Village Board poised to increase water fees Needed to fund sewer separation, storm water management By Paul DelGuidice FOR THE VILLA PARK INDEPENDENT

Villa Park residents voted in November, 2015 to approve a $23 million bond issue to fund muchneeded street improvements. The bonds, which will be paid back via increased property taxes, did not provide funding for critical storm water and sanitary sewer separation work underneath many of the roads identified for reconstruction. Where funding for the “underground” work would come from was still a mystery. With engineering and other preconstruction work completed on many of the streets, the question must be addressed before spring construction season begins. “I’ve been on this Board since 2007 and we’ve been kicking this issue down the road for nearly 10 years.” said Trustee Al Bulthuis at the August 8, 2016 Board of Trustees meeting. “We need to address it.” With nearly nine miles of streets on the referendum-funded reconstruction list needing underground water, sanitary, combined sewer separation and/or drainage improvements, Village staff has proposed a two-pronged funding strategy. The

first measure is seeking a one-half cent sales tax increase, which would generate an estimated $1.5 million annually. The sales tax increase will need to be approved by voters in the upcoming November election. Sales tax increases are “less painful, because some if not most of the money comes from people who don’t live in town, but come to Villa Park to shop,” according to Trustee Chris Aiello. Sales tax increase won’t cover IEPA loan payments The money generated from the sales tax increase will not be enough to cover payments on the Illinois Environmental Protection Agency (IEPA) loans that the Village will seek to fund the projects. In order to guarantee payment, and thus secure the IEPA loan in the amount of $9 million, a second source of income is needed. “This increase in sales tax will only partly fund the underground [infrastructure].” Bulthuis said. “It will go only about half way.” That second source of income will be a direct hit to Villa Park residents and businesses -- two new fees tacked on to monthly water bills. The Board of Trustees was scheduled to address this at their Monday, Sept. 12 meeting. (Note: The meeting took place after press time. See full story in a future issue of the Villa Park Independent.) According to a release issued by Detective Sergeant William Lyons of the Villa Park Police Department, on Tuesday, Sept. 6 at about 7 a.m., officers responded to a residence on the 500 block of No.

Wisconsin for a report of a possible home invasion. Officers located the victim, a 64-year-old Villa Park resident, who reported being confronted by an individual inside the home. The suspect is described as a male Hispanic between the age of 20-30 years, about 5’7” with a medium build, wearing a red or burgundy t-shirt and blue-colored Hawaiian type shorts. The suspect reportedly removed several small-value items and fled the area on foot in an unknown direction of travel. Anyone with information about this incident is requested to call the Det. Sgt. Lyons at 630-592-6117.

Of these projects, almost 9 miles of streets (33 road segments) currently include underground water, sanitary, combined sewer separation, and/or drainage improvements that are not currently funded. Staff is proposing a flat fee for combined sewer separation of $3.00 per month for residential customers (with two dwelling units or less) and $6.00 for commercial, industrial and residential multi-family (with more than 2 dwelling units). For storm water a $6.00 per month fee is proposed for residential customers (with two dwelling units or less) and a $12.00 per month fee is proposed for commercial, industrial and residential multi-family (with more than 2 dwelling units).” The initial discussion held in August focused on a total of $12 or $15 in increases. The final proposal

was divided into lower and higher tiers based on number of residents to lessen the impact on individual home owners. With many residents, especially seniors on fixed incomes, any fee increase can have a significant impact on household budgets. “I didn’t think that a flat $15 per residence was fair,” said Trustee Aiello. “Those who have more, such as multi-unit apartment owners, who use the [services] more should pay [a bigger] share.” If approved, Villa Park residents with a single family home will see an increase of $9 per month on their water bills. Home owners or commercial properties with more than two residences will pay $18 more per water/sewer connection. The Villa Park Board of Trustees was set to vote on the first reading of the ordinance at Monday’s meeting. A second and final vote (assuming the first vote passed as expected) will occur at the Monday, Sept. 26th meeting.

DuPage Election Commission seeks election judges

The DuPage Election Commission is recruiting judges to work the General Election on Nov. 8. Election judges are responsible for the conduct of the election at precinct polling places on Election Day. Qualified individuals are required to report to the polling place by 5:15 a.m. and should be prepared to remain at the polling place up until two hours after the polls close at 7 p.m. They should also be available the night before for set up. Illinois statute outlines a list of qualifications for those wishing to serve as election judges. Applicants must: • Be a citizen of the United States; • Be a registered voter in DuPage County; • Be of good repute and character; • Be able to speak, read and write the English language; • Be skilled in the four fundamental rules of arithmetic (addition, subtraction, division and multiplication); • Not be a candidate for any office at the election; and • Not be an elected committeeman. Illinois statutes also require bipartisan representation in the polling place so a judge must declare the political party he or she wishes to represent. Attendance at a training seminar is required prior to Election Day (approximately three hours including a test) and judges are paid based on the level of training received. Addison Sept. 9 A 28-year-old Addison man was arrested in the 100 block of S. Villa Ave. at around 12:29 a.m. and charged with domestic battery. Police said the suspect struck the victim in the eye with his palm. Sept. 8 A 67-year-old Addison man was arrested in the 700 block of Charles Court at around 9:06 p.m. and charged with domestic battery. Police said the suspect pushed a victim in the chest with his hands. Sept. 7 Arturo G. Villafuerte, 42, of Addison, was arrested in the 700 block of Lake Street at around 10:50 p.m. Police said Villafuerte provide officers with a false name and was found to be driving while license suspended, in possession of a controlled substance and having a failure to appear warrant out of the DuPage County Sheriff’s Department for contempt of court. He was charged with obstructing ID, unlawful possession of a controlled substance and driving while license suspended. Sept. 6 Humberto Cosio, 25, and Ernesto Garcia, 35, both of Addison, were arrested near Winthrop and Grace at around 11:43 p.m. and charged with unlawful possession of a controlled substance and unlawful possession of drug paraphernalia. Sept. 5 • Casimiro Antonio-Martinez, 37, of Downers Grove, was arrested near Addison and Blecke at around 6:34 p.m. and charged with DUI and no valid driver’s license while police were investigating a traffic accident. • Ismael Gomez, 21, of Addison, was arrested in Sable Court at around 5:22 a.m. and charged with DUI and resisting arrest. Police said officer responded to a call of a male subject asleep in a vehicle. According to police, Gomez was found to be DUI and resisted arrest by refusing to exit the vehicle when ordered by officers, pulling his arms away from officers. Sept. 4 • A 34-year-old Addison man was arrested in the 400 block of S. Yale Ave. at around 1:35 a.m. and charged with domestic battery. Police said the suspect struck a victim with an open hand in the face. • Alberto Navarrete, 26, of Hanover Park, was arrested in the 1-100 block of S. La Londe Ave. at around 7:21 p.m. Police said Navarrete had a failure to appear warrant out of the DuPage County Sheriff’s Office. Sept. 3 Mark W. Damptz, 53, of Addison, was arrested near Wood Dale and Lake at around 7:36 p.m. and

charged with DUI and improper lane usage following a traffic stop. Sept. 2 Joselyn C. Fernandez-Amesty, 24, of Chicago, was arrested near Fullerton and Church at around 11:40 p.m. and charged with DUI, illegal transportation of alcohol, no valid driver’s license, improper lane usage, disobeying a stop sign and no insurance following a traffic stop. Villa Park Sept. 1 Criminal damage to property was reported at a local store. Police said that between 12:45 and 6 p.m., an unknown suspect scratched the entire passenger side of a vehicle parked unoccupied in the parking lot. Aug. 31 • Derric Artis, 19, of Villa Park, was arrested in the 300 block of N. Princeton at around 11:56 p.m. and charged with obstructing a police officer. • William N. Love, 23, of Villa Park, was arrested in the 1-100 block of E. Elm at around 1:51 a.m. and charged with criminal trespass to property. • Theft was reported at Lyons Park at around 7:30 p.m. Police said an unknown suspect stole a cell phone that was left unattended. Aug. 30 • Andre B. Gonzalez, 34, of Villa Park, was arrested in the 400 block of N. Ardmore between 8:30 and 9:37 p.m. Aug. 3 and charged with theft. The original complaint and arrest warrant were issued Aug. 30. • Ryan Isler, 25, of Lombard, was arrested in the 200 block of E. Park at around 1:38 a.m. and charged with disorderly conduct/criminal damage to property. • Theft was reported at a local school at 3:15 p.m. Police said an unknown suspect stole $25. The victim told police he believed that the money fell out of his sweatshirt pocket and another individual picked it up and walked away with it. Aug. 29 Ruth D. Dorsey, 34, of Lombard, was arrested in the 100 block of W. Roosevelt Road at around 1:35 p.m. Aug. 16 and charged with disorderly conduct. The original complaint and arrest warrant were issued Aug. 29. Aug. 28 • Jimmy E. Tyler, 73, of Villa Park, was arrested in 300 block of S. Viewpoint Slices of life We had an urgent issue in the bathroom – as bathroom issues can sometimes be. An annoying drip from the tub’s faucet had grown into an exasperating trickle that could no longer be ignored. This occurred on a Sunday (of course it did) when any plumber worth his plunger had the day off. Hence we were left to our own resources. I took this as a challenge. I like challenges. My husband is okay with challenges, but he prefers spending Sunday afternoons on the couch watching whatever sporting event is on TV. This weekend it was golf. And despite the phenomenal edge-of-your-seat sporting frenzy that TV golf provides, the bathroom was calling. At least I heard it calling. I fully understood what this Niagara Falls of a leak might do to our water bill. So I set out to educate myself on bathroom faucets. After viewing a few online tuto-

rials (which can make anyone an expert), I prepared to take action. I turned off the house’s water supply and grabbed a variety of tools, most of which were featured in the tutorials. My husband remained on the couch. He hadn’t yet caught my passion for plumbing, which didn’t matter because I was feeling plumber-strong and ready to take a crack at the job. I grabbed a hammer and headed for the biffy. I took to pounding on parts that needed loosening. My husband, hearing the ruckus and undoubtedly

fearing the damage I could do with a hammer, soon joined me and we proceeded to dismantle the faucet. According to the tutorials, we were in search of old O-rings, which are rubberish gaskets that create a tight seal and prevent leaks. After much prodding and pushing of various parts we found ourselves some O-rings. One was in clear need of replacement and we headed to the hardware store, full of hope. The new O-ring cost 29 cents (31 with tax). We made the purchase and felt giddy at the overall ease of our project. We returned home and replaced the O-ring. Our collective confidence filled the tiny bathroom. My husband went to turn on the water and soon thereafter it became crystal clear: our work was far from complete. The trickle of a leak had become a full-fledged stream. We may be plumbingly-challenged, but we aren’t quitters, so we shut the water off, re-dismantled the

faucet and saw that our brand new O-ring was no longer brand new. It was mangled. We removed it from the faucet doo-hickey and returned to the hardware store to spend another 31 cents. We figured the first O-ring was faulty – an anomaly. The second O-ring gave us a renewed sense of confidence. Temporary confidence; because it too showed up mangled. The water flow in the bathroom continued. We returned to the hardware store – again. And again. On the final trip we bought 62 cents worth of O-rings, to trigger good mojo and to save on gas for future trips. Of course in the midst of all this each one of the kids had an immediate and paramount need to take a shower. At 2:00 in the afternoon.

Because that is a common time to shower, apparently. We managed to accommodate them – between trips to the hardware store, where we spent a grand total of $1.55. And, even though I increased my proficiency with a pipe wrench, the faucet won in the end. It’s still broken and we’re in search of a plumber. A real professional – not just some guy on YouTube, or worse yet an amateur like me who’s watched a couple of his videos. The only evidence of any turmoil at that time was one instance of armed guards at the airport and the sniffing dogs. I’m okay with that. When things are a bit shaky, the security steps up a notch. My hubby and I are not foolish and do not go looking for trouble. It is my wish in these last days before we depart that any one who speaks of our trip does so with a smile and a glimmer of “Oh, I wish I was off to France too!”

There will always be Chicken Littles and those who think the sky is falling. I see the sky as blue and beautiful. I plan to drink wine, eat fine food, and stroll the Cours Mirabeau with my beau. Willowbrook football team defeats Addison Trail

Warriors rack up close to 300 yards rushing; Strong line play cited in win

They say football games are won and lost in the trenches. And Willowbrook coach Nick Hildreth is a big subscriber to that theory. Hildreth pointed to his team’s strong play on both sides of the line in a 38-7 victory over District 88 neighbor Addison Trail in a Week 3 West Suburban Conference Gold Division game in Addison. The win pushed Willowbrook to 2-1 overall and 1-0 in WSC Gold action. Addison Trail dropped to 1-2 and 0-1. The Warriors’ victory snapped a two-game winning streak in the District 88 series for Addison Trail. Willowbrook has now won three of the last five meetings. Addison Trail leads the series 11-6 since 2000. “We played very well up front on both sides of the ball,” said Hildreth. The coach also was complimentary of his squad’s defensive efforts. Willowbrook has allowed seven points combined in the last two games. Jon Kelso had two interceptions and a forced fumble on defense for the Warriors, now 7-5 over their last 12 games. “We did a pretty good job on defense,” said Hildreth. “They have a nice junior running back in Nick D’Ambrose. We did not let him pop off and get any big plays.” Jack Jessen, Chris Diaz, Kelso, Khalif Copeland and MJ Ranieri each scored a touchdown. “We had some good balance,” said Hildreth.

31-7 lead into halftime. Hildreth said the team isn’t getting too caught up with having momentum with a two-game winning streak. “We don’t really look at momentum,” he said. “We roll from one week to the next. We know Addison

Trail is a well-coached and tough team. It was a very good win but it’s as important as all the other wins. We are getting there. We’re still a little inconsistent in spots and we know we need to improve in those areas.” Next up for Willowbrook is a WSC Gold matchup with defending division champion Hinsdale South. “We have a 12-hour rule,” said Hildreth. “We looked over the tape against Addison Trail and now we’re focused on Hinsdale South. They are the defending conference champions and have a lot of players back and they’ve played a tough schedule. That’s where our focus is.” For Addison Trail, quarterback Bobby Daniels was 9 for 16 for 149 yards and one touchdown. D’Ambrose ran 17 times for 55 yards and had a long run of 21 yards. Addison Trail was held to 32 total net rushing yards in the game. Darrion Conrad caught four passes for 96 yards, while Stevan Jones had two catches for 41 yards and a touchdown. On defense, Nick DiBernardo had 10 tackles and two tackles for loss. Andrew Felix had 10 tackles and two tackles for loss as well. Jack Domek had eight tackles and one tackle for loss. Juan Bracamontes had one tackle for loss and one quarterback sack. Alex Villareal had one tackle for loss. On special teams, Stevan Jones had two kickoffs go for touchbacks and put one punt inside the Willowbrook 20-yard-line. Conrad had one punt return for 22 yards.

It’s been a prosperous start to the season for the Addison Trail boys soccer team. The Blazers were 5-1 overall through their first six games. Included in that total is the team winning its own Joe Novy Classic tournament. Addison Trail defeated No.

11 ranked Glenbard North 3-2 in the title contest. Addison Trail placed seniors Enrique Luna, Edmond Montano and Brian Ramos, as well as junior Jonathan Hernandez on the all-tournament team at the Joe Novy Classic. The Blazers also recently dropped a 3-0 decision to No. 2-ranked Morton in West Suburban Conference Gold Division action. “We were tied 0-0 with 12 minutes left in the game against Morton and they were awarded a penalty kick to score their first goal,” noted Addison Trail coach Ryan Dini. Addison Trail was ranked No. 10 in the Chicagoland area through late last week. The Blazers were averaging 3.5

goals a game through their first six contests. “Our team is doing a great job of creating opportunities,” said Dini. “We have eight different players who have scored goals this season, which is impressive.” Addison Trail also has been strong on the defensive end with three shutouts in its first six games. “All of this is being done with two starters out for all the games so far,” said Dini. “They should be ready to return at the end of September, which will give our team a major boost.” Junior goalies Jacob Grygo (6-4) and Jean Avila have been splitting time in goal. “They have been excellent,” said Dini. Our only loss was to one of the top teams in the state and that game was a lot closer than what the score said at the end. I know our team can compete with any team in the state. Our next six games line up good for us, so if we keep playing soccer the way we know how to we should have a really good record.”

The Fenton football team erased the memory of a pair of losses to start the season in a big way. The Bison recorded a 33-0 Metro Suburban Conference crossover victory against Guerin Prep in River Grove. The win moved Fenton to 1-2 overall. Ivan Rodriguez led the Bison with two touchdowns in the game.

Fenton returns to action in Week 4 against Walther Christian. The contest against Walther starts a threegame home stand for the Bison.

Addison Trail boys golf Addison Trail sophomore Blaise Morris shot a 1-over par at the Addison Trail invitational earlier this season and earned himself a seventhplace medal. Junior Kenny Bartkiewicz shot a 40 in a West Suburban Conference Gold Division dual against Downers Grove South. “We have really focused on improving our short game with putting and chipping,” said Addison Trail coach Eric Norberg. Addison Trail girls volleyball team pushing through tough schedule Blazers finish third at Willowbrook tournament By Mike Miazga CORRESPONDENT

The schedule has been competitive thus far for the Addison Trail girls volleyball team. And that’s the way coach Dan Styler likes it. “We’re doing better,” he said. “We’ve definitely been tested at the beginning of the season. We play some tough teams on our schedule that have exposed some weaknesses. And we’ve made it a priority to work on those weaknesses and we’re getting better every day.” The Blazers were 5-4 overall through their first nine matches. In recent play, Addison Trail defeated Lake Park and lost to Fenwick in three sets and lost to York in a West Suburban Conference crossover match. Addison Trail also took third in the Willowbrook tournament where it beat Coal City and Glenbard North and lost to West Chicago in pool play. Addison Trail lost to tournamentchampion Metea Valley in the semifinals and defeated West Chicago in the third-place contest. “Metea Valley is a great team and we played them tight,” said Styler. “We beat West Chicago the second day. We had a full lineup the second time against them.”

Styler said one big area of improvement has occurred on first contact. “That’s a priority every year,” he said. “We always want more consistency with serve-receive. We’re going through the highs and lows you always have at the beginning of the season. We’re embracing it and the girls are committed to the process. I’m pleased with the effort they are putting forth and the fact they want to get better. We’re starting to find our stride with serving aggressively and picking apart the other teams in doing so.” Styler added his players also are good with the team’s strength of schedule. “I told the girls if we kept the schedule like it was a few years ago we’d probably only have a few losses,” he said. “We want to be battle-tested in pursuit of October when the playoffs start. The record is secondary to the experience we are gaining from playing these elite teams. We’re pushing ourselves toward the bigger picture. The girls are improving and embracing the challenge.” Sarah Petrbok and Keara Schmitt continue to lead the Blazers. “They have been very consistent for us in our first nine matches,” said Styler. “They are our most steady players. Other girls are growing more comfortable with their roles based on their positions. We’re seeing progress. We will be well-balanced as we continue to see the strides made by players on the team.” Addison Trail played Hinsdale South to kick off WSC Gold Division play earlier this week. “Hinsdale always is a tough matchup and it’s one we look forward to,” said Styler late last week.

The Willowbrook girls tennis team recorded a pair of recent 5-2 victories over Morton and West Chicago. In the West Suburban Conference Gold Division match against Morton, Grace Wachholz was a 6-1, 6-2 winner at No. 1 singles for Willowbrook. Priscilla DelValle was a 6-4, 7-5 winner at No. 2 singles. Renee Parzgnat and Millie Zachariah were 7-6 (7-2), 7-6 (7-4) winners at No. 1 doubles. Cate Strock and Andrea Zulawski were 2-6, 6-1, 6-1 winners at No. 2 doubles, while Kellie Lanigan and Emily Schmitt were 6-3, 6-3 winners at No. 4 doubles. We have lost all our conference matches, but the girls have represented the school and the game with pride and dignity. I am proud of their attitude and play on and off the course.” White cited strong leadership from seniors Maggie Karcz and Jocie Traush. “They have been true leaders,” he said. The Fenton boys soccer team has seen a healthy dose of top-notch opposition in the early going of the 2016 season. The Bison were 2-3-1 overall through their first five contests. Fenton lost to Leyden, Addison Trail and Downers Grove North and scored wins over Willowbrook and Maine West. Fenton tied with Chicago Currie. “The three losses were to Chicagoland-ranked teams,” said first-year Fenton coach Jim Johns. “In the Downers Grove North game we had the better of the play yet we ended up losing on counter attacks.” Included in that 2-3-1 mark was a third-place finish at the Addison Trail Joe Novy Classic tournament. “We are bonding together,” said Johns. “We’re moving the ball up fast. We certainly can attack pretty well. The guys are responding well to instruction.” The team captains include goalie Abel Carrere, defender Gerardo Lopez and midfielder Angel Barriga. Defender Andres Barriga is the team’s fourth captain. “Our goalie has made some incredible saves with breakaways,” said Johns. “Gerardo has been a rock on defense and Angel was the player of

the match against Willowbrook in the Joe Novy tournament.” Johns, the former head coach at Neuqua Valley, also has been pleased with the team’s defensive efforts. “Our defense is improving,” he said. “One thing about them is they try to play the ball and play out. They are improving a lot. Early in the season it’s hard to get a cohesive unit right at the start. These guys are improving with every game.” Johns said the squad’s work ethic also is one of its greatest assets. “One thing about them is their effort,” he said. “They never give up and they never quit. They keep playing hard and they keep trying. They give 100 percent effort. They play for the sport and give it everything they have.” Other key contributors for Fenton include twin-brother midfielders Eryk Plawinski and Bernard Plawinski, outside defender Chris Duarte, midfielder Johnathan Chavez, forwards Jose Bahena and Eduardo Parra, as well as Alexis Rodriguez and Alioune Mbaye. Angel Barriga is the team’s leading scorer. Fenton was scheduled to open Metro Suburban Conference play this week against division foes Wheaton Academy and Riverside-Brookfield. “Wheaton Academy is always a favorite to go down to state and R-B is a program that is really coming up,” said Johns.
