An engineering project to whose implementation the parties are committed Improvement of the Imatra–Imatrankoski–national border connection PRESENT SITUATION The volume of freight traffic in southeast Finland's railway network is very high compared to other parts of the country. The Luumäki–Imatra railway line is the busiest single-track section for freight and passenger traffic. The Imatra– Imatrankoski section is currently used for freight traffic only. Goods from Russia are transported to Finland primarily via Vainikkala. There are plans to open a new international border-crossing point in Imatra, and to make it suitable for other types of transport in addition to timber. As a result, the key crossing point for traffic from Russia to Finland would move from Vainikkala to Imatra. Transfer capacity improvements are required in the Imatra– Imatrankoski–national border section, to ensure effective freight transport for growing traffic volumes. The most efficient ways of improving transfer capacity include the Imatra triangle and upgrading the section into a double-track line. Increased traffic volumes also require changes in the border station's railway yard. Other means of improving traffic flow include electrification and safety equipment. The objective of the project is to open the Imatra border to international railway traffic and to improve the transfer capacity of the section by building a triangle track and a double track, and by making the necessary changes in railway yards.

SCHEDULE A needs assessment 2013 has been prepared for the Imatra–Imatrankoski–border section, and the general and engineering plans will be prepared in 2013–2015. Construction planning and construction will begin in 2015– 2016 at the earliest. COSTS The cost estimate for the improvement work is EUR 40 M€. The project may be split into different implementation stages, in line with traffic volume development.

IMPACTS Opening the border station to international traffic will enable the traffic now crossing via Vainikkala move to the traffic Imatra border station. And it free up capacity for rapid passenger transport via Vainikkala Triangle track smoothr traffic and create opportunity for the development of passenger traffic in the future. Changes in to rail yards create opportunity for the centralization to border functions. The project impacts are linked to Luumäki Imatra development measures, and on the Russian side plans and their operation

Project status The Imatra–Svetogorsk needs assessment will be completed in autumn 2013. In conjunction with the needs assessment, the preparation of a memo to update the freight traffic forecast for 2030 at the Imatrankoski border station was begun, and the memo was completed in early 2013. Preparations will be made in autumn 2013 for the launch of the general plan for the Imatra–Imatrankoski–border railway line, with the beginning of planning work scheduled for early 2014 and its completion timed for the end of 2014.
Cost estimate According to the needs assessment, the estimated costs of measures taken on the Imatra–Imatrankoski–border railway line total EUR 40 million. The project may be implemented in stages. The location of the border station and changes to be made at railway yards will also affect the final costs.
Other project information The Imatra–Imatrankoski–border section was included in the preliminary general plan for Luumäki–Imatra prepared in 2008, and in the environmental impacts assessment conducted in accordance with environmental legislation. A general plan was prepared in 2010 of the Luumäki–Imatra section, which did not include the Imatra–Imatrankoski–border section.
