SPRINGFIELD — On Wednesday, Jan. 20, Republicans announced a plan to put the financially floundering Chicago Public Schools (CPS) system under state control and open the option of bankruptcy as a possible financial solution. Democratic response was swift in opposition and included Senate President John Cullerton saying, “This is not going to happen.” Senate Republican Leader Christine Radogno and House GOP Leader Jim Durkin unveiled the plan in Chicago,
saying the CPS crisis was only deepening and both students and taxpayers deserve better. “What we are offering is a lifeline,” Radogno said. “We’re filing legislation that paves the way for a state-created independent authority to assume control over the Chicago Public Schools system.” The Republicans said the school system, already saddled with crushing debt that has led to junk-bond credit ranking, is seeking a state bailout of nearly $500 million and preparing to take on new debt of about $800 million — all while facing the prospect of layoffs and a possible teachers’ strike. “Chicago continues to dig a financial hole deeper and deeper and it’s in constant crisis,” Radogno said. “That crisis always ends up for a plea for additional money for Chicago at the expense of school districts in the suburban and
downstate communities. “It has to end. The taxpayers and the children of the city’s schools deserve better.” The GOP’s plan would replace the Chicago Public Schools board with an “independent authority” appointed by the Illinois state superintendent of schools. That independent authority would have control until the state board determines CPS is no longer in financial peril. Durkin said the move would be consistent with the law applicable to all other public school districts in Illinois. “The time has come where they need to be held accountable, just as (are) my school district, your school district and every school district from southern Illinois to the northwest part of the state,” he said. The Republicans said they are not trying to mandate bankruptcy for Chicago’s school system. They also said they are not trying to free public money for charter schools, as was
argued by some opponents.
GOP trying to save, not bail out CPS The GOP leaders said they are trying to save but not bail out Chicago schools, and they say their legislation would make clear the state is not on the hook for Chicago schools’ debt. Rep. Ron Sandack, R-Downers Grove, also said Chapter 9 bankruptcy — which would require enabling legislation by the General Assembly — would not be a bailout should the independent board appointed by the state superintendent choose to pursue reorganization under bankruptcy law. “It’s not a bailout to restructure debt,” said Sandack, an attorney with financial law experience. “It’s not a bailout to look at contacts (in a bankruptcy), try to renegotiate them and make them far more favorable to taxpayers. On the morning of Sunday, Jan. 24, a bad accident took place on Highland in the middle of the block between Cornell and Illinois in Villa Park that crushed this car and twisted its windshield. As only one vehicle is visible, it is unclear if this car lost control or was struck by another vehicle. Because police had not issued a report as of press time, the condition of the driver or any other injuries remains unknown.

options to either include their salary increase into their pension for a lower cost of living increase moving forward or, if the employee is willing, they could keep the current cost of living adjustment at 3 percent but not have salary increases pensionable. Rauner says he does not support diminishing already earned benefits. The plan, Rauner said, would only address the State Employee, State University, General Assembly, and Teachers Retirement Systems and not judges’ pension, something the governor said he would address at a future date. Rauner also says the plan does not impact any other pension funds around the state.
Illinois taxpayers are on the hook for nearly $113 billion for the state’s five pension funds, according to the most recent Auditor General’s report.
VILLA PARK — A man with a history of writing bad checks and ripping people off is set to serve a nine-year prison sentence after pleading guilty to theft and bank fraud on Thursday, Jan. 14. The charges stem from two separate cases in which he stole from a customer and wrote bad checks to another business. Last July, the Independent reported that David L. Briggs, 29, of Woodridge, who claimed to own a remodeling company called Intrella Industries, approached a Villa Park homeowner about doing some remodeling. Briggs never completed the projects he agreed to do. The victim’s family was notified by the victim’s bank that numerous suspicious payments were made to Briggs. After Villa Park police completed criminal subpoenas for Briggs’ bank accounts, investigators found that Briggs had spent the money and done no remodeling, even though the victim had paid him about $117,000. Paperwork from several local casinos further proved Briggs often gambled the money away on the same
day he collected it from the victim. At that time, Briggs was charged with Felony Theft by Deception (over $100,000) and Felony Theft by Deception (victim over 60) and was held at the DuPage County Jail. At last week’s sentencing hearing, Assistant State’s Attorney Diane Michalak said the victim paid Briggs $17,000 upfront, but Briggs came back almost daily for a week, claiming to need more money for supplies. Reportedly, no work was ever done to the victim’s home, no supplies were ever ordered and the victim never received a refund, aside from $25,000 Briggs has paid in restitution. In a separate incident, Briggs was arrested for intentionally writing a check for $13,958 on Dec. 15, 2014, to a brand promotion company for services rendered, knowing it would not clear the bank. Michalak said Briggs was on parole when he committed the crimes, after serving eight years in prison on several similar theft-by-deception charges. Briggs also has an outstanding theft charge in Las Vegas where he is wanted on a $1.5 million warrant for writing a bad check for $130,000 in May. Briggs will be required to serve half of his sentence before being eligible for parole. He was also ordered to pay full restitution to his victims.

Governor defends bond sale Governor Bruce Rauner is defending a recent bond sale he initiated after a report from a state university says the state received millions less than it could have because of the state’s poor financial status. A report from the University of Illinois’ Institute of Government and Public Affairs released last week says Illinois’ poor financial condition was one reason the state got $53 million less from last week’s bond sale than it would have
gotten from a similar sale 10 years ago. Governor Rauner defended the bond sale earlier this week saying he hears a different message from the market. “Do you know what the market says? What bondholders say to me?” he said. “‘Governor, you’re on the right track. You’re cleaning up that mess’… We’ve got to continue to try to grow the economy and we need infrastructure or we can’t grow the economy and the bonds are appropriate. What wouldn’t be appropriate is to go to bond market to borrow to cover the deficit. What is very appropriate is to go to the bond market to cover longterm investment infrastructure
of our economy.”
Report: Future infrastructure costs will put state further in debt However, Chris Edwards, an economist at the Cato Institute, is critical of bonds. He says regardless of what the project is, future taxpayers should not be put into debt. “Those activities should be funded by current revenues in the state,” he said. “Going into debt just pushed the cost onto future generations.” Meanwhile IGPA’s report says the estimated financial condition penalty could grow to more than $400 million per year when future capital needs are included.

espite the calendar turning to a new year a few weeks ago, it seems as if the airwaves are filled with the same old commercials that oftentimes are annoying, and thus, dissuade me to either examine these products further, or actually go online or rush out to purchase their goods. If I had one New Year’s wish, it would be for the masterminds of these ads to Google information on (and watch videos of) the retro commercials listed here to pick up pointers on how to create a buzz about your business. These commercials’

Remember this catchy jingle: “When you say Bud … you’ve said a lot of things nobody else can say.” And who can forget the Budweiser Clydesdale commercials that appear mainly during the holiday season? Watching those Clydesdales trudge through the snow with an instrumental version of the Budweiser jingle in the background makes even a jaded soul like mine warm and fuzzy. Miller Lite—As much
as I enjoyed the Budweiser ads, one of the most successful commercial series of all time centered around Miller Lite and how “Lite Beer from Miller: Everything you always wanted in a beer. And less” made Miller Lite a household name. The ads also made icons out of celebrities and sports stars such as Bubba Smith, Dick Butkus, John Madden, comedian Rodney Dangerfield and mystery writer Mickey Spillane. Then there was the never-resolved “taste great, less filling” debate that further cemented Miller Lite’s place in history.

even though you liked their family selfie at the sushi bar less than 24 hours earlier? I don’t pretend to possess the answers. I just ask the pertinent questions. Similarly as charming (not to mention awkward), what do you do when you get a friend request from someone you know in real life but aren’t friends with, nor are you interested in becoming friends? Say the loud and obnoxious guy from work wants to be your FB friend. If you ignore or deny his request, he’ll corner you in the break room and create a confrontation you’d rather avoid. If you accept, you’ll be bombarded by his selfies, memes and political comments on your newsfeed. Facebook is known for its Like button. People assess the success of their post based on the number of likes
it gets. But what do you do when a person makes a sad post – about losing their job, crashing their car, a pending divorce, their dog dying or some other depressing news? Some people hit the Like button, I assume to show support for the crisis. I have a hard time with this because it seems I am liking the catastrophe. I could comment, and sometimes do, but we all know commenting requires quadruple the energy of liking. Some people have voiced a need for a Dislike button, which seems reasonable for dire news situations. Mr. Zuckerberg should consider it. Another situation that makes me squirm is when someone refers to a monumental and life-changing event – either happy or sad – and I have no idea what they are talking about: “I can’t
believe this happened to me again. I have the worst luck in the world! Life sucks.” Or, equally excruciating: “I’m on cloud nine! I finally got it! Best day ever!” How do you respond when you are unsure about what you are liking or commenting on? Sometimes another person who is also in the dark posts a comment asking about what is happening. I’m thankful for their candor. I scroll through all the comments looking for the answer from the original poster, but it’s hardly ever there. If curiosity gets the best of me, I go to their FB page and scroll through recent items to see if I can figure out what the heck is going on in their life. I mostly come up empty, so it’s basically a waste of time – kind of like scrolling uncontrollably. There’s a Facebook faux pas none of us can relate to.

Facebook faux pas – part 2 L
ast week I touched on a few etiquette blunders common to Facebook. As I wrote, the list of questionable situations continued to grow. There are multiple ways to faux pas on FB and as such last week’s column has morphed into a twofer. There are certain rules – or perhaps better put, norms – Facey users follow. The first of them being: if you take a selfie, you post the selfie. Most people are excellent at remembering to take selfies. Unfortunately I am not most people. I am afflicted with selfie amnesia. I go to restaurants, sporting events and even family get-togethers and completely forget my selfie duties. When I get home and want to report on my adventures, I’m selfie-less and without a photo to accompany my prose. It’s a wonder

He’s failed on schools. He’s failed on jobs in the neighborhoods. He’s failed on taxes. He’s failed on reform. “And I’m tired of it. We need to take action.”

Stone second graders study with Salt Creek Ballet ADDISON — Second graders at Stone School are participating in Stories Come Alive, an art residency program with Salt Creek Ballet, which involves visualizing, pre-editing, and retelling stories while using dance to make stories come alive. Over the course of seven weeks, students read six stories of fairy tale and folk tale genres. Kelly Stokes from the Salt Creek Ballet arrives in costume, reads each story, helps the students visualize and act out parts of the story. The students learn ballet movements and listen to great masterworks of music. Students in Ms. DeLaCruz’s class worked with the story of “Little Red Riding Hood” this week. Music teacher Kristine Brokos has worked with Stokes and the Salt Creek Ballet to make this program available for the school’s 2nd graders since 2013. The program will culminate in two performances at the school’s evening Literacy Showcase night, “Sing a Story, Dance a Story” on Wednesday, Feb. 17. Some funding for this year’s program was provided by a mini-grant from the Addison School District 4 Students in Ms. DeLaCruz’s second grade class warm up with basic ballet moves, such as the plié Educational Foundation. WHEATON — The DuPage Convalescent Center is offering the community an opportunity to send Valentine wishes to Center residents. For a $3 donation, community members can send a Valentine balloon to a Convalescent Center resident to spread cheer and warm wishes. Last year, the public sent more than 800 heart-shaped, helium balloons to line the corridors and rooms on Valentine’s Day. Volunteers and staff delivered the balloons to the more than 350 residents living at the Center, brightening their days and bringing lots of smiles along the way. “This fundraiser provides a fantastic opportunity during this cold stretch to reach out and warm the hearts of the residents of the Convalescent Center,” said Robert Larsen, chairman of the DuPage County Health and Human Services committee. “It’s a great tradition and we are excited about continuing it this year.” Balloon donations will be accepted until Thursday, Feb. 11, and may be sent to: DuPage Convalescent Center, Attn: Valentine Balloons, 400 N. Addison Trail varsity co-ed cheerleader team wins tourney SPRINGFIELD — The Addison Trail Varsity Co-ed Cheerleading Team took first place at the Illinois Cheerleading Coaches Association (ICCA) Championships on Jan. 8. In addition, Addison Trail senior Nicole Infantino was named as an ICCA Scholarship Winner. During the Championships on Jan. 8, the Addison Trail Varsity Coed Cheerleading Team won 1st place, earning the title of ICCA Co-ed Champions. Team members also competed in the Coed Stunt Group division for the first time and earned 1st place in that division as well. Teams must receive a bid to compete at the Championships, and Addison Trail earned a bid during its second competition of this season. Willowbrook boys’ basketball team splits four games in Sterling Schuemer scores 20 points in victory over Christ the King By Mike Miazga Correspondent
The Willowbrook boys basketball team was plenty busy over the Martin Luther King Jr. holiday weekend. The Warriors traveled west to Sterling High School where they finished 2-2 in the tournament there.
Willowbrook lost to host Sterling, defeated Chicago Christ the King, defeated Kankakee High School and lost to Dixon. “We were competing for full games,” said Willowbrook coach Chris Perkins. “We were moving and we had good energy and we were locked in defensively.” Sophomore Ethan Schuemer had a strong game in the win over Christ the King. He finished with 20 points. “Ethan was good for us down low,” said Perkins. “We started knocking down outside shots when the defense collapsed. It was a good team ballgame.”
Perkins saw a similar performance in the victory against Kankakee. “It was the same kind of thing, but we hit some more threes in that game,” he said. Willowbrook left Sterling with a 6-11 overall record. The Warriors were 0-3 through their first three West Suburban Conference Gold Division contests. “A lot of guys are gaining a lot of experience for us,” said Perkins. “We are in games and guys are getting used to those situations when it’s crunch time at the end of the game. They are becoming more comfortable and are keeping their

The first time the Addison Trail girls basketball team played Morton this season it lost 80-22. The second time around was a different story. While the Blazers lost the recent West Suburban Conference Gold Division game 50-31, coach Rob Schader was thrilled with his team’s progress. “We played our best game of the year,” said Schader. “We gave up 30 less points than the last time. We had a phenomenal game defensively but we were ice-cold offensively. We had a lot of good looks but couldn’t knock shots down.” Addison Trail was down by 12 points at halftime. “We kept battling and battling,” said Schader. “Morton is a very good team with a player going to a Division I school. I was very happy with the way we played.” In earlier action, the Blazers lost 53-43 in a non-conference game to West Chicago. “That’s a game we should have won,” said Schader. “We didn’t play well.” Diamond Pikulyk led the Blazers with a double-double of 17 points and 11 rebounds. “Diamond had a very good game,” said Schader. “We had a couple kids in foul trouble and defensively we didn’t do a very good job.” The Blazers also had better results in their second matchup with Hinsdale South. Addison Trail lost the recent second meeting 65-50. “They beat us by 30 the first time,” said Schader. “We played 100 times better this
time. They have a senior guard who scores a lot of points. I was extremely happy with the effort on both ends of the floor.” Addison Trail also lost 51-15 to Glenbard West in a WSC crossover game. “We had a lot of chances to score and could not score whatsoever,” said Schader. “We were lethargic. It’s been a roller-coaster for us with some good games, some bad games and some average ones.” Schader lauded the recent play of Maria Koulogeorgas, Nicole Pudlo, Alyssa Pham and Tegan Graff. Schader also cited strong play from senior Marie Baumgartner. “Maria does a lot of things well for us,” said Schader. “Nicole has been out for a while and has played well and Alyssa and Tegan have played well. I thought everybody played well against Morton. We scored nine extra points against them this time and gave up 30 less. We lost to Hinsdale by 30 the first time and 15 this time, which was really a 12-point game until one of their girls hit a three at the buzzer. We’re getting a little more consistent. We should have won against West Chicago and we should have been better against Glenbard West.” Addison Trail plays District 88 neighbor Willowbrook tonight and Downers Grove South on Saturday. “Those both were 15-20-point losses the first time and in both instances we had one bad quarter,” said Schader. “If we play well we have a chance to do much better in those games.” Addison Trail was 6-15 overall and 1-7 in WSC Gold play through late last week. “Our younger kids are doing a ton better and we’re getting some good play from our seniors, who keep improving,” said Schader. “The girls are battling.”

He probably has 20-plus 3s for us so far.” Willowbrook played Hoffman Estates in a non-conference contest earlier in the week. The Warriors have a pair of home games Friday and Saturday against District 88 neighbor Addison Trail and Hinsdale South respectively. Both home games are WSC Gold contests. “It’s the busy part of the season now where we’re playing two or three games a week,” said Perkins.
Fenton girls’ basketball team in midst of busy stretch Bison square off with Walther Christian, Chicago Latin and Glenbard South By Mike Miazga Correspondent
The Fenton girls basketball team is in the midst of the latter portion of its regular-season schedule that features plenty of game action. The Bison recently completed a three-game week that saw them face Walther Christian in a Metro Suburban Conference crossover game, Chicago Latin School in a non-conference game and Glenbard South in a MSC West Division contest. Fenton started the week with a 48-31 loss to Walther. “We struggled putting the ball in the basket,” said Fenton coach Tim Anderson. “Walther is very good. They are in second place in the other division. They are very athletic. They jumped out early and we fought back but it wasn’t enough. It was not a bad effort on our team. Walther is a good team.” Fenton then dropped a 59-38 game to Chicago Latin School. “Latin also is a very good team,” said Anderson. Fenton trailed by three points at the end of the first quarter. “We got off to a very good start and then we hit a cold
spell,” said Anderson. “We were down by 13 at halftime and once again we struggled to put the ball in the basket. It comes in streaks and waves and it’s hard to recover. We had a good effort but Latin jumped out to that big lead.” The Bison then lost 48-20 to Glenbard South to start the second round of MSC West play. “We were looking forward to this game because it was the first time we were playing a team in our division for the second time,” said Anderson. “We wanted to show how much we’ve improved, but like I told the girls that’s every coach’s goal as well. Glenbard South was much better than they were the first time we played them. They are the best defensive team we’ve faced all year. Their defense was stifling. We struggle at times with scoring, but our shot selection has gotten much better. We struggled with shot selection against Glenbard South and a lot of it had to do with what they were doing defensively. We had a hard time getting anything going with tempo and it was to their credit. That’s the bestskilled defensive team we’ve seen and they’ve improved as well.” Courtney Susmarski continues to lead the Bison in scoring.

Burwell, HHS Secretary Moreover, HealthCare.gov users in Illinois are actively shopping and saving money on their 2016 Health Insurance Marketplace plans. In Illinois 76% of people who actively reenrolled in a Marketplace plan for 2016 switched to a different plan, saving an average of $52 per month ($624 per year) after tax credits. “There are just 10 days left until the end of Open Enrollment for 2016 coverage and Illinois consumers should know that prices are affordable and it’s not too late to shop for the best plan,” said HHS Secretary Sylvia M. Burwell. “People coming to the Marketplace for coverage are active, engaged and shopping to save money.” Today’s report looks at the individuals in Illinois who selected or were automatically enrolled in a plan through Dec. 26, 2015. The vast majority of reenrollments were completed by December 18, 2015. In Illinois 51% of people who signed up as of Dec. 26 had the option of selecting a health insurance plan with a premium of $75 per month or less after tax credits. And 42% had the option of selecting a health insurance plan with a premium of $50 per month or less after tax credits. On average, people who are signed up for Marketplace coverage in Illinois as of Dec. 26, 2015 are paying $164 per month on their premiums after tax credits.

District 88 students win awards at high school art exhibition ELMHURST — The results are in from Elmhurst College’s 17th Annual High School Art Exhibition, and Addison Trail and Willowbrook students were recognized and honored for their talent and work. Montini’s NHS hosts successful blood drive
LOMBARD — Montini Catholic High School’s National Honor Society (NHS) hosted a successful Blood Drive with LifeSource on Friday, January 15. The group of volunteers hosts the blood drive with LifeSource every school year as one of their many community service projects. Montini Catholic NHS students with the guidance of Moderator Larraine Parker encouraged all students to donate blood. At day’s end, 67 pints of blood was donated, up from last year’s totals.
