to restart the mapping program last year.

Crossroads gets new music director Crossroads School for Arts & Sciences has announced that Dong-Yi is the new director of the school’s Elizabeth Mandell Music Institute. Dong-Yi replaces Mary Ann Cummins, who remains with the school as a faculty member, where she teaches music theory, a role she has held since the school’s founding in 1971. Dong-Yi is a 1993 graduate of Crossroads’ EMMI program, where Cummins once trained and mentored him. Part of Crossroads since 1978, EMMI developed from the school’s unique music major program. Students are accepted into the program only after passing an audition and must have a strong passion to both study and perform classical music. “I am very proud to be an EMMI graduate of Crossroads and even more honored to follow in the footsteps of Mary Ann Cummins to continue to help our students achieve their dreams,” Dong-Yi said. Dong-Yi was discovered by famed composer Herbert Zipper in 1989, when Zipper, who was a music theory teacher at Crossroads, traveled to China. While there, Zipper saw Dong-Yi win first place in the professional category at the Pearl River National Piano Competition, which he was competing in while attending the Central Conservatory of Music in Beijing. Dong-Yi performed with members of the Boston Symphony, the Chicago Symphony and the Los Angeles Philharmonic. He was a soloist with the Pacific Symphony and the Beijing Symphony. Dong-Yi’s teaching career started at Yale University, where he taught secondary piano classes for college students. His students are frequent performers at New York’s prestigious Carnegie Hall and have played their way to achieving laureate status. Dong-Yi also is the founder of Opus119 Conservatory of Music in Irvine, Calif., and president of the Lake Como International Piano Foundation. — DAILY PRESS

BEVERLY HILLS The latest meeting between bitter rivals Santa Monica and Beverly Hills was no contest on Friday. Samohi football walked away with an overwhelming 76-0 win over Beverly Hills on the road, improving to 4-3 overall and more importantly 2-0 in Ocean League play as the Vikings try to three-peat as league champs. Samohi wasted little time scoring first. With 10:31 remaining in the first quarter, running back Ryan Chamberlain plunged into the end zone for a 1-yard score. On the next kick off, Beverly Hills’ Damiyon Brown muffed the play allowing Samohi’s Josh De La Rosa-Issac to recover the ball. Just eight seconds off the clock after the first score, Samohi made it into the end zone again, this time with a 25yard pass from quarterback Nico Basile to Trent Hill. After a missed point after attempt, Samohi led 13-0 and never looked back. “They are hurting over there,” Samohi head coach Travis Clark said of the 0-7 Beverly Hills Normans. “I take my hat off to them, they never quit. They were just overwhelmed.” The game was never really in doubt, but Samohi’s players weren’t bowled over by the big win. Instead, they came into the game with the same mind set as usual.

Just say no to traffic Editor:
The Santa Monicans for Renters’ Rights Steering Committee unanimously urges the Planning Commission and the City Council to just say “no” to the proposed Hines Project [development agreement]. The proposed 400,000 square feet of commercial office space will generate an excessive traffic burden in an area of the city with legendary traffic congestion. This project will exacerbate the problem of too much peak hour traffic in the most traffic congested corridor of the city. The employees will be primarily entering and leaving the city at the times and in the directions that ensure that its impacts are the worst. This runs contrary to the LUCE goal of no new peak hour trips. Nothing in the DA will sufficiently offset that fact or make this a traffic overload tolerable for our community. The presence of the Expo Station should be a source of relief from this burden, not a pretext for worsening it. We urge the council to negotiate a project that is principally residential. This is very important in a community with a serious jobs/housing imbalance. Such a project should include significant affordable housing, ground-floor commercial services, and generous open space. It should aggressively strive to reduce driving and enhance transit use. It should prioritize marketing residential units to the local workforce and, by doing so, help remedy the impact of our jobs/housing imbalance. If the project is primarily residential, with ground floor retail and commercial services in a mixed use setting, then it will generate far less traffic, and the direction of that traffic will be mostly leaving the city in the morning and returning in the evening. Residents would be going in the opposite direction of peak hour traffic and would contribute far less to the worst of our traffic congestion. In addition, these new residential units can be marketed to employees at the office parks already there, helping us reduce the traffic that they generate.

In the current discussion of the use of public parks for private trainers, one element has, I feel, not been given enough attention: behavior is contagious (”Trainers say new fitness fees too high,” Oct. 10, page 1). If we see people exercising, working out, getting in shape, we are more likely to do it ourselves: they are role models. I have walked in Palisade Park hundreds of times in the last two years, and I have never been inconvenienced by an exercise class. Instead, I have been delighted by the sight of 15 baby carriages being push by jogging moms, calmed by a peaceful class of tai chi students, and wonderfully amused by middle aged women working on their boxing skills — hey, why not? Physical fitness and obesity are real problems for our society, and I think that a consideration of the positive effects of public exercise should enter into the calculus as Santa Monica deals with regulations of park use.

— I mean Planning Commission — meeting last Wednesday embodied Santa Monica’s own version of micro-managing governance. Two agenda items involved full-bar, alcohol permits for a pair of restaurants planned for the Telephone Building which is undergoing renovation at 1345 Seventh St. I had written about these alcohol applications, last week. Concerned about the possibility of noise bothering neighbors, commission members recommended that the restaurant operator pre-set customer tables at the end of the business day after public closing as opposed to in the morning. Really? You’re going to tell the restaurant operator when to set tables? What next? A time to mop the floors? Another area of over-reaching involved the discussion of development agreements (DAs) for a pair of “moderately priced” tourist hotels proposed for opposite corners of Fifth Street and Colorado Avenue. The developer of both projects is OTO Development headquartered in Spartanburg, S.C. One hotel at 501 Colorado Ave. will be a six-story hotel operating as a Hampton Inn & Suites. It will consist of 143 guest rooms and two-levels of subterranean parking with 75-100 parking spaces. This project is located on the northeast corner of Fifth and Colorado. The other hotel is also a new six-story hotel development project to operate as a Courtyard by Marriott at 1550 Fifth St. It will consist of 136 guest rooms with a twolevel subterranean parking garage for 75-100 vehicles on the northwest corner. Staff suggested that hotel employees be paid a minimum wage of $12.85 to $14.08 per hour including health benefits. Commissioner Susan Himmelrich mentioned that the wages paid should be at least $15.37 per hour because she’d read “somewhere” that some prolabor group said McDonald’s should pay its employees that amount. Wow! Did I really hear that? As usual, the commission seemed more concerned about hotel employee hiring practices and low ranking employee wages than architecture, traffic or other considerations. In fact, the commission voted 5-2 to recommend that City Council deny the development agreement unless higher wage demands and other so-called community benefits were agreed to by OTO. Planning Commission members believe these will both be union hotels represented by UNITE HERE, Local 11. Probably. In fact, Local 11 members have been actively involved in the DA process for these two hotels from the get-go. Being that the union campaigned hard last election for Santa Monicans for Renters’ Right candidates for City Council who all won, you can see why commissioners (appointed by the City Council) and council members alike are doing the union’s bidding. It’s also why new hotel construction and development is the number two City Hall priority behind more housing. It’s not because Santa Monica desperately needs
more hotels or the traffic they bring. By the way, a (union) hotel employee training academy financed by the hotels is also part of the deal. Among the recommendations discussed was whether hotel operators should give employment preference to low-income people who live in Santa Monica and within close proximity to the hotels. Commissioners also suggested that hotel employee recruitment plans should be submitted for City Hall approval. Maybe City Hall could also “OK” the kinds of guest towels that would be used, too. It’s arbitrary and capricious to base job preferences on a person’s residence. People change jobs and relocate all the time. Residency requirements make no sense. While this applies strictly to lower tier workers, you can bet the family Prius that the top hotel jobs will go to persons who are most qualified regardless of where they live. Good employees are hired on ability, interest and qualifications, not because they’re in a specific income bracket or live near the I-10 freeway. Despite the leftist leanings of our commissioners, these hotels are businesses, not charitable organizations whose sole purpose is to provide employment to the untrained and uneducated. Some commissioners thought the hotels, as depicted in renderings and other pre-construction materials, were attractive. There’s nothing here that I haven’t seen in Charlotte, N.C., Steubenville, Ohio or Butte, Mont. If commissioners think “Standard Hotel Exterior Style #106” is attractive, the architectural future of Santa Monica is doomed. Bottom line: Commissioners must stop extorting, micromanaging and imposing their own political agendas on legitimate (tax) revenue and job producing businesses who come before it. WORKING OUT THE TRAINER DILEMMA
City Council recently approved some recommendations for professional physical trainers who use the city’s parks — especially Palisades Park — as a client workout locale. Nobody seems to be happy with council’s decisions. Many Santa Monicans wanted severe limitations on such activity including the hours it could go on. Council approved issuing up to 20 permits to private trainers and OK’d classes with as many as 15 participants. Sunday training is out. Because City Hall looks at private training as a source of income, high flat fees — as high as $8,000 annually — were set. This will drive most trainers out of Palisades Park and maybe to other parks like Reed Park. There, fees are lower — $1,800 maximum — to encourage its use by trainers and coaches. However, most trainers will go somewhere else such as Adelaide Drive where the sidewalks are free, the beach, medians like on San Vicente Boulevard or out of town. The new rules go into effect in January and will be reviewed for possible amending as staff sees how well — or poorly — they’re working.

technique known as fracking is more widespread and frequently used in the offshore platforms and man-made islands near some of California’s most populous and famous coastal communities than state officials believed. In waters off Long Beach, Seal Beach and Huntington Beach — some of the region’s most popular surfing strands and tourist attractions — oil companies have used fracking at least 203 times at six sites in the past two decades, according to interviews and drilling records obtained by The Associated Press through a public records request. Just this year in Long Beach Harbor, the nation’s second-largest container port, an oil company with exclusive rights to drill there completed five fracks on palm tree-lined, man-made islands. Other companies fracked more than a dozen times from old oil platforms off Huntington Beach and Seal Beach over the past five years. Though there is no evidence offshore hydraulic fracturing has led to any spills or chemical leaks, the practice occurs with little state or federal oversight of the operations. The state agency that leases lands and waters to oil companies said officials found new instances of fracking after searching records as part of a review after the AP reported this summer about fracking in federal waters off California, an area from three miles to 200 miles offshore. The state oil permitting agency said it doesn’t track fracking. As the state continues its investigation into the extent of fracking — both in federal waters and closer to shore — and develops ways to increase oversight under a law that takes effect in 2015, environmental groups are calling for a moratorium on the practice. “How is it that nobody in state government knew anything about this? It’s a huge institutional failure,” said Kassie Siegel, an attorney with the Center for Biological Diversity. “Offshore fracking is far more common than anyone realized.” Little is known about the effects on the marine environment of fracking, which shoots water, sand and chemicals at high pressure to clear old wells or crack rock formations to free oil. Yet neither state nor federal environmental regulators have had any role in overseeing the practice as it increased to revitalize old wells. New oil leases off the state’s shores have
been prohibited since a 1969 oil platform blowout off Santa Barbara, which fouled miles of coastline and gave rise to the modern environmental movement. With no room for physical expansion, oil companies instead have turned to fracking to keep the oil flowing. The state launched an investigation into the extent of offshore fracking after the AP report in August. California officials initially said at the time there was no record of fracking in the nearshore waters it oversees. Now, as the State Lands Commission and other agencies review records and find more instances of fracking, officials are confused over who exactly is in charge of ensuring the technique is monitored and performed safely. “We still need to sort out what authority, if any, we have over fracking operations in state waters; it’s very complicated,” said Alison Dettmer, a deputy director of the California Coastal Commission. Nowhere is the fracking more concentrated than in Long Beach, an oil town with a half-million residents and tourist draws such as the Queen Mary. The city’s oil arrangement stems from a deal drawn up in 1911, when California granted the tidelands and other water-covered areas to the city as it developed its harbor. When oil was discovered in the 1930s, the money started coming in. Long Beach transferred $352 million of $581 million in profits to state coffers in fiscal year 2013 from onshore and offshore operations, according to the city’s Gas and Oil Department. Most of the oil recovery comes from traditional drilling while fracking accounts for about 10 percent of the work. The department says fracking is safe. It has a spill contingency plan and monitors pipelines. Well construction designs are approved by state oil regulators. The designs can be used for conventional drilling and fracking. And the oil industry says offshore fracks are much smaller operations than onshore jobs, involving only a fraction of the chemicals and water used on land. City oil officials see themselves as partners with Occidental Petroleum Corp. — not regulators — though officials participate in the company’s internal audits and technical reviews by the state. Occidental and the city briefly took a fracking timeout after passage of the state’s new rules. Long Beach oil operations manager Kevin Tougas said there are plans to frack again later this year. Occidental spokeswoman Susie Geiger said in an email that the company doesn’t discuss its operations due to “competitive and proprietary reasons.”

While they may put up with a lot of stress from wind, waves and weather, beaches and the coastal environments surrounding them are surprisingly fragile. The ecosystems which make up coastal areas have evolved over eons to their current natural states as to their geologic features and the types and distribution of native plants and animals that live there. When large numbers of humans move in, whether as full-time residents or vacationers, the dynamics of local ecosystems begin to change. If the growth is not managed well, this inundation with people can contribute to a wide range of environmental problems. For starters, development of any kind can scar ecosystems and seriously reduce or eliminate wildlife habitat. As houses, condos, shops, restaurants and other buildings begin to replace sand, grasses, trees and other natural features, the birds, fish and other wildlife that frequent such areas are forced to look elsewhere for suitable habitat if they can find any at all. An oft-repeated side effect of all this building is the removal of mangrove forests and sea grass meadows-important natural buffers against destructive waves from storms as well as important wildlife habitat. Other examples of coastal development gone awry include boardwalks or marinas built near or on top of coral reefs; beach-front houses, condos, hotels or golf courses replacing sand dunes and meadows; massive amounts of freshwater getting diverted from coastal rivers and streams for the benefit of tourists; and sea turtles scared off from nest sites. According to the Climate Institute, the impact of the December 2004 Indian Ocean tsunami was much greater in more developed sections of coastal Thailand where mangrove and coral reef loss preceded the natural disaster. “In the absence of these natural protective barriers, the giant wave carried its energy all the way to shore, killing
over 250,000 people and causing billions of dollars of damage,” reports the group. “In areas where natural buffer zones remained, such as the Phang Nga province, inland territories were protected by large mangrove forest that dulled the wave’s impact and dissipated its energy.” “The indiscriminate conversion of natural shorelines and mangrove forest ecosystems for shrimp farming, urban settlements, tourism development and other often unregulated and unplanned human activities over the past several decades often make the coastal areas and its inhabitants much more vulnerable to the immense destructive force of the tsunamis,” reports the World Wildlife Fund (WWF). Likewise, the hurricanes that have battered the U.S. in recent years have been far more destructive than those previous, and many blame unrestrained coastal development. “A significant chunk of the $200-billion-plus bill from the Katrina-Rita hurricanes might have been avoided if there’d been tough, realistic plans to deter development in exposed coastal areas through buffer zones, wetlands protection, tough building codes and relocating settlements to higher land,” reports the news service Common Dreams. The key to minimizing property damage and the loss of lives from such natural disasters may well be in what we allow to be developed. By now, most North American coastal regions have learned their lesson the hard way about the perils of unrestrained development, and new building codes now tend to be much tougher. But with coastbattering storms getting more frequent and intense, all bets are off as to whether our newer rules will be enough to protect beaches and surrounding coastal areas in decades to come. Daniel Turner, who claimed to be 107 years old and was believed by some to be the last remaining survivor of the War of 1812, died at the Soldiers Home in Santa Monica. It’s undisputed that he fought in the Civil War. As Turner told it, he fired at the enemy during the Battle of New Orleans in 1815 while his father held the gun. It’s an unlikely story and even the article, which appears in the Los Angeles Times archive, admits that Soldiers Home records said Turner was actually only 93 years old, born five years after the war ended. But 100 years ago one reporter wanted to believe it was true and this reporter is no different. dave@smdp.com

LOS ANGELES Tourists will no longer be hassled by tour bus companies on Hollywood’s Walk of Fame in an effort by city officials to make the area more safe and inviting. Beginning this week, sightseeing bus operators will start selling tickets from kiosks or shops on private property instead of the famed walkway, according to the Los Angeles Times. Hollywood has seen the number of tour bus businesses increase in recent years to meet the demand of people eager to see celebrity hot spots or the homes of the rich and famous. James Foutch, who works for Starline Tours, welcomes the city’s decision to limit tour bus operators. “It seems every day someone puts a sticker on a bus and says they’re the new No. 1 bus tour,” Foutch told the newspaper. “It’s become a free-for-all. Everyone is doing whatever they want and nobody’s policing what happens.”
City officials say the restriction also will improve safety. In June, a woman was stabbed to death after she took a picture of several homeless people and refused their demand to pay $1. Three people are facing charges in the woman’s death. Earlier this year, a masked Spider-Man robbed a Starline employee of $6,000 in cash and credit card receipts. No arrests have been made. Since the fatal stabbing, police have added about 60 officers to area patrols. Vendors who don’t comply will be cited and ordered to move. Other changes may be in store, including designating tour bus depots, where sightseers can get on the buses. More than 40 million people visited Los Angeles and city officials want to ensure tourists feel safe walking the busy thoroughfare. “We want them to have a quality experience so they can stay longer and help our local economy,” Councilman Mitch O’Farrell said.

leyball team at Le Moyne College, Lindsey Gleason figured her competitive playing days ended with her athletic eligibility and graduation. But then she stumbled on an online ad offering the chance to earn a master’s degree in one year while on a volleyball scholarship in England. “It sounded cool,” she said. “But it also sounded like a scam.” It wasn’t. In fact, the year Gleason spent studying and playing for Durham University in northeast England was so incredible, allowing her to travel the world and work on the 2012 London Olympics, that she’s now putting her newly earned master’s degree in business to work by giving other college athletes the same chance. She founded TeamGLEAS, a Buffalobased network catering to American graduate students interested in playing sports abroad. The first question I get is, ‘But what about eligibility?’” said the 25-year-old Gleason, referring to college rules that prevent students from playing more than four years. “Because we’re programmed to think that you’re done, you can’t play anymore. But it’s not an issue over there, which is a beautiful thing.” She has found a willing clientele in England, where 12 universities and colleges have signed on so far, paying a fee to appear on the 5-month-old website student-athlete clients can access for free. She is working on signing on colleges in New Zealand and Australia for the fall. The universities see it as way to diversify the student body while taking advantage of the experience and ability of high-level U.S. athletes. “We recruit talented athletes as part of
our normal business. Recruiting people who are leaders is much more difficult,” said Philip Atwell, director of sport at the University of Exeter in England. “Athletes who have played four years of NCAA are likely to galvanize our students to achieve their potential.” For lifelong athletes, leaving competitive sports behind “is devastating, really,” said Sara Shipley, who played volleyball and basketball at Nazareth College in Rochester and then coached to stay involved. “The first year I coached basketball after graduating from college, there was not a single practice that went by the whole season where I didn’t want to cry because I missed it so much,” the 30-year-old Shipley said by telephone from Newcastle. Through TeamGLEAS, she arrived at Northumbria University in northeast England in September to begin work on a master’s in international sports management. She plays volleyball for the college team as well as the British national league. “The market is there,” said Gleason, who knew she was on to something after pitching the idea at a college-wide competition of new business ideas while at Durham, which she won. Since then, she has undertaken a whirlwind schedule to sign on colleges and students. She’s met with 32 colleges in England and is now traveling the U.S. meeting student-athletes at Fordham, Temple, Penn State, UCLA and a host of other campuses. Imperial College has relied on its elite academic reputation to attract international students but sees TeamGLEAS as a more focused way to attract students who also excel at Imperial’s target sports of rowing, fencing and basketball, said Neil Mosley, head of sport at the London college. “Our recruitment for sports students is a challenging operation because what Imperial will never do is dilute or reduce our academic standards,” Mosley said.

■ A 61-year-old Texas man admitted to a hospital not long ago appearing to be falling-down-drunk, even though denying having had even a single drink, was discovered to be unintentionally manufacturing beer in his stomach. With "auto-brewery syndrome," stomach-based yeast automatically ferments all starches (even vegetables or grains) passing through, converting them into ethanol. Normally, natural stomach bacteria control the yeast, but if, for example, antibiotics had inadvertently eliminated the bacteria, the yeast would prevail. The case was reported in a recent International Journal of Clinical Medicine. ■ Update: As several additional states debate permitting marijuana use by a doctor's prescription, Irvin Rosenfeld presented his own experience in August to a packed house at Kentucky's state capitol. Rosenfeld suffers from painful bone tumors (diagnosed, with a poor prognosis, in 1963) and began smoking dope in the federal government's Compassionate Investigational Drug program in 1982 -- since then consuming 130,000 government-supplied joints (12 per day, carefully measured), which he said absolutely had prolonged his life. "I didn't ask for my bone disease," he said. "All I asked for is the best medicine possible."
