Cortesi Park rededicated in honor of veterans
Rehab finished, ceremony takes place on Memorial Day By Paul DelGuidice for The Villa Park Independent
Finishing touches to a $200,000 renovation were completed just in time for the Memorial Day rededication of Cortesi Veterans Memorial Park. The old “missile park” is located at the intersection of Cortesi and Kenilworth Avenues, just west of Villa Ave. The overhaul included improvements such as new benches, sidewalks, landscaping sod and a watering system. A drinking fountain was relocated to the park, and the Train Depot was renovated on the property. The centerpiece of the park, named after World War II veteran Dr. L.R. Cortesi, is a memorial plaza featuring flag poles and columns honoring each of the service branches. Brick paver stones commemorating individuals’ service in the U.S. Armed Forces also ring the area. A dedication ceremony was held at 11 a.m. on Memorial Day. Members of the Villa Park VFW Post #2801, public officials, the Willowbrook High School Choir and residents were on hand for the official park ribbon cutting. There was also a reading of the names of local veterans who passed away during the last year.

ADDISON — Addison Trail special education teacher Elizabeth Clifford has passed away. Clifford battled breast cancer for several years and passed away with her family by her side on May 4. Clifford began her ELIZABETH career in education CLIFFORD as an English teacher more than 27 years ago. In 2003, she joined the District 88 staff at Addison Trail and taught in specialized programs such as SED88 and ACHIEVE for the past 13 years, where she made a difference on a daily basis for students with special needs. Clifford’s dedication to her students and endless compassion will be missed. “Elizabeth was passionate about giving students every opportunity to learn – both academically and emotionally,” said Vicki Ream, Addison Trail special education teacher. “She had a particular gift for developing positive relationships with kids by offering them opportunities that extended beyond the classroom such as community service and volunteering. She integrated handson projects, art and culture into her instruction, as well as many extracurricular activities.” During her years at Addison Trail, Clifford was involved in the school’s Go Pink or Go Home initiative, which raises money for breast cancer awareness and research; helped lead the school’s L.A.D.I.E.S group, which provides support and ongoing motivational clinics for female students in an effort to help members gain confidence and realize their true potential; and assisted with Addison Trail’s annual Pay It Forward event, which welcomes incoming freshmen to the school. “Elizabeth had a heart of gold and a willingness to reach every single student,” said Lily De La Torre, Addison Trail English teacher. “I had the privilege of working with Elizabeth for four years in the ACHIEVE program at Addison Trail. How Illinois politicians pick their voters By Austin Berg Illinois News Network
Springfield saw the arrival of a curious contraption May 5. Outside the Illinois State Board of Elections was a 36-foot-long file cabinet, filled with more than 500,000 signatures, each one symbolizing a vote of no confidence in a rigged political system. Throughout the state’s history, Illinois politicians have drawn political boundaries. Leaders have carefully crafted legislative maps to maximize the chance of success for the incumbent party. This system has led to a lack of competitive politics, and an equally distressing lack of confidence in state government. But 570,000 signatures gathered by the nonpartisan Independent Map coalition could change all that. For comparison’s sake, that’s as if every person in Aurora, Rockford, Joliet and Decatur cried out for change. It’s a monumental feat.
But it has been tried before. Two years ago, associates of Illinois House Speaker Mike Madigan, the politician who has benefited most from political control of redistricting, filed a lawsuit to quash a similar referendum on the subject. It was successful. A look at how Madigan has played the redistricting game reveals why he’d loathe allowing citizens a new way forward. His redistricting prowess was best shown in the 2014 elections. Despite Illinoisans voting for a Republican governor, Madigan did not lose a single Democratic seat in the Illinois House of Representatives, maintaining supermajority control. “Across Illinois you’ve got districts that were created by legislators to help them remain in office,” said Independent Maps spokesman Jim Bray. “They pick the voters they want to have elect them.” Research on Illinois’ partisan redistricting process,
}Across Illinois you’ve got districts that were created by legislators to help them remain in office. They pick the voters they want to have elect them.” — Independent Maps spokesman Jim Bray conducted by the Paul Simon Public Policy Institute at Southern Illinois UniversityCarbondale, highlights how the 2011 redistricting process helped pave the way for such a skewed result. Democrats were facing tough times in Central Illinois. They knew maintaining one district covering Springfield, one covering Decatur and one covering rural counties just south of the two cit-

ies would mean a Republican rout. So they created a new Senate district to splinter Decatur and Springfield by race, connecting the areas of Springfield and Decatur containing more black voters. This left Springfield residents in the odd position of having three different state Senate districts. But it worked for the politicians. Democrats picked up a Senate seat and a House seat for their efforts. Since the U.S. Supreme Court case Shaw v. Reno prohibits drawing borders “primarily” to create minority districts, Illinois House Democrats actually argued in federal court that they drew the district this way for partisan reasons. Thankfully, the Independent Maps coalition did some tinkering after Madigan’s challenge to the group’s efforts. Which brings us to the absurdly long cabinetry. If successful, the coalition’s referendum would take redistricting power from politicians and give it to a bipartisan commission of 11 Illinoisans. The commission would then draw legislative boundaries every 10 years, following the federal census. This would mean fewer politically “safe” districts, fewer tortured shapes and loads more transparency. But some interest groups contend that changing the status quo could lead to
fewer minority lawmakers in Springfield. The amendment, however, contains a number of provisions protecting the voices of minority voters, including the addition of federal Voting Rights Act provisions to the Illinois Constitution. “There are a number of strong protections in the amendment that ensure minority voters will be able to elect a representative of their choosing,” Bray said. The current legislative districting system leaves a majority of Illinoisans without a real choice. Only 40 percent of Illinois’ legislative races in 2014 were contested, meaning 6 in 10 Illinois lawmakers elected that year got a free pass to the Statehouse. This level of voter disenfranchisement must be addressed. Republican or Democrat, political parties shouldn’t be able to rig the rules of the game. Citizens have made the herculean efforts necessary to put the redistricting issue to a vote. And many speculate these efforts will face legal challenges. But it’s a worthy fight. And one the state’s most powerful politicians are afraid of losing. Austin Berg is a writer for the Illinois Policy Institute. He wrote this column for the Illinois News Network, a project of the Institute. Austin can be reached at aberg@illinoispolicy.org.

New bridge to connect Mallard Lake, Hawk Hollow forest preserves Project expected to start in summer
WHEATON — Forest Preserve District of DuPage County officials will break ground at 11 a.m. Tuesday, June 7 on a pedestrian bridge over County Farm Road in Hanover Park that will connect Mallard Lake and Hawk Hollow forest preserves. A new 1-mile trail at Mallard
Lake will connect the bridge to existing trails at the preserve and provide a missing link in the greater 35-mile North Central DuPage Regional Trail, which will eventually connect Cook County to the West Branch DuPage River Trail. “This bridge and connecting trail will improve safety and
accessibility to our preserves,” said Forest Preserve District of DuPage County President Joe Cantore. “It’s an important link for bicyclists and all trail users.” The district will need to temporarily close sections of existing trails at both preserves during construction, which is
expected to be completed in summer 2017. The project is funded by $500,000 from DuPage County; a $1 million grant through the Illinois Department of Commerce and Economic Opportunity; $1.98 million in federal funding through the Surface Transportation Program; and
$1.28 million in state funding through the Illinois Transportation Enhancement Program. “By securing funding from outside sources, we’re completing this project in the most cost-efficient manner and saving DuPage County taxpayers money while providing them with additional ways to connect to nature,” said Forest Preserve District Commissioner Al Murphy, District 6.

sports-related injuries in children, parents have responded by outfitting by Jeffrey T. Boland young athletes with helmets, mouth Licensed Orthodontic Specialist guards, protective eyewear, and pads. Orthodontists would also like to point out that protruding upper front teeth pose a danger as well. “Buck teeth,” as they are popularly known, are characteristic of the malocclusion known as an “overbite.” This abnormal bite, in which the upper front teeth lie too far forward over the lower teeth, places the upper front teeth in jeopardy of being knocked out. Prevention is key because it’s far preferable to fix the problem with orthodontic treatment than to replace teeth lost to an errant elbow on the basketball court.

ELMHURST — Nearly 200 guests and volunteers at the Robert F. Spahn Memorial Golf Classic benefitting Ray Graham Association (RGA) were delighted and surprised when right winger for the Chicago Blackhawks, Patrick Kane, showed up to support the event. “He was so gracious and kind to everyone at the event, including the people with disabilities that we support who were volunteering that day,” said Bob Spahn, event chair and RGA board member. “He took lots of photos with fans on the course at River Forest Country Club and signed a Blackhawks jersey that was featured in the live auction.” The event raised nearly $100,000 for people with disabilities served at Ray Graham Association. The local non-profit provides residential, educational, employment, recreational and family support services to nearly 2,000 people with disabilities. They have almost 40 sites and programs throughout DuPage County and the surrounding area. Presenting sponsors for the event included Schamberger Brothers, Inc. and Dos Equis, Richard Phelan/Merrill Lynch, and BlackRock. For more information on Ray Graham Association, visit raygraham.org. Soaring among eagles VILLA PARK — Willowbrook alumnus Daniel McEllin (class of 2016) recently earned Eagle Scout status, the highest rank attainable in Boy Scouts of America. Those who receive that rank earn at least 21 merit badges and demonstrate Scout Spirit through the Boy Scout Oath and Law, service and leadership (which includes organizing, planning and completing an extensive service project in the community). McEllin is with Troop 242. He joined Cub Scouts when he was in first grade and transitioned to Boy Scouts when he was in fifth grade. “I have always had a love for the outdoors, so it only seemed
natural for my parents to enroll me in my local Cub Scout pack in 2004,” McEllin said. “After the switch from Cub Scout to Boy Scout, what made me stick around was the amount of activities one can do in scouting and the prospect of actually doing them.” For his Eagle Scout project, McEllin removed overgrown bushes near St. Paul Lutheran Church in Villa Park and cleared debris from underneath the bushes. He then planted 34 new, smaller bushes, as well as some wild grasses. McEllin said he had to plan out his project and get it approved by a Council representative. He then had to fundraise to buy the new plants, and he raised more than

$300. He said the project took nearly 130 hours of manpower to complete (not including the planning process). McEllin said he will continue with the Boy Scouts program by serving as Assistant Scoutmaster with Troop 242. “(Assuming that role) will not only allow me to continue being a part of my troop, but it also will give me a larger capacity of giving back to my troop in the form of teaching future and current scouts about different scouting-related subjects,” McEllin said. McEllin will begin his college education at Illinois State University this fall, where he plans to major in social studies education.
Villa Park Parks and Rec Happenings Upcoming events sponsored by the Villa Park Parks and Recreation Department: Villa Park Recreation is offering a series of FREE family events at Cortesi Veterans Memorial Park (Kenilworth and Cortesi) this summer called Super Sensational Saturday Mornings. Bring your blankets, lawn chairs and the family for these fun-filled Saturday mornings. You’ll enjoy great family interactive entertainment, crafts, and face painting (additional fee). Super Sensational Saturday mornings will be held June 11, July 16 and August 13 from 10 am – 12 noon. Mark your calendar for Villa Park Recreation’s SPLASH into Summer event on Saturday, June 4 from 1-3 pm at Jefferson Pool, 341 N. Harvard Avenue. Bring the family out for this afternoon of fun games, dance competitions and swim races. You’ll enjoy music and entertainment by Coach Josh and DJ Superman. Food will be provided by Michael Anthony’s. All children must be accompanied by an adult. This all ages event is FREE for season pool pass holders. No pool pass? No problem! You can still take part in the fun by paying the daily admission fee of $7 residents/$9 non-residents. It’s almost pool season! Jefferson Pool opens for the weekend June 4 and 5 then for the season on June 11. Lufkin Pool opens for the season on June 11. Get your pool passes before June 11 and you’ll pay the special early bird price. A new season pass system is in place this year so all family members who will have a season pass will need a new photo taken. Season passes are the size of a key tag and contain
a barcode that will be scanned at the front gate at each pool. Also new this year is that pool pass photos can be taken at both the Iowa Community Center and Community Recreation Building. Visit www.vprd.org for photo hours at each location. Early bird pool pass rates are as follows: resident ages 3-59, $53, resident senior age 60 and up, $48. Please note that there is not an early bird rate for nonresidents. Beginning June 13 rates are: resident ages 3-59, $72, resident seniors $64. Passes for non-residents ages 3-59 are $99 and non-resident seniors are $92. The daily admission is $7 for residents 3 and up and $9 for nonresidents age three and up. Patrons can take advantage of the warm summer evenings and swim from 5 p.m. to close for the low cost of $5 per resident and $7 for non-residents. Another admission option is a multi-use pass. This pass allows the holder to save on the daily admission prices without purchasing individual passes. These passes do not require a photo and can be shared among friends and family. The pass is scanned each time a patron presents it at the pool according to the number of persons entering that day. A 10-use pass for residents is $53 and non-residents is $84; a 15-use resident pass is $74, nonresident $120. Parks and Recreation offers a great program for kids ages 3-5 to keep them busy this summer. Mini Adventure Camps are available as a Monday/ Wednesday/ Friday or Tuesday/Thursday option. The two camps can be combined as a full week if needed. These mini camps are a great way to introduce chil-
dren to camp in a relaxed and carefree atmosphere. Each camp sessions includes daily swimming at Jefferson’s wading pool, crafts, music, stories and games. Weekly themes will create a fun-filled camp atmosphere to keep kids active. Campers bring a nonperishable lunch each day. Drop off is at the Iowa Community Center at 9 am and pick-up will be at 1 pm at the entrance of Jefferson Pool, 341 N. Harvard. Call 630-834-8970 or visit www.vprd. org for mini-camp dates and fees. Bring your battleship game skills to Jefferson Pool for a Life Size Battleship event. Teams will use buckets to try and sink the other canoe with water from the pool until the opponents canoe is submerged. Teams will move around the pool using their hands, buckets and shields to paddle. Staff will be in the pool to assist. Life Size Battleship will be held in conjunction with Patron Appreciation Day and will be emceed by Coach Josh. All canoes, buckets and shields are provided. Register as a team of four or as an individual to be placed on a team. Life Size Battleship is Monday, June 20 at 2 pm and is for ages five and older. The fee is $15 per team/$5 per individual.

Kline Creek Farm’s ‘Evening in the Country’ series begins June 2 Enjoy picnicking, music, country dancing and more at weekly programs
WEST CHICAGO — Bring a picnic dinner and enjoy music, games and activities at “Evening in the Country” Thursdays through August from 5-8 p.m. at Kline Creek Farm, 1N600 County Farm Road in West Chicago. Highlights this year include the return of the Blind Squirrel
String Band for an evening of country dancing, a concert by the Old Town School of Folk Music Dulcimer Ensemble, and an engaging, funny show drawn from music and theater from the early years of the Temperance movement. Admission to this all-ages program is free; wagon rides are $5 per person for ages 5 and up and free for children under 5. Adults must accompany children under 13. Registration is
not required. For more information, call Kline Creek Farm at 630-876-5900. “These special evening gatherings are a great opportunity for families to enjoy being outdoors together while getting a taste of life on a farm in the 1890s,” said Forest Preserve District of DuPage County President Joe Cantore. “What better way to connect with nature than through an oldfashioned picnic,” said Forest

Addison Trail’s Conrad thrilled for state meet opportunity By Mike Miazga Correspondent
Addison Trail junior Darrion Conrad would likely be a frontrunner for a brother of the year medal if one such award existed. Conrad explained he stepped aside at last year’s sectional meet in order to give his older brother, Darius (who now plays football at Youngstown State), a better chance at qualifying for state in the 200. “I wanted to give Darius a chance to make it,” he said. “If I didn’t run I knew it would bump him up in the 200. If I would have been there, it could have dropped him a spot. It was tough. I knew I could probably make it down in the 200, but I also knew I had two more years left to go and Darius was a senior. I wanted to help him.” This year, Conrad helped himself, earning a berth in the Class 3A state track and field meet in Charleston. Conrad finished fifth in his preliminary heat at Eastern Illinois University with a time of 22.79. “I worked on the blocks more
than I ever have,” said Conrad earlier last week regarding his improvement in the 200. “I’m also more conditioned. I finish the races with a lot more energy.” Conrad attributes part of his better conditioning to his eating habits. “I have been eating healthier,” he said. “At the start of February I didn’t lift as much because when you lift, you put on weight. I’ve been lifting lighter and eating right. I used to eat five meals a days and now I’m eating three. I’m not eating heavy meals. I’m eating lighter, especially at lunch. I don’t want to be too full before track so I can get in the best workout I can.” Conrad said, for him, running a successful 200 boils down to his performance on the race’s curve. “For me, it’s the curve,” he said. “Where it starts I want to beat everybody off the curve. If I do that I feel like I can get at least third place—no worse than third. I think during the season I only came in third once.” Conrad enjoys multiple parts
of the 200. “I like it because I can think during the race,” he said. “I’m good at the 100, but I’m better at the 200 because I can think more. The 100 is quick. It’s like 10 seconds. The 200 is quick, but I like it more because it doesn’t seem as fast. I’ve come to really enjoy the 200.” Conrad said he received some advice from his older brother about the state meet. Darius Conrad qualified in the high jump while at Addison Trail. Conrad also plays wide receiver on the Addison Trail football team. He would like to pursue both sports at the next level. “I think I do both pretty well,” he said. “I would like to do both in college. I feel I could make contributions in both sports at a high level.” “Darius told me how awesome the state meet is,” he said earlier last week. “I still can’t believe I qualified for state. I’ve been waiting two years to make it.” And thanks to his hard work, the wait is over.
