Western Days is almost here! This will be the 46th year for this annual summer festival, and plans are being made to make it the best one ever! Western Days Festival is truly a hometown event that offers something for everyone! Below is a brief update and description of a few of the favorite activities. TUESDAY

JUNE 23

MISS WESTERN DAYS & TINY TOT PAGEANT One of the longest traditions of Western Days is the Miss Western Days Pageant. This event is combined with the Tiny Tot Pageant. It will be held at the Elgin High School cafeteria at 7pm on Tuesday, June 23. Girls in the 10th, 11th and 12th grades will compete for Miss Western Days. In the Tiny Tot Pageant, girls ages 18 months to 5 years will compete in three categories for the title. The queen and her court will lead the parade and preside over the Western Days activities during the week.

Western Days Family Night - Join us in Memorial Park at 6pm on Thursday, June 25 to kick off the arrival of the carnival. There will be ride special specials throughout the evening. The carnival will continue to be open through Saturday, June 27.

JUNE 26

FRIDAY NIGHT DANCE The Chamber of Commerce will sponsor a free tennis court dance on Friday night in Memorial Park from 7pm-11pm. Bastrop County favorite, The Shop Dawgz, will start the evening’s entertainment, followed by another favorite, the Austin English Band. So, grab your hat, shine your cowboy boots and come out to join the fun!

JUNE 27

GRAND PARADE The Parade will begin at 10 am on Saturday, June 27. The parade starts on 11th Street and proceeds on Main Street through downtown. This parade is one of the largest parades in the Central Texas area.

ARTS, CRAFTS & FOOD BOOTHS Arts, Crafts and Food Booths - There will be over 75 vendors. Some of the best artists and craftsmen in the state will be participating. The food court area will be offering delicious festival food favorites including funnel cakes, snow cones, sausage wraps, turkey legs, fajitas and so much more.

VOLLEYBALL TOURNAMENT This popular event is always a crowd favorite. The first 8 teams to sign up and pay their entry fee will be eligible to compete for the championship title as well as prizes.

Coach Garfield By Gena Carter One of the great assets at Elgin ISD is the quality of teachers and staff that are dedicating their lives to our students. These teachers’ passion and dedication to students show not only in the classroom but in the band hall, livestock barn, sports fields and in the relationships they develop with their students. One area where we have seen this in the past year has been in the athletic department under the leadership of E.H.S. Athletic Director and Head Football Coach Jim Garfield. Recently Coach Gar (as he is affectionately called by his students) visited with DOWNTOWN 78621 and shared his vision for the E.H.S. athletic program and the Elgin community. “Coach Garfield, you came to E.H.S. last year. One of the first things you did was to encourage the “One Town One Team” theme with the community and athletes. What does this statement mean to you and why do you think this is important to bring this vision to Elgin?” I thought that our community needed something to bring us closer together. We are the Elgin Wildcats and we need to be proud of who we are. Our community is changing we are growing and with progress there comes a sense of uneasiness. The One Town One Team statement is meant to bring us closer together through the good times and the bad. “There were many successes this year at E.H.S. in the athletic program. One of those successes was the many students who received college scholarships and that are going on to play sports in college. Elgin has never had that many students receiving athletic scholarships. What is the reason behind so many Elgin students being recognized? “ Scholarships are extremely hard to come by. I would have to say that there are two reasons why we had so many athletes sign: 1. The athletes prepared themselves academically, physically and socially to receive these offers. 2. The coaching staff did an outstanding job of promoting our athletes.

“There seems to be more emphasis on academics since more students made academic all-district and maintained an A-B average during the season. What is the coaching staff doing to promote success in the classroom? “ Academic success is a priority. We developed an academic success plan that would ensure our athletes would have the chance to be successful in the classroom. We adjusted practice plans to accommodate tutoring sessions. We provided an ACT tutor to help with the ACT test. We monitor all of our athletes’ grades while they are in our athletic program. “How do you feel about your first year in Elgin and what is the outlook for Wildcat Athletics? “ My first year has been outstanding. I have become a part of a great community. The second year is always the challenge. Expectations are high for an athletic program. In the world of sports, you have to believe before you can achieve. We believe that all of our athletic programs will be successful, both on the playing venues and in the classroom. In talking with students, teachers and community members it is very clear that Coach Garfield has made an impact in the Elgin community. There have been challenges, but they have been overcome with patience, communication and compassion for each other.

The Elgin Pool opening Delayed The Elgin swimming pool opening has been delayed due to a much needed renovation project. Construction has begun on new park and pool restrooms. New Life for an Old Building By: Amy Miller, Community Development Director We caught up with Allan Tolbert on his way to 101 North Main Street. What brought you to Elgin? “My wife, Deborah Ragland, is from Elgin. For years we’ve helped with the annual Pleasant Grove Cemetery cleanup. Ten years ago we bought property to escape from the big city.” Generations of Deborah’s relatives rest in peace at

Pleasant Grove. On their trips to Elgin, Allan and Deborah kept up with downtown improvements. Why downtown Elgin? “We noticed this building because it was so sad in its deterioration. We wanted to be a part of making good things happen downtown.” What draws you to renovate a historic building? “It is a joy to renovate buildings and put them back to good use. It would have been a terrible loss to have this building torn down. We see a lot of good people doing good work, and have for years. This makes things happen. You can see that things have a come a long way in Elgin.” Elgin is a Nationally Accredited Main Street Community and a Texas Main Street City. Since 1990 the private and public sectors

As a Main Street City Elgin has access to free technical advice for the downtown area. What should someone considering a historic renovation look for? “Talk to the city from the beginning and the state. They have assistance programs that will help you. This project would not be economically feasible without those programs.” The downtown historic district is listed on the National Register of Historic Places, and most properties downtown are eligible for a 20% federal tax credit and a 25% state franchise tax credit. The Elgin Economic Development Corporation offers a $25,000 reimbursement grant for projects investing $100,000 or more. The Main Street program offers a paint reimbursement program and a free roll-off dumpster for the removal of demolition and construction materials. What was the most interesting element of the building, or story about the building, that you have found so far? “The Smith brothers built it and ran a

saloon in it. In 1904 the rear addition was added for a kitchen. The second floor was laid out like a top notch boarding house. My favorite part is the claw foot tubs.” The building has 11 foot beaded board ceilings, and original moldings around the windows. What kinds of uses will we see in the building? “We are building four loft apartments and commercial space for the first floor.” Three of the apartments are leased and we are getting lots of calls about space. The zoning overlay that City Council approved recently allows more mixed use in the downtown district. On Main Street from 2nd to Central Avenue and on Central Avenue and Depot Streets, up to 50% of the rear first floor can be residential. In the area surrounding 100% can be residential. The whole downtown area has a greater variety of business uses such as food processing, wineries, breweries, cabinetry making, pottery, tile making, etc. For more information on the overlay and a map visit www.elgintx.com/ sustainable%20places.com What does your family think of this project? “They love it! My daughter and son-in-law are moving to Elgin. I’ve seen downtowns transform. Join the Parks Department staff in Memorial Park on Saturday, July 18 from 11am -2pm for this favorite summer celebration. Kids’ activities include water slides, watermelon seed spitting distance contest, hula hoop competitions, and sand castle building. Prizes will be awarded for all the contests. Bring a beach chair to relax in the shade and enjoy the tropical tunes until the kids activities start. Watermelon and lemonade will be served. Additional concessions will also be available. July 4th Parade Celebrate Independence Day in historic downtown Elgin and Veterans’ Memorial Park on July 4 with the “Push, Pedal and Pull People’s Patriotic Parade”. In this non-motorized parade, participants are encouraged to walk or bring their decorated bicycles, strollers, wagons, and pets. Line-up begins at 9am in the City Hall parking lot at 310 N. Main. The parade starts at 10am and will proceed down Main Street ending in Veterans’ Park. Following the parade there will be a brief patriotic program in the Veterans’ Park Gazebo. NURSING AND REHABILITATION CENTER

The City of Elgin Parks and Recreation Department is offering two fun filled evenings of family entertainment this summer and the best part it is free! On Thursday, June 4 bring the family out to Memorial Park for an outdoor movie and games. The classic baseball movie, Field of Dreams will be shown. This movie was released in 1989 and is a movie that has inspired millions and became an Academy Award nominee for “Best Picture of the Year.” Before the movie, join in the fun and participate in the “Fat Bat Home Run Derby”, a new twist on backyard baseball. Using plastic baseball bats and whiffles balls, that the Parks Department will provide, show off your baseball skills. There will be prizes awarded in each age group and the player batting the ball the longest distance will be named the Home Run Champ. On Thursday, June 11 the fun continues with the showing of the family favorite Big Hero 6. This actionpacked comedy-adventure about super heroes includes all the heart and humor audiences expect from Walt Disney Animation Studios. Everyone is encouraged to come early and make their very own superhero cape! Craft supplies will be provided and capes can be taken home and enjoyed on your other summer adventures. Dear Downtowner: How “Small Town Texas” are we? Signed, Country Bumpkin Dear Bumpkin: When you can complete all 7 errands in half an hour...unless you run into someone you know...then 2 hours. It’s not unusual to see men on horseback downtown. You know the chief of police by his first name...and not because you’re a frequent visitor in the jail. Following a tractor, hay baler, combine, spray rig, etc., through town is ordinary. Folks call to you & wave/honk when you walk down the street. “You only have to pick up five things at HEB, but you run into so many people that you know, it takes an hour to get out!” “I can tell some people coming down Main by the sound of their car/truck. Seriously!!” “I get the wave/honk all the time when I’m walking all over town doing my exercising. But when I do need a ride, I try to wave someone I know for a ride and they are so used to seeing me walking around

town they continue to drive by with a wave and a honk.”

“You actually know what Cow Patty Bingo is & how to play!”

“You have a thirty minute conversation with someone you’ve never seen before. ..or is that just me?”
