ur first newsletter arrived on time in May and from initial reports is a tremendous success. Comments received are overwhelmingly supportive. I want to publically again thank Brigid Bauman for her support and help putting the newsletter together. By the way, she is your HOA Secretary.

Sheriff dispatcher at 813-929-1204 to report violations and request a Sheriff Patrol ticket the violator. Callers may even remain anonymous. You may even take the license plate and report the violator as a reckless driver. This information is then inputted into the county vehicle database.

As I thought about what to write for this July newsletter, I was reminded that we have many new families in our community and some “old” news is in need of “repeating”. So here goes.

I must again remind residents that parking in the driveway in such a way that restricts the free flow over sidewalks is a violation of county law. Handicapped people and our children must have free access to sidewalks to prevent them traversing into the streets to go around an inconsiderate neighbor who blocks sidewalk access. It only takes a minute to ensure the sidewalk remains clear. Please be considerate and leave room to transit the sidewalk.

I am continually amazed at how fast we are maturing and developing. This is truly a beautiful community. Unfortunately, there are a few residents who refuse to be good neighbors and residents which make our streets dangerous for our children, walkers and handicapped. I cannot impress enough on all of our residents and their guest that the speed limits on all side streets in Lake Bernadette should never exceed 20 MPH. Some are even posted below that at 15 MPH. That includes Montford Drive, where impatient drivers pass those maintaining a safe speed. Folks, arise ten minutes earlier so you can safely navigate our residential roads at a safe speed. This is extremely important during school times as I have witnessed drivers recklessly passing while our children wait for the school bus. Your HOA will be again asking the Pasco Sheriff to do speed checks and ticket speeders. Be considerate. I also want to remind all of our residents that street parking in Pasco County, which includes Lake Bernadette, is illegal and prohibited unless specifically posted. As you enter our community on either end of Golf Links Blvd, please note the signs posted at both entrances clearly indicating: “No Parking on Any Street”. Street parking adversely affects traffic flow, mail delivery, and restricts the free flow of emergency vehicles. I know no one wants to be responsible for a death because an ambulance or fire engine could not navigate a blocked or congested street. It’s the law! We recently were notified that our Design Review Board Chair, John Mooney, is moving out of state. We are desperately in need of a resident, or two or three, who would like to volunteer to help with requests for modifications and improvements to existing property. The job is not too difficult; requiring the ability to follow established DRB Guidelines. The HOA is even empowered to offer the DRB Chair a small stipend for each request undertaken. Before I sign off for this issue, I have received a couple of complaints from residents about the discharge of firearms in and around our community. If a resident feels someone has discharged a firearm illegally and endangers residents, immediately call the Sheriff (813-9291204) and they will dispatch a deputy without delay to investigate. Harken to the words of the Lake Bernadette Amended and Restated Declaration of Covenants, Restrictions, and Easements: “Section 9. Livestock and Poultry; Pets. No animals, livestock or poultry of any kind shall be raised, bred or kept at any Residence, except that dogs, cats or other household pets may be kept, provided that they are not kept, bred, or maintained for any commercial purpose, and that no more than two animals per

dwelling unit are maintained at any one time. Animals shall not be allowed to roam but shall be kept leashed. Pet Owners are responsible for retrieving and disposing of their pet’s deposits. Animals shall be prohibited from the Association Property.” Emphasis added. It is interesting that although the number of pets is clearly set forth, there is no limitation on the size and breed of dog or cat perhaps meaning that even if your dog is of a size that it can be saddled and ridden, it fits within the Declaration’s license. How about a Burmese Python? Your Association would argue that snakes are not a “household pet” by common parlance and therefore are not permitted.

Lake Bernadette, besides being a great neighborhood to live in, is very dog friendly. One of the many pleasures for folks who like to take walks on the many sidewalks of Lake Bernadette is the greeting of other residents who are walking their dogs. We have many different breeds of dogs of all sizes in our community and all of them are very friendly. Part of the responsibility of residents who walk their dogs on common ground is the disposal of their pets “calling cards”. The overwhelming majority of residents are considerate and clean up after their dogs. On the other Page 6

Enough funky definition arguments, let’s get down to the real nitty-gritty with pets - this would be pet owners who are so selfish and inconsiderate that they would intentionally leave their pet’s deposits on the lawns of their neighbors or the Association’s common property and/or allow their pets to roam free in neighborhoods. The Declaration recited above is pretty clear on this kind of behavior – sad that some among us would need to have such a rule in writing. For those who think nothing of allowing their pets to defecate on the property of others, the Association has recently purchased very nice looking signs to remind them that this practice

hand, there are a few residents who are not as considerate and neglect to clean up after their dogs. Besides being inconsiderate, not cleaning up dog wastes creates a health hazard to all of us. We should all keep in mind, that, as residents, we are all in the same community, and what each of us does affects the rest of the residents. This is especially true in the common areas. Your CDD and HOA are doing their part to keep up the high standard of living we all enjoy. The residents also need to pitch in to keep that level

is not only against our rules but is a health hazard as well. What works best when someone is walking their dog and allowing it to defecate on your lawn? Let’s be honest about this. Calling the Sheriff doesn’t work. Calling Animal Control doesn’t work – all you get is a message that they are understaffed. Your property manager isn’t going to do anything but maybe write a letter to the offender. The only thing that seems to work is confrontation. The pet owner who is so selfish and inconsiderate as to allow their pet to foul your property is betting that you don’t have the nerve to come out and speak to them about it.

Spanish Moss I

t is a common myth that Spanish moss is a parasite and that it kills trees. In fact it is an air plant that finds suitable habitat in trees when the canopy is open enough to allow in enough light. It is further encouraged by the presence of dead wood in the tree that provides nutrients as rain water descends along the branches and twigs. It can present a problem when it gets extremely thick. Not only will it block sunlight, but it has an amazing capacity to absorb water. The extra weight in a storm can cause branch breakage. Wikipedia describes it as follows: “Spanish moss is an epiphyte which absorbs nutrients (especially calcium) and water from the air and rainfall. Spanish moss is colloquially known as an “air plant”. While it rarely kills the trees it lowers their growth rate by reducing the amount of light to a tree’s own leaves. It also increases wind resistance, which can prove fatal to the host tree in a hurricane.

Spanish moss is used as mulch especially in indoor container plantings. It can be collected for use around trees and as mulch around landscape plants in the yard. Nutritionally, it is equivalent to a 3-3-3 fertilizer. The original Model-T Ford used it as seat cushion stuffing, and during WW2 when cotton was in short supply, it was used as wound dressing due to its great absorbency. Of course, ones real concern should be for the health of the trees. Spraying the moss with an approved copper-based liquid can damage new growth and even then, you just have black, dead moss hanging in the tree. And of course, since it wasn’t killing the tree, the tree won’t be in any better shape. It is wise to remove heavy accumulations to prevent branch breakage in a storm but dead wood within the tree canopy won’t be solved except by proper pruning.

Volleyball tryouts Volleyball tryouts will be held starting August 22nd (1st day of school) to August 25th from 3:00 P.M. to 4:30 P.M. Parents must pick up athletes on time after tryouts. Football tryouts Football tryouts will start on Wednesday, August 17, 2011 at 3:00. Students may arrive as early as 2:30 and must be ready to start at 3:00. irl Scouts of West Central Florida (GSWCF) is seeking Seven Oaks residents to be troop leaders for Seven Oaks girls. Both men and women over age 18, to volunteer as positive adult role models. Troop leaders facilitate activities meeting the contemporary needs of girls, and make a lasting impact by helping build girls of courage, confidence, and character, who make the world a better place. GSWCF works in close partnership with troop leaders to deliver the information and support needed to help girls unleash their potential. As part of its commitment, GSWCF offers a flexible schedule of inperson and online trainings for all troop leaders, assisting them in

developing their skills and learning about the Girl Scout program. By completing all required training this summer, leaders can have a troop as early as this fall! In addition to troop leaders, GSWCF is seeking volunteers to fill a variety of other positions. Volunteers are needed to work behind the scenes to support troop leaders, or to train other volunteers. Volunteers are also needed to work directly with girls as event directors or program facilitators at local Girl Scout camps. The possibilities are endless! No matter the position, Girl Scout volunteers gain valuable job experience, hone leadership skills, participate in their community and, ultimately empower and inspire girls.

The Cookies from Home program allows customers to purchase cookies for military men and women serving in combat zones overseas. Support the Troops sends the cookies and other necessities postage-free for the Girl Scouts. More than 50,000 boxes of Girl Scout Cookies were donated through the 2011 Girl Scout Cookies from Home program.

It’s not been easy living in Lake Bernadette. You’re all too familiar with the highs and the lows of the housing market and for a long time you’ve been at rock bottom. But things might be looking up for Residents of Lake Bernadette. Over the last 6 months, 25 homes have sold in your fine community. The median sold price over this period has been a dismal $61 per sq.ft, and since the median sized home is 2,014 sq.ft, 25 lucky buyers now own Lake Bernadette real estate for a median sold price of $122,000. But the trends are looking up. There’s been a steady increase in the number of homes sold each month for the last 6 months. Short sale activity is way down - only one Short Sale has closed over the last 6 months. And although the majority of sales are still Foreclosures (14 in total), 10 sales over the last 6 months were Conventional. Granted, most conventional sales were probably old foreclosures that were purchased by investors and flipped, but whoever is responsible for stabilizing the economy - whether investors or owner occupants - we’ll take it! Prices have also been heading up. They’ve been as low as $53/sq.ft and as high as $74/sq.ft, but the general trend is increasing. That means you should expect to see appraisals without the dreaded “declining market” emblazoned across the front before too long. That’s a welcome relief for any community. Here’s something we don’t like - the average days for a property to sell is also increasing. It’s up to 157 Page 14

Paving Assessment days over the last 6 months which says that the housing market is still not as free-flowing as it should be. Our goal is to see increasing prices, increasing sales, and days to sale of around 100 - then we’ll have reason to believe that the market is really kicking along. Recovery in the Tampa Bay housing market won’t come evenly. Some communities will start to stabilize and increase even while other communities continue to bump along the bottom. But there are signs over the last 6 months that we’ve met the bottom and are slowly... slowly coming back in Lake Bernadette.
