By Mike Hast MORNINGTON Peninsula Shire is selling millions of dollars worth of land to pay for Rosebud Central shopping centre, which it bought in September 2012 as a possible alternative site for the aquatic centre on Rosebud’s foreshore. The shire needs more than $8 million for the centre in Wannaeue Place as well as four shops facing Ninth Ave at the rear of the shopping centre, needed to consolidate the precinct. It has bought two of the four Ninth Ave properties although there is doubt it will buy the remaining two now that Wannaeue Place has been rejected by the council as a site for Southern Peninsula Aquatic Centre (SPA). The council agreed to buy the centre, which is occupied by lead tenant Ritchies, and the shops just before it went into caretaker mode before the October 2012 election. The purchase was designed to take the heat out of the SPA controversy and remove it as a negative issue that might have affected the votes of councillors who supported the foreshore site. The 11-member council has been bitterly divided over SPA’s foreshore location since Environment Minister Ryan Smith gave the shire consent to use the foreshore for the aquatic centre in early 2012. The shire had been trying to gain foreshore consent from DSE for more than six years but it took a change of
government for this to occur. On 10 September 2012, councillors authorised CEO Michael Kennedy to buy Rosebud Central for $5.2 million before 25 September, when the council went into caretaker mode, where councils are not permitted to make big decisions that would bind the incoming council. Money for the shopping centre purchase comes from sale of three shire properties: About $1.8 million for the former Rosebud Community Rehabilitation Centre in Eastbourne Rd, which was owned by the shire but operated by Peninsula Health and closed in 2012. The 30-bed rehabilitation centre on 1.7 hectares will be demolished and land subdivided into 24 lots. About $2.5 million for Currawong Court, Rosebud West. This is the balance of shire land used for Seawinds Community Hub next to Eastbourne Primary School. Several residents have voiced concerns and approached council about the sale. About $4 million for 91 Wilsons Rd, Mornington. This is part of the former Mornington Secondary College site, which the shire bought after the school moved in 1999. It is likely to be sold to the Department of Health, which has, through Peninsula Health, built two aged care centres at the northern end of the precinct (the second one still under construction). Inquiry into why youngsters are dropping the ball By Keith Platt A WORKING party is investigating ways to keep younger footballers playing the game as they grow older. Dropouts among 16- to 20-yearolds are leaving many clubs struggling on the Mornington Peninsula and in Frankston. “There has always been a natural drop-off caused by studies, jobs and an interest in cars, girls and the beach,” AFL South East region general manager Jeremy Bourke said. “We want to make sure clubs make the most of their opportunities and help struggling clubs move forward rather than holding back clubs that are flourishing.” The working party is “reviewing the structure of football through the 16-20-year-old age groups”. Clubs in the region have been invited to join the working party being established by AFL South East. Leagues involved include Peninsula and Nepean football netball leagues, Mornington Peninsula Junior Football League and South East Juniors as well as the Southern Umpires Association. Mr Bourke said under-17 competitions had started this year in the Casey Cardinia league and South East Juniors but similar proposals from Frankston District Junior Football League and for Colts in the Peninsula league had been vetoed by AFL Victoria Country and PCN Sports Alliance. Mr Bourke said the plans would be reviewed by the working party and he was hopeful the Frankston under-17 and Colts competitions could begin next year.
Game on: Rosebud Junior Football Club has a new under-13 team of girls. The season starts next month, lining up against teams from Mt Eliza, Seaford, Frankston and Langwarrin. There are 28 girls registered to play for the Rosebud team, the first under13s to emerge from the Mornington Junior Football League. Easter treat for Padua’s Timor friends PADUA College’s anuual Easter raffle raised more than $1000, with proceeds going to a school in Timor-Leste (East Timor). The raffle at the college’s Rosebud campus on 2 April saw students each donate an Easter egg and sell a book of raffle tickets. Forty-three Easter egg hampers were made up for the raffle, along with three donated Trigger Surf vouchers valued at $25 each. The event, organised by Teresa House students, raised $1091, which will be donated to the Bercoli Catholic School in Timor-Leste, the House Outreach organisation. Last year funds raised went toward buying
two new computers for Bercoli school. This year funds will go toward improving sanitation and toilet facilities, which are in need of repair. The Mornington Peninsula community has built strong ties with the people of TimorLeste, including a well-established “friendship city” relationship with the town of Lospalos in Lautem district. Rosebud Secondary College students have also been involved with Lospalos, a small town five hours’ drive east of Dili, through charity organisation Many Hands International. Chris Brennan
Fox hits sand bar as Guy closes loophole By Chris Brennan BILLIONAIRE trucking magnate Lindsay Fox has been blocked from building on privately owned beachfront land at Sorrento under an amendment approved last week by Planning Minister Matthew Guy. Changes to state zoning laws effectively ban the erection of permanent structures such as fences, outdoor furniture, shade sails, sheds and decks on publicly accessed beaches even where they are technically privately owned. Any development on beaches covered by a Public Conservation and Resource zone, such as land claimed by Mr Fox at Sorrento, must be approved by the state government. “PCR zones will now be safe from private development,” Mr Guy said. “The Victorian government will not allow publicly accessed beaches to be built on where the land is technically
held in private ownership.” Mr Fox was late last year granted a 45-metre stretch of beachfront at his property at Point King on the border of Sorrento and Portsea under a controversial ruling by the state titles office. Mr Guy was reported to be infuriated after learning of the ruling in late February and vowed to make legislative changes to close a loophole in land titles laws that had opened the way for Mr Fox’s successful claim on the land. “The government has moved quickly to close this loophole and give certainty to beachgoers and, further, is examining legislative options around the clarification of title boundaries along Port Phillip,” Mr Guy said. “The amendments to this zone will ensure that no use or development can occur on the land without a planning permit, every application for which must have the consent of the secretary
of the Department of Environment and Primary Industries.” Permit applications would be assessed by “the local planning authority” he said, which in the case of the Mornington Peninsula is the shire council. “This reform is important to ensure that areas for public conservation are subject to public oversight, ensuring their enjoyment by future generations of Victorians,” Mr Guy said. “With this change, any permit application to use or develop land within this zone will require consent. This ... includes fences, signs, outdoor furniture, shade sails, flagpoles, sheds, pergolas, verandahs and decks.” Until the reform, building such structures on private land with a PCR zone did not require a planning permit. “This is an appropriate planning response while the government works on the complex legal process of resolving
the issue involving defining a boundary such as the high water mark,” Mr Guy said. He said the change to the PCR zone would ensure proper management of beaches and prevent inappropriate development and construction. “Beaches will remain accessible for everyone in this state – as they should be.” Mr Fox was granted ownership rights over of the 2400-square metre section of beachfront land under an obscure state government policy known as the “doctrine of accretion”, which applies only to older property titles. It allows landowners whose properties adjoin beaches to increase the size of their land as extra sand accumulates. Mr Fox has pursued legal action to claim the extra land since the 1990s, arguing the doctrine of accretion applied to his beach land claim and back-
ing it with evidence from a coastal engineer. It has been estimated the extra land is worth more than $5 million. In 1999, Mr Fox erected bollards along the beach side of his property, generating an outcry from locals but no action by the state Labor government or the Liberal-Nationals Coalition elected in 2010. Earlier this year, Mr Fox said he was prepared to go to the High Court to defend his claim. The government’s action has implications for about 140 properties with high water mark boundaries on Port Phillip including at Portsea, Sorrento and between Mornington and Frankston. The issue of properties “owning” beaches dates back to the 1800s when governments regularly sold land abutting waterways. Revisions of land rules in 1905 and 1958 did not remove the anomalies.

About $550,000 for 14A Robinson Place, Portsea. This is a residential block of about 680 square metres. Realestate.com states the land is in “an exclusive and peaceful cul-desac north of Back Beach Rd, with the sounds of the surf break and native birdlife”. About $220,000 for 10 Hillview Avenue, Rye. This was set aside as a drainage reserve in the original subdivision but never used for this purpose. About $400,000 for land in Victoria St, Hastings. This was earmarked many years ago for an ambulance sta-
tion that was never built. The shire is hoping to receive about $9.82 million from its land sales and has other land it wants to sell including the old quarry on the Esplanade at Mt Martha. Councils selling so-called surplus land is a recent phenomenon as budgets come under pressure from rising costs as well as ratepayer expectations of more services. Some councils steadfastly refuse to sell properties but the shire has been forced to look at land sales as it moves toward building SPA at Rosebud, esti-
mated to cost more than $35 million. Former Mornington Shire councillor Robin Cooper, a state MP and Kennett government transport minister after his council career, said the only reason for the shire to “embark on the wholesale selling of its silverware” was “financial incompetence”. “SPA will be a massive financial burden that will eat up the capital budget,” he said. “The sad part is that the shires of Flinders and Mornington worked hard to buy strategic properties for the longterm benefit of the whole community.”
He said the shire should not sell its section of the former secondary college site in Wilsons Rd. “The area needs more reserves.” Former councillor Leigh Eustace, who opposed SPA when on the council 2008-12, said this was only the start of asset sales to pay for the aquatic centre “so watch out for your local park or open space being declared surplus and put on the market”. “Unfortunately, the shire will need to sell plenty of assets and bring in a hefty rates increase to bring this aquatic centre to reality,” he said.

AECOM offshoot wins SPA contract By Mike Hast MORNINGTON Peninsula Shire has appointed a project manager for the Southern Peninsula Aquatic Centre on the foreshore at Rosebud. Davis Langdon, a division of global construction services giant AECOM, was appointed last month. One of its first tasks was to advertise for a designer for the estimated $35 million project, which has been on the drawing board for 15 years. The council voted to go ahead with SPA on the foreshore last December after comparing it favourably with an inland site centred around Rosebud Central shopping centre in Wannaeue Place. On behalf of the shire, Davis Langdon is seeking expressions of interest from aquatic centre design companies. An advertisement in The Age late last month stated: “Short-listed respondents will be invited to participate in a design competition for this development.” Davis Langdon was one of three companies invited by the shire to tender for the project management job together with Sweett Group and Coffey Projects, which is managing construction of Frankston’s $50 million aquatic centre, called Peninsula Aquatic Recreation Centre and due to open mid-year. The three companies are on the state government’s register of construction suppliers. The News understands Davis Langdon is being paid $525,000, 1.5 per cent of the estimated cost of $35 million. The project manager’s parent company AECOM conducted test drilling of the foreshore site
in mid-2012 after five anti-foreshore councillors (Leigh Eustace, Lynn Bowden, Graham Pittock, Tim Rodgers and Bev Colomb) called for a geotechnical report when they had the numbers at a council meeting from which three pro-foreshore pool councillors were absent (Frank Martin, Antonella Celi and Cr Bill Goodrem). They wanted geotechnical and engineering reports to be prepared before any further design work was done or a project manager appointed. SPA champion Cr David Gibb voted against the reports being prepared, as did his proforeshore pool colleagues Anne Shaw and Reade Smith. Davis Langdon’s recent projects have included aquatic centres for Greater Geelong, Greater Dandenong (Noble Park), Moreland Council (Brunswick) and Maroondah Council (Ringwood). The company will provide a project management plan, work out costs and a schedule, and find an architect and a builder. Cr Gibb said he was pleased a project manager had been appointed and was looking forward to seeing SPA designs. “We gained foreshore use approval from Environment Minister Ryan Smith in early 2012 and are confident the seven reports that he has requested will be accepted,” he said.

State money for ‘shed’ upgrades GRANTS of up to $30,000 are available to help develop or modify existing men’s sheds on the Mornington Peninsula, Nepean MP Martin Dixon announced last week. Mr Dixon said peninsula men’s sheds could apply for development assistance under a new round of grants from the state government’s Strengthening Men’s Sheds initiative. The grants can be used for refurbishment for expanding activities due to a growing need, modifications to increase disability access or upgrades to meet occupational health and safety standards. “Recently I was privileged to address a large contingent of men’s shed members at their annual function in Safety Beach,” he said.
“The work being done throughout this organisation is invaluable to our ongoing community health and wellbeing and I applaud the commitment being undertaken by an army of men’s shed volunteers working in conjunction with Mornington Peninsula Shire. Applications that demonstrate strong community support from the shire, neighbourhood house or local learning centre would be considered favourably, Mr Dixon said. Minister for Community Services Mary Wooldridge said there was funding of $500,000 for projects. Applications close on Friday 27 June. Fair go promise for zone 2 travel By Chris Brennan MORNINGTON Peninsula public transport users will be among the main beneficiaries of changes to fare structures promised by both the state government and opposition that will deliver substantial savings on travel between outer suburbs and the city. Labor last week backed the Coalition government’s plan to scrap zone 1 and 2 charges applying to bus, rail and tram journeys between Melbourne’s outer and inner travel zones and to make all tram trips in the CBD free. The government said that from 1 January, public transport users travelling between zones 1 and 2 would be charged the zone 1 rate only, resulting in savings of about 60 per cent on current fares. Passengers travelling from Frankston or the Mornington Peninsula to the city who are currently charged a daily zone 1+2 rate of $12.12, or $6.06 concession, would pay the zone 1 rate of $7.16, or $3.58 concession. Nepean MP Martin Dixon confirmed cheaper rates currently applying to travel between zone 2 destinations, such as from the peninsula to Frankston, would remain in place under the new system. Travel within outer suburban areas is about 70 per cent cheaper than equivalent trips confined to zone 1, with a discounted daily rate of $4.96, or $2.48 concession, applying to zone 2 journeys. It had been reported in mainstream media outlets that under the changes, zone 1 rates would apply across the entire Melbourne public transport network, which would have resulted in a 70 per cent jump in fares for travel within zone 2. However, Mr Dixon said the government had

been careful to ensure that discounted fares applying to travel within outer suburban area remained in place. “It’s important that people living in zone 2 areas continue to enjoy those benefits,� he said. “At the same time, people travelling to the city will save a substantial amount of money. “That is the object: to make public transport cheaper and therefore more attractive.� Mr Dixon said the government would continue to look at option to extend services across the peninsula, including the possible addition of express services between major hubs. Mornington MP David Morris said the initiative would not only provide cost savings for people travelling to the city, but also would make moving around the CBD much easier. “Many peninsula residents travel to Melbourne for work commitments, sporting events, shopping and holidays,� Mr Morris said. “From 1 January, people will no longer be required to purchase a Myki or top up their Myki Money to use CBD trams. “This means people visiting the city will be able to hop on and off any tram travelling within Docklands and the CBD grid for free. “It will also mean people travelling for work will no longer need to catch taxis or pay for Mykis to take short trips across the city between meetings.� Mr Morris said the savings would be especially significant for families, who could expect to save $20 or $30 on a single trip to the city. “The money will now go straight back into mum and dad’s pocket for use elsewhere,� he said.

State bans council ward funds By Mike Hast THE state government has banned councillor discretionary funds, or ward funds, following a review by the Local Government Inspectorate. Victoria’s municipal watchdog investigated the use of ward funds by 32 of the state’s 79 councils, including Mornington Peninsula Shire. The shire’s 11 councillors each have $10,000 a year for projects in their wards and the money must be approved by a majority of their colleagues at an open council meeting, although amounts of less than $1000 can be approved by shire officers with no oversight by councillors. Unspent funds can be carried over to the next year. Ward funds started in the 2011-12 financial year after shire councillors approved a policy with restrictive guidelines. Money must be given to not-for-profit community groups that are incorporated, community based and managed, and have an “open membership to peninsula residents”. The funds are for small but beneficial projects, events or activities “that have not been specifically budgeted for” and benefit the community. The government’s decision is a blow for funding flexibility with the council often taking many months to approve funding for community projects. The inspectorate report found some Victorian councillors risked breaching local government laws and exposing councils and councillors to unnecessary risks. Then Minister for Local Government Jeanette Powell late last year said “council expenditure should be properly authorised by decisions of the full council or special council committees, or by officers exercising clearly documented delegations in accordance with council policies”. “Council funds are for the benefit of the whole community and it is not the role of individual councillors to hand out public money to commu-
nity groups at their sole discretion.” The inspectorate found municipalities without stringent approval guidelines were exposed to unnecessary risks. The mayor, Cr Antonella Celi, said the council’s ward discretionary funds policy met stringent audit requirements. Mornington MP David Morris welcomed the ban and said the move would “restore community confidence in how councils allocate ratepayers’ dollars”. “To avoid the potential misuse of council funds, expenditure should be properly authorised in accordance with agreed council policy positions.” Mr Morris said the community would “welcome this reform”. Shire councillors have used ward funds for a wide variety of projects and events. They have include defibrillators for CFAs and sporting bodies, sports ground floodlights including at Mt Martha (Ferrero Reserve) and Mt Eliza (Emil Madsen Reserve), netball courts in Rosebud, sports equipment and membership fees, street furniture in Hastings (the chess board and table tennis table on the foreshore), moving Somerville’s war memorial, renovation of a former coast guard building at Safety Beach, seed money for community groups and programs such as Sustainability Street, and business awards in Rye. The shire’s ward fund system was introduced following a visit to the City of Geelong by Crs Graham Pittock, Tim Rodgers and Leigh Eustace in 2010 where they found out how the system operated. It took some time for them to convince their colleagues the shire should have ward funds but the system was taken up enthusiastically after introduction. Cr Pittock said he was “mightily disappointed” ward funds had been banned. “Our system was working well; it was squeaky clean and allowed

councillors to avoid red tape that was delaying projects,” he said. Councillors had local knowledge about what was needed in their wards and could target groups most in need, he said. Cr David Gibb said the concept had been ruined by some inner city councils where questions had been asked about the legitimacy of groups receiving funds. Some money had been used improperly such as for political campaigns, he said. The City of Greater Geelong had also come under the inspectorate spotlight. Geelong councillors distribute a massive $7.2 million a year. He said the shire’s audit committee had recently recommended the end of ward funds but this had not yet been voted on by the council. Cr Gibb said he hoped the money ($110,000 a year) would be redirected to the shire’s existing community grants scheme.
Fire ban lifted THE CFA-declared fire danger period has ended on the Mornington Peninsula and in Frankston. Although the ban has been lifted, Trevor Owen of the CFA warned recent grassfires “demonstrated how quickly fires could take hold”. “Grassfires travel faster than you can run. They can threaten properties and even kill,” he said. “People should have a fire plan and prepare for the event of fire – never be complacent.” Mr Owen said tips for burning off included: Check local bylaws before lighting a fire. Never leave a burn-off unattended. Tell neighbours and call Emergency Services Telecommunications Authority on 1800 668 511 so brigades aren’t called out unnecessarily Create a fire break of at least three metres. Time to prepare for storms: SES IT’S time to prepare the house and garden before autumn storms arrive, says Danielle de Natris of Hastings SES. The emergency service unit covers the Western Port side of the peninsula between Pearcedale and Merricks as well as the Port Phillip side from Mornington to Safety Beach including Moorooduc, about 470 square kilometres. The unit attended call-outs two weekends ago when the region had its first decent rain in many weeks. Volunteers dealt with flooded gardens and driveways, overflowing gutters, and water leaking through ceilings and light fittings. Ms de Natris said while the weather was still mild, residents should “get on a ladder and check their gutters before the real big autumn storms set in”. “Make sure your ladder is securely positioned and always wear gloves when cleaning gutters. It may also be a good idea to carry your mobile phone and do these jobs when you know someone is around to help just in case. Maybe you have elderly neighbours; if you have a bit of time, see if they need a hand.” She said residents could get some sandbags from a hardware store to stop minor flooding of homes, garages or sheds. “The ground is very dry and any heavy rainfall could create floods that may potentially threaten houses or garages, especially if you are on a sloped block or near a street drain,” she said. “Heavy rain at this time of year

Ms de Natris said big trees needed to be inspected: “Have they survived the heat well? Are they likely to cause damage? Dangerous or unstable-looking trees on nature strips and public land can be reported to Mornington Peninsula Shire and a ranger will assess them and decide if they need removing. “Trees in the backyard may benefit from a visit by a professional arborist or tree lopper. If you are into DIY, always wear safety gear when operating chainsaws and keep pets and kids out of your work area. Check for overhead power lines. Tibetan festival over Easter TIBETAN monks and nuns will celebrate the Tibetan Year of the Wood Horse with a Lungta festival at Rosebud Memorial Hall over the Easter weekend. The year of the wood horse is said to potentially bring disruptive challenges that can be overcome by adhering to one’s values and principles, and extending compassion to others. The festival includes Tibetan cultural activities ranging from meditation to children’s singing bowl workshops. Lama Tendar, pictured, of the Medicine Buddha Centre in South Frankston will lead chanting and morning meditation sessions. Workshops will be conducted by Lama Tendar, assisted by Buddhist nun Ani Chodron and other practitioners. Vegetarian food and drinks will be available during the weekend. On Good Friday night, 18 April, there will be a fundraising concert for the Tibetan Children’s Fund for education and healthcare of children and monks in Kham, eastern Tibet. The concert will include chanting and music by Lama Tendar accompanied by Liam Kelly. Lama Tendar was born in Kham and trained for more than 30 years as a monk in Tibet and India. He became an Australian citizen in 2005 and has been given dispensation by the Tibetan government-in-exile to work in the community. Details of the two-day program are at www.tendar.net

New president for Probus FORMER Peninsula Health chairman Barry Nicholls is the new president of Southern Peninsula Probus Club. Mr Nicholls’ career included being a teacher and lecturer in economics, and time as Victorian Public Service head of treasury. He has been a director of public authorities, chaired Peninsula Health 2003-12 and was president of Rotary Club of Sorrento in 2005. Mr Nicholls takes over from John Mollison
whose year was highlighted by the introduction of 14 members. The club was formed in 1982 and was the first in Victoria outside the metropolitan area. The club’s 100 members meet on the second Monday of the month in Blairgowrie Community Hall. Tootgarook’s neighbours get together ENTERTAINMENT and activities brought together people living in and around Tootgarook on Sunday 30 March as part of the Mornington Peninsula Shire-sponsored Communities That Care program. Neighbour Day at Tootgarook Primary School was part of the CTC program, which is managed by a community board to build safer neighbourhoods where children, young people and their families are “valued, respected and encouraged to achieve their potential”. “Getting out and talking face-to-face with our local communities is an important part of what we do,” shire youth planning and development officer Eliza Anthony said. “Our projects aim to improve the health and wellbeing of young people by identifying and reducing risk factors related to problem behaviours such as drug abuse, school failure, school-age pregnancy, violence and crime.” The mayor, Cr Antonella Celi, said “areaspecific action plans” developed under the CTC program “reduce risk factors and promote protective factors for our young people and their families on the peninsula”. “This is done by involving schools, local service providers and agencies that can help provide the right programs and services to our community where it’s needed to deliver positive outcomes.” CTC groups cover from Rosebud to Portsea; Somerville, Tyabb and Baxter; Hastings, Crib Point, Bittern and Cerberus; Mt Eliza; Mornington, Mt Martha and Moorooduc; and Dromana, Balnarring, Red Hill, Flinders, Main Ridge, Merricks, Arthurs Seat, Point Leo and Somers. Test the market MANY ratepayers on the Mornington Peninsula would be interested to learn the term of the council’s CEO Michael Kennedy ends in February 2015 and this will no doubt mean councillors will be giving consideration over the next few months to how the job will be filled. On the past two occasions, the council has made the extraordinary decision to reappoint the incumbent without bothering to publicly advertise the position and test the market to see whether there is a better qualified person interested. Not only have they done that but also they did so in secret at a closed special purposes meeting where councillors were warned that they were forbidden to divulge how the vote to reappoint was conducted and which way each councillor voted. I understand that councillors were told that any of them who failed to follow this directive would be subjected to legal action. It is to be hoped that this time there will not be a repeat of this disgraceful performance. Ratepayers have a right to know how senior council officers are appointed and how much they are paid both directly and indirectly. If it is good enough for us to know such things about our MPs and public servants then there is no justification whatsoever for keeping such matters secret at a local government level. A good dose of transparency is the medicine Mornington Peninsula Shire Council needs, and the sooner the better. Robin Cooper, Mt Eliza
Landfill angst YOUR report “Waste not want not” about the shire council wanting to halve waste landfill is intriguing. In my standard-sized suburban household, I have accumulated about a cubic metre of tinder dry leaves, clippings and small branches over the dry summer. This will have to go to landfill. I also have an incinerator with which I could progressively burn off this fire hazard were it not prohibited by a law recently passed by the council for no apparent reason. Strangely, I am allowed to burn off every weekend during October, when everything is green, as a fire

Police traffic jam I’M disappointed with the police for creating a major traffic jam on Peninsula Link on Monday 24 March at about 11am. The traffic was forced into one lane and banked back for about two kilometres. While I agree we should be removing unlicensed drivers and unregistered vehicles from our roads, the fact is we were crawling along at less than walking pace and if I wanted to hide from the camera it would have been so easy at this slow pace. There were a lot of police waiting to grab vehicles but I didn’t see one pulled over or off the road. They should have left the traffic alone and used patrol cars to pull over any suspects. This would have allowed processing of most if not all vehicles and caused minimum disruption. David Milne, Mt Eliza
Bus shelters REGARDING Anna Samuelssen’s letter (“Return old bus shelter”, The News, 25/3/14) and her complaint about the traditional green, corrugated bus shelters being replaced by Adshel reinforced glass advertising “pods”, The shire was only too pleased to hand over the installation and maintenance of shelters to private firm Adshel, which bears all the costs and receives advertising space in return. The “green latrines”, as dubbed by some people, were easy targets for vandalism, rubbish and were used as illegal comfort stations. Financially it was the sensible thing to do. Perhaps Ms Samuelssen could equip herself with an Arctic sleeping bag and waterproof clothing should she continue to spend long hours waiting for buses in the new bus shelters. Also, readers should be aware the shire won’t respond to reported damage of new shelters, but call Adshel in Melbourne on 9921 9600 and you’ll receive instant customer service and usually a quick resolution of any complaints. Jet skis unwanted WE certainly do not need to encourage more jet ski users to come to Rye (“Beach sacrificed to jet skis”, The News, 18/3/14). Mornington Peninsula Shire should be looking to ascertain where the majority of locals and visitors spend their time, that is, is it on the beach or in the recreational areas of the foreshore, including our popular playground area? The shire has not been clear on how all of this will be funded – the boating

facility by the state government, and the foreshore improvement through the council’s normal budgetary processes? There is very little in the way of information, let alone data, that makes clear why Rye has been designated a regional boating facility. I am unsure how seasonal demand for the facility was measured. When the proposed plan was published, the shire had not provided quantitative data demonstrating demand. As a long-term (56 years) local and frequent user of the foreshore, I agree with Rye’s Up president David Trunfull, who was quoted in the article – demand for the boat ramp (and parking) is weather-dependent and “traffic jam” incidents only occur on very few days during the summer period. Why would the shire want to turn the beautiful Rye foreshore upside down by undertaking major works (moving car parks and the carnival area) so some people do not have to queue during a few days of the year? To also suggest jet ski ramps be placed between the pier and White Cliffs will destroy this beach, which is popular with families. The total proposal does not make sense. Pauline E Powell, OAM, Rye
Don’t blame dogs IN response to Malcolm Brown’s letter regarding the disappointing hooded plover breeding season (“Plover trouble”, 18/3/14), we have witnessed two new hooded plover chicks on 16th Beach, and have photos to prove it. The problem is not with domestic dogs. Hooded plover nests are vulnerable to ravens, gulls, foxes and feral cats. Unfortunately some surfers also take a short cut through sand dunes to the shoreline and trample areas where hooded plovers nest. People walking their dogs seem to be the “easy” targets. No one wants to tackle the real reason. Earlier this year, 16th Beach Dog Walkers Club spent a Sunday morning cleaning up dead muttonbirds on the beach. There was no assistance from any bird lover association. We are fed up being blamed, and being the scapegoat. Dog walkers also care for the birdlife and environment. Surely we can all enjoy our beaches without pointing the finger at dog walkers. There could also be another reason for poor hooded plover breeding. Has anyone questioned or tested shallow waters at low tide to see what poisons are lurking? We often see what looks like pollution washing up on the shore of 16th Beach. I have sent pictures to Environment Minister and Flinders MP Greg Hunt, but he doesn’t seem too interested either. Brenda Harding, Rye

Goodrems going for gold By Mike Hast IT’S the end of an era next Sunday when the southern peninsula community farewells Bill and Joan Goodrem, who are pulling up stumps in Rye after 54 years and moving to Surfers Paradise. The former shire councillor (19972012) and mayor (2001-02), and his wife will be farewelled at an afternoon function at Rye RSL. The Goodrems arrived in Rye from Bacchus Marsh in 1959 when Bill accepted a job at Rattray and Walker, founded by his brother-in-law. Mr Goodrem was a director of the timber and hardware supplier for 30 years before starting his own lumber business. He was a charter member of Rye Lions Club – serving three terms as president, 1987-88, 1996-97 and 2011-12 – a member of Rye RSL; the town’s citizen lobby group, now called Rye’s Up Community and Traders Group; and other community groups. Mr Goodrem, 82 this year, became Councillor Goodrem in March 1997 when the first election was held after local government amalgamations in December 1994, government-appointed commissioners having run the shire for just over two years.
He retained his Rye-based seat at elections through the 2000s and was a surprise candidate at the 2008 election after talk around town that he might retire. Mr Goodrem stood again in 2012 but lost his first election in 15 years. Over the years, Mrs Goodrem has been a member of mothers’ clubs and preschool groups, and a volunteer for St Vincent de Paul and Sister Carmel’s cancer support group as well as supporting Bill’s council career. The couple brought up seven children in Rye and now have 23 grandchildren and 11 great-grandchildren. Mrs Goodrem said they were looking forward to living permanently on the Gold Coast in an apartment they bought about nine years ago after regular holidays on the coast over more than 30 years. “I don’t like the cold and it will be great to move to our apartment just two blocks from the beach,” she said. “The complex has a pool, gym and gardens, all taken care of.” She said they would be regular visitors to Rye. Briars hosts music and talk THE sounds and songs of traditional and contemporary indigenous culture rang out across The Briars Park in Mt Martha on Saturday 29 March at the inaugural Baany to Warrna Ngargee – Water to Water Festival. The event began with an address by Victorian Supreme Court judge Justice Kevin Bell on “Reconciliation, Human Rights and Constitutional Recognition” followed by questions and answers from a panel including Boon Wurrung elder Carolyn Briggs, national human rights commissioner Tim Wilson (a former Mt Martha resident) and indigenous lawyers Darren Parker, Kareena Gay and Jidah Clark. Bike trails for state park PARKS Victoria wants to build a network of mountain bike tracks in Arthurs Seat State Park. The agency’s district manager, Libby Jude, said there had been “a significant increase in mountain bike activity across the peninsula concentrated around the Arthurs Seat area” as well as “a number of formal approaches from mountain bike user groups”. She said well-designed bike tracks would limit
“impacts on environmental values” and improve rider safety. Building a network of mountain bike trails would “help ensure the protection of significant environmental values and cultural sites” in the state park. People can comment on a discussion paper by Friday 9 May. It is on Parks Victoria’s website www.parks.vic.gov.au or call 13 1963 for a copy.

This is a question that will touch the heart of every lady reader, and, though it may not be answered to every ladyâ&#x20AC;&#x2122;s entire satisfaction, there is certainly a good deal of interest in knowing how other women have done it or imagine they have. So that â&#x20AC;&#x153;Everyladyâ&#x20AC;&#x2122;s Journalâ&#x20AC;? for April hits upon a lively topic when it gives the views and the portraits of a number of leading women on â&#x20AC;&#x153;How to Be Beautiful.â&#x20AC;? It seems that beauty of figure is the great consideration rather than the beauty that is skin-deep, and we learn from the ladies who have given their views to â&#x20AC;&#x153;Everyladyâ&#x20AC;&#x2122;s Journalâ&#x20AC;? that beauty of both body and face will follow perfect health. This therefore is the object to aim at, and the means suggested are many and various. Miss De Vere, the sprightly comedienne of â&#x20AC;&#x153;The Dandies,â&#x20AC;? for example advocates dancing, and says that even the oft condemned Tango has its advantages as a health exercise. Miss Murray, a Scottish champion, votes for swimming. Miss Meryl Waxman says that tennis is the game to make a girl healthy and beautiful. Miss Webb is an ardent supporter of systematic physical culture, and Miss Chris Lorimer advances the opinion that fencing gives a woman a mental poise and a physical beauty far above the average. But the most common sense and practical adviser of all is a Toorak society belle, who declares that no sport or dumb-bell movements known to science can touch plain housework for all round development and healthy exercise.

A good attendance is requested. *** WESTâ&#x20AC;&#x2122;S Orchestra visited the engineers camp at Langwarrin on Sunday, and during the afternoon rendered a fine programme of selections. On Sunday night the orchestra gave a concert in the hall, which was crowded. The thoughtfulness of the
members of the orchestra in this making a welcome diversion by the camp routine, was much appreciated. ***

Easter Bunny hopping all the way to Peninsula Family Easter Picnic THE Easter Bunny will be hopping all the way to the peninsula’s family eggstravaganza, the Peninsula Family Easter Picnic, on Sunday 13 April. Children will be able to hunt for thousands of Easter eggs. Arise, sir knights of the new republic By Stuart McCullough FINALLY! Knighthoods are back and I, for one, am beside myself with excitement. I almost have to pinch myself – an act that being beside myself makes a whole lot simpler. Clearly, someone has been getting my letters, emails and scrolls sent by carrier pigeon. For too long, this country has been without the crowning glories that are ‘Sir’ or ‘Dame’; ever since Prime Minister Bob Hawke abolished the honours in 1986 in favour of the title, ‘Maaaate’. It’s time to set the record straight. Or, to put it more accurately: it’s time to set the record straight. There are lots of reasons to celebrate the return of knighthoods, not least of which is the reintroduction of jousting as a mainstream sport. For too long, kids have had to waste their Saturday mornings playing football, netball and cricket when, instead, they should be strapping on their armour and taking the family horse out for a vigorous bout of jousting. It’s been yonks since I’ve taken the jousting sticks out. And with armour being the must-have fashion item in 2014, the term ‘throwing down the gauntlet’ will no longer be a mere turn of phrase as ordinary citizens peel off their metal gloves and cast them groundward, before challenging someone to a duel. This nation has long been iron deficient and only a return to full body armour can fix it. As a child, I longed to be knighted. If chances didn’t look good, I was going to change my name from ‘Stuart’ to ‘Sir Stuart’. This would work vastly improve my chances of getting
an upgrade when next I fly. But such a bold move carries with it the risk that I might actually receive one of these honours on merit (if not by clerical error) and be stuck with ‘Sir Sir Stuart’. Granted, Boutros Boutros-Ghali got away with it but, as pop group Duran Duran proved, having a built-

Some people think it cruels any chance of ever becoming a republic but those people are flat-out wrong. My favourite knight isn’t Australian or even British – he’s American. Kennedys and Kardashians aside, they don’t even have a royal family. Sir Mix-A-Lot was, presumably, knighted for his services to rap music and, possibly, body image. Granted, not everyone appreciates the sentiments expressed in his song, Baby’s Got Back, but I tend to defer to medical experts, like Dr Dre, on such things. Given his status as a knight of the realm, it is only appropriate that any ceremony to confer a knighthood be supplied with a soundtrack from MixA-Lot. It’s ironic, of course (and I’m not just talking about the armour). Those people who want to avoid the return to knighthoods as part of our honour system now have the perfect excuse to isolate themselves by building a moat. Normally, I’d write these articles at my desk, seated behind a computer. Not today. To mark the return to sanity that is the reintroduction of knighthoods, I am writing this whilst sitting astride my mighty stead, who I have named ‘Sir Hoofalot’ and am using the finest quill in my collection. Having attached this epistle to the nearest pigeon, I shall await news from the Kingdom. It’s late now, and I should probably get off my horse and get some sleep. So let me say to republican and monarchist, peer and commoner, nobleman and serf alike: good knight to you all. stuart@stuartmccullough.com

in stutter for a name makes you look like an idiot. But just like ‘Major Major’ in Joseph Heller’s masterpiece Catch-22, I’ll get over it. It also means that the Rodgers and Hammerstein musical South Pacific can now be performed in full and exactly as the authors intended. For
too long, the musical centrepiece of the show has been mutilated to reflect prevailing cultural standards. I look forward to hearing There Is Nothing Like A Dame in all its full-throated glory. No one could dispute that it’s far more catchy and enjoyable than the politically correct version: There Is Nothing Like an Order of Australia Bestowed for Services to the Community. If nothing else, it ruins the rhythm of the thing entirely. The song Knights In White Satin by The Moody Blues will finally mean something, to say nothing of Cole Porter’s Knight and Day. Turns of phrase that are an indelible part of our cultural make up – like ‘white knight’, ‘knight in shining armour’ and, most crucially of all, Knight Rider – can be restored as freely used as part of the national lexicon. It will boost the fortunes of the chain maille industry almost overnight. Forget Parliament House – our nation’s leaders will congregate at a venue more fitting: Kryal Castle. I realise that not everyone feels the way I do. Some have cruelly labelled it a ‘retrograde’ step without pausing to think of the benefits. It’s clear that these honours will only be given out to the truly exceptional and not, as was the case in Queensland throughout the seventies, given away free with boxes of Cocoa Pops. This is, of course, a two-edged sword, much like the one Her Majesty will use to confer the honour itself. I quite like the idea that anyone has a shot of qualifying. Just as our Olympic team should be selected through a barrel draw, so too should knighthoods.

Performance CHRISSIE Hynde was heavily influenced by US soul singers and started practising on a baritone ukulele before picking up a guitar and playing in a band with Devo keyboardist Mark Mothersbaugh. Hynde spent three years studying art at Kent State University before taking up modelling. She joined a variety of groups including Jack Rabbit with Chris Spedding, Berk Brothers and then was invited by Spedding to do backing vocals on his solo album Hurt. Hynde put together her first band in 1978 with Pete Farndon (Bass), Martin Chambers (Drums) and James Honeyman-Scott on guitar. The group, then still nameless, recorded Ray Davies’ Stop Your Sobbing, produced by Nick Lowe. Hynde settled on the name The Pretenders, inspired by The Platters hit The Great Pretender. In October 79, The Pretenders released Brass in Pocket written by Hyde/Honeyman-Scott and the single hit No.1 on the UK charts. The following year Hynde met her hero Ray Davies and they began a 3-year relationship. In June 1982, shortly after playing two gigs with The Beach Boys on a US tour, James Honeyman-Scott died following a period of cocaine and heroin addiction. But on a good note, the Hynde composition Back on the Chain Gang climbed into the US Top 10 (1983) and was used in the Robert De Niro film The King of Comedy. The band hired a new guitarist, Robbie McIntosh (ex-Manfred Mann) and bass player, Malcolm Foster. Later that year, former Pretenders bass player Pete Farndon died of a drug overdose and Hynde gave birth to her daughter, Natalie HyndeDavies. Hynde and Davies later split and Hynde married Simple Minds singer Jim Kerr and they had a daughter, Yasmin. In 1985 UB40 invited Hynde to covocal a revival of Sony & Cher’s hit I Got You Babe which became a Top 30 hit. In 1997, Hynde married Colombian sculptor Lucho Brieva in London, but the marriage only lasted for five years. Chrissie Hynde will release her first ever solo album Stockholm on 6 June. When Yusuf last toured Australia, 36 years ago, it was as the enigmatic Cat Stevens, a powerful and evocative singer-songwriter who brought the world Moonshadow, Peace Train, Wild World, Morning Has Broken and other classic folk-pop hits. Born Steven Georgiou in London in 1947, he was discovered by former The Springfields member, now record producer Mike Hurst who arranged for Yusuf (Cat) to attend a recording session where the student recorded his song I Love My Dog. Tony Hall of Decca Records signed him to the new Deram Label under the name Cat Stevens. In November 1966 I Love My Dog hit no.28 on the UK charts. In February 1967, the highly commercial orchestrally arranged Matthew and Son hits the UK no.2 spot behind the Monkees I’m a Believer. holm with co-writer, guitarist and producer Bjorn Yttling, the album features cameos from Neil Young and tennis legend John McEnroe. The album, featuring 11 tracks, includes the first single Dark Sunglasses, which will be released on 24 April. Dark Sunglasses was premiered on Radio 2 in the UK and is now receiving its first plays worldwide. Jamaican singer Jimmy Cliff recorded a cover of the Stevens song Wild World and gifted him a UK Top 10 hit. In 1971, Wild World became Cat Stevens’ US debut reaching no.11, while the album Tea For the Tillerman hit reached no.8 and remained on the album charts for 79 weeks. His next album Teaser and the Firecat remained in the UK charts for 93 weeks and the US charts for 67 weeks. A flood of US hits followed, including Peace Train (no.7) and Morning Has Broken (no.6). I probably broke the speed limit 10 times by 1-4 kilometres per hour due to various factors and was passed some 200 times by trucks and cars, most speeding, some ratbags, and some male and female P-platers of all ages. The television news used an accident by an 82-year-old female in Queensland to highlight the case, ignoring the other thousand accidents on that day. A nonsense. Maybe it’s me? Arthur’s mate (Joe Hockey) paid back the $33,000 donated by the Obeidlinked Australian Water Holdings. I expected no less from Joe and his Liberal mates, or, as I like to call them “the good guys”. I suspect Labor has nothing against Arthur. Maybe like those chaps on the Murray River fishing. Cutting out red tape is all very well, but changing consumer protection laws putting people into the tentacles of some untrustworthy financial advisers stinks. Neutral advice is in danger of being replaced by vested interest; lambs to the slaughter. If consensual sex results in pregnancy I figure they should take the consequences, including child maintenance by the father. However, abortion as a result of rape or incest is surely a right. Like most, I’ve come across people and friends who chose out of convenience. I disagree mostly, but it’s their decision; end of story. It’s the politicians speaking out from a platform of pseudorighteousness who become a pain in my
backside. What happened to the old adage “if you’ve got nothing to hide you’ve got nothing to fear”? Our state government launches an investigation into the sources of media leaks about hiring and spending practices at our glorious Office of Living Victoria water goldmine, already the subject of a Victorian Ombudsman inquiry into the use of taxpayer funds to hire alleged mates without public tender processes. Waxing the goodies? Harley Properties in partnership with Common Equity Housing and our state government is providing some 45 units at affordable rates for over 55s in Wangaratta seeking public housing for the first time. Now that is a great idea. On the other hand, spending on social housing in the last financial year fell by $247 million; a waiting list of 34,000 people in need. What are they doing? Mount Eliza renamed Frankston South West? A tragedy...My pension increase of $15.70 a fortnight was almost the cost of a packet of 20 cigarettes; happy days... The Mornington Peninsula Shire and

Kangas jump Bulls in season opener PENINSULA LEAGUE By Toe Punt LANGWARRIN achieved something it has been unable to do for years on Saturday when it beat Karingal. There is a fierce rivalry between the two clubs and in round one of the Peninsula League season, the Kangas were able to get their season away to a flier. Despite missing a few of their recruits, including Matt Dimkos and Rikki Johnson, the Kangas got away to a great start and led by 31 points at quarter time. By half-time, the margin was out
to 39 points and the Bulls had been restricted to just one goal. It was a case of spot the original player for Karingal, given the fact it lost about 14 regular senior players in the off season. Michael Burke and Grant Paxton were the Bulls best. Jimmy Johnson was a headache for the opposition, kicking four goals for the Kangaroos, while Andrew Withers dominated. Under-18 league medallist Blake Harkness was among his side’s best also in his first senior game, while Stevey O’Brien turned back the clock
and played an outstanding game. New coach Gavin Artico would have been impressed with his sides’ 14.14-98 to 4.6-30 victory. He would have been particularly impressed with the team’s defensive efforts. Frankston YCW smashed Pines on Saturday, winning 22.11-143 to 9.3-57. The Stonecats really haven’t seen the best of Ricky Morris for a while but he turned it on Saturday, kicking eight goals in a best-on-ground performance. Stuart Macleod took a while to get going last season after a knee injury but was superb for the Stonecats, and
Anthony Barry was also at his best. Billy Humphrey was among the best players for the Pythons, as was Adam Maling and Jimmy Messina. Bonbeach, still reeling from the missed opportunity last season, came out firing against Seaford on Saturday. After a tight first quarter, the Sharks booted 17 goals to five after the break to run out 20.10-130 to 7.10-52 winners. Daniel Smith has been an unheralded champion of this competition for a long time and he was best-on-ground with four goals. Anthony Raso kicked three majors,
Jason Ferraro had a heap of the footy, and Mark Tyrell and Justin Norton were dominant. The Tigers lacked fight after quarter time, restricted to just five goals in three quarters of football. Dylan Sloan was the Tigers’ only multiple goal-kicker, finishing with two. Nick Pettitt, who has been missing from footy for a while, was among his side’s best, as was Luke Smith. The two Sunday games, Mornington v Mt Eliza and Edithvale-Aspendale v Chelsea were decided after The News went to press.
Long year ahead for Yabbies as Blues win NEPEAN LEAGUE By Toe Punt TYABB Football Club, the Yabbies, is in for a long season if its performance in the opening round of the Nepean League 2014 season is any indication. Tyabb was thrashed by neighbour Hastings, scoring just one goal in the opening half and finishing with three for the match. While the Blues dominated every quarter, it was hard to gauge how good the performance actually was, given the lacklustre opposition. The Blues easily won the match, 23.19-157 to 3.9-27. There is little doubt Hastings is expected to be a major improver this season and its 42 scoring shots to 12 against Tyabb gave some indication. The Blues will finish in the top three. Colin McVeigh is a star and kicked off the season for Hastings with six majors, while new coach Brendan Dunne had a significant impact. Daniel Wishart had an average season last year but was back to his best on the weekend. Dylan Hand shopped himself around in the off season but stayed in the Blues colours and finished with three goals, as did Luke Hewitt and recruit Dan Noble. Everyone was excited to see how Justin Berry would perform and he didn’t disappoint, getting plenty of the footy and finishing with two goals. Grant Masterson was also back after a year in the wilderness and finished with a couple of majors. Tyabb skipper Ethan Rahilly was at his best once again, finishing with a goal, as did Stephen Porter, who was the Yabbies’ best. Red Hill proved that it, too, is going to be a rapid improver in 2014 after smashing Somerville. After a relatively even first half, the Hillmen opened up in the second hour and kicked 13 goals to three to run out 20.10-130 to 7.10-52 winners. Jarryd Douglas is a young star and booted five goals, while Jarred Eames finished with three.
Michael Dillon was the big recruit from Port Melbourne and he showed his class in his first match, while Luke Adams played some of the best football we have seen from him in seasons. Paul Wintle and Blake McCormack made an impression in their first match in new colours after crossing from Frankston YCW, and old stager Harry Larwill was at his finest. The most pleasing thing for new coach Tony Blackford would have been the fact that his team had 11 individual goal-kickers. It was a tough day at the office for new Eagles coach and former Karingal star David Hirst. His side was completely outclassed and it could be a tough season for the Eagles. Lee Martin was good for them, as was former Bull Kane McKenzie. Devon Meadows may have finished on the bottom of the ladder last season but it is sure to improve in 2014. On Saturday in the season opener, Devon came from 23 points down at three-quarter time to beat Pearcedale. Devon booted six goals to one in the final term to win 12.7-79 to 10.10-70. Shane McInnes was on fire for the red, white and black while Jesse Dehey made a welcome return. Pat Heijden booted four majors for the Tractors, while Ben Mitchell was a soldier in the ruck. Some pundits expected Frankston Bombers to slide this season and if its performance against Crib Point is any indication, the prediction might come true. The Bombers were thrashed by the Pies, 19.13-127 to 6.6-42. Brad Davidson booted six goals for Crib Point, and Wade Symes and David Cook dominated. Jeremy Waixel was the best of the Bombers, along with Duncan Proud and Ben Simmons. The round one matches Rosebud versus Rye and Dromana versus Sorrento will be played on Good Friday and Easter Saturday respectively.

The Saviours: Rye Bowls Club had a very successful 2013/2014 season with one of the two ladies Tuesday Pennant sides and all five mens Saturday Pennant sides making the finals. Only mens Division Two and Division Five went on to represent Rye in the grand finals played at Sorrento Bowls Club on 8 March. Division Five went all the way, winning their grand final. Five of the nine players in the winning side are over 80, with the eldest 93 years old. Pretty in pink: The Mornington Peninsula Hockey Club held their 2nd annual “Hockey Goes Pink” fundraiser in support of the McGrath Foundation on Sunday 30 March. The combined womens teams donned pink
socks to take on the Bayside Cougars in two matches on the day. Players ranged in age from 11 to in their 60’s. All players donated to the fundraising effort and Monash University Frankston Campus donated the use of the field for the day. Afternoon tea was a treat of goodies supplied by the players, and a silent auction and raffle was held. The men were not to be left out, with some of the mens team running the barbeque, resplendent in their pink aprons. The day was a huge success, with $2300 raised.
