A new filing by the National Council on Compensation Insurance shows Illinois employers can expect a 12 percent reduction in their premiums for workers’ compensation insurance. Some may interpret that as significant savings for a business owner. But Illinois Manufacturers’ Association vice president Mark Denzler said the report only shows new data for four states. He said all others should see those savings too. “Every other state will see decreases when their numbers are updated, meaning Illinois still continues to lag behind Indiana, behind Wisconsin, behind the rest of the country.” Denzler stressed that one of the biggest reasons for cheaper employment insurance rates is the loss of higher-risk manufacturing work. “As we’ve lost these high-paying jobs in manufacturing, construction and mining, the severity of injuries has gone down and the amount of time away from work has gone down,” he said. “Job losses are not the way you want to see the cost of Mom Angela Bauer joins Athena, 4, workers compensation insurance and Drew, 1, in drawing on the sidedrop.” walk outside Village Hall on Sunday, He added that workers’ compenAugust 7. Local resident receives Hospital’s community service award
Phil Kommer, a resident of Villa Park and stationary engineer in the Facilities Department at Elmhurst Hospital’s Business Operations Center, beams after receiving Elmhurst Hospital’s 2016 Community Service Award from Mary Lou Mastro, president and CEO. Kommer was recognized for his work with Diveheart, an organization that helps build confidence, independence and self-esteem in the lives of children, adults and veterans with disabilities through scuba diving, scuba therapy and related activities. As part of the award, EdwardElmhurst Health made a $500 contribution to Diveheart in Kommer’s name.
State Senator Tom Cullerton’s college administrative reforms were signed into law last week. This reform package was advanced by Cullerton, a Villa Park Democrat, in response to the repetitive reports of abuse and misuse of taxpayer dollars at the state’s universities and community colleges, in particular the College of DuPage, located in Cullerton’s backyard. “These new laws are necessary first steps to stop waste, fraud and abuse at our state universities and community colleges, “ he said. “We need to put an end to the days of college administrators banking on executive perks at the expense of our college students. One of the new laws will prevent a lame duck community college board from entering into a new contract with a college administrator starting 45 days prior to Election Day through the rest of their terms. Cullerton knows that with these new laws we will be able to better protect taxpayers and tuition payers from future scandals The reform package would also require that community college and
university boards be required to take four hours of professional development training in topics that include labor laws, open meetings act requirements, or ethics training. “We need to find ways to make a higher education more affordable in Illinois,” Cullerton said. “These new laws were a long time coming and will help keep some control on the rising costs of higher education.” Other recent actions in the Illinois Senate: External Audits (Senate Bill 2155) – Amends existing laws to require the auditor general to audit one-third of all community colleges every year. Community College Trustee Training (Senate Bill 2157) – Requires new college board trustees to complete four hours of professional development training that range from labor laws, open meetings act, freedom of information regulations, ethics and financial and accountability oversight. Preventing Lame-Duck Decisions (Senate Bill 2158) – Prohibits community college boards from entering into new employee contracts or changing existing employee contracts 45 days prior to Election Day
for trustees and extends through the lame-duck period until the first meeting of the new board. In 2009, Former DuPage Community College President Breuder’s contract extension was approved by a lame-duck board. Transparency at Community Colleges and State Universities (Senate Bill 2159) – Promotes transparency by requiring contract terms, annual performance reviews of administrators and forbids contract buyouts in cases of pending criminal charges. University Board Training (Senate Bill 2174)- Requires every voting member of a public university governing board to complete a minimum of four hours of professional development leadership training that range from labor laws, open meetings act, freedom of information regulations, ethics and financial and accountability oversight. Cullerton looks forward to working with his colleagues next legislative session to further reform administrative costs at state institutions of higher education to move the state forward and protect Illinois’ college students.

ne of the many joys of writing this weekly newspaper column, and my weekly email newsletter, is the feedback from you. As I have been sifting and sorting as we clean out, pare down, and pack up, I have found so many “love letters” that I have saved over the years.

Thank you! Some of the response is via email and this past January I received correspondence from a reader in one of the suburbs that runs my column in their weekly paper. Helen stated that she was 88 years old, had been a widow for 30 years, and been a paraplegic since the age of 21 due to polio in
1949. Already quite an intriguing gal. Then Helen informs me that she too writes and was tickled to read that we had both written on the same subject one week, just in a little different form. She continued: “On the Sunday before my column came out, our pastor’s message was on the word “integrity” and I told him we

must have been reading each other’s minds, and then when you basically used the same idea in your column, I was blown away.” My response was of course that great minds think alike. It delights me that a woman who is 88 contacts me via email. Helen then sent me via snail mail a copy of the story of her polio. It was written so long ago, she says, that it was done on her antique typewriter. Seeing typed pages warms my heart. Reading the other stuff she sent intrigues me too. An interesting character, this Helen Perrine is. She comments on my marrying a Simmons, and states that she is related to the Oscar-winning actor J.K. Simmons. “His father and I were first cousins or his grandfather and my mother were siblings.” Helen also confides that she wrote a book, only 20 copies, for her family to outline their life history and get it all documented. They are lucky to have it. Paper-clipped to one of the columns she snail-mailed me was a Christmas card, from 2015. The scene was a beautiful winter landscape, a horse-drawn sleigh on the snowy path through the woods to the church. It was lovely and then I noticed it was hers. Helen painted it, “in her 88th year.” Again, this lady is a force to behold. She had written to me originally when I wrote about holding on to one word to be the anchor for your upcoming year. That was what her pastor had talked about in his “integrity” message and what she had written about in a way that same time. Helen has seen a piece on TV about a guy who makes jewelry with one word embossed on it that could be the word to define your future. She wondered what Einstein would have selected and if Martin Luther King would have selected DREAM. She wrote to me that her word would be IMAGINATION. I love it. Thank you, Helen, for being a shining example that life is up to us to make it wonderful and full. I believe I will still be writing when I am 88, and hopefully someone will still find me interesting then. For now, I’m signing off to Helen and all readers, with deep appreciation. Cheers! Binding arbitration bill resurrected in House
253217
A failed bill that would have allowed for binding arbitration for all state employees is resurrected in the House, a measure the governor says would cost taxpayers billions. Governor Bruce Rauner vetoed Senate Bill 1229 last year and Democrat lawmakers failed to muster enough votes for an override. Rauner said the bill would have taken him out of negotiations and brought in an mediator for binding arbitration. One of the main sponsors of House Bill 580, Democratic Representative Mike Smiddy, says the bill is the same as Senate Bill 1229 and is important because he says the governor declared impasse in contract talks. “Something he claimed he would not do last year and probably with the reason for the failure of the veto override in September. The governor said he can’t declare impasse and the tolling agreement between the union and administration allows for either side to request the Illinois Labor Relations Board to evaluate negotiations and determine if there’s an impasse, something Rauner did last month.

ready made that money back,” Labell said. Labell said something has to be done. “Look, this is not a good situation for any of us, whether it’s for taxpayers or for employees, and some solution has to be cut.” Labell said some changes could include changing the state Constitution’s pension protection clause or allowing for bankruptcy reorganization to alleviate pension obligations, but even that has its potential problems. “But it also has some downsides in that politicians may then decide that they can spend frivolously with taxpayer dollars and then bail themselves out by declaring bankruptcy at the end of their term,” Labell said. The state’s unfunded pension liability is $113 billion and growing.
• Automatic registration won’t increase voter participation, experts say A measure to allow automatic voter registration at driver’s license facilities isn’t meant to increase voter participation, but supporters hope it will. Bunker Hill Democratic State Senator Andy Manar says his automatic voter registration bill would replace the current opt-in registration at the DMV to an opt-out process, increasing the number of registered voters. “Opening the voter rolls. Making sure our elections have the highest participation possible. Removing barriers for populations that see those barriers today.”

A taxpayer group has some fixes they say are severe but necessary to shore up the state’s growing unfunded pension liability. Taxpayers United of America released their 10th Annual Report on Illinois State Pensions. The highlights include more than 15,600 state pensioners collecting more than $100,000 annually. More than 92,300 pensioners make more than $50,000 annually. Taxpayers United of America Executive Director Jared Labell said for the top 400 pensioners the average pension contributions made over an entire career is only about $40,000 more than what the average annual pension is. “For many of these pensioners they’re already recouping all of their contributions barely over a year of retirement. They’ve al-
• Still no budget, even after Senate meets The state of Illinois is still without a budget, regardless of the Illinois Senate being in session briefly Wednesday. Before adjourning until January 27th, the same day Governor Bruce Rauner is set to deliver his State of the State address, the Illinois Senate worked through various resolutions recognizing people who have passed away, renaming certain roadways in honor of other individuals and also heard a slew of various executive appointments. The House session for this week was canceled with House Speaker Michael Madigan’s office saying there wasn’t enough workload. The state is now more than six months into the fiscal year without a balanced budget in place.

But Heritage Foundation’s Hans von Spakovsky says increasing the number of registered voters won’t increase participation. “We passed the Motor Voter law in 1993 based on that presumption. Turnout did not go up after Motor Voter simplified the registration process.” Von Spakovsky says voter apathy is why turnout remains low. “Folks don’t say it’s because they had a problem registering. The large majority of non-voters say, look, ‘we didn’t vote because we weren’t interested in the election, we didn’t like the candidates, we didn’t think it would make a difference.’” However, Democratic Senator
Jacqueline Collins says that’s why she pushed to get civics lessons back in schools. Advocates for the measure say they want to have the second-largest voter drive for Illinois’ more than 2 million eligible citizens, saying when California implemented automatic registration they had 7 million citizens automatically become registered. • Bill would ask voters to approve recall amendment Voters should be able to recall any elected official in Illinois they’ve lost trust in. That’s the goal of Harvey Democratic State Senator Napoleon
Harris’ proposed constitutional amendment. Senator Harris said Wednesday his proposed bill, which hasn’t been filed yet, will hold elected officials accountable, not just in Chicago, but all around the state. Harris equates recall to when someone buys something they later regret. “Sometimes as you go and you buy gifts for people you have buyer’s remorse. This is more so voter’s remorse. So this is an opportunity that if you break the public trust the voters should have the opportunity to voice their opinion and elect someone they feel can do the job.” Harris says other recall proposals that focus on Chicago don’t go far enough.
“I know Chicago is one of the many places that people see on the news and they see nationally the impact that it has on various communities, but this is an epidemic throughout our entire state and this measure simply is to make sure that all elected officials are held accountable for their actions.” The bill hasn’t been filed yet, but Harris says that his measure — if approved by the General Assembly — would put the proposed constitutional amendment on the ballot for voters to decide this November. Republican Representative Mark Batinick filed a similar measure in the House earlier this month.

INVISALIGN TEEN
For patients who are concerned that traditional braces might detract from their looks or interfere with their daily lives, Invisalign provides an “invisible” by Jeffrey T. Boland way to straighten teeth. Instead of Licensed Specialist brackets andOrthodontic wires, Invisalign uses a series of custom-made, clear plastic aligners that patients wear over their teeth. Each set of aligners is designed to be worn for about two weeks before being replaced with the next in the series. To address the compliance issue with teens, Invisalign Teen employs wear indicators that fade from blue to clear as they are worn. Invisalign Teen may also come with special “eruption tabs” that help keep space open for unerupted teeth, making it possible to treat a wider range of conditions.
Our practice’s top priority is to provide you with the highest quality orthodontic care in a friendly, comfortable environment. We use the latest technological advances in the industry, such as Invisalign along with the latest in computer technology and sterilization techniques to ensure that you receive the most effective care possible. To schedule a free orthodontic consultation, please call our office. Available by appointment, we honor all kinds of insurance and charge zero interest on our financing. Straighter Smiles Are Our Specialty! P.S. Invisalign aligners should be worn between 20-22 hours per day and removed only for eating, brushing, and flossing.

Chaos happens when you are out of sorts
Ever experience a day when things are slightly off kilter? When the normal becomes abnormal, often in an almost imperceptible way? The order of the universe is lagging, your controller fails to control and you’re thrown a degree (or two) off course. Thought processes and actions seem to be deregulated and your brain refuses to function in a straightforward, logical manner. If there’s a way to mess things up, or confuse them, you’ll do it – even with the simplest of endeavors. This condition is exponentiated if you are multi-tasking, and who among us isn’t? It’s like you are looking at a farsighted world through a nearsighted lens. Similar to a dog chasing its tail or a hamster running on one of those wheels – going through all the right motions, but getting nowhere. It can happen to the best of us. It happened to me last week. It started first thing in the morning, in the shower, but I didn’t know it at the time. I wasn’t yet aware I was functioning in the fogginess of an off-kilter day. My circumstance became apparent an hour or so later, when my newly washed hair clumped itself into a greasy mess, as though I’d forgotten to rinse out the conditioner. Which, unfortunately, I had. I didn’t have time to deal with my predicament because I had to taxi a kid to sports practice and satisfy an imminent need for ingredients to make a birthday cake for another one of the people I gave birth to. So I combed through the mass atop my head as best I could and hoped it didn’t look as bad as I thought it probably did. I rushed in and rushed out of the grocery store and thankfully didn’t see anyone I knew, because when I got home and took a look-see in the mirror I realized things were worse than I’d thought. I’d forgotten an-

You don’t know if you are coming or going. The email was coming, but by the time I got it figured out, I was supposed to be going. To the dentist. With another kid. This time, however, I remembered about the makeup. I was in dire need of imminent application. There was just one issue. I’d carried the kit from one bathroom to… Where? So, as I’m yelling at the one kid to brush his teeth, I’m in a frenzy, trying to retrace my steps to find where in the heck I put the makeup, which can’t work its magic on my face if it’s lost. Amendment would allow voters, not parties, to reshape districts

We Illinoisans know a lot about an entrenched struggle between our two parties. Today, a word about our legislature. Under current law, the party in power can determine the shape and population of each legislative district, so that each one will include the maximum number of its supporters and locate its opponents in a less desirable dis-

trict. That way, they can continue their power and make it difficult indeed for another party to take over. As a result, we have some districts that are very oddly-shaped to say the least. An amendment has been readied for the ballot this fall, supported by the petition of many thousands of voters; the amendment would enable an independent, non-partisan body to re-shape the districts to best represent its residents. While there may yet be an issue in court on this, when it is on the ballot, it deserves the support of every voter who believes that we must be a democratic people - that is: not a Democratic people or a Republican people but a people who can then trust that election victors will have been elected democratically. By Illinois News Network A new lawsuit seeks to stop same-day voter registration at the polls in Illinois’ largest counties. All voters in the state can register on Election Day at the courthouse or election office. But only voters the 20 counties that have more than 100,000 people can register at the polls on Election Day. Jacob Huebert, senior attorney at the Liberty Justice Center, said that’s unfair. “The Supreme Court has made it clear,” Huebert said. “You can’t discriminate against some voters based on where they live, but that’s exactly what this statue does.” Huebert filed a federal lawsuit to strike down same-day registration at the polls.
Same-day registration at election offices could continue. “What we are challenging is (same-day registration) at polling places,” Huebert explained. “If you can go to your polling place and register and vote, that’s a whole lot easier than going to some other place and registering and voting.” Illinois tested same-day registration in 2014. The State Board of Elections said 18,000 people voted on the same day that they registered. Same-day voting for this year’s primary exploded to 110,000 ballots cast. Huebert is asking the court to order that same-day registration at the polls be ended for the November election.

Addison Trail football team plays first three games of 2016 schedule at home By Mike Miazga CORRESPONDENT
The Addison Trail football game won’t have to go too far for its first three games of the 2016 season. The Blazers will play those first three games at home, including the annual District 88 battle against neighboring Willowbrook. The Blazers, coming off a 4-5 season in 2015, will open up the 2016 schedule on Friday, Aug. 26 at home at 7:30 p.m., against Glenbard South
from the Metro Suburban Conference. Glenbard South went 6-5 last year and advanced to the second round of the state playoffs. Addison Trail then hosts Oak Park-River Forest in a West Suburban Conference crossover game on Friday, Sept. 2, at 7:30 p.m. The Huskies went 9-2 last year and advanced to the second round of the playoffs. The annual District 88 game occurs Friday, Sept. 9, at 7:30 p.m., in
Addison. Willowbrook is coming off a 5-4 season and a second-place finish in the West Suburban Conference Gold Division. This is the conference opener for both teams. On Friday, Sept. 16, the Blazers will face Downers Grove South in Downers Grove for another Gold Division tilt. Downers Grove South went 3-6 last year. The Blazers continue their road trip on Friday, Sept. 23, at Leyden. The Eagles went 4-5 a year ago.
Defending WSC Gold Division champion Hinsdale South comes to Addison in Week 6 for a Friday, Sept. 30, game at 7:30 p.m. The Hornets had a 9-4 record a year ago and made the state semifinals. Addison Trail hits the road in Week 7 at Morton. That game will be played Friday, Oct. 7 at 7:30 p.m. Morton went 3-6 a year ago. The Blazers round out the home portion of the regular-season schedule with a Friday, Oct. 14, game (7:30
p.m. start) against Proviso East. The Pirates went 0-9 last year. Addison Trail closes out the regular season on Saturday, Oct. 22, in Glen Ellyn against defending statechampion Glenbard West (1:30 p.m. start time). The Hilltoppers went 14-0 last year. Addison Trail has four games on the schedule against teams that qualified for the playoffs last year. The Blazers’ nine opponents had a combined 53-41 record last year.
Willowbrook football team ready to tackle 2016 schedule Warriors open up on the road in Grayslake By Mike Miazga CORRESPONDENT
The Willowbrook football team will have a much longer bus ride for its Week 1 matchup this season. The Warriors, who had traditionally opened the season against neighbor Glenbard East, will now play its first game of the season on Friday, Aug. 26 in far north sub-
urban Grayslake (near Six Flags amusement park) against Grayslake North. Grayslake North went 7-4 last year and advanced to the second round of the state playoffs. Grayslake North finished second in the now defunct Fox Valley Conference Fox Division and is now a member of the Northern Lake County Conference. Willowbrook then hosts Proviso West in a West Suburban Conference crossover game on Friday, Sept. 2 at 7:30 p.m. Proviso West
was 1-8 in 2015. The Warriors open the West Suburban Conference Gold Division portion of their schedule on Friday, Sept. 9 against District 88 neighbor Addison Trail in Addison. Game time is 7:30 p.m. Addison Trail went 4-5 last year. Willowbrook then hosts defending Gold Division champion Hinsdale South on Friday, Sept. 16 at 7:30 p.m. Hinsdale South went 9-4 in 2015 and made the state semifinals. The Hornets won the conference title with a 5-1 mark. Willow-
brook finished 4-2. The Warriors face York in the annual neighborhood game on Sept. 23 (a Friday) in Elmhurst. York went 4-5 last year. Morton comes to Villa Park on Friday, Sept. 30 for a 7:30 p.m., WSC Gold game. Morton went 3-6 a year ago. Willowbrook then heads to Maywood on Friday, Oct. 6 at 7:30 p.m., against Proviso East. The Pirates were 0-9 last year. Downers Grove South will host Willowbrook on Friday, Oct. 14, for
a 7:30 p.m., conference game. The Mustangs were 3-6 a year ago. Willowbrook caps the regular season with a Friday, Oct. 21 game at 7:30 p.m., against a Leyden team that went 4-5 in 2015. Willowbrook will face only two teams with winning records and two teams that made the playoffs last year (in both instances Grayslake North in Week 1 and Hinsdale South in Week 4). Willowbrook’s nine opponents this season had a combined 35-52 record in 2015.
Fenton football team to face six playoff teams in 2016 Bison open season at Leyden on Aug. 26 By Mike Miazga CORRESPONDENT
There are no freebies on the Fenton football schedule this season. The Bison will compete against six teams that made the state playoffs in 2016, including one that made a state semifinal and another
that advanced to a state quarterfinal game. “Arguably it’s one of the most competitive schedules we’ve had in the 14 years I’ve been here,” said Fenton coach Mark Kos. “Six out of the nine teams made the playoffs and one of them had a chance to be a playoff team in Week 9 (Leyden). It’s a daunting schedule, but it’s one we are excited to get after. It’s why you coach and why the kids play. It’s a great schedule and an exciting schedule and one that probably will create some sleepless nights down

The Eagles went 4-5 last year. The Bison hosts Palos Heights Shepard in a non-conference game on Friday, Sept. 2, at 7:15 p.m. Shepard, out of the South Suburban Conference Red Division, went 5-5 and made the playoffs last season.
Fenton heads to Guerin Prep on Saturday, Sept. 10, at 1 p.m., for a Metro Suburban Conference crossover game. represent Chicago and isn’t that what matters? Let me know why people can’t cheer for both teams. Years ago there were two professional football teams in Chicago; the Bears and the Cardinals. I don’t remember the same animosity for those two teams. Any comments? Trivia questions: Who has won more games, Cubs or Sox? How many home runs did Ron Santo hit? How many home runs did Frank Thomas hit? Call Don at 630-530-7061 if you know the answers.
What a great week of baseball in Chicago. I am probably only one of a few people who likes both teams. The first two games at U.S. Cellular Field were won by the White Sox, hence I was happy. The next two games played at Wrigley Field were won by the Cubs, and I was happy again. DON

The IC Catholic Prep football team won’t have to wait long to get its rematch. The Knights will kick off the 2016 season at home at Lewis Stadium on Friday, Aug. 26 against defending state-champion Bishop McNamara from Kankakee. This is the same McNamara team that handed the Knights both of their losses last season as bookends, to kick off the 2015 season (49-32 loss in Kankakee) and to end the season (42-14 loss in the state semifinals in Elmhurst). McNamara (13-1 last season) is one of six playoff teams on IC Catholic Prep’s 2016 schedule. After facing McNamara in Week 1 under the lights, the Knights will head to the Chicago south suburbs to face St. Laurence out of Burbank. St. Laurence advanced to the state semifinals as well last year (10-3 record). That game takes place in Week 2 on Sept. 2 at 7 p.m. The Knights then play a pair of Metro Suburban Conference crossover games in Weeks 3 and 4. IC Catholic Prep travels to Elmwood Park on Friday, Sept. 9. Elmwood Park, a member of the MSC Red Division, went 4-5 last year. Fellow Red Division entrant Chicago Christian heads to Elmhurst on Friday, Sept. 16 for a 7:15 p.m. game. Chicago Christian went 1-8 in 2015. The Knights, the defending larger-enrollment division champions of the MSC, kick off MSC Blue Division play on Friday, Sept. 23 in Elgin at 7 p.m., against St. Edward. St. Edward moved to the upper division this season, trading places with Aurora Central Catholic. Also, the conference switched the division names from geogra-
phy-based West and East to colorbased, Red (smaller-enrollment teams) and Blue (larger schools). St. Edward went 6-4 last year and made the state playoffs. Riverside-Brookfield, which advanced to the state quarterfinals a year ago, comes to Elmhurst on Friday, Sept. 30 for a 7:15 p.m. game. The Knights conclude the home portion of their regular-season schedule on Friday, Oct. 7 against Wheaton Academy (7:15 p.m. start). Wheaton Academy went 6-4 last year and made the playoffs. The Knights wrap up the regular season with a pair of road conference games. IC Catholic Prep goes to Glen Ellyn in Week 8 to face Glenbard South (Friday, Oct. 14 at 7:15 p.m.). Glenbard South went 6-5 last year and advanced to the second round of the playoffs. Fenton will host IC Catholic Prep in Week 9 on Friday Oct. 21 at 7:15 p.m. The Bison went 2-7 last year. The nine opponents on IC Catholic Prep’s schedule this year had a combined record of 58-39 in 2015. This is also the first time the Knights will not play a single day game or Saturday game. All nine contests occur on Friday nights under the lights.
