LETTER FROM THE BOARD CHAIR Dear Regional Partners, The South Bend – Elkhart Regional Partnership kicked off 2021 with the priority to define its three core values: Collaboration, Humility, and Do What We Say We Are Going To Do. Though the South Bend – Elkhart Regional Partnership (Regional Partnership) has functioned by these values for many years, stating them out loud holds the organization and its team accountable. These deeply ingrained principles will continue to guide all actions and serve as cultural cornerstones for the organization. Now, it is difficult to say, “inclusive collaboration” and not think of the team here at the Regional Partnership. Every day this team works diligently to build on a culture of collaboration and inclusivity, bringing out the best in one another and sustaining a high-performing team. Humility in the form of the South Bend – Elkhart Regional Partnership’s core values represents egoless clarity. This trait is key to the organization and exemplified in its board of directors, comprised of 24 dedicated regional stakeholders representing local elected officials and economic development organizations, chambers of commerce, regional colleges and universities, private sector, and more. Announced in December of 2021, South Bend – Elkhart Regional Partnership President and Chief Executive Officer, Regina Emberton, decided to step aside from the organization, effective February 25, 2022. Serving as the inaugural President and Chief Executive Officer of the Regional Partnership since 2013, Emberton lead the organization during a transitional period in the South Bend – Elkhart region’s economic history. “Working with this team and stakeholders from all sectors, we have built a culture of regional collaboration, developed a thoughtful strategic plan, secured unprecedented financial resources, and established the longterm infrastructure that will support economic development efforts going forward,” said Emberton.

In keeping with the organization’s core value of “doing what we say we are going to do,” the South Bend – Elkhart Regional Partnership will continue to catalyze inclusive economic growth and prosperity by serving as a trusted partner for industry leaders, public sector officials, educational institutions, and entrepreneurs through responsive solutions and comprehensive economic insights. The Regional Partnership is focused on advancing the priorities of the area to create a resilient, educated, and attractive place to live, work, learn, and play. Together, the South Bend – Elkhart Regional Partnership and its team will continue collaborating toward a better and brighter future for the South Bend - Elkhart region.

GOAL, MISSION, VISION, AND VALUES Goal: To increase the per capita personal income to match or exceed the national average by 2025.

Mission The South Bend – Elkhart Regional Partnership is a collaboration of the economic development partners from 47 smart connected communities in northern Indiana and southwest Michigan. The South Bend – Elkhart Regional Partnership focuses on a long-term systemic approach to advance the region’s economy by aligning the efforts of various stakeholders around five key areas: educating a world-class workforce, recruiting and retaining great talent, attracting and growing new economy companies in complement to our remarkably strong manufacturing industries, promoting inclusion and sparking opportunities for minorities, and helping entrepreneurs thrive. The South Bend – Elkhart Regional Partnership seeks to unify and collaborate so that together, the communities across the region work together to achieve what cannot be done individually.

South Bend - Elkhart Regional Partnership

SOUTH BEND – ELKHART REGIONAL DEVELOPMENT AUTHORITY MEMBERS The South Bend – Elkhart Regional Development Authority (RDA) is a separate municipal corporate body that was formed in 2015 to apply for and then distribute the $42 million Indiana Regional Cities Initiative funding to spur investment in quality of life projects for Elkhart, Marshall and St. Joseph counties and the municipalities within the South Bend – Elkhart region. This five-member board, experienced in transportation, regional economic development, business, and finance, is appointed by the Mayors and Commissioners of the member counties. The South Bend – Elkhart Regional Partnership is the primary driver of regional development activity as the area’s regional economic development organization (REDO) and serves as staff for the RDA. 7

INDIANA’S REGIONAL CITIES INITIATIVE A stagnant population can bar a region from progress and growth. The South Bend – Elkhart Regional Partnership forecast this potential for disaster, and in 2015 first brought together thousands of stakeholders to develop a strategic plan focused on attracting – and retaining – talent to the region. This unprecedented collaboration between business, academia, and public and private leaders lead to the formation of a Regional Development Authority and development of the South Bend – Elkhart region’s Regional Cities Initiative plan. The resulting vision was one of a knowledge-driven, highly connected group of communities that serves and provides access to a global innovation economy. Building on what the region does best, the aim became recognition for our world-class higher education and community partnerships, superior access and connectivity, and high performing communities. With a focus on density, connectivity, and amenities, the $42 million Regional Cities grant has been invested as seed funding into a set of 29 projects that are enhancing arts and culture, trails and parks, mixed-use housing, and more. By the end of 2021, there has been over $400 million invested in quality of life projects in Elkhart, Marshall, and St. Joseph counties. Of the 29 projects, 24 are complete, two are currently under construction, and three are in the planning phases. Reallocation of Funds In early 2021, three new projects received funding through the South Bend – Elkhart Regional Development Authority’s (RDA) open call for project applications focused on arts, culture, trails, athletics, and wellness. The projects that were successfully awarded these funds include the Potawatomi Zoo’s Giraffe Feeding Adventure and Lion Experience, the Lighting of SR 933 Trail, and Elkhart’s River District’s Lundquist Park.

Impact Feature: Marshall County Manufacturing Centers Marshall County economic leaders leveraged a $400,000 loan from the RDA twice to develop two manufacturing centers, with the buildout of the second facility completed in late 2021. The revolving loan model has generated $57.24 million of company investment from the building occupants, 175 jobs created at wages averaging $30.99/hour between the two companies occupying the buildings, generating $11.3 million in annual payroll. This funding is forecasted to be leveraged a third time for entrepreneurship hubs in Plymouth and Culver in the future. The most recently completed project, the Plymouth Manufacturing Center, located at 2809 Jim Neu Drive, Plymouth, features easy access to interstate highways U.S. 30 and U.S. 31. The building is 43,000 square feet, expandable to over 100,000 square feet, with many of the featured businesses requiring access to high-speed fiber. “This development is the result of significant effort and collaboration with the South Bend – Elkhart Regional Development Authority, Marshall County Council, City of Plymouth, Plymouth Redevelopment Commission, Marshall County Economic Development Corporation, IEDC and many others,” said RDA Chairman, John DeSalle. “We cannot thank you enough for your dedication to the growth and prosperity of this region’s workforce and economy.” Marshall County has perfected their system with this third Manufacturing Center. Other successes attributed to the Manufacturing Center Initiatives resulted in attracting Pretzels, Inc. to Plymouth and the large expansion projects they have brought to the community. The second Manufacturing Center constructed in Argos has been purchased by Sequel Wire and Cable. Both facilities have undergone extensive expansion from their original construction and have added equipment into production. “We are excited to be a part of this proven initiative,” said Marshall County Commissioners President, Kevin Overmyer. “We are also pleased to be working with the City of Plymouth and the RDA to develop this type of project that has been successful in bringing many good high paying jobs to Marshall County.”

INDIANA’S REGIONAL ECONOMIC ACCELERATION AND DEVELOPMENT INITIATIVE In May of 2021, the Indiana Economic Development Corporation (IEDC) announced the Regional Economic Acceleration and Development Initiative (READI) with the objective of accelerating Indiana’s population growth through increased domestic and international migration via economic development strategies focused on making Indiana cities and towns magnets for talent. READI was structured to award $500 million across the state to regions that develop an economic development plan which clearly conveys the vision for the future, tied to measurable outcomes and data driven strategies. The State was focused on increasing per capita income at a rate that meets or exceeds the national average; increasing the share of population of prime working age; increasing the rate of educational attainment; increasing property values; and improving health outcomes. On May 3, the region moved into action by leveraging the convening power of the South Bend – Elkhart Regional Partnership to establish a South Bend – Elkhart Regional READI Steering Committee and engage Fourth Economy, a nationally-renowned economic development firm. The Regional Partnership brought together hundreds of stakeholders through workshops and listening sessions between June and August. The Smart Connected Communities 2030 regional strategic plan was the concise product of these meetings and built on the foundation of the previous four years of advancing the Regional Economic Development Strategy that came out of the Regional Cities Initiative. The five pillars of the Regional Partnership aligned alongside the IEDC’s priorities of attracting, developing, and retaining talent, spurring innovation, driving entrepreneurship, and improving quality of place and life for all regional residents through inclusive practices. On September 29, the South Bend – Elkhart Regional Development Authority submitted the region’s READI proposal, informed by over 170 community-based idea submissions, a letter of support including all the anchor city Mayors and representatives of each county’s commissioners, and more than 60 meetings held over the course of three months.

On December 14, Governor Holcomb announced that all 17 regions across the state of Indiana received awards, with the South Bend – Elkhart region being one of five to receive the highest award possible of $50 million. “The seventeen regions submitted innovative, creative and visionary projects that will result in a positive economic impact on Indiana’s future,” said Governor Holcomb. “It took immense collaboration between communities as they put aside their own visions and worked together to present the best plan for the region. These plans will shape Indiana for generations to come and bring value to our state like nothing we’ve witnessed before. I want to thank the general assembly for having the courage and leadership to prioritize this initiative.”

The South Bend – Elkhart Regional Partnership’s core purpose is to facilitate regional alignment to advance shared economic prosperity across the region. As an organization, we move this objective forward under the guiding core values of humility (egoless clarity), inclusive collaboration, and doing what we say we are going to do. We execute this work through our five committees, formed out of the region’s 2016 “Plan for Prosperity, Growth and Inclusion Version 1.0,” which identified the following strategic drivers as the underlying principles for a comprehensive regional development plan: I.

DIVERSITY, EQUITY, AND INCLUSION Goal: To be in the top 20% of metro areas for minority income equality by 2025.

Launch of Inaugural Regional Belonging Survey In early 2021, the South Bend – Elkhart Regional Partnership’s Diversity, Equity, and Inclusion Committee launched the inaugural Regional Belonging Survey. The survey looked to gain understanding of how individuals feel connected to the South Bend – Elkhart region. This robust series of questions aimed to help the area realize a culture of sustainable inclusive excellence by providing regional community, educational institutes, and business leaders with data needed to supplement and refine their strategies. This initial survey focused on Elkhart, Marshall, and St. Joseph counties. In an ongoing effort, the survey will be distributed every two years and, in the future, will include all five counties in the South Bend – Elkhart Regional Partnership’s footprint.

Supporting Diverse Businesses As a part of the Supporting Diverse Businesses strategy, the DEI committee successfully executed two HustleSBE Business Bootcamp training series. Cohort Three, comprised of eight graduating businesses, was held virtually due to COVID-19 constraints in the Spring of 2021. With 10 graduates, Cohort Four was held in partnership with the Greater Elkhart Chamber at the Chamber office. HustleSBE was established to fill an entrepreneurial support gap of a cohort-based model specifically for minority and female business owners. Participants needed to have at least one year of revenue-generating business activities. The program continues to see its graduates go on to achieve recognition awards, nonprofit board appointments, and business expansions as follow-on growth opportunities.

EDUCATION AND WORKFORCE LIFT Network Registered Apprenticeship Program Over the past year there has been an acute emphasis on high-demand, high-wage industry sector employment opportunities with the design and implementation of strategies focused on applied learning and digital workforce skill development. In 2021, powered by the Labs for Industry Futures and Transformation (LIFT), a Registered Apprenticeship Program was launched with a focus on enhancing digital workforce skills aligned with the Manufacturing and Advanced Industry sectors. This adult apprenticeship program centers around occupational training programs for high-demand Industry 4.0, enabling occupations such as robotics technicians, industrial maintenance mechanics, CNC machinists, quality assurance technicians, recreational vehicle service technicians, and more. The programs are Department of Labor Registered Apprenticeships, with a focus on increasing employment retention.

Eight South Bend – Elkhart Region Colleges and Universities Awarded $2.5M in Digital Skills Accelerator Fund

Eight regional colleges and universities were recipients of the LIFT Network’s Digital Skills Accelerator fund to support programs designed to help the South Bend – Elkhart region advance its current and future highlyskilled workforce. The awards, totaling $2.46 million, will support programs equipping the region’s workforce with skills to thrive in the digital age of industry. The initiatives span a diverse set of activities that include flexible non-degree programs and industry-recognized certifications, as well as formal two-year and fouryear degree programs in data science and other in-demand fields. The awards stem from the LIFT Network’s Digital Skills Accelerator Fund, which is facilitated by the South Bend – Elkhart Regional Partnership and the University of Notre Dame. The grants will catalyze the development and expansion of non-degree and academic degree credentialing programs to support the future of manufacturing and advanced industry in the South Bend – Elkhart region.

Highlights of the Activities that will Result from these Awards • Marian University’s Ancilla College will expand its AncillaWorks platform – a student-facing workand-learn program – to include incumbent, adult workers who will be trained within the industry spaces of business analytics, logistics and supply chain. • Bethel University will launch a Digital Workforce Transformation Program that will develop talent aligned with mechanical engineering, information technology and data analytics via academic bootcamps and the modernization of the university’s engineering programs. • Goshen College will develop a Digital Skills Accelerator Program that will build future and current workforce pipelines focused on business and information technology disciplines. Career Pathways Video Series

In 2021, the South Bend – Elkhart region developed the Career Pathways Video Series, highlighting alumni from local postsecondary institutions who now live and work in the South Bend – Elkhart region, specifically working in fields like advanced manufacturing, IT business, transportation, and more. The Career Pathways Video Series was launched in conjunction with Manufacturing Month. Led by the Horizon Education Alliance, Marshall County Economic Development Corporation, and South Bend Regional Chamber, businesses, schools, and other organizations across the South Bend – Elkhart region prepared for thousands of K-12 students to visit manufacturing firms, both virtually and in-person, throughout the month of October. These experiences were part of the nationwide initiative, Manufacturing Days, led by The Manufacturing Institute aimed at highlighting modern manufacturing careers to students.

ENTREPRENEURSHIP Goal: Help Establish 275 High-Growth Startups by 2025.

Inaugural Founder Factory Event On November 10, 2021, the South Bend – Elkhart Regional Partnership and Startup South Bend – Elkhart hosted the first-ever Founder Factory: A Startup Summit for South Bend – Elkhart. Founder Factory was an afternoon where entrepreneurs, enthusiasts, and investors came together to learn, connect, and engage about all things entrepreneurship and innovation. The Founder Factory 2021 programming commenced with local food trucks serving attendees on their way to the South Bend City Church to listen to three nationally renowned keynote speakers: Amanda Brinkman, Emma Willis, and Luke Cooper. Amanda Brinkman is the creator, producer, and host of the hit Emmynominated series “Small Business Revolution,” which streams on Hulu and Prime Video. Brinkman shared lessons learned working with small businesses across the country, offering the audience actionable advice on marketing and communication best practices. Brinkman returned as the moderator for the second keynote session with the incredible duo of Emma Willis and Luke Cooper. Willis serves as the COO of Venture Noire, a nonprofit serving Black entrepreneurs in Arkansas. Prior to her current role, she oversaw the state of Arkansas 529 plan and increased its assets from $600 million to $1 billion, as well as working with a FinTech startup focused on supporting college students. Cooper is the founder of Fixt, one of the fastest growing tech companies in the country. He sold his first tech company for $60 million to multi-billion-dollar defense contractor CACI. Willis and Cooper brought years of knowledge and expertise around scaling ideas, businesses, and communities and shared their stories of entrepreneurship, adversity, and adventure. After the keynote sessions closed, participants headed to Studebaker Building 113 to participate in roundtable conversations anchored by subject matter experts. Here they would learn in a small group setting and be able to ask specific questions and share with their tablemates. Some of the topics offered during the roundtable sessions were: Hiring Employee #1, Getting Your First Customer without a Product, and Optimizing Your Spend for Digital Marketing. Investors were invited to participate in the Investor Connect session where two entrepreneurs would have the chance to pitch their startups in hopes of potential future investment. All attendees had the opportunity to work remotely in one of the oldest yet one of the most modern buildings in the South Bend – Elkhart region, the second floor of Studebaker Building 113. Here they were provided with Wi-Fi, drinks, snacks, and Instagram-worthy backgrounds. In addition, everyone leaving the keynote sessions inspired and ready to talk ideas with others had the chance to do so in the Connection Lounge, which was outfitted with comfy, modern furnishings provided by SIXINCH, a Goshen-based furniture provider for Machine Gun Kelly’s 27 Club, Adobe’s Corporate Headquarters, and SXSW 2019. 29

SBIR/STTR Seminar Sessions Annually, approximately $3 billion of the total $130 billion the United States sponsors for R&D funding is awarded to businesses with 500 or fewer employees through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. The Department of Defense (DoD) and National Science Foundation (NSF) recently modified their SBIR/STTR processes to expand the scope of innovation that qualifies for funding and to dramatically reduce the time and expense required to win an award. These awards equate to free money for a business and do not require issuing equity or repayment. During 2021, the South Bend – Elkhart Regional Partnership partnered with Third Coast Federal (TCF) to host four SBIR/STTR Introduction Sessions in a hybrid format. These sessions were held in the months of January, February, November, and December and were led by Dave Temeles of TCF. In July 2021, Elevate Ventures announced the expansion of its SBIR/STTR matching program to support Phase II matching in addition to its longtime support for Phase I. The expansion gave Indiana companies more access to early-stage funding.

Cornering the Market on Manufacturing Readiness Grants South Bend – Elkhart regional companies have been

a wide range of industries from manufacturing,

Readiness Grants from the Indiana Economic Development Corporation (IEDC), in partnership with Conexus Indiana. Launched in 2020, the Manufacturing Readiness Grant program was created to stimulate private sector investments to modernize Indiana’s manufacturing industry. Governor Eric J. Holcomb stated, “Supporting advancements in the manufacturing industry, Indiana is accelerating our state’s digital transformation, preparing for the economy of the future and creating more opportunities across the state.” The South Bend – Elkhart region has received 24 grants totaling over $1.7 million awarded to companies in Elkhart, Marshall, and St. Joseph counties. The grants support

Talent Attraction: A Statewide Priority In 2021, Visit South Bend Mishawaka hosted the Indiana Destination Development Corporation (IDDC) for a conversation to promote and tell Indiana’s authentic story to both attract and retain businesses, talent, students, and visitors. These efforts align on a regional level with the development and distribution of the WE+YOU South Bend – Elkhart Region brand. WE+YOU was leveraged through a multi-faceted approach to raise awareness within the region of opportunities to live, work and play right here in the South Bend – Elkhart region. Examples include WE+YOU welcome kits for LIFT Network Internship Program participants, Riley High School Business and Entrepreneurship students, and Startup Moxie Elkhart County graduates. Attendees of the South Bend – Elkhart region’s inaugural Founder Factory received hats, pins, and other WE+YOU collateral. Additional traction was gained through the region’s use of the brand and messaging for its successful $50 million Regional Economic Acceleration and Development Initiative (READI) proposal and presentation. LIFT Network Internship Program Through the Labs for Industry Futures and Transformation (LIFT) Network grant, the LIFT Network Internship Program connects students from regional colleges and universities to internships at local companies. The program focuses on advanced industries such as technology, manufacturing, data science and analytics, supply chain or logistics management, and research and development. The program can subsidize half of the wages for up to two approved internship positions for each employer partner, up to $2,500 per intern. INCREASING PER CAPITA PERSONAL INCOME IN THE SOUTH BEND – ELKHART REGION: OUR OVERARCHING GOAL The South Bend – Elkhart Regional Partnership is focused on maximizing the prosperity of the South Bend – Elkhart region and helping drive our goal of increasing the region’s per capita income and stimulating economic growth. The South Bend – Elkhart region includes Elkhart, Marshall, and St. Joseph counties in northern Indiana and Berrien and Cass counties in Michigan; a geographic region with over 728,362 residents. Per capita personal income is calculated as the total personal income of the residents of a given area divided by the population of the area. Personal income includes wages, dividends, interest earnings, home rental and business income, and government benefits such as Social Security. In computing per capita personal income, U.S. Bureau of Economic Analysis (BEA) uses Census Bureau midyear population estimates.

About the Data According to data released by the BEA in November 2021, per capita personal income (PCPI) for residents in the South Bend – Elkhart region’s five counties grew at 7.14 percent from 2019 to 2020, compared to the nation’s rate of 6.14 percent. More than $36.3 billion of total personal income circulated in the South Bend – Elkhart region’s five counties in 2020. That was an increase of over $2.4 billion of total personal income compared to 2019, resulting in a $3,372 increase in per capita personal income. The region’s 2020 per capita personal income was $50,620, 85.58 percent of the national per capita personal income. Nationally, per capita personal income was $59,145 in 2020, compared to $55,724 in 2019. To reach our region’s goal of matching or exceeding the national per capita personal income by 2030, the South Bend – Elkhart regional PCPI must increase by 6.084% annually from 2021-2030 to meet the projected national average in 2030 ($91,376.35). Coronavirus (COVID-19) Impact on 2020 County and Metropolitan Area Personal Income Estimates

The 2020 estimates of local area personal income were impacted by the response to the spread of COVID-19, as governments issued and lifted “stay-at-home” orders and government pandemic assistance payments were distributed to households and businesses. The full economic effects of the COVID-19 pandemic cannot be quantified in the local area personal income estimates because the impacts are generally embedded in source data and cannot be separately identified.
