From the President of the Board Congratulations to the Class of 2015! Over the past year, you were exposed to many of our region’s challenges and opportunities. You experienced them firsthand, interacted with decision makers, and listened to those who have been struggling to make it through their darkest days. You identified the most pressing issues then developed a plan to engage on them. And that plan will serve as the foundation for action for every class that follows. Most importantly, you became a class, forming bonds that will last long into the future. You truly are the leaders of our communities. And through your bonds, you will continue to come together to make meaningful impacts for our generation and many that follow. From the Executive Director Greetings! On behalf of the 2014-2015 Leadership Southern Maryland Board of Directors, I am pleased to present the 2015 edition of the Leadership Southern Maryland Yearbook and Directory. This publication is designed to share information about LSM, its programming, alumni, sponsors, donors, supporters, as well as a celebration of the experiences of the Class of 2015. We are thrilled to announce that the idea of LSM was conceived nearly 10 years ago and graduated our 7th class from the LSM Executive Program. The alumni are nearly 250 strong in the region. These folks have shared experiences learning about the Southern Maryland region and represent a diversity of profession, ethnicity, age, experiences, and passion. LSM alumni are reaching out into and improving our community by practicing the mission, vision, and purpose of LSM. We congratulate the Class of 2015 and the Heritage Award winners, Noel Cervino, chief executive officer and president, Univ. of Md. Charles Regional Medical Center; Christine R.Wray, president, MedStar St. Mary’s Hospital and MedStar Southern Maryland Hospital Center and senior vice president, MedStar Health; James J. Legacy Fund

In order to ensure the continuation of the impact of the Leadership Southern Maryland experience, the LSM 2010 graduating class created the LSM Legacy Fund. The fund provides resources to finance action on opportunities and challenges discovered through the LSM program. The name describes the purpose of the fund – leaving a legacy of excellence and leadership within the Southern Maryland region. The LSM Legacy Fund provides a way for LSM to have a direct impact on meeting regional needs. The Class of 2010’s desire to help meet the dire needs in the region exposed through their experience is one of the many examples of the outstanding efforts LSM supports.The LSM Legacy Fund is managed by the Community Foundation of Southern Maryland and the Board of Directors on behalf of the graduates of LSM.

ORIENTATION RETREAT – SEPTEMBER

Program Advocates: Eliot Pfanstiehl, Honorary Founding Member; Helen Mattingly Wernecke, Executive Director; and Rebecca Stevenson Douglas, Administration Manager LSM class members spent two days getting to know each other and learning more about themselves as leaders in the process.The Orientation Retreat set the stage for the LSM program to be a non-attribution and non-partisan environment – designed for dialogue and sharing perspectives in an atmosphere of trust and learning. Our Honorary Founding Member and Facilitator, Eliot Pfanstiehl, Strathmore Foundation CEO, led the class through self-awareness and team building activities. LSM Board Member and Founding Sponsor RADM Charles “Bert” Johnston, USN Retired, shared his experiences in “Dealing with Gray Issues.” Our County Commissioner Presidents from Calvert - Pat Nutter and St. Mary’s County – Jack Russell shared perspectives about their experiences and our region. Our economic speaker, Community Bank of the Chesapeake Executive Chairman, Michael L. Middleton, provided an assessment of the economic outlook – from international, national, state and regional perspectives. At the annual Orientation Welcome Reception hosted by Museum Director Charles “Doug” Alves Jr.‘13 “Under the Lighthouse” at the Calvert Marine Museum, class members met and interfaced with political and business leaders at the local, state and national levels, as well as LSM Alumni, Sponsors, Board and Council members.

ENERGY & ENVIRONMENT – OCTOBER

Program Advocates: Laurell Aiton ’11; Gary McKay ’11; Rhiana Haney ’13; Kristina Moore ’13; and Scott Reeves ‘14

LSM participants toured the Calvert Cliffs Nuclear Power Plant hosted by Kory Raftery ’11 and Tracy Fiore and Dominion’s natural gas facility in Calvert County. Dominion’s Vice President Mike Frederick ’11 shared the impact energy efficient technology has in commercial building applications, focusing on LEED standards applied in local commercial, industrial, and hospitality settings. Elements Eatery and Mixology owner, Rob Plant, Special Advocate, shared his local agricultural and environment knowledge with the class toured and talked with vendors at the Loveville Farmer’s Market. Captain Jack Russell, Special Advocate, discussed the food source from our waterways and gave a demonstration on how to shuck an oyster and the parts of a crab and how to hold a live crab. A panel of experts discussed state and local agriculture and provides an opportunity for questions and discussion with class members.The second day concluded with a reception and dinner for LSM Class members and their guests at the home of Gary and Holly Kellogg ’13.

DEFENSE – NOVEMBER

Program Advocates: CAPT Matthew Scassero, USN Retired and Founding Sponsor; CAPT Donald Bouchard, USN Retired and Class ’10; CAPT David Gleisner USN Retired and Class ’11; COL Michael L’Heureux USMC Retired and Class ’10; Laurell Aiton ’11; Steve Bishop ’14; and Rob Vargo ‘10 LSM participants engaged with Navy and regional defense industry leaders to learn about the military mission, facilities and technical capabilities within our region. Participants gained insight regarding the importance of the partnership between the Navy and our communities and the value of the military, civilian and industry team providing the expertise to meet warfighter requirements. At the same time they learned the value of the partnership in diversifying our regional economy and how much value there is for all in sharing technical acumen and people. Experiences included an overview & walking tour of U. S. Naval Test Pilot School and an informal lunch at River’s Edge with LSM Defense professionals as well as participants in the Engineer & Scientist Development Program. A walking tour of Global Hawk Hangar with an Overview of Unmanned Aircraft Systems and Broad Area Maritime Surveillance programs, and an aircraft test demonstration at the Atlantic Test Range were part of the afternoon activities, as well as briefings on environmental issues, Employer Support of the Guard and Reserve, and a look at the Future of Naval Aviation with a very frank discussion with Admiral Mark Darrah, Commander of the Naval Air Warfare Center Aircraft Division.The day ended with an LSM Alumni Association reception at The Rex, Leonardtown, MD.

PUBLIC SAFETY - JANUARY

Program Advocates: Pamela McKay ‘12; Don Bouchard ‘10; RADM Bert Johnston USN Retired and Founding Sponsor; and Tommy Mattingly Special Advocate LSM participants learned about public safety from the vantage point of first responders in law enforcement including training and intelligence sharing, fire training experience, emergency management and federal support agencies specifically the Maryland National Guard in Southern Maryland. Perspectives included an enhanced awareness of the array of expertise and activities available within Southern Maryland enabling Public Safety. A panel of our County Sheriffs from Calvert, Charles and St. Mary’s Counties as well as the Chief from LaPlata shared cooperative programs and current issues in our communities.There were examples of regional collaboration and cooperation presented that enable our public safety and efficiently utilize our tax and expert resources. Class members gained new perspectives on the spectrum of services and expertise in public safety across our region while touring the Southern Maryland Criminal Justice Academy and learned about contributions from each county in our region to this Southern Maryland facility, and what it means to enter the Academy as a recruit and go through training. We also toured the Regional Fire Training Center and saw firsthand how our firefighters are trained and learn about the role of the University Of Maryland Fire & Rescue Institute.

HEALTHCARE – FEBRUARY

Program Advocates: Dr. Rebecca Bridgett ’14; Calvert - Kasia Sweeney; Charles - Susan Vogel ’09; Joyce Riggs ’11; Stephanie Simm ‘13; St. Mary’s – Cheryl Wyatt ’13; John Greely ’11; and Lori Werrell ‘13 LSM participants had an opportunity to engage with healthcare providers to learn about the challenges and opportunities facing our region in the provision of healthcare. Class members gained an enhanced awareness of challenges and regional opportunities for providing healthcare in our communities; an increased awareness of healthcare services and the impact of the Affordable Healthcare Act, and the increased awareness of the role, responsibility and authority of meeting the healthcare needs of a local community focusing on military and veteran health issues. LSM class members split into 3 groups for mornings of welcome, walking tours and clinical experiences at area community hospitals. Participants met as a group at Walden/ Sierra’s Anchor for a site tour and program followed by a tour and activities at the Charlotte HallVeterans Home. Two panels convened in the afternoon: hospital leaders from Calvert Memorial, University of Maryland Charles Regional Medical Center (formerly Civista), and MedStar St. Mary’s and the Naval Health Clinic at Patuxent River; and the Health Officers from St. Mary’s and Charles Counties.

HOUSING & HUMAN SERVICES – MARCH

Program Advocates: Cathy Meyers Founding Sponsor and Leadership Council Member; Christopher Longmore ’09; and Rob Plant Special Advocate LSM participants engaged with community leaders to learn and experience the challenges and opportunities facing our region in Housing and Human Services. Class members engaged with panel experts regarding “Struggles & Solutions in Serving the Needs of the Homeless”, participated in a “Faces of Hunger” experience, explored the dangers of the internet for our children with a Maryland State Trooper, looked at the long term data regarding employment, housing, economic, and substance use impacts of adverse childhood experiences over the lifetime, what resilience factors can make a difference, and how that data should inform public policy relative to childhood interventions.

EDUCATION – MARCH

Program Advocates: Karen O’Connor ’10; Lee Capristo ’11; and Mary Ann Bowman ’14 LSM participants had an opportunity to engage with education professionals from across Southern Maryland to learn about the education challenges and opportunities within our region. Class members gained an increased awareness of the variety and purpose of specific educational programs in Southern Maryland, engaged interactively with education professionals including the superintendents from the school system and a panel of students from Calvert, Charles and St. Mary’s Counties, tour and participated in activities at an environmental education site. The activities included an Education Town Hall Assembly with experts and display booths featuring programs enriching education and offering unique education venues in Southern Maryland. 14 I Leadership Southern Maryland 2015

ECONOMIC & WORKFORCE DEVELOPMENT – APRIL

LSM participants had an opportunity to engage with regional policy setters and community leaders to learn and experience the challenges and opportunities facing our region in the areas of Economic and Workforce Development.Topics explored included Tri-County Council of Southern Maryland: overview of regional economic development challenges and opportunities, addressing workforce investment initiatives, regional transportation issues, and regional agricultural business; Business and Economic Development Directors: attracting and retaining businesses in Southern Maryland; Regional Academia: what our regional institutions are doing to proactively meet the region’s demands for a trained workforce;Workforce Improvement Initiatives; and Tourism as an Economic Driver. Class members toured the Maryland One Stop Career Center in Waldorf as their final learning experience for Economic & Workforce Development.

Strathmore Foundation CEO/Founder, LSM Honorary Founding Member, and Facilitator, Eliot Pfanstiehl, returned for our final program and led our LSM participants through an “Open Space” event focused on multiculturalism and diversity followed by our wrap-up experience at the Closing Retreat.The Closing Retreat provided a time for participants to share their team projects and explore several questions addressing their LSM experience as well as consider how they might leverage their new network, insights and experiences within our Southern Maryland region.This was a time for personal growth and awareness, program feedback, in an atmosphere both thoughtful and fun!

KELSEY BUSH Kelsey Bush is a native of Lexington Park in St. Mary’s County, where he attended public schools and graduated from Great Mills High School. He earned a Bachelor of Arts degree from St. Mary’s College of Maryland with dual majors in Political Science and Sociology/Anthropology. He also earned a Juris Doctorate from the University of Maryland Francis King Carey School of Law. For the past 15 years, Mr. Bush has worked for St. Mary’s County Government. Currently, he is the Local Management Board and Youth Coordinator for St. Mary’s County in the Department of Aging and Human Services’ Division of Human Services. Mr. Bush was appointed by Governor Martin O’Malley to the Maryland Commission for African American History and Culture. Also, he has served as President of the Board of Directors for Alternatives for Youth and Families, Inc., and the Kiwanis Club of St. Mary’s County and has been a member of Tri-County Youth and Families Board of Directors, the United Coalition for African American Contributions and the St. Mary’s Teen Court Oversight Committee. Mr. Bush lives in California, Md., with his wife Catherine and their two children.

Dr. Dianna E. Abney is the Health Officer for the Charles County Department of Health. She has practiced pediatrics in Waldorf for more than 20 years and continues to see patients in her private practice – Cambridge Pediatrics, LLC. Dr. Abney is active in the community and serves or has served on several boards. Dr. Abney received her undergraduate degree at the Massachusetts Institute of Technology and her medical degree from Tulane University School of Medicine. She completed her residency at Howard University Hospital in Washington, D.C. Dr. Abney is married to Dr. Sylvester J. Gates, Jr. who is a professor at the University of Maryland. They are the parents of twins, Delilah and Sylvester III, both graduates University of Maryland—College Park.

TOM BARNETT Thomas Barnett, AICP, Director of the Calvert County Department of Community Planning and Building, holds a bachelor’s degree in English with a minor in Economics from the University of Texas at Austin. He also earned a masters’ degree in Public Administration, conveyed with Honors, from Murray State University, Murray, Ky. His work with Calvert County began in 2013. Mr. Barnett was hired for his expertise in planning and community development, economic development and housing. He has also gained experience, in a planning career spanning more than 20 years, in program design, creation, implementation and administration, personnel and budget management and is effective at developing business and professional liaisons and partnerships in service to the public.

GERALD GARDINER JR Gerald Gardiner Jr. is the Emergency Management Manager for the St. Mary’s County Department of Emergency Services & Technology. He joined St. Mary’s County government five years ago after a 30-year career in private industry. The private sector allowed him to value and appreciate the significance of customer service and people. He instills this in his work ethics “to communicate and to work toward a common goal.” It has always been his passion to work in the emergency sector to not only help people, but to also communicate to individuals the importance of being prepared for hazards and risks. He also provides guidance and direction during emergency events. He has been a member of the Leonardtown Volunteer Fire Department for 29 years and has served in many positions: Secretary, Vice President, Lieutenant, Captain and Chief for seven years. He currently sits on the St. Mary’s Medical Review Committee and the Long Term Planning & Goals committee as Chairman. He resides in Leonardtown with his wife Mary Ann and has two children, Katie and her husband and Kristi and her husband Chris and two grandchildren, Chase and Parker.

DANA BURKE Currently the Director of Career Development at St. Mary’s College of Maryland, Dana Burke has lived in Southern Maryland for seven years. Originally from Pennsylvania, she came to the region with her husband who serves active duty in the U.S. Navy. Dana has a background in education and career development, primarily in higher education.

LINDSAY FRAZIER Lindsay Frazier (PMP) is a Senior Project Analyst with Booz Allen Hamilton, providing Program Management and Decision Support to her clients within the NAVAIR community. She graduated from Towson University with a bachelor of science in Business Administration and earned her Masters of Business Administration from University of Maryland University College. Ms. Frazier is a resident of St. Mary’s County and is involved with the College Access Program at Leonardtown High School. In her spare time, she enjoys photography, boating and spending time with her family, including her husband and two young boys.

TOM GARRISON Tom Garrison is a retired U.S Navy Captain, and currently the Senior Director of the Systems Development and Integration Operation (SDIO) of BAE Systems. SDIO is a 500 employee technical services operation based in Lexington Park, MD, with regional facilities in Chesapeake, VA, Fayetteville, NC, and San Diego, CA. Before joining BAE in 2007, Captain Garrison’s navy roles included Program Manager for Naval Aviation Depots Management Information Systems, Military Director for NAVAIR’s Network Centric Warfare office, and Chief Engineer for PMA 273, Naval Aviation Training Systems. Previously he served in test pilot and program management positions, flying the EA-6B Prowler and the P-3 Orion for Naval Aviation Depot Jacksonville, In Jax, he also served as Foreign Military Sales Program Manager for projects with Greece, Thailand, Chile and Australia. Prior to program management work, Tom served as a carrier aviator, flying the S-3 Viking aboard USS Saratoga, USS Constellation, and USS Forrestal. His aviation experience led to tours as a flight and weapons instructor in the S-3 community. He also enjoyed international exchange tours, serving aboard Britain’s HMS Illustrious and Spain’s Juan Sebastian de El Cano. Tom holds degrees from the U.S. Naval Academy and Embry-Riddell Aeronautical University. Today, he participates in numerous community forums, to include service on the Executive Board of the Southern Maryland Navy Alliance. Tom and his wife Chris, and children Matt and Kelley Jane, reside in Callaway, MD.

ROBERT GOODMAN CAPT SC (ret) Robert Goodman is a native of Warren, Ohio and is a 1985 graduate of the United States Naval Academy. He holds advanced degrees in Business Administration (MBA) from the University of Florida, and a Master of Arts in Finance. He attended Executive Training Program at the Tepper School of Business at Carnegie Mellon University. He is a member of the Acquisition Professional Community and is certified Defense Acquisition Workforce Improvement Act (DAWIA) Level III in Logistics. His nearly 25-year career on active duty afforded him the opportunity to serve in a number of demanding billets. His sea tours include USS Iowa (BB-61), Supply Officer of USS Buffalo (SSN-715), Aviation Stores Officer (S-6) on the USS Constellation (CV-64), and Supply Officer of USS Theodore Roosevelt (CVN 71). He earned warfare designations in all three warfare communities. His shore assignments include Naval Air Station, Miramar, Calif., Naval Inventory Control Point, Philadelphia Pa., Commander Naval Air Forces Atlantic, Norfolk Va., Commander Naval Forces Europe, Naples, Italy, United States Naval Academy, Annapolis, Md., and Commander Fleet Readiness Command, Patuxent River, Md. Upon his retirement in October 2009 as a Navy Captain (0-6), he took a position at Naval Air Systems Command as a Logistics Management Specialist for 4 years. For the past few years he has been working as an independent Real Estate consultant and investor and is the Owner of ARCPoint Labs of Southern Md. CAPT Goodman currently resides in Leonardtown with his wife, Patricia Turner M.D. and their twin daughters.

TIM GOWEN Timothy E. Gowen is an aerospace engineer at the United States Naval Air Systems Command (NAVAIR) where he is serving as the chief systems engineer for the AIRWorks project. Mr. Gowen has served as the Director of the Naval Aviation Center for Rotor Craft Advancement and the Deputy Director of the Airworthiness Office. Mr. Gowen led the effort to develop the first DoD Airworthiness policy, NATO airworthiness policy, and several national and international airworthiness cooperative initiatives. Mr. Gowen also served as a crew systems engineer and as stability, control, and handling qualities engineer. In addition, Tim Gowen is a Brigadier General in the Maryland Army National Guard, assigned as the Assistant Adjutant General - Army. He began his career as an active duty Aviation Officer culminating with a command tour in Operation Desert Storm. As a traditional Guardsman, he commanded a depot level maintenance task force supporting both Operation Iraqi Freedom and Operation Enduring Freedom. Tim followed that assignment with a command tour of the 29th Combat Aviation Brigade, the Director of the Maryland National Guard Joint Staff, and then Deputy Commanding General of the 29th Infantry Division. Mr. Gowen is has undergraduate degrees from Embry-Riddle Aeronautical University and Temple University. He has master’s degrees from The University of Maryland (Aerospace Engineering) and the United States Army War College (Strategic Studies). He has also attended a host of military schools to include The United States Naval Test Pilot School and The United States Army War College (Residence Course).

DARLA HARDY Darla Hardy, MHA, MSN, RN, NE-BC, PCCN currently serves as the Director of Nursing Resources at MedStar St. Mary’s Hospital, assuming this position in June 2013. She received her bachelor’s degree in nursing from the University of Maryland in 2005. Ms. Hardy also holds master’s degrees in nursing leadership and management and healthcare administration from Walden University. She is currently pursuing her doctorate in nursing practice from Walden University. Prior to her position at MedStar St. Mary’s Hospital she worked at Calvert Memorial Hospital from 2008 to 2013, holding positions of director of Progressive Care and administrative director of Medical Surgical Services. Ms. Hardy resides in Mechanicsville with her family and has volunteered as a paramedic for St. Mary’s County since 1997.

AMBER HUGHES Amber Hughes offers a background in HR Management supporting DoD, S&T and is currently working for the Patuxent Partnership as the HR Manager in a dual role where she also manages the Intergovernmental Personnel Act (IPA) program; the main source of funding for the organization. She has earned her Professional in Human Resources (PHR) and SHRM-CP (Certified Professional) certifications most recently. She also possesses a Master’s of Science in Human Resources Management from the University of Maryland University College. She is an elected Secretary for the local Human Resources Association of Southern Maryland (HRASM) and is an active member of the national Society for Human Resource Management (SHRM). DONNA JORDAN Donna Jordan has been celebrating dance and movement for a lifetime. She continued to follow her passion taking dance and movement classes all over the world. All different styles, all different types - there was no dance style she didn’t like to explore. She soon discovered that she enjoyed teaching and began to teach in dance studios, gyms, recreation and community centers across the nation and overseas. In 2002, she moved to St Mary’s County, MD, and shifted gears. Jordan gave up her career as a Chemist and pursued her lifelong passion of dance by teaching dance and movement full time. In 2007, she opened House of Dance, with the same philosophy to provide a “home” for artists and movement professionals to explore and teach quality and diverse dance styles and movement to youth and adults. In addition to her center, she has been delighted to work with schools, colleges, nonprofit agencies, and countless others. She has competed and won in national ballroom competitions as well as internationally. In addition, she has served as Adjunct Faculty for St Mary’s College of Maryland, College of Southern Maryland, and Acting Treasurer for St Mary’s Arts Council and the COO of Jordan Research and Development. In 2015, she graduated from Leadership Southern Maryland and is so excited to be one of the community leaders instrumental in change in the Southern Maryland area.

DANA LEVY Dana Levy is the Vice President of Nursing Services and Chief Nursing Officer for the University of Maryland Charles Regional Medical Center (formerly known as Civista Medical Center) in La Plata. Prior to relocating to Southern Maryland in April 2013, Ms. Levy has served in Nursing Leadership roles for 15 years, and has been licensed as a Registered Nurse for more than 25years. Her nursing career has included seven states and 16 facilities in numerous care delivery roles and population groups. Ms. Levy holds a Master’s degree in Nursing from the University of Phoenix, Arizona campus and Bachelors Degree in Nursing from University of Toledo. She is a member of the American College of Healthcare Executives, the American Organization for Nurse Executives, and the American Nurses Association. Ms. Levy joined the CCNRC Board in August 2013. She is dedicated to patient advocacy and care coordination for individuals at all stages along the care continuum. She lives in La Plata.

DR. KELLY McMURRAY Kelly McMurray assumed the role of Associate Vice President of Planning, Institutional Effectiveness, and Research (PIER) at the College of Southern Maryland in 2012. Prior to joining CSM, Dr. McMurray served as the director of Institutional Research at Gordon College in Barnesville, Ga. In her current role, Dr. McMurray leads a team that collects, analyzes, and disseminates data to support planning, assessment, and policy-making processes at CSM. PIER is responsible for the production of the Fact Book, specialized student and faculty studies, peer analysis, strategic planning and accreditation support, survey responses, and federal and state institutional reporting. Dr. McMurray also has more than 15 years of teaching experience. She has taught at Shorter University, Gordon College, Georgia Perimeter College, Gwinnett Technical College, and Griffin Technical College. Teachings have focused on quantitative research, mathematics, and statistics. Dr. McMurray currently serves in a leadership role as the secretary for the Maryland Community College Research Group. She has also participated in the University System of Georgia’s Committee on Institutional Research and Planning. She has presented on numerous topics related to institutional research at national and regional conferences. Dr. McMurray is a native of Cincinnati, Ohio. She holds a Ph.D. in Research, Measurement, and Statistics from Georgia State University, a master’s in Applied Mathematics from North Carolina A&T State University and a B.S. in Mathematics from Clark Atlanta University.

AGNES M. MILLER Agnes M. Miller is a lifelong resident of Charles County. She graduated from La Plata High School in 1985, then attended Morgan State University in Baltimore and earned her Bachelor’s Degree in Information Science and Systems. She earned an athletic scholarship and was a member of the Morgan State University Volleyball Team. After graduating from Morgan, she returned home and started searching for a “real” job, landing one back in Indian Head at the Naval Surface Warfare Center with a contracting company out of Virginia Beach. Ms. Miller started her career in St. Mary’s County in 1996, on the Defense Finance and Accounting Services (DFAS) contract in support of the Defense Industrial Financial Management System (DIFMS) performing quality assurance. She supported that contract for more than 15 years and grew from a Quality Assurance Analyst to the Project Manager of the contract. She is currently managing several contracts for PSI Pax and is heavily involved with the business development efforts for the company.

BRENDAN MOON For more than 15 years, Brendan Moon has designed, implemented, and sold information technology (IT) solutions to US Federal Government customers on behalf of the world’s largest IT providers including HP, Dell, and Symantec. He uses information technology to help customers solve their business problems. In addition to his professional career, Mr. Moon serves his community as a volunteer. He currently serves as Chairman of the Charles County Board of Appeals. He also serves as an elected Board Member of several community associations. Mr. Moon has completed several rigorous training and certification programs including topics such as enterprise architecture, systems engineering, cyber security, federal contracting, and the intelligence community.


REV. WALT NILSSON

CHRISTINA PAYNE

Walt Nilsson is passionate about the flourishing of Southern Maryland. He first came to Southern Maryland to attend St. Mary’s College of Maryland. Then, after working for NAVAIR, serving as a missionary in the Philippines, and attending Covenant Theological Seminary he returned to St. Mary’s County to serve on the staff of Cornerstone Presbyterian Church. He became the Senior Pastor of Cornerstone in 2009. Rev. Nilsson firmly believes that Cornerstone does not exist for the benefit of its members, but rather for the benefit of its non-members and the flourishing of this community. His desire is for Cornerstone to bless St. Mary’s County in such a way that those who are not a part of Cornerstone would say: “Where would this community be had not Cornerstone been here?” Under his leadership, Cornerstone has become a key community partner with the Department of Social Services (DSS). In 2013, Rev. Nilsson was the 2013 Honoree of the Three Oaks Center for his leadership and service to the homeless in St. Mary’s County. That same year, Cornerstone received (along with partner churches) the John F. Sobola Memorial Award for Community Service because its WARM program for homeless individuals resulted in the direct reduction of 911 calls during the winter months. Cornerstone has also developed a vibrant ministry to foster-care families in St. Mary’s County, and to the fifteen girls now in their orphanage in Guatemala. Rev. Nilsson is married to Holly and has four children. He enjoys sailing, cycling, gardening, and cooking.

DAN PARKER Dan Parker is the owner, President of Travel Leaders, Great Mills, MD. His travel agency was founded by his mother, Vi Englund in 1976. The agency formerly operated as Carlson Wagonlit Travel. His business focus is providing Travel management services to the defense contractor sector, vacation and group travel. The agency is dedicated to helping clients make memories to last a lifetime to destinations worldwide. Mr Parker has been resident of St Mary’s County since 1980 and is a graduate of the University of Rhode Island. He is a Past President of the Lexington Park Rotary Club and is currently an Area Governor for Rotary in Southern Maryland. Please contact him for interest in Rotary International. Christina Payne, PHR, is the Director of Human Resources and Recruitment for Precise Systems. She is responsible for the strategic operations of the Human Resources Department. She serves as a subject matter expert on Employee Relations to employees, managers and Corporate Leadership. She coordinates employee information, trainings and celebration activities company wide. Ms. Payne is also the co-chair of the Employee Stock Ownership Communications Committee, which works to increase co-owners’ understanding of the opportunities and importance of being a part of an ESOP. Prior to joining Precise Systems in 2011, Ms. Payne spent more than 15 years supporting state government, commercial and non-profit agencies in several Human Resources capacities. Drawing on her diverse background, she brings a unique blend of expertise. By applying a “best practice” approach she supports the organizational goals of achieving and retaining a highly motived mission-oriented workforce. Ms Payne earned her bachelor’s degree in Business Management with a concentration in Human Resources at Towson University. She is a certified SHRM, Professional Human Resources (PHR) and Notary, Maryland. Ms. Payne resides in Calvert County with her husband, Dave, and their two children. She remains passionate about community service. She serves as resource to Southern Maryland Community Network and a Board Member for the Calvert County Family Network-- both are organizations with a commitment to better the lives of children and family within the local community. Ms. Payne is an active fitness instructor and enjoys running and riding her bike.

TOM PHELAN Thomas P. Phelan was raised in Moraga, Calif., and graduated from the U. S. Naval Academy in 1979, where he received a bachelor’s in Aerospace Engineering. Designated a Naval Aviator in April 1981, he completed several fleet tours, flying the A-6E Intruder including combat missions during Operation Desert Storm. He received a master’s degree in Aeronautical Engineering from the Naval Postgraduate School and completed Test Pilot training in Patuxent River. He was the Commanding Officer for a fleet EA-6B squadron and a test squadron at Patuxent River. Additionally, he served as the Program Manager for Aircrew Systems (PMA-202) and finished his naval career as the Commander, Naval Test Wing Atlantic overseeing numerous aircraft Test & Evaluation programs. He retired from the Navy in February 2006, when he joined Wyle’s Aerospace Group headquartered in Southern Maryland. He serves as the company’s Flight Director as well as the Director of Air Vehicle test programs in the T&E Division. Mr. Phelan is married with three grown children and resides in Hollywood.

NANCY SCHERTLER

Anne Powers is a charitable volunteer in her church and community. She was born in Quantico, Va., and grew up in a Marine Corps family where the volunteer spirit was instilled in her. Church, community, and Living History involvement in her early adult years strengthened her commitment to serve others. As a Navy wife through five deployments and 13 moves, she helped other families cope with active duty challenges by being active in the squadron wives’ clubs, and as a Navy Relief Society volunteer. Ms. Powers applied her Elementary Education degree as a teacher, continuing now as a substitute teacher, and in the BSA Scouting program where she served as a leader, teacher and mentor for more than 25 years. Ms. Powers is active in numerous ministries in the church, including the St. Vincent de Paul Food Pantry. She and her husband, Chris, live in Leonardtown.

Nancy Schertler is a Lighting Designer for the stage. Her work includes Broadway productions of Bill Irwin’s Largely New York (for which she earned a Tony nomination) and Fool Moon. Ms. Schertler is the original designer for many new plays produced across the country. She has created the lighting for three operas commissioned by the University of Maryland, including Later the Same Evening, an opera inspired by five Edward Hopper paintings, a joint project of the National Gallery of Art and the University’s Clarice Smith Center for the Performing Arts. A member of United Scenic Artists Local 829, Ms. Schertler was the first theatre artist to be profiled by the National Museum of Women in the Arts (summer, 1998). Ms. Schertler was a member of the faculty at Smith College from 1993 to 1999 before returning to the area to make her home in Charles County. An oyster gardener for the Chesapeake Bay Foundation for the last 15 years, she serves on the board of directors for the Conservancy for Charles County, and is the vice president of her homeowners association. Her work as an advocate for increased public access to the Chesapeake Bay watershed and efforts to raise awareness about land use issues earned her the 2013 Democratic Central Committee’s Truman award. Ms. Schertler is a Maryland Woodland Steward and proud member of the LSM class of 2015. This spring Ms. Schertler was appointed to the Charles County Planning Commission.

CHRIS POWERS

Chris Powers is Chief Engineer, Aviation Systems Analysis Group for The Johns Hopkins University Applied Physics Laboratory (JHU/APL). After graduating from the US Naval Academy, Mr. Powers served for 25 years as a Navy pilot flying A-7E and F/A-18, and NAVAIR Program Manager. In 2003, he joined JHU as a systems engineer for APL, and began teaching at the Southern Maryland Higher Education Center for the JHU/Whiting School of Engineering. Mr. Powers is active in his church, and with the Knights of Columbus at the local and state level. Chris and his wife, Annie, live in Leonardtown.

FRED SEVERSON Fred is a Program/Senior Manager at Imagine One Technology & Management, Ltd., in Lexington Park and a Commander in the U.S. Navy Reserves in Helicopter Combat Support Special Squadron EIGHTFOUR (HSC-84) in Norfolk, Va., where he is a Naval Aviator (pilot) flying HH-60H helicopters in support of Special Operations Forces and Combat Search and Rescue. Mr. Severson has been in the military for more than 26 years, serving 11 years on Active Duty and 15 years and counting in the Reserves. He has been working as a contractor for the past 15 years at NAS Patuxent River, where he is responsible for leadership and management and currently serves as a Contractor Program Manager for one of the NAVAIR Program Management Air (PMA) contracts. He is also an avid volunteer youth ice and roller hockey coach, coaching ice hockey in Waldorf for the Southern Maryland Sabres Ice Hockey Club, and roller hockey in Leonardtown, where he also runs the youth and adult roller hockey programs for St. Mary’s County Parks and Recreation.

SHARMELLA RIGGS Ms. Sharmella Riggs received her Bachelors of Science in Mechanical Engineering and a Masters’ Degree in Management. In her current role as the P-8A Aircraft Systems Acquisition Manager at the Naval Air Warfare Center/Aircraft Division in Patuxent River, she manages the Airframe and Engine commercial Depot contract for the P-8A Poseidon aircraft within the Maritime Patrol and Reconnaissance Aircraft (MPRA) Program Office. As a member of the Acquisition Professional Community Member, Ms. Riggs holds a Level III Certification in Program Management and System, Planning, Research, Development & Engineering. She completed the Naval Air Systems Command’s Senior Executive Management Development Program in 2006 and received the NAVAIR Commanders Award in Program Management in 2012. Ms. Riggs actively participates on the Executive Diversity Council as the Science, Technology, Engineering & Math (STEM) Educational Outreach Team Lead. She also serves as a Mentor for the Future Leaders of the World at Leonardtown High School and conducts mock interviews at the James A. Forrest Career & Technology Center. In 2015, Ms. Riggs was awarded the Maryland Parent Involvement Matters Award for St. Mary’s County. As a Life Member of the Federally Employed Women (FEW) Organization, she serves on the Executive Board of the FEW Patuxent River Chapter and the Board of Trustees for the FEW Foundation for Education and Training. KAREN SMITH HUPP Karen Smith Hupp is the Assistant Vice President of Community Relations for the College of Southern Maryland. She has been associated with the college since 1999, working to strategically develop community, media, and public relations to promote goodwill and nurture strong relationships. An alumna of The Ohio State University, she earned her bachelor’s degree in Journalism/ Public Relations. She is passionate about inspiring the next generation of PR professionals, and in that pursuit authors several blogs on PR topics and serves as a frequent workshop presenter and as a mentor with students. A resident of Southern Maryland since 1982, she quickly familiarized herself with the community in her first job locally as Copy Editor and Community Editor with the Maryland Independent. As Executive Editor for the Times-Crescent, Calvert Independent, South County Current and St. Mary’s Tide, Smith Hupp covered the challenges facing Southern Maryland from the regional and individual county perspectives. Within the field of public relations, Smith Hupp was Public Information Officer and Tourism Officer for Charles County Government. She also served in public relations and communication capacities with Grace Lutheran Church, La Plata, and the Southeastern District, LCMS. She has volunteered extensively throughout her career, producing brochures, newsletters, photography, video features and media releases, as well as conducting annual fund campaigns and special events for numerous organizations. She and her husband, Dale, live in La Plata and have four children.

JULIE SIMPSON

Ms. Simpson is the Executive Director of the Port Tobacco River Conservancy, a non-profit organization that works with businesses, residents, local and state governments, and other conservation groups to restore and protect the river and streams in the watershed. Ms. Simpson is agraduate of the University of Illinois and Georgetown University Law Center. She and her husband Malcolm were married in 1984 and in that year she began her federal career as an attorney with the U.S. Department of Health and Human Services. They bought their home in Charles County in 1987 and have lived there ever since. In 1990, she accepted an attorney position at the Environmental Protection Agency (EPA), retiring recently as a branch chief within the Office of Enforcement and Compliance Assurance. While at EPA, Ms. Simpson had the opportunity to participate in the Brookings Legis Fellows program, assigned to the office of Congressman James P. Moran of Virginia, where she developed legislative proposals in the fields of environment and health. Ms. Simpson is President of Citizens for a Better Charles County, a civic group that is active in social, educational, political, and other activities that contribute to the quality of life for the citizens of Charles County.

STEPHANIE TAYLOR SELVIDGE Born and raised in St. Mary’s County, Stephanie Taylor Selvidge considers herself deeply rooted in the community. She graduated St. Mary’s Ryken High School in 2004 and Towson University in May 2008 with a bachelor’s of science in Psychology. Ms. Taylor has a broad range of working experience from pre-k teacher to working with the mentally ill, but found her passion when she started working at Research and Engineering Development (RED-INC) in 2011. She has worked platforms including P-3C, Fire scout and recently became the RDT&E Deputy Team Lead at RED-INC. Ms. Taylor currently supports AIR-4.6.5 Human Systems Department where she holds the Human Systems Lead position on both the Military Flight Operations Quality Assurance (MFOQA) and Small Tactical Unmanned Aircraft Systems (STUAS) programs. Her expertise includes workstation layout, software development support, control-display design and integration, and mockup evaluations. She lives in Colton’s Point, which is truly a Southern Maryland gem. She loves blue crabs, the Washington Redskins, and a nice summer’s day on St. Mary’s River.

MIKE VanMETER Mike VanMeter has 25 years of experience with the Department of the Navy in both a contractor and civilian capacity. VanMeter is leading teams in emerging technologies, hardware, software and financial management. He is a graduate of the Senior Executive Management Development Program (SEMDP). VanMeter has been instrumental in leading the Navy’s most dynamic and active flight test center. VanMeter is responsible for all 22 Telemetry antenna sites across Pax River and is the lead civil servant for ground acquisition. This includes installations for UCAS at TC-7, Triton Hanger, Hanger 101 Fire Scout at Webster Field and other installations that support ATR. He provides oversight of complex telemetry installations. VanMeter graduated from Great Mills High School in 1983, achieved both a bachelor’s of science (Computer Science) and a master’s degree (MBA) from University of Maryland. As the son of a Navy Master Chief, Mr. VanMeter has led a life of service to the Navy. His family has been stationed in Brunswick Maine, Jacksonville Florida, Roosevelt Roads Puerto Rico, and Patuxent Naval Air Station. In 1974, his family permanently made Southern Maryland their home. He is married to Donna, with two young girls, aged 9 and 7. His hobbies include golf, tennis, fishing and skiing. Mr. VanMeter volunteers at his children’s school, Little Flower School and is the active Chair for their Marketing Committee. Additionally he is a volunteer for the St. Mary’s River Watershed Association. He is an active parishioner at Holy Face Catholic Church.

KRISTINE WILCOX Kristine Wilcox is a senior communications and multimedia specialist with AVIAN LLC and operations manager of the AVIAN Information and Multimedia Services division. She provides internal and external communications and design to Navy aircraft acquisition programs at Naval Air Station Patuxent River. An Iowa native and graduate of Buena Vista University in Storm Lake, Iowa, Ms. Wilcox has more than 20 years experience in journalism, strategic communications and graphic design. She has worked as a communications and multimedia specialist for defense contractors General Physics and American Management Systems, in Mystic, Conn., and Norfolk, Va., respectively. While she and her husband were stationed overseas, Ms. Wilcox served as editor of the Naval Support Activity Naples, Italy, newspaper. Receiving orders to Naval Air Systems Command (NAVAIR), she and her husband moved to Southern Maryland in January 2007. She began working at Wyle as a communications specialist and was assigned as the lead communicator for Maritime Patrol and Reconnaissance Aircraft program office (PMA-290). Joining AVIAN in October 2011, she has supported several Navy programs: Small Business Innovation Research (SBIR), Naval Aviation Training Systems (PMA-205) and Aircraft Launch and Recovery Equipment (PMA-251) and currently Navy and Marine Corps Small Tactical Unmanned Aircraft Systems (PMA-263). Ms. Wilcox is a member of Public Relations Society of America, Public Relations Individuals of Southern Maryland (PRISM) and a recipient of the 2009 NAVAIR Commander’s Award for program management for her efforts as a strategic communications advisor.

STEPHANIE WITTE As a member of a military family that was stationed at the Naval Air Test Center, Stephanie Witte came to Southern Maryland in 1971. After graduating from Salisbury State University, she returned to Southern Maryland and worked for the Department of Defense for 10 years. After finishing her master’s degree at Florida Institute of Technology, she graduated from the Defense Systems Management College. Ms. Witte finished her career with the Department of Defense as the Acquisition Manager for the F/A 18 E/F after receiving the Full Rate Production Milestone decision. In June of 2001, she became the Owner/Operator of Chick-fil-A@ First Colony Center. Ms. Witte says she is blessed with a successful business, the ability to provide employment to others, and the privilege to give back to a community that has given so much to her. She has been married to husband, Terry Witte, for the past 22 years. They have three boys, Adam (18), Cameron (16), and Garrett (11).

LYNETTE WRIGHT Lynette Wright has lived in St. Mary’s County for 23 years. Interestingly, when applying for colleges, she toured St. Mary’s College of Maryland. While she considered the campus the most beautiful of all visits, she had little desire to attend college in a rural area. Wright never forgot how her father, smitten with the area, kept telling her “this is the only campus where you can hear the crickets chirp.” Wright opted for the “big city” of Baltimore instead. Years later, Wright returned as a new mother and, yes, adult student of SMCM. She could not be more proud to be a Southern Marylander. Wright has three sons – Andrew, Evan, and Nicky. Wright participated in all sports as a parent volunteer and classroom volunteer. She completed the Maryland teaching certification program in elementary education. Wright taught preschool to third grade. Ten years after beginning her teaching career, she took what she thought to be a “break” from teaching and worked in the defense industry ever since. Her initial position supported the base was as a Protocol Specialist for NAVAIR. It was here that she learned, and saw firsthand, much of the truly fascinating work that goes on by extremely talented professionals at NAS Patuxent River. She also witnessed the interest of our international partners and began working in support of Foreign Military Sales (FMS) for NAVAIR for a variety of programs and platforms. In addition to bringing training to the NAVAIR International Programs Community, she is the Program Manager for her contract and supervises a diverse, hardworking and energetic team of employees.
