Long time coming for SM Pier bridge plans BY DAVID MARK SIMPSON Daily Press Staff Writer

CITY HALL Remember the new Santa Monica Pier bridge that’s been in the works for 15 years? Well it’s still in the works. City Council will select a design or two to

pass on to the environmental study phase at Tuesday’s meeting. City Hall floated the idea of improving the current bridge, which was built in 1939, back in the late ‘90s. In 2006, city officials circled a proposal to rehabilitate the current bridge but Caltrans said it wouldn’t be eligi-

ble for federal funding. Traffic on the bridge is a problem, city officials said. About 3,667 people cross the bridge on busy weekends, according to the 2006 proposal. Traffic is expected to get worse with the coming Expo Light Rail Line, they added.

Prison inmates learn tech sector from Silicon Valley professionals MARTHA MENDOZA AP National Writer

SAN QUENTIN, Calif. The budding entrepreneurs wear blue sweat pants labeled “prisoner” and huge, flapping blue shirts. Their doors are triple locked, and lunch is a stale peanut butter and jelly sandwich. Complicating matters, participants in this growing Silicon Valley startup incubator are

barred from the Internet. Nonetheless, the program, launched by successful tech entrepreneurs for inmates north of San Francisco in the decaying San Quentin State Prison, has expanded, and a new session began this month in the gritty, downtown Los Angeles Twin Towers Correctional Facility. The reason they’re growing is simple: Graduates, now trickling out of the penal

system, are landing real jobs at real dotcoms. The rigorous, six-month training teaches carefully selected inmates the ins and outs of designing and launching technology firms, using local experts as volunteer instructors. “We believe that when incarcerated people are released into the world, they need the tools to function in today’s high-tech, wired world,” says co-founder Beverly Parenti, who

with her husband, Chris Redlitz, has launched thriving companies, including AdAuction, the first online media exchange. The pair were Silicon Valley pioneers in the 1990s, and they tap their many high-level connections to help with the prison program they started the program after Redlitz was invited into San Quentin in 2011 for a SEE TECH PAGE 8

NEW YORK Moviegoers satiated their appetite for the “Hunger Games” franchise by making the sequel “Catching Fire” one of the year’s biggest hits. “The Hunger Games: Catching Fire” opened with $161.1 million at the domestic weekend box office, according to studio estimates Sunday. It became the biggest November debut ever, as well as Lionsgate’s most lucrative opening. The result fell short of some expectations

and failed to dethrone the year’s biggest boxoffice opening, “Iron Man 3” with $174 million. But the film opened massively worldwide, taking in a total of $307.7 million. The marketplace largely ceded the weekend to “Catching Fire.” The only other new wide release was Disney’s Vince Vaughn comedy “Delivery Man,” which sputtered to an $8.2 million opening. The budget nearly doubled from the original and Francis Lawrence took over directing duties from Gary Ross. “Catching Fire” received better reviews and drew a broader audience. “When the first film was released, there was this idea that it was going to appeal largely to young girls,” said Paul Dergarabedian, senior media analyst for box-office tracker Rentrak. “But over time, it’s skewing back toward male audiences. There’s actually a lot of action, there’s violence in the movie. It’s crossing over to a much broader base.”

The domestic opening for “Catching Fire” is the fourth best ever, following “The Avengers ($207 million), “Iron Man 3” and “Harry Potter and the Deathly Hallows: Part II” ($169 million). Record keeping, though, has become more complicated in recent years at the box office. As the City of Santa Monica’s director of the Community & Cultural Services Department I feel that it is important to address the article in Thursday’s Nov. 21 Daily Press regarding Mt. Olivet Reservoir and Commissioner Phil Brock’s idea for opening up the site to park use (”Scenic park proposed for reservoir,” page 1). The city’s adopted Parks and Recreation Master Plan contains five recreational themes including the theme of reclaiming lost space for possible greater park and recreational use in the community. Mt. Olivet Reservoir is identified among other spaces that could possibly be reclaimed in the future for further public enjoyment. At this time, however, the project is not contained in the city’s 5-year Capital Improvement Program and would need City Council approval to proceed. Should that approval be granted sometime in the future, a full public engagement process would be undertaken with the community to discuss the idea in depth.

Not a fan of a new park Editor:

I can’t believe we are talking about another park (”Scenic park proposed for reservoir,” Nov. 21, page 1). No one in Wilmont, which is surrounded by single family residences. Really? Do people not realize we have one of the greatest parks in the world — Santa Monica Beach? We cannot afford to continue increasing our cost base. Why are we not talking about real problems such as crime and homelessness? I would gladly trade in all the parks and other public spaces if we didn’t have crime. This is a real, quality of life and personal safety issue. Until we get basic services fixed, I hope some of our residents would stop trying to add to our problems.

Creating a park out of an under-utilized reservoir I HAD BREAKFAST A WEEK AGO WITH

Phil Brock, chair of the Santa Monica Parks and Recreation Commission Hanging out with Mr. Brock is always an interesting experience. He’s full of good ideas about how Santa Monica could provide a much better quality of life for residents and visitors alike. He likes to bounce ideas off people, which is always a smart way to gauge whether they’re worth pursuing, need some tweaking or is just worthless. We had a spirited debate about the new ordinance governing professional trainers in our parks and exchanged predictions about who will run for City Council next year. Then he asked, “What do you think about a passive park on top of Berkeley Hill at the Mt. Olivet Reservoir?” “Are you kidding,” I asked. “It’s a great idea and long overdue.” The Mt. Olivet Reservoir is a giant, subterranean reservoir of city drinking water covered by grass that’s currently fenced off to the public. It’s on top of Berkeley Hill bisected by Franklin Street in the city’s north-east neighborhood. The 1.2-acre site has mostly unimpeded 360 degree views — to the Pacific on the west; the Santa Monica Mountains on the north; Westwood Village, Century City, Hollywood and downtown Los Angeles (on a clear day) eastward, and Mar Vista, Marina del Rey, LAX and Palos Verdes on the south. The area is behind locked gates and chain link fencing for security reasons. Nevertheless, Brock would like to see part of it landscaped and maybe have a few benches installed to make it more accessible to the public. Opening up portions of the site would mean insuring that the reservoir itself and related infrastructure is safe from tampering or misdeeds. Fencing and/or security measures are obviously needed to protect pumping equipment and access to the reservoir itself. We both feel that at least part of the site would be perfect for limited use strictly as a retreat, viewing area or meditation zone. I’ve been on Berkeley Hill many times. The present vacant lot is a tragic waste of space and an unused amenity. Currently, visitors are prevented from fully enjoying one of the Westside’s most stunning views unless they stand in the street. I’ve often wondered why someone hadn’t come forward and said, “Let’s do something with this.” Finally somebody has. An excellent idea it is, too. City Hall should move quickly to make this happen. It’s time to create a quiet, contemplative environment at this spectacular site for thought and reflection. No kiddie playground, no doggie park, no bells and whistles except for greenery, a few benches and maybe a drinking fountain. Street parking is handy in the surrounding residential neighborhood. Security for the reservoir is paramount. It does contain 5-million gallons of drinking water. But, until something specific is pro-

posed, we don’t know whether a park or at least a viewing platform at the reservoir is feasible or what is involved in making the area secure, while at the same time accessible to everyday folks, even if on a limited basis. The cost of any upgrades or security enhancements would be a fraction of the approximately $44 million City Hall squandered on the vastly overblown Tongva Park and Ken Genser Square. This is a great opportunity for a unique, vest-pocket park. Let’s hope it doesn’t get bogged down in a debate over what can and can’t be accomplished. A safe and spectacular Mt. Olivet Park or viewing platform on Berkeley Hill is a priority and a positive community benefit. TYING UP ODDS, ENDS

City Council approved two more new hotels at their Nov. 12 meeting. These developments had been kicking around for many months, but when developer OTO Development, headquartered in Spartanburg, S.C., finally agreed to UNITE Here Local 11 demands regarding union membership, wages and benefits, the deal was finally sealed. The six-story Hampton Inn & Suites will consist of 143 guest rooms, 78,750 square feet of floor area and parking for 108 vehicles in a two-level subterranean garage at 501 Colorado Ave. The companion project is a six-story Courtyard by Marriott with 136 guest rooms, up to another 78,750 square feet of floor area and parking for 108 vehicles in a two-level subterranean garage at 1554 Fifth St., at the same intersection. While there was quibbling among staff and politicians about columns infringing on pedestrian space and the amount of the developer’s contribution to the Colorado Esplanade, the overall appearance of these gateway developments apparently didn’t warrant a second thought. As a result, we’ll have two, six-floor inns at Interstate 10 and the Expo Light Rail entrance to Downtown that look like they’d rather be in Bakersfield. It’s too bad that nobody directly involved insisted on better and more imaginative developments. Because of everyone’s low standards, we’ll have in our midst two more hideous hotels that everyone hates.

Newport Beach considers testing natural gas fire rings THE ASSOCIATED PRESS NEWPORT BEACH, Calif. The Newport Beach City Council will weigh whether to test natural gas-burning fire rings on certain beaches as part of a pilot project with antipollution regulators. The city staff plans to ask the council Tuesday to join the project that would install cleaner-burning gas fire pits while removing some wood-burning rings that some residents have deemed a health nuisance, the Los Angeles Times reported in Sunday’s editions. “I think ... these are going to be really popular,” City Manager Dave Kiff said of the natural gas alternative. Before beachgoers can roast s’mores over gas bonfires, the South Coast Air Quality Management District must give the goahead for contractors to build the prototype propane and natural gas fire rings. The California Coastal Commission also must sign off on the project. If approved, the rollout of the new gas rings would occur in two steps: An initial

trial run would be tested at Balboa Pier before expanding to Corona del Mar. Instead of being placed near wood-burning pits in the sand, the gas rings would be near parking lots. City officials will study how safe the gas rings are and whether they’re easy to maintain during the pilot phase. “This is uncharted territory,” Kiff told the newspaper. The switch to gas fire rings in certain beach spots comes amid concerns over woodburning bonfires. Last summer, some Newport Beach residents sought to ban the pits, saying the smoke drifts over and pollutes their homes. But supporters say the rings are a beach tradition and tourist attraction. During the heated bonfire battle earlier this year, the California Assembly approved a nonbinding resolution supporting the fire rings as a “time-honored” and “important beach attraction.” Orange County supervisors delivered a similar resolution. Under rules approved by the AQMD that go into effect in March, bonfires must be at least 700 feet from homes.

SANTA ANA, Calif. A new report says hundreds of underground leak sites will go unmonitored by the state under a policy change. Since the 1980s, more than 44,000 underground fuel tank leaks have been tallied in California. A change that went into effect last year allows some of these sites to end regulatory monitoring even though trace contamination exists, the Orange County Register reported. The state has defended the policy, saying that there’s no threat to human health because gasoline contaminants will naturally degrade and won’t reach groundwater supplies. State officials also said their focus is on cleaning up the worst underground petroleum storage tank leaks. “There’s a lot of money that is being spent on low-threat sites. The board wants to stop spending money on the low-threat sites so that we can start spending money on the high-threat sites,” Kevin Graves, who heads the cleanup program at the California State Water Resources Control Board, told the newspaper.

Getting to the bottom of things City officials recently admitted that they have no clue as to how a more developerfriendly zoning map was including in the Land Use & Circulation Element in regards to A-lots (“Residents, City Hall propose corrections to planning document,” Nov. 13). That change has already led to one development proposal that currently would not be allowed. So, this week’s Q-Line question asks:

But some scientists and local water agencies have protested the new standard, saying that it allows gas station owners and oil companies to walk away from their responsibilities. The Orange County Water District, which serves about 2 million residents, is among those concerned. The district has a pending lawsuit against more than a dozen gas companies. “When you take away the monitoring wells from these sites, then we really are left with no information to tell where the plumes have moved. Now these sites are being closed with contamination in the groundwater presumably with the thought that they will attenuate by themselves without monitoring and that is certainly a concern to the water district,” said Roy Herndon, chief hydrogeologist at the Orange County Water District. Since 2012, when the new standard went into effect, state and local regulators determined that more than 500 cases won’t have to undergo monitoring or sampling because they were considered “low threat.” Records show another 1,700 cases may also be eligible to go unmonitored, the Register reported.

Hydraulic fracturing (known as “fracking”) is a method of causing fissures in underground shale rock formations to facilitate the extraction of otherwise inaccessible natural gas and oil. In a typical fracking operation, drillers inject a mixture of pressurized water and chemicals underground to fracture the rock and free up the gas and oil. Not widely employed in the U.S. until less than a decade ago, fracking has quickly become a major player in the U.S. energy scene. The resulting influx of cheap domestic natural gas-cleaner burning than the oil and coal it has replaced-is at least partly responsible for the fact that the U.S. has reduced its greenhouse gas emissions to the lowest levels since 1992. Fracking has been good for oil companies, the economy and even our carbon footprint, but it doesn't come without environmental cost. A typical fracking operation pumps some five million gallons of water and chemicals underground to break up the shale. About half the water is removed during the oil and gas recovery process, leaving the other half underground where it can contaminate aquifers and degrade soils. Enterprising petroleum engineers have been hard at work trying to find ways to frack without water. One promising alternative involves using carbon dioxide (CO2) to break up the underground shale instead of water. “Fracking with carbon dioxide has a number of potential advantages,” reports Kevin Bullis in the MIT Technology Review. “Not only would it eliminate the need for millions of gallons of water per well, it would also eliminate the large amounts of wastewater produced in the process.” He adds that CO2 may also yield more natural gas and oil than water, given the dynamics of how it works underground. Also, CO2 used in fracking can be recovered and used repeatedly. And once a well is done producing, it can be sealed up, sequestering the CO2 underground where it can't add to global warming. Researchers at the University of Virginia estimate that fracked sections of the Marcellus shale in the eastern U.S. could store over half of all U.S. CO2 emissions from power plants and other stationary sources over the next 20 years, with other shale formations providing significant additional storage. Right now CO2-based fracking is uncommon, given the abundance of water in our biggest fracking regions and the logistical challenges in transporting a compressible

gas to well sites safely and cheaply. But as fracking expands into politically charged areas, or arid regions where water is scarce, waterless fracking could become more common. Already, nearly half of the fracked wells drilled across the U.S. in 2011-2012 are in water-stressed areas, according to the sustainability-oriented non-profit, CERES. And a recent study from the consulting firm Wood Mackenzie concluded that many of the countries with the greatest promise for developing shale oil and gas through fracking suffer from water shortages. Bullis says that one of the largest shale gas resources in the world is in China underneath 115,000 square miles of desert. “Piping in water would strain already tight supplies,” he says, but adds that China's major use of coal-fired power plants means the country has plenty of CO2 it could be capturing and using. Iowans concerned about ethanol’s lost political clout THOMAS BEAUMONT Associated Press

ALTOONA, Iowa For decades, presidential candidates’ chances in Iowa were wounded if not doomed unless they backed federal support for ethanol, a boon to the state’s corngrowing economy. That rule of politics collapsed resoundingly in the 2012 campaign when five of the six top Republican candidates said it was time for such intervention in the private market to end. Now, Iowa’s senior political leaders are pondering how to shore up political support for the corn-based fuel at a time when its economic and environmental benefits are under attack . The latest blow came this month, when the Obama administration proposed cutting the required amount of ethanol in the nation’s fuel supply for the first time since Congress established a standard in 2007. The state’s leading Republicans and Democrats hope they can still use Iowa’s political importance as a swing-voting state and as the site of the first presidential nominating contest to get candidates to support keeping the requirement, or at least part of it, in place. But the case has become a tough sell for Republicans as the party has moved to the right and become increasingly hostile to government programs and directives. Even among Democrats, concern has grown about ethanol’s role in rising food prices and in cultivation of land that had been used for conservation. The recent boom in domestic oil production has also made ethanol less prized as a U.S.-produced fuel that limits dependence on foreign oil. The grain alcohol burns cleaner than gasoline but produces less energy. “I think there are some that feel it’s potentially safer now to be lukewarm at least, or not supportive of it,” said Iowa’s Secretary of Agriculture Bill Northey, a Republican. “I think it’s yet to be seen if that’s a smart political position.” U.S. Sen. Charles Grassley of Iowa said he hopes to thwart the administration’s proposal in Congress if it survives the 60-day comment period. Meanwhile, Republican Gov. Terry Branstad planned to press his fellow GOP governors, especially those with possible presidential aspirations, to be mindful of the ethanol industry’s economic importance. He met with New Jersey Gov. Chris Christie at a governors’ association meeting in Arizona this week. On Tuesday, Branstad launched a Website for people to leave comments for the EPA. For politicians eying the White House, “Whoever comes here better understand the importance of renewable fuels, or they are going to have hell to pay in rural Iowa,” Branstad said in a recent interview. The federal government began actively supporting ethanol, which is made by fermenting and distilling corn, about 40 years ago when petroleum prices spiked and antiair pollution efforts were ramping up. Refineries initially were given a tax credit to produce the grain alcohol and Congress later

required oil companies to blend it in their gasoline. In Iowa, the nation’s leading corn producer, about 45 percent of its crop went into ethanol last year. The state has 42 ethanol plants that produced 3.8 billion gallons. Branstad said cutting the federal requirement would lower corn prices that have already fallen this year because of an unexpectedly robust harvest. “They’re making a huge mistake,” Branstad said at the governors conference this week. “And they’re going to drive corn below the cost of production.” Democratic U.S. Rep. Dave Loebsack of Iowa City said a loss of federal support would be “a devastating decision for Iowa’s farmers, rural communities and economy.” If the federal mandate was reduced or ended, ethanol producers would rely on the handful of states with their own ethanol fuel standards, and on exports which accounted for about 1 billion gallons last year. The proposed change would likely hurt smaller producers more than powerhouses like Archer Daniels Midland and Cargill. Ethanol supporters insist the federal requirement is still justified even though the U.S. reliance on foreign oil is dropping, and for the first time in two decades, the U.S. produces more crude oil than it imports. “We use 10-percent of ethanol in the gasoline in our cars. Do you want to import another 10 percent of oil” Grassley told the AP. “No, you don’t.” While oil companies are pushing to escape the ethanol mandate, environmental groups are growing concerned about the impact of increased corn production. Farmers planted 15 million more acres of corn last year than a decade ago, according to an Associated Press analysis, taking land out of conservation use and applying more pesticides and herbicides. Years ago, “there was a strong argument for encouraging the use of available resources like corn, for ethanol. Those days have passed,” Democratic Sen. Patrick Leahy of Vermont said in a statement. In a sign of ethanol’s eroding political support, the winner of the 2012 Iowa caucuses, Rick Santorum, called during his campaign for phasing out the federal mandate. The prospects for support in the possible 2016 presidential field are uncertain. About a week ago, Branstad brought up ethanol support privately with 2012 vice presidential nominee Paul Ryan before the Wisconsin representative headlined a Branstad campaign fundraiser. Ryan declined to comment publicly on the EPA’s ethanol proposal. A spokeswoman for Christie also declined to comment on Christie’s position. Among possible Democratic candidates, neither Clinton nor Vice President Joe Biden has commented publicly about the issue recently. Some question whether the economic impact on Iowa would be as dire as its political leaders suggest. Only about 2,000 people work full time in the industry nationwide, said Iowa State University economist Dave Swenson, adding, “Worldwide demand for corn is still very strong.”

Tomorrow, city officials will present four designs, two of which they are recommending for environmental study. The first widens the bridge by 70 percent to 58 feet, allowing cars and pedestrians more room. The second recommended design replaces the current bridge with a similar bridge meant only for bikes, pedestrians, and limited delivery or emergency vehicles. It includes a second bridge at Moss Avenue for vehicles. The public and the Pier Control Board favored this design at previous presentations, city officials said. This design would cause traffic impacts at Moss Avenue, but improves flow at the Ocean Avenue and Colorado Boulevard intersection. City officials are also asking for an additional $400,000 to complete the environmental review, bringing the total spent on the design process to $1.25 million. Once the project is complete, city officials said, the Federal Highway Administration will reimburse that cash. The final design is expected to be complete by fall of 2016. Construction will take 12 to 18 months. FOOD TRUCKS

Council could approve the inclusion of permits for off-street food trucks on Main Street in the Zoning Ordinance. In 2010, the California Heritage Museum began hosting City Hall-approved food truck events on Tuesday nights. The weekly event, which draws 400 to 500 people, raises funds for the museum.

Last year, council approved a survey of anyone impacted by the food truck events. Almost 60 percent of food truck patrons surveyed were Santa Monica residents. About half the businesses on Main Street reported a change in sales and 28 percent of restaurants reported a decrease in sales. About 44 percent of restaurants felt that the food trucks were in direct competition with them. City officials noted that taxable sales on Main Street have increased 16 percent in the time since the food trucks were introduced. The findings, they said, suggest that the food truck events have no significant negative impact on Main Street businesses. Therefore, planning officials are recommending that council allow the authorization of three-year permits to food truck venues on Main Street. Food trucks would be allowed to operate one night a week, Monday, Tuesday or Wednesday, from 5 p.m. to 10 p.m. TAX COLLECTION

Council will vote on an ordinance that would allow the Finance Director to publish the names of companies with outstanding taxes, and to waive taxes and debts deemed uncollectable. Three circumstances allow a debt to be deemed uncollectable: The debtor must be dead or impossible to locate; the business must be dissolved or liquidated; the cost of further collection efforts must exceed the recovery amount. A company can be added to the public delinquency list if they have outstanding debts of $5,000 or more.
