Parks and Recreation
The Isle of Wight County Department of Parks and Recreation offers leisure service opportunities to the residents of the county. These opportunities range from an unsupervised experience at any of the county park facilities to participation in the many classes that are offered at several sites located throughout the county. In addition, this department is involved with many of the special events that are held in the county. In particular is the Isle of Wight County Fair held at Heritage Park on U.S. 258 near Windsor.
Facilities operated by the department are Carrollton Nike Park, Fort Boykin, Camptown Park and Otelia Rainey Community Center, Riverview Park and Robinson Park and the Jones Creek and Tyler’s Beach boat ramps. A skate park facility for in-line skaters and skateboarders is now offered at Carrollton Nike Park.
Department of Emergency Management
The Department of Emergency Management's focus is to assure that the fire and rescue needs of the county are being met. The department acts as a liaison between the Board of Supervisors and the volunteer fire and rescue agencies that serve the county. Also, this department oversees the part-time paid personnel who have been placed in the various fire and rescue agencies to assist in meeting the staffing goals. Other duties include improving emergency preparedness and working with the Department of Social Services regarding emergency sheltering. Also, the department assists various volunteer citizen committees and participates in regional emergency preparedness organizations.
Information Technology
The Department of Information Technology is charged with ensuring that the county gets the full benefits of each technological investment. The department handles maintenance and use of county information databases, the Geographic Information System and the county website, www.co.isle-of-wight. va.us.
Human Resources
The Human Resources Department assists county departments in attracting, retaining and motivating qualified employees. Human Resources is responsible for administering compensation programs, developing staff training, coordination of Equal Employment Opportunity and Affirmative Action programs, compliance with the Americans with Disabilities Act, employee recruitment and performance assessment.
Social Services
The Department of Social Services in Isle of Wight administers a wide range of benefit and service-orientated programs to county residents in need. Benefit programs are based on the income and resources of the applicant. The programs are funded and supported by federal, state and local authorities.
Social Services also offers serviceoriented programs including foster care, adoption, court liaison services, adult protective services, services to adults with impaired health or physical disabilities, employment services for Temporary Assistance to Needy Families (TANF) recipients and child protective services.
Social Services reports to the commissioner of the Virginia Department of Social Services and the local administrative board. The department maintains confidential records pertaining to assistance and services provided. Annual budgets are submitted to the Isle of Wight Board of Supervisors, following approval of the Social Services Board.
Social Services also accepts and expends, on behalf of or for the benefit of any child or children committed or entrusted to the department's care, funds or money paid for the support of the child.
Benefit Programs:
There is a wide range of benefit programs available to county residents, and applications can be done online using the Virginia Customer Portal at https:// commonhelp.virginia.gov/access.
Temporary Assistance to Needy Families (TANF) - TANF provides temporary assistance and employmentrelated services to enable families with children to become self-supporting. Financial assistance is also available to relatives determined responsible for children who have been deprived of parental support.
Aid to Dependent Children-Foster Care (ADC-FC) - Financial aid is available for children eligible for AFDC who have been removed from their homes and placed in the custody of a local social service board.
General Relief (GR) -This state and local program provides limited financial assistance. General Relief currently only provides aid for children living with non-relatives. General Relief has a limited amount of funds available and when the funds are exhausted, no additional benefits can be paid.
Auxiliary Grants ProgramFinancial assistance may be available for certain persons with needs, blindness, and/or disabilities, in homes for adults whose income is insufficient to cover the cost of their care.
Medicaid - Provides payment for the medical care and treatment for incomeeligible family members and aged adults or those with verified disabilities.
Supplementary Nutritional Assistance Program (SNAP, formerly called food stamps) - This program provides a debit card that can be used like cash to purchase allowable foods at participating stores.
Energy Assistance ProgramsIncome-eligible households receive federal assistance with their home’s heating and cooling bills.
Services Programs:
In addition to payment programs, Social Services Department offers a wide variety of programs to meet other needs. Many of these are available to residents regardless of income.
Child Care Subsidy Program - pro- vides financial assistance to eligible families to help pay for the cost of childcare so they can work or attend education/training programs. Interested individuals can access the childcare site at https://childcareassist.dss.virginia. gov/access to see if they are potentially eligible and fill out and file an application online.
Intake Services - responds to crises that threaten the welfare, health or safety of individuals.
Family Services - promotes and supports the development of healthy families and protects Virginia's children and adults from abuse and neglect. It provides individuals and families with programs designed to prevent family violence, child neglect and family breakdown, including removal of the child or children and other crises. Services offered include referral or assistance with parenting aid and education, budgeting, assessment, case management and other activities to support families. Services may also include assistance with independent adoptions in the form of home studies as resources allow and may include other court related services.
Child Protective Services - prioritizes and investigates or assesses valid complaint referrals of child abuse and neglect of children under the age of 18. It includes an immediate response when required on a 24-hour basis to reported allegations. Information is documented and casework includes assessment of immediate safety needs, service planning and, if needed, ongoing services. These services may also include emergency shelter for the family and/ or child, emergency medical care, legal proceedings, assistance with basic family skills, parent education, respite care
BENEFITS continued from page 9 and other activities designed to protect the child or children and strengthen family functioning. Family Partnership meetings and referrals to the Isle of Wight Family Assessment and Planning Team are also part of the varying levels of services.
Adult Services - provides persons with impairments 18 years and older and adults aged 60 years and older with services to maximize self-sufficiency; to prevent abuse, neglect and exploitation; and to prevent, delay and/or reduce inappropriate placement. Services are also directed toward the family of that person. Adult services may include assessment and casework, assistance with home-based companion care or out-of-home placement services, and information and referrals for adult day care, nutritional services, guardianship proceedings and other services to aid the adult in remaining in their home.
Adult Protective Services - investigates complaints and reports of adult abuse, neglect and exploitation of adults with disabilities 18 years or older and adults 60 years or older. This service includes the provision of assessment and casework in an attempt to stabilize the situation; prevent abuse, neglect and exploitation; and protect the disabled and elderly population. The number to call to report adult abuse, neglect or exploitation outside of normal working hours is 1-888-832-3858 for the state hotline.
Employment Services - are provided to recipients of some assistance benefits programs on a mandatory basis to assist in regaining or securing employment. Services may include social casework and group work, job readiness, instruction, job search, work experience and supportive services such as childcare subsidy, transportation assistance, medical/dental care subsidy/referral and other activities necessary to reduce or eliminate roadblocks to successful employment.

The Isle of Wight County Electoral Board is comprised of a three-member panel appointed by the judges of the Circuit Court, and is responsible for all elections that are held.
The members of the Electoral Board serve staggered terms of three years, each term commencing on March 1 an animal shelter near the Public Works compound on Poor House Road off Route 258. Cats and dogs are available for adoption from the shelter. The adoption fees for animals are as follows: Dogs and puppies are $90, cats and kittens are $75, and all other companion animals are $25 unless otherwise noted. Adopted animals must be neutered or spayed in accordance with state law. and expiring the last day of February three years hence. The board is made of two members of the political party of the governor in office at the time the appointment is made.
Isle of Wight is one of only a few localities in Virginia where both dogs and cats must be licensed. Rabies certificates must be shown in order to purchase licenses.

Normally, two elections are held each year — a primary in June and a General Election in November. In a presidential election year there are four elections — the Presidential primary in March, the Smithfield town election in May, a primary in June, and the Presidential election in November.

Isle of Wight County Schools
Isle of Wight County Schools dedicates its efforts to create a learning environment that will enable every child to discover his or her unique gifts and talents.
Isle of Wight County has two high schools, Smithfield High and Windsor High, which are located about 20 miles apart and serve county students in grades 9-12. Smithfield Middle School (grades 7-8), adjacent to Smithfield High, and Georgie D. Tyler Middle School (grades 6-8), several blocks away from Windsor High, serve the county’s middle school population. Carrsville Elementary School and Windsor Elementary School, in the southern portion of Isle of Wight, enroll students in grades K-5. Carrollton Elementary and Hardy Elementary, in the northern end of the county, house grades K-3 and K-4 respectively. Westside Elementary, in the town of Smithfield, serves students in grades 4-6.
Registration and Enrollment
A child must be 5 years old on or before Sept. 30 of the current school year in order to enter kindergarten. Students are assigned to schools based on their parents’ or legal guardians’ home address. Children new to IWCS must register online at: https://www. iwcs.k12.va.us/apps/pages/enrollment. The following documentation must be provided to the zoned school in order to complete the registration process: birth certificate, immunization record, physical examination record, proof of Isle of Wight County residence. Legal guardians must also provide proof of guardianship.

If schools are closed or on a delayed opening due to inclement weather, students and parents will be notified by the following methods: Connect 5 (notification to parent’s choice of home phone, cell phone or email), the division website, and TV stations. The School Board is composed of five members who are elected, by voting district, to four-year terms. The board members are responsible for enacting policies and approving annual budgets, major expenditures, and staff contracts. The School Board also appoints a student liaison representative, alternating between Smithfield High and Windsor high schools.
