Each month the CDD, SOPOA and Resident Council write some great articles to keep you informed. They also encourage you to attend the monthly meetings to learn more about the community; behind the scenes. Even if you go every other month, you are being proactive and learning a lot. The meetings are a great time to ask any questions or share your concerns. The dates and times are inside. HOme Owners Association Seven Oaks Some Things, I Think, I Think
I
think the majority of the homeowners in Seven Oaks have no idea of the ongoing efforts of both the SOPOA Board and our management company, to enforce the covenants and deed restrictions of our community. What we typically hear from residents is something like this. “What are you doing about the property at (Insert address here)? They never mow their lawn and they haven’t pulled any weeds for at least three years. I’m getting tired of seeing this mess next door!” Or, “My neighbor just painted his house bright green! What are you going to do about it?!” The SOPOA board is listening to our homeowners and we are taking aggressive action to help keep the property values up in Seven Oaks.
It asks for compliance and gives a time frame for correcting the issue. It also asks for a notification back to the property manager that the problem was or will be corrected. There are currently 397 First Violation Letters on record.
There are 1,831 residences in the Seven Oaks Community. The property manager makes weekly inspections and records violations to the covenants and deed restrictions. Letters are sent to each homeowner of record where something has been noticed that is not in compliance. The letter includes pictures of the violation and a brief excerpt from the Deed Restrictions document that explains the violation.
After that time period expires, if there is still no response and the violation is ongoing, a third letter is sent usually assessing a fine for continued noncompliance. (For those of you who say, the SOPOA cannot levy a fine, please re-read the documents you signed at your closing.) There are 79 Third letters and 65 of these have fines of $1,000. (There are $65,000 in fines outstanding.) When a fine has been assessed, the file and the collection of the fine is turned over to our attorney. We have

Then after the expiration of the time period given for correcting the problem has expired, the violation still exists and the property manager has not received any indication of compliance from the homeowner, a second letter is sent. This letter again asks for compliance, gives another time frame (usually shorter) and speaks to legal recourse for non-compliance. There are currently 268 Second Letters.

recently retained the Law Firm of Bush Ross who has promised to be aggressive in their collection efforts. In the instance of non-payment of SOPOA dues, a similar process of multiple notices to the homeowner is followed. The final letter is a “Pre-lien” notice. When these files are sent to the attorney, attorney fees, and lien filing costs are added to the past due amounts. There are a total of 233 homeowners which have been referred to our attorneys. The referral to an attorney and the threat of foreclosure is not the way we like to proceed. We, like the majority of the homeowners in our community, just want compliance with the covenants and deed restrictions. However, there are some folks who just don’t care about their neighbors, their community and themselves that force us to act to protect the community at large. ne of the wonderful features of this community we call Seven Oaks is the people who live here. This is not only one of the most beautiful developments in Pasco County, but the residents here are some of the most friendly you will find anywhere. However there are always ways in which we can improve, and like all major developments even Seven Oaks has issues that need attention and problems to be dealt with periodically. One of the primary purposes of the Residents Council is facilitating communication between the residents and those staff and/ or committees who oversee the operation and maintenance of the community. The Council is made up of a resident representative from each neighborhood who meet monthly to discuss issues relating to Seven Oaks as a whole, and when appropriate, select neighborhoods. This is where you come in. As a resident of Seven Oaks we encourage you to become involved. Talk to your Resident Council representative on a regular basis. Whether you have an idea about something that may improve our community, a concern, or just a question. Your representative is there to Page 8
The Residents Council also hosts informative speakers at their meetings periodically to talk on current issues relating to our community, such as when the Pasco County Sheriff spoke on crime in April, or resident realtor Steve Appel provided a presentation in May on property values in Seven Oaks. In June the council hosted the head of the new Wesley Chapel Medical Center Hospital that will soon open across the street from our development. Finally, the Residents Council has created the “Seven Oaks Homeowner’s Reference Sheet” which defines what the SOPOA Board is responsible for, what the CDD Board is responsible for, and who to call for solutions to a specific problem.

Does the CDD Need Attorneys?
A
t each CDD meeting, the CDD Board makes decisions that impact the operation and maintenance of hundreds of acres of land that contain over a hundred ponds, numerous parks with playground equipment, storm water system, mitigation areas, and last but not least a multimillion dollar clubhouse. The CDD also hires and manages people to operate and maintain these resources. Therefore, decisions need to be based on “Advice of Counsel”.
Our law firm, Straley and Robin, is not our largest subcontractor as it only has five employees and is not our most expensive subcontractor, but it is definitely one of our most important subcontractors. Its services are vital to keep the CDD within legal guidelines and avoid very expensive problems for the CDD members. So the unequivocal answer to the question “Does the CDD need attorneys?” is a resounding -- yes we need attorneys.

A second question might be, “Is Straley and Robin the right law firm for the Seven Oaks CDD?” The primary reason to employ them is because of their experience with CDDs. Mark Straley has been practicing law in Tampa since 1976 and for the past 20 years has focused on representing CDDs. He was one of the first CDD attorneys in Florida. Tracy Robin worked in the title insurance industry from 1975 to 1986 and then attended Page 10
law school and in 1991 became an attorney. John Vericker was hired in 2005 by Straley and Robin, just a year after they established their law firm. Mr. Vericker received a Juris Doctor, cum laude from the University of Florida. Focusing on CDDs has brought them 75 clients. Most CDDs in Pasco County use them, but some clients are as far away as Ft. Myers.

WCAA Girls Softball
All-Stars tournament By Scott Kadlub
TGirls softball had an All-Stars his past weekend the WCAA
tournament and did well. I am not sure if you have room, but these would make a great addition to your news letters.
Here is the information regarding the Darlings - #2 in the District! I will forward you one more. A young Darlings All Star team took 2nd Place at the District Tournament. They won their first game 9-6, after erasing their nerves and scoring 6 runs in the bottom of the 4th inning and the
defense getting 3 straight outs in the top of the 5th to win. They then lost a tough game to the eventual winner (West Pasco) 15-14 in the bottom of the last inning. The Darlings bats came alive in the loser bracket game to beat Springhill, 24-3 in 3 innings. On Championship Sunday against West Pasco, they girls fought hard, and hit hard but right to their defense. They played solid defense and lost only 7-2. We are proud of this team and are confident they know what it takes to win the next time they are there.
There was some outstanding defensive plays, Kelsey Kadlub had 2 double plays playing SS. Ashley Garrison, made several great plays at 3rd in the Championship game and Sydney Luginski’s had lost her voice by the end of the last game, cheering on her teammates throughout every game and also made
several good plays. Everybody played hard in the Heat: Kelsey Kadlub, Lexi Gaiefsky, Sydney Luginski, Allison Fraley, Madison Baxter, Amber Rodriguez, Brianna Segers, Jillian Fischer, Maia Wark, Paige Dosal, Brooke Eason, Ashley Garrison.

LOST & FOUND During the pool season there will be a self-serve lost and found bin located outside the cafe window. Any items that are found that do not carry substantial value will be deposited there. Any items of value such as credit cards, electronics, jewelry etc. will be left with management in the office. --------------------------------------------------------------------------
Maintaining Beauty of Seven Oaks The beauty of the Clubhouse and surrounding areas is one of the things that makes Seven Oaks such a great place to live and work. As we tour the grounds to make sure that everything looks as scenic as possible we have noticed an abundance of litter around the basketball courts and parking lot. While we do have staff that maintains the grounds, they are not able to pick up after everyone all the time. This also takes us away from other duties that need to be performed in the Clubhouse. Please make an effort to use the trash cans that have been provided on the premises for any litter that should be disposed of. --------------------------------------------------------------------------

Lightning Lightning can strike 10 miles from the storm. The clubhouse policy for closing the pools due to lightning is 30 minutes after each lightning strike.The staff will inform you of when the pools will re-open. --------------------------------------------------------------------------
Guest Pass Out of town guests residing in your home, may be placed on a guest pass. Please contact the Clubhouse Manager @ (813) 907-7987 in order to make arrangements for this pass. To receive a guest pass, you must provide your resident access card, along with your guest’s photo id (drivers license preferred). The group that plays is sure to enjoy the beautiful greens that Pebble Creek provides.
Now that warm weather is here to stay the pool becomes the hot spot of the summer. We ask that while you are here that you please observe the pool rules and be mindful of others trying to enjoy the facilities as well. Pool rules are posted at various locations throughout the deck. We ask that there be no running, diving, or rough-housing on the pool deck at any time. This is for your own safety as well as the safety of others. Smoking on the pool deck is also prohibited. We have designated smoking areas for your convenience. We hold a zero tolerance policy for alcoholic beverages on the pool deck and coolers must be inspected upon arrival. The staff is directed to enforce these policies in order to provide a safe and comfortable environment for all the residents. We hope that you have a safe and enjoyable summer.
SUMMER POOL FUN REVISION Small water guns will now be permitted all day long everyday for use inside the Resort Pool Only (not on the pool deck). Small rafts will also be allowed all day, everyday in the Resort Pool only. Access Cards
Pool Closings
Access Cards must be present when entering the Clubhouse or using any area of the Clubhouse facility. The picture on the card must match the person presenting the card. If you lost or misplaced your access card, you must replace it if you would like to utilize the facilities.
During the summer months the pools here tend to get a lot of usage. Occasionally, there have been instances where accidents may occur and the pool needs to be closed down. We realize that this is an inconvenience, and there has been some aggitation about the length of time that the pools remain closed. It is our policy that if there is a bodily fluid incident in the pool that the pool then be shut down for an amount of time according to Pasco County Health Regulations. This gives the chlorine an adequate amount of time to do what it is supposed to. We close down the pools for the safety of the residents. It is our policy that small children who are not potty trained wear swim diapers.
The fee for a replacement card is $15. (tax inclusive) Individuals who do not have a valid access card will be asked to leave the premises or pay the daily nonresident usage fee. Please treat your access card as a key to entering your home. --------------------------------------------------------------------------

Cabana Rental Policy It has come to our attention during these last few weekends that there has been some confusion as to what the Cabana rental policy is, and how it works. Cabanas by the pool are on a first come first served basis. These cabanas can also be rented for 3 hour blocks from the hours of 10am-1pm, 1pm-4pm, and 4pm -7pm. All cabanas that have been rented will be clearly marked by a posted sign first thing in the morning. The signs have the rental times listed on them so that you will know what time the cabana has been reserved for. These signs do not mean that the cabanas are off limits the entire day, it simply means that if you are going to occupy that cabana then we ask that you make the cabana available by the allotted rental time posted. It may look as though many cabanas are rented for the day, but we only allow 5 rentals for any given time slot. -------------------------------------------------------------------------

irl Scouts of West Central Florida (GSWCF) is seeking Seven Oaks residents to be troop leaders for Seven Oaks girls. Both men and women over age 18, to volunteer as positive adult role models. Troop leaders facilitate activities meeting the contemporary needs of girls, and make a lasting impact by helping build girls of courage, confidence, and character, who make the world a better place. GSWCF works in close partnership with troop leaders to deliver the information and support needed to help girls unleash their potential. As part of its commitment, GSWCF offers a flexible schedule of in-person and online trainings for all troop leaders, assisting them in developing their skills and learning about the Girl Scout program. By completing all required training this summer, leaders can have a troop as early as this fall!
In addition to troop leaders, GSWCF is seeking volunteers to fill a variety of other positions. Volunteers are needed to work behind the scenes to support troop leaders, or to train other volunteers. Volunteers are also needed to work directly with girls as event directors or program facilitators at local Girl Scout camps. The possibilities are endless! Evacuating Your Home
Stay tuned and follow the directions and the evacuation routes recommended by the emergency officials. The most important thing to keep in mind is to have a plan for a possible evacuation. Be prepared to evacuate and keep the following suggestions in mind.

very year Floridians are faced with the possibility of hurricanes. Most years these dreaded storms do not land on our shores and mainland. However, in the not too distant past hurricanes have had devastating effects on many communities in Florida and every year the possibility exists that communities will be hit during the summer and fall months.

During the months of potential hurricanes, it is important to plan for the worst and hope that it never happens. For example, you and your family may be asked to leave your home due to some emergency conditions in your community. Your local emergency officials will not ask you to leave your home or location unless there is a valid reason. Do
Know the route and follow directions. Keep a map on hand that will enable you to take a route that may be unfamiliar to you. Be prepared to use routes specified by the emergency officials. Do not use any road or shortcut that they do not recommend. Some areas familiar to you may no longer be accessible or they may be dangerous for reasons unknown to you.

Local authorities will tell you what to do. Stay in touch with local authorities. They are in touch with the state or federal authorities and will know which route to take and what local conditions might be. If you follow their instructions, you are more likely to arrive in a safe location and to be able to communicate with your family members or friends.
3.
Keep your vehicle’s tank filled. Gas stations may be closed during a hurricane and prior to its arrival. During power outages, fuel pumps at gas stations may not work. Prepare for the hurricane by filling your tank well in advance of the storm.
4.
One vehicle per household. If it is necessary to evacuate, plan to take one vehicle per household. This will keep family members together and reduce the number of cars on yourparticular evacuation route.

da Department of State, kicked off the Summer Literacy Adventure as a way to encourage students to pledge to read and visit their local public libraries this summer. Florida students have the opportunity to participate in the Summer Literacy Adventure by visiting the Just Read, Florida! website at www.justreadflorida. com to take the pledge. A select school with the most participating students in the Summer Literacy Adventure will be recognized during the 2011-12 school year. Students who take the pledge may also utilize a free online tool to search for books based on their reading ability and interests. The DOE, through MetaMetrics, offers a unique resource called “Find a Book, Florida” at florida.lexile. com that uses Lexile® measures, a widely adopted reading metric that can guide a reader to an appropriate level book. Each year, more than 30 million Lexile measures are reported from reading assessments and programs— representing over half of U.S. students. The Department of State also encourages students to read, and local public libraries throughout the state host a variety of programs during the summer to promote reading. Students and their families can learn more about summer reading programs by contacting their local public library, and information on the locations of public libraries in Florida can be found at www.fllibraries.org. Pool Rules
his article is mainly about pool rules for “admittance”. It is about pool rules to follow in order to gain access to the pool areas. Residents can find the pool rules that cover (a) their “admittance”, and (b) the “admittance” of their guests at www.mysevenoaks.com
mysevenoaks.com and not to the check pool rules before arriving at the pool gate with our eight (8) guests/relatives from out of state. We are, therefore, unaware of the pool rule that limits free guests to five (5), and that each additional guest costs $15.
If you are a resident who (already) visits www. mysevenoaks.com to obtain pool rules, before you and your guests seek admittance to the pool areas, then you may want to stop reading this article. Other residents, however, should know that www.mysevenoaks.com provides pool rules covering admittance, access cards for residents and renters, day passes, use of the water slide and the cabanas, unacceptable behavior, etc.
To complicate matters, we arrive without $45 in our wallets. Next, we begin to sense the impatience of the growing line of residents that has formed behind us.
If you do not find an answer to your “admittance” question on www.mysevenoaks.com, get an answer by sending an e-mail to sevenoaksclubhouse@ yahoo.com or by calling the clubhouse phone (813) 907-7987. This article pertains more to residents, like me, who procrastinate. We tend not to visit www.

In summary, know the pool rules for admittance before you get to the pool gate. Have your access card ready. If you have lost your access card, buy a new one at the Clubhouse before you seek admittance to the pool area. Visit pool rules on www.mysevenoaks.com to check on existing rules and find new rules. For example, floats and water guns were recently allowed – ONLY - in the middle pool (aka, resort pool). Smoking is still limited to designated areas which do not include the pool deck and cabanas. The height requirement for use of the water slide

remains 42”. Plus, the single sliding rule (i.e., no double riders) is being strictly enforced by staff. Since all guests and residents, including renters, must adhere to the pool rules, residents may want to print the “Rules for Pool Usage” from www. mysevenoaks.com, and have a copy on hand for their guests or renters. My final message is for residents to be proactive: become familiar with the pool rules, and help their guests or renters do the same. As a special request, please do not open doors that allow others to gain admittance to the pool area. While a resident is more likely to report a person who has jumped over the pool fence to gain access to the pool area, a resident is less likely to report a person who has passed through an entrance other than the pool gate. Elena Vely (Varela) Article by Exclusive Talent Management
M
any of you know resident Elena Vely as your neighbor and one of the most sought-after Seven Oaks real estate experts since it’s development… but what many of you don’t know, is that Elena Vely is also known in these parts and in Hollywood, CA - by her stage name, Elena Varela. Elena was born and raised in the Washington, D.C. area and then went out to Los Angeles in her mid 20’s with her 8 year old son in tote, to pursue her life-long “dream” of becoming an Actress. After several years of a somewhat successful run in Los Angeles, she fell for a Florida native and quickly realized all the wonderful things the state of Florida had to offer to her and her family. So they compromised and had a house built here in Seven Oaks in 2004. Elena found the real estate aspect so fascinating; she became licensed in 2005 and quickly excelled as an award-winning Realtor and an expert in Seven Oaks living. Within three years, this newfound passion of real estate won her the “Top GCI Individual Producer” award at New Tampa office of Prudential Tropical Realty in 2008. She said, “I believe - to be successful in anything, you have to have a passion for what you do. That’s the one thing everybody quickly learns about me”. Although Elena’s passion was starting to pay off in 2008 as a Realtor, she admits that same year was also “bitter-sweet” within her personal

life. She had moved her mother “Mara” down from Maryland two years earlier to help her battle cancer. Unfortunately, it was a fight her Mother had lost days before Christmas of that same “2008” year. This huge loss prompted Elena to re-evaluate her life goals and her promise to her Mother… that she would get back to her life-long “dream” and career as Actress. Not an easy task in an area where the auditions were few and far between in comparison to that of Los Angeles. But all that changed last year when former Florida Governor Crist signed off on the new film incentive for about $242 million dollars towards projects in Florida over the next five years… now Elena Varela finds herself being busier than ever! She says, “Ironically, I audition more here now than in Los Angeles and had to cut my last “pilot season” trip back west - short, because I was needed here in the Southeast region for filming. I have been extremely fortunate to have now finished working on 3 films in the last year for networks like Lifetime and ABC Family, along with independent feature films as well. The 4th movie I’m scheduled to shoot on is coming up in New Orleans mid July.” She also mentioned, there are also several TV shows currently being shot in Miami right now like “Burn Notice”, “The Glades” and now “Magic City” too. But she’s really
excited about the new “Charlie’s Angels” series that started filming in Miami as well and is set to air this fall on ABC. She said, “I hope it’s only a matter of time before I land on one of these local shows as a “series regular”. That’s my goal now!” So as you can see, Elena has had little time to share her passion entirely on Real Estate these days. She said she still gets a lot of calls because of the successful business she had built over the years here in Seven Oaks and still gives her opinion when asked, but has officially transitioned from an “active” sales agent to a “referral” agent for Tropical Realty Referrals, Inc. She also said, “I still enjoy taking care of my past clients and any potential future residents of Seven Oaks that get sent my way. I make sure they are placed in exceptional and equivalent

hands. She also mentioned that because so many people have inquired about information on how to get themselves and/or their kids into the entertainment business… she’s planning to hold an “entertainment seminar” at the Seven Oaks Clubhouse in the near future!
