EYES ON THE GRID Urban Design Thesis Pamphlet Examining the relationship between cities and public policy, public safety, and public perception with regard to the closed streets of St. Louis. Spring 2016 - Fall 2017
Above: Schoemehl pot street closure Opposite: Pamphlet book
28
The implications of 1937 redlining in St. Louis can be traced along the borders of its closed streets.
Eyes on the Grid examines Saint Louis urban planning using primary sources from historic city maps, documents, and local St. Louisians; supplemented by the theories of Jane Jacobs and Oscar Newman.
29
Excerpt from “Eyes on the Grid” Pamphlet
30
The most egregious implications of the street blockades and culs-de-sac have to do with access to public utilities and security. Firefighters don’t like the road blocks because it severely impedes their routes in an emergency. Police don’t like the road blocks because it makes isolated areas harder to patrol, encouraging crime in certain neighborhoods and streets where patrol cars can’t easily get through. For those reasons, having eyes on the street becomes even more crucial; but, with the roads blocked, neither of these securities are afforded to the neighborhoods that need them most.

PHASED REVITALIZATION: RETENTION BASIN Urban Design and Landscape Architecture Intervention Project Duration: 8 weeks St. Louis, Missouri Spring 2017
33
Above: Section through re-purposed foundations and perspectival study of water flow through site and locations of existing foundations. Below: Ideogram of re-purposed street.
34
The Wells-Goodfellow neighborhood of St. Louis, is filled with deteriorating buildings and vacant lots.
The process of removing a vacant building in St. Louis is to raze it into its foundation, then cover it with a topcoat of soil. This process makes parcels extremely undesirable because the old foundations and leftover materials must be removed in order to rebuild. I propose to the City of St. Louis a new way of handling these properties that re-purposes the materials on site and aims to improve the value of the neighborhood.
Above: Conceptual images of phased intervention.
35
Too often public space projects will run out of funds or ultimately be unsuccessful in attracting people to use these spaces.
By establishing a clearly phased plan, attainable goals can be accomplished inexpensively and quickly. By constructing in phases, the project will have the ability to be evaluated at each step, problem solving throughout the process and budgeting appropriately to complete the construction.
