Council to hear affordable hotels’ proposals BY DAVID MARK SIMPSON Daily Press Staff Writer
CITY HALL After more than two years in the works, City Council will decide on the future of two affordable hotels proposed for the corner of Fifth Street and Colorado Avenue
at their meeting on Tuesday. Last month, the Planning Commission recommended that council vote against approving the development agreement for the six-story hotels unless the developers, OTO, agree to, among other things, increased community benefit contributions,
higher wages for workers, and greener energy standards. The hotels, a 136-room Marriott and a 143-room Hampton Inn, would generate $2.74 million annually in tax dollars for City Hall’s general fund, city officials said. Last week, the managing director of the
American Film Market, the world’s largest film market, expressed frustration over the lack of affordable hotel rooms in the city. He specifically mentioned the uncertainty surrounding the proposed hotels. SEE HOTELS PAGE 9

BOSTON For the families of 11 murder victims, the conviction of gangster James “Whitey” Bulger brought some sense of justice after decades of frustration. But for others, the jury’s decision was yet another denial of the peace they have long sought. Even though Bulger was not convicted in the deaths of their loved ones, eight families are hoping for one last chance at closure by testifying this week at the notorious Boston gangster’s sentencing. But Bulger’s lawyers — and two jurors who sat on the case — say those families should not be allowed to make victim impact statements because the jury acquitted Bulger in those killings. “My feelings are that 18 American citizens were put through a 10-week trial ... and now the verdict we deliberated on so dutifully is being mocked,” said Janet Uhlar, one of the jurors who sent a letter to Judge Denise Casper asking her to deny the request from prosecutors. Uhlar told The Associated Press she feels sympathy for the families, but she believes they will never get the kind of closure they are looking for and blames federal prosecutors for “opening the wound of these family members” by asking that they be allowed to make impact statements.

Boys & Girls Clubs raise funds The Boys & Girls Clubs of Santa Monica raised more than $500,000 during a recent fundraiser event. The club’s 38th Annual Auction & Dinner was held at the Fairmont Miramar Hotel on Saturday, Nov. 1. The event was held in honor of local real estate businessman John D. Jones who has donated $1 million to the Boys & Girls Clubs of Santa Monica. “We are thrilled that this year’s event raised more than $500,000, the most in auction history, and will allow us to help even more disadvantaged youth in the Los Angeles area,” CEO and President of the Boys & Girls Clubs of Santa Monica Aaron Young said. Service Employees International Union Local 721 spokesman Lowell Goodman tells the Los Angeles Times Saturday that 95 percent of voters opted for the authorization. Goodman wouldn’t say exactly how many voted, but the union has more than 41,000 members. The authorization does not lead directly to a strike, but gives the option to union leaders. Blanca Gomez, a social worker and union leader, says she is hoping to end the stalemate at the bargaining table.

The movement fueled by social media and spearheaded by two prominent British comedians is no joke. non-belief. Similar gatherings in San Diego, Nashville, New York and other U.S. cities have drawn hundreds of atheists seeking the camaraderie of a congregation without religion or ritual. The founders, British duo Sanderson Jones and Pippa Evans, are currently on a tongue-in-cheek “40 Dates, 40 Nights” tour around the U.S. and Australia to drum up donations and help launch new Sunday Assemblies. They hope to raise more than $800,000 that will help atheists launch their pop-up congregations around the world. So far, they have raised about $50,000. They don’t bash believers but want to find a new way to meet likeminded people, engage in the community and make their presence more visible in a landscape dominated by faith. Jones got the first inkling for the idea while leaving a Christmas carol concert six years ago.
“There was so much about it that I loved, but it’s a shame because at the heart of it, it’s something I don’t believe in,” Jones said. “If you think about church, there’s very little that’s bad. It’s singing awesome songs, hearing interesting talks, thinking about improving yourself and helping other people — and doing that in a community with wonderful relationships. What part of that is not to like?” The movement dovetails with new studies that show an increasing number of Americans are drifting from any religious affiliation. The Pew Forum on Religion & Public Life released a study last year that found 20 percent of Americans say they have no religious affiliation, an increase from 15 percent in the last five years. If you happened to drive through the Veterans Administration grounds south of Wilshire on a recent evening, you may have seen me in the dark and thought I was a street person. I’m not. I’ve been carrying buckets of water to a stand of trees south of the VA Hospital that are dead and dying. I noticed them one day when I was riding the No. 4 Blue Bus. I called the VA, and learned the irrigation pipe is broken and no funds were authorized to repair it. Vets coming for medical care are welcomed with an area of dried-up, barren landscaping. A few calls and e-mails to community organizations produced no response, but I have two buckets, and until it starts raining, I am carrying water three blocks from a faucet to the needy trees. Already the area is starting to be fragrant again, and some trees that were halfdead have put out new greenery at the tips of their branches, but what surprised me is how the new strength I’m developing across my upper back is mitigating the effects of long work days at my computer. Instead of rushing home to walk a treadmill and lift weights, I am getting the same physical results and also keeping more than 80 trees alive. For those of us who are too sedentary, there are all kinds of opportunities for physical conditioning in between Friends of Ballona Wetlands creek clean-ups and Habitat for Humanity house builds. In addition to shelter dogs that need walking and soccer teams that need coaching, if you look out the car window and see dying trees, or a stretch of curb where plastic trash is piling up on its way to the ocean, or a street sign falling down, I say, “Go for it.”

After reading another anti-taxation rant from Jon Coupal (“Blue state lawmakers make taxpayers blue,” The Tax Man, Nov. 6), I decided to look up the voting record of one of the legislators he named as “heroes” whose “lights are burning bright” in the state Capitol. This hero voted not to raise the minimum wage, not to use labor laws to protect domestic workers, not to limit rifles’ firing capacity, and not to expand the list of crimes that disqualify people from owning firearms. What if Jesus and Hitler returned to Earth, and the former voted for a tax increase to pay for more loaves of bread for the poor while the latter vetoed a tax on the wealthiest 1 percent of his population? We know which person would be Mr. Coupal’s hero.

Los Angeles Times featured Santa Monica on Page 1. The “A Bigger Santa Monica” headline screamed across four columns of prime newsprint space. Usually L.A. Times news articles about run-away development feature Glendale, Hollywood or Anaheim but the news staff finally caught up with Santa Monica. “More than 30 proposed developments would add nearly 3 million square feet of residential, office and retail space to the famously slow-growth beach city,” news writer Matt Williams penned. The article mentioned that there were more than 30 projects in the pipeline but that’s just the larger development agreements and doesn’t count dozens of other smaller, code-compliant developments also in the pipeline. Williams pointed out that one project, the Bergamot Transit Village Center (along Olympic Boulevard) is projected at more than 700,000 (actually 734,000) square feet. The article also mentioned all three pending Ocean Avenue hotel complexes including the Fairmont Miramar’s proposed 21 story tower — “the tallest building in the city.” All the development is happening because of the update to the city’s master plan — a revamped Land Use and Circulation Element (LUCE) approved by City Council three plus years ago. LUCE is the guideline for development in Santa Monica and provides generous bonuses for developments that have housing and other “community benefits.” Since then, city planning has existed in a “no man’s land” where future developments are approved because they meet LUCE guidelines. But, without the specific zoning codes regulating aspects such as height and density, the door is wide open for developers to negotiate their best (most profitable) deals with City Hall. The rush for approval of numerous pending developments — most of them are multi-story, apartment/retail projects — before more restrictive building codes are promulgated is on. It’s why, in just three years, we could see 3,000 new apartments in town. Of course, none of them will add to traffic and congestion. Cough. Who’s responsible for all of the development in a city known for slow growth? Try the hierarchy of the Santa Monicans for Renters’ Rights political group that’s controlled city politics for the last 34 years. Six out of seven current councilpersons were endorsed and supported by SMRR. Mayor Pam O’Connor, Mayor Pro Tem Terry O’Day, and council persons Gleam Davis and Bob Holbrook (the only nonSMRR endorsed councilperson on the dais) generally vote pro-development. Councilmen Kevin McKeown, Ted Winterer and Tony Vazquez more often than not insist on more control and “community benefits” on new developments but often stop short at seriously limiting their negative aspects. Members of the Planning Commission are appointed by a council majority. The commitment to social equality including low-income housing, sustainability mitga-
tions and minimum wage guarantees is the mindset driving virtually every development in Santa Monica. Architecture, size and density are usually ignored. Projects are approved because their developers have made promises that carry out the political agendas of politicians and bureaucrats alike who run City Hall. The classic example of this is the East Village development on the site of the Village Trailer Park at 2930 Colorado Ave. In April, after six years of wrangling, City Council approved a massive 341,290square-foot, mega-development that includes 377 apartments on a 3.8 acre mobile home park site. When the developers finally offered to restrict 38 units for very/extremely lowincome tenants this bloated, sow’s ear of a development was quickly approved by the City Council. Density, massing, intensification of use, traffic generation and architectural unattractiveness were ignored by staff and politicians alike who focused instead on low-income housing and remedies for those displaced from the mobile home park. Score one for 38 low-income families who will move here from out of town. Score zero for residents who will deal with this development’s negatives for decades to come. There’s more to the rush to build rental housing and fulfill the SMRR social and “more voters” agenda. City planners and developers are adding retail shops, restaurants and “neighborhood serving businesses” because new people coming and living here have to shop, eat and be entertained close to home, supposedly so they won’t have to drive. It’s a schizophrenic planning policy that extends from SMRR through City Council, the Planning Commission and political appointees to various boards and task forces. City Hall’s bloated payroll of planners, attorneys and bureaucrats who foster, approve and supervise the tsunami of development is also nursing at this teat. Developers know what will ring the chimes of those who approve developments and the trade-off is much more development in return for more and more social and housing “benefits.” What’s the answer? The next municipal election is slightly less than a year off. We should all be looking at strong, clear-minded slow/no growth candidates to replace O’Connor and Holbrook, who may not run. McKeown, whose term also expires in 2014, is worth re-electing because he’s been the most reliable anti-development vote on the dais. Maybe with new blood on the council, those with common sense and a commitment to residents, instead of social causes, will wind up taking back City Hall. This may open the door for a smaller and more efficient city staff who support residents rather than catering to developers via oversized developments and unneeded and overpriced vanity projects. Sen. Boxer asks for halt on oil operations in L.A. THE ASSOCIATED PRESS LOS ANGELES California Sen. Barbara Boxer on Friday called on an oil servicing company to stop production at its Los Angeles facility after some residents complained of nosebleeds, headaches, dizziness and respiratory problems. Boxer met with residents in the University Park neighborhood in South Los Angeles. For the past several years, residents have filed complaints with the state about foul odors from a nearby oil field, which increased production due to rising crude oil prices and new extraction techniques. “This terrible situation simply cannot go on,” said Boxer, a Democrat who chairs the Senate Environment and Public Works Committee. Boxer recently appealed to the Environmental Protection Agency for help, and this week, the agency dispatched a team of inspectors to the facility near the University of Southern California campus to collect data. The state received 340 complaints about
powerful fumes from the facility since 2010, conducted five dozen site visits and issued 16 notices of violations against Allenco Energy Inc., according to the EPA. Allenco has paid more than $200,000 in penalties to replace valves, service wells and clean the facility, the EPA said. Despite the citations, Boxer said “the severe chemical odor problem has persisted.” Email and phone messages left with Allenco were not immediately returned. Last month, state air regulators told residents that air sampling taken from the neighborhood has not turned up dangerous odor levels. The South Coast Air Quality Management District plans to continue monitoring. Several housing projects and schools surround the Allenco site. The company leases the land from the Archdiocese of Los Angeles. University Park residents are not the only ones pushing back against urban oil fields. Residents in Baldwin Hills, Culver City and Whittier have complained about increased oil production activities in their neighborhoods.
TEHACHAPI, Calif. State wildlife officials are trying to learn how two endangered California condors died after the birds were found last month in water tanks used by firefighters in California’s Central Valley. The bodies have been sent to a forensics lab in Oregon to try to determine the cause of death, the Los Angeles Times reported Sunday. They were discovered last month in separate water tanks in the Tehachapi area, about 100 miles north of Los Angeles. Because the condors number only about 100 in the wild, losing two in the same month is significant. The first bird was discovered Oct. 2 after a tracking transmitter that wildlife authorities had attached to it quit working. Kern County firefighters taking part in “The Great California Shakeout” earthquake preparedness drill found the second one on Oct. 17. “They both appeared to be in the tank for a number of days,” said Joseph Brandt, supervising wildlife biologist for the U.S. Fish and Wildlife Service’s California Condor Recovery Program.

The open-air tanks are used to store water for firefighters. During a wildfire, helicopter pilots drop lines from their aircraft into the tanks to suck up water that will be dropped onto the blaze. The tanks were recently emptied as firefighting season wound down. Officials are looking into ways to keep the birds out of them before they are refilled next year. The majestic birds nearly became extinct in the 1980s before wildlife officials captured the last remaining few and began an aggressive breeding program. As birds are successfully raised in captivity they are released into the wild. They have re-established a colony in the Tehachapi mountains, part of their historical habitat. Their biggest threat has been lead poisoning from feeding on animals killed by hunters using lead bullets. One bird died of lead poisoning earlier this year and 21 others were treated for lead poisoning last month, according to the Los Angeles Zoo and Botanical Gardens. Last month, California became the first state to ban hunters from using lead bullets, although the ban does not fully take effect until 2019.

Indeed, private property makes up about 60 percent of the total land base across the United States. In 42 states there is more private land than public, and by a wide margin in most cases. (Only Alaska, Nevada, Utah, Idaho, Oregon, Arizona, Wyoming and California have more public land — that is, land owned by a federal, state, county or municipal government-than private.) Of course, all this private land isn’t just the parcels where our houses sit. It includes most commercial, industrial and agricultural lands as well. What we each do on our own private property may be our own business, but whether and how we take care of it does impact the public good and the health of ecosystems near and far. One way each of us can do our part is by cultivating native plants and landscaping around our homes and businesses to increase habitat for local wildlife. As development slowly but surely swallows up open space, every backyard counts. The National Wildlife Federation’s (NWF’s) Certified Wildlife Habitat program provides homeowners with information and inspiration to make their backyards part of the solution. Meanwhile, millions of Americans have used local land trusts to put conservation easements on their properties that preclude future development. The Washington, DC-based Land Trust Alliance serves as a clearinghouse for information on obtaining conservation easements and other private land protections through one of the 1,700 local land trusts across the country. And the Virginia-based Nature Conservancy has helped protect upwards of 15
million acres of private land across the U.S. by buying at-risk parcels, putting conservation easements on them and seeing that they are managed sustainably moving forward. As for conservation on working lands, the American Farmland Trust has helped thousands of farmers and ranchers across the country protect over five million acres of private agricultural and grazing land through conservation easements and other tools designed to limit the conversion to non-agricultural uses. There are also smaller regionally focused groups that work on private lands conservation. Stewardship Partners works with Washington state homeowners and businesses to restore fish and wildlife habitat, improve water quality, protect open space and “green up” the built environment while maintaining working landscapes of farms, forestland and livable communities. The group has helped hundreds of farms and vineyards across the state identify ways to restore otherwise unproductive lands for the betterment of local ecosystems, and is helping thousands of homeowners across the state install “rain gardens” that utilize rainfall to save water and reduce run-off pollution in and around the Seattle area. Another pioneering private lands conservation group, the Pacific Forest Trust, works with owners of private forestlands throughout California, Oregon and Washington to preserve working forests and keep sustainable forest practices alive and well in some of the country’s most productive timber forests. To date the group has helped conserve upwards of 50,000 acres of private forestland in the region through conservation easements and other means. All three are considered some of the best programs in Southern California. Friday’s win at Hawthorne signaled a bit of a change for Samohi. After being reduced to nearly all running plays the previous two games because of uncertainty at quarterback, the Vikings reawakened their passing game on the strength of three touchdown strikes by senior Jordan Detamore. It’s unsure if that trend will continue, but a diverse offense will go along way toward the Vikings advancing past the first round of
the playoffs for the third year straight. While Samohi’s offense is still a bit in flux, the defense has been dominant. Of the previous 10 league games, six have been shutouts including Friday’s game at Hawthorne. Clark attributes much of that success to a stout defensive line that has dominated opponents all season. “Those guys are the best unit on this football team,” Clark said. “We’ve been a very physical team all season. I’m proud of that.” Samohi is one of three Ocean League teams in the postseason. Culver City drew a home game against St. Francis and Morningside will travel to Chaminade, the No. 2 seed in the tournament. Serra holds the No. 1 seed and is the defending champion of the division. HOTELS FROM PAGE 1 “We use about half the hotel rooms in Santa Monica. And about half of our traveling participants don’t stay in Santa Monica,” Jonathan Wolf told the Daily Press. “It’s not for lack of capacity. It’s simply the price-points.” Members of Unite Here Local 11, a hospitality workers union, have actively attended Planning Commission meetings as the hotel proposals have progressed. They have asked for higher wages and specific local hiring language in the development agreement. The Planning Commission has asked the developers to establish a goal that 40 percent of employees are hired locally from Santa Monica. City officials note that this goal is non-binding, and no penalty would result if the goal were not reached. The commission also proposed a living wage of $15.37 an hour, not including health benefits. Despite the commission’s recommendation, planning officials wanted a wage of $14.08, which, they say, is consistent with City Hall’s Living Wage Ordinance and is higher than wages approved for previous Downtown hotels. The developer has agreed to the planning officials’ recommendation.

Commissioners want the developers to pay $1.75 million in community benefit contributions, including $1 million to the Colorado Esplanade, a transit mall planned for the area. Planning officials maintain that a total contribution of $1.3 million would be appropriate given the projects’ benefits and the living wage guarantee. The developer has agreed to the planning officials’ proposed contribution. Commissioners supported an initial recommendation that a set of columns proposed near the entrance of the Marriott should be moved to keep the walkway open. The developer has consistently rejected the notion, and is currently proposing that the columns be set back closer to the building and out of the walkway. Planning officials say that this improves the walkway, which is near the street corner, but they remain concerned about the placement. They are recommending that the Architectural Review Board pay close attention to the columns in its final review. Commissioners proposed doubling the fines, to $4 per square foot, if the hotels fail to be certified as LEED Gold, a sustainable energy rating system, which city planners agree is appropriate. dave@smdp.com

After spending nearly 17 years on the run, the South Boston gangster was convicted in August in a sweeping racketeering indictment that included 19 killings, money-laundering, extortion and weapons charges. A two-day sentencing hearing is scheduled to begin Wednesday in U.S. District Court. Prosecutors are seeking two consecutive life sentences plus 5 years for the 84-year-old Bulger. Whether the eight families get to speak or not, he is bound to die in prison. Bulger’s lawyers say that allowing impact statements from relatives of people he was acquitted of killing “trivializes the jury’s function.” “The court should only entertain impact statements and other evidence relating to crimes of which he has been convicted,” they argued in a legal brief. But for families who sat through the trial, only to have the jury find that prosecutors had not proven the case against Bulger in their loved one’s killing, speaking at his sentencing is something they feel they need to do. William O’Brien Jr., whose father was killed when gunmen opened fire on the car he was driving along a Boston street in 1973, said he was completely blindsided by the jury’s finding that prosecutors had not proven Bulger played a role in his father’s death. “I can’t even tell you how that made me feel or the mental state that put me in for a month afterward,” he said. “I feel like I need to finish what was started.” O’Brien never knew his father, who was killed four days before O’Brien was born. He said he hopes to somehow convey his and his mother’s loss to the judge during Bulger’s sentencing hearing. “Even though I never got to meet him, I still think of him every day. I still feel a bond with him,” O’Brien said. “To not ever have been able to meet him once or to have the opportunity to go to my first Red Sox game with him, that’s the stuff I can’t come to grips with. That still gets me to this very day.”
Federal prosecutors say family members of all 19 murder victims should be allowed to make either verbal or written victim impact statements for Bulger’s sentencing. Assistant U.S. Attorney Brian Kelly said there is legal precedent for allowing testimony at sentencing on “acquitted conduct.” Prosecutors also argue that Bulger was convicted of two racketeering charges that required the jury to find that he was part of a criminal enterprise responsible for the murders of all the victims, regardless of whether he was the actual killer. “Thus ... family members of the murder victims clearly have a right to be heard at Bulger’s sentencing,” prosecutors wrote. Casper has not yet ruled on the request. Steve Davis, whose 26-year-old sister, Debra, was strangled in 1981, listened as the jury announced a “no finding” in his sister’s death. Davis said he still believes his sister was one of Bulger’s victims because Bulger was found guilty of being part of a criminal enterprise that planned and carried out all 19 killings. “In what way would we not be victims of Bulger?” Davis said. “Everything they did, they did together.” “I don’t think it would be fair if they didn’t let me speak. I have a few things to say. I was a victim of this whole case.” Bulger became one of the nation’s mostwanted fugitives when he fled Boston in 1994 ahead of an indictment. While he was on the run, court hearings revealed that Bulger was also an FBI informant who provided information on the rival New England Mafia and other crime groups. Bulger was captured in 2011 in Santa Monica, Calif., where he had been living with his longtime girlfriend, Catherine Greig. When Greig was sentenced in 2012 to eight years in prison for helping Bulger while he was a fugitive, a judge allowed several relatives of people allegedly killed by Bulger to make statements. A federal appeals court later upheld that ruling, finding that a sentencing judge has the right to conduct a “broad inquiry” when deciding an appropriate sentence.

CHURCHES FROM PAGE 3 they believed in God but had no ties with organized religion and people who consider themselves “spiritual” but not “religious.” Sunday Assembly — whose motto is Live Better, Help Often, Wonder More — taps into that universe of people who left their faith but now miss the community church provided, said Phil Zuckerman, a professor of secular studies at Pitzer College in Claremont. It also plays into a feeling among some atheists that they should make themselves more visible. For example, last December, an atheist in Santa Monica created an uproar — and triggered a lawsuit — when he set up a godless display amid Christian nativity scenes that were part of a beloved, decadesold tradition. “In the U.S., there’s a little bit of a feeling that if you’re not religious, you’re not patriotic. I think a lot of secular people say, ‘Hey, wait a minute. We are charitable, we are good people, we’re good parents and we are just as good citizens as you and we’re going to start a church to prove it,” said Zuckerman. “It’s still a minority, but there’s enough of them now.” That impulse, however, has raised the ire of those who have spent years pushing back against the idea that atheism itself is a religion. “The idea that you’re building an entire organization based on what you don’t believe, to me, sounds like an offense against sensibility,” said Michael Luciano, a selfdescribed atheist who was raised Roman Catholic but left when he became disillusioned. “There’s something not OK with appro-

priating all of this religious language, imagery and ritual for atheism,” said Luciano, who blogged about the movement at the site policymic.com. That sentiment didn’t seem to detract from the excitement Sunday at the inaugural meeting in Los Angeles. Hundreds of atheists and atheist-curious packed into a Hollywood auditorium for a boisterous service filled with live music, moments of reflection, an “inspirational talk” about forgotten — but important — inventors and scientists and some stand-up comedy. During the service, attendees stomped their feet, clapped their hands and cheered as Jones and Evans led the group through rousing renditions of “Lean on Me,” “Here Comes the Sun” and other hits that took the place of gospel songs. Congregants dissolved into laughter at a get-to-know-you game that involved clapping and slapping the hands of the person next to them and applauded as members of the audience spoke about community service projects they had started in Los Angeles. At the end, volunteers passed cardboard boxes for donations as attendees mingled over coffee and pastries and children played on the floor. For atheist Elijah Senn, the morning was perfect. “I think the image that we have put forward in a lot of ways has been a scary, mean, we want to tear down the walls, we want to do destructive things kind of image is what a lot of people have of us,” he said. “I’m really excited to be able to come together and show that it’s not about destruction. It’s about making things and making things better.”

ment of the Tahoe-Pyramid Bikeway west of Reno means cycling enthusiasts are about two-thirds of the way to completing the dream that began 10 years ago to follow the Truckee River more than 100 miles from Lake Tahoe to its terminus at Pyramid Lake. Recent construction of a replacement suspension bridge at Fleish Dam just across the Nevada line into California added 3.5 miles to the bike trail and pushed the completion mark to 65 percent in terms of total combined segments. Organizers hope that as early as another 10 years from now the riverside trail will stretch the entire 116 miles from the Truckee’s mouth at Tahoe City, down the Truckee Canyon along Interstate 80 through Reno and finally to the high desert lake on the Pyramid Lake Paiute Tribe reservation near Nixon, Nev. “It always takes longer to build a trail than you think, but we think the progress has been terrific,” said Janet Phillips, president of the nonprofit, all-volunteer TahoePyramid Bikeway. Phillips spent a year investigating route feasibility at ground level before going public with the concept in November 2003. “At the time it was just a vision, but there was a really strong favorable response from Tahoe to Pyramid Lake,” she said told the Sierra Sun. By year’s end, the project had more than 200 supporters and $30,000 in cash, according to the bikeway. The first completed route section — an off-highway bicycle route between Reno and Verdi — opened in May 2005. Finished segments now include stretches from Tahoe
City to Truckee, Verdi to Sparks, Mustang Ranch to Clark and Wadsworth to Pyramid. The trail is paved in urban areas and dirt in rural areas — a characteristic that regulars find appealing.
“It’s rustic,” said Chris Askin, a TahoePyramid Bikeway advisory member. Over the past decade, the organization has spent about $500,000 on the trail, not including partnership contributions, Phillips said. Funding sources have included federal and state grants, private donations and in-kind service donations. “I think it’s one of the unique programs in the country in which you can find people of various skills, whether you’re an architect, an engineer, a trail builder or a fundraiser, and you can get a trail built two-thirds of the way through in 10 years,” said Jim Kidder, a bikeway board member. The U.S. Federal Highway Administration honored the trail with an award earlier this year for Environmental Excellence in Nonmotorized and Multimodal Transportation. Last year, it was named the Best Long Distance Trail by the Coalition for Recreational Trails. The next planned section is the five miles from the Fleish Bridge to Floriston, Phillips said. It will be funded by a $356,000 federal grant through the Recreational Trails Program. Construction is expected in fall 2014, with completion in 2015. Remaining segments on the drawing board would connect Boca to Floriston, Sparks to Mustang and Clark to Wadsworth. Phillips said completing the route within 10 years depends on the availability of funding and in some cases approval from landowners. “There are many factors outside our control,” she said.
