ELKTON — The residential noise ordinance, passed by the Cecil County Council on Oct. 5, has been vetoed by Cecil County Executive Danielle Hornberger. The ordinance, which restricted noise levels between 10 p.m. and 6 a.m. with corresponding fines for vioDANIELLE lations, was HORNBERGER passed by Council on Oct. 5 and presented to Hornberger on Oct. 6. Per the Cecil County Charter, the county executive has ten business days to veto, approve or take no action. The veto was submitted to the County Council on Oct. 20, in line with the charter’s requirement. In Hornberger’s statement released to Council, she illustrates multiple ways in which she believes the legislation is flawed. Hornberger takes issue with the 10 p.m. start time, the fact that noise heard from 50 feet away can incur a violation, that it exempts

Man pleads guilty in Elkton motel fentanyl case BY CARL HAMILTON cahamilton@cecilwhig.com
ELKTON — A man caught with 401 baggies containing fentanyl in April, when investigators raided his guest room at an Elkton motel, is facing up to 20 years in prison after accepting a plea deal, according to Cecil County Circuit Court records. The defendant, James Jamar Jordan, 38, of North East, pleaded guilty to possession of fentanyl with intent to distribute on Monday and, in exchange, prosecutors agreed to dismiss Jordan 10 related charges against him, including possession of a large amount of fentanyl, court records show. Cecil County Circuit Court Judge Brenda A. Sexton accepted Jordan’s guilty plea and then set his sentencing for Jan. 12. Jordan remains in the Cecil County Detention Center, where he has been held on no bond since his arrest six months ago. Court records indicate that Deputy State’s Attorney Patricia Fitzgerald and Assistant Public Defender Denise Winston, who served as Jordan’s lawyer, negotiated the plea agreement. Investigators with the Street Level Crimes Unit, which is part of the Cecil County Sheriff’s Office, raided Jordan’s room — Room 118 — at the Deluxe Inn in the 600 block of East Pulaski Highway (Route 40) on April 29, with the assistance of Cecil County Drug Task Force agents, Maryland State Police Apprehension Team members and CCSO patrol deputies, according to court records. Investigators arrested Jordan at the

The baggies were marked with “Walmart” and “Batman” street brandname stamps, according to court records and a police evidence photo. Investigators also confiscated other evidence, including six grams of suspect methamphetamine, 26 grams of suspect marijuana, one electronic scale, five cell phones and $656 in cash, police reported at the time. The motel-room raid on April 29 occurred after CCSO detectives developed Jordan, whose nickname is “Country,” as a suspect during an investigation that started earlier that month, according to police. “The investigation pertained to James Jamar Jordan and his involvement in the sales and distribution of CDS (drugs),” CCSO Lt. Michael Holmes, an agency spokesman, explained shortly after the court-approved search.

ELKTON — A robber remained on the loose late Thursday afternoon after he held up a bank in Elkton — apparently while unarmed — and then sped away in a car, police reported. The robbery occurred at 12:46 p.m. Thursday at the Harford Bank at 305 August Herman Highway (Route 213), in the southern section of town limits, according to Lt. Lawrence Waldridge, an Elkton Police Department spokesman.
Police said the bandit walked up to a teller and demanded money. The robber instructed the teller to place the cash into a plastic bag that he had carried into the bank, police added. The bandit was wearing a medical-style mask, the type commonly used amid the COVID pandemic, police noted. “No firearm was displayed, and there was no indication of a firearm. There was no note. It was all verbal. The teller emptied the till into the bag that he (the robber) brought,” outlined Waldridge, who declined to
specify the sum of money that the suspect stole. After fleeing out of the bank, the robber got into a silver or gray, four-door Chevrolet Malibu, and he was last seen driving south on Route 213 toward Chesapeake City, police reported. The suspect, who is white, was wearing a black, toboggan-style cap; a blue, plaid flannel shirt; blue jeans and sneakers, Waldridge said, noting that the medical mask covered the robber’s face from just below the eyes down and that the cap covered his head.

ELKTON — People dressed as witches, fairies, ghouls, Oompa Loompas, skeletons, Ghostbusters, goblins, Wizard of Oz characters and so forth swamped the back section of the Cecil County Circuit Courthouse parking lot in Elkton on Friday night. And that was just the adults who turned out for the Trunk-or-Treat event sponsored by Court Appointed Special Advocates (CASA) of Cecil County. The two-hour-long Halloween celebration featured 30 brilliantly decorated vehicle trunks that served as candy dispensing stations visited by the hundreds of costumed youngsters, including one kid who chose a dinosaur as his alter ego and another who identified as The Mad Hatter.

“I’m very pleased with this turnout,” said Guilia M. Hodge, executive director of CASA of Cecil County. “I would say we’ve had about 1,000 people come out tonight.” Hodge marveled over the creativity demonstrated by the private citizens and various agencies that
picked a theme of their own choosing and then decorated their vehicle trunks accordingly. Themes included Candy Land, Dr. Seuss, Willy Wonka and The Wizard of Oz. The adults and children manning those candy stations dressed as charac-
ters associated with their themes. So trunk-ortreaters would see The Tin Man, Dorothy and The Cowardly Lion, for examples, at one station and, moments later, they would find themselves interacting with The Cat in the Hat, The Grinch and Thing 1 and Thing 2 at another.

News from the fields, farms and beyond… The Equine Rescue Ambulance is about to celebrate its second anniversary Nov. 1 and in these first 24 months has averaged 1 rescue per month according to Jo Ann Bashore, director of the Fair Hill based non-profit. “We’ve gone as far as Harrington, Del. to help a horse that was down in the stall,” Bashore said Thursday. It’s vital that horse owners, barn owners and first responders know how to carry out a horse rescue, she added. “We have a training coming up in November in Fair Hill,” Bashore said. There are a few slots available for the three day course, the tuition for which has been discounted from $400 to $250 thanks to Video Lottery Terminal money from Cecil County and a grant from the Delaware Equine Council. To make it as realistic as possible there will be a 900 pound dummy of a horse used in the training. Two trainers from North Carolina will run the classes at the Ed Walls Center. Meanwhile Bashore invites riders to take part in the Black Friday Paper Chase Nov. 26 and 27. “It’s our biggest fundraiser,” she said. Jimmie the Giraffe passes away

RISING SUN — Plumpton Park Zoo announced Thursday afternoon that Jimmie the Giraffe has “lost his battle with Father Time.” The world’s oldest male giraffe at 26.5 years, Jimmie was humanely euthanized in the morning around 10 a.m. Nicholas Lacovara, who, with his wife Cheryl, owns and operates the zoo at 1416 Telegraph Road in Rising Sun, said Jimmie’s age and health caught up with him. “His bones were deteriorating,” Lacovara said, adding repeated sets of x-rays confirmed that the iconic animal was suffering. Jimmie had foot issues when the Lacovaras took over the zoo in 2010 and with the help of specialists and veterinarians from larger zoos they had been able to keep Jimmie comfortable and functioning. Howev-
er, of late he was not able to walk or move much. Lacovara said veterinarians told them all that could have been done had been done and the only option left was to let Jimmie go. A statement issued Thursday spoke for all the zoo staff: “We cannot properly articulate how profound his loss will be going forward,” it reads. He said Annabelle, the female giraffe brought to Plumpton Park in 2018 to be Jimmie’s mate, is unaware of his passing. They had been kept separate because of Jimmie’s mobility. “I don’t know that she really knows yet,” he said, but added, we don’t want her to be alone. “Jimmie was alone for so long,” Lacovara said. Climate: Risks, rewards and nonsense As a child I built little dams along ditches that channeled runoff from rain and then watched as the water built up behind my sticks and stones until it pushed through. Later I became aware of impervious levees along the Mississippi River — home water. The water flow often resulted in flooding downstream. Nature as an enemy is a losing war. And so it is with climate. Atmospheric science informed by extensive research dating back centuries demonstrates that greenhouse gasses build up in a manner that interrupts natural systems. Humans can do a lot, but nature is one of those irrepressible forces. Our climate is now wheezing and there are no quick fix pills. Human’s desire for comfort is another of those irrepressible forces. The comfort force will prevail at the ballot box unless people are moved by clarity and given time to adjust. Global politics compounds the risks, plans and actions. Every political leader whether democrat or autocrat will be looking over his/her shoulders. People have patterns of living derived from what is largely a fossil fuels economy. Asking people to reshape their lives to comply with the Paris Climate Accord or any other multi-lateral guidance is a high-risk venture. Most politicians are risk-averse. Political leaders and their affinity groups need to lead in practical ways. First, we need a plan that stages our withdrawal from the economy as we know it today. And the planners have to be insightful to gain and hold a political majority. Attempts to reengineer functioning systems that, for an agreeable price, heat, cool, propel, make and the like overnight, will result in failure. Climate change deniers will
find an unwitting ally if the activists make temperature more important than people. Staging a greener future also calls for resilience planning. Unfortunately many AL SIKES climate activists regard resilience planning as giving aid to the enemy. The real calamity will occur if we fail to stage our reduction of greenhouse gasses, adding to the toxicity of politics. Even the autocratic China has recently revived coal output and usage. Since much of the climate change agenda is being pushed by those who regard nuclear power as unacceptable, an important tool is removed. It is like saying “you can get by without a wrench, just use a pair of pliers.” Those who block 21st Century nuclear power are mired in 20th Century thought. After Germany pulled back from nuclear power, coal replaced it, note: “Germany until March 2011 obtained one-quarter of its electricity from nuclear energy, using 17 reactors. The figure is now about 10% from six reactors, while 35-40% of electricity comes from coal, the majority of that from lignite.” Consumers give little thought to energy sources, but they give a lot of thought to interruptions and price increases. A look across the spectrum of audacious political goals demonstrates that there is a favorable tipping point in human attitudes when citizens become a part of the solution.Yet, today’s climate change plans are largely concentrated on trillion dollar investments and world conferences in far-away places. Back home, where the proverbial grass roots
sprout, environmental actions on a number of fronts are impressive. America’s climate agenda leaders need to do a much better job translating climate threats into local plans and actions. Finally, a thought on resilience planning. If we can’t mitigate sources of damage to humans and their objects (rising tides, for example) then the humans that have chosen to live in harm’s way should bear most of the costs. Insurance is the market instrument for risk evaluation and pricing. The more risk assumed by the public the less resilience. But where there is collective risk, the appropriate authorities should be required to have the equivalent of a depreciation reserve to meet damages and required changes. One more thing about markets. Incentives to mitigate climate risks through innovation should be a primary goal. It is timely to recall that Thomas Malthus predicted in 1798 that population growth would outstrip food production causing humans to be forced back into subsistence living. Extraordinary gains in knowledge led to innovations in “agriculture, energy, water use, manufacturing, disease control, information management, transport, communications,” that caused food production to meet the growth of population and then some. Climate change is real and comes with consequential threats. But, we need leaders who understand that human nature’s preference for comfort is also real. At some point technocratic plans will have to yield to democratic decisions. Biden, Brandon and the culture of f-word politics Recently, The Washington Post published a news article, “Biden’s critics hurl increasingly vulgar taunts,” exploring what the paper says is a growing phenomenon of people around the country directing raw insults at the president. As an example, the paper pointed to President Joe Biden’s recent visit to his hometown of Scranton, Pennsylvania, where a woman stood on the street with a sign that said, “F- — Joe Biden.” At other times, Biden detractors say simply, “FJB,” which stands for you-know-what. The Post also noted the “Let’s go Brandon” phenomenon. If anyone doesn’t know what that is, it stemmed from an NBC sportscast of an October race at Talladega Superspeedway in Alabama in which a crowd chanted, “F- — Joe Biden.” The chants were clearly audible while NBC was interviewing NASCAR driver Brandon Brown. Trying to smooth things over and make it appear to viewers that all was well, the interview-
er said, “You can hear the chants from the crowd, ‘Let’s go Brandon!’” So then, as fast as things happen on the internet, people began saying “Let’s BYRON YORK go Brandon” as a snarky — and cleaner — way to say “F- — Joe Biden.” All this derision directed toward the president has disturbed some in the media. Biden “is increasingly becoming an object of hatred to many Trump supporters,” the Post reported. Conceding that “boos, jeers and insults are nothing new for politicians,” the paper nevertheless declared that “The current eruption of anti-Biden signs and changes, however, is on another level, far more vulgar and widespread.” To which anyone who was awake from 2016 to 2020 might ask: “What???”
In case you have forgotten, the level of hostility directed at President Donald Trump — and the prominence of those attacking the president — far exceeded anything seen so far in the Biden administration. To illustrate the point, just focus specifically on the phrase “F— Trump.” In June 2018, actor Robert De Niro appeared at the Tony Awards ceremony in New York. His role was to introduce a performance by Bruce Springsteen, but he started with this: “I’m gonna say one thing. F- — Trump.” The audience gave De Niro a standing ovation. As they cheered, De Niro said, “It’s no longer down with Trump. It’s f- — Trump.” Now, this was not some woman standing on a street corner in Scranton, Pennsylvania. It was the most celebrated and honored actor of his generation, appearing before the entertainment elite in a nationally televised event, saying, with great pride, “F- — Trump.” In June 2020, a Los Angeles art
gallery organized a “hybrid virtual exhibition and protest where all of the works read ‘F- — Trump,’” according to Los Angeles magazine. That article went on to say that, “Also integral to the campaign is the logo, with a middle finger thrust up in the center of the ‘u’ in Trump.” In August 2017, the rapper Eminem appeared at a music festival in England. During his set, he launched into an anti-Trump diatribe. “The audience cheered and began chanting ‘F- — Donald Trump’ unprompted,” Billboard reported, “while Eminem then said he had a request of the audience: ‘When I say ‘F---,’ you say ‘Trump’!” These are just three examples of a very widespread phenomenon. Anyone paying any attention during that time will remember them. But now, The Washington Post says, there is a new phenomenon, one that is “on another level, far more vulgar and wide-
spread” than the insults directed at Trump. Does anyone really believe that? It might be more accurate to say that “F- — Trump” prepared the way for the age of “FJB.” But that is not entirely true — while some are indeed saying “F- — Joe Biden,” it’s worth recognizing that the “Let’s go Brandon” phenomenon is all about suggestion rather than explicitness, about creating a new euphemism that avoids the F-word altogether. Surely that’s worth something. As the Post suggested, insulting the president has a long history. But it’s fair to say that the “F- — Trump” years were a pretty robust time for presidential insults. In some circles, the events of that period served to normalize saying f- — the president. So why should anyone be surprised by what is happening now? RISING SUN — With the work nearly completed, town officials passed a resolution Tuesday night to help with the bills left by a $661,800 paving project. Rising Sun got pre-approval on a loan and began the much-needed paving project. Valley View was completely repaved and striped. Turtleback Court and Mason Runn Road also got refurbished. “We expended the money before we got the tax free funding,” said Calvin Bonenberger, town administrator as he read Resolution 2021-12 into the record. “This shows your intent to use the money to reimburse the town,” he said. According to Bonenberger, the IRS requires the town pass such a resolution. “It declares the official intent of the town,” he said. Harmony Construction sent its bill to the town for payment. “We paid the contractor,” said Judy Melton, office manager. “We needed the resolution to show how (the
bill) got paid.” Also at the town meeting the board voted to give town employees a long holiday weekend for Veteran’s Day. “When a holiday falls on a Tuesday or a Thursday, in the personnel manual the elected body is able to decide if the day before or the day after a holiday is also paid leave,” Bonenberger said. Commissioner Augie Pierson said coming back to work on Nov. 12 — a Friday — would be “a wasted day.” “You get nothing done any way,” Pierson said. “Why not give employees the day off?” Rising Sun, like other municipalities — gives its employees a long weekend surrounding Thanksgiving as well. Commissioner Dave Warnick at first thought the proposal was to move the observation of Veterans Day to Friday. “Is this moving the holiday or an additional holiday?” Warnick asked. He then agreed to the extended holiday but added that the same be extended to the town’s
police department. Over those 20 years Peterson said Vanaskey has also become the stuff of legends. “You have a ton of people who like you or hate you,” Peterson said. “There’s folklore now.” He received citations from Mayor Travis Marion, Cecil County government, and the Maryland General Assembly delegations. Since he officially retired at the start of the year when the pandemic was still limiting contact, and he is no longer in uniform, Peterson was only able to ceremonially pin a retirement badge on Vanaskey, slapping a sticker to his chest and drawing him into a brotherly hug.

ELKTON — Cecil County’s Emergency Winter Shelter will return starting Dec. 15 in the same form as was used last winter: setting folks up in local motels. “This year they will be assessed according to need and a list will be developed with the highest priority getting help first,” said Sheri Snyder, executive director for Meeting Ground, the nonprofit organization that addresses homelessness and its associated issues. “The list always far exceeds the resources that we can provide.” Working with funding from Cecil County and the support of various churches and other civic organizations, those placed int he motels are cared for with dinners and other needs. “Even with the motels they are still engaged with Tony,” Snyder said. Tony House is the Homeless Intervention Coordinator for Meeting Ground. It’s his job to help the shelter community with issues such as substance abuse, criminal records, and credit records. It’s about changing their course. “Some people get stuck in that cycle for whatever reason,” House said. “Rapid rehousing is our goal with most of these people,” Snyder said. “We want them to move into permanent housing.” He’ll stay in contact with the people while they are assigned to one of 17 mo-
tel rooms. The means daily contact and assuring each is being a good tenant as part of his case management. “There will be two people to a room. We estimated we’ll have as many as 50 people,” House said. He said that could also include families with children. Before the pandemic the Emergency Rotating Shelter was shared by Cecil County churches that took turns housing the homeless a week at a time. This new model is dependent on financial support. “We don’t know if next year we’ll have these resources,” Snyder said. House and Snyder are looking for help with the dinners for the shelter residents. “Fifty meals could be overwhelming for some people so we can split it to 25,” House said. “They are delivered to the motels at 5 p.m.” Those meals can be individually packaged and brought to Meeting Ground or the meals can be packaged at Meeting Ground for transport to the motels, House said. Port Deposit issues public works agreement for Bainbridge roads BY JANE BELLMYER jbellmyer@ceciwlhig.com
PORT DEPOSIT — Bainbridge isn’t just a group of four large buildings on 438 acres of the former naval training center. It’s also the water and sewer, electric, and roads that will make the new development work. Port Deposit is preparing for that development on the land it annexed into its borders in 1999 with a draft public works agreement surrounding those roads. “I don’t even know the last time you did one of these,” said Vicky Rinkerman, town administrator. The public works agreement spells out what the town expects of the condition of the roads before it will accept them as town roads. “It’s a standard public works agreement,” said Chris Rogers with AECOM, the engineering firm for Port Deposit. “It’s to guarantee that public improvements at Bainbridge Development Corp. will be built according to the approved plan.” Rogers said that includes two access roads, storm drains in the rights of way and in the easements that lead to those rights of way. “It provides that the town can inspect them as they are being constructed,” he said, adding there is a unique feature in this PWA.

Port Deposit is considering a public works agreement that would make sure the town is protected before accepting the roads to be built for the development at Bainbridge. “The final top coat can’t be installed until Building A is completed.” Buildings B and C are first on the construction list, as reported earlier this week in the BDC annual meeting. “The first two priorities are Building B in the center with 1 million square feet and Building C with 600,000 square feet,” said Toni Sprenkle, executive director of the BDC. The public works agreement also gives Port Deposit a financial cushion, requiring that 10% of the construction bond money be kept for two years after the roads are deeded. “This would be for repairs or damage in those two years,” Rogers said. That’s also important since the water and sewer lines
will run through those rights of way and a stream crosses under Bainbridge Road. “There’s going to be a significant amount of fill and a retaining wall along the stream.” Mayor Bob Kuhs said that two year financial surety will also give the town a chance to see how the new roads stand up to the weather. “We should take advantage of that,” Kuhs told the council. “We can wait to accept until after one winter cycle.” Rogers also said that the two roads in question have similar names; Bainbridge Road (also referred to as Spine Road) and Bainbridge Boulevard, which could cause confusion for traffic entering the complex.

ELKTON—The Cecil County redistricting commission voted Wednesday to move forward a map that will determine the County Council districts for the next ten years. The new district map was presented to and voted on by the redistricting commission, which was established by the County Council in September. The map will only affect council districts one and two, shifting about 2,000 people to district one. The commission, per the County Charter, is normally appointed by April 1 the year after the decennial census is taken. However, with complications from the pandemic, the Census Bureau was late reporting numbers. “Council must establish a redistricting committee every ten years when the Census is taken. Unfortunately, because of COVID, Census data was delayed so Council established a

Elkton man gets eight years in federal cocaine case BY CARL HAMILTON cahamilton@cecilwhig.com
BALTIMORE — A judge handed an Elkton man an eight-year sentence on Wednesday for his role in a cocaine distribution ring in Cecil County, marking the end of the federal criminal case against him and his two co-defendants, according to the U.S. Attorney’s Office. U.S. District Court Judge Richard D. Bennett imposed the sentence on 42-year-old Troy Lee Neal, who, as part of his penalty, must serve five years of supervised probation after completing his eight-year term in a federal prison. On July 16, Neal had pleaded guilty to possession of cocaine with intent to distribute and conspiracy to distribute cocaine after accepting a plea deal. His co-defendants – Mark “Swanny” Williams, 52, and Kevin Purnell Johnson Jr., 37, both of Elkton – pleaded guilty to the same two cocaine charges after they, too, entered into plea agreements with federal prosecutors. On Sept. 23, Williams received a seven-year sentence. In July, two months earlier, Johnson received an eight-year sentence. The judge ordered Williams and Johnson to serve five years of supervised probation after completing their respective terms in federal prison, as he did with Neal on Wednesday. According to the plea agreements, the Maryland State Police, Cecil County Sheriff’s Office, and the Department of Homeland Security identified Neal, Williams and Johnson as suppliers of cocaine after an extended investigation dating back to 2019. The conspiracy members distributed crack cocaine to multiple customers in Elkton, federal prosecutors reported. During that state-level investigation, a Cecil County Circuit Court judge issued an order authorizing the interception of wire and electronic communications of Neal and his co-conspirators, according to federal prosecutors. Intercepted text and telephone communications revealed Neal as a
member of the drug distribution conspiracy, federal prosecutors reported. Neal, Williams and Johnson were arrested in June 2020, and they were charged with importing cocaine into the state, possession of a large amount of cocaine and other offenses, after a surveillance operation culminating an investigation that had started approximately one year earlier, court records show. Investigators involved in that surveillance operation focused on a Lincoln Navigator as it traveled from Elkton to Bronx, N.Y., according to charging documents in that now-closed Cecil County case. At the conclusion of the operation, investigators confiscated more than one pound of cocaine with an estimated wholesale value of $20,000, court records showed. The seven-hour-long surveillance operation was conducted from the night of June 13, 2020 into the early-morning hours of June 14, 2020 by Cecil County Drug Task Force (CCDTF) agents and Maryland State Police Special Investigation Section (SIS) members, police reported at the time. It marked the culmination of an “extensive investigation in which Johnson, Williams and Neal were observed involved in suspected drug transactions,” police said. Based on information gained from that investigation, police added, Cecil County Circuit Court Administrative Judge Keith A. Baynes granted the drug agents a search warrant for Neal’s residence on East Village Drive on June 3, 2020. The surveillance operation started at approximately 7:15 p.m. on June 13, 2020, with investigators monitoring a black Lincoln Navigator driven by Neal and occupied by Johnson and Williams as it departed from Neal’s East Village Road residence, police reported. “Surveillance indicated Neal’s Lincoln traveled to The Bronx in New York, a known source area for cocaine,” court records alleged. Neal’s Lincoln arrived at
that location in The Bronx at about 10 p.m. on June 13, 2020 and then at 11:53 p.m., 2020, less than one hour later, it left and traveled south toward Maryland, police reported. At 2:05 a.m. on June 14, 2020, the Lincoln arrived back at Neal’s residence and, also based on surveillance, Neal and Johnson got out of that vehicle along with two women, police said. At the same time, police added, a white Nissan sedan pulled up in front of Neal’s residence, and Williams got out of that vehicle – before Neal, Williams and Johnson entered Neal’s residence. Then at 2:12 a.m. June 14, 2020, some seven minutes later, CCDTF agents and SIS members raided Neal’s residence, court records showed. During the court-approved search of that residence, investigators found and confiscated 500 grams of “compressed suspected cocaine, several bags of suspected marijuana, an operational digital scale and several cellular telephones,” court records alleged. There are about 453 grams in a pound, meaning the total weight of the confiscated suspect cocaine is slightly more than one pound and one ounce. “The approximate wholesale value of the cocaine seized was $20,000,” according to court records. Although the criminal case against Neal and his co-defendants started at the state level, according to court records and Cecil Whig archives, the Cecil County Office of the State’s Attorney transferred the Elkton-based cocaine importation case to the U.S. Attorney’s Office last year. The CCOSA did so after federal authorities expressed an interest in prosecuting Neal and his two co-defendants. At that point, Neal and his two co-defendants, all of whom had been held in the Cecil County Detention Center on no bond after their June 2020 arrests, were placed in federal custody. Along those lines, as a matter of housekeeping, CCOSA prosecutors dismissed their criminal cases against Neal and his co-defendants.

EARLEVILLE — In an effort to provide people suffering from addiction additional ways to manage their mental health, the Recovery Centers of America at Bracebridge Hall in Earleville is collaborating with Johns Hopkins HealthCare Solutions to provide a virtual reality program centered around the promotion of mindfulness in patients. “A younger male may not be as open to the thought of doing yoga, as they might be to VR since it’s more like a video game,” said RCA Clinical Director Heather Frye. “It really gives us the opportunity to expose patients to mindfulness where in other situations they may be resistant.” The VR headset gives patients the ability to have six lessons in three weeks. The lessons are facilitated by the head of Johns Hopkins’ mindfulness program, Neda Gould, who guides patients through breathing exercises, being present in the moment and other tools to help handle their emotions. Patients use mindfulness to help decrease anxious responses, something
important as those who suffer from addiction are twice as likely to have a mood or anxiety disorder than the general population. The VR headset and headphones are designed to completely immerse patients in the therapy, helping reduce distractions so they can focus entirely on the practice. There are four different settings patients can choose to accompany the lesson: a campfire scene, a nature trail, a waterfall and a beach. “Especially if they have a hard time verbalizing their anxiety, it’s a good way to bring them back to baseline to a safe spot mentally so they can start to verbalize their issue,” said Jonathan South, a primary therapist at RCA. South said the program helps people use reason and logic to make decisions, instead of reacting emotionally. The VR program is also in use at the Recovery Centers of America Capital Region Facility in Waldorf. Johns Hopkins worked with BehaVR, a company focused on the therapeutic potential of VR, to develop the program. RCA interim CEO Corey Richey said the partnership with Hopkins came about since their business development team had a contact
there. The program focused on those suffering from mental health, but Recovery Centers of America believed it could benefit patients with substance abuse disorders as well. “They’re building those principals they’re learning from the VR program into their recovery plan,” Richey said. “It’s about learning those principles in a safe controlled environment and then being able to apply them in real life.” Currently, the Bracebridge facility is the home of 5 headsets. Corey said the program, which rolled out this month, will begin with 8 patients and expand from there. The new partnership is one of several initiatives RCA has introduced in the five years since they took over the 600 acre space with over 120 beds in Earleville. This past January, a new Wellness program – spearheaded by coordinator Paul Norris – began. Norris said the program focuses on giving people structure, mixed with an emphasis on physical activity. “So many of us haven’t had structure in our lives, it’s been a long time since we’ve had structure,” Norris said. “What I know about myself, is the more structured I am, the more I get done.”

While she calls the bill flawed, Hornberger also recognizes the fact that the legislation is “well intended and seeks to solve a problem in Cecil County of unwarranted noise.” The legislation, which was passed unanimously by Council, would have imposed $50, $100 and $300 fines for the first, second and third violations, respectively. In closing, Hornberger wrote in her veto statement that she understands this is an issue for many residents. “I am sympathetic to residents on the receiving end of excessive noise and encourage them to report excessive noise emanating from an establishment holding a liquor license to the Cecil County Liquor Board, excessive noise emanating from a neighbor to the Cecil County Sheriff ’s Office, and excessive noise emanating from a source within a municipality to the municipal government or the municipal police department,” Hornberger wrote in her statement. Going forward, per the county charter, the veto statement must be read to Council at the next meeting by the presiding officer. “Pursuant to the Charter, not later than the next legislative meeting immediately following the receipt of any vetoed legislation, the Council may override the veto by the affirmative vote of at least four Council members,” the Cecil County Charter states. The next County Council legislative session will be on Nov. 2, 2021 at 7 p.m. in the County Administration Building.

In November of 1871 the Cecil County Sheriff arrested and arraigned the infamous Molly Maguire, Patrick Hester for horse thievery. From the November 18th 1871 edition of the Cecil Whig: “Sheriff Denny succeeded in arresting, on Friday November 11th, near Mt. Carmel, in Northumberland County, Pa., a noted horse thief, named Patrick Hester. The arrest was made in the morning about 7 o’clock and the prisoner lodged in Elkton Jail at hall past nine on the evening of the same day. When the Sheriff of Northumberland Co.,who accompanied Mr. Denny read the warrant to Hester and told him that he was in the custody of the Sheriff of Cecil county, who held a requisition from the Governor of Pennsylvania, he backed off and left Mr. Denny to take care of Hester the best he could. The horse thief showed signs of battle immediately and remonstrated loudly, once offering to strike the Sheriff, but he drew a revolver and told the fellow he must go, taking him at the same time toward the cars which were close by. When the cars reached Sunbury, Sheriff Denny was notified that a number of the confederates of the prisoner were about the depot ready to improve any advantage to rescue him. but nothing of the kind was attempted, and the prisoner was lodged in jail at that place till the train was ready to start. While crossing the Susquehanna River the Sheriff discovered one Murphy, whom he held a writ for on a charge of petty larceny. He immediately secured Murphy and taking a hand-cuff, manacled the two prisoners together, and brought both on to Elkton.” “In January 1868, Mr. Charles A. Bryan, of Pivot Bridge, had stolen a very valuable young horse, with bridle and saddle. On the same night, Mr. Fletcher Price, of Chesapeake City, lost a Buffalo robe, and John Cavender, residing near the Delaware line, also had a buggy stolen all supposed to have been taken by the same party or parties. Mr. Bryan employed detective to search for his horse, which was found in possession of Patrick Hester, the party arrested,

who lived at Mt. Carmel, and bore the reputation of being connected with a company of disreputable characters. Writs were issued for the arrest of Hester and the recovery of the horse, and placed in the hands of legal officers, who failed to arrest him or recover the horse, the animal being put out of the way when the officers were about, and through inability of the local officers, or some other cause, Hester remained at large and in possession of the horse. A short time before his arrest the horse was shot one night while he was riding along the road. He alleges that seven shots were fired at him by concealed parties, missing their victim but killing the horse. He had the animal insured in a Stock Insurance Company, and, at the time of his arrest, was negotiating with the insurance company for the recovery of the amount of the insurance. The country round about Mt. Carmel is a coal region, inhabited by a rough set. It is to be hoped if the prisoner is guilty, that Mr. Bryan will be able to sustain the charge; and if innocent, it is a misfortune to lie thus suspected and incarcerated in prison far from home.” In the January 6th 1872 court proceedings of the Cecil Whig the following was printed: “State vs. Patrick Hester, indicted for the larceny of a horse, the property of Charles A. Bryan, near Chesapeake City, on the 18th day of January, 1868. Tried before a jury and verdict of not guilty.” Prior to the Sheriff’s arrest for lar-
ceny, Patrick had been investigated for the October, 1868 murder of Alexander Rae near Mt. Carmel, PA. After returning to Mt. Carmel, Hester was eventually tried and convicted for the murder of Rae. For many it seemed the prosecution was driven by his affiliation with the Molly Maguires and/or Ancient Order of Hibernians. At sentencing on the morning of May 14th, 1877, when asked if he had anything to add Patrick Hester made some remarks, among them: “I never plotted or aided the murder of Rea or the robbery of Rea; and I knowed better. That it wasn’t pay-day;

I knowed pay-day was on Fridays; my business was to be about and see these collieries, when they paid, and collect taxes for individuals. I was collector of taxes in fact. I know very well your Honor, that they were after me for a long time, and even my horse was shot under me one evening coming home from Mount Carmel; the horse died the next morning. This I declare before the Court of Heaven and this world.” (The Columbian, May 18th, 1877) Patrick Hester was hung publicly on March 25th, 1878 with two others. PERRYVILLE — The Perryville football team had seen this movie before. Two weeks after having to squeak out a 7-6 win over rival Bohemia Manor, the Panthers found themselves down 6-0 to the Eagles on Friday. The Panthers were determined to write a better ending, and did just that as they used a 17-point outburst to cruise to a 2414 victory and earn a third-round playoff home game next week. Bohemia Manor struck first to take an early 6-0 lead in the first quarter. It stayed that way until the third quarter when Jaimere Gui found the end zone for a two-yard touchdown run. Quarterback/ kicker Zack Clarke made the extra point and gave the Panthers a lead they would not relinquish. Clarke had another solid outing and made the difference with his leg as he made several PAT kicks, as well as a 27-yard field goal in the fourth quarter. “We started out pretty slow and we had some penalties that killed us,” Clarke said. “Then we started clicking and everything was amazing after that.”
Clarke fired a touchdown pass to senior Daniel Tserkis with 8:30 left to play and it was a play that was predestined in the huddle. “It is a trust thing between a wide receiver and his quarterback,” Tserkis said. “I told (Clarke) to throw it up and I’ll go get it.” Later, a Kyle Huth interception helped Perryville run some clock and after a late Eagles touchdown by Matthew Nichols and a two-point run to make it a 10-point ball game, Perryville recovered the ensuing onside kick to put the game away. After a rough first half where the Panthers had three turnovers, the team made adjustments and its leader Clarke made plays for the team said head coach Sean Sandora. “We came out the second half and executed,” Sandora said. “(Clarke) does everything for us. He has been playing since he was a freshman.” It looked like another defensive struggle as the Panthers looked poised to tie the game on a 15-yard touchdown pass with under a minute to go, but the points were negated by penalty. Bohemia Manor ends the season with a record of 5-6 while Perryville will host a playoff game next Friday against an opponent to be determined.

PHS Marching Band wins Region IX Championship Perryville Marching Band lit up the field this weekend as they competed for the REGION IX championship. Their show entitled “OZ” features the music of Wicked, The Wizard of Oz and The Wiz and is kind of an “Ozmosis” of all three shows combined. The band has been competing this year since September 18 after a missing last season due to the pandemic. The show has been well received landing them two first place scores already and recently the Chapter Championship which was held on October 23 at Appoquinimink High School in Delaware. They also received awards for best music, best visual, best colorguard and best percussion. They will conclude their season at Atlantic Coast Championships in Dauphin County Pa October 31, 2021. The band has received many accolades over the 28 year tenure of Director Jill Welsheimer, including 10 State

ELKTON — In July, Elkton High School senior Niara Brown found out that she had been selected to become a member of the National Society of High School Scholars, recognizing her NIARA as a top scholar and leader BROWN in the Elkton community. “On behalf of NSHSS and our cofounder Claes Nobel, a member of the family that established the Nobel Prizes, I am honored to recognize the hard work, passion and commitment that Niara has demonstrated to achieve this exceptional level of academic excellence,” said James Lewis, NSHSS co-founder and President, in a press release. “Niara is now a member of a unique community of scholars – a community that represents our very best hope for the future.” By being inducted into the NSHSS, Brown joins an international community of over 1,700,000 in more than 170 countries. The NSHSS provides lifelong support to its members in all stages of their academic and professional careers – such as last week’s focus on college applications for Brown and other members who are high school seniors. “I’m extremely excited because it’s a once in a lifetime opportunity,” said Brown. “It’s kind of like a sorority because they follow you through life and through college.” Brown, an Elkton native and member of Elkton High School’s Tennis team, said that she plans to attend either North Carolina Agricultural and Technical State University or Virginia State University next year. She hopes to major in Fashion Design & Merchandising, as well as pick up a minor in Journalism, with a specific focus on fashion journalism. Despite struggles during last year’s remote learning and quarantines, Brown said that she is on track to hit her GPA goals and is currently taking college-level courses at Cecil College. “I’m very proud of her,” said Sylvia Brown, Brown’s mother.
