Summer concert series at Independence Grove

Imagine calming breezes, breathtaking sunsets over the lake and award-winning music performers on stage at the outdoor venue for the annual Concerts in the Plaza music series. Nine concerts will be held at Independence Grove Forest Preserve in Libertyville, 7–8:30 p.m. Tuesdays, through August 6. The performances take place at the preserve’s outdoor Millennia Plaza overlooking a 129-acre lake.

From Beatles tributes to the blues, from rock and country to reggae, there’s something for just about any music taste in this season’s entertainment schedule. Piekos selected as new MCEDC Executive Director

The McHenry County Economic Development Corp. has chosen lifelong Woodstock resident Mark Piekos as its new Executive Director.

Piekos, 36, has served since 2021 as manager of the Illinois Small Business Development Center at McHenry County College, and for nine years before that was president of Cycle Craft Inc., in Woodstock.

As executive director, Piekos will lead the MCEDC’s mission to attract, retain and expand business and industry sectors key to McHenry County’s economy, and accelerate business development while advancing equitable and inclusive growth. He said his primary goals will be to discover new ways to provide value to McHenry County’s businesses, and to continue to develop the county’s economic base.

“I’m excited about future collaborations and continued relationships to advance McHenry County’s economic development, and I’m delighted to continue making a positive impact in the community in which I was raised,” Piekos said.

Piekos’s experience as both a local business leader and the head of MCC’s Small Business Development Center makes him uniquely qualified to head the MCEDC, County Board Chairman Mike Buehler said. Illinois hosts such centers throughout the state to

provide information, guidance, training and other resources for start-ups and existing small businesses.

“Mark knows both sides of the coin – he knows what it’s like to run a successful business, and he knows how to get businesses and startups the tools they need for success. That, along with his lifetime familiarity with McHenry County, makes him the perfect person to move the MCEDC forward.”

Piekos is heavily involved in area business and civic groups. He serves on the boards of the McHenry Area Chamber of Commerce and Consumer Credit Counseling Services, and is board president of Crime Stoppers for McHenry County. He is a 2012 graduate of Leadership Greater McHenry County, a program that identifies and

helps train McHenry County’s next generation of leaders.

Mike Skala, who holds the County Board’s seat on the MCEDC Board of Directors and serves as its vice-chairman, said Piekos came to his job interview with deep knowledge of the MCEDC and its mission, as well as ideas regarding how to improve.

“He brings youthful enthusiasm, he brings trustworthiness, he brings listening skills and understanding, and he brings financial stewardship,” Skala, R-Huntley, said. “He definitely has a passion for McHenry County, the success of businesses, and of the MCEDC as an entity.”

Piekos holds a bachelor of arts degree in Interdisciplinary Studies with a small business focus from Western Illinois University. Piekos lives in Woodstock with his wife and two young children, and is a 2006 graduate of Woodstock High School.

Lake County Board set to consider major 9-1-1 consolidation agreements

Following approval at Lake County Board committee meetings this week, the Board will vote on measures to move the consolidation of 9-1-1 and emergency dispatch services forward as a founding member of two new agencies. Two intergovernmental agreements (IGAs), approved at the committee level, will be up for consideration at the County Board meeting on Tuesday, June 11.

The first IGA has Lake County becoming a founding member of LakeComm, which will serve as the consolidated Public Safety Answering Point (PSAP) for those partnering agencies. A PSAP is a 9-1-1 call center responsible for answering calls to an emergency telephone number for law enforcement, fire, and emergency medical services. It plays a critical role in ensuring that emergency calls are quickly and efficiently routed to the appropriate response units, thereby enhancing public safety and reducing response times.

The second IGA initiates the process to establish a joint Emergency Telephone System Board (ETSB) from a number of local ETSBs. An ETSB receives 9-1-1 surcharge funds and is an oversight board responsible for managing the operational aspects of the 9-1-1 system. This includes maintaining the equipment, managing the budget, and ensuring compliance with state and federal regulations. A new joint ETSB would then require final approval from the State of Illinois 9-1-1 Administrator.

For over a decade, 9-1-1 consolidation has been a top priority for Lake County and its municipal partners. This initiative was spearheaded by Illinois Law (50 ILCS 750/15.4a), which mandates that any county with a population of at least 250,000 and more than one ETSB to consolidate its ETSBs so that no 9-1-1 authority in the county serves a population of less than 25,000 residents.

Since then, the State continues to support additional consolidations.

“I want to thank our committee, staff and all of the partnering agencies that have put so much time into this,” said Mary Ross-Cunningham, Lake County Board Vice-Chair and Chair of the Law and Judicial Committee. “9-1-1 consolidation has been a key initiative for our committee for a long time, and we’re excited that this effort is nearing the finish line, and the door will continue to remain open for other agencies to join as the consolidation moves forward.”

The IGAs follow the groundbreaking for the Regional Operations and Communications Facility and the implementation earlier this year of a state-of-the-art computer software system by local law enforcement and fire agencies. The new software has streamlined operations by consolidating more than 15 systems into a single, integrated package. This includes Computer Aided Dispatch (CAD), records management, and law enforcement reporting.

Guilty verdicts for aggravated DUI that left two dead

Late afternoon June 6, a jury trial concluded in the Lake County Courthouse with guilty verdicts on all counts related to a 2020 fatal DUI rollover crash.

Jose S. Aguirre, 30, was convicted of nine counts of Aggravated DUI, a class 2 felony. Aguirre is facing up to 28 years in the Illinois Department of Corrections.

After the verdict, State’s Attorney Eric Rinehart stated, “We will continue to hold dangerous and intoxicated drivers responsible for their criminal, dangerous, and immoral acts. This is a preventable tragedy, and all parts of our community must continue to raise awareness about how wrong and reckless intoxicated driving is. Our team of prosecutors helped bring justice to these families, and we will always support them.”

The jury trial began on June 3, lasting four days. Jurors heard from different state witnesses, including an accident reconstruction expert and law enforcement officers, who explained how the collision occurred and the physical state of the defendant at the time of the accident.

The defendant chose to testify on the last day of the trial and denied being the driver of the vehicle, al-

though eyewitnesses testified to seeing Aguirre get into the driver’s seat and expert witnesses testified that the injuries Aguirre sustained from the crash were consistent with Aguirre being the driver.

On September 27, 2020, around 3:20 a.m., a Round Lake Police Officer attempted to stop a white Chevy Traverse that was speeding. The vehicle, later determined to be owned and driven by Aguirre, refused to stop. The officer reported the Chevy Traverse to reach a speed of 123 mph in a 45-mph zone and terminated the brief chase due to safety concerns.

Shortly after the chase was terminated, the officer came upon the Chevy Traverse which had crashed into a wooded area near Route 134 and Main St. in Round Lake. Juan Renteria-Becerra, 34, and Edgar Herrera, 30, were both passengers in the vehicle and were pronounced deceased at the scene. Jorge Trevino, 32, was also a passenger in the vehicle and sustained non-life threatening injuries.

The Lake County Major Crash Assistance Team (MCAT) determined Aguirre was the driver of the vehicle and was traveling at speeds over 110 mph when Aguirre lost control of the vehicle, left the roadway, and entered in the wooded area striking several trees and rolling over before coming to a rest on its roof.

An arrest warrant was issued for Aguirre in October 2021, and after avoiding be-

ing arrested for over a year, police apprehended Aguirre in late December 2022.

Prior to the trial, Aguirre was being held in the Lake County Jail on a $1 million bond. (This cash bond was set by a judge before the effective date of bail reform.) After the guilty verdict, Judge Lombardo revoked Aguirre’s ability to post bail. Aguirre’s next court appearance is scheduled for July 15.

Man in custody and charged via information warrant in shooting deaths of two brothers

A man wanted in the shooting deaths of Marc and John Austwick is in custody. Highland Park Police Investigators and Lake County Major Crime Task Force Investigators obtained evidence that Jeffrey S. Austwick, 54, of the 1700 block of Park Avenue West, Highland Park, was responsible for shooting his brothers, Marc and John.

A preliminary investigation indicates Marc and John went to the Park Avenue West home to discuss the property with Jeffrey. The property was owned by the mother of the three, and she recently passed away. The investigation shows after they arrived, Jeffrey shot Marc and John, then set the home on fire. Jeffrey then fled from the area in his vehicle. Investigators obtained a nationwide arrest warrant for Jeffrey late in the day on June 5 for two counts of murder. On June 7, at approximately 5:30 a.m., Jeffrey

was arrested at a park in St. Louis, Missouri by local authorities.

Jeffrey remains in custody in Missouri, pending an initial court hearing.

All defendants are presumed innocent unless proven guilty in a court of law.

Original release, 6/5/24: Fire and deaths under investigation

The Lake County Major Crime Task Force and Highland Park Police are investigating the deaths of two people.

On June 5, Highland Park’s Police and Fire Departments responded to a residential structure fire in the 1700 block of Park Avenue West. After arriving, two adult male victims (who are believed to be related) were located outside of the home with suspicious injuries. Both of the victims were pronounced deceased at the scene. Firefighters extinguished the fire, and no other victims were located inside or outside of the home.

Based on the victims’ injuries, Highland Park Police requested the assistance of the Lake County Major Crime Task Force. Based on preliminary information gathered thus far, this incident appears to be isolated, and there is no known threat to the community.

The Lake County Coroner’s Office responded to the scene, and autopsies on the victims are underway.

Deputies deescalate situation involving

armed man

Lake County Sheriff’s Deputies deescalated a tense situation involving a man threatening self-harm who was armed with a firearm.

On June 3, at approximately 5:00 p.m., Lake County Sheriff’s Deputies responded to an address in the 27700 block of North Orchard Drive, unincorporated Wauconda, for a report of an intoxicated, suicidal man armed with a firearm.

Sheriff’s deputies arrived at the residence and slowly approached, when the man in distress exited his home armed with a firearm. Sheriff’s deputies successfully utilized de-escalation techniques to communicate with the man, and he agreed to drop the firearm. Sheriff’s deputies continued their communication with the man, and he eventually agreed to walk away from the firearm and walk to the deputies for further assistance.

The man was transported to an area hospital for a mental health evaluation and treatment.

Sheriff’s deputies retrieved the pistol the man dropped that he was previously armed with. Additionally, sheriff’s deputies removed a combination of seven rifles and shotguns, along with thousands of rounds of ammunition, from the man’s home.

A ‘Clear and Present Danger’ form was submitted to the Illinois State Police.

Sheriff John D. Idleburg said, “Mental health related calls are at an all-time high. Our deputies yet again slowed

down the situation. They took their time to speak to the man in distress with compassion.

This is another example of how the staff at the sheriff’s office, from our emergency dispatchers to those responding to the scene, utilize de-escalation skills, instead of force. This is an example of what they do every single day. I am very proud of all of those involved in deescalating this tense situation.”

Body recovered from home explosion rubble

The body of an adult male was recovered from a home explosion that occurred in the 23500 block of North Overhill Road, unincorporated Lake Zurich.

On June 4, at approximately 8:30 p.m., Lake County Sheriff’s Deputies, Lake Zurich Rural Fire Protection District, and multiple other fire departments responded to a report of an explosion on North Overhill Road. When responding units arrived, they found a home completely leveled.

The homeowner, a 77-yearold man, was unaccounted for following the explosion, and the body of an adult man was recovered from the rubble. The victim recovered has not yet been identified, however, the Lake County Coroner’s Office is scheduling an autopsy.

The cause of the explosion remains under investigation by Lake County Sheriff’s Office Fire Investigators, Lake Zurich Rural Fire Protection District, and Office of the Illinois State Fire Marshal.
