The state of Maine launched a new Web-based Medicaid claims system in January of 2005. Unfortunately, the new system was rejecting thousands of claims over several months.
These unresolved rejected Medicaid claims caused financial harm to providers who provided care to Medicaid patients and caused these low-income patients to be turned away from these providers due to prior unpaid claims.
It appears that the CNSI, the contractor that developed the system, and the Information Technology (IT) Department at the state of Maine’s Department of Human Services (DHS) overlooked part of the build step and all of the test step in the life cycle process before launching it[ CITATION All06 \l 1033 ][ CITATION Chr202 \l 1033 ].
Several things could have been handled differently by DHS. First, they should have hired
