Marengo WW II hero honored emorial Day is the day scheduled for the Boy Scout ceremony to place a plaque on the grave of a fallen American hero, Staff Sergeant Robert T. Usborne. The plaque was designed to honor military men who had gained the rank of Eagle Scout and who lost their lives in active combat. Usborne was born in Marengo, Illinois, on October 13, 1919. He attended Washington School and graduated from Marengo Community High School in 1937. In 1936, Usborne and his friend Harold R. Kinreed, made Boy Scout history in Marengo by becoming the first two boys to attain the rank of Eagle Scout at the same time. Usborne attended the University of Illinois for two years, then transferred to the Chicago School of Embalming. He joined his father in September, 1940, in operating the Usborne Funeral Home at 205 North State Street in Marengo. Usborne joined the Army in 1941. He served at several posts in the United States before being transferred to Italy in September, 1944 with a replacement contingent. He was attached to Co. F, 350th Infantry, 88 Infantry Division and sent to the front lines in March, 1945. “Mr. and Mrs. Usborne received a telegram with the bad news from the War Department that Robert was killed instantly by enemy machine gun fire as his squad was advancing over an open field at night. Robert was buried in a United States cemetery in Northern Italy in rites conducted by Lieutenant Colonel W. M. Hale, chaplain of Company F. Staff Sergeant Usborne was brought home to Marengo and buried with full military honors in the Marengo City Cemetery on December 5, 1948.” This account has been provided by Marengo military historian, Michael Bigalke. Further information, also provided by Bigalke, states that “Usborne was advancing at night with his squad across an open field when the enemy suddenly opened fire, killing one and

The Boy Scouts salute the Usborne’s fallen friend, hero, 1st Lt. Harold Kinreed, in last year’s Memorial Day Plaque event which will be performed for Staff Sergeant Robert Usborne. Staff Sergeant Robert Usborne was disinterred from his grave site in Northern Italy and reburied in his hometown of Marengo.
wounding many others in the platoon, related the award citation. Calmly, though exposed to scorching enemy fire, Usborne personally placed each man in his squad in position and assigned them sectors of fire. Observing that his first scout had been trapped and exposed to a hail of enemy fire, the sergeant bravely moved forward to lead him to safety. After this, he again started for the comparative safety of his shell hole from which he could command the fire of his squad, when he was killed by the storm of enemy machine gun fire.” He died only nine weeks after his friend Kinreed, who was also killed in action. Last Memorial Day, 2015, the Boys Scouts placed a plaque on Kinreed’s gravestone. The plaque is to honor World War II military men, scouts who “Sealed their Boy Scout Oath to their Country with their Life.” This year, after a year-long search for another of these plaques, Usborne will receive one as well in a special ceremony presented by Marengo’s Boy
Scouts. Mike Donley managed to locate both original, unissued plaques to honor these Marengo natives. “Once an Eagle Scout, always an Eagle Scout,” former Scoutmaster of Marengo BSA Troop 163, Chris Oakes, says. “Only 7% of Boy Scouts make it all the way to Eagle Scout. The Boy Scouts are a community based organization, working with the community and trying to develop young leaders. Many Eagle Scouts go
on to become senators, congressmen, astronauts, and otherwise famous people.” The ceremony will take place at the Marengo City Cemetery following the Memorial Day parade in Marengo. All current and former Marengo Scouts, veterans and general public are invited to attend. For more information on the Boy Scouts of America, visit www. scouting.org.
Piggly Wiggly Midwest set to grow By Samantha Fetzner Reporter
After shutting down company stores in both Woodstock and Huntley, Piggly Wiggly Midwest has acquired new storefronts in what they hope to be more lucrative areas in Northern Illinois. The chain bought out the local Joe Caputo & Sons store in Algonquin as well as two more in Palatine and Des Plaines via auction. Piggly Wiggly Midwest operates
the Piggly Wiggly and Butera Market stores in a variety of locations. They bid on all three storefronts at once on May 12 and were able to acquire both the real estate itself and the existing store operation for all three locations. Piggly Wiggly Midwest paid a total of $32 million for the three stores and their locations, amassing just under 270,000 square feet of retail space spread on 30 acres of land in the three different markets. The
auction came after Joe Caputo & Sons were sued by Anthony Marano Co. in February for claims of unpaid debt towards delivered product. As of May 19, all three of the locations sold at auction were still operational. Piggly Wiggly Midwest announced that it intends to continue operation at both Palatine and Algonquin, but the storefront in Des Plaines will be new. There has not been a determination on whether the stores
will change names due to changing hands. Joe Caputo & Sons still owns and operates its own stores out of Wisconsin. Barring any unforeseen complications, the sale will be finalized within 30 days after the company receives approval from the District Court. Joe Caputo & Sons was operational in Algonquin for less than a decade. The store opened in 2007. The chain closed two of three locations it acquired in the surrounding
area last year after opening locations only a year prior in 2014. They specialized in fresh fruit and also operated butcher services on site. The chain began with its Des Plaines store in 1989. The company’s assets were frozen earlier this year making continued operation unmanageable. Piggly Wiggly’s closest location is their Marengo store operating as ‘Wisteds Piggly Wiggly’ after acquiring the existing grocer in 2013.

Crystal Lake wakeboard park to open Memorial Day weekend By Samantha Fetzner Reporter
After the plans for the Three Oaks Recreation Area to add a wakeboarding park first began in March 2014, opening was originally expected for the 2015 season. That fell short as the city announced the project would be pushed back until the 2016 “summer” season. Now that Memorial Day is just around the corner, the park will finally be opening. Named ‘Quarry Cable Park & Grille’, the unique 32 acre set up will open with the rest of Three Oaks between May 27 and May 30. Tentative full opening is scheduled for both the swimming and wakeboarding portions of the rec area on Sat. May 28. The plans set in motion during construction last year have remained intact for full operation. The plans still showcase the space operating as a wakeboard park with three separate courses. The space will also have an on-site beachfront restaurant which will serve alcohol to those of age with limitations, baggo courts, yoga classes, as well as space for live music and volleyball courts. The three courses on site, one of which will be advanced while the others are targeted toward beginners, are equipped with a pulley cable system. Riders will navigate the courses by being pulled along the cables throughout their given course, and they will travel at speeds up to 21 mph. Anyone participating on a course in the area is required to wear both a helmet and a life vest. All life vests must be Coast Guard approved as well. The cables on the course will sprawl between a number of towers and no more than 10 riders can attempt one course at the same time. The Quarry Cable Park will be open from 10 a.m. to dusk on a daily basis. Three Oaks itself opens at 5:30 a.m. daily. In addition to the wakeboarding park, the other lake on site offers kayaking, swimming, fishing, canoeing, as well as scuba diving and paddle boarding which were new in 2015. Restaurant hours begin at 11 a.m. daily with the kitchen closing at 10 p.m. on weekdays and 11 p.m. on the weekend. More information about the park and grille’s operations can be found online at http://www.thequarrycablepark.com/.

MARENGO — Marengo residents are in for yet another water rate increase. After the new wastewater treatment plant opened in the spring of 2015, the city increased bills by 13.9 percent. That increase took effect Aug 1. The city council approved that increase in an attempt to begin to pay off the debt incurred with the construction of the wastewater treatment plant. That construction cost between $10 and $12 million. The 13.9 percent increase was projected to equate to $7.30 per 1,000 gallons of water used. The latest rate increase will addNEWSPAPER another REPRODUCTION projected $7.50 NOTE: per133LPI bill.minimum The increase required, is set to
cover a $90,000 budget deficit for the fiscal year. The $7.50 projection covers the average user at 17,000 gallons of water per quarter, or three months. The approval comes at a lesser amount that the original proposition. Marengo residents have seen dramatic bill changes over the course of the last five years as a result of not only construction with the wastewater treatment facility, but also the improved readings of new meter systems. The wastewater treatment plant construction originally began in 2012 at which time rates were increased. Since that point, construction ceased due to finding a landfill beneath the proposed site, new plans were drafted, rates were dropped, construction began again, and

rates have increased again multiple times. Following this average $7.50 increase, next year in 2017 the bills are expected to go up slightly by an average of 50 cents. The original proposal for rate increase centered around a figure of $9 to the average user per quarter. After all the up and down with the rates, water use has dropped in Marengo. That caused the operating fund for the city to be beneath manageable levels to maintain current operation. The intent of the rate increase, other than to help offset the debt, is also to provide better operating fund and help fund future improvements to the city’s water and sewer structure. According to City Council, the projected budget gap is presently near $90,000.

The company, after just becoming eligible, has already receive its first 2016 World Beer Cup award. The brewery’s “Beach Blonde” lager received an accolade and a bronze medal in the Muencher-Style Helles beer category. Crystal Lake Brewing was the only United States based beer to medal in the category in 2016. Over 6,500 different beers were entered into the 2016 World Beer Cup competition. The Heritage Quilters Keep Stitching By Anne Eickstadt, Correspondent
he Heritage Quilters at the McHenry County Historical Society [MCHS] are all stitching on the red and white quilt stretched on an old oak quilt frame. They are relaxed and happy and chatting away with each other as they expertly work on the 2017 raffle quilt. It is a Friendship Star Quilt. “The Friendship Star” quilt was used when someone was moving away. If a plain fabric was used,” Jan Knight tells me, “People would sign it and it became a Signature quilt.” It was a lovely way to remember your friends before the computer age came along with Facebook, Twitter and Instant Messaging. The Heritage Quilters began as a group in 1980. “Arlen is the one who started this in a formal way,” Jan says. She designed the quilts for twenty years. I designed the quilts for five years. Our current quilt [Friendship Quilt], is a committee quilt.”

“Pieceful Garden” is the 2016 raffle quilt for the McHenry County Historical Museum. It is a variation of a Jacob’s Ladder design.
This group is continuing the old custom of the quilting bee where friends and neighboring women would get together for some adult time, some girl time, and is, essentially, a support group where

advice, tips, and a pat on the back can make all the difference to women isolated on their farmsteads. (By the way, Patty has a brand new granddaughter.) The quilts that the Heritage Quilters raffle off are to benefit the McHenry County Historical Museum. The earliest quilts were donated, but by 1985 the group was working together with a antique quilt frame. The frame, over 175 years old, was donated by Vern Petersen of Richmond. Originally, it was made for Julia Strand by her husband Gustav. The cog wheels have been replaced and it is in excellent working order and is still in use by the quilters. The quilting frame is permanently set up in an exhibit in the museum along with looms, spinning wheels, a treadle sewing machine and more. This is also where the Heritage Quilters work their annual magic of creating gorgeous quilts to raffle off for the museum. A record of these quilts has been put together in book form “Quilts of the Heritage
Quilters” and is for sale at the McHenry County Historical Museum for only $5.00 apiece. The ladies are looking into adding new pages for quilts that have been made since the book was published in 2011. Raffle tickets for the 2016 “Pieceful Garden” quilt are being sold for $1.00 each or 6 for $5.00. The tickets can be purchased at the McHenry County Historical Museum; during the Heritage Fair at MCHS in Union on Sunday, July 10; and at Countryside Flower Shop in Crystal Lake during the 16th Annual Countryside Quilt Show on Saturday & Sunday, September 19 & 20. The Raffle itself will be held on Friday, November 11 in conjunction with the “Quilts of Valor” event at the museum. The Heritage Quilters meet every Wednesday morning at 9:30 am. Local business, Food Shed Co-op, awarded $10,000 grant from National Co-op Organization and starts location search MCHENRY COUNTY — Food Shed Co-op, a community-owned grocery store opening soon in McHenry County, has been awarded a $10,000 grant and consulting assistance from the Food Co-op Initiative (FCI) - a national non-profit organization devoted to helping food co-ops. “The public interest in food co-ops is at an all-time high,” reports FCI Executive Director Stuart Reid. “By owning and controlling their own cooperative store, communities are able to ensure stable access to healthy food, provide meaningful jobs, and support local producers. Food co-ops can become both an economic anchor and a social hub for the community.” Award winners were selected
based on the strength of their leadership, quality of business planning, potential for successful operations, and potential impact made by the grant funds. Out of hundreds of food co-ops across the country, the Food Shed Co-op was one of twelve awarded. In addition to this prestigious grant, the Food Shed Co-op is receiving support from the University of Wisconsin Center for Cooperatives. Cooperative Development Specialist Courtney Berner says, “The UW Center for Cooperatives has had the pleasure of working with Food Shed Co-op since they started organizing just over two years ago. From the start, the Food Shed organizing team

has been a joy to work with and support. They have strong leaders, committed volunteers, and a compelling vision, which has helped propel them down the development path at an impressive speed.” The Food Shed Co-op reached a major milestone this April by exceeding 500 owners and as a result, the store site search has begun. The site selection process is driven by data collected in a USDAgrant-funded Market Study that identified the feasible target location to be in either the Crystal Lake or Woodstock
area. A financial pro forma was drafted and will be used to gauge the financial feasibility of potential locations. Ownership is a one-time investment of $200 and provides the capital and support necessary to move forward with plans and secure a location for the community-owned grocery store. Owner benefits include sharing in the store profits and having an equal vote amongst all owners in cooperative affairs. About Food Shed Co-op We are a group of volunteers
in McHenry County working hard to open a cooperative grocery store. Our mission is to build a LOCAL food COOPERATIVE promoting a HEALTHY, ETHICAL and RESILIENT COMMUNITY. Our Core Values are: 1.) Promote and foster better food choices, 2.) Cultivate and strengthen our local economy, 3.) Inspire and empower community, and 4.) Champion environmentally responsible practices. Franks measure bars new county board members from collecting pensions WOODSTOCK — State Rep. Jack D. Franks, D-Marengo, filed legislation that will ban newly elected part-time county board members from receiving pensions through the Illinois Municipal Retirement Fund (IMRF). The bill also requires current municipal officials to keep detailed records in order to ensure that they are meeting the requirements for receiving pension benefits. “The Illinois Municipal Retirement Fund is the best run public pension system in the state, and should be exclusively for full-time municipal employees,” Franks said. “We need to prevent future parttime county board officials from collecting these taxpayer-
funded benefits and ensure that the taxpayer dollars in this fund are not being siphoned off by elected officials who game the system and receive benefits.” The measure is the result of collaboration between Franks and the IMRF. Following Franks’ call in March for an independent investigation into whether McHenry County Board members were working enough hours to be eligible for taxpayer-funded pensions, the IMRF started an internal inquiry to determine if these members were in violation of IMRF’s policy by not documenting or working the required 1,000 hours per year that is necessary to be eligible for the benefits the funds provides its partici-
pants. This lead to Franks’ decision to file legislation that would prevent newly elected part time municipal officials, including county board members, from collecting pensions that are funded by local taxpayers. “Local taxpayer dollars should be spent on critical programs and infrastructure, not on pensions for part time board members who may not even be eligible to receive them,” Franks said. “With the difficult financial challenges facing our local governments, it is time for local officials to tighten their belts rather than continuing to raise property taxes that burden hardworking families and force them to considering moving out of Illinois.”

Three tips for achieving fitness goals this season
W
as your New Year’s resolution to get more active this year? A whopping 60 percent of these resolutions fall by the wayside after only six months, according to research from the University of Pennsylvania. You might have already cancelled your gym membership, but warmer weather and enjoyable time outside is ideal for revamping a fitness routine. Improving your fitness level can mean a variety of things depending on your goals and abilities – beginning marathon training, trying out a new physical activity or simply taking longer walks around the neighborhood. To help map out a plan to get back on track, Dr. Fred Pescatore, natural physician and author of the New York Times best-selling book, “The Hamptons Diet,” is sharing three tips for achieving fitness goals this season. Set a goal Want to look great for your 10 year high school reunion? Do you have a big trip on the horizon? Do you have a health hurdle to overcome? “Determining a goal and setting milestones has been successful for many of my patients,” Dr. Pescatore said. “Achieving the little steps in between an end goal provides extra motivation.” Slow and steady wins the race “You can’t expect overnight results -- you need to be realistic,” says Dr. Pescatore. “While it may seem like people in magazines magically get amazing results in a few days, a realistic and maintainable plan often takes weeks or in most cases, months to achieve.” Natural support to enhance your routine Establishing a diet strategy has its obvious benefits, but that isn’t all your body needs to achieve maximum results. “Supplementation with natural, proven ingredients is essential for a variety of health benefits, including sports nutrition,” Dr. Pescatore said. “One of my personal favorites and a go-to recommendation is Pycnogenol, a natural French maritime pine bark extract.” The extract is one of the most well-researched ingredients on the market, according to experts. Indeed, a study published in the “Journal of Sports Medicine and Physical Fitness” found the super antioxidant improves overall fitness, performance levels and recovery in both recreational and serious athletes. “To me, it’s a no-brainer,” Dr. Pescatore said. “Many of my patients have said they noticed results in just eight weeks’ time, and I’m talking faster running times, stronger endurance, better blood flow and even the ability to hasten post exercise recovery by alleviating cramping.” More information about Pyc-

Birds provide backyard concerto every morning
T
he birds were going crazy with their twittering tweets, chirps, and trills. The cooing of a mourning dove underscored the drumming of a lone woodpecker. It seemed each feathered friend was trying to outdo the other with its own solo and the sounds reverberated in a rowdy, crescendo backyard symphony. This spirited banter jostled the airwaves amply enough to wake me from a sound sleep. I looked at the clock. It was 4:23 a.m. I know what they say about the early bird, but 4:23 a.m. is a little too wee for me. Even roosters know enough to wait until dawn to awaken the farm. Still the fervor and celebratory chattering of the birds in my yard at 4 a.m., each morning is impressive – albeit not fully appreciated by most
Jill Pertler SLICES OF LIFE
humans living in my house. The birds are celebrating the weather and anticipating the sunrise and the business of preening their feathers, and splashing in the birdbath, and padding their nests, and laying and hatching their eggs, and hunting for worms, and feeding their babies, and giving flight lessons, and dive bombing the cats, and eagerly welcoming all the other everyday tasks at hand (or wing, as their case may be). They are embracing their essence in a giddy bird fashion
and it’s infectious. I want to be like them! I’m not saying I want to be a bird. I couldn’t be. I can’t fly. I don’t even have wings. But the joy, the ultimate true joy they express at the normal elements in their lives (at 4 a.m.) is notable to the sleepiest of the sleepiest. The tweeters in my common, ho-hum backyard are birds; average, ordinary, suburban birds. They’ve been birds their entire life. They could very well choose to take flying, singing, and sunrises for granted. But they don’t. Instead they fill the air with their predawn concert each morning, because they can. They are birds and that’s what birds do. (Well, that and poop on cars.) Even though I’m still trying to finish a good dream in those wee, pre-daybreak
hours, I leave the windows open so I can hear them each (early, early) morning because sleep is one thing and exuberance with the business of life is another. Imagine experiencing authentic joy at the promise of each new day. Of being so in love with the sunrise that you feel compelled to sing about it at the loudest decibel level in your range. Of flying across the country on your own feather power because nature tells you that’s the way it should be. Birdbrain is not typically interpreted as a positive descriptor, but I think maybe that should change. While birds may or may not be the brightest bulbs in the backyard, they’ve got some things figured out, such as loving life – anytime of the day, but especially at 4 a.m.
Intelligent or not, they are an inspiration. Not only do they refrain from hitting the snooze button, they are joyous about their awakening. I love that. (The worms probably do not.) I also love that by the time I’m ready to get out of bed at 6:30 a.m. the backyard is silent. At first, I thought maybe their joy of dawn’s early light had been subdued, but I realized that wasn’t logical; by 6:30 a.m. when the rest of the world is getting out of bed, the birds are probably napping. Who can blame them? Jill Pertler is an awardwinning syndicated columnist, published playwright, author and member of the National Society of Newspaper Columnists. Advice from an older wiser woman is to relax, enjoy, and repeat
W
hen I started writing this weekly column in May 2001, my sons were in grade school. It seemed my days would always be shuttling kids, spelling words, and packing backpacks. Older women advised me that the days may seem long but the years would fly by. They were right. Back then FIFTEEN years ago, I could not imagine where life would take me. I am grateful for it all. Life is a really good ride! The time has indeed gone by in a blink. As for my elementary age sons, my firstborn just graduated college and is working locally. My second born graduates college in June and will probably end up in Chicagoland too. And today I went to a kindergarten play for my granddaughter. Ah, the circle of life. When I married my prince
Kelly Simmons COLUMNIST
five years ago (May 1, 2011; Happy Anniversary to us!), his elder son was married and they had a baby girl. I loved becoming an instant Nana. It is a joy to watch how fast she has grown and how spectacular she did in her play today. All three grandmas were there along with her parents to smile, wave, and take photos and videos. Now I am among the older women telling my daughter-in-law to cherish it all (she does) because time truly does whiz on by. This is my note to ALL mom-
mies across the land from an older wiser woman: Relax. Enjoy. Don’t put so much pressure on your kids and don’t put so much pressure on yourself. It is all just fine and will continue to be just fine. Love your babies. Let them be themselves. Don’t label. If your daughter is quiet, so be it. Don’t say, “She’s so shy” all the time. If your son is rowdy, don’t announce that he is “all boy all the time”. Let them be. Let them express in their own way in their own time. Don’t try to make them fit in. Love and accept and encourage and love some more. Apply that to yourself. Love yourself as is. Accept yourself as is. Encourage yourself and love some more. Love the other mommies just as they are. Don’t compete and don’t compare. Your kids are amazing and so
are theirs. They are amazing and so are you. Their treats and parties and wardrobe choice are super, no matter how over the top or how minimal. Your job is to be a role model. Talk nicely of yourself and others. Act accordingly. Don’t anguish over decisions. Relax. Enjoy. (Repeat. Repeat. Repeat.) Your little darlings will be just fine. Always do what you know in your heart of hearts to be right. Peer pressure never goes away. You simply have to learn to trust yourself. You and they are just fine; always. Moms everywhere are prone to worry. I have worked with moms of newborns who feel the pressure from the very beginning to do the “right” thing by making their own baby food and teaching the baby French. Moms of preschoolers on up get wrapped up in being a “good
mom.” It never goes away. I know moms who fret over what to wear to college graduation because it is a parade of bestdressed mothers. Stop the madness. Don’t even let it start. Love your babies. Love them as is. Support their desires and interests. Listen to them. Respect them. Laugh with them. Relax. Enjoy. It goes by in a blink. Jack Franks enters race for McHenry County Board Chairman MCHENRY COUNTY — As McHenry County struggles with population and job loss due in large part to out of control property taxes, Jack Franks, State Representative for the 63rd District, today enters the race to become the first popularly elected McHenry County Board Chairman. “The residents of McHenry County are over taxed. The population of our county is declining because of poor leadership in the County that relies too much on raising our taxes and too little on making the tough choices to consolidate overlapping and duplicative
government services,” said Franks. “I have decided to enter the County Board Chairman’s race because McHenry County deserves a proven tax fighter as Chairman. I have spent my public career fighting all tax increases, and it’s that commitment that I will take to the county.” The McHenry County Democratic Party met today and chose Franks to fill the ballot vacancy for County Board Chairman. He is now required to collect 270 signatures on a petition to place his name on the ballot. Franks, who lives in Marengo with his wife
Debby and his two collegeage sons, announced that he will not seek re-election to the General Assembly, instead he will focus his efforts on the campaign for Board Chairman. The Democratic Party has until late August to identify a replacement candidate for Franks in the 63rd legislative district. “I am outraged by the County Board’s refusal to root out waste and fraud at the county. Instead of working to consolidate duplicative operations, they have fought against all consolidation, going so far as to spend tax dollars on lobby-
ists to fight my reform efforts,” said Franks. “As Chairman, I will put the needs of the taxpayers first. My record is clear, oppose tax increases, root out waste and fraud, and demand fiscal transparency and accountability in all county operations. I will challenge the status quo because I believe that truth and fairness still matter. No longer will the County Board make decisions based on the personal self-interest of the members.” “Government at both the state and county level is not functioning. As I look at where I can do the most good,
I have concluded that it’s time to leave Springfield and come home to lead the County Board. I’m 3rd generation McHenry county. I have witnessed McHenry County grow and prosper while the county board has not evolved. Our population and employment is now in decline and the county is at a crossroads. I am not willing to allow my opponent’s refusal to reform the county and their over reliance on tax increases to continue to put our future in jeopardy. “ Franks will face Republican nominee Mike Walkup in the November General election.

DEKALB — High school string, wind, brass, and percussion players are invited to audition for CSA Sinfonia on June 4 in the Music Building at Northern Illinois University. Auditions begin at 11 a.m. and must be scheduled ahead of time. This top regional full orchestra for ages 14 to 20 plays original masterpieces by Dvorak, Tchaikovsky, and Beethoven, as well as music from the 20th century, including popular music classics by Led Zeppelin and the Beatles. The music is fun and challenging. Offered by the NIU Community School of the Arts, CSA Sinfonia meets for rehearsals on Wednesdays from 7:30 p.m. to 9:45 p.m. throughout the fall 2016 and spring 2017 semesters, and performs three concerts in NIU’s Boutell Memorial Concert Hall. Accomplished cellist and music educator Linc Smelser directs the CSA Youth Sinfonia. He performs regularly as a soloist and with many ensembles, including the Chicago Symphony Orchestra and the Grant Park Symphony Orchestra. He is professor of cello at the Wheaton Conservatory of Music and is also on the faculty of the Colorado Suzuki Institute. Smelser is the conductor and music director of the Kishwaukee Symphony Orchestra in DeKalb. He teaches private cello lessons at the NIU Community School of the Arts and directs the CSA youth string orchestra Symphonette. To schedule an audition for CSA Sinfonia, call the CSA office at (815) 753-1450 or register online. More information about the audition requirements and the many arts programs for children and adults offered by the NIU Community School of the Arts is available at www.csa.niu.edu.

Belvidere officials, residents see Menomonie parking plan By Bob Balgemann Reporter
BELVIDERE — An open house one hour before the start of the bimonthly Belvidere City Council meeting showcased a parking plan for Menomonie Street, prepared by a federallyfunded consultant. The Rockford Metropolitan Agency for Planning (RMAP) came up with the proposal that elected and appointed officials will study before another public meeting is held. The need for more parking in a safe environment around the Public Safety Building at 615 N. Main St. was the primary focal point of the plan. Menomonie Street is in the Fourth Ward, represented by Aldermen Ron Brooks and George Crawford. The RMAP suggestions included the following: Angle parking along Menomonie, “pretty much the way it is now,” Alderman Brooks
said. Remove the existing grassy area to allow more parking. Create six horizontal parking spaces on the north side of Menomonie and 12 angle parking spaces on the south side. Brooks said he still wasn’t happy with the proposal but added, “the majority rules.” A retired Illinois state trooper who served for 30 years, he said safety, especially in the winter, was his primary concern. He envisioned problems along Menomonie, especially when there’s lots of snow and cars are covered. “You’re backing out and it’s like downtown, when you back out and pray a lot,” he said. Nearby residents “were 50/50” on the plan, he said. “People who use it every day are skeptical,” he said. “There will be another meeting. This was just the first one. You’ll just need to be careful when driving through there.”

A previous plan that included the creation of 12 new parking spaces on Main Street, for law enforcement, drew opposition from some aldermen, residents, and such law enforcement officials as Belvidere Police Chief Jan Noble and Boone County Sheriff Dave Ernest. Chief Noble was the only one of those officials to attend the open house. Chief Noble said he thought the RMAP presentation was well rounded and based on the concerns expressed earlier by residents of East Menomonie Street and the city. The original concern of residents was losing two-way traffic, but now that has been restored, which made them
happy, he said. He added that a few came up to him after the meeting and said they thought the proposal would be a good fix. From a law enforcement standpoint, he said angle parking would be maintained. RMAP is a public sector consultant that is funded by the federal government. Executive Director Michael Dunn Jr. said the organization is geared to serving as a conduit for long-term planning processes, while giving taxpayers “a larger return for their buck.” He encouraged local governmental entities “to use us for free. We have a lot of smart people here.”
As for the plan drawn up for the city of Belvidere, he said its aim was to suggest “the safest way to return Menomonie to two-way traffic and provide additional parking.” He and his staff will follow up with a written report for Brent Anderson, the city’s public works director. Mayor Mike Chamberlain asked RMAP to get involved after the first plan drew opposition on a number of fronts. The public safety building is shared by the city and county. City police and sheriff’s officials are housed there, along with the 9-1-1 emergency dispatching center. The county jail and historic courthouse are part of the complex.
