In 2020, County Executive Danielle Hornberger was elected to lead the Executive Branch of Cecil County Government and is responsible for developing the county budget and for delivering a wide range of important public services. These services include fixing roads and bridges, providing resources to senior citizens, managing the county’s parks and recreation system, and overseeing emergency services, animal services, land use and preservation, economic development, and tourism—just to name a few.

ale and Joanna Crouch are both competitive drag racers who met at Cecil County Dragway back in 2009, marrying in 2012 just after opening our first store. Dale races a dragster and Joanna races a 1968 Camaro. Crouch Automotive of Cecil County offers automotive service and repair, foreign and domestic and trucks up to F-550. We started out by renting a small, dilapidated two-bay automotive shop on Route 1 in Rising Sun in February 2012. The two of us worked to enhance the appearance of the shop and office and worked the desk and bays until we had enough business to start hiring staff. By July, we had a great clientele and were in talks to purchase the building and land. Once purchased, we added
two service bays and refaced the entire building. In 2014, there was such a demand for our services, the cars were piling up and lining the highway. We either had to reduce what we took in or look for a larger facility. We purchased the former Sturgill’s Chrysler building about 4 miles down the road in 2014. In 2017, Foster’s Auto Service in North East approached us with his desire to retire. In March of 2018, we completed the purchase of that store. By 2019, we completed renovations of the building inside and out. Our caring and friendly staff as well as keeping our facilities and our customer’s vehicles clean sets us apart. We have the staff and bays necessary to get vehicles in and out quickly.

FAITH FITNESS UNITED
F
aith Fitness United offers weight loss and fitness programs that are made to an individual’s specific weight, gender and age to achieve all your fitness goals. They are 12-week programs that are currently offered as digital packages. I was born in Philly and was active as a youth in school which kept me physically fit. After high school, being significantly less active, I became extremely overweight, looked terrible and felt worse. Working out and dieting on my own did not help. As a result, I became depressed. Since it was clear I needed help, I decided to hire a personal trainer. This decision was one of the best of my life. I learned what a difference proper nutrition and training could make, losing over 100 pounds in eight months. This

is where my passion for bodybuilding and learning more about proper nutrition was born. Over the years with my programs, we have been able to transform hundreds of clients, proving these plans work. I absolutely love what I do, there is nothing more rewarding than watching a person transform their body and feel great. I truly identify with my clients, having been in their position myself. Helping someone to build or rebuild their self-confidence and self-esteem through their accomplishments is absolutely the most rewarding aspect of my job. Our slogan is Believe to Achieve. This has a dual meaning for us. We are Christian-based, and we believe that putting your faith in God will help you to accomplish any of your goals in life.

CONCERTED CARE GROUP
A
t Concerted Care Group, our mission is to treat those whose lives have been impacted by substance use and mental health disorders. We do this by providing compassionate and evidence based treatment, aimed at improving the quality of life for those we serve. Our core Values are knowledge, outcomes driven, excellence, teamwork, accountability, curiosity, innovation, be brave, health and wellness. Providing comprehensive treatment is important to us. Providing access to treatment is also very important to us, and this is why our new Elkton location has a van that does pickups in the community to help those in need get care more easily Concerted Care Group strives to truly be different. Not only do we offer an array of behavioral health services, but part of our model is to make treatment as accessible as possible. At our Elkton location, we have pick-up locations in Cecil County that bring daily access for people who are in need of addiction and mental health services. Our official grand opening occurred on Jan. 10 from noon until 3 p.m. As part of the grand opening, attendees enjoyed a food truck, activities for kids, a photo booth, facility tours, music, a raffle and a ribbon-cutting. Concerted Care Group was established with the intention of providing a different type of behavioral
health treatment. Concerted Care Group is different because we work to treat the whole person and not just their addiction. Our Elkton location is our fourth and newest location, but we are expanding to a variety of other locations and will soon have nine Concerted Care Groups that will all provide Integrated Behavioral Health Services for those who battle addiction and mental health issues. Concerted Care Group offers integrated behavioral health services including addiction treatment, medication assisted treatment such as methadone and suboxone, an intensive outpatient program, mental health counseling, psychiatric medication management, psychiatric rehabilitation program, peer recovery service and transportation assistance. A variety of things set us apart from our competitors. We provide integrated behavioral health services, and our approach treats the whole person. Traditional medication assisted treatment programs typically provide medication and individual counseling, but we believe that a more comprehensive approach is needed, because this is what the research says. Concerted Care Group is different from our competitors because we do whatever we can to provide care and access to those who need help.

NATURE’S CARE AND WELLNESS GROUNDED COFFEE CO.

ature’s Care and Wellness opened in January 2018, and Grounded Coffee Co. opened in July 2023. Nature’s Care and Wellness was formed in 2014 and then applied for a medical cannabis license for Harford/Cecil County. The license was then awarded in December of 2016. Out of 800 potential applicants 100 were chosen, which included Nature’s Care and Wellness, known as NCW . For years, the principles of Nature’s Care and Wellness have committed themselves to study and understand the medical cannabis industry and the many benefits that medical cannabis can provide its patients. The main mission of CFO,Robert Windsor, was to fight the overwhelming opioid epidemic in Harford and Cecil County by assisting patients to gradually introduce cannabis for pain management, healing and wellness. We have been providing that accumulated knowledge to our recreational users since July 1,2023. Grounded has been redefining flavor with our awardwinning in-house roast coffee. This concept was created with a combined effort amongst Robert Windsor, Chris Mullins, Ryan Del Gallo and Zack Trabbold. Windsor’s vision included a comfortable lounge space for patrons to enjoy fresh coffee, donuts, and homemade breakfast sandwiches. This is also beneficial to guests of NCW to grab a cup of coffee while waiting on their notification to visit a budtender. In the near future, partner Zack Trabbold (best new chef of Maryland by Baltimore Magazine) plans to implement a lunch menu focusing on elevating the lunch experience with locally derived tastes. Both businesses pride themselves on having top of the line customer service while providing our customers with exclusive knowledge in what we do and how we do it. The customer service and overall
experience sets us apart from our competitors from the tasteful aesthetic to the personable interactions, we are small business owners and we are locally sourced. Robert (Bobby) Windsor, CFO of Nature’s Care and Wellness, grew up in Hamilton in Baltimore City and was raised by a single mother. He went to North Carroll High School and played semi-professional soccer for the Maryland Majors (Division I). Bobby is a self-made entrepreneur who began his career in the mortgage industry. He is an Army veteran who served as a medic in his 20s. Bobby is married to a former Pro Bowl/Super Bowl Baltimore Ravens cheerleader, Angel Windsor. Angel, the Nature’s Care and Wellness “CannaQueen”, is a stepmother to Bradlee Windsor, age 8. She also assists Bobby in whatever is needed at the multiple operations. Bobby is also supported by Natalie Conley, director of business development and operations manager. Natalie has been employed by the couple since 2020 and is extremely versed on the standard of customer service expected along with appreciation and care for all employees. Finally, Philip Palmere, Bobby’s father-in-law is Nature’s Care and Wellness general manager and former chief of police in Annapolis (Maryland Capitol Police). Philip has the law enforcement expertise, customer service values and love for the locally family owned business. Bobby comes up with his own exclusive design and brings a new age feel to all his businesses. The esthetic design at NCW with 12 registers makes it easy for guests to make a purchase quickly and efficiently with minimal wait times. Cecil County Faces. We see them every day. Family, friends, neighbors, storekeepers and workers. The nice part of living in a small town like Elkton and the other small towns in Cecil County is that those faces are not nameless. They are part of the fabric of the community that we treasure. Living in a small town you develop relationships with others in town, relationships that are not possible in larger cities. And relationships that are definitely not possible if you shop online. The faces you read about here are your neighbors. When you spend money with them, you are investing in your community. In this publication, “Faces of Cecil County,” we want to introduce you to the faces that make our community so special. You may already know some of them, but the articles with each introduces you to their dreams as small businesses and the services they provide. This is our inaugural issue of the publication, but we hope to make it an annual part of the Cecil Whig, introducing our readers to people in the community they may not know or telling them more about the people they do business with on a regular basis. I invite you to read each of these profiles and visit the businesses. As I read through each, I was struck by the passion of the people profiled, passion for their business and passion for their community. When you stop by the business, be sure to tell them that you saw their stories in “Faces of Cecil County.” My guess is that they will have more to tell you about themselves and their business.
